Residents in the Harbord and Grace streets area will soon be able to look forward to a revamped Bickford Park, with a plan on its redesign nearly complete. Trinity-Spadina Councillor Mike Layton presented the plans at a community meeting at the Bob Abate Community Centre with those in attendance getting their first look at the new design. The new Bickford Park would include a 2,700-square-metre, fenced in off-leash dog area, a paved accessible walkway along the eastern edge of the park, two social meeting areas, new trees, benches and picnic tables and other features. “This is something that’s been three years in the making as we’ve slowly come to terms with some design elements,” Layton said. “We have the money budgeted for this year and we’d like to see something happen as soon as possible.” That could mean changes will be in effect as early as this fall or spring of next year, with the city setting aside nearly $400,000 for the project. Church land severance to remain green JUSTIN SKINNER jskinner@insidetoronto.com Faced with a dwindling congregation and a surplus of space, Manor Road United Church has decided to put the Davisville Village community first. A couple of years ago, the

church decided to sever its land and sell a portion off to help renovate its sanctuary space. Rather than automatically looking for developers to buy it, the church is working on a deal with the City of Toronto that would see the land converted into green space.

“We could have sold the land to developers for housing for seniors, condos or townhouses,” said Manor Road United Church Reverend Debra Schneider. “Councillor ( Josh) Matlow had a meeting regarding the (Manor Road) Lawn Bowling Club and we had a couple of

members there. They became aware councillor Matlow had funds available for park land and we started discussions from there.” The church, at Manor Road East and Forman Avenue, will use the money to revamp its >>>CITY, page 16

The new park also includes one baseball diamond, with

the T-ball diamond moving to nearby Art Eggleton Park. While opinions differed on some aspects of the park at the meeting, the general consensus appeared to be the redesign would be an improvement, with features such as seating and possible Ping-Pong tables adding to the park’s usability. Plans for a fire pit in the park were the cause of some

consternation, with Layton agreeing it could be stricken from the proposal given the proximity of Christie Pits and its fire area. Others did not want to see trees planted on the northwest slope, as that would interfere with tobogganing and the view into and out of the park. Bernd Baldus of grassroots group Friends of Bickford Park said the proposed

design was “the best that’s been presented to us so far.” He had a few suggestions of his own as to what he would have liked to see. “I think they could leave the (northern) social area out because we already have big problems with the underpass (under the Bickford Centre) with skateboarders and they would all just come down here,” he said.

“I’d also like to see the (proposed) pathway come further into the park with naturalized areas around it.” Baldus was one of a few at the meeting who noted, by leaving too much green space wide open and treeless, soccer players would turn the entire field to mud, as is currently the case. “For a lot of people – especially for people who don’t

have a cottage – the park is where you go where it’s green, attractive and relaxing,” he said. “It’s your refuge from the noise of the city. Bickford Park is not the only community park getting a makeover in the area.

onsidering his condition a short while ago, the fact 82-yearold John Fenton is set to brave the elements to walk 10 kilometres for charity is nothing short of amazing. Fenton had myriad health problems, which led to him becoming less and less active, which only worsened his condition. spinal trouble “It’s been quite an amazing turnaround,” he said. “I had a lot of spinal trouble resulting in me hardly walking at all – I could walk a block, but it was difficult and painful. Diabetes also did damage to the nerves in my legs, so I was unstable.” That all changed when he happened to meet a woman who walked with the use of walking poles.

He spoke briefly of the benefits the poles offered her and then met up with urban police certified instructor Jacqueline Murdoch to learn their proper use.

huge change “I’ve walked three to eight kilometres almost every day since,” he said. “At the age of 82, you start to break down a bit naturally, but it’s a huge change from where I had been.” The poles helped give Fenton added balance and stability, and the security they provided helped boost his confidence as he got his legs back into walking shape. Fenton will participate in the upcoming Coldest Night of the Year walk, a fundraising walk to raise money for those living in poverty or on the streets across Canada. He and his team, the

