Man jailed for horrific sexual abuse Phil Dennett News Editor
A Billingshurst man involved in systematic sexual abuse of a young woman with two others is now serving 10 years in prison. Joseph Noye, 27, of Plaistow Road, was found guilty on one count of oral rape, one count of sexual assault and one count of criminal damage. He was sentenced at Guildford Crown Court. The court heard that the victim, a woman in her 20s, was abused over a period of five days back in October 2014. The abuse began when a man, who was unknown to the victim, entered the property under false pretences. This man was later identified as Charlie Jones, 28, who received 20 years jail. Once inside the property Jones became controlling and committed a series of sexual offences against the woman. The abuse continued over the following days with Jones inviting various men to the property where they too committed serious offences against the woman who police say received serious internal injuries as a result. The victim gained the courage to call police on the fifth day of abuse
and Jones was arrested a short time later. He was charged and remanded in custody. A further six men were arrested in the days which following with charges being brought against them in December 2014. They were then released on conditional bail until the trial at Guildford Crown Court which and lasted 12 weeks from last September.

onment. James Joseph Wilson, 36, of Kingston Road, Leatherhead was found guilty on two counts of oral rape. He was sentenced to 10 years imprisonment. The offences were committed in Redhill. Ross Noye, aged 22, from Jengers Mead, Billingshurst, had previously been found guilty of theft after the victim’s mobile phone and electronic tablet were stolen during her ordeal and jailed for 10 months for theft, with 16 months sentence for breaching a suspended prison sentence. Three other men were acquitted. Detective Constable Ben Andreas from the Surrey Police Sexual Offence Investigation Team, said: “This was a complex and lengthy investigation and I welcome the sentences passed. “The offences these men committed against their victim were horrific, and although the sentences passed will never take away the trauma the woman experienced, I hope they go some way to help her move on with her life. “I hope the lengthy sentences passed to these offenders will encourage any victim of sexual assault or abuse to report their ordeal to police so they can be investigated thoroughly.” Advice for those affected by sexual abuse and assault can be found on the Surrey Police website atwww.surrey. police.uk.

A school that transformed its fortunes after being judged “Inadequate” produced an extraordinary achievement, says its proud head teacher. Ofsted assessors say Billingshurst Primary School is now classed as “Good”, only 20 months after its disappointing lower grade classification. School head teacher Helen Williamson said:“This report is a significant step in realising the vision we hold for our school. “When Ofsted judged the school to be Inadequate in 2013 I made the commitment to our school community that we would achieve a judgement of Good and that anything less would not be acceptable. “I am delighted that the incredible hard work and dedication of staff and pupils has been acknowledged by Ofsted, which will drive us on to further improvement. “Over the last twenty months we have been committed to ensuring the measures that were needed to improve the school were implemented in a sustainable and longterm plan. “At times it has proved challenging, but the children remain at the heart of our vision and decisionmaking. “We continue to be extremely proud of them. “It must also be said that this extraordinary achievement would not be possible without the dedication
and sheer hard work of each and every member of staff at the school; the whole team has shared my commitment to making this school great and I am so proud of this incredible team. “ After the visit by Ofsted Inspectors at the end of December 2015,
the school was found to have an overall effectiveness of “Good” with a further rating of Good for five key categories, from “Effectiveness of Leadership” to “Quality of Teaching, Learning and Assessment.” Inspectors suggested the school
is only a few steps remaining before Outstanding, which is its next target. The report highlighted the strength of leadership, the enthusiasm to continue improving performance and the rapid progress made by pupils in all years.
Search for missing heart trouble man £30,000 Police said earlier this week they were becoming more concerned for the welfare of missing Tim Gotch from Bramber. The 65-year-old, who has a heart condition, was last seen leaving his address in The Street on Thursday of last week at 10am and was reported missing on Friday evening. He is a keen walker and enjoys walking along the Seaford and Eastbourne coast. He is described as white, 5' 10 and of medium build with thinning grey hair and glasses. He was last seen wearing a navy blue fleece and gilet with dark camping trousers. PC Heather MacKay said: "We are concerned about Tim because he has a heart condition and this is out of character for him. We have been searching in the Seaford area for the last few days." Jewellery worth about £30,000 was stolen in a burglary at Shipley. Police are appealing for witnesses to the burglary, which ........happened in Countryman Lane between 11am and 5.15pm on January 16. The victim returned home to find the outdoor security lights had been turned off and the living room patio doors had been forced open. After checking the rest of the house, the woman discovered all of the upstairs rooms had been searched. Among the items stolen was a safe containing rare and distinctive jewellery to the value of about £30,000. Andrew has pressing engagement to help out sick children Charity supporter Andrew Finnegan is doing press-ups for a year to help a hospital treating sick children. Andrew, 46, from Faygate, near Horsham, will do 47,000 at an average of 128 a day. He set a target of his next birthday in October and is more than 9,000 into his challenge for the Rockinghorse charity. A keen supporter of Rockinghorse, Andrew has previously taken part in a number of challenges to support the charity over the past three years, including the Thames Path Valley Challenge and a coastal trek. Andrew said: “It was on my 46th birthday in October that I had a dig at my boy for not doing press-ups properly and he challenged me to do better. After a bit of negotiation mixed with bravado and middleaged panic, we settled on 47,000 press-ups in the year to my 47th birthday, aiming to raise £470.
“I'm currently 9,000 down, 38,000 to go and have transformed from a bald, middle-aged, overweight man into a bald, middleaged, overweight man with sore shoulders.” Rockinghorse is the official fundraising arm of the Royal Alexandra Children’s Hospital and a vital support of the Trevor Mann Baby Unit in Brighton. They raise money for life-saving and cutting-edge medical equipment, whilst also ensuring that children are treated in an environment better suited to their needs. The charity is nearly 50 years old and it’s thanks to the support of the local community that the charity is able to support sick children and their families across Sussex. Students look back nearly 350 years to the Great Fire of London The Great Fire of London sparked interest from pupils in Horsham being taught nearly 350 years later about how it spread. Farlington School’s Prep 2 class is learning about the Great Fire this term and was taken tothe science labs to learn more about the properties of fire and what it needs to spread. The Great Fire raged from September 2-5 in 1666. The fire started in Pudding Lane in a baker’s shop owned by the king’s baker. His maid neglected to douse ovens at the end of the evening and heat created by them caused sparks to ignite the wooden building .The maid tried to climb out of the building but failed. She was one of the few victims of the fire, which was believed to have killed only five people despite the enormous destruction. Pictured are pupils watching a controlled display.

