JUSTIN SKINNER jskinner@insidetoronto.com Lake Ontario will be home to an impressive nautical sight as the Tall Ships make their way to Toronto’s waterfront as part of the Redpath Waterfront Festival. With four days of events planned along two kilometres of the city’s burgeoning shores, the festival promises to be bigger and better than ever, with the massive seagoing vessels serving as a signature draw. “We did a test event with the Tall Ships a few years ago,” said Redpath Waterfront Festival co-producer Lea Parrell. “There’s a saying in the Tall Ships world: if you bring tall ships, people will come.’” That saying proved correct in 2010, when some 750,000 people came down to check out the boats. This year’s Waterfront Festival will bolster the ships’ appearances with a wide array of other events, including interactive theatrical productions about the War of 1812, flyboarding demonstrations, food, film, live music and more. The festival will draw attention – and crowds – to the waterfront, which is undergoing a massive and long overdue revitalization. >>>TALL, page 22

in the city who don’t have a chance to go trout fishing,” said Scadding Court executive director Kevin Lee. “Many of the people here have never fished in their lives.” Participants can gain a “fish-

Davisville resident rides to LA to raise diabetes awareness JUSTIN SKINNER jskinner@insidetoronto.com

D

avisville Village area resident Chris Willenberg is hopping on his trusty motorcycle and taking an international journey to help battle diabetes. Willenberg grew up in a family where diabetes is frighteningly prevalent. On July 1, he will embark on a trip from Toronto to Los Angeles on his 2001 Ducati 996 to raise awareness of the disease and collect funds for the Canadian Diabetes Association. “There are a lot of causes out there to pick and choose from, but my sister’s a type 1 diabetic and has been for 38 years, since age four,” he said. “Both my parents are type 2 diabetics and I have aunts and uncles who have

diabetes as well.” While his own family history is frightening enough, Willenberg knows diabetes is a growing concern everywhere, with childhood obesity leading to a greater number of kids developing the disease. “There are a lot of kids 14 and under being diagnosed now and I want to help get the word out about how important it is to have the right diet and lifestyle,” he said. Given how common diabetes is in his family, Willenberg is conscientious about his own lifestyle, avoiding dairy and refined sugars or sugar substitutes and sticking to fish as his meat of choice. He knows his upcoming trip to Los Angeles will test his endurance, having biked to and from LA seven years ago. “The most difficult chal-

lenge is being on a bike that’s not designed for touring,” he said. “The Ducati’s designed

for track use, not really for street use, so physically, I’ll be spent after going 500 to 600 kilometres every day.”

Willenberg plans on taking breaks here and there, covering the entire distance to Los Angeles in three weeks. It will be particularly important to take breaks early on as his body gets accustomed to spending hours upon hours every day hunched over his bike. “It’ll take about two or three days just for my body to morph into the form the bike dictates you take,” he said. “After that, it’s an upper body workout because most of your weight’s pushed onto your wrists, arms and shoulders.” Willenberg has been doing yoga to boost his flexibility and weight training to ensure his upper body is strong as he prepares to hit the road. While the biker lives in the Yonge and Davisville

area, he also heads out of town as often as possible to get some riding hours in. “I’ve taken a few longer rides, but there’s not much you can do to prepare for a ride like this,” he said of his upcoming journey. “It’s nice to see some scenery, but once I get out into the prairies, the element of ‘gee whiz’ will be out the door.” He hopes his journey, which will take him across 7,000 kilometres through four provinces and nine states, will help him bring in $10,000 for the Canadian Diabetes Association. Pan Ams a great forerunner