Nordic Kids, will walk to raise funds for the Yonge Street Mission. Fenton’s affiliation with

the downtown agency dates back 71 years, to when he accompanied his father, then Etobicoke’s medical

officer of health, to the mission. “It was a small building in what looked like a church on Yonge Street,” he said. “I remember that the people that came in to the building almost frightened me because I had never seen poverty like that.” two stints He vowed then to do what he could to help out, giving what he could when he could and serving two stints on the mission’s board of directors. More than seven decades

later, he continues to make good on his vow. “They do such good work there, I’m happy to do whatever I can to help them,” said the Etobicoke resident. He said the 10-kilometre walk will be a challenge, but it would have been unthinkable as recently as a year ago. “I figured I’d try to take on 10 kilometres and try to raise $10,000,” he said. The Coldest Night of the Year walk will take place from 4 to 8 p.m. Saturday, Feb. 21. Participants walking in support of the Yonge Street Mission will begin at Ryerson University’s Kerr Hall West Auditorium, 379 Victoria St.

Focus on legacy of Pan Am Games

H

ow can Toronto optimize the legacy of the upcoming Pan Am Games? What opportunities are there to create lasting change in our communities as a result of hosting the 2015 Pan Am/Parapan Am Games this summer? In this space last week, we wrote of how the Pan Am Path, an 84-kilometre trail being built to connect communities across the Toronto region, could create a living legacy for the city. It’s not the only example. Consider the facility construction and renovation that have taken place in Toronto because of the Games: The Pan Am / Parapan Am Fields at the University of Toronto’s St. George campus. The CIBC Pan Am Park located along the shores of Lake Ontario, including Exhibition Place, Ontario Place and the West Channel. The renovated Etobicoke Olympium. The track and field facility at York University in North York. The Aquatics Centre at the University of Toronto’s Scarborough campus. We can make use of those our view facilities in terms of promoting physical activity and Take advantage enabling community particiin local events. Consider that there’s an entire neighbourhood – the Canary District – in the West Don Lands being constructed that will serve as a temporary home for athletes this summer. How that transpires can serve as an example for other neighbourhoods when they experience a major development. And it’s not just bricks and mortar examples. There are opportunities for local businesses. There’s the opportunity to learn more about another culture being represented at the Games. There’s the volunteer experience. This isn’t about whether having the Games in Toronto is a good idea or not. We’re past that point. This is about making use of what the city will have after the Games and building the best possible legacy. There is potential to enable positive change on a grand scale. Learn more about the Games. Learn more about the facilities and parks being built. Understand how you as a resident of Toronto can take full advantage of Games facilities to create a better lifestyle once the Games are done. Anything less would simply be a wasted opportunity.

Will residents sign blank cheque for Scarborough subway? Predictably, Toronto council didn’t want to trouble itself this week with more questions about the Scarborough subway plan. Councillor Josh Matlow dared them to do otherwise – submitting five fairly uncomfortable administrative inquiries poking holes in council’s plans to hike taxes and build an expensive three-stop subway along a route that had been slated for a fully funded seven-stop light rail line. Questions asked, questions answered, Toronto council decided, voting overwhelmingly to approve a motion from Deputy Mayor Glenn De Baeremaeker to receive the inquiries and not send them along to Mayor John Tory’s Executive Committee. The questions were answered by City Manager Joe Pennachetti as the rules require. Given those answers, one might have thought councillors would be interested in a little more talk. Matlow wondered

david nickle the city about the sunk costs the city will be responsible for paying on the cancellation of the light rail line. Pennachetti said he’d report later, although leaked documents indicate it sits at $75 million. In 2013, they were estimated at $10 million more. What will the new subway cost to run, now? Pennachetti said $30 to $40 million a year for capital maintenance. It’s not known how much it will cost to run; it will depend on the service levels that council approves. How much help the city will get for operating it is an open question. What of SmartTrack and its impact on ridership of the subway? All of that will be factored into further studies emerging as the Scarborough subway environmental assessment unfolds, and the SmartTrack

preliminary work proceeds. And what is that ridership? In 2006, the city estimated 9,500 people per hour. In 2013, the ridership was estimated at 14,000. Pennachetti explained the new results came in a rush based on other variables. In the end, only six councillors thought those questions required more study. De Baeremaeker, with the blessing of Tory, carried the day and the whole matter is shelved. After the vote, De Baeremaeker pointed out that many of the questions Matlow posed had been answered in 2013 when council made the leap from light rail to subway. And he accused Matlow of simply using those questions as a back door to reopen the matter and build light rail rather than subways in Scarborough. Well, of course he is. Matlow opposed the subway for those reasons in 2013, and he’s opposing it again now. Things change.

