Head teachers take on Government over cuts phil dennett News Editor
Children in West Sussex schools could have their lessons cut because of a money crisis. Angry headmasters across the county have warned they might also consider other measures unless the Government gives West Sussex County Council about £20 million to stave off a serious situation. The challenge from Conservative-dominated West Sussex is a potential embarrassment for the Conservative government, although school leaders say their challenge is across the political spectrum. Among those protesting at the poor funding through the Worth Less? Campaign is Jules White, head of Tanbridge House School in Horsham. He told the Post: “School and academy leaders across West Sussex simply want
to do the best possible job for the children that we care for and educate. Over the past five years West Sussex children have received £200m less the average authority and £1billion less than the average London authority “At the moment, we are being denied the funds to carry out this duty. A new National Funding Formula is welcomed but significant interim funding is required now to tide us over until a better formula is in place. “As responsible and dedicated leaders, we will not do anything to disadvantage children or their families but we are being forced to consider really unpalatable options such as modifying school hours, raising teacher to pupil ratios to unacceptably high levels and adopting a curriculum offer which meets just basic requirements. “We are a non-political group and continue to be grateful for the support offered by our local MPs and the Leader of West Sussex County Council. All we

are asking for is a sum of £20m interim funding which would still leave West Sussex £20m below the national average and £180m below the average funded London borough. This is the minimum that the children of West Sussex schools need and deserve for the new financial year April 2017.” Russell Hobby, general secretary of West Sussex-based school leaders’ union National Association of Head Teachers said: “We know that school budgets are at breaking point, leading to school leaders having to make difficult decisions in order to balance budgets. Many will be having conversations with parents and governors on what changes can be made to make ends meet. “NAHT has long campaigned for a fair funding formula in order to address the huge variations in budgets we currently see. We hope the proposed changes will help many schools, but urge the government to increase funding overall. Education spending should be viewed as an investment, not a cost.”

Police investigate sex offences at church Police in West Sussex investigating allegations of non-recent sexual offences at a church are seeking further information from the public. The investigation centres on St Margarets Church, Warnham, West Sussex. Officers are investigating a report that a boy, then aged between nine and 11, who was a member of the choir, was sexually assaulted by an adult in the church and elsewhere on several occasions between 1981 and 1983. As a result of enquiries to date, officers believe that further offences may have been committed against other boys during the same period. Last week Sussex detectives arrested a 55-year old man now
living in Walton-on-the Naze, Essex, on suspicion of the sexual assaults on the boy. After being interviewed at a police station in Essex he was released on police bail later the same day until 28 November while enquiries continue. Sussex Police are working closely with the Diocese of Chichester’s Safeguarding Team, which is supporting this investigation. Students are high flyers in contest Students had to find the best range and accuracy from homemade gliders. The youngsters from Collyer’s at Horsham competed in the grand final of the school’s glider competition. Teams of A-level physics students took part in the event. Duckering Hall was filled with finalists who presented their designs to judges including Alex McMillan, a former Collyer’s student who is now Senior First Officer with Thomas Cook. The winning team was Luke Foreman, Thomas Claridge and Giles Rennie. Physics teacher and competition organiser Matt Horncastle said: “Students were given the task of designing and building a glider that has the best range and accuracy possible. They were given basic materials and asked to do their own research to decide how to make the most aerodynamic glider. Congratulations to Luke, Thomas and Giles – they worked wonders.” The gliders were marked out of ten for how well they flew and the groups also had to present their designs.
