The well-used and muchbeloved Christie Pits Park is slated to get a makeover with many of its old features fixed up and new features added to help the surrounding community enjoy the space. The proposed changes to the park were unveiled at a public meeting Tuesday evening after Mirror deadline, but councillor Mike Layton took a moment to discuss the plans before the meeting took place. He noted some parts of the park are in definite need of an upgrade – particularly the paved paths running through Christie Pits, which have become worn and cracked. “It’s pretty clear people love the park and love the way it operates, but some stuff in there is old and tattered and some of the pathways, at the time they were built, didn’t completely acknowledge safety implications,” he said. Steep asphalt walkways leading down into the park would be replaced by more accessible, safer pathways that will allow those with mobility issues to enter the park safely from multiple points. The park revitalization will also feature plenty of new features for park users. “Looking forward, one of the >>>PARK, page 12

Fudger House not on chopping block – for now JUSTIN SKINNER jskinner@insidetoronto.com With rumours spreading that Fudger House could be shut down, members of the City of Toronto met with concerned
downtown residents at the 519 Community Centre to clear the air. Fudger House, a long-term care facility on Parliament Street near Wellesley, was one of six city-owned long-term
care facilities determined to be non-compliant with current building standards. A plan calling for the redevelopment or retrofitting of the sites looked at the possibility of closing Fudger House
and another facility, Carefree Lodge, with residents moving into a new residence that will be built on the site of the current Castleview Wychwood Towers. >>>LONG-TERM, page 2

community
Long-term care facility instrumental in LGBT Toolkit development >>>from page 1 That news did not sit well with residents in the area, particularly those in the lesbian, gay, bisexual, transgender, and queer (LGBTQ) community who note that Fudger House has long been a flagship care facility when it comes to inclusiveness and LGBTQ programming. According to Reg Paul, City of Toronto general manager of long-term care homes and
services, however, the closure of Fudger House is far from a done deal. “No decisions have been made at this point... there’s no closure decision,” he said. “Consolidation (of sites) is a possibility, and that could see the potential closure of one or more sites. What we’re looking at is ‘what is the cost if we were to redevelop each site? What is the potential if we were to look at other
placements?’” Fudger House was instrumental in the development of an LGBT Toolkit, which is used to teach staff and residents at various longterm care facilities across the city more about the LGBTQ community in a bid to foster an inclusive and welcoming feeling. That document is slated to be reviewed in early March, as it is already nearly 10 years
old and may need updating to ensure it takes all people into account. “We try to deliver culturally competent care, appropriate care, the right care at the right time,” said Vija Mallia, City of Toronto director of long-term care homes. She noted any plan to redevelop long-term care sites – whether that plan calls for the closure of facilities or not – must maintain that spirit.
“Bricks and mortar are very, very important to each of us, but just as important is what happens within those walls,” she said. While city staff were adamant Fudger House is not officially on the chopping block for the time being, they would not commit to it staying that way. “This isn’t going to happen tomorrow – this takes several years to go through the plan-
ning process,” said Dana Tulk, City of Toronto director of management services. He added further consultations regarding the bricks and mortar costs and discussions with community partners and stakeholders will be ongoing. A new report on the Capital Renewal Strategy for the city’s long-term care facilities is expected to presented to council by the middle of this year.

Learn about history of African people in Canada ERIN HATFIELD ccm@insidetoronto.com What some people might not realize, is the history of African people in Canada stretches as far back as the 1600s, said author Murphy Browne. With the knowledge of the rich history African people have in Canada would come inclusion, community and understanding, Browne said. “Understanding the history benefits us because people will not feel they have to justify who they are or have the daily struggle of feeling like they have to prove they are just as good or just as Canadian,” Brown said. Far too often, Browne said, the assumption is made that because a person is of African decent, they are not Canadian. “I want people to stop assuming that because you are African, you can’t be Canadian,” Browne said. To that end, Browne has penned a number of articles about the history of African people in Canada, which she has compiled into a book and recently self-published. The book is called Berbician Griot. ‘Berbician’ refers to people who were born in Berbice, a region in Guyana, South America, where Browne was born. And ‘griot’ is a West African historian, storyteller, praise singer and poet who has the history and tales of the community memorized. “They could tell people their ancestry going back generations,” Browne said. “And that was passed down from generation to generation.” The book is a compilation of articles Browne wrote between 2002 and 2009 about African history, the African continent and the diasporas, including Canada, the Americas and Europe. “My interest in African history comes from childhood stories of