Cancer suvivor urges others to take a lifesaving test A young woman from Horsham who survived cervical cancer because routine screening spotted a problem is urging other women to take a smear test. Catherine Holtom, 36, had no symptoms of cancer when she went for a routine smear test in 2012 but abnormal cells were found.
Roughly one woman in 135 will contract cervical cancer and the earlier it is diagnosed the greater the chances of survival While many people in Horsham district were celebrating Burns Night this week there was a strong link with the town. Christ’s Hospital school, Horsham, unearthed the original admission papers for ‘Rabbie’ Burns’ fourth son, James Glencairn Burns, who was educated there from 18021809. He began his education at Dumfries Grammar School but then he went to Christ’s Hospital. His admission papers reveal the reason being ‘because his father
had died about three years before James went to Christ’s Hospital, his mother was left with a family of four children and without sufficient means for their support’. His mother asked that her youngest son, James, eight, could be educated at Christ’s Hospital and brought up with other children in the charity school. The admission papers had to be certified by a minister, with a completed petition by the parent and a copy of the baptism entry and marriage entry of the parents.
Once they had completed their education at Christ’s Hospital, children had to be formally discharged and in James’ case this was carried out by a Sir James Shaw, who was a relative of Burns and a successful merchant from humble beginnings. He used his new found wealth to support Burns’ orphaned children. He later became Lord Mayor of London in 1806. After James’ education at Christ’s Hospital, he did not follow in the footsteps of his famous father but served as a cadet in the East India
Company where he rose to the rank of Major. He retired in 1839 having returned home to live in London following an outstanding career in the army and having been appointed Judge and Collector at Cahar in 1833. He became a Lieut. Colonel in 1855.His father, Robert Burns, was born 1759 and died in 1796. The test is usually done by a nurse who takes a small sample of cells from the cervix using a small brush, and most women have normal results. Roughly one woman in 135 will contract cervical cancer and the earlier it is diagnosed the greater the chances are of survival. Catherine said: “Put all fears aside and go to have your smear test because at the end of the day it could save your life. Having surgery, chemotherapy and radiotherapy is a lot more distressing than having a two minute smear test which doesn’t hurt at all. “I was due my regular smear test and it was picked up from that. It saved my life because the cancer was diagnosed early and deemed as treatable.” NHS cervical screening is available to women aged 25 to 64 and all women who are registered with a GP automatically receive an invitation by mail. Cervical screening in England saves roughly 4,500 lives every year, yet despite this many women do not have the test. The lead GP for cancer at Horsham and Mid Sussex Clinical Commissioning Group, Dr Tina George, said: “Participation in the screening programme (the cervical smear test) is vital in detecting pre-cancerous changes to the cervix. “We are encouraging all GP practices to support women in making an informed choice about the screening programme. If you are aged 25 to 64 and you have declined or missed a previous invitation, I would urge you to please contact your surgery to book an appointment with a practice nurse. “If you are experiencing any unusual gynaecological symptoms, it is important to make an appointment to see your GP instead as the cervical smear test is used as a tool for screening rather than diagnosis. Charlie’s honour follows his recent successes at the Independent Schools Championships in Deux Alpes in December where he won the Giant Slalom event and later earned a gold medal in the slalom at the British Alpine Skiing Championship in Les Houches at the beginning of this month. Charlie, a pupil at Steyning Grammar School, said: “I went to Les Houches for the Anglo Scottish with expectations of a top five place, so to see all my hard work paying off with these podiums makes me really mo-
tivated and excited for the rest of the winter season.” Nick Wergan, Steyning Grammar School Headteacher said: “We are very proud of Charlie’s achievement. He is a great ambassador for the learning characteristics we are determined to develop; zest and grit in action.” Charlie first began skiing at the age of two and a half but only rekindled his interest two years ago. He has recently teamed up with former Great Britain International Skier and four time Winter Olympian Chemmy Alcott who is now his ski performance coach. Chemmy, co-founder of CDC Performance, set up to develop and inspire skiing performance said: “He has just gone from strength to strength. “He was in the top 15 in the country before, but now he is battling it out to be the British No.1.”
Garden charges rise by up to 33 per cent due to maintainance costs Gardeners will pay between 20 and 33 per cent more to get rid of rubbish from April in Horsham district. Their garden waste collection charge will rise from £29 to £35 a year for the first bin, a rise of 20.68 per cent. The charge for additional bins will rise from £15 to £20 a year, an increase of 33.3 per cent. Horsham District Council says the increase is because of the extra cost of running the service. It is the first for three years. More than 31,000 residents use the service, representing nearly 61% of the Horsham district, excluding flats. The scheme operates from April each year to the following March with a short break over Christmas and New Year to allow for additional blue-top bin collections. Additional or replacement bins are available to
buy. Cabinet Member for the Environment Cllr Roy Cornell said: “The cost for garden waste collection has remained static for the past three years but we are having to introduce these nominal increases to cover increased operational costs. The collection service still represents excellent value for money and remains the cheapest garden waste service in West Sussex. “There are many benefits to residents who choose to participate in the scheme, including collections every fortnight even in winter, with a very short break over Christmas and New Year. Participation also means that residents contribute to the circular economy, with garden waste collected, composted and re-sold for a small charge. “Revive Compost can be purchased at any Household Waste Recycling
Site, for enquiries residents are urged to ask a member of staff next time they visit.” Residents can sign up for the 2016/17 service or renew in early February. Residents face council tax increase Stay safe in cold snaps, residents are warned Residents in Horsham district face an increase in council tax and new parking charges to help stave off a £4 million deficit in council coffers. Councillors face a crucial meeting on February 24 to agree the charges against a backdrop of a 62.3% cut in the Conservative-controlled Government funding over the next four years. Conservative-dominated Horsham District Council has put forward a number of measures which it says are meant to ensure that the council can continue to fully deliver its services. The Post reported in the Christmas period that these were being considered and details have now been released. Among them is a 1.2 per cent increase in council tax, which would add just under 3p a week on average to bills. The district council says it is the first increase in six years and is in line with inflation measured against the Retail Price Index. An average property at Band D would see an increase from £135.54 to £137.17 from April. A report before this week’s cabinet meeting proposing a budget for the council of £12.55m for 2016/1, said the financial shortfall comes in part as a result of the announcement made in December 2015 that within two years the Government will withdraw all of the £1.6 million in revenue support grant that the council has previously received. This reduction in grant is in addition to
cuts totalling £1.6 million over the past three years. The report said that without action the deficit will approach £4m by 2019/20, also suggesting savings and generating income to tackle the deficit over this longer period. Another of the measures up for approval next month is the introduction of Sunday and Bank Holiday parking charges at a £1.50 flat fee from April 1 this year in all Horsham town surface and multi-storey car parks. The council says the additional income will continue to fund improvements to the car parks and also contribute towards the council’s medium term financial strategy. If agreed at full council on February 24, any increase in the council tax will be introduced to bills from April. Council leader Ray Dawe said: “Through efficiency savings and prudent financial planning we have been able to avoid
increasing council tax for six years and have given our residents one of the lowest council tax levels in the country. At the same time we have been able to maintain a high level of service to our residents. However, while we shall persist with trying to find further efficiency savings and minimise any increased charges, our options.as a result of the latest Government cuts are becoming more limited. “What is clear is that while the council has a sound financial position for the short term, unless we take action now as the Government grant disappears, we shall have a huge deficit in the future. Councillors will therefore need to discuss a medium term strategy of how to tackle this when they meet for our annual budget meeting in February 2016." The council has also announced increases of up to 33 per cent in garden waste charges.

