Street naming to honour Mandela MIKE ADLER madler@insidetoronto.com Toronto’s University Avenue from Front Street West to College Street will also be known as Nelson Mandela Boulevard before Dec. 5, a city committee has decided. The great mix of people working together along the street or passing through it is “a visual reflection of Mandela’s own vision,” and catches that spirit of inclusiveness very well, Lloyd McKell, co-chairperson of the Mandela Legacy Committee for Canada, told councillors at a meeting. As Toronto’s best-known arte-

rial hub, the avenue matches the late leader’s stature, he said. “People won’t have to go off the beaten track to find it.” Toronto council agreed in April to ceremonially dedicate a “prominent street” which will bear Mandela’s name, though street addresses won’t change. Council’s Public Works and Infrastructure Committee backed the dedication of University despite a suggestion from city staff that there should first be a policy developed in 2015 to deal with such dedications, noting “there is currently no approved process” >>>NAMING, page 6

Building approved with ‘obscene’ demands LISA QUEEN lqueen@insidetoronto.com After putting off making a decision earlier this summer about a controversial apartment building near the Toronto Cricket, Skating and Curling Club following a plea from neighbours, councillors on North York Community Council have now approved the project. Councillors voted in favour of the four-storey building with rooftop terrace at 200 Ridley

At the urging of EglintonLawrence Councillor Karen Stintz, councillors agreed the developer will have to address almost five pages of concerns at an existing apartment building on the northern portion of the property in order to build the >>>PETITION, page 10

NEWMARKET

The KISS Army welcomed its newest – and youngest members last Wednesday when Gene Simmons and Paul Stanley dropped by Mount Sinai Hospital for a quick visit. The duo stopped in to promote the hospital’s Rock N’ Stroll event, a September walk to raise funds for Mount Sinai’s work with expectant mothers who have high-risk pregnancies, taking time to meet with newborns and their parents. “To support a hospital that does so much work with high-risk pregnancies is terrific,” Stanley said, adding the rockers “decided not to wear our eight-inch heels and to leave the makeup in its case.” KISS was one of a number of artists who allowed the hospital to borrow their signature looks for promotional materials – in their case, an image of a baby in stylized Gene Simmons makeup with its tongue sticking out. Neonatal intensive care is near and dear to Stanley’s heart, whose first-born son benefited from specialized care. “If not for the kind of care available in certain cities –

and Toronto’s one of them – we probably would have lost our first,” he said. Simmons added proper health care for newborn infants is essential for people from all walks of life. “All of us have to look out for the next generation,” he said. The hospital’s first Rock N’ Stroll event will take place on Sept. 28 at Earl Bales Park, with hundreds of families expected to come out and push strollers or walk with their loved ones to support Mount Sinai’s world-class high-risk birth program. “ We’re hoping to get about 1,000 families out,” said Mount Sinai director of events Jamie Lamont. “We’re planning to have a couple of live bands going, a big barbecue, a (merchandise) shop and face painting and activities for kids.” He said the visit from two members of iconic rock band KISS underscored the event’s support from the music community. “We approached a number of different rock artists,” he said. “They all bought into the concept.” Mount Sinai boasts one of North America’s largest perinatal centres and is home to some 7,000 births a year, roughly two-thirds of which

are considered high-risk. The hospital’s neo-natal intensive care unit (NICU) is the busiest in Canada, offering care to some 1,200 babies a year. Dr. Shoo Lee, the hospital’s head of pediatrics, said the hospital is set to open a new, expanded NICU in the fall. “In the new NICU, there will be private rooms – every baby gets a bed or an incubator and every mother gets a bed,” he said. “Right now, our NICU is one big room with all the babies right next to each other.” Lee added the hospital’s care for newborn infants and their families, whether inside the NICU or out, is world-class. “The most complicated (pregnancies) come here from all over the country,” he said. “We do things like in vitro surgeries where we can perform surgery on the baby before it’s delivered and laser surgeries.” Funds from Rock N’ Stroll will help cover some of the hospital’s costs, whether for new equipment, programs for babies and parents or other needs. The event will take place on Sept. 28 at 10 a.m. at Earl Bales Park.

