County can trace its history back to Revolutionary times

R

utherford County was first incorporated in April of 1779. Named for Griffith Rutherford, a leader of an expedition against the Cherokee in 1776, the county lost some real estate in the 1800s as parts were portioned off to form some of Cleveland, McDowell and Polk counties. The county is divided into 14 townships: Camp Creek, Chimney Rock, Colfax, Cool Spring, Duncans Creek, Gilkey, Golden Valley, Green Hill, High Shoals, Logan Store, Morgan, Rutherfordton, Sulphur Springs and Union.

The Rutherford County Commission, the governing body for the county, is made up of five commissioners. Currently serving are district one, Bill Eckler; district two, Susan Crowe; district three, Eddie Holland; district four, Bo Richard; and district five, Julius Owens. Commissioners meet the first Monday of each month. In 2012, Crowe announced she would not seek reelection in the Nov. 2012 elections. The current County Manager is Carl Classen, who can be reached via e-mail at carl.classen@rutherfordcountync.gov or by phone at (828) 287-6060.

Rutherford County is rich in history after being incorporated in 1779. There are 14 townships in the county. Rutherford County is governed by a Board of Commissioners that include five elected commissioners that serve four-year terms.

A PEEK AT THE PAST April 14, 1779: Rutherford County is born. Previously Tryon, the county was named for General Griffith Rutherford. No western boundary existed for the county; it extended as far west as settlers dared to go. A western limit was created by the formation of Buncombe County in 1791. Sept. 7, 1780: Rutherford County becomes more involved in the Revolutionary War with the entrance of Col. Patrick Ferguson’s British troops, who overtook the post at Gilbert Town. Ferguson engaged Rutherford County troops in battle at the head of Cane Creek. Rutherford County troops were among other members of the Overmountain Men who defeated Ferguson in October 1780 in the Battle of Kings Mountain.

1877: The town of Burnt Chimney was incorporated. It was named for the blackened chimney remaining after a fire destroyed the large home of James McArthur. The first mayor was G.E. Young. The community well in the public square furnished water for residents for years. The name was changed later to Forest City. 1879: A new Rutherford County Jail was built on Main Street in Rutherfordton. Feb. 11, 1893: The town of Hampton (present-day Ruth) was incorporated. The first mayor was S.D. Hampton. March 4, 1893: The town of Bostic was incorporated. The first mayor was G.T. Bostic.

1787: Rutherfordton, the county seat, was established. July, 1831: Christopher and Augustus Bechtler opened a mint in Rutherfordton. During the nine years of the operation of the mint a total of $3,625,840 was handled. The first gold dollars minted in the United States were produced at Bechtler Mint: one-dollar pieces, two $50 pieces and five dollar pieces. 1836: A new courthouse was built in Rutherfordton, about 20 feet back from the previous courthouse, located on South Main and West Court Streets. Jan. 12, 1841: Rutherfordton was incorporated, with about 40 inhabitants in the town. John McEntire was the first mayor.

October, 1906: Rutherford Hospital was formally opened by Dr. Henry Norris and Dr. M.H. Biggs, using temporarily the old Rutherford Military Institute remodeled school building. A new building on the same site was opened on March 9, 1911, and deeded to Rutherford County in August, 1925. 1906: Thomas Edison visited Rutherford County to examine deposits of monazite, which was used in the manufacture of incandescent lamps. He came in the first automobile ever seen by many in Rutherford County. March 11, 1907: Union Mills was incorporated. The first mayor was Henry Forney. 1916: Spindale came into

existence as a village. It was incorporated on Aug. 21, 1923, and S.E. Elmore served as the first mayor. 1925: The town of Alexander Mills was incorporated. The first mayor was S.A. Summey. 1925: Lake Lure was constructed by Carolina Mountain Power Corporation. The town was incorporated in 1927. 1926: The present Rutherford County Courthouse was constructed on Main Street. The cornerstone was laid Jan. 13, 1926. Sept. 10, 1936: President Franklin D. Roosevelt passed through Rutherford County. Nov. 21, 1975: The Rutherford County Airport was opened. 1987: Dirty Dancing, starring Patrick Swayze and Jennifer Grey, filmed in Lake Lure and catapulted the town to international fame. 1991: Chimney Rock Village incorporates. 1992: 20th Century Fox films “The Last of the Mohicans” starring Daniel Day-Lewis and Madeline Stowe in Chimney Rock Park. Sept. 4, 1996: A major flood causes extensive