T

he City of Toronto wants to host the 2017 World Youth Championships in Athletics. The event features the world’s top track and field athletes aged 17 and under. Right now, Toronto, Ottawa and Montreal have all shown an interest in hosting the event, and are in the process of submitting their bids to Athletics Canada. In December of this year, that organization decides which Canadian city will have the right to hold the games. The Canadian bid goes to the International Association of Athletics Federation in late 2014, at which time it will decide the host country. Some 170 countries participate, and it’s estimated there will be 1,400 athletes and 600 team officials in attendance. Canada last hosted in 2003 in Sherbrooke, Quebec. Athletics Canada estimated the championships generated some $37.4 million in benefits to the Province of Quebec, with $28 milour view lion of that being in Sherbrooke. Toronto’s hosting would come on the heels of the Pan Am/ City in great Parapan Games set for August of position on 2015 in this city and the GTA. Having hosted the Pan Am future events Games just two years earlier will put us in an excellent position to host the World Youth Championships. One of the key parts of the Pan Am Games in 2015 is the legacy it leaves Toronto in athletic infrastructure and experience. We will already have an army of trained volunteers who can be activated for any number of international community events in Toronto. The legacy of that volunteer force goes beyond athletic events, though. Their enthusiasm, pride and experience will make them a powerful force. Perhaps those volunteers become the cornerstones of a new civic ambassadors program that spreads the message of Toronto the Good on a continuous basis. Real people who are spreading the good word about Toronto and area is more valuable in terms of international credibility than figureheads who simply do business elsewhere or serve in a political capacity. Toronto residents don’t have to look too far to see the impact the 2015 Pan Am Games are already having – the brand new athletics stadium under construction at York University is just one example. Toronto’s bid for the World Youth Championships is being led by the Toronto Sports Council and Athletics Ontario. We urge residents to show their support. A great way to do so is to take part in the 2015 Pan Am Games – either as a volunteer or enthusiastic supporter.

Time for Mayor Ford to get a driver For years, Doug Ford has been saying his brother Mayor Rob Ford needs a bodyguard. The events of last weekend, in which Mayor Ford was doused with a frozen drink at a public event, might be considered supporting evidence. One shouldn’t take such a dousing too lightly. As a 27-year-old yoga instructor has discovered, allegedly tossing a drink in a gentleman’s face fits within the legal definition of criminal assault. The cup could as easily have been filled with a more harmful substance – or it could have been a knife, or a gun. It wasn’t this time. And the mayor and his nonsecurity staff reportedly proved more than capable of chasing the woman down, apprehending her and turning her over to the criminal justice system. It’s understandable the mayor might have been reluctant to include an actual bodyguard on his staff until now. It paints an unfriendly picture of a

david nickle the city mayor who prides himself on personally dealing with constituents’ problems. But the time might have come to reconsider that. During his recent troubles, the mayor has availed himself of city hall security – the department that is on hand to look out for the security of City Hall itself and the safety of the public – to ensure his own comfort and safety as he moves about the building. And while so far he’s been hit by nothing worse than a frozen beverage and impertinent questions, it would be fair to suppose that he’s raised more ire than your typical mayor. Still, a bodyguard added to Mayor Ford’s staff might be more than he needs. One addition that might be helpful, however, would be another one that his brother Doug, as well as his deputy mayor Doug Holyday have

also been suggesting for many years: a driver. They raised that matter most vociferously in 2012, when Mayor Ford was photographed reading speaking notes while driving along the Gardiner Expressway. If he’d had a driver then, Mayor Ford could have studied his notes riding shotgun. A driver might also be helpful on some of the mayor’s other issues — specifically, his frequent tardiness when attending public events. And a driver might also provide the level of protection that our mayor demonstrably needs, while being prepared for various emergencies, medical and otherwise, to lend a hand. If nothing else, the driver might provide another pair of eyes to warn the mayor away from the various dangers and traps our city presents, before he encounters them himself.

