The Downtown Yonge BIA is looking to help the street return to its former glory with an ambitious new music strategy to recognize the area’s musical past while pushing for a return to the days of yore. In November, the organization is planning to start up a pop-up music incubator in cooperation with not-for-profit organization Canada’s Music Incubator and Coalition Music. Set to be located in a space at Yonge and Dundas, the incubator will provide training with a particular focus on music management. “There’s a lot of talent in Toronto, but we’ll have an education component for people who want to become an (entertainment) lawyer, a record label producer or a musician,” said Downtown Yonge BIA executive director Mark Garner. School takes lead on fundraiser for Syrian refugees JUSTIN SKINNER jskinner@insidetoronto.com When staff, students and parents at Dewson Junior Public School decided to raise $30,000 to sponsor a family of Syrian refugees, they had no idea just
how quickly their efforts would pay off. They surpassed their fundraising goal with ease, raising more than $35,000 in a mere 16 days – barely halfway through their 30-day goal. Money was raised through a variety of
means, from private donations to garage sales to bake sales and lemonade stands, and will allow the school to sponsor a larger family than they had originally planned. “It was really amazing the support we got right away,” said
parent Kelly Gallagher-Mackay, who spearheaded the school’s charge. “I know a lot of the parents, but what surprised me was all the people I’d never met who started coming out of the woodwork and started doing >>>KIDS, page 13

BIA looking to rejuvenate city’s laneways

JUSTIN SKINNER jskinner@insidetoronto.com Taking a cue from such world cities as Seattle, Sydney and Melbourne, the Downtown Yonge BIA is doing its best to turn neglected laneways into happening public spaces. With some 1.6 kilometres of laneways in the BIA’s catchment area, often only used for deliveries, and sometimes for illegal or unsavoury activity later at night, those spaces represent a lost opportunity for the city. At a laneway clean-up on Wednesday, Oct. 7, Downtown Yonge BIA executive director Mark Garner spoke of his organization’s plans to revitalize the underused areas. “Our laneways need to be active parts of the public realm that are kept clean, maintained, well-lit and safe,” he said. “If we can keep them clean, we can use them for things like night markets or artisan markets, not just for servicing (local businesses).” The laneway clean-up targeted the O’Keefe Lane, which runs south off of Gerrard

Community council quashes plan to build 42-storey residential building DAVID NICKLE dnickle@insidetoronto.com Plans to build a 42-storey residential building at Yonge Street and St. Clair Avenue were quashed by the Toronto and East York Community Council. Members of the community council voted at their Oct. 6 meeting to side with city staff and local councillor Josh Matlow to turn down the application to build the
southeast corner of the busy intersection. Had the project gone ahead, the 420-unit building would have been the tallest at the intersection. Matlow said that it had too many strikes against it: there wasn’t adequate space in an abutting laneway to service the building, it would have actually reduced the width of the sidewalk, and also caused problems for the Toronto Transit Commission’s access to the bus platforms at the St.
Clair station. “Staff made it very clear and the community and I agree with them, that this specific development could not be supported,” said Matlow. “It’s not a question of whether or not there should be a development at the site. “A lot of people would like to see a tired intersection be developed. We’d like to see a building, just not this one… This is not a NIMBY debate.”