damage in the Hickory Nut Gorge. Lake Lure is closed after extensive environmental damage including some liquid propane tanks floating in the lake. Major roads are closed for days. 1998: The textile industry around which most of the county was created, began its decline. During 1998 Bon Worth, Dan River, Schneider Mills, Cone Mills in Forest City, Burlington Industries and Stonecutter Mills all closed its doors. The county lost 1,400 textile jobs that year. 2005: North Carolina Governor signs bill to create Hickory Nut Gorge State Park. 2010: Rutherford County Commissioners approve a contract with PANGAEA, a fiber network that provides highspeed Internet to major arteries of Polk and Rutherford counties. Nov. 12, 2010: Facebook, the world’s largest social networking site with more than 500 million users, announces it will build a $450 million data center in Rutherford County. It is the company’s first facility on the East Coast. 2012: The Town of Rutherfordton celebrates it’s 225th anniversary with events scheduled from April to December.

Crossroads town was incorporated in 1877 as Burnt Chimney

F

orest City is the largest town in Rutherford County. The town was a crossroads on the Shelby-Rutherfordton and Spartanburg-Lincolnton Roads, and was first incorporated as Burnt Chimney in 1877. The name was changed to Forest City in 1887, named after prominent citizen Forest Davis. The town prides itself on retaining its small-town charm while being conveniently near much larger cities. Forest City is interconnected by U.S. highways 64, 74 and 221 and by N.C. Highway 108. Christmas is a special time in Forest City, as the downtown comes alive with thousands and thousands of lights. Carriage rides and visits with Santa are an added feature of the season.

Alexander Mills was once a municipality, but that community became a part of Forest City when the town gave up its charter. Mayor Dennis Tarlton is the leader of a board that includes Dee Dee Bright, David Eaker, Steve Holland, Chris Lee and Shawn Moore. Board members are elected to staggered four-year terms. The mayor’s term is two years. The Board of Aldermen meets at 6 p.m. on the first and third Mondays of the month upstairs in the council chambers of Town Hall. Chuck Summey is the town manager, Scott Webber is the finance director and Danielle Withrow is the town planner. Former railroad town working to preserve history

E

llenboro is in the eastern part of Rutherford County along U.S. 74. The town takes pride in the history of the area, and much work has gone into the effort to turn the town’s former railroad depot into a museum. It now houses a wealth of historic memorabilia donated by area residents. In fact, the railroad tracks remain a central feature of downtown, as trains pass through regularly. A book about Ellenboro’s history is currently in the works. The big day in Ellenboro is aptly called Big Day, and it is held annually on the Fourth of July. Big Day traditionally draws a large crowd from throughout the county and surrounding areas. A Christmas parade brings in that holiday season. Jim Rhyne is the mayor, and Town Aldermen are John Morrow, Lee Allen, Allen Bunt Black, Mike Rhyne and Sandra Butler Weeks. Members of the Board of Aldermen serve staggered four-year terms. The mayor is elected to a four-year term. The board meets the second Tuesday of each month at 7 p.m. in Town Hall. Ellenboro receives its water from Forest City. The Bostic Lincoln Center is at the center of the small, Rutherford County town. There is a group dedicated to preserving the history of Abraham Lincoln, who they believe was born here.

Bostic features museum dedicated to Lincoln

I

ncorporated on the former United States inauguration day – March 4 – in 1893, Bostic was named for George Bostic. Legend has it that he dropped the “k” from his name when the post office in the area was named after him and a railroad employee put up a sign that read “Bostic.”

