Though it took longer than anticipated, students in the Regent Park community were finally able to return to Nelson Mandela Park Public School once March Break ended. Like much of the surrounding Regent Park community, the school underwent a massive transformation that saw the

historic building repurposed to meet the needs of modern staff and students. The school’s redevelopment went over time and over budget, with the original $21.7-million price tag having been overshot by some $8 million. Ringuette noted meetings would start with food, a smudge ceremony and an opening prayer, but pointed out he and those he worked with “could never find any of the food we wanted – it was always just sandwiches or soup from some local catering place.” To remedy that situation, Ringuette started up RingFire Productions in 2005. The company brings a variety of Anishnaabe foods such as game, freshwater fish and traditional soups to Toronto’s culinary landscape. “It was hard to get venison here, or moose and partridge, I hadn’t had since I was a child,” he said. “Someone needed to provide this food, and I love food and cooking.” The meats offered, which include buffalo, elk and venison, are high in protein, which Ringuette said is crucial in an Aboriginal diet. Prepared properly, he said, the food provides nutrition and can help to combat the high

ayle Chernin, once a bright star on the Canadian film and theatre scene, is continuing to impact the arts even after her death. Chernin, who lived much of her life near Bloor and Bathurst streets, was perhaps best known to film-goers for her role in the seminal 1970 Canadian film Goin’ Down the Road, though she later appeared in a bevy of other productions, including Queer as Folk, Little Mosque on the Prairie and Monk. She also made her mark as a documentary filmmaker and served for a time as co-chair of the Toronto ACTRA Women’s Committee. Now, more than two

years after she lost a battle with ovarian cancer, the Cayle Chernin Memorial Fund and Equity Showcase Theatre are seeking applicants for the second annual Cayle Chernin Award. “This is the second year for the award and it alternates between film and theatre,” said Chernin’s widower, Dwight McFee. “My wife did everything – wrote, acted, produced – so it’s fitting that the award goes back and forth between the two.” The Cayle Chernin

The Cayle Chernin Award was named after the late actress Cayle Chernin. The award, which is currently seeking submissions, offers a cash prize to up-andcoming female filmmakers and actors to help them complete a project.

ent in starting up a new project. It keeps Chernin’s legacy

alive both as a performer and one who was dedicated to ensuring others succeed in the arts. “She was a big part of the Monday Nighters, a group of people from the (show business) industry who get together Monday nights (downtown),” McFee said. “Cayle knew she was lucky to have what she had and she always loved talking about acting and supporting others.” That the award goes to a woman also keeps with Chernin’s values. She knew full well how difficult it could be for women to make a go of it in the entertainment industry, particularly in a behindthe-camera or offstage capacity. “Cayle was amazing because she was able to plow through it all and keep

going and creating works,” McFee said. Chernin remained dedicated to her craft until the end. She was first diagnosed with cancer in June 2010 but eschewed treatment as she was set to film Down the Road Again, a sequel to Goin’ Down the Road. “The doctor said, ‘If you don’t have chemo and radiation, you’ll die by September’ and Cayle just said, ‘You don’t understand. I have a film to do,’” McFee said. This year’s award will go to a woman in the theatre industry, with last year’s inaugural Cayle Chernin Award being awarded to Collette Micks, the creator of the web series Redheads.

Filmmakers will show pieces at ReelWorld Film Festival Actors take their turn behind the camera JUSTIN SKINNER jskinner@insidetoronto.com While young actors Philip Stonhouse and Clara Pasieka are accustomed to making their mark on the stage, their latest ventures have brought them behind the camera. Both actors have short films in the upcoming ReelWorld Film Festival as part of the ACTRA Toronto YEAA (Young Emerging Actors Assembly) Shorts program. Stonhouse’s film, The Sound That Broke the Silence, follows three families in a w o r l d w h e re e ve r yo n e simultaneously loses their hearing. The subject matter is of particular interest to the actor as he himself temporarily lost his hearing at the age of seven. “I had Q-tips in my ears and my friend came up behind me and smashed them into my ears,” he said. “Thankfully, slowly over the next six months, I regained my hearing, but since then the idea of silence has always had a strong meaning for me.” St o n h o u s e a d m i t t e d

his film relies on a “sci-fi moment” when silence falls over the world, but The Sound That Broke the Silence serves more as an examination of human dynamics than as a fantasy piece. “It’s about the world of today, where we’re lacking communication,” he said. The short plunges the audience into total silence as well, without so much as a musical score while the characters have lost their hearing. Stonhouse made his mark in musical theatre, falling in love with the stage when he played the role of George Bailey in a production of It’s a Wonderful Life at the age of 19. That production, he said, showed him the power theatre can hold over audiences. “It’s the first time I ever saw my father cry,” he said. Raised in Saskatoon, Stonhouse has lived all over the downtown core since moving to Toronto five years and has settled near the St. James Town area. “It’s my favourite place of all the places I’ve lived,” he said.