Matt Horncastle added: “We’re hugely grateful to Alex McMillan for taking time out to judge the competition and support us today. The students were thrilled that he could be here.” Collyer’s Head of Faculty for Mathematics and Science, Dr Rob Hussey, said: “The competition involved a range and accuracy test followed up by a presentation event in the Duckering Hall where the judges went round questioning students on their designs. The groups demonstrated phenomenal analytical zeal when studying their flight data information and created hugely impressive designs. This is a great competition that has really taken off.” Vice Principal Melanie Russell said: “These students are certainly high flyers. Life savers honoured by fire service
Triple treats on Sunday in Horsham
Four tennis players who saved the life of a pensioner have been honoured by the West Sussex Fire and Rescue Service. The alert quartet of friends from Slindon each received a Chief Fire Officer Commendation Certificates after rescuing an elderly woman from a house fire. Jayne Walker, Laura Lye, Margaret Winn and Moira Richards were playing tennis on a nearby court when they heard cries for help from an upstairs bedroom window and managed to rescue the woman. It took six fire crews to deal with the blaze, but the women dealt with the rescue without injury. People from across West Sussex were recognised for outstanding service to their communities with Chief Fire Officer

Memories spur in Mud Monster Run team Ready for action
There will be no acting when a group from the Horsham Amateur Operatic Dramatic Society takes part in the 5K Mud Monster run tomorrow. Real and raw memories of lost loved ones will power the team in a real challenge to raise money for Cancer Research UK. Running under the team name of “Mud in your eye” the group are raising money for Cancer Research UK as cancer affects so many people and members of the team have themselves lost people to cancer too soon. Team member Chris Dale is
running in memory for his aunt, Caroline, who died of cancer last November. Raising money for cancer research is especially important for team member Stacey James who was treated for thyroid cancer and says she is grateful to the research into cancer which allowed her to kick her cancer “where the sun does not shine” and move on. So far they have managed to raise £405 for Cancer Research UK but hope to be able to raise more with their JustGiving webpage.
The team have been working hard to prepare for their challenge with most of them joining the regular 5k Saturday morning Horsham Park run. The team are pleased with how their training is progressing, particularly Martin Bracewell who is looking forward to being in shape for his forthcoming wedding to fellow team member Becca Attfield, who he proposed to last year on the Capitol stage Horsham at the end of a performance of the society’s production of “White Christmas. “ The team members have different backgrounds and ages with some 22 years between the youngest Alicia Marson at 21 and the oldest Gregor Thomson at 43, but they are all united in their belief that, for Cancer Research UK, you can rise to the challenge at any age. Views sought on boundary changes Residents are being asked to help re-shape wards on Horsham District Council. They have until December 5 to respond to the proposals from Local Government Boundary Commission for England. The consultation is the first part of an electoral review which will re-draw ward boundaries across the district for the 47 councillors. Further information on the review and interactive maps of the existing wards can be found at www.consultation. lgbce.org.uk and www.lgbce. org.uk. The aim of an electoral review is to provide for ‘electoral equality’; that means each councillor representing approximately the same number of electors. The Commission must also have regard to community identity and interests and providing effective and convenient local government. The types of questions the Commission is asking residents at this stage are: Do you have suggestions about where your ward boundaries should be?Which areas do you identify as your local community? Where do people in your
area go to access local facilities such as shops and leisure activities? The Commission will then publish its draft recommendations in February 2017 and open a further phase of consultation with local people. New wards are scheduled to come into effect at the 2019 council elections. The Commission has announced that it is ‘minded’ to recommend 47 district councillors for Horsham but is not legally bound by that number in its final recommendations if a different number of councillors would deliver a better pattern of wards. The electoral review of Horsham District Council is a separate undertaking from the review of parliamentary constituency boundaries which is being carried out by a separate body (Boundary Commission for England) under different rules and legislation. School throws party for well-loved Mary The Towers Convent School at Upper Beeding celebrated a special birthday for someone it described as a well-loved person. Sister Mary Patrick was marking her 70th birthday at the school. With the aid of a certain amount of what the school jokingly called “skulduggery” Sister Mary was lured, unsuspecting, into assembly, and the congratulations began. There was an enormous card and a basket of cyclamens from the Junior School and then a wonderful rendition of ‘I’ll do anything for you…’, from the musical, Oliver, which was adapted by Year 9 and Mrs. Gray, our Head of Music. “The assembly ended with a lovely prayer read by two Year 11 pupils. To say that Sister Mary Patrick was overwhelmed would be an understatement. It was a birthday celebration we shall long remember with joy.”

