Time for community spring cleaning

W

ith the changing season, and a sense of renewal in the air, Torontonians are heading outside to clean up their homes – and their

city. This weekend, kicking off with corporate and school cleanup day on Friday, the city will be getting a good (spring) cleaning at the hands of residents who want to make sure their city, their neighbourhood, and their own street is as pleasing as possible. These seemingly small actions by a group of residents helps build not only a sense of pride in the neighbourhood, but also a connection between those who live in it as they undertake a common goal. “It creates community,” said David Juliusson, program officer at Fort York National Historic Site, who is leading the cleanup of the historic site this Saturday from 10 a.m. to noon. “A lot of people in the neighbourhood are new... Something like this gives them a our view chance to meet other people.” What started in 2001 as a 20-minute cleanup initiative Help the by amalgamated Toronto’sfirst mayor, Mel Lastman, has turned community a three-day city-wide all year long into cleanup where people get out of their homes, grab a garbage bag and get working. The City of Toronto kicked off its annual spring cleanup campaign earlier in the month with the removal of graffiti, cleaning up garbage and hauling away debris from city property, which gathered over the long winter months. Coinciding with Earth Week (April 22 to 27), the cleanups are happening across the city – from Etobicoke to Scarborough, North York to the Beach, Parkdale to Bloor West. Potential for a predictable council next term is high What an upset it would be if Councillor Adam Vaughan had his hat handed to him in the federal byelection in Trinity-Spadina. Anything is possible in politics. But in this hometurf byelection in a riding whose outgoing incumbent is busy with her own election, it’s hard to see Vaughan doing anything but winning, taking over Olivia Chow’s former riding the same way he took over her former ward in 2006. News of Vaughan’s expected Liberal candidacy emerged last week after a meeting with Liberal leader Justin Trudeau. In the Liberal caucus, Vaughan would take the lead on cities. No doubt he’ll also make an impression in Question Period. At city hall, Vaughan has been one of the more effective opposition councillors – asking tough questions, deflating fatuous arguments and goading the Fords and their allies into red-faced rage (by my

david nickle the city completely unscientific observations, about once a meeting). It’s behaviour like that that has helped make the former journalist a very electable commodity in the downtown communities he represents – and less than that, across the breadth of the city – as became clear when earlier in the term he was seriously contemplating a run for mayor. As such, his departure leaves an interestingshaped hole in Toronto Council. It would be an exaggeration to say that Vaughan’s departure could mark a return to collegiality at the council that has become the Road-Warrior model of municipal government. But looking at the next term, there are going to be a number of departures that might just put the ‘order’ back in Robert’s

Rules. At least one Ford brother – Etobicoke North Councillor Doug Ford – isn’t returning for 2015. Scarborough-Agincourt Councillor Mike Del Grande, the former budget chief whose frequent rages at disruptive behaviour at council cause almost as much disruption, is retiring. York West Councillor Giorgio Mammoliti – he of the vote-pulling thumbs and bizarre anticommunist rhetoric – is showing every indication of coming back for now, but he’s facing a serious court hearing about his election expenses that could derail those plans. If all those people go – well of course we’ll miss them. The thing about outrageous characters like the aforementioned is they’re all eminently watchable, and therefore electable. What a dull and potentially productive council

we could have at the end of 2014. And it would be interesting to see what Vaughan can do in Ottawa. As a councillor, his reputation for a sharp tongue is matched by his track record as a deal broker – getting as many concessions as he can from the various developers looking to plant towers in the downtown neighbourhoods he represents. Vaughan has a genuine expertise, won on the ground, when it comes to urban issues. If Vaughan does indeed win the seat, and Trudeau does indeed win enough other seats to form a government, there’s a lot he could do in pushing the federal government into taking a greater role in urban life and infrastructure. He wouldn’t even have to be particularly nice about it.