“It looks out on the Don Valley and I love the view.” Pasieka, a Cabbagetown resident, set her short film Bejide in the St. James Town area. The first-time filmmaker’s short examines the relationship between a schoolteacher and a Rwandan refugee as they discuss the refugee’s godson after the Rwandan genocide. “A lot of people have asked me what compelled me to write a story where the lead character’s a Rwandan refugee when I’m a young white woman,” she said. “Really, there are parts of myself in both characters.” The film was also inspired by the Wellesley Street fire in the fall of 2010 that saw hundreds of Toronto Community Housing residents evacuated from their building and unable to return. “I initially started writing the play based on that idea of dislocation,” the filmmaker said. Bejide is based on a full-length play Pasieka is developing with Nightwood Theatre, Canada’s oldest women’s theatre company.

Both films are part of a partnership between the ReelWorld Film Festival and Toronto YEAA, and Pasieka is the co-chair of the latter group. “ReelWorld really believes in nurturing voices and people were able to pitch ideas they wanted to work on,” she said. “It’s great because the experience of making this

film opened my eyes that this is something I can do, something tangible that I’m proud of.” Pasieka said she loves the Cabbagetown community, in large part because of the strong sense of community there. “There’s a pride in the area where people will get together for events and just sing and hold events on street

Clarity needed on rooming houses

enants in many Toronto rooming houses are living in unsafe conditions due to crowding, poorly built rooms made with materials that don’t meet fire codes, lack of security and lack of smoke alarms. In some cases, tenants are at the mercy of unlicensed operators, and nearby residents also face risks associated with illegal rooming houses in their neighbourhoods. Toronto is in a limbo of pre-amalgamation rules in which rooming houses are legal in some parts of the city and banned in others. It’s been 15 years since the megacity was formed. Presently, there are 351 rooming houses that are legal or with a licence application. Estimates suggest hundreds of illegal rooming houses are operating in the city. Not all are a bad idea. For instance, students depend on these houses – legal our view or not – around post-secondary campuses in Toronto. Many have good experience. As of now, rooming houses are illegal in all of Scarborough, East York and North York. They are legal in the old City of Toronto and are allowed in limited parts of Etobicoke and York. Stories from the situation across the city appear at www.insidetoronto.com With such inconsistent rules, it’s no surprise illegal rooming houses are sprouting up, especially in areas surrounding universities and colleges. Making rooming houses legal across the city does not mean they will be allowed in every neighbourhood. Designating where they can and cannot be located will be a key part of the law. They should be allowed on main roads, and areas that are already made up of multiple-unit buildings. They should not be allowed in single-family neighbourhoods. Legal and licensed would also mandate safe living conditions for tenants. Clear rules would also make it easier for the city to pursue illegal operators successfully in court. As it stands, it’s far too easy for someone who operates an illegal rooming house to plead ignorance of the laws, or even run a defence saying that if it’s legal in one part of Toronto they assumed it was legal everywhere.

Is Ford properly fulfilling his job as mayor? Does Mayor Rob Ford have an alcohol addiction? It’s impossible to say. The only addiction that Ford has admitted to in his time as mayor is one of stress – eating ice cream late at night. But whether he does or not, and whether he likes it or not, the mayor needs to face that other question. The Toronto Star this week published a long article laying out the case that he just might have a drinking problem – and that it, or some other affliction, is affecting the performance of his job. The article quoted sources as saying he’d been asked to leave the Garrison Ball last month while there in his official capacity. It alleges he got into trouble earlier at a Toronto nightclub. The story also said members of the mayor’s staff past and present have been attempting over the past two years to get the mayor to seek help with his drinking. The mayor denied the

david nickle the city story in its entirety, calling it “an outright lie.” That’s his prerogative. But Ford is on shaky ground when it comes to the question of alcohol. In 2006, he was caught lying about having engaged in a drunken harangue with two out-of-town visitors at the Air Canada Centre. During the 2010 election, he had to field questions about a driving-under-theinfluence charge in Florida, back in 1999. And earlier in March, failed mayoralty candidate Sarah Thomson called out Ford for allegedly boorish behaviour at a party for the Canadian Jewish Public Affairs Committee. Accompanying the accusations was a photograph of the mayor next to Thomson, looking disheveled and unwell. In that incident as well, it should be noted, the mayor