African history, especially from my grandfather who was Pan-African,” Browne said. “Because of the culture of storytelling, there were gatherings of people where they would tell stories of where their ancestors had been taken from and enslaved in North America, Central America, South America and Europe.” As an adult, Browne said she realized there are many people, not just in the African community, who didn’t know anything about African history and it compelled her to start writing articles about African people in Canada. The book opens with an article about Mathieu Dacosta, who came to Canada with the Champlain expedition in the 1600s. From there, Browne writes about Olivier Lejeune, a child of six or seven years of age who was kidnapped from Madagascar and brought to Quebec and sold into slavery. Browne recalled her research uncovering an advertisement in a newspaper dated Feb. 10, 1806,
which offered a 40-year-old woman named Peggy and her 15-year-old son Jupiter, who were for sale by Peter Russell, the administrator of Upper Canada preceded by John Graves Simcoe. “A lot of people don’t know that there was this history of slavery here in Canada,” Browne said. “My hope is people will read and be educated and understand Africans have been here in the 1600s.” Browne lives in the Regent Park area and has been an active advocate for education and human rights in the Parkdale area for more than 20 years. She will hold the book launch for Berbician Griot Feb. 21. The book launch begins at 1 p.m. and is open to the public. Browne will be reading from the book and doing a book signing. Feds smart to back SmartTrack
M
r. Mayor goes to Ottawa, and with him a pitch for those in our nation’s capital to consider his SmartTrack transit plan, the key plank in John Tory’s run to become mayor of Toronto. With the city already on shaky budgetary/financial footing – Toronto is to borrow from itself to fill the 2015 budget hole, and City Manager Joe Pennachetti is looking at ‘new’ revenue tools to fund growth – all levels of government need to step up. Especially when considering how much money Toronto sends to Ottawa and Queen’s Park. Tory’s Tuesday and Wednesday itinerary includes meeting with Liberal Leader Justin Trudeau, NDP Leader Thomas Mulcair, federal Minister Lisa our view Transportation Raitt and several Toronto MPs. are discussions that must Keep transit These happen – something Tory started on minds of with Prime Minister Stephen Harper in December, shortly after our MPs being sworn in as mayor. Whether Harper drops the writ before the fixed Oct. 19 federal election date is uncertain, but it is time to start talking transit with our local MPs – and it’s their job to bring our concerns and ideas to Ottawa. Transit has been one, if not the main municipal issue for nearly a decade. With that comes the necessity to keep that discussion going on a daily basis. Not just during elections. Transit issues stretch beyond Toronto because the city is an economic generator for the entire country, and congestion is an economic killer – the social and economic costs across the Greater Toronto and Hamilton Area are estimated at $6 billion annually. The federal leaders have been in Toronto recently – making announcements, shaking hands – so it’s obvious interest in Canada’s largest city is there. SmartTrack will not solve the entire issue; however, getting people around the city more quickly on transit will help take some cars off the streets and quicken commuters’ trips. Tory has often repeated his position that the federal government needs to sign on to a 10-year agreement to fund transit in big cities across the country, and that SmartTrack should be next on the prime minister’s list. It is now our responsibility to make sure that position extends to our doors, when federal hopefuls start knocking. It is up to us to make sure transit – not just Tory’s SmartTrack – stays top-of-mind leading to the federal election.

column
City manager Joe Pennachetti’s long goodbye There must be something liberating in the long goodbye. Just look at Joe Pennachetti, Toronto’s long-suffering and everefficient city manager, who agreed to hang around for a few months after his planned retirement to help Mayor John Tory make a budget for 2015. Pennachetti’s been good to his word – directing first one staff budget and then another, once the political realities of provincialmunicipal relations became apparent. Last week, Pennachetti delivered that second one with a neat fiscal flourish, forgoing a loan from either province or bank to “borrow” money from Toronto’s own capital investments. The plan raised some eyebrows but got Tory out of a pickle, made by the failure of his fledgling administration to negotiate a good deal with the
david nickle the city provincial government to soak up $86 million in lost revenue in time for March. It is unlikely that if Pennachetti were planning on staying longer than a month or so he would have delivered his third piece of parting advice as he did. Act now Toronto, he said, needs to look at new sources of revenue, and it needs to do it now. The City of Toronto Act is under review, and with strong council support it is possible the province might allow Toronto to find sources of revenue beyond the ones it has now: specifically, a sales tax. That new source of revenue could make a dramatic difference in the city’s finances – allowing it to deal with its crush-
ing public housing and transit responsibilities, and manage everything else on its own terms. Shelley Carroll, who served as budget chief under former mayor David Miller, is going to bring forward a motion on the plan. Tory, meanwhile, is united with his budget chief Gary Crawford in thinking it a terrible idea. On Tuesday, Tory told reporters that first he wants to find some efficiencies and get some money from the federal and provincial government. New revenues should only be considered after all that’s failed. Tory’s nervousness is understandable. Even the pro-revenue Miller got cold feet before too long facing the opposition that comes with new revenue tools. In 2007, he just stayed home from the public consultations on the prospect of new taxes, leaving poor
Pennachetti to work on his grey hairs alone fielding snark about land transfer taxes and vehicle registration taxes in meeting halls across the city. It’s understandable, but it’s not acceptable. Toronto council is on its way to approving a budget that is built on short-term profligacy, paid for over time. It’s like raiding your kid’s college fund to get a new car: if you have any hope for pleasant holiday dinners and visitors at the retirement home, you’re going to have to spend the next few years cutting other things you may need – or go get a better job to pay it back in time. Or you could do both – cut back on frills and get some more money. That’s the gist of the parting advice from the guy who knows.