Balancing a new contact juggling career JUSTIN SKINNER jskinner@insidetoronto.com For Little Italy resident Lacey Lucidity, juggling has gone from a therapeutic pastime to a fulltime career. Lucidity took up juggling in 2007 as a way to both pass the time and calm her mind. The business graduate worked seasonally for the Canada Revenue Agency and spent her off-time abroad, where she found she needed something to keep her occupied. “I was living in London, England and I didn’t have a lot to do – just work and come home – so I started out just trying to learn to juggle three balls,” she said. From there, she began to hone her skills, and a year later took up contact juggling after seeing it live in a club. Unlike typical juggling, contact juggling sees the juggler keep in contact with the ball, or balls, being juggled, using sleight of hand and an impeccable sense of balance to create illusory effects.

“From the first time I saw it, I just thought it was a beautiful visual effect,” Lucidity said. “You have to have as little contact as possible, sometimes as little as a centimetre of contact with the ball.” The effect can make it appear as though the heavy ball is levitating or moving about of its own free will. Lucidity loves not only the look of contact juggling but also the fact there are no tricks involved – just skill. “Even though it seems like magic, it’s all very honest and open,” she said. “If someone can balance a ball on their head, you can see that – they either can or they can’t.” Referring to contact juggling as “a series of balance tricks,” Lucidity noted there’s more to creating an act than simply balancing a ball. Whether using rubber practice balls or heavy three-pound acrylic balls, she has spent countless hours learning both conventional juggling and contact juggling. “I still remember some of the most basic parts of contact jug-

gling, being one or two years into learning it and thinking ‘oh man,

this is going to take a long time,’ but you get more precision as you develop stronger muscle memory,” she said. Her training did not come without its share of mistakes, either. Dropping things is a fact of life when learning. “I’m sure everyone who contact juggles has lost at least one laptop in their life by having a ball fall on it,” she said. While Lucidity saw juggling as a way to pass the time while living abroad, she noted there were other, more tangible benefits. She had suffered from anxiety and panic attacks and found juggling helped to calm her. “The essential benefit juggling has in my life is its ability to put me in a mindful state,” she said. “I wasn’t spending a lot of time moving my body and not thinking – or overthinking. (Juggling) helps me get to that place where I’m not overthinking, where there aren’t alarm bells going off and I’m not going to a bad place in my life.” Having felt the benefits herself,

Lucidity has taken to teaching juggling to others. She has set up a website (www.jugglingisawesome. com) where she offers juggling workshops for kids and adults. While Lucidity teaches the fun aspect of juggling, she notes her workshops can also help lower stress, boost creativity and help with team building. It is also incredibly accessible. “It’s incredibly cheap and incredibly transportable – you don’t need a full team or a field, you just need yourself and whatever you’re going to juggle,” she said. “And it’s like riding a bike – once you’ve learned to juggle three balls, that’s yours for life.” Lucidity also performs at festivals and shows, with an upcoming gig at the Scotiabank BuskerFest, which takes place along Yonge Street between Queen and College streets, from Thursday, Aug. 21 through Sunday, Aug. 24.

recent study by the University of Toronto says our city has a “major infrastructure funding shortfall” when it comes to financial support from other levels of government and its own property taxpayers. We have said before that when it comes to projects such as transit expansion, roads and public housing, Toronto residents will get the city they are willing to pay for. So far, based on the fourth-place finish we received from the Economist Intelligence Unit’s Global Livability Survey this week, it seems Toronto residents have been getting an excellent return for their relatively low investment. That’s especially true since Toronto property taxes are, on average, lower than those paid by residents of other Ontario cities, according to the U of T report, Is Toronto Fiscally Healthy? our view The report by the Institute for Municipal Finance and Decide what Governance at U of T’s Munk School of Global Affairs also said we are willing Toronto does not have a problem when it comes to spending of taxto pay for payers’ dollars. “Toronto does not face a fiscal crisis by any means,” the report said. Toronto’s challenge is bringing in more money to pay for needed infrastructure improvements. In responding to the report, city manager Joe Pennachetti pointed out there is not a lot of room left for cost-cutting in the city, but “we don’t have all the revenues to ensure we can grow a city that we all want.” Most concerning is the estimated $860-million repair backlog faced by Toronto Community Housing, Canada’s biggest landlord. The operation of public housing is fully funded in every province except Ontario. Also, the city still must cover the operating costs of the TTC to the tune of $250 million, funding that used to come from the province. As campaigning becomes more intense in this fall’s municipal election, candidates will be cherry-picking bits of the U of T report as either justification for their past actions or as a call for change. Both arguments will have some merit. This campaign, listen to candidates who can speak about the challenges the city faces, what kind of city we want to build, what are we willing to pay for and who should be paying.