He said when left unlit and unkempt, laneways attract crime and drug use, adding needles have been found in some of the spaces. He added the O’Keefe laneway is a bit of a “nemesis laneway” for the BIA, with dumpsters from food businesses dotting its sides, vandals tagging the walls often and other issues. The plan for the O’Keefe laneway includes resurfacing, with Garner noting improved lighting and the removal of garbage bins would open it up to new uses. “You could really do anything with this space,” he said. “It could be anything from an entrance point into a good restaurant to a public venue. “In San Francisco, they’ve got pop-ups in laneways with
tables and chairs and performance spaces.” It could also serve, he said, as a sort of memory lane for the city’s downtown core given its proximity to downtown Toronto’s main northsouth thoroughfare. “You could set up a digital project to look at old Toronto, projecting images onto the walls here, like the old Sam the Record Man sign,” he suggested. Whatever winds up being done with O’Keefe and the other laneways in the city, Garner said activating them would provide an immense boost to the city, drawing people to new urban public spaces and even benefiting those who choose to stick to Yonge Street and other major roads. “Yonge Street has millions of people walking up and down it every week, so when I need to get north or south, I use the laneways so I can avoid being slowed down by too many people,” Garner said. “The streets are congested down here and this would be one way to clear them up.”
Marathon taking over city streets Sunday The Scotiabank Toronto Waterfront Marathon, set for this Sunday, is expected to attract 26,000 runners and 150,000 spectators on the streets to cheer them on. Also a major fundraiser, organizers expect more than $4 million will be raised for more than 170 mostly local charities. The reputation of the race is also steadily climbing. Now Canada’s national marathon championship, it has also gained ‘gold label’ certification – one of only four in North America, the other
three being Boston, Chicago and New York. The race route, as the name suggests, primarily hugs the Toronto waterfront, from Beech Avenue in the east part to west of Parkside Drive in the west. There are two key exceptions where the course juts northward: a small salient at Bayview Avenue and a huge rectangular thrust in the middle of downtown Toronto involving Bathurst, Bloor and Bay streets and University Avenue. Along the route a dozen
neighbourhood cheering centres will be set up for spectators to take in the race, be entertained and have a chance to support the neighbourhood. The neighbourhood centres are also in the running for prize money from race organizers. The full and half marathons (42K and 21K, respectively) both kick off at 8:45 a.m. on University Avenue south of Dundas Street and both finish in the heart of downtown at city hall at Bay and Queen street. A 5K kicks off at 8 a.m. at Exhibition Place.

It’s time for voters to make up their minds C
an there be too much of a good thing? This summer and fall’s 11-week federal election campaign makes a persuasive argument when it comes to democracy. The campaign that began in the dog days of August is now nearly finished. Some readers will have already cast their ballots in advance polls over the Thanksgiving weekend. The rest of us will put this campaign to rest Oct. 19. And then it will be done: Canada will have a new government, or at least a new set of party caucuses that will be empowered to sort out who that new government will be. And what for the rest of us? Well, we are probably in for a long period of recovery our view from this jumbo-sized campaign that has been notable for its vitGet out and riol and divisiveness. For two-and-a-half months, vote for your well-funded political parties have flooding our attention with values Oct. 19 been awful assertions, often about one another, and all too often about ourselves. This may or may not win an election, but it certainly corrodes a country. Canadians have held a view of this country as inclusive and welcoming. While none of us are naïve enough to assume bigotry is absent, we have managed through, if nothing else, our legendary good manners, to hold that bigotry at least somewhat in check. We’ve done so also with the help of our leadership, who have through our history celebrated the country’s diversity, and gently chided outlying purveyors of hate, fear and division. Through this long election, we have been without that sort of leadership, or indeed any leadership. The Conservative government has rested in caretaker mode, busily defending itself against two strong contenders in the Liberals and the New Democrats. We are rudderless in this storm of ugliness. It’s something we can all consider as we cast our ballots. Are we choosing based on our own values, our own hopes for our federation, our communities and our families? Or are we slipping into fear and disdain and basing our choices on that? What motivates us may not make a difference to the outcome of this election. But it behooves us to remember: in making up our minds about our government, we are also making up our minds about ourselves. Please remember to vote Oct. 19.