City engineers want council to take another look at the Bay/Bloor scramble City traffic engineers are calling on council to unscramble the pedestrian intersection at Bay and Bloor streets. The recommendation to the Feb. 23 Public Works and Infrastructure Committee said the intersection, which allows pedestrians to cross diagonally with traffic stopped in both directions, is causing too much traffic congestion and providing not enough benefits to pedestrians. The intersection is one
of three scramble intersections in the city’s downtown. The others are a Yonge and Dundas streets, and Bloor and Yonge streets. They were installed in 2008 and 2009 respectively. The Bay and Bloor streets intersection was the last to be installed, in November 2010. The city conducted an evaluation of this intersection and found Bay and Bloor had the lowest volume of pedestrians,
with a particularly low volume in the afternoon. Only 16 per cent of users took advantage of the diagonal crossing on weekdays, with just 12 per cent on weekends. While pedestrian delay is moderately reduced by the crossing, vehicle delays have more than tripled in the evening. As well, sideswipe collisions have more than doubled and rear-end collisions have increased by 50 per cent
“likely due to driver frustration” the report read. funds to help wTheFed reduce homelessness City of Toronto is getting
more than $86 million over five years from the federal government to help reduce homelessness. Mayor John Tory was on hand at Etobicoke’s Furniture Bank – an agency that provides newly housed clients with furnishings and house-
hold items, moving services and employment training options – for the announcement. The federal government’s Housing First initiative aims to stabilize the lives of homeless individuals for the long term by first moving them into permanent housing and then providing additional support for underlying issues, such as addiction and mental health. The end goal is to ensure these individuals become self-
sufficient, fully participating members of society. “This five-year commitment from the federal government means we can continue to provide much-needed services to help Toronto’s most vulnerable residents put a roof over their heads, find work and address mental health challenges so they are no longer isolated, but active, integrated members of our community.” said Tory in a statement.

member of the Games’ transportation planning committee said a traffic management strategy for the Pan Ams has been in the works since 2011. One strategy is calling for a drastic change to travel habits to accommodate the expected 250,000 people expected to attend the Games. “We need one in five people to pick a different way of travelling,” Spooner said at the meeting, held at the St. Lawrence Community Recreation Centre. “So that could be carpooling, taking public transit and travelling at less busy times of day. We know we’re asking people to make a behavior change.” Part of the traffic management plan for the Games will rely on increased use of TTC and other transit services to travel to venues, and event ticketholders will be able to ride transit at no extra cost. >>>from page 1 things we really want to add is improved seating around the bread oven beside the kids’ play area,” Layton said. “We’re also looking at another basketball facility. Right now, there’s an old basketball pad and there was volleyball equipment on a cement pad there. We’re looking to build a suitable facility across the two pads.” Other improvements would see a community hub installed around the fire pit, improved fencing around the baseball diamond and a play feature to replace the park’s old merry-go-round. There is also talk of installing a new stage in the Christie Pits bowl. “There are several events held in the park each year where they bring their own

stage,” Layton said. “The purpose of building a stage there wouldn’t be that we’d start hosting musical events every weekend or anything like that, but we could possibly extend its use to other events and have community groups hold recitals and performances there.” New lookouts would provide vantage points into the park’s bowl area, while Ping-Pong tables on concrete pads would give park-goers
another fun play feature. Drainage in par ts of the park would also be improved. The park upgrades could come in multiple phases, with future phases addressing surfacing on some of Christie Pits’ smaller baseball diamonds, and upgrades to the ice rink and coffee shop. Layton said he hopes the lion’s share of the work can be completed by next spring. “We know we have to avoid the baseball season for upgrades to the baseball fencing and we want to avoid having it happen during the park’s most-used times so people can continue to use it,” he said.