Among other things, De Baeremaeker is proposing another $150 million for a fourth station on the line. In a scrum after the vote, De Baeremaeker wouldn’t rule out supporting an even longer route, for billions more, if the environmental assessment said it was a good idea. Matlow is not the only one uncomfortable with this. Deputy Mayor Denzil Minnan-Wong voted against the subway in 2013 and still thinks there are problems. But that’s not the same thing as wanting to reopen the matter. The public wants to get on with things is the mantra; no one wants more debate. There is one more question though: are Torontonians tired enough of debate to sign a blank cheque for a transit plan that’s looking more and more like a bad fit? Guess we’ll find out.

Matlow can’t derail subway project david nickle dnickle@insidetoronto.com St. Paul’s Councillor Josh Matlow failed on Tuesday to convince his colleagues to dig deeper into plans to build a subway to Scarborough. Matlow brought forward a set of five so-called “administrative inquiries” to the Feb. 10 meeting of Toronto Council, asking City Manager Joe Pennachetti to answer questions about details such as the cost of operating the new Scarborough subway, and the precise amount of “sunk costs” the city owes the provincial government for switching from light rail to subway. Council voted to simply receive the inquiries – effectively shelving the debate rather than sending some elements along to Mayor John Tory’s executive committee for more debate and study. Matlow was disappointed, but not surprised with the vote, which saw just six councillors opposed to the receive motion by Deputy Mayor

Glenn De Baeremaeker. “I don’t believe it’s ever too late to make the right decision,” said Matlow. “If we are willing to see our debt go up and our taxes hiked, should we not demand that decisions be based on all the relevant facts?” Matlow has opposed the plan to extend the TTC’s Line 2 (Bloor-Danforth) since before council decided to embark on it in 2013. The three-stop subway replaces a seven-stop light rail line planned, itself, to replace the aging Scarborough RT line from Kennedy station to McCowan Road. The light rail line was a relic of Transit City, former Mayor David Miller’s transit plan that was trashed under former Mayor Rob Ford in favour of subways. The new subway line came about after an often bitter back-and-forth

between Ford and Toronto Council, which first shut down Ford’s plan to build another subway on Sheppard and then coalesced around the Scarborough line. That $3.56 billion line will, unlike the provincially-funded light rail line, be funded by property tax increases totalling 1.5 per cent. Mayor John Tory was elected promising not to reconsider the Scarborough subway line, but Matlow made the attempt to reintroduce debate, bringing five administrative inquiries of city manager Joe Pennachetti to Tuesday’s council meeting. Pennachetti answered some, but not all the questions – mostly by referring Matlow to the reports that came forward in 2013. Matlow chastised his colleagues for pushing the questions aside. Between the athletes’ village and a variety of new sporting venues, it’s certain the Toronto 2015 Pan Am/Parapan Am Games will leave a legacy. An initiative known as Playing for Keeps (P4K) will ensure that legacy consists of more than just buildings. On Feb. 7 and 8, P4K trained a new cohort of volunteer ambassadors at George Brown College on Adelaide Street, giving them the skills they need to become community leaders and organize their own neighbourhood games. “One of the things we do at the Toronto Foundation is seize opportunities to connect philanthropy with community needs,” said Rosalyn Morrison of the Toronto Foundation, one of a variety of community organizations working to make P4K a success. Morrison noted the city’s Vital Signs report showed health is on the decline in Toronto, but the problem runs beyond simple physical wellness. “What it showed is that we’re seeing a diminished sense of belonging in the city and that’s something we were concerned about,” she said. P4K aims to fulfill four simple objectives: The initiative seeks to provide oppor-