Time to let the Toronto Zoo make its own decisions The Toronto Zoo turned 40 on Friday, and the best present Toronto could give it is independence. City councillors proved it didn’t have that by sending the zoo’s elephants to a sanctuary, over the objections of keepers and the zoo’s management board. Loss of accreditation By the time the “ladies” arrived in California last October, after a tug-ofwar lasting years, the U.S. Association of Zoos and Aquariums (AZA) had stripped the zoo of accreditation. Those elephants may be happier at the sanctuary; they’re certainly warmer, but the zoo’s prospects are damaged when it’s needed more than ever to breed endangered animals and protect them in the wild, and to teach people how to stop extinctions. That’s work supported by both sides in the elephant battle, but one side, backed

mike adler the city by most city councillors, made it harder for the zoo to reach its goals. Glenn De Baeremaeker, a councillor on the zoo board, says AZA is a “morally bankrupt” institution the zoo shouldn’t rejoin. That’s fine, until you consider animals the zoo has on loan to AZA zoos or is loaning from them, or conservation programs it works on with other AZA zoos. The longer it’s stuck with lower status, the harder dealing with AZA zoos gets, and it can’t get accredited until council agrees that, while the city owns the animals, the zoo decides what’s done with them. Council also rejected the zoo’s proposal in 2012 to run itself through an independent body, as it did between 1974 and 1978. This time, the body

would have “prominent corporate, community and business leaders,” and no council control. Independence De Baeremaeker calls this “a fiasco,” but Gloria Lindsay Luby, a councillor and zoo board vice chairperson, hopes a report on zoo governance is heard next year by a different council that will “leave the zoo matters up to the zoo.” Lack of independence also hobbled the zoo’s fundraising. Its renewal plan in 2009 – $250 million over 10 years – was abandoned. Contrast that with the

Art Gallery of Ontario’s Transformation AGO funding drive; it met its $254-million goal five months early in 2008, then increased it to $276 million. This city stepped up for a place to house fine art. Why wouldn’t Torontonians do the same for the zoo, and the world’s animals? extinction Our zoo is part of that mounting public infrastructure deficit mentioned in a University of Toronto report last week – only this isn’t chunks falling off the Gardiner Expressway, it’s a $15-million animal hospital the zoo needs but can’t afford; it’s work to save animals from human-caused extinction. It can’t happen unless the next city council unchains the zoo and trusts it to be on its own.

>>>from page 1 for selecting streets suitable for them. The committee agreed with McKell, however, that the city should try to install the signs with Mandela’s name by Dec. 5, the first anniversary of his death. People in Canada and South Africa have looked forward to the dedication, and are concerned resolving the policy questions could delay it for many months, said McKell. It was on University – Toronto’s grand boulevard of war memorials – where Desmond Tutu led a rally against South Africa’s racist apartheid system in 1986, and where Winnie Mandela, Mandela’s wife at the time, led a march up to Queen’s Park some months after his release from prison in 1990. Besides University, the public was asked to consider dedicating Bathurst Street from College Street to Herrick Street, the area where Mandela spoke to 1,000 stu-

dents at Central Technical Secondary School in 1990, as well as Gerrard Street East from Jarvis Street to Yonge Street, where Mandela and wife Graca Machel received honourary degrees from Ryerson University. Also on the list was Shuter Street from River to Parliament streets, where Ma n d e l a a t t e n d e d t h e renaming of Nelson Mandela Park Public School in 2001, and Queen Street West from Yonge to University, since that was where Winnie Mandela addressed a crowd at Nathan Phillips Square in 1990, and started the march to Queen’s Park. University was the first choice of 54 per cent of the 1,583 people who cast an online vote from June 19 to July 4, with Shuter Street getting a second-place 21 per

cent of first-choice votes. Queen Street West was the second choice of 42 per cent of the respondents. Though neighbourhoods around any of those streets would get a boost from the dedication, University is the choice of most respondents and the most fitting tribute, McKell said at last week’s meeting. Three visits Mandela visited Toronto for the second time, this time as his country’s elected president, in 1998. He was made an “honourary Toronto citizen” in 1990. During a third visit in 2001, he was declared an honourary citizen of Canada, the first living person to receive this honour. Mandela’s visits had a profound impact on the city, said East York Councillor Janet Davis, adding she remembers “the warmth and love and respect” shown to Mandela in 1990 as he addressed 30,000 people in Queen’s Park.