Bostic boasts a distinction that few towns can claim. The Bostic Lincoln Center on Depot Street makes the case that Abraham Lincoln, the 16th president, was born on Puzzle Creek, in Rutherford County. The museum is run by a nonprofit organization made possible by

volunteerism and sponsorship. For detailed information on the Lincoln birthplace debate, see www.bosticlincolncenter.com. Bostic recently adopted a system whereby board members are elected to staggered four-year terms. Commissioners are Keith Dobbins, Mike Hollifield, Billy Latti-

more, and Jeff Swink. The mayor is Mitch Harrill. Bostic council meetings are held on the first Monday of the month. Town Hall is located at 104 Pearidge Road. The town has a Christmas lighting ceremony that includes a visit from Santa.

Geological formation brings notice to village

C

himney Rock Village was chartered in 1991 by the state of North Carolina. The village is located at the foot of the Blue Ridge Mountains of Western North Carolina and at the bottom of a spectacular gorge - The Hickory Nut Gorge. History goes back hundreds of years to Indians and stories of “the little people.” Chimney Rock Village is an incorporated town in the Hickory Nut Gorge, a natural gap through the southern Appalachian mountains that contains such unique geological features as the Chimney Rock formation itself as well as many rare plants and animals. Most buildings downtown, just outside Chimney Rock Park, date to the 1920s. The village became a resort town around Chimney Rock

Park, which began to be developed in 1902. It is a Hand Made in America selected small town. The Community Development Association conducts fund raising events throughout the year to fund beautification projects. Among those is Bingo the first Friday night of each month at 7 p.m. at the Fire House. (season). Chimney Rock Village meets the third Tuesday of each month, 7:30 p.m. at Chimney Rock Volunteer Fire Department Community Room. Lake Lure began as a resort development envisioned by Dr. Lucius B. Morse. The lake was named by Morse’s wife, Elizabeth.

Lake Lure lies at heart of Hickory Nut Gorge

T

he vision of a resort community in western North Carolina was the vision of Dr. Lucius B. Morse. Dr. Morse came to the gorge from Chimney Rock in the 1900s with a vision of a lake and a resort development. The resort envisioned by Dr. Morse was to be developed by Chimney Rock Mountains, Inc. The centerpiece of this resort was to be a lake created by impounding the Rocky Broad River at Tumbling Shoals. This lake was to become Lake Lure. The lake was named Lake Lure by Dr. Morse’s wife, Elizabeth Parkenson. Located in western North Caroli-

na, the town of Lake Lure sits in the heart of Hickory Nut Gorge, east of Asheville. The Rocky Broad River winds its way through a series of rapids down through Hickory Nut Gorge, and the crystal clear water flows through the valley that feeds Lake Lure. The Town of Lake Lure encompasses 13.25 square miles including the lake with a large central body of deep water, three long bays, an island of seven acres with many small bays and inlets with a background of forest clad hills and mountains. The climate is unusually temperate as Lake Lure lies in the “thermal belt” of the western North

The town has a charter school in its city limits: Lake Lure Classical Academy, founded about three-years ago; the first time in about 50 years a school was located in Lake Lure. County meets changing economy with dedicated workforce

R

utherford County’s economy has been hit hard by plant closings and business downturns. But the traditional strengths of the local workforce — dedication, dependability and teamwork — have continued to pay benefits for the employers who make products and offer services in the isothermal belt. According to the Rutherford County Economic Development Commission, more than 50 percent of the U.S. population is within 600 miles of Rutherford County. Almost 60 percent of the country’s industrial manufacturing base is less than a two-day drive. One of Rutherford County’s major attractions is its sense of small-town community. Yet, some of the most dynamic business centers in the Southeast are close by. Managers at AGI InStore and Timken Company – two of the county’s largest employers – pointed to the local population’s determination to work hard and succeed as the key to each company’s continued success.