esidents should make sure they are ready for cold snaps, say fire and rescue chiefs. Last week temperatures dropped below zero and there is still a lot of winter left. West Sussex Fire and Rescue Service is urging people to take a few simple precautions so they stay safe in their homes. Community Fire Safety Manager, Jackie Boyle, said: "With the onset of very cold weather, many of us spend more time indoors trying to keep as warm as possible. Understandably, some people may be turning to extra heat sources like electric blankets and portable heaters to keep out the winter chill, but these bring with them an increased risk of fire in your home. "More accidental fires occur in the winter than any other times so we recommend people take a few simple precautions to ensure they stay safe as well as warm during this cold snap. “Older residents often feel the cold more and can be particularly vulnerable, so it's especially important for friends, relatives and neighbours to keep an eye out for them. "Don't forget we offer free Home Fire Safety Visits for those over 65
or those who may be at higher risk of fire. A visit can significantly reduce the risk of a fire occurring and give you that extra peace of mind." The service offers the following advice: Switch portable heaters off when not in the room and keep them well away from anything that could catch light like furnishings; never put anything on or over a portable heater or use it to dry clothes; never use an oven to heat your home; unplug electric blankets before you get into bed, unless they have a thermostat control for safe all-night use; have your chimney professionally swept at least once a year, twice a year if burning wood; never leave candles and tea lights unattended and make sure they are placed on a heat resistant surface; working smoke alarms save lives so test yours regularly and think about elderly or vulnerable relatives or friends who may need assistance testing theirs. Police praise “fantastic” volunteers Great dancing on the way who found missing elderly man Photo by Chris Nash
Search volunteers were praised for their fantastic work after they found a missing man of 79 from Pulborough who was suffering from dangerous hypothermia. The Sussex Search and Rescue squad of nearly 50 refused to give up when darkness fell, and continued searching for Leslie Collins. The team found Mr Collins in a ditch, suffering from hypothermia, which can be fatal if not treated quickly, especially in older people. Mr Collins had been missing since Saturday and they team found
him on Monday evening at 8pm in a ditch just off Connolly Way in Chichester, long after darkness had fallen. An ambulance crews took Mr Collins to St Richard’s Hospital, Chichester, where he remained earlier this week. PC Dan Johnson of Sussex Police said: "This was fantastic work by SusSAR volunteers who had been searching for many hours, but had continued their work into darkness with this great result. Many thanks to those who had been looking out
and spreading the word.” Police had expressed concern for Mr Collins, who was last seen at an address in Blomfield Drive, Chichester on Saturday. They said he had suffered a stroke and his disappearance was out of character. Sussex Search and Rescue secretary John Griffiths told the Post: “Over two days we had a total of 43 volunteers searching for Leslie Collins. On Sunday we were also supported by colleagues in the Sussex dog search team. “All our members give up their time free of charge 24/7, to help Sussex police search for high risk vulnerable missing people. We are all professionally trained to national standards, so that as was the case over the weekend.Ourselves and the dog team can jointly work together. “When we found Mr Collins, team members used their first aid skills to make him as comfortable as possible until paramedics arrived. We train regularly, in all weathers, so that when we are faced with situations like last night, we can respond and act accordingly.” The group’s efforts have previously been recognised by the Sussex Police Chief Constable, who presented it with a special award in recognition of "assistance to Sussex Police and the community in searching for vulnerable missing persons".

Hospice launches Question time for MP Nick Herbert new giving scheme
Party revellers are being invited to give up gifts to help people with terminal illness. Instead St Catherines’s Hospice would like them to give money to the charity using its newly launched “In Celebration” range of stationery specially designed for the purpose. The stationery can be used by guests preferring to give cash instead of gifts, or by the bride and groom making a donation instead of providing wedding favours at a reception. All money raised from the In Celebration stationery range will go towards providing hospice care for terminally ill patients and loved ones.

