Second public meeting slated for downtown Walmart bid JUSTIN SKINNER jskinner@insidetoronto.com With a second public meeting slated for July to debate the controversial RioCan proposal for 410-446 Bathurst Street, the developers are hopeful the public is changing its tune toward the application.

The plan calls for a threestorey retail centre, including a Walmart, on the site, a fact that attracted a great deal of ire from many in and around the area.

More than 200 people attended a public meeting in early June to learn more about – and in many cases speak out against – the plan. The meeting was so well-attended, a second public meeting was promised for those who could not make it into the first public forum.

That second meeting is slated to take place Tuesday, July 9, from 7 to 9 p.m., in the Toronto Council Chambers.

According to RioCan senior vice president of planning and development Jordan Robins, many of the concerns raised were due to public misconceptions.

“There’s a misconception that the development was in Kensington Market,” he said.

PRIDE celebrations take over Toronto streets

With Pride Week underway, downtown Toronto is getting set for a weekend-long party.

While many Pride staples will return, including the signature Pride Parade and Dyke March, the trans community will gain some extra attention as the Trans March makes its move from Church Street to the much higher-profile Yonge Street.

While Pride Toronto itself dates back to the 1970s, becoming an annual event in 1981, the Trans March, celebrating transgender men and women and giving them and their allies a chance to come together and speak out as a united voice, has only been an official part of Pride Week festivities since 2009.

“The trans community has become a really active and vocal part of (the LGBTQ) community and they’ve taken on a bigger role in terms of advocacy,” said Pride Toronto executive director Kevin Beaulieu. “They were the ones who stood up and said the Trans March has a place on Yonge Street.”

The Pride Parade itself is growing. This year, it will make its way all the way down to Dundas Street, with Pride celebrations taking over Yonge-Dundas Square. “ We’ l l b e h a v i n g a pop-up party for people in the square after the parade with OUTMusic Vanguard Award winning R&B and reggae artist Diana King, who’s from Jamaica where, as people know, being LGBT is illegal.”

This year’s Pride Week bears

the theme of “Superqueer!” which Beaulieu says applies to all those in the LGBT community and their allies.

“The theme celebrates all those in our community who have had the courage to stand up and be themselves, especially at times when it was difficult to do that,” he said.

That theme is fitting given Pride’s origins. The LGBTQ community remained largely subdued in North America until 1969 when the Stonewall riots in New York City gave voice to drag queens and queer street kids.

Toronto’s LGBTQ scene began hosting events more openly following those riots, with “Gay Days” picnics at Hanlan’s Point, later moved to Cawthra Square.

1981, the city’s LGBTQ community rose up and spoke out about queer issues, finally securing the city’s first Pride festivities in 1984.

The event has grown in leaps and bounds since then, adding the Dyke March and other affiliated events, with much of the downtown core home to Pride events over the course of the week-long Pride celebrations.

“We’re taking up close to 26 city blocks for a huge community party,” Beaulieu said.

Last year’s Pride festivities brought in more than 1.2 million people according to counts taken by Pride Toronto, continuing a longstanding trend.

“We’re building toward World Pride 2014, which will be held right here next year,” Beaulieu said. “It’ll be the fourth one that will ever

be held and the first one in North America.”

Pride Week festivities on Friday will include the massive One World house party from 4 p.m. to midnight in Cawthra Square and the Trans Pride Rally and March starting at 6 p.m. in the Norman Jewison Parkette, just east of Yonge Street between Gloucester and Isabella streets.

Saturday will see the kidfriendly Family Pride event at Church Street Public School, 83 Alexander Street, from 10 a.m. to 5 p.m., the Pride and Remembrance Run, which kicks off at 10 a.m. at the intersection of Church and Wellesley streets and the first ever Pride Games Day at the Mattamy Athletic Centre at 50 Carlton Street from noon to 5 p.m. That afternoon, the annual Dyke March will start at 2 p.m. at the corner of

Church and Hayden streets, heading north to Bloor, west to Yonge, south to Carlton and east to Allan Gardens, where participants will participate in the Dyke March Rally and Picnic.