Work continues in anticipation for arrival of zinc producer

ulldozers, back hoes, dump trucks and other heavy equipment have been moving fast, grading for the new location of Horsehead Corporation. Horsehead, the largest zinc producer in the United States is building a new plant just off Hicks Grove Road, investing $360 million in Rutherford County and providing 250 high-paying jobs when the plant is completed in 2013. During the construction process, about 1,000 people will be employed to build the state-of-the-art facility. North Carolina Gov. Beverly Perdue, members of the Council of State and Lt. Governor Walter Dalton made the official announcement during a press conference in Sept. 2011 at Isothermal Community College. Perdue told the audience, “It’s no secret why we’re here,” even though the name of the company and the specifics were not specifically revealed until the press conference. For more than nine months the Economic Development Commission, Rutherford County Commissioners, Forest City town commissioners and staff have worked with officials from Horsehead to bring the company to Rutherford County. the economic development project unique. The company needed rail service, a river, good accessibility, a large flat pad and all utilities. After searching through numerous states and counties, Horsehead focused on a 200 acre tract of property that adjoins the Broad River and has a railroad going through the middle of it. Extensive work has been done on Hicks Grove Road as it winds through the residential area with

a wooden bridge with a posted weight limit over the CSX railroad, Tom Johnson, former county Economic Development Commission director said during a public hearing in September. “Over the past months, Rutherford County Commissioners and Forest City Town Commissioners have worked extensively behind closed doors discussing the industrial location — finding ways to provide the water, sewer and other

infrastructure for the company,” Johnson said. “We are very excited about the decision by Horsehead to locate in the county and state,” Johnson continued. “Significant work will have to be done to accommodate this major project, and the cost of infrastructure is going to be several million dollars.” Infrastructure costs include: matural gas at over $3 million; entire rail Continued on page 19

yard and turnout estimated to cost over $3.6 million, plus grading and drainage; site preparation at over $2 million; raw water and storage estimated to cost over $2 million; sanitary sewer estimated to cost about $500,000; and a new road and bridge at a cost of $3 million, bringing the total cost to $15 million. “Moving forward there will be significant involvement from Isothermal Community College with customized skills training, Johnson said. “We are ready, said Dr. Myra Johnson, ICC president on Monday afternoon. “We’re ready to train. The new facility will utilize a lower-cost, environmentally friendly solvent extraction and electrowinning technology to selectively remove and refine valuable metals from electric arc furnace-based feed and other recycled materials

The Horsehead Corporation is constructing a new plant capable of producing special high-grade zone and continous-galvanizing grade in addition to the Prime Western grade that the company already produces. The new facility will be located along Hicks Grove Road in Rutherford County and will employ up to 250 workers upon completion.

into special high-grade zinc and other metal concentrates containing silver, copper and lead. Solvent extraction is the only proven technology which selectively

extracts zinc from a solution containing the multiple constituents typical of Horsehead’s recycled feedstock. Electrowinning is the most commonly used technology in the world

for producing high-purity zinc. The new plant will be capable of producing special high-grade (SHG) zinc and continuous-galvanizing grade (CGG) in addition to the Prime Western (PW) grade that the company currently produces. Horsehead estimates the new plant’s nominal operating level to be in excess of 150,000 tons per year of zinc. The new zinc plant will eventually replace the existing 140,000 tons per year smelter in Monaca, Pa., and will be fed with waelz oxide from the Company’s EAF dust recycling plants and galvanizer skimmings. Expected environmental advantages of the new Horsehead facility over the company’s current plant include low air and greenhouse gas emissions and a reduction of Horsehead’s direct consumption of non-renewable energy sources including coal, coke and natural gas.

R

utherford County became “friends” with Facebook in 2010. The world’s leading social networking site arrived in Rutherford County on Nov. 11, 2010, investing $450 million in Rutherford County with the construction of the Rutherford Data Center off U.S. 74A and Old Caroleen Road in Forest City at the Rutherford Corporate Center. The data center will be housed in a 300,000-square-foot building, located on the former site of Burlington’s J.C. Cowan Plant. Construction on the center began immediately after the formal ground-breaking ceremonies with more than half of the work being done by Rutherford County businesses. During the construction

ing people to repair and maintain servers, generators, back-up power supplies and other critical infrastructure at the site. Rutherford County was chosen for the data center, said Facebook Site Operations Director Tom Furlong, because it offered a business atmosphere and because of the presence of Duke Energy. Duke Energy is building its substation on the data center site. The Rutherford Data Center displays how the county’s economy is transforming, said Lt. Gov. Walter Dalton, during the company’s November announcement. “Over 100 years ago, Rutherford County clothed the world as the textile giant,” Dalton said. “Today, Rutherford County will be playing a role in connecting the world. No announcement is a bigger