Katy calls for tougher sentences Older victims of fraud in Sussex are losing about £23,000 each on average. And the figure is so alarming the county’s Police Commissioner that she is pressing for it be considered an extra serious offence. Sussex Police and Crime Commissioner Kay Bourne followed up recent comments by reporting that incidents of fraud have doubled to one million in the first six months of 2016 compared to the same period last year, according to figures released this week by Financial Fraud Action UK who have joined forces with major banks and financial services providers to combat financial fraud. She said that sadly the elderly are often most susceptible to fraud and here in Sussex, over a period of three months last summer, high risk victims lost an average of £23,000 each – equivalent to approximately one year in a care home. Mrs Bourne said: “One resident lost nearly half a million pounds. These are real people being targeted every day. It has to stop. This is why I support the case for making Elder Abuse an aggravated offence in line with racially or religiously motivated offences.” Earlier Mrs Bourne said that the home was becoming a front line for crime against older people. Commenting on the news that incidents of fraud have doubled to one million in the first six months
of 2016 compared to the same period last year, she said: “This is shocking news and devastating for the victims. Fraud is on the rise nationally and Sussex is no exception, with criminals now targeting our older residents, which is particularly worrying. “Research shows that older people are far more vulnerable to mobile, landline and email fraud. They are often more trusting and sometimes lonely and this is what makes the crime more despicable as criminals take advantage of this. “Fraud against an older person is a calculated and deliberate crime. If this was a crime targeting a child we would be horrified which is why adult protection must be taken as seriously as child protection. Sussex has an increasingly ageing population, with many people living in care homes or with relatives and even
more living alone. “My Sussex Elders’ Commission identified financial fraud as a major concern when they launched their report in Westminster earlier this year. They highlighted concerns about the potential scale of elder abuse that is hidden or under-reported, including fraud, cyber crime and financial coercion. “Last summer, over a period of three months, high risk victims in Sussex lost an average of £23,000 each – equivalent to approximately one year in a care home. It has been estimated there could be as many as 13,000 cases of elder abuse in our county (if Sussex matches national trends) and we know that, as people get older, their chances of becoming a victim increases. “One resident lost nearly half a million pounds. Davina hits trading floor for Horsham charity Television star Davina McCall hit the trading floor to represent Horsham-based children’s charity Action Medical Research at the annual BGC Charity Day. Davina, an ambassador for Action Medical Research, got a taste of financial trading excitement at the annual event along with Paddington Bear, the charity’s mascot. Each year global brokerage company BGC Partners and its affiliate Cantor Fitzgerald donate 100 per cent of the global revenues generated on Charity Day to the Cantor Fitzgerald Relief Fund and dozens of charities around the world. The company’s 12th annual Charity Day, which was held in BGC offices across the globe including London, New York, Paris, Hong Kong, São Paulo, Singapore
and Sydney, raised about £9m for charities around the world. Davina was joined by celebrities including Joanna Lumley, Tom Hardy and Lindsay Lohan. Davina said: “I’ve been involved with Action since I was nine years old and it’s a brilliant cause to support. Everyone has been touched by the studies they’ve funded, from the polio vaccine to learning the importance of taking folic acid during pregnancy, so it was great for us to raise funds like this.” The star-studded fundraising event, which was set up to honour the 658 Cantor Fitzgerald friends and colleagues and 61 Eurobrokers employees killed in the World Trade Centre terrorist attack on September 11, 2001, has raised more than £105m for good causes around the world since its

inception. Also attending the London event to support Action Medical Research was two-year-old Aiden Mitchell with his parents Fleur and Keith Mitchell. Complications at birth meant that Aiden suffered a shortage of oxygen to his brain. This type of injury can cause severe disabilities and is one of the three leading causes of death in newborn babies. Thankfully a pioneering treatment called cooling therapy was available and Aiden’s body temperature was cooled using a special blanket for 72 hours to help save his life. This medical breakthrough is due to a 20-year programme of research supported with significant funding from Action Medical Research.