First Yiddish-language feature ever filmed in Canada at TJFF Midtown filmmaker Naomi Jaye’s film The Pin, a love story set in World War II-era Lithuania JUSTIN SKINNER jskinner@insidetoronto.com Writing and directing a feature film is a challenge at the best of times, but midtown Toronto filmmaker Naomi Jaye took on a particularly difficult task, helming a film in which the dialogue is completely in Yiddish – a language she doesn’t even speak. The film, dubbed The Pin, is a love story set in World War II-era Lithuania. It follows the story of two star-crossed lovers who meet as young adults when they hide out together in a barn. Much later in life, the man, a shomer (or guardian), is asked to watch over the body of an elderly woman who has passed on and is shocked to discover it’s his long-lost love. For Jaye, the decision to film The Pin entirely in Yiddish – making it the first and only Yiddish-language feature ever filmed in Canada – was difficult, but it was a logical choice. “I originally wasn’t going to make it in Yiddish, but it was never going to be an English-language film,”

she said. “It was going to be in Lithuanian or maybe in Russian if the film was going to be set there.” She finally settled on Yiddish for the sake of authenticity, though she was not the only one for whom the film served as an immersion into the language. Neither of her lead actors, Milda Gecaite and Grisha Pasternak, spoke the language. “I tried to find Yiddish actors, but I couldn’t find two fluent-speaking kids who were also actors and who would appear in a film with some nudity,” she said. That resulted in an unusual casting process. The actors originally auditioned in English and then did their callbacks in Yiddish, learning the language phonetically. Once they were cast, Gecaite and Pasternak underwent months of intensive Yiddish lessons and Jaye had a dialogue coach on set at all times to ensure the pronunciation was correct. “It was pretty intense and people thought I was crazy, but I wanted to make sure it was authentic,” she said.

The writer-director came up with the concept for the film while riding a streetcar. She pictured an old man sitting in a room with a dead body and dovetailed that idea with a story from her own family. “My grandmother had a very intense fear of being buried alive,

so she made my grandfather promise if he found her dead, he would prick her with a pin to make sure she wasn’t just sleeping,” Jaye said. While the film deals with heavy subject matter, Jaye does not see it as a tragic love story.

A graduate of the Canadian Film Centre, Jaye has directed a number of short films that have made the festival circuit. She grew up in the Yonge and Eglinton area, a neighbourhood she once again calls home after living for a decade near College and Ossington. Though The Pin is set to make its Canadian premiere at the upcoming Toronto Jewish Film Festival, Jaye is already getting ready for her next feature. She has optioned the rights to the script for Martha Baillie’s The Incident Report and will head to Poland next week as part of the Torino AdaptLab, an intensive program for filmmakers adapting other works for the silver screen. He added that the event is an opportunity for people to do more than just clean. “We reacquaint ourselves with the green space around us and we get to meet up with our neighbours,” he said. “Sometimes, people show up from outside the neighbourhood to help clean. It’s basically a day for anybody with an appreciation of our park lands.” With nearly a decade of cleanups behind them, the

SRRA has gotten the cleanups down to a fine science. As for the strangest things volunteers have come across while cleaning? “I don’t think they’d be suitable to print in a family newspaper,” Hogarth said. The Community CleanUps focus on parks, but those living in areas where green space is at a premium also get into the act. downtown Toronto, cleaning litter in the Elizabeth and Elm streets area recently. “It was the tenants at the Elm Centre who took the initiative,” said Grace Costa, manager of the YWCA Elm Centre. “It’s right downtown, across from the bus station, so the tenants felt they needed to go out and clean up the area.” Following the cleanup, Elm Centre residents will get to work on planting a vegetable garden in the courtyard of their building. The FRRP clean-up will take place at 11 a.m. on Sunday, April 27, with volunteers meeting in the bocce courts at Fred Hamilton Park. SRRA will hold its events in Craigleigh Gardens and the Prince Edward Viaduct Parkette at 9 a.m. on Saturday, April 26. Volunteers at the various events are asked to bring work gloves and shoes and clothing that is weather and event-appropriate, along with any rakes or other implements they would like to bring along. The Alexandra Park offshoot comes in the form of steel pan drumming instruction at Ryerson Community School. Out of its new location in Daniels Spectrum, the organization is looking to bump up its programming in the community it has called home for a decade and a half, as well. “This new space has been a real dream come true for us – 3,000 square feet, completely accessible and all our neighbours are arts and culture organizations,” said RPSM director Richard Marsella. “It’s right in the heart of Regent Park, right across the street from the six-acre park that’s opening this summer.” When it first started out, the school offered free classes to a group of 71 children in the basement of a Regent Park