game changer than this. Rutherford County is ready for the 21st century.” Construction of a second building at the location began in 2011 and is expected to be completed in 2012. Rutherford County will net an average of slightly more than $109,000 per year during the initial 10 years of the project. Based on a tax rate of 53 cents, the company represents a tax value of more than $20.6 million. Additionally, Facebook will be paying various taxes and fees to the town of Forest City. Facebook will receive a statutory exemption on state and local sales tax for all equipment, electricity and construction materials. and 11 elementary schools, student enrollment is approximately 9,002 students. The system also offers pre-school and after school care programs, a middle grade alternative program and a high school alternative program. Rutherford County Schools’ vision is all students will be successful in a global community, and to that end advanced placement courses as well as online courses are offered for students. laptops to students in sixth through twelfth grades. The system was the first in the state to implement a promotion standards/student accountability policy – which aims to unite the parent, student and school in developing the student’s academic potential to the fullest. Thomas Jefferson Classical Academy With a middle and high school campus as well as an elementary campus, Thomas Jefferson Classical Academy, a public charter school, follows the Core Knowledge Sequence and partners with families to education students in the trivium of grammar, logic and rhetoric. Fundamentals such as reading and math skills are stressed in the grammar school grades. Students learn basic logic in the next stage, grades 7-10, where they concentrate on the development of skills such as critical thinking and expertise in recognizing fact and subject area relationships. As students enter the stage of disputation (or rhetoric), TJCA curriculum aims to support natural development by encouraging articulate, clear, effective language expression, cultivating astute citizens who can assume leadership positions in society. All TJCA high school students are required to take

two years of Latin, two years of logic and a year of rhetoric. Technology serves as an important tool in each of these stages of learning by augmenting the already rich content of the classical curriculum. Individual needs of students with various learning styles are more efficiently met by the use of technology. Teachers implement methods that include audio-visual learning, teaching researching techniques and SAT preparation programs. Additionally, the campuses are more integrated and maintain collaboration via continual technology use. There are 991 students enrolled in grades kindergarten through twelfth. The school is accredited by the Southern Association of Colleges and Schools. Throughout the TJCA-CFA curriculum, preference is shown whenever possible for original works – particularly the great books that have stood the test of time – over textbook summaries. In addition, TJCA-CFA takes to heart Plato’s observation that the fine arts and athletics play a crucial role in classical education. Lake Lure Classical Academy The Hickory Nut Gorge area saw its first school in more than 50 years in the fall of 2010 when Lake Lure Classical Academy opened.

The tuition-free public charter school opened in the fall of 2010 and currently serves grade K-8. It is open to all North Carolina students. LLCA will introduce its high school component in the fall of 2012. The curriculum utilizes the Core Knowledge Sequence, a detailed outline of specific content to be taught in language arts, history, geography, mathematics, science and fine arts. The Symphony of Rutherford County is an open-door organization for anyone who plays a symphonic instrument and is willing to devote time for regular attendance at Saturday morning rehearsals.

Small town stages, big time productions

T

here’s no shortage of theater performances to view and participate in Rutherford County. With productions featuring local folks ranging from Broadway musicals and regional favorites, to the sounds of the symphony and to gospel offerings, Rutherford County stages have heralded such legends as Loretta Lynn, Merle Haggard, Doc Watson, Ronnie Milsap and Leann Rimes. Rutherford Community Theater Rutherford Community Theater began more than 44 years ago as the Community College Players

with Imogene Eason, wife of thencollege president Fred Eason, and Helene Tryon of Rutherfordton. One of the theatre’s first productions was a very successful, “Mame.” Rutherford Community Theatre has produced a wide variety of comedies, dramas, musicals and murder mysteries throughout its long history and holds the honors of being the oldest theatre organization in Rutherford County. RCT is also among the 10 oldest continuously performing arts groups in North Carolina. Productions began in the college’s library auditorium, playing to small audiences four times a