Every year, it costs the hospice £6 million to fund all its care services, which are provided free of charge to patients and families. Each pack contains attractive donation envelopes, allowing guests to give a donation with discretion, reversible place name cards, designed to let guests know of the support to the hospice. The young voters of tomorrow had a visit from their MP to learn about democracy and Parliament. Pupils at Thakeham First School impressed Arundel and South Downs MP Nick Herbert with questions after his talk to an assembly. Sam Norton, headteacher, invited Mr Herbert to talk to the children about his work as an MP as part of the school’s continuing teaching about British values. Mr Herbert spoke to the children about elections, the work of Parliament, and how laws are debated and made during an interactive assembly. The children also had the opportunity to ask him a wide range of questions they had prepared. Mr Herbert was given a tour of the school after the assembly, with Mrs Norton and Adam Phillips, Chair of governors. Mrs Norton said: “What better way for the children to find out about democracy than through our local MP. This helped to deepen children’s understanding about what this meant for them as individuals and our country as a whole. The children listened intently to Nick Herbert talk and were keen to ask questions.” Kendra, a pupil at Thakeham First School, said: “We have a school council who help us have our say about what happens in school. I enjoyed finding out about Mr Herbert’s job as an MP and how democracy affects us when we are grown up too.” Nick Herbert said: “I was delight-

ed to have been given the opportunity to speak to the children, and to help them understand how Parliament works. It is important that they learn about democracy and its central place in our values and society. “I was very impressed by the questions that the children asked

Jean and tale of the three Johns in ancestors search
The District Post readers might be able to help Henfield-born Jean Barker trace some ancestors in West Sussex. Jean told the Post: “I was born in Henfield in 1945 after my parents moved to ‘Golden Square’, in January 1938, from Horsham. I had an older brother John, and my father and grandfather were also named John, and his father was Thomas Pickett. I also have three sisters, Patricia, Anne and Mary Rachel.
“Having lived in West Sussex before marrying and moving to Bedfordshire 37 years ago, I am trying to trace my ancestors in the name of Pickett also known, I believe, as Piggott, who appear to have roots in this area.” The first picture shows Jean aged 14 or 15 years. The second picture is of her brother John and eldest sister Pat and Jean, who was then aged about 6.
The third picture taken in about 1937 is of her grandfather John Pickett who came from Horsham living with siblings Moses, known as Fred, sisters Elizabeth, known as Lizzy, and Margaret, known as Maggie. Botanical art exhibition showing at Horsham Museum An exhibition of botanic art is showing at Horsham Museum. Botanical Art by Leigh Ann Gale and her students compliments the Capability Brown exhibition and runs until March 19. To complement the Capability Brown exhibition Leigh Ann will be exhibiting some of her paintings, early student sketchbooks, and a range of her students’ work. Botanical art saw a renaissance in the 18th century as the popularity of the watercolour grew as a medium and scientific knowledge about plants permeated through to garden owners. Several of Leigh Ann’s students
have gone on to successfully complete diplomas in botanical painting run by the SBA (Society of Botanical Artists) and exhibit work at their annual exhibition in Westminster. Some exhibit locally and three students have become members of the Hampton Court Palace Florilegium Society. She says she is very proud of all of her students, and describes the exhibition as testament to all their hard work and effort. Leigh Ann has been a botanical artist for almost twenty years. She began evening classes in flower painting in 1997, and in 2004 she completed a two year diploma in
Botanical Art and Illustration at The English Gardening School, Chelsea Physic Garden. Since graduating, Leigh Ann has been awarded medals for her botanical paintings by the RHS and the Kirstenbosch National Botanical Garden in Cape Town, South Africa, and belongs to the Hampton Court Palace Florilegium Society, the Sydney Florilegium in Australia and the Nyman’s Florilegium Society. Her work is held in the Royal Archives and the permanent collection at the Hunt Institute for Botanical Documentation in Pittsburgh, USA, as well as private collections around the world.
Choral choir seeks more male singers Men are being sought by a Horsham choral group. Christ’s Hospital Choral Society is looking for more of them to join its membership of about 70 people. The group has a new programme each term, and four concerts at the Chapel and Big School at Christ’s Hospital and St. Mary’s . It would also welcome more women, but would especially like to hear from any more men to swell the present ranks of about 20. Recently retired GP Michael Walter and his wife Jennifer joined two years ago when they moved in to the area. Michael said: “This is one of the best and most enjoyable choirs, with a friendly music director who is also an excellent conductor. We sing wonderful music with excellent soloists and orchestras.” The group says that although

Local organises collection for refugees A collection is being made in Horsham tomorrow for refugees living in poor conditions in Calais. It will be held on Saturday from 2.30-5.30 pm at the Salvation Army Hall in Booth Way. The collection of food parcels and clothing is organised by mother of two and graphic designer Sarah Crowhurst, from Horsham. Sarah said: “The unbearable situation refugees find themselves in, just across the channel, is beyond comprehension, so I began to collect warm clothing, bedding, sleeping bags and tents. The hardest thing was then finding a collection point, so I gave up and started to organise one myself. However, the refugees are in critical need of food parcels, so I'm trying to get some of those together too. Ingrid from CalAid in Guildford, rents the van and drives it to Calais, paying for it herself which is amzing, so I’m also going to try and collect a few quid
to give her towards this. No amount is too small. I aim to get 30-50 food parcels. I am still collecting warm clothing, sleeping bags, bedding and tents on the collection day.” Sarah also provided the following hints for putting food parcels together. Food should be packed for immediate distribution into individual parcels with enough for 2-3 meals in each parcel. If you can’t pack individual parcels, the charity need the tens below and the warehouse volunteers will then need to pack them into individual parcels. This is very time-consuming so please make every effort to pack them yourselves into individual parcels with 2-3 meals in each parcel. Packed in plastic bags or bin bags then into large boxes for transport works best. Make sure the bags are tied securely and will not tear open. The main thing to bear in mind is nutrition, always include the tinned
fish and oil if you can. Horsham set to share their police force The police boss running a bigger district, including Horsham, says the change will cut costs. In his first joint newsletter as Chief Inspector for the recently formed Adur, Worthing and Horsham District Howard Hodges said: “This merger of District command forms part of longer term plans under the Local Policing Programme to deliver the most effective service possible - keeping the public safe and catching criminals while reduc-
ing costs. “Improved technology coupled with more efficient and agile use of resources will enable the achievement of these aims and help build the capability to prevent crime. “In addition to this partnership working will continue to be improved to ensure that, where an issue is not a police matter, the public can be put in touch with the agency most appropriate to help.” Neighbouring Crawley and Mid
Sussex now have similar arrangements in sharing a commander. Mr Hodges said of his widened Horsham role: “I am honoured to be able to lead my team across both districts and I can give you my personal commitment that we will continue to deliver quality, responsive and intelligence lead policing which will focus on the vulnerable and the issues of greatest risk. Our mission is to catch criminals and keep people safe; nothing more, nothing less.”