The day will also be filled with a bevy of queer arts and cultural events.

Family Pride will return on Sunday with other Sunday events including the Blackness Yes! Blockorama, highlighting black queer and trans history running from 11:30 a.m. until after 10 p.m. at 15 Wellesley Street East and, of course, the Pride Parade, which runs from Church and Hayden streets up to Bloor, west to Yonge and south to Yonge-Dundas Square. The parade kicks off at 2 p.m. on Sunday.

Really, what Canada Day is all about is being Canadian and all the great things this country has to offer. People from around the world immigrate here to enjoy a multicultural society focused on equality.

So in whatever way you decide to celebrate Canada Day, keep your fellow Canadians in mind and enjoy the nation’s birthday.

Mayor’s bluster costly in negotiations with province Monday might have been a good day for Mayor Rob Ford.

At noon, our mayor ventured onto the roof of city hall where he attended a flag raising for Pride Week, and read some kind words about his LGBT constituents.

It was a good sign for the city’s leadership. A few hours later, he dropped the ball on a more vital mayoral duty: negotiating an important financial deal with the provincial government.

These things come up – the province makes a financial shift that’s not to the city’s advantage and city officials sit down with their provincial counterparts to work details to balance the books. That didn’t happen this time.

By Monday afternoon, after a meeting with Finance Minister Charles Sousa, the mayor had branded the provincial government as a profligate enemy of the city, unmindful of the plight of Toronto’s “most vulnerable,” and jealous of Ford’s fiscal record.

Then he threatened to continue with a modest tax increase, a cut to the land transfer tax and cut homeless shelters and other social services, and pin it on the province. Sousa was thus enabled to carry himself with an air of bemused frustration.

The city is well run and its books are in order?

Splendid. It shouldn’t be necessary to continue to prop up the city’s social housing with provincial funding. The city should end up ahead, no longer having to repay an old $200-plus million loan from the province – never mind the city had been considering it off the books since 2005. And even if it’s not... council need not hold “hos-

tage” its poorest residents.

The minister needn’t have said anything; Ford had tangled himself up well enough on his own.

Ford has spent the past year boasting about savings he has found the taxpayers, while city finance staff continue to find dramatic, seven-figure surpluses each year. To buttress his reelection bid, the mayor has promised to keep taxes low and take a chunk out of one of the city’s main revenue sources, the land transfer tax.

Any Ontario voter casually acquainted with city hall would be forgiven for concluding that the city doesn’t need their tax dollars like it used to.

Mayor Ford, with his very partisan bluster, hasn’t done anything to convince otherwise.

Indeed, in this matter he’s been Ontario Premier Kathleen Wynne’s best friend.

Time for 905 to pay up I would like to remind Metrolinx and the provincial government that it has become a transit crisis because of decades of abysmal local and provincial urban planning strategies that have, in part, allowed urban sprawl to eat up Ontario’s greenspace.

I have seen all of our main east/west roads gradually turned into 905 expressways as Durham Region started to expand in the early 1970s.

It is time these satellite communities finally start to to pony up their own money for public transit. Torontonians have been ‘carrying the can’ for far too long and now can’t afford anymore fees or property tax increases.

This will be a back payment that is long overdue.

Robins said RioCan commissioned a number of studies and reports, which showed there would be no significant impacts on traffic or on the surrounding market areas.

He acknowledged he has heard “a lot of anti-Walmart sentiment” but noted while the City of Toronto’s bylaws can determine the use of a space, they cannot determine who the tenants will be.

Robins contended the retail centre would not – contrary to the concerns raised by many – eat away at the Kensington retail market, which offers

its own unique goods and charm.

“A huge percentage of shopping dollars are leaving the community and Kensington Market in particular because (shoppers) are going to purchase goods not available there,” he said. “A number of people who are drawn in to Kensington come for (the Kensington Market) experience. We have an entirely different experience we’re offering.”

He feels that, as some of the misconceptions surrounding the proposal have been cleared up, opposition to the proposal has diminished.