All in the genes for charity Jeans were in the genes as girls went casual for charity. Senior girls and staff took part in ‘Jeans for Genes’ day at Farlington School, Horsham. The event, organised by Genetic Disorders UK, raises money to give care and support for children and families who are affected by a genetic disorder. The school has supported the annual event for the last 10 years. The girls paid a small contribution to wear jeans instead of their school uniform. The money raised on ‘Jeans for Genes’ day supports very small charities, helps them raise
awareness and provides vital services for families living with rare conditions. This year Farlington is hoping to exceed last year’s fundraising total of £348. Claudine Maude, Farlington’s charities co-ordinator, said: “The girls always enjoy wearing jeans to school and supporting this worthwhile charity. At Farlington, we feel it is important that students are encouraged to work with charities and to do something for the wider community.” Jeans scenes are pictured.

A man disabled and suffering post traumatic stress after being crushed by a HGV lorry is taking part in a gruelling challenge to raise funds for fellow sufferers of the disorder. Former long distance lorry driver Terry Bedford has been described as a “true inspiration” for the way he has fought back from severe nerve damage that left him with no feeling down most of his right side. He also suffers severe anxiety as a result of post traumatic stress following the incident that took place in July 2015. It has changed the life of the 51 year old and that of his wife Angela forever.
As a result of his experience Terry, from Storrington, is doing a 36 hour treadmill walk this week to raise money for the Terry Bedford Foundation Trust and Impulse Leisure, the charity which runs leisure facilities in West Sussex. He will be accompanied by his wife Angela throughout. Terry’s walk will finish today at Impulse Leisure’s Southwick, Lancing and Chanctonbury Storrington centres. Members of the public and members of the gyms can join Terry and Angela on the treadmill throughout the day. A raffle draw will be taking place on October 7 at Chanctonbury, Storrington and donations

Following the 12-week scheme, Terry’s mobility massively improved sevenfold, his pain levels reduced and his mind also improved,” Terry said: “Before the incident, I was a very fit, motivated and confident person. Care Home marks Alzheimer’s Day with Balloon Launch
On September 21, residents, their families, staff and friends of Cedar Court Care Home, Cranleigh, gathered to mark World Alzheimer’s Day, with a balloon launch to raise awareness and money for research in the fight against dementia. Cedar Court welcomed two guests of honour; Mayor of Waverley, Christopher Storey, and the High Sheriff of Surrey, Richard Whittington. The dignitaries were joined by year 5 children, from both Cranleigh and Park Mead
Primary Schools, and Minister Claire Potter of Cranleigh Methodist Church, who led prayers before the balloon launch. The residents and guests were entertained by the fabulous Surrey Fringe, Guildford Barbershop Harmony Club, who performed a range of songs that had everyone humming and singing along. Best of county’s pictures The winners have been announced in an Instagram photo competition that asked residents and visitors to capture the very best of West Sussex over the summer. The competition asked residents and visitors to share their best shots of their favourite West Sussex scenery, sights and “elfies” It was designed to show appreciation for the county’s natural landscape from coast to countryside and promote the array of outdoor activities available. Entries included popular views of the South Downs, thatched cottages in Amberley, sunsets at Chichester Harbour and West Wittering and scenic shots of bikes in situ.
All entrants were entered into a prize draw, with West Wittering watersports club 2XS donating tuition sessions for three lucky winners. They were Christina Faerber, stand-up paddle boarding, Iain Fraser, windsurfing, with a picture of cycling on the South Downs and Kerry Campbell, surfing, with a picture of paragliding at Devil’s Dyke. Lawrence Grace won a Pallant of Arundel food and drink voucher worth £50 for his picture of West Wittering beach at sunset. West Sussex County Council Leader Louise Goldsmith said: “It’s really good to see many of our residents and visitors getting involved and sharing their experiences out and about enjoying all that West Sussex has to offer.