church. “It was a group of spirited professionals who wanted to give kids an opportunity, an alternative, something different in the community because when kids aren’t engaged, that’s when they get in trouble,” Marsella said. Last year, the RPSM offered instruction to some 1,300 kids at its various locations, and that number is set to swell even further, with a goal of reaching roughly 2,000 students through a growth spurt from September of this year through June, 2015. “We had bought the house (the school operated out of) on Queen Street and got some money from selling it,” Marsella said. “Now we’re paying rent here (at Daniels Spectrum) and we’re looking to make the most of the space.” The school now charges students a nominal fee to participate, both to support its burgeoning programming

and to give parents of its students a sense of ownership over the musical education the children are getting. RPSM also collects donated instruments and gets a large portion of its revenue through fundraising events. “The model has evolved over the years,” Marsella said. “When you go from 71 students to 1,300, you’ve got to find a sophisticated way to approach the whole thing.” The school is set to host its annual fundraiser, Crescendo!, at Daniels Spectrum starting at 6:30 p.m. on Monday, April 28. The concert will feature Jim Cuddy of Blue Rodeo fame along with the Devon Cuddy Band and performances by RPSM students. The evening includes hors d’oeuvres, an open bar and a silent auction.

Ombudsman cites ‘abject failure of leadership’ at Toronto Community Housing DAVID NICKLE dnickle@insidetoronto.com Toronto Community Housing’s senior staff operated in “a climate of fear” because of inconsistent hiring and firing practices that came with new Chief Executive Officer Eugene Jones, according to a report from Toronto’s Ombudsman released Tuesday. “It is fair to say there is an abject failure of leadership on the part of the CEO of the organization,” said Toronto’s Ombudsman Fiona Crean at a Tuesday news conference. Crean’s report looked into hiring and firing practices since Jones was hired in 2012, as a part of a move to clean up Toronto Community Housing. Jones arrived with the full support of Mayor Rob Ford, who has touted Jones’ success in dealing with tenant issues in the extensive housing portfolio. But Jones has been controversial. Last year he was forced to reverse a decision to remodel his own offices at Yonge Street and Davisville as the organization was struggling with its budget, and in February faced the board of directors’ ire when he fired the newly hired Chief Operating Officer Kathleen Llewellyn-Thomas and claimed she’d resigned, and kept his executive assistant off the Sunshine List of those earning more than $100,000, by carrying over 2012 pay to 2013. The Ombudsman’s report released Tuesday delved into Jones and the board’s human resources practises. It found the organization failed to follow its own rules for hiring and firing, through a massive turnover in the organization’s non-unionized and management staff. Crean said the firings were done without regard for institutional knowledge that might be lost – and that while she found no fault with any of the new hires, said executives involved in the hiring were often selecting people they had known before without declaring conflicts of interest. She said Jones indicated it was “his prerogative to do as he wanted and that he had no responsibility for knowing the rules. He felt that was the responsibility of his VP Human Resources, who often didn’t know the rules either...” The TCHC’s board of directors, which Crean said failed to provide adequate oversight, delayed discussing the report until tomorrow. Crean noted while most of the staff and board members at TCHC worked diligently to respond to the investigation at an April 15 meeting, Jones did not. She said he attended the meeting not having fully reviewed the report, delegating the responsibility to his VP of Human Resources. “I am perplexed by his reaction and demeanour,” said Crean.

She made 12 recommendations, which all relate to complying with existing policies and practises when it comes to human resources matters, and ensuring that senior executives are trained to use those policies. The conflict of interest policy also needs to be expanded to include past business relationships between applicants for jobs and those responsible for hiring. The TCHC has responded to the report, in a letter co-signed by Jones and TCHC board chair Bud Purvis. “We accept your findings and will act swiftly to address the deficiencies that you have identified,” the letter reads in part. “Guided by your recommendations, we will move forward to complete the task of modernizing our human resources function along the timelines set out in your report.”