year, three performances for each production, including a Sunday afternoon matinee. RCT is a non-profit community theater group that depends on donations and sponsors to operate. If you or anyone you know would like to help, e-mail: rct.arts@yahoo.com or call (828) 287-4809 or visit the Web site: www.rutherfordcommunitytheatre.org. Rutherford County Arts Council The production of “Camelot” by the Rutherford County Arts Council 39 years ago was the beginning of nearly four decades

of performances produced by the arts council, as literally thousands of Rutherford County actors of all ages, participated in the productions through the years. In addition to the 20,000 participants, another 40,000 individuals have assisted with the productions. Audiences of 150,000 have seen the shows, Arts Council Executive Director Matthew McEnnerney said. When “Camelot” opened in 1971 to a full house at the Cool Springs auditorium, the county was also introduced to Matthew and his wife, Diane McEnnerney, musical Continued on page 59

director of the arts council. Former New York dancer, Lynne Tanner of Rutherfordton, choreographed the production of “Camelot” and numerous others through the years. Among the musicals have been “Oklahoma,” “South Pacific,” “Carousel,” “The King and I,” “The Sound of Music” and “Cats.” The latest production, “Cinderella,” was presented in March. The Arts Council also provides year long activities for students as part of the Playing for Keeps program. Symphony of Rutherford County The Symphony of Rutherford County, under the direction of Wilbert K. Kimple of Spartanburg, S.C., was founded in 1988. It’s mission is to promote music and music education in the county. The Symphony of Rutherford County is an all volunteer, multigenerational community orchestra consisting of approximately 60 members. It is a tax-exempt organization that depends largely on funding from individuals (including members), foundations and corporations. It is also supported by a grant from the North Carolina Arts Council. The Symphony is an open-door organization that requires no auditions. It welcomes anyone who plays a symphonic instrument and who is willing to devote time for regular attendance at Saturday morning rehearsals. At this time, additional string players are especially needed. For more information about the Symphony of Rutherford County,

the upcoming concert or about becoming a member, please visit www.rcsymphony.org, or contact Nancy Womack at (828) 288-0212. The Foundation Performing Arts Center The 2012-2013 Season marks The Foundation’s 13th year of programming. Over those years The Foundation main stage productions have represented a broad array of performing art forms, including theatre, dance, opera, comedy and magic acts, as well as every form of music act imaginable, said its executive director Russell Wicker. “Our sell-out performances include Loretta Lynn, Merle Haggard and the National Symphony Orchestra, with many near sell-out crowds in every genre.” In addition, The Foundation has developed a program of Theatre for Young Audiences, presenting more than 40 different professional productions to more than 48,000 school children, from Rutherford and surrounding counties. Three organizations play major roles in making this possible: Isothermal Community College, The Stonecutter Foundation, and Facebook. In June The Foundation will announce the next season programs. Season ticket holders, known as the Cultural Society Members, will begin renewals in early June, with new membership sales beginning in mid-June. In July, all shows will be available for single tickets purchases. “Thirteen years and 144 shows later, we are grateful for the continued support of our community, and the opportunity to improve the quality of life for the citizens of Rutherford County,” Wicker said. The Frank and Mabel West Auditorium is also available for rent, and has become a prominent venue for almost any kind of artists, dance competitions, forums, pageants, travelogue and gospel singing. Carolina Gospel Association The Carolina Gospel Association celebrates its 17th anniversary in October. Begun by Jim Bishop, Wayne Hardin and Ray Wilson, it was established to bring Southern Gospel music to the 1,200 seat R-S Central High School auditorium. It is the longest lasting gospel concert series in the nation. “We started the association 16 years ago to preserve the traditional Southern Gospel sound, the four part harmony, as opposed to other contemporary type singing,” Bishop said. The association brings in the top groups in Southern Gospel from

across the country and features a Rutherford County group as special guests at each event. Season tickets are $60, and are available in advance and during the season. Single show tickets are $12 at the door. At the last concert of 2012 season on May 10, season tickets for the 2012-13 concert series will be sold at $5 off per ticket. All shows are at 7 p.m. and seating is nonreserved, first come, first served. Prior to each concert, Rutherford Housing Partnership serves a spaghetti supper beginning at 5:30 p.m. to support the work of RHP. Donations are accepted and the suggested price is $7.