Residents of West Sussex have more part-time fire fighters after their recent “passing out” ceremony. Firefighters Tony Day, Oliver Harvey, and Katie Newnham, completed an intensive two week residential training course. This has given them the essential knowledge and skills to work with their colleagues at fire stations across the county. They were joined on their course at Horley by two recruits from East Sussex, firefighters Damian Binge and George Stonehouse. East Sussex recruits have joined West Sussex training before, but this is the first time West Sussex has run a residential course for retained firefighters from both services. Part-time or “retained” firefighters are paid to be ‘on call’ for the fire service, meaning they are often employed elsewhere, or are at home, when they receive a pager alert, but are ready to spring into immediate action to deal with a 999 incident. In West Sussex, retained firefighters fully crew 14 of the 25 fire stations and are vital to the delivery of the county’s fire and rescue service. They are paid an annual retaining fee, as well as additional payments for incidents or community safety events they attend.
They receive regular training in firefighting, rescue and extrication techniques, equipping them with life-saving skills to deal with fires, road traffic accidents and a wide range of other emergencies. Countryside fans turned out in their thousands
Every dog seemed to have its day as countryside fans turned out in their thousands to the annual Autumn Show and Game Fair. Activities for dogs and their owners were busy as big crowds enjoyed the showcase at Ardingly Showground last weekend, with hundreds also taking their pets along just for the walk. Obedience and scurrying were among the attractions as terrier racing, clay pigeon shooting, fly fishing, falconry, blacksmithing, bread making, archery, gundog and dog agility also featured. The show has been growing in popularity each year as it heralds a new season. After heavy rain gave the show a wet start on Saturday the crowd enjoyed a much sunnier and dry day on the Sunday. Horsham North Heath WI had a successful time in the WI contest, fielding two entries and taking a
first in the “lovely lady” class and a highly commended with a knitted snowman. A blacksmithing display with hands-on experience was new to the show, which included traditional bread making and making a scarecrow with the Young Farmers Clubs. Brighton Kite Flyers took to the air, as did Huxley’s Birds of Prey from Horsham. Crowds tried fly casting and the Northall clay pigeon shoot, where starters were offered a session. Dog events included gundog training with Warrenby Gundogs, the Mid Downs Dog Agility course, terrier racing and a gundog scurry run by the British Association for Shooting and Conservation. Clive walks off to a well deserved retirement Donkeys

And, in a neat twist, it will also be retirement day for 65 year old

As a lover of Sussex Clive debated with the co-founders of the company where to locate their new enterprise in the county, be it Haywards Heath where he lives, or Horsham and he told the District Post: “I left a secure job in the mortgage industry, so it was a huge risk starting afresh, but Horsham was an excellent choice! It’s a booming town and its great to be part of the Horsham buzz
- helping customers to arrange finance to enable them to move house, especially first time buyers and home movers, and we’re very experienced in making buy to let arrangements, too. We’re able to arrange and conclude some special, innovative deals and our prime location is very central. Happily we’ve built up a good reputation locally and get a lot of business from personal recommendations. But, most of all I want to see more of my family. It is part of the ‘stand up 2 cancer ‘ campaign that will be televised on channel 4 on October 21 hosted by Davina McCall. Shop manager Victoria Godfrey said: “Louis and Dolly, who are miniature donkeys, are coming to our shop from 11-3 and will be dressing up.They are aiming to raise £1000. “Jeremy Quin the local MP will also be visiting. You can buy a special su2c badge or bracelet in our shop. We would love the people of Horsham to come and say ‘hi’ to the donkeys. There will be a cake,raffle and tombola too.”