denied everything. Ultimately, though, the question is not for us: it’s a question for him and his family. A closer look at rooming houses in midtown City’s Rupert Hotel served as an example of dangerous living conditions JUSTIN SKINNER jskinner@insidetoronto.com On Dec. 23, 1989, a fire at 182 Parliament St. claimed the lives of 10 men and women living there. Known as the Rupert Hotel, the building became emblematic of the substandard and dangerous nature of rooming houses, a topic that remains one of Toronto’s unspoken bugaboos. Rooming houses are illegal throughout much of the city, though that only exacerbates the problem, with those living in substandard sites afraid to speak out lest their building be closed, leaving them out on the street. “We’re supposed to pretend they don’t exist,” said long-time housing advocate Michael Shapcott, Wellesley Institute director of affordable housing and social innovation. “We’re supposed to close our eyes and say ‘la la la la la’ but the fact is they do exist and they provide an affordable housing alternative for a number of different segments of the population.” Shapcott noted rooming houses are an integral piece of the housing puzzle in Toronto, particularly for students and newcomers. With an affordable housing waiting list of 87,000 in Toronto alone, he feels banning rooming houses throughout much of the city has created more problems than it has solved. “You get people desperate to find inexpensive accommodations and when you put that together with predatory landlords, you get the Rupert Hotel fire,” he said. Shapcott said the deadly fire that consumed that building and killed 10 residents served as a wake-up call for a time, but pointed out those lessons have been largely forgotten and the illegalization and lack of regulation of rooming houses means it is “only a matter of time before we have another catastrophe.” He pointed out building inspectors have been known to turn a blind eye when they happen upon a rooming house, but knowing they are inspecting an illegal building – particularly when those buildings have safety concerns – are put in an almost impossible position. “Do you shut the place down, which will lead to homelessness for five, 10, 20 people, or do you turn your back and hope for the best?” he said. Shapcott knows first-hand solutions are possible. As part of the Rupert project, which was established following the Rupert Hotel fire, he helped develop 525 units of affordable housing in the east

In small parts of Etobicoke and York they are allowed. In Scarborough, North York and East York they are banned. Rooming houses are often not welcome due to concerns about property values, noise, garbage and the character of residential streets. When the city’s planning and growth committee passed a bylaw harmonizing zoning rules across Toronto this month, it deliberately avoided setting city-wide rules for rooming houses. “There is a feeling that they don’t fit the suburban community, physically,” said Councillor Norm Kelly. The chance to license and legalize rooming houses “would be ignored by the guys looking for big illegal dollars, which you don’t have to report,” said Kelly. Councillor Shelley Caroll called that view shortsighted. “People always attempt to break laws. Does that mean you don’t create them?” she said. “Because we have no legal rooming houses in the suburbs, which would be licensed and inspected we have a whole lot of people living unsafely.” Numbers of legal rooming houses in old Toronto have fallen, but as new Canadians and poverty migrate to Toronto’s suburbs, and as university and college campuses grow there, so does demand for illegal rooming houses. It’s been hard to have a conversation about them, but a staff report this fall is expected to launch a community consultation on the issue, Carroll said. Rooming house advocates argue that suburban rooming houses are necessary for lowincome tenants, but those tenants face abuse and poor or dangerous conditions as long as the houses remain unlicensed. Suburban councillors respond to complaints about rooming houses by asking city inspectors to shut them down. Ken Hale of Advocacy Centre for Tenants Ontario said for councillors to pretend they don’t have rooming houses in their ward or that they can get rid of them through enforcement, “is not being honest with their constituents.”

Police liaison committee, 14 Division, discusses community happenings The Community Police Liaison Committee (CPLC) for 14 Division holds monthly meetings. Here are some highlights from the March 19 meeting of the CPLC. Project Walk-In in TCHC Buildings Police in 14 Division updated the CPLC on a two-day search – dubbed “Project Walk-In”. At the end of February, police executed searches of Toronto Community Housing (TCHC) public spaces such as lobbies, laundry rooms and underground parking garages. This initiative started in 31 Division and then was brought to all divisions. In 14 Division, searches uncovered a small quantity of crack cocaine at one location and a small amount of methamphetamine at another. In collaboration with TCHC, police searched buildings in 12, 14, 22, 23, 41, 42 and 54 divisions.

While the current plan is to open a location in Toronto, Ringuette said he hopes to someday expand to other major Canadian cities. Slim majority oppose transit taxes A slim majority of Toronto residents are against paying higher taxes dedicated to building new transit according to a poll taken last week. Forum Research found 52 per cent of respondents disapproved of the Toronto Region Board of Trade’s recommendations last week to pay for transit expansion via revenue tools, or taxes. The poll surveyed 1,045 residents March 19. Opposition for the revenue tools suggested by the board of trade, which includes a parking levy and a one per cent regional sales tax, is higher among supporters of Mayor Rob Ford, who is against using revenue tools to pay for transit.