“By virtue of the calls (received) and comments and blogs I’ve read, I think some of the concerns have started to abate,” he said. “In terms of the responses I have received from the date of the last meeting to now...there is a better understanding of what we are proposing.”

The proposal has sparked local councillors Mike Layton and Adam Vaughan into action, with the pair commissioning a Bathurst Street Study to look at development as a whole along the downtown portion of the street.

Layton remains staunchly opposed to the RioCan proposal for a variety of reasons, not least of which are the retail impacts he feels a big box store in the area would have on the surrounding community.

Celebrate at Queen’s Park, Harbourfront Queen’s Park and Harbourfront Centre will host their own free Canada Day events with entertainment and activities for people of all ages.

The Queen’s Park festivities will kick off with a 21-gun salute on the south grounds of Queen’s Park at noon on Monday, July 1.

That will be followed by a rendition of O Canada and a speech

by Citizenship and Immigration Minister Michael Coteau.

Three separate stages will offer an array of options, from live music to dance to children’s entertainers.

The lineup reflects Canada’s diversity, with dance acts ranging from traditional Aboriginal dance on the main stage to a special dance stage featuring Mexican, West Indian, Chinese and Bollywood performances. There will also be ballroom and swing dance components.

The children’s stage will feature dance parties, performances and meet and greets with a variety of performers, and elsewhere on the Queen’s Park grounds, visitors will be able to enjoy inflatable rides, face painting, food stands, a video game arcade and more.

Queen’s Park Crescent will be closed from 6:30 a.m. until 7 p.m. both ways from College Street up to Wellesley Street West/Hoskin Avenue, as will Grosvenor Street between Queen’s Park Crescent East to Surrey Place and Wellesley Street between Queen’s Park Crescent East and Queen’s Park Crescent West.

Those looking to catch some Canada Day weekend fi reworks can do so at Harbourfront Centre between 10:30 and 11 p.m. on Sunday, June 30.

The fireworks will be part of Harbourfront Centre’s own Canada Day weekend celebrations, which will include live music and dance to reflect Canada’s diversity.

Acts on tap include Juno Award winning country-rock band Elliott BROOD and Grammy and Juno Award-winning singer-songwriter Alex Cuba.

Harbourfront Centre’s Canada Day festivities will also include food from around the world, a marketplace and more.

Health clinic a step closer JUSTIN SKINNER jskinner@insidetoronto.com St. James Town residents are a step closer to having a new health clinic right in their own community with the opening of Phase 2 of the St. James Town Community Corner.

The corner, located in a Toronto Community Housing building at 200 Wellesley St. E., opened two new multipurpose rooms and a small health clinic Thursday, June 20 at a special ceremony attended by outgoing Toronto Centre MP Bob Rae, Toronto Centre MPP Glen Murray, Councillor Pam McConnell and others.

The health centre was made possible through funding from the Rotary Club of Toronto, and the plan is to have health-care professionals working out of the site through a partnership with the Sherbourne Health Centre (SHC).

“There are two clinic rooms on site where we can have flu clinics and screening clinics,” said Ken Chan of the SHC board of directors.

“Over time, our vision is to have a full-service clinic to provide high-quality care to the people of St. James Town right here in the heart of the community.”

In order to make that happen, however, more funding must be secured.

Graeme Imrie of the SHC said the organization is currently applying for grants through the Ministry of Health and Long Term Care.

Should funding be secured, he said, it will provide a much-needed service in St. James Town.

“The Toronto Central (Local Health Integration Network) has identified this community specifically as a priority area for them due to its population, growth and diversity,” Imrie said.

“This, for us, would be a logical extension of our services and a way to bring our services to this community.”

T h e St . Ja m e s Tow n Community Corner currently occupies some 5,000 square feet on the ground floor of the apartment complex at 200 Wellesley St. E. and offers a variety of programs including settlement, skills development, free computer use, youth programming, seniors programs, employment services and more.

Rae noted that Toronto Community Housing was also a key partner in the project, donating the space to the community and added the Community Corner is a crucial resource for St. James Town, particularly following a devastating fire that left residents in 200 Wellesley displaced for weeks in September 2010.