Keep land transfer tax To the editor: I have heard Mayor Rob Ford is still intent on reducing, if not eliminating, the city’s land transfer tax. While I am in favour of eliminating taxes whenever possible, I was surprised to read this tax brought in more than $340 million in 2012 alone. Ford wants to reduce the tax by 10 per cent, creating an estimated $34 million loss to the city coffers. This money, if spent wisely, is vital to our city services and we can’t afford to turn our backs on this income. If the players in the real estate market want to play, let them but they have to be under no illusions about the cost of doing business in Toronto. Chris Belfontaine

Restrictions on number of restaurants could be put in place in Kensington Market DAVID NICKLE dnickle@insidetoronto.com Kensington Market could be next in line for a bylaw restricting the number of bars and restaurants, after Toronto and East York Community Council approved a 25 per cent cap on Queen Street West in Parkdale. Local Trinity-Spadina Councillor Adam Vaughan wants staff to study the increasing concentration of clubs in the well-known market neighbourhood, in the same manner that ParkdaleHigh Park Councillor Gord Perks achieved on Queen Street. “It’s a really innovative approach that we’ll take a look at,” said Vaughan after Tuesday morning’s vote

You don’t notice the transformation until it’s too late.” Vaughan said it’s been easy for his office to track this because it’s routinely informed of new liquor license requests. And he said while it’s good to have some bars and restaurants in a neighbourhood, too many will transform it from a livable space into a nightclub district. “It changes the nature of the community,” he said. “High streets need to sustain the communities around them... When I was a kid I used to get sent up the street to buy a quart of milk all the time. “It sounds like a small t h i n g , b u t i t’s a h u g e thing.”

Toronto council decides on artificial turf for field at University of Toronto DAVID NICKLE dnickle@insidetoronto.com The back campus at the University of Toronto will be a world-class field hockey pitch in time for the 2015 Pan Am Games, after Toronto Council rejected a push to designate the land behind University College as a heritage property and move the field hockey elsewhere. Council debated the issue all day Wednesday – in particular, they considered a last-minute recommendation by the Toronto and East York Community Council to add the designation. The move, spearheaded by local councillor Adam Vaughan, was intended to preserve the “pastoral open space” on the U of T campus from being redeveloped for the purpose-built facility. The pitch will replace the grassy field with a concretebased, artificially-turfed playing field that will be used during the Pan Am Games. In

order to meet the deadlines, construction has to begin in July of this year. A large number of U of T students wanted the project stopped, as did high-profile members of the surrounding community. Etobicoke-Lakeshore Councillor Mark Grimes brought forward a motion to simply support the $9.5 million Pan Am project. But he eventually withdrew the motion, in favour of a motion from Don Valley West Councillor Shelley Carroll which would allow the con-

struction to go forward, but would reconsider what to do with the land after the Pan Am Games were over. That was amended to wait 10 years to reassess the matter. The vote had organizers and university officials breathing a sigh of relief. “This was a serious issue and we’re pleased that council has taken this prudent decision to ensure the project will move forward,” said Ted Katz, director of media relations for the Pan Am Games.

Women’s College Hospital unveils virtual ward

JUSTIN SKINNER jskinner@insidetoronto.com Women’s College Hospital (WCH) celebrated the opening of the first phase of its massive redevelopment Wednesday, a site that brings with it a new take on ambulatory care in Canada. The new site, at 76 Grenville St., is designed to reduce the amount of time patients spend in hospital, lowering their risk of hospital-borne illness and allowing them to recover from surgery at home. WCH president and CEO Marilyn Emery noted the facility is a “hospital designed to keep people out of hospital,” with a virtual care clinic with a team of medical professionals providing remote care to patients recovering off-site. The hospital’s reopening also marked the launch of WCH’s Institute for Health System Solutions and Virtual Care – dubbed WIHV– which will look into new methods, programs and policies surrounding the delivery of ambulatory care. During the June 12 event, WIHV director Dr. Sacha Bhatia said the program will focus on improving the quality of ambulatory care, ensuring the sustainability