Snooping on your staff? Make sure you know the rules Business James Willis - Head of Employment at stevensdrake
To what extent you can (or should) be monitoring your staff when they are at work is an ongoing problem for many employers. More specifically, can you look at your employees’ internet history, emails and other electronic communications without getting yourself into trouble? A recent Romanian case that found its way to the European Court of Human Rights (ECHR) provides us with a good excuse to have a fresh look at this issue. Bogdan Barbulescu’s ‘beef’ In the course of his employment, Mr Barbulescu was required to set up a Yahoo Messenger account in order to communicate with his employer’s customers. The account was meant to be used for business purposes only. Indeed, the company had a strict rule that required employees to refrain from any personal use of its IT systems. Problems arose when Mr Barbulescu’s employer monitored his usage of the Yahoo Messenger account and found that he had been sending personal as well as business messages, some of which were to his fiancée. His employer confronted Mr Barbulescu with the allegations and ultimately dismissed him for breaking its internal disciplinary rules. Mr Barbulescu’s claims before a Romanian court were unsuccessful, so he ended up in front of the ECHR, argu-
ing that his human rights had been breached; more specifically, he relied on his right to respect for his private life and his correspondence. What did the court say? By a majority of 6 votes to 1, the ECHR concluded that Mr Barbulescu’s human rights had not been breached. Instead, the court found that his employer had acted reasonably and proportionately in seeking to check that he was doing his employer’s work during working hours. What does this mean for employers here in the UK? It is reassuring to hear that, in the right circumstances, monitoring your employee’s usage of your IT systems will not amount to a breach of their human rights. But this is by no means the end of the story. After all, we also have to factor into our thinking, amongst other things, the impact that the Data Protection Act 1998 has on our behaviour. In this regard, it is well worth looking at The Employment Practices Code, which is published by the Information Commissioner. It is fairly easy to read and provides some very helpful guidance. In summary, the Code says that you should only monitor your employees’ use of IT systems if they know what you are up
to. You should keep monitoring to a minimum and be clear as to the reasons why you are doing it. Bearing the above in mind, before you start interrogating your employees’ emails archives, it is essential to check that your policies give you the right to monitor them in this way. Without clear policies, your capacity safely to monitor your employees may be significantly curtailed. What else should you be doing to
protect yourself? Once you know what (if anything) your policies say on this subject, you should: update your policies (if necessary) in order to make staff aware of your right to monitor them; make sure that your policies are also clear on the extent to which employees can use your systems for personal purposes (if at all);consider using a ‘pop-up’ message, to remind staff of your right to monitor their usage of
your systems each time they log in; consider requiring your staff to ‘consent’ to you monitoring their activities in your employment contracts; andif you find yourself wanting (or needing) to ‘snoop’ on your employees, consider taking legal advice first. Dillie Keane springs into action with solo show After celebrating 30 years of Fascinating Aida, Dillie Keane is taking a short break from her gal pals to bring audiences around the country her solo show. The show was written by herself and Adèle Anderson, which debuted at the Edinburgh Fringe Festival in 2015. Dillie will tour the UK and will be at The Capitol in Horsham on February 18 at 7.30pm. With brand new tunes, grand old favourites, gorgeous songs of love and hilarious songs of utter wickedness, Dillie will break your heart, mend it again and have it sent to the cleaners for pressing. And she'll give you her recipe for chutney while she’s at it! As founding member of Fascinating Aida, Dillie has amassed over 17 million hits on Youtube, for their charming and now infamous takes on a variety of topics, from Cheap Flights to OFSTED, to Dillie’s notorious ode to dogging, which itself has, so far, reached two million views. Dillie said: “I think I must be descended from a long line of itinerants, because there's nothing makes me happier than hitting the road again. I'm delighted my little show is getting a longer shelf life and I've got a chance to do it in the places I love - our British provincial towns. (You can take a chanteuse
out of the provinces... etc.) You see, I only decided to do the show because my dear old pal and colleague from Fascinating Aïda, Adèle Anderson, wanted to go on holiday to North Korea. So I suddenly found myself doing the show for rather longer than planned. So, buoyed with the happiness of this result, I can set off on the road once more in the knowl- edge that
she's getting back to full strength again for Fascinating Aida's full time return in 2017." adding: "I am also delighted to be touring with the exceptionally talented Michael Roulston, well known (and much in demand) on the cabaret circuit in London.” Having studied music at Trinity College, Dublin, and acting at LAMDA, Keane founded Fascinating Aida in 1983, discovering her now long term writing partner Adèle Anderson who joined in 1984. HAODS search for new talent backstage Enter a Fairy Tale with HAODS this summer, when the amateur dramatics society perform this magical comedy on the main stage of the Capitol Theatre, marking 400 years since Shakespeare's death. It is now week four and Christine is still working hard at Bodywise. This week she has been training with Mitzi for two sessions and also took part in her first class with Kurt. Christine said: “When Mitzi offered me this class I felt a bit nervous as I have not done a class in years. Everyone was really friendly and although they were fitter than me, I felt comfortable going at my own pace. “When Kurt told us all to grab a skipping rope to warm up, I realised that I had not skipped since school, and I didn’t remember it being such a good work out. Kurt offered two options on most workouts for those who wanted more intensity. It was hard work, however, because of the intervals, I felt I could get through it. He guided us through the bursts of intensity and rest by using a boxing bell and gave us constant motivation to get to the end. “I would definitely do this class again. I felt really good afterwards and, as I am starting to feel the change in both my body and fitness, I know that it is important to keep pushing myself out of my comfort zone. I am learning it is never as bad

