Building stronger neighbourhoods

T

he next chapter of Toronto’s Strong Neighbourhood Strategy is about to be written and the city needs your input. The project saw the creation of 13 priority neighbourhoods – “hot spots of high need and low infrastructure” – and over eight years worked with the province and the United Way to try to improve the lives of residents through targeted investment. The program is now being re-evaluated and new Neighbourhood Improvement Area (NIAs) designations may be in the works. A host of public meetings are being held across the city this month to help shape the program’s future. In particular, city staff want your ideas on criteria used to select NIAs, what goals should be established, and how the city should track its success. We’ve always touted the importance of local engagement and this instance is no our view exception. If you live in one of the currently designated areas or live in an area you believe needs Residents’ concentrated investment, your input needed input will be the most valuable. It’s your experience that will help for strategy answer some of the most critical questions. For instance, are the previously designated priority neighbourhoods ready to stand on their own? It’s not clear yet whether any of these areas will remain on the NIA list. Community hubs, drop-in centres, youth programming and partnerships have been established, but is that enough to ensure self-sustainability? Residents need to speak up about the results they’ve seen – or not seen – at the grassroots level. As well, the groups that have been involved in transforming these neighbourhoods need to declare whether they feel they can continue their work on their own. If it happens that these neighbourhoods do remain on the list, it’ll beg the question as to why. The city should be transparent in explaining why certain communities may still need focused help, even after eight years of investment. Would that be evidence of a failure? A need to modify expectations? Redistribute funding? Besides garnering opinion and experiential data from the people the program is meant to help, the city also needs to learn from lessons of the past. Without a critical self-evaluation of the project’s previous eight years, the story of Toronto’s Strong Neighbourhoods will be a short one with an ending that disappoints. Have your say. When it’s weird, Toronto tops Austin One thing that Mayor Rob Ford’s trip to Austin should have confirmed to our Lone Star cousins last week: when it comes to keeping a town weird, the musicallyinclined Texans are a few steps behind Toronto. No doubt, as the mayor left the city limits with his entourage of music-industry leaders and councillors, Austin breathed a sigh of relief. Because when they say “Keep Austin Weird,” they mean a nice kind of weird. Toronto and the saga of Mayor Rob Ford has reached a level of weird that is rather more terrifying. News broke just before he left town for Austin that a close friend of Mayor Ford, Sandro Lisi, was arrested and charged with possession and trafficking of marijuana. The mayor addressed the matter at a news conference at a filling station near his home, in which he described Lisi as “a good guy” and a friend, before heading off to the airport.

david nickle the city While the mayor was gone, a story came out suggesting Toronto police have been following Mayor Ford and his associates using a leased Cessna. His brother, Doug Ford, told a Toronto Sun columnist that he had spoken to two Toronto police superintendents, who’d confirmed that there was aerial surveillance going on. Doug Ford then recanted the next day and suspected that the mayor’s enemies were behind it all. I worry about commenting on all this in a column filed early, for fear that something even weirder turns up in the interim. Because that’s how things have been going for the Ford brothers. This time last year, the mayor’s biggest problems were football, looming conflict of interest charges, and issues of reading while

driving, and all that seemed weird enough. Now, it’s substance abuse allegations, alleged family connections to the west-end drug trade, and that alleged video where the mayor was seen appearing to smoke crack cocaine. Men photographed with the mayor have been stabbed and murdered. Weirder still are the many among us who believe that all of this is simply a conspiracy of downtown elite, police and big media, to bring down a Conservative, millionaire mayor who is at the core, just an average guy. It’s hard to imagine a trade mission from the delusional Wonderland that Toronto has become, exciting anything in its hosts beyond a desire to back away slowly without making any sudden movements. With weirdos like us, you can’t be too careful.

New agency aims to help Toronto’s homeless First event is set for April 13, 2014 JUSTIN SKINNER jskinner@insidetoronto.com With Toronto’s homeless population growing at an alarming rate, a new local agency is looking to help ensure those living on the streets have access to the programs they need. Homeless Connect Toronto, a branch of the North America-wide Project Homeless Connect initiative, is looking for partners, sponsors and service providers in anticipation of its first semiannual event. The event will bring together service providers in a variety of fields, from housing and employment support to health care to clothing to haircuts.

“We’ve been planning this for two years now and we’re collaborating with various agencies to get it going,” said Homeless Connect Toronto coordinator Melody Li. “It’s sort of a one-stop shop for a lot of the services (homeless and underhoused people) need.” Having a variety of services under one roof will certainly make things more accessible for those in need of support, who must often travel between appointments. “The homeless guests are asked to decide what their top four needs are,” Li said. “It’s not just about housing, food and clothing. It’s really about working with the individual as a whole person with a variety of needs.” Homeless Connect Toronto plans to hold events twice a year. In addition to providing valuable services and support for those living on the streets, the events bring together various social service agencies, fostering a greater spirit of

collaboration as they work to support Toronto’s homeless and underhoused. “We want to connect the dots for agencies as well as for the people who use the services,” Li said. The initiative also aims to raise awareness of homeless issues and garner additional support from the corporate

world. While the first Homeless Connect Toronto event is not slated to take place until Sunday, April 13, 2014, the organization is looking to enlist support from as many corners as possible. It has already garnered the support of the Centre for Social Innovation and is seeking out

additional social service agencies and service providers, volunteers, corporate sponsors and champions. “We have quite a few agencies on board, we have dentists and haircutting professionals, but we’re always looking for more,” Li said. The April 13 event will take place at the Harbourfront