patients will be able to receive treatment. “They’re the ones that are actually out there in the community delivering much of the care,” she said. “Many of the toughest patients out there – the sickest patients – often don’t have family doctors. They may have mental health or addiction problems and they may not be able to access primary care.” The system is designed to bring care to them rather than relying on the traditional model of care, which would see patients forced to go to an emergency department to receive treatment. The hospital also features the province’s largest Mohs Centre, a clinic designed to provide skin cancer surgery on an outpatient basis. Current tenants not happy with Sutton Place proposal DAVID NICKLE dnickle@insidetoronto.com Plans to add nine storeys to the old Sutton Place Hotel and turn the building into a mix of residential and ground floor retail were approved at Toronto and East York Community Council Tuesday, over the objection of residential tenants who’ll be displaced as a result. The proposal will mean the building will reach as high as 41 storeys, and changes to the base will create an eight-storey podium. The new building will have a total of 727 residential units, 78 of which will be rental units. Those will replace a total of 161 rental units in the building. The rental units have been in place in the hotel for years and some of those have been fighting the plans to convert the units in the renovation by Lanterra Developments. “They have been isolated and intimidated through the process,” said Lawyer Mark

But city staff said Lanterra has in fact offered one of the most generous compensation packages to the tenants, including nine months rent as compensation, and a 1,200a-month rent subsidy for 12 months for tenants who need to find another accommodation in the area while the new units are being built. Local councillor Kristyn Wong-Tam supported the proposal, moving only a technical amendment having to do with parking. “I know how difficult change can be and I certainly am aware that people are very attached to their homes,” she said. “The challenge to being a tenant is that the home is not owned by you and when the time comes to renovate your home there is going to be disruption. I know that the tenants here negotiated extremely hard.” The matter will go to the July meeting of Toronto Council.

Construction was funded completely by the private sector, based on part of the existing Airport Improvement Fee paid by every passenger. And we incorporated City water and sanitary main improvements into the tunnel that will save city taxpayers $10 million by avoiding duplicate construction. Expressway proposals unveiled RAHUL GUPTA rgupta@insidetoronto.com When it comes to the future of the Gardiner Expressway, Gl o r i a Co r n e l l i s c o n cerned. Cornell, a volunteer driver for seniors, relies on the expressway at least a couple of times a week. The Queens Quay resident said she accepts the Gardiner needs major improvements, but was “terrified” it will eventually be demolished. “You can’t just rip it down, there will be thousands of cars with nowhere to go,” warned the pensioner at a meeting on the expressway’s future last Thursday evening. “Clean it up, make it safe, make it look nicer, that’s fine. But we need the Gardiner.” Cornell was one of hundreds to attend the meeting at the Metro Toronto Convention Centre. Organized by Waterfront Toronto and the City of Toronto, the event was billed as a first opportunity to view design proposals as part of a

environmental assessment study of the Gardiner’s elevated eastern portion from Jarvis Street to the Don Valley Parkway, and Lake Shore Boulevard. During the meeting, a panel made up of Waterfront and city staff outlined the six commissioned designs depicting possible visions for the elevated section of Gardiner. Those visions ranged from beautifying the crumbling expressway to tearing it down completely. The designs, some of which propose elevated public parks and vibrant underpass marketplaces, are intended to be the first opportunity for the public to provide feedback which will then be incorporated in the Gardiner East study, said Waterfront Toronto’s Christopher Glaisek “The point is to show key ideas and get people talking about them,” said Glaisek, the body’s vice president for planning and design. Brendan Pine was impressed by the plans on