“The fire was a challenge and setback, but St. James Town is an extraordinary community,” he said. “( Toronto Community Housing) has been such a great partner. We know the challenges (facing St. James Town following the fire) are

very real and know too many people have been happy to leap on those problems.”

Mc C o n n e l l s a i d t h e Community Corner has become a key part of the community, serving as a gathering place where the diverse population can come together to hone skills, enjoy programming or just meet up.

“Out of the ashes (of the 200 Wellesley Street fire) came a much stronger community and this small hub allows us to develop that,” she said.

The councillor added, however, that while the health centre in the Community Corner was welcome, the community needs a larger facility to deal with the area’s massive population.

“This is a wonderful start, but we need a real health centre,” she said.

While the health centre and two multi-purpose rooms marked Phase 2 of the Community Corner, the space does not appear to be finished growing. Toronto Community Housing Corporation CEO Gene Jones said his organization is more than happy to donate the space for further expansion, early plans of which are already underway.

“I am committed to doing Phase 3,” he said.

“We’re going to find the funding, we’re going to find the collaborations. We’ll be back here to celebrate Phase 3, I guarantee you that.”

Following a board vote Monday, the TTC’s political body took the first step toward one day reserving King Street West for streetcar and bicycle traffic.

During its June 24 meeting, the TTC’s board of commissioners voted unanimously to support chair Karen Stintz and call for a report on the feasibility of making King and perhaps Queen Street West streetcar-exclusive during the morning rush hour period.

A motion introduced by Stintz asks for TTC staff to collaborate with the city to address specific details of the proposal, first floated by CEO Andy Byford last week which includes examining boundaries, means of enforcement, costs for implementation and other questions.

Bob Rae has announced he will be stepping down from his post as Toronto Centre MP. Rae, who has held the riding for the Liberal Party since 2008, told other members of his party he will be resigning from his position.

The former Ontario

Premier – he led the province as a New Democrat from 1990 to 1995 – took over the riding from former Liberal MP Bill Graham, winning a by-election after Graham retired in 2007.

“It has become clear to me that the full scope of the negotiator’s job is no longer compatible with my also serving as a member of Parliament.

And so I face a choice,” he said in the statement.

“I have decided to return to my profession as a lawyer and mediator, to continue working for the Matawa Tribal Council, and to step down as the Member of Parliament for Toronto Centre.”

At an event in St. James Town last Thursday, the outgoing MP said he is eager to focus more on his new role but said he will hardly leave downtown Toronto behind.

“I’ll continue to remain invested in this community, just not as an MP,” he said. “I’ll obviously miss representing this wonderful riding and the great constituents here.”

He noted, however, he is not sad to be leaving the polarizing world of federal politics, a world in which

more focus is sometimes placed on criticizing opposing parties than on actually governing and solving issues.

“What I’ll miss least is the way (the political scene) has become so negative,” he said.

“I think that’s very troubling for our society.”

In addition to serving as Toronto Centre MP, Rae also served as interim leader of the Liberal Party of Canada following the 2011 federal election, prior to Justin Trudeau taking on the party’s leadership earlier this year.

He said he was particularly proud of his work championing Aboriginal issues and mental health issues. Despite the Liberals’ crushing defeat in the 2011 election, the Toronto Centre MP says he is hopeful the party will once again rise to prominence.

NDP MP Olivia Chow (Trinity-Spadina) worked with Rae’s election planning committee when Rae was voted in as Ontario Premier and she and others “will miss his passionate voice for justice

and compassion in the House of Commons.”

Chow said Rae was a strong foreign affairs critic and reminisced about a trip she took with him to China a few years ago in a bid to strengthen the bonds between the two countries.

“We were there together trying to drum up business for Canada back at a time when Stephen Harper had never even been to China,” she said.

“I think the time we spent there helped pave the way for better relations between Canada and China.”

Prime Minister Stephen Harper tweeted “I would like to commend @bobraeMP for his many years of public service to Canadians. I wish him best of luck with future endeavours.”

Rae has not announced when he will officially step down.