Fitness Showcase Bluecoat Sports Health and Fitness Club at Christ’s Hospital hosted their annual Fitness Showcase on Saturday 24th September, showcasing new classes at the club, pool & racket sport facilities. The event welcomed hundreds of Sussex locals to enjoy taster sessions in a range of classes with Les Mills fitness experts who taught the new releases along with Bluecoat’s instructors. Popular classes included Body Pump, GRIT Cardio and Yoga with the highest attendance being Body Combat with 137 Sussex residents getting active. Nigel McMahon, Commercial Manager highlights the importance of local fitness events, “It’s essential for our community to find new and exciting ways to get active. By trying out a number of different classes individuals, families and friends can find an activity that truly motivates and meet like-minded people. At the club, we support our members and encourage members to support each other. In the UK we see the obesity epidemic get a lot of press, but we believe individuals can improve their health when local facilities go that extra mile to make fitness fun and easily part of a healthy routine”. The showcase successfully introduced a new line-up of fitness options and got families into the gym with a kids club and crèche that ran from 8:30am to 5:15pm. Throughout the high-energy day, attendees enjoyed a fantastic atmosphere and all got a free Fitness Showcase t-shirt! A fun and interactive swimming Gala was held at the club and was thoroughly enjoyed by many children and their families. Partnering with a local film crew, Silvertip Films, the event was recorded and is currently being edited into a promo video. Nigel adds, “We can’t wait to see the footage; it’s all really exciting”. In the club’s foyer area, local charity the Coco’s Foundation attended, along with Sinful Brownies and Sue Cowley, a physiotherapist who often works in the club’s treatment room. After such a positive and well-attended event, the club plan to offer the same experience next year with updated classes and taster sessions. In the immediate future, the club are working with Louise, one of Bluecoats instructors in Dance Fusion, to host a Disco Fever Night on 24th November 2016. The feedback from the taster session at the showcase was really strong and it’s an ideal way to get fit whilst enjoying an evening out. Aurora Fireworks with it’s picture-postcard setting on the edge of rural Wisborough Green belies a hive of industry that has seen it become of the country’s most recognised firms for dealing with a host of corporate, private and public fireworks displays - and in working with stage pyrotechnics at concerts including artists such as Madness, Rudimental & Skrillex. Taking its inspiration from Disney, the company’s well-established reputation has grown in tandem with technology to enable it to take on the National Fireworks Championships in Plymouth this year, in which they came very respectable runners-up, amidst tough competition from other fireworks companies in the South of England - scoring the highest from the public judges. Former dairy farmer Rob, continues to be at the forefront of the company he started back in 1996. “I’ve always loved fireworks and this all came from us doing displays for the Royal British Legion, then we started doing some at schools in the area when we moved here and it just grew from there.” explains Rob who says this year has, once again, been a phenomenal success. There’s a real sense of team spirit and commitment to producing quality shows. These now extend to include many shows now being choreographed to music to add even more atmosphere and excitement to the display. It also adds a nice element to displays
that utilise low noise fireworks. There are clearly plenty of complex logistic issues surrounding staging their radically differing events, but it’s a challenge the company continues to relish. Beyond its core team, there are
I’ve always loved fireworks and this all came from us doing displays for the Royal British Legion around 40 people who are employed on a seasonal basis. As with many businesses, there’s a raft of seemingly everevolving health and safety regulations to comply with. These impacts on process of staging shows, especially when the fireworks industry finds itself within the same import category as military and mining explosives. But despite such challenges, there are plenty of exciting developments within the industry as it becomes increasingly technical. Long gone are the days when large displays were hand-lit affairs and it’s now a case of Aurora using some particularly sophisticated digital launching technology to synchronise with its selected music.