display, but concerned they weren’t incorporating enough transit integration. “They seem like expensive design ideas,” said Pine, who lives in East York. “But it’s all about people and where they’re going to live and how they’re going to move around.” The study, which is about one quarter complete, was resumed earlier this year after a two-year hiatus. Its findings will not affect nearly $500 million of funded repair work scheduled to take place in the next 10 years, said deputy city manager John Livey. He said a full costing out will be undertaken by Waterfront Toronto and the city for the final design recommendations, which will be presented to city council in a year’s time. Tall Ships expected to draw huge crowds to festival >>>from page 1 “It’s funny, but even today a lot of people don’t seem to realize we live on a lake here,” Parrell said. “People know about the Harbourfront Centre and Queens Quay Terminal, but there’s a lot more to the waterfront than those two buildings.” Parrell hopes the Tall Ships will draw a huge crowd out to the festival, which will in turn help reintroduce Torontonians to the city’s shoreline. “There’s an awful lot of life along these two kilometres of waterfront,” she said. “In 2010, Harbour Square Park opened and in 2012, Sugar Beach was added. It’s really become a great place and people need to get to know it again.” This year’s Waterfront Festival will have an east coast theme, with Nova Scotiathemed food, a 28-foot replica of Peggy’s Point Lighthouse, folk music and more. Despite the variety of events on tap, Parrell expects the Tall Ships to be the biggest draw.

The Tall Ships will once again remain the premier draw of the waterfront festival. Among those slated to attend include the Playfair, above left, the Pathfinder, middle and the Pride of Baltimore.

“It’s free general admission, but people can buy a wristband and have a chance to get on a ship,” she said. “The largest boat is the SS Sorlandet from Norway, which is unique in that a class of students spends a year afloat on it every year.” The 210-foot ship, which boasts over 13,300 square feet of sails, will lead a fleet of 11 ships. Fittingly, Toronto

The Brigantine offers sail training for youth aboard the STV (Sail Training Vessel) Pathfinder and the TS (Training Ship) Playfair, two tall ships that will be part of the festivities. a memorable experience on the water. “We mainly focus on teaching the youth the values you learn while sail training,” said Toronto Brigantine program coordinator Kezia Weed. She noted the participants’ lack of sailing experience – everyone on the ship with the exception of the captain is a teen and those on board are forced to work in shifts to

ensure the ships are operating properly 24/7 – ensures they learn techniques quickly. “Most of the people in the program have zero or very little sailing experience,” she said. “When you get a lot of kids together who are really unfamiliar with sailing, they start working together really quickly.” The ships leave port in late June and do not return

Survey finds Chinese immigrants shortchanged MIKE ADLER madler@insidetoronto.com It’s common for Mandarinspeaking recent immigrants in Toronto to be paid less than Ontario’s minimum wage or to be denied overtime pay and paid vacations employers owe them, a community group’s survey has found. Released Saturday, June 8, the survey of 300 workers this year says 20 per cent said they were being paid less than $10.25 an hour, the legal minimum. Only about half (53 per cent) said they receive paid public holidays, “which indicates that many employers within Toronto’s boundaries are blatantly breaking the law,” the Chinese Canadian National Council (CCNC) Toronto Chapter said in a report, One Step Forward, Two Steps Back. The group’s research, partly funded by the city, also found 77 per cent of newcomers who arrived from China less than seven years ago never get extra pay for overtime, even though it’s mandatory after 44 hours are worked in a week. CCNC Toronto concluded such workers were either unaware overtime pay was the law or have been intimidated into accepting they’ll receive none. The report also says 55 per cent of those surveyed don’t receive paid vacation time off or vacation pay, news the group called “extremely concerning.” Ontario’s Employment Standards Act may have been strengthened in 2009, but enforcement is “very

ence if they knew the law on workplace safety, arguing they cannot follow the law if they don’t understand it. She later said recentlyarrived Chinese immigrants know very little – the survey said half had never heard of the Occupational Health and Safety Act and only a quarter received relevant training. Du said she used the fire images to show them why occupational health and safety is important, as are the rights it protects. “It’s life and death, it’s health and illness.” Tommy Zheng, the survey’s co-ordinator, said recent immigrants are more likely to accept lower wage jobs, unsafe conditions and abuse. CCNC Toronto recruited 30 volunteer researchers the group felt could benefit