Open Day Success This month is set to end on a high after the amazing success of Bluecoats January Open Day which took place at the club on Saturday. With over 400 participates taking part in the Les Mills relaunch classes and a variety of popular taster classes including Kettlebells, Indoor Cycling& Yoga the day was enjoyed by many. Whilst Body Combat took centre stage and was hugely popular with over 100 people attending, Body Pump was hot on its heels with over 60 participants. This class had an extra special vibe as it one of Bluecoats talented instructors Elaine Boys’, 60th Body Pump release, an amazing achievement that was recognised on the day by the club. Well done Elaine! The day was complimented with a range of junior activities including Kids Club, family fun splash and the crèche which were a hit with the little ones! With first-class facilities, state-of-the-art equipment and a jam-packed timetable, Bluecoat Sports is Horsham’s finest health and fitness club. Neil Chartres – Horsham Cricket Club treasure cricket

Every club relies on hard working volunteers but Horsham Cricket Club is extremely fortunate to have the exceptional services of Neil Chartres. Sussex born 57 year old Neil joined Horsham colts in 1970 under the tutelage of former Horsham President Dr John Dew and, despite a hip operation side-lining him for a while, he carried on playing until 1985 – for the clubs second and third teams, and sometimes Horsham Trinity, bowling some leg spin. But it is off the field that Neil’s attributes are particularly valued: he started scoring in the old pulley-operated scorebox 41 years ago and became a club umpire not long afterwards. Neil – universally known as ‘Neilo’ – has run the scoreboard at Horsham’s county festival for at least 25 years. He comes from a local sporting family: his father was a cricketer for Partridge Green and Horsham Trinity, had county hockey trials for Buckinghamshire and a played a high standard of table tennis, too - he was awarded the MBE during WW2. And, Neilo’s mother was a Sussex schools 100 yard relay champion and also ran for Blue Star Harriers. Neilo greatly enjoys Horsham football and rugby but says: “Cricket is my passion – I’ve grown up with it and got the bug when I started watching my father
as a five year old – I just love the camaraderie!” He is a Horsham CC Vice President, was on both the Horsham cricket and football committees for several years and enjoyed coaching the colts, including Chris Nash & Robin Martin-Jenkins when they first came to the club as youngsters. What are Neilo’s Horsham cricket highlights? “There have been so many! Winning the Cockspur Cup at Lord’s in 2005 and the excellent build up, and the pleasure of scoring their first Sussex league titles in 1976 and 1977 –Horsham had an invincible team then, including the club’s new Chairman Richard Marshall as captain and the new President, Barry Peay, getting plenty of runs. Will Beer’s father, Andy was in that side, too, along with his brother Robin, with Mark Upton, Steve Diplock - and Doughie Baker, behind the stumps. Then there was the club tour to Kenya in 1983 – a really brilliant experience organised by Karen Marshall, our late secretary and sponsored by my father’s company Marks of Distinction. Another great memory was winning the Sussex Cup for the first time at Hove, beating Worthing, when I was lucky to be scoring again!” After so much enjoyment from Horsham Cricket Club activities what is Neil Chartres looking forward to? “Much more cricket – scoring, umpiring and watching and, especially to seeing some of Horsham’s emerging young talent coming through with Horsham restored to their former glory and winning trophies for fun again!”

Shelley B maintained their unbeaten record in the second meeting of the D Division of the Horsham District Primary Schools Netball League. They were helped with a default victory presented by virtue of All Saints failing to play and they showed no mercy against Loxwood B with a
thumping 6-0 win. Charlotte Mann and Luca Collins were deadly in sinking the goals supported by Josh Buttle’s energy in the central area of the court. Southwater B had a good second outing with two wins to thrust themselves up the table into second spot. They beat Northolmes B 6-1 and then were even more impressive in des-
patching Plaistow and Kirdford by sinking nine goals without reply. Loxwood B gained some consolation on the night by beating Plaistow and Kirdford 3-0 to cement their status as best of the rest behind the top two. Not to be out done the ladies team took the team bronze medal in their event with great individual performances from Janine Littler (34th in 32.38) Ali Gormley (32nd in 34.42) and Val Purnell (36th in 35.20).
The popular sport of basketball is being given a new twist by Horsham District Council’s Sports Development team. The team is working with the Holbrook Club to introduce walking basketball to the area for the first time. The sessions are targeted at people aged over 50 and will start with a free taster session at the Holbrook Club on Wednesday February 10, 10-11am. The sessions will be led by local coach Nick Probin who has been involved in men’s, ladies and youth basketball locally for many years and who has visited walking sessions in Surrey as a basis for getting to getting to grips with the adapted version of the sport. Walking football has been much publicised recently with the Barclays television adverts doing much to promote the activity as a good fun option for people aged 50 and over. In addition netball, rounders and cricket all have developed ‘walking’ formats, attracting players who would have not considered taking up, or retaking up, a sport. Walking basketball is starting to grow in popularity around the country
and Horsham is set to get in on the act. Commenting on the new launch cabinet member for leisure and culture, Cllr Jonathan Chowen said “I am really pleased that our sports development team at the council have been innovative to benefit as many people as possible to get back into physical activity. Walking basketball will benefit everyone who participates in many ways. Not only will it boost their health and fitness, but it will also give everyone the chance to socialise with other players which is equally important. I would encourage as many of you as possible to sign up for the taster session and get involved.” Walking Basketball is for men and women of all abilities and experience, including absolute beginners. There will be no requirement to book for the opening session on February 10 at the Holbrook Club as those interested are invited to simply turn up and give it a try, or if preferred, just have a look. Boro opened the scoring with a Dan Bullock try converted by Frazer Oliphant-Hope, then Eastbourne equalised with their only first half success until both Dan Paige and Sam Avis crossed the line, Frazer maximising the second try to give Boro a promising 19-7 lead at the half way stage with Eastbourne supporters expressing concerns as to the outcome. But, that was as good as it got for Boro as, following the re-start they remained trapped in the wrong half while Eastbourne, benefiting from the slope and cross wind, notched up two tries, one converted. Charlotte White starred in a good Horsham performance Saturday January 23 – South Clubs’ Women’s Hockey League Div. 1 Tulse Hill & Dulwich Ladies 1 - 3 Horsham Hockey Martin Read – Sports Reporter After winning six of their last 7 games, a disappointing New Year indoor tournament apart, Horsham unbeaten since October 24 – got the second half of their campaign off to a perfect start, moving up to third in the table after completing a double over Tulse Hill & Dulwich. Elle Blakesley got Horsham on the score sheet from a Tiff Male cross, then Tulse Hill equalised with a breakaway goal. But, CJ White restored Horsham’s lead with a corner conversion just before half time. A well placed second
half goal by Steph Dent settled the issue, Team Manager Jane Denman telling the District Post: “We played well as a team and again our defence was strong. CJ was Player of the Match, but she was run close by goalkeeper Hannah Simpson who had another outstanding game. We’ve only conceded 13 goals from 11 games and our coach, Dan Shingles, was especially happy with the result, congratulating the team on such a positive performance.” Elle Blakesley added: “This was a good win because Tulse Hill didn’t give up and had a couple of chances in the second half, so we did well to keep them at bay.” Tomorrow (Saturday January 30) the Ladies, seeking revenge for a rare early season reverse, have a tough home game against unbeaten league leaders Surbiton.
Relegation threatened Thanet Wanderers caused the upset of the day when they beat fourth placed Horsham in a close game at Broadstairs. Played in front of a large crowd this was Horsham’s third defeat in a row although the margin in each game has not been more than four points. The Green and Whites will have the opportunity to amend the loss when they travel to East Kent again in two weeks in the third round of the National Intermediate Cup. A frustrated Horsham coach Nick Stocker said: “We prepared well but failed to execute. We had first phase possession and territory but having dominated then switched off thinking the job was done. We get ourselves into a good position but when the opposition get their tails up we start to panic and start offloading out of contact, making silly passes and kicking in the wrong areas.” Horsham made a confident start which led to a penalty which James Johnson slotted from in front of the posts. Thanet Wanderers were absorbing a huge amount of pressure in the scrums but Horsham were not clinical in their play and a number of chances went begging. Then on 20 minutes following some good multiphase play involving breaks by Watts and Johnny Ordidge, a show and go by Joe Wilde saw him run around the Thanet Wanderers to cross the line. The conversion attempt was missed and Horsham lead 8-0. James Johnson then put in a long kick for position and this was followed by more fine attacking play with width and good handling resulting in a try for Michael Tredgett, which was converted