GO proposal faster than subway Air-rail link first for electrification RAHUL GUPTA rgupta@insidetoronto.com A transportation proposal unveiled last Thursday by the province for frequent express GO train service promises faster travel than the subway. If completed, the GO Regional Express Rail plan would expand GO train service from a commuter service limited to peak period trips to all day, everyday service, making for a faster alternative to the subway and reducing travel times in some cases by as much as half, said Premier Kathleen Wynne. “This will be a faster option for those who are travelling in and out of Toronto’s downtown core,” said Wynne who announced the plan alongside Ontario Transportation Minister Glen Murray at GO’s Willowbrook maintenance facility in Etobicoke. According to the plan, the new service would allow GO customers to get from the Kennedy subway and Go station in Scarborough to Union

Station in under 20 minutes at anytime, compared to the same route via subway, which would take almost 40 minutes. Train travel from any Toronto GO station would be faster by at least eight minutes than a similar route on the TTC. The express trains would also be fully electric, said Murray, with plans to phase out existing diesel units which

make up the bulk of GO service currently. “Electric trains will run frequently and they will be moving people much more quickly,” Murray said. “There will be increased capacity and higher connectivity,” he added. Murray also said the Union-Pearson Express air rail link service between Pearson International Airport and Union Station to debut next year will be a part of the service. Funding for the project is unknown, but Wynne said money would come from a recent $15 billion transit commitment to the Greater Toronto and Hamilton Area over 10 years. She also said Metrolinx was committed to introducing the service within the same time frame. Two-way, everyday GO Train service was launched on the GO Lakeshore East and West lines last year.

RAHUL GUPTA rgupta@insidetoronto.com Converting the UnionPearson (UP) Express air rail link to an electric train service will be the first step toward electrification of the entire GO rail network, said the president of Metrolinx. Speaking to reporters following last Thursday’s announcement from Premier Kathleen Wynne on plans to introduce frequent-service electric trains across the GO network, Bruce McCuaig said electrification work on the UP Express could start as early as 2015. That’s the same year the frequent rail service launches, and the UP Express will begin by running diesel trains between Pearson International Airport and Union Station. “The initial piece is UP, it was always intended to be the first step,” McCuaig said. “We’re starting electrification of UP Express next year subject to an environmental approval and funding.”

Completing electrification work would take three years of construction and would require the building of additional infrastructure along the UP route as well as the conversion of the diesel trains already purchased for the four-station route, which includes stops at Bloor and Weston GO stations. Metrolinx estimates the project will require funding in the neighbourhood of around $450 million, money which has not yet been provided by the province. $29-billion funding But McCuaig said he was confident the money would be made available within a $29-billion funding announcement made by the province this week, which includes a $15 billion commitment over 10 years to transit improvements that are part of Metrolinx’s Big Move transit plan for the Greater Toronto and Hamilton Area (GTHA). “We’re gong to be looking

at how we can deploy these funds to increase the level of service on GO Transit and also to electrify the service,” he said. Earlier in the month, Metrolinx announced it had completed a provincial environmental assessment (EA) studying how to best electrify the service, which will run on the Georgetown South GO rail corridor, also known as the Kitchener line. The full report is available at www.gotransit.com/electrification/en/default.aspx until the end of the month. Prior to that, another report was prepared by Metrolinx on how to electrify the Lakeshore and Kitchener corridors. But with the announcement from Wynne and Ontario Transport Minister Glen Murray on the plan to electrify all GO rail tracks within 10 years, McCuaig said more study will be necessary.

He said only 13 per cent of electronics in Ontario are properly recycled when they reach the end of their life cycle, with the rest either going straight to landfill sites or being shipped overseas. “We take it to a local processor who does the physical recycling,” he said. “It’s demanufactured and the pieces that can be reused are, but they make sure it’s all disposed of properly.” The shop takes in unwanted goods for free and will even hand out coupons to those who bring in unwanted goods for use at other Market 707 locations. “Depending on what they bring in, we might give them