Federal government advertising must deliver substance To the editor: Each week more than 1,000 English and French community newspapers – including the nine published by Metroland Media Toronto, which is a member of the Canadian Community Newspaper Association – go about the business of telling stories that matter to the communities they serve. We are at your rinks and schools. We are at your school board and council meeting. We are at the scene when tragedy strikes. We celebrate your milestones. Our job is to cover your community. And we are good at it. We are in towns big and small. Some community newspapers circulate well in excess of 100,000 copies. Some are in the hundreds. It may surprise you that each week, more than 20 million copies of community newspapers are distributed across the country. Independent research shows that more than 70 per cent of Canadians read their community paper. Despite our collective strength, ours is a medium
easy to ignore. Because we focus on Canada one community at a time, we lack the sex appeal of other media. We’ve seen our share of federal government advertising gradually erode over the years. Our regional and national associations have met with government MPs, opposition MPs, cabinet ministers and senior bureaucrats to promote our case. We are always met with courtesy and a promise that things will get better. Well things are not getting better. So despite it being contradictory to everything we believe in journalistically, the time has come to tell you. In short, the federal government is all but ignoring your community newspapers. We believe this means the federal government is ignoring you and your community’s right to be informed about programs and services offered by the Government of Canada. In the last fiscal year, the federal government spent $75 million on advertising. More than $26 million of that went to TV ads, while another $15.5 million
went to Internet advertising – an industry dominated by American-based companies like Google and Facebook. Creating ads and paying ad agencies ate away another $10 million. Radio advertising cost just under $7 million. By comparison, community newspapers saw a paltry $867,000 in total advertising from Ottawa – or an average of about $25 per week per newspaper. The way in which your government uses your money to communicate with you is very telling. TV and Internet ads work to build brand, not to inform. Your community newspaper generates debate and serves as a forum for discussion – and is also one of the few places where local MPs actually receive editorial coverage outside election season. The federal government knows it, too. The Harper government spent $1.25 million with a company called NewsCanada to create its own stories – stories it offers for free to print and broadcast outlets. The vast majority of these government-approved
stories are never published. But you and I paid for them. It is disconcerting that the federal government spent 50 per cent more creating its own news than the total advertising buy in Canadian newspapers. The federal government strategy appears to be that it’s more important to make pretty ads than to put relevant information about programs and services in front of readers of community newspapers. They’re telling you they’d rather give your tax dollars to Facebook and Google than Canadian-based companies that invest in local journalism. If the federal government continues to ignore our community newspapers, some communities may lose them. When that happens a vital voice is silenced. If you believe, as we do, that government should invest in meaningful communication with citizens through community newspapers, we ask you to help us by contacting your local candidates. Toronto police have unveiled an online interactive crime map, allowing residents to stay on top of occurrences in their communities. The maps and data portal provides mapping and crime information in an interac-
tive tool that shows where sex assaults, assaults, robberies, break-ins and thefts occurred in the city each week. A separate map shows shootings and murders. In order to protect victims’ privacy, no personal information is included and exact locations of the incidents aren’t shown.

“Moving forward, the portal will also include other geospatial information, statistical requests, story maps of events and allow for links to news releases,” police said in a news release last Thursday.

They started up a website – the 1,000 Schools Challenge – in a bid to get other educational institutions to do the same. Gallagher-Mackay said while the $30,000 needed to sponsor a family may seem like a daunting goal, there are ways every school can help. “If it’s a smaller school, they could partner up with another group to raise the funds,” she suggested. “It’s just about being brave and taking that first step, and then it comes together. Once you take that first step, the support is unbelievable.” She added while Dewson students were fortunate to have a strong and supportive community – grandparents of some students also played a large role in the school hitting its target – some of the support came from families and friends outside the school. “We had strangers writing in to say ‘it’s incredible what you’re doing here,’” she said. The 1,000 Schools Challenge has gained some traction, with Toronto’s Givins/Shaw Junior Public School and Regal Road Junior Public School joining in, along with NorKam Secondary School in Kamloops, B.C. Gallagher-Mackay said a variety of other schools have expressed interest as well, though they have yet to officially sign up. The fundraising efforts do more than help a family escape life in a refugee camp. They also benefit the students, teaching them the importance of looking beyond their own lives. “It’s teaching them about empathy and acceptance, about people living such different lives than they do,” said Dewson librarian Marie Chantal Gaudreault. “That’s the most

important thing for them at this age – seeing something other than their own families and experiences.” The students at Dewson heard the plight of the Syrian refugee families in classes and assemblies and took those lessons to heart. “Kids and families in Syria and other places around the world don’t have a lot of the things we have, like iPhones and schools,” said Grade 6 student Julian Rivas-Miller. “It makes me feel bad when I see that some people don’t want to help.” Fellow Grade 6 student Leo DeLuca said the hardships faced by refugee families inspired him and his classmates to do what they could. “It’s been a lot of work trying to raise $30,000 and trying to get 1,000 schools to join us, but we’ve heard about how tough (refugees’) lives are,” he said. Grade 4 student Maeve Burnell raised more than $200 by reaching out to relatives. “We want to help because people in refugee camps can’t even go to school,” she said. Gallagher-Mackay said offering parallels between the lives of Syrian children and Dewson students was a way to encourage the kids at the school to relate and take the fundraising project to heart. “It’s kids helping kids,” she said.