The home side had other ideas and following a penalty in the corner Thanet Wanderers set up a maul and after a couple of phases Markham drove over to score from five yards. The score gave Thanet Wanderers confidence. Will Johnson made a good tackle to prevent a possible try and then when Horsham strayed offside on the stroke of half-time Ryan Copp accepted the offer of three points and Horsham went into the break with their lead narrowed to 15-8. Horsham started the second half strongly. Scrum-half Joey Walker, making his first start for the 1st XV, made a break off the back of a line-out and offloaded to the supporting Nick Bell to score. Even though the conversion attempt was missed there was little sign of the turnaround to come. The Green and Whites were now conceding penalties in the face of concerted pressure from the home side which created the field position for Copp to break and pass to centre Antony Clement who scored under the posts. The try was converted and Horsham’s lead had been chipped away to 20-15. Thanet Wanderers now had real belief that they could cause an upset and when a James Johnson’s kick was charged down a Thanet Wanderers player was
first to follow up. It was a close call as to whether he brushed the corner flag in the act of scoring and even though the kick at posts was missed the home side had levelled the scores at 20-20 after 57 minutes. Thanet Wanderers now had their tails up as Horsham became increasingly ragged, struggling to comprehend what was happening. The home supporters were then in seventh heaven when awarded a penalty in front of the posts and the three points were confidently taken by Copp as Thanet Wanderers took the lead 23-20 for the first time going into the last ten minutes. Wanderers’ Markham was shown a red card for a second bookable offence but despite having an attacking five yard scrum, Horsham conceded a front row penalty and were unable to convert their numerical superiority into points and Thanet Wanderers were able to hold on for an unexpected victory to the delight of their supporters. Horsham’s next fixture is a local derby at home to Hove tomorrow 9Saturday January 30). Horsham left frustrated by missed chances Saturday January 23 – South League Premier Div. 2 West Hampstead 2 - 2 Horsham Men’s 1st XI Hockey Martin Read – Sports Reporter After the postponement of last week’s game at Broadbridge Heath against Woking due to concerns about pitch safety, Horsham, with 5 wins from their previous six games, were keen to resume their quest for promotion. Their first league match since December 12, Horsham had to settle for a frustrating draw in a game they dominated but somehow failed to win. Horsham scored an early goal and netted another just before half time, both courtesy of Matt Hough’s short corner expertise. But, despite leading 2-1 at the break they were unable to capitalise on second half opportunities and came away from Brent Cross with
a single point when three seemed the more likely. Team Manager Al Campbell said: “Horsham had the majority of possession and played most of the hockey in the opposition half but simply couldn’t finish them off. There must have been four or five chances when it was easier to score than miss. We’ve got a great defensive record – one of the best in the league – but now need make sure that we convert the openings that we are creating.” Heading towards the business end of the season Horsham, now 4th, have a run of three tough games – firstly tomorrow (Saturday January 30), at Broadbridge Heath, when they expect to be back to full strength, player coach Dom Male and leading goal scorer Jack Dean returning for a noon pushback against 5th in the table Hampshire side Trojans. The last encounter ended in a 1-1 draw at Eastleigh. Then they play Tulse Hill & Dulwich (2nd) and table toppers London Edwardians, who, like Horsham, have a game in hand.