Community Centre, and Homeless Connect Toronto will reach out to the homeless through the drop-in and shelter network to get the word out to those who will benefit most. Li acknowledges that, while the community centre will allow for anywhere from 500 to 700 guests at a time, it is still not enough to serve everyone in need. “They just released the results from the latest Street Needs Assessment and (the number of homeless in Toronto) has risen five per cent since the last one they did in 2009,” she said. Homeless Connect Toronto is also looking to raise funds through an online competition, with the public invited to vote in support of the initiative. The new 60-foot “artic” seats 77 and can hold a maximum of 112 passengers, which represents a 45 per cent increase in capacity compared to the regular fleet of 40-foot buses. It is also fully accessible with a ramp and offers threedoor boarding. The Nova-manufactured buses also have a built-in safety feature to cap turning speeds automatically. Prince’s Charities Canada drops in on Daniels Spectrum JUSTIN SKINNER jskinner@insidetoronto.com Arts organizations in Daniels Spectrum could get a boost thanks to the local arm of a program initiated by Prince Charles. Prince’s Charities Canada brought a number of business and community leaders together on Oct. 3 to visit both Daniels Spectrum and SKETCH, a community arts program that is currently building a new hub in the Artscape building on Shaw St. While many business leaders are asked to dip into their bank accounts to help not-for-profit organizations such as the ones housed in Daniels Spectrum, the Prince’s Charities Seeing is Believing tour looks for a more meaningful contribution. The tour brings them onsite to get a first-hand look at the work certain organizations do, watching those organizations as they offer services, training and programming. They also interact not only with the leaders of the notfor-profit and community organizations but with those in the community who use those organizations. ‘Challenge them’ “When you just ask for money, you get a cheque but the business leaders aren’t really a bigger part of the solution,” said Prince’s Charities Canada spokesperson Matthew Rowe. “The money’s nice, but we want to challenge them to action.” Following each Seeing is Believing tour, the participating Toronto business and community leaders are asked to put their minds to the task and use their own talents to help come up with new ways for local not-for-profits and community organizations to operate. “With so many organizations, they’re so committed

different styles,” Rowe said. “(COBA) said ‘do you think they’d be interested?’ It hadn’t crossed their minds.” By getting a first-hand look at the programs, participating business and community leaders can also look at their own contacts and networks with an eye to forging or facilitating partnerships. Following the tour, Seeing is Believing participants held a closed-door meeting to discuss the ways in which they can contribute to the success of the organizations they visited.

New multi-faith group aiming to contribute to Regent Park revitalization

Faith in Regent Park inaugural event set for Nov. 2 at the Citadel JUSTIN SKINNER jskinner@insidetoronto.com With the Regent Park revitalization still underway, a group of residents in the community are looking to bridge the gaps between the neighbourhood’s many religious backgrounds, bringing those from different faiths together to find solutions. The Faith in Regent Park, a new organization, will look at solutions to issues such as housing, poverty, youth issues, aboriginal concerns and gender issues. “We’re looking to spread the net to people of all faiths and religions, though you don’t have to be a member of a faith community to participate,” said Kevin Moore of the Faith in Regent Park. “We’ll be talking about issues that concern everyone, but many of faith traditionally take

on some of the issues in working groups and we’ll be able to work toward actionable items,” Moore said. “Not that we expect we’re going to solve every problem, but we’re taking that first step, bringing people together to identify specific issues in our community.” The event will include speakers from Toronto Urban Native Ministries and the Canadian Council of Muslim Women, plus live dance by performers from Coleman-Lemieux Dance Studios. With Regent Park a remarkably diverse community, the organization will also help to foster more understanding between the various religions and cultures that make up

The area in front of Kensington Community School has long been underused, a fact that could change should a local initiative take hold. A proposal to create a new green space on the plot of land on the southeast corner of College and Lippincott streets could see a small garden planted with plants that will beautify the area year-round. The plan would also see a seating area added and interlocking brick or flat stone installed to replace the cracked concrete on the site. Kensington students would also create artwork to decorate the space. The project, dubbed Carré Kensington Square, would create added green space in the busy area, with Kensington students, parents and community members doing the planting and maintaining the area, with the help of a professional landscaper. The project is one of many vying for funding through the Aviva Community Fund. Online voting for the various projects competing in the online contest will run until Monday.

The TTC employee suffered serious injuries. The shooter, unknown if male or female, was described as white, 35 to 50 years old with a heavy build. Police believe the same suspect was responsible for two previous armed holdups at the same collector booth. Despite these cases, holdups at TTC collector booths are rare. There were only six collector booth robberies in the city’s subway system so far this year.

He’s quick, masked and armed. That’s how police describe the man who held up three TTC fare collectors at subway stations on the Bloor-Danforth line. Last week, and again on Monday, Oct. 7, police released security camera images in the hopes of preventing him from striking again. The latest robbery happened Sunday night at Chester station. Staff Insp. Mike Earl of the holdup squad said a masked man approached the collector booth, “pointed a gun through the hole where the money is passed through” and demanded cash around 10:25 p.m. The suspect got away with an undisclosed amount of money. Earl said the holdup lasted “a matter of seconds.” Police believe the same man is responsible for two similar gunpoint robberies:

Eglinton Crosstown benefits discussed RAHUL GUPTA rgupta@insidetoronto.com At a public meeting last week, transit users voiced the hope the Eglinton Crosstown light rail transit project will bring about better employment opportunities and stronger community ties. Organized by Metroland Media Toronto (publishers of The City Centre Mirror) and Toronto Public Library (TPL), the event held at Kennedy/ Eglinton Library gave residents the opportunity to discuss the $4.9 billion project currently under construction, which will eventually span 19-kilometres both under and along Eglinton Avenue when it is completed around 2020. Metrolinx is currently working on the Crosstown’s western alignment portion – tunnelling is well underway between Black Creek Drive and Allen Road – and construction will eventually start in the eastern portion where the line will travel at street level east of Laird Avenue to