tunities for youth to become leaders in their communities and have their voices heard; get people to be more active; foster a sense of belonging; and bring the city together. It was born out of the Ontario 2012 Summer Games, with 160 youth, newcomers and longtime residents taking on roles as volunteer ambassadors. They received training, with the caveat that they had to organize a community event of their own. “People get to learn about themselves, what it takes to be a leader and what it means to be a citizen,” Morrison said. “They organized neighbourhood games that included everything from soccer to Ping-Pong to knitting circles. People can also access $50 microgrants to help make the events happen.” Deborah Kirkegaard got involved with P4K in 2012 and instantly loved the initiative. She joined largely because she wanted to reconnect with Toronto after feeling she had fallen out of touch with it. Kirkegaard noted the commitments made by those who get involved are anything but onerous. “The main commitment – the most important commitment you make when you become a volunteer ambassador – is holding a neighbourhood game in your community,” she said. “You

bring new events into the community that are healthy and fun.” For her community event, Kirkegaard got residents in her neighbourhood to decorate the entrance to Cedarvale Ravine near Eglinton West subway station with snowmen. “On one side of Cedarvale Ravine, you have an incredibly wealthy community and on the other side, there are people like me with modest homes,” she said. “I thought it would be great to bring them all together for some fun.” Kirkegaard contacted local schools to spread the word and a total of about 30 people came out to take part and create snowmen, snow women and snow creatures – not a bad total considering the event took place on Family Day, when many people were out of town. “The biggest fun for me was when we had a family there who were new to Toronto and new to Canada,” she said. “They’d never made a snowman before, so it was great to give people their first experience doing something so Canadian.” P4K is still looking for volunteer ambassadors, and for participants for the various events coming up.

Rooming house investigation will shape June report to Toronto council A city investigation of Toronto rooming houses is starting in a dozen neighbourhoods where the subject is especially sensitive. The 12 areas targeted for “tailored” consultations early this spring match the largest clusters of complaints about rooming houses – legal or illegal – over a two-year period. Opinions from these places, including some districts downtown where rooming houses are legal and others along the city’s northern edge where they are not, will shape a June report to Toronto council’s executive committee. Recommendations in that report could lead to legal rooming houses in Scarborough and North York, something many councillors from those areas have feared for years. Movements toward a report and consultations on the issue, promised during the last term of council, were buried. But the latest attempt, approved

by the executive last summer, seems to be going ahead. When councillors asked for a report on the consultation at Scarborough Community Council in January, they were shown a memo from Municipal Licensing and Standards explaining how the first-stage of the consultation will work. Most of the largest complaint clusters in the city’s inner suburbs are near postsecondary campuses, where supplies of cheap student housing haven’t kept up to demand. T h i s i n c l u d e s Yo r k University Heights, Smithfield near the Humber College North Campus, and Highland Creek near University of Toronto Scarborough. Other clusters are in areas such as Parkdale, Cabbagetown and South Riverdale where rooming houses, if licensed and inspected by the city, are legal. The MLS memo said local

councillors will be asked to share “their experience with rooming houses and to assist in identifying neighbourhoods and participants that should be consulted during the review.” Ratepayer groups, rooming house tenants and operators, neighbours, social service agencies and post-secondary institutions are among “key stakeholders” to consult, it said. A final report for the executive is expected by December after a second round of consultation. Chin Lee, Scarborough’s community council chairperson, said there are other ways councillors can get involved, such as hosting their own meetings. Lee said he believes the consultation is needed, but added many communities in Scarborough were designed for “single-family” homes.

The funds from the city will help make the space accessible and will allow for the installation of glass partitions to help convert it into a mixed-use space that can be rented out. “The building’s well used now with a Montessori school, Brownies, Guides, dog training, judo, karate,” Schneider said. “This will allow for more uses, and we’ll even have a couple of parking spots, which we’ve never had before.” As part of the land sale, the church’s educational building will likely be razed and converted into parkland, a definite need in the area, particularly given the potential sale of the Glebe Manor Lawn Bowling Club to developers. While that land was not open to the public, it has long been a grassy, natural site in a neighbourhood that has a serious dearth of such spaces. “It won’t be a big park, but this area’s in the lowest 20th percentile in terms of park land,” Schneider said. Of course, the church did not give the land away for free. Schneider said there had been discussions with developers and the property was properly appraised.