Check out some of the reasons why Nissan is

Donna Vakalis pentathlon champ NORM NELSON nnelson@insidetoronto.com Downtown Toronto Olympian Donna Vakalis has regained the national pentathlon title for Canada. To do it, she had to beat out fellow 2012 London Olympic team member Melanie McCann who had claimed the title the three previous years (2013, 2012, 2011). Vakalis, meanwhile, earned the silver medal the previous two years (2013, 2012), was “present, but really sick during 2011 nationals” and won the national championship in both 2010 and 2009. Vakalis now moves on to the senior world championships being hosted by Poland, Sept. 1 to 9. “I am trying to read up on the history of Poland right now, and I am really getting excited to spend an entire week there,” she said, in an email interview. She’s also gunning to compete in a rare hometown competition next summer.

Photo/ANDREW BAILINI

Olympian Donna Vakalis competes Aug. 1 at the Pentathlon Canada National Championships in Guelph.

“My goal is to earn a berth on the Pan Am team, and then to be in top form when Toronto hosts the (2015 Pan Am/Parapan Am) Games,” she said. Although she said she’s “taking it one year at a time”, she gives the impression that gunning for another Olympic Games in 2016 in Brazil would be tough to pass up. “I love training and competing so much that, even though school is my top priority right now, I find myself unable to give up the joys that come with being a high

performance athlete...Also, I learn more from being an athlete and a student at the same time.” The academic side also takes up a lot of her energy. “I am in civil engineering, finishing up the second year of my PhD in environmental engineering,” she said, explaining it delves into “energy use and air quality inside buildings.” She is also on U of T’s fencing, cross-country and track and field teams, while also working out with the varsity swimming team. The sport of modern pentathlon involves five disciplines: equestrian, fencing, swimming and combined running/shooting. While they all contribute to a well rounded athlete – the bill for training for each of the five disciplines also adds up in a hurry, and any support or sponsorship is appreciated, acknowledged.

Petition opposing the development signed by 100 neighbours >>>from page 1 new project. The list includes items Don Valley East Councillor Denzil Minnan-Wong called “obscene” because they are too generous such as free Wi-Fi, cable service and new fridges and stoves matching tenants’ existing decors as well as things like finishing garage ceiling leak repairs, putting in a large decorative

boulder with the property’s address, installing new hallway carpets and adding largecapacity washing machines in the laundry room. “Why don’t we just give them all free cars?” he said. “It’s obscene what they’re asking.” Willowdale Councillor David Shiner, who doesn’t support the new building because it will be built on

greenspace used by existing tenants, urged Stintz to work out a compromise on the demands with the developer before the issue comes before city council later this month because many of the demands may not be enforceable if the development ends up at the Ontario Municipal Board. Neighbour Sandy Gladstone, an architect, said

more than 100 residents have signed a petition opposing the development. While the residents prefer no development on the site, they would be willing to accept a couple of single family homes. But the apartment building is inappropriate because the site is a gateway to a neighbourhood of single family homes, Gladstone

said. The development will create a “traffic nightmare,” he added. Resident Raffi Asailian, who lives across the street, agreed. “We’re all against it. It is overly big,” he said. “It’s senseless for us to accept this. Three (single family) houses, fine, we could live with that, but this

is excessive.” As the vote went against the residents, Gladstone began calling out his opposition, saying Stintz had not met with neighbours about the development. York Centre Councillor Maria Augimeri, chair of community council, told Gladstone he was out of order and said she would call security if he didn’t stop.

Also planned is the relocation of the stairwells from the north side of the platform to the south side to create more space. The final step of the construction project is the installation of a 500-foot ad-free “art wall” made up of painted glass panels to act as a colourful barrier between the two subway platforms.