This season our local senior football teams, Horsham, Horsham YMCA, Broadbridge Heath and Loxwood, are all competing in the SCFL Premier Division and all four are hoping to be in with a chance of promotion to the Ryman League come the end of the season. Many people, when looking at the SCFL Premier League table to see how their team is faring, will have noticed the current plight of the team that sit firmly at the foot of that league table - St Francis Rangers.
The Haywards Heath based team have played 23 league matches this season, they have won none, drawn none, scored only three goals, conceded 159 goals and of course they have no points. This season’s awful results have officially given them the unwanted tag of ‘the worse team in England’ with no other side in the country coming close to such a poor set of statistics. The writing was probably on the wall after their first league match back in August when they visited Gorings Mead and suffered a 7-0 defeat at the hands of Horsham YMCA. When Horsham FC went to their Colewell Ground home in September they slotted 11 goals without reply past Rangers’ hard worked ‘keeper – that is if picking a ball out of the net
is regarded as being hard work! The biggest of their many double figure defeats so far was inflicted by Horsham YM in December when in the reverse fixture to the opening day YM’s players came away from Haywards Heath with a huge 15-0 victory. Although the unwanted tag and horrendous results will no doubt put a wry smile on many faces there is the sad likelihood that after such a demoralising season the club may not recover. The problems all began when their manager left the club three weeks before the start of the season – and all the players went with him. Long standing chairman, John Goss, appointed a replacement manager but the team had to be made up of youth, junior and sub standard players, and the heavy defeats began.
The club have recently sacked manager Kai Bichard and have this week replaced him with Joe Monks, who was head of Barnet FC’s academy. Chairman Goss, who has virtually all by himself managed to keep things going, has now stated that he will probably walk away at the end of the season. If he does that could be the end of St Francis Rangers and another football club would become just a memory. So, although the chances of Rangers escaping relegation are about on par with that of winning the National Lottery with a solitary ticket, let’s all hope for the sake of football the club can regroup next term in a lower league and live on and compete competitively for many years to come.
The inaugural Set4Success interbusiness 5-a-side football tournament took place at Collyer’s College under the newly installed floodlighting on the hard courts there. Six teams put themselves forward and funds raised go to the Set4Success charity which supports talented young sportspeople in the Horsham District with bursaries and recognition. The Collyer’s team made home advantage count as they managed to win all their games in the league system employed. However it was never easy and they relied on an odd goal victory in three of their matches, 3-2 in the case of their encounters with Durrants and Spofforths. The quality of Matt Simpson and the skilful left foot of Matt Brannon were instrumental for the college team which combined a mix of youth and experience. Captain James Gordon, industrious in team’s midfield engine room, was delighted with his team’s performance on the night and whilst the trophy will be handed out at a future awards night each winning player received a bottle of wine courtesy of Horsham Rotary Club to acknowledge their effort. Durrants ended up in second spot because despite having the smallest squad and on occasion needing to borrow a goalkeeper from other teams the players they had competed excellently throughout. Spofforths contended for second spot but a scoreless draw with Sony 1 meant that the accountants’ calculators were not required to split them on goal difference with Durrants. Sony’s first and second teams came fourth and sixth respectively reflecting the fact that they found goals hard to come by, although when they met head to head Sony 2 all of a sudden found their form to rattle in five without reply. Mortgage brokers ATOM ran out in fifth place, their defence getting leakier as the night went on. Horsham District Council provided the officials, Spofforths’ Sarah Ediss did the timekeeping and results and at the end of it all the teams were thanked for playing in a fair spirit in line with the charitable purpose of the event.

last weekend’s draw at home to Newhaven, the victory marked YM’s first league triumph since beating Loxwood 3-0 at Gorings Mead more than a month ago. YM manager Peter Buckland commented: “We just ground it out. It wasn’t a classic by any means. I said to the players before the game that their (Wick & Barnham’s) league position is false in my opinion. They really work hard and press for the whole game

Heath narrowly miss out on cup final Junior Football Round Up Tuesday January 26 - SCFA RUR Cup Semi-Final Played at Culver Road, Lancing Broadbridge Heath 1 - 2 Newhaven Football Andy Crisp - BBHFC Heath’s hopes of reaching the RUR Cup Final were dashed as they went down to a narrow 2-1 defeat to fellow Premier Division outfit Newhaven on Tuesday night on the 3G pitch at Culver Road, Lancing. Heath had the perfect start in the 2nd minute of the match when Stuart Chester chased down a back pass and as the Newhaven goalkeeper bent to collect the ball Chester poked it past him with the toe of his boot and the ball rolled into the net. With the wind on their backs Painter’s side had the majority of first half possession with Jack Lyons – who was making his starting debut – and Piers McDermott both going close but a very resolute Newhaven defence held firm. The Dockers equalised midway through the half when Joe Dryer hit a left foot curler from 20 yards that dipped over Michael Chester into the goal. In the closing minutes of the
half Scott Weller cut in from the right and rifled a left foot shot that went inches wide of the Newhaven post but the scores remained level at the break. With the weather now deteriorating, the driving rain added to the gale force winds, it was Newhaven with the wind on their backs that created the first opening in the second period when Dryer again had a good attempt. At the other end a Jamie Robinson left wing cross was met by Jack Lyons but his header was tipped over the bar by the keeper. Minutes later Shaun Findlay broke through the middle but pulled his left foot shot just wide of the Newhaven post. Despite Heath creating the better openings it was the Dockers who took the lead when Robinson was caught in possession by Lee Robinson and the divisions leading goal scorer went on to drill a low right foot shot under Michael Chester. Heath again responded well and came close to the equalizer when Weller got round the back of the defence and picked out Stuart Chester who shot narrowly over. Jake Holmes had an effort deflected wide of the post and Andy Waddingham shot over the bar from a Martyn Flack cross, but despite the

Chesworth Rovers U12 1 - 1 Cranleigh Casuals U12 In this top of the table clash – Chesworth being top and Cranleigh second – it was Chesworth who made all the early chances, taking the game to their opponents from the start. Fletch shot just wide from a well hit cross from Toby and then with Chesworth pressing hard Toby slotted the ball passed the keeper to put Rovers 1-0 up. Cranleigh came out determined to get into the game in the second half and found an equaliser from a breakaway goal that ‘keeper Leo got a hand to but could not stop. Cranleigh had a last minute penalty shout but the final whistle saw the points shared and Chesworth still top. Game two ended 6 - 1 to Chesworth, Ben hit a hat-trick and Regan, Jake and Seb also scored. Crawley United U15 1- 4 Chesworth Rovers U15 Chesworth Rovers gave an excellent display of high-tempo pressing football after a six-week layoff for holidays and bad weather to beat Crawley United 4-1.