from workshops on Ontario’s employment laws, before asking workers 33 questions in English and Chinese, online or in face to face interviews, between February and April. Zheng said 70 per cent didn’t know where to seek help for unfair treatment. “Language was a major barrier to making formal complaints and understanding rights and safety,” he said, agreeing such experiences might be found in other immigrant communities and that “older immigrants sort of take advantage of newer immigrants” by paying them less. Dylan Gao, one of the volunteer researchers, said the job was difficult. “Pe o p l e a re b u s y i n Toronto. They don’t want to talk to strangers,” said Gao, who works part time at a call centre, but was a market researcher in China. Making sacrifices While Gao wasn’t surprised by the survey results, “at least it let me know how serious the problem is,” he said. People are making sacrifices to get jobs, which encourages employers to break the law, because “you can always find people” ready to step in, Gao added. A quarter of the survey respondents worked 44 to 60 hours a week, and 14 per cent held two jobs. It’s now illegal for temporary employment agencies recruiting in Ontario to ask workers for a fee in return for a job, but a quarter (24 per cent) of those surveyed

paid a fee anyway. More than a third (38 per cent) of those who did said they paid between $100 and $250. One third also said they had been injured on the job during their time in Canada. The province’s labour ministry’s enforcement and outreach efforts “focus a lot on reaching those people who may be more vulnerable,” William Lin, a spokesperson, said on Monday. The ministry is in the middle of a four-month inspection blitz paying particular attention to workplaces with employees who are newcomers or whose first language isn’t English or French, he added. Since 2011, the ministry has operated an Employment Standards Information Centre phone line (1-800-531-5551) in 23 languages, from Arabic to Vietnamese, and its website (www.labour.gov.on.ca/english/es/) has fact sheets on employment law translated into languages including traditional and simplified Chinese. The last subway train from a fleet dating back to the 1970s made its final journey in the TTC system last week. The H-5 trains, which were manufactured by Hawker-Siddeley, were characterized by orange and brown seats and yellow interior doors. When they began service in 1977, they were the first subway cars to have air conditioning. At noon last Friday, the final H-5 train left Wilson Station on the YongeUniversity-Spadina line for one last trip – but only made it to Eglinton West Station before it was taken off-line for good. TTC spokesperson Brad Ross said the train will eventually be shipped to Lagos, Nigeria to join other H-5s providing service there.

Metrolinx updates progress on Union-Pearson electrification plans RAHUL GUPTA rgupta@insidetoronto.com Work on a provincial study examining how to electrify a future rail connection to the airport is proceeding on schedule, said a Metrolinx spokesperson. Karen Pitre said the provincial transit planning agency is making progress on a provincial environmental assessment (EA) examining how to best convert the Union Pearson (UP) Express air rail link from diesel to electric. Currently under construction, the link will be the city’s first fixed rapid transit connection between Pearson International Airport and Union Station when it comes online in 2015. While the study won’t be completed until 2014, preliminary design work on UP is continuing on potential industrial locations along the Kitchener GO rail corridor for transformer and switching stations, said Pitre.

“We’re making progress and we are at the point where we have enough information for people to understand the nature of the project,” said Pitre, Metrolinx’s executive director for electrification, during a public drop-in session at Metro Hall June 10. “We’re dealing with all those fronts and I think we’re doing a pretty good job moving things forward.” The update was part of four meetings Metrolinx has organized for UP consultations, which will run as an express business class train service on the GO Kitchener rail corridor. Davenport city councillor Ana Bailao attended the Metro Hall event, where enlarged presentation slides were set up with technical information regarding the project. Pitre promised more public consultations, but cautioned it would be difficult to visit every neighbourhood along the rail corridor as the EA continues. No date has been set for electric conversion of UP, and the provincial ministry of transportation has been firm on initially running diesel trains along the link. Metrolinx has listed electrification as a priority transit project with 2017 a preferred date for completion. No final costs for the project will be known until the results of the EA are known.