Folk Rock Pioneers Steeleye Span in Concert 2016
With a career that has taken in an astounding six decades, Steeleye Span is not just a legendary name in British music, but also a link to the classic days of rock and folk music. Contemporaries of the likes of Led Zeppelin and Fairport Convention, they have gone on to change the face of folk music forever, taking it from small clubs and festivals into the world of chart topping albums and international tours. Part of that incredible story has been the individuals that have contributed to the band’s his-
tory. Steeleye Span has provided a home for a long list of some of the world’s finest musicians. The current line up of Maddy Prior, Rick Kemp, Liam Genockey, Julian Littman, Jessie May Smart and Andrew Sinclair, along with old names, such as Martin Carthy, John Kirkpatrick, Tim Harries, Bob Johnson and most recently Peter Knight. 2015 saw the release of The Essential Steeleye Span, drawn from their 20 years on the Park Records label, The Essential Steeleye Span: Catch Up looks back at the recent history of one
of the most prolific bands of their age. From 1996’s Time up to their Wintersmith collaboration with the late Sir Terry Pratchett, the album features some of the most memorable moments in Steeleye’s long and distinguished career; whether it be from their string of acclaimed Park releases or a number of new recordings of their most famous songs. Including rare and unreleased material, this is the perfect release for those new to the group or returning fans - a snapshot of a band still at the peak of their creative powers. In 2016, the band played, Ramblin Man Festival and Copredy, to huge acclaim. The rest of this year has been dedicated to writing and recording songs for the new album with the rather cryptic name, “Up Until Now...… Dodgy Bastards”. You may well ask “What”? Any lover of original folk music, will immediately smile and understand the connotations. For those new to the genre, all the characters in the songs are about crooks and unsavoury people. These are the typical folk tales and this is the ethos of the band, since their formation in 1969, with the vision of playing folk music in a contemporary, electric band format. The cast of 20 boys and girls was applauded by parents and friends at Farlington School after working hard to prepare the performance of Les Miserables and Hello Dolly. nated in a colourful 45-minute show. The two musicals featured gave the group the opportunity to experience a variety of different styles and characters. An exciting street dance piece was choreographed by Laura Constantine, and a colourful ‘Bollywood’ dance was choreographed by Chloe

Get out your hard hat Theresa: UK facing a 1.8m shortage of rental properties New RICS figures show an ailing rental sector that cannot keep up with predicted demand • Sales of buy-to-let properties dropped sharply since stamp duty changes • 86% of landlords say they have no plans to increase rental portfolio this year – with trend set to remain for next five years • 1.8 million new rental homes needed by 2025 to keep up with current demand* The Government must urgently deliver 1.8 million new rental homes for UK families, warns the Royal Institution of Chartered Surveyors (RICS), as new figures show a sharp drop in the number of available properties. With rising house prices making home ownership increas-
ingly unaffordable, it is predicted that by 2025, 1.8 million more households will be looking to rent, rather than buy. However, new RICS figures show that 86% of landlords have no plans to increase their rental portfolio this year – with that trend set to remain for the next five years. Additionally, a net balance of 58 per cent of RICS estate agents have reported a drop in buy-tolet sales since May. The number of UK households renting property doubled from 2.3 million in 2001 to 5.4 million in 2014. However, earlier this year, the Government took measures to dampen the demand for buy-to-let investments by making changes to the Stamp Duty threshold. This has further
reduced supply, arguably making a 2025 rental supply crisis more likely. The problem is expected to be exasperated next year when landlords’ right to deduct their mortgage interest from their income tax bill is removed. RICS is urging the Prime Minister to abandon David Cameron’s previous home ownership focus and reverse April’s Stamp Duty measures in order to address short term rental supply issues. However, they are recommending that Government takes a much bolder long-term approach and pioneers a new build-to-rent sector, with the private sector encouraged to build properties specifically for residential letting. It would like to see pension funds incentivised with tax breaks to
build large scale rental properties with affordable elements. Additionally, local authorities holding brownfields sites should be encouraged to release land for such properties. Jeremy Blackburn, RICS Head of Policy said: “It’s time for Theresa May to get out her hard hat. We are facing a critical rental shortage and need to get Britain building in a way that benefits a cross section of society, not just the fortunate few. “Our latest figures show that there has been a 15 per cent decline in house sales to first time buyers over recent months. That tells us that for all the rhetoric, David Cameron and George Osbourne’s Starter Homes Strategy failed to get off the ground. “The Private Rented Sector became a scape goat under the previous Prime Minister, and because of that it suffered. Yet with increasingly unaffordable house prices, the majority of British households will be relying on the rental sector in the future. We must ensure that it is fit for purpose, and the Government must put in place the measures that will allow the rental sector to thrive. Any restrictions on supply will push up rents, marginalising those members of society who are already struggling.” Grainger plc is the UK’s largest residential property owner and manager listed on the London Stock Exchange. With a portfolio of c.9,000 existing rental homes across the UK, earlier this year, Grainger set out a plans to invest a further £1bn into the rental housing market through buildto-rent. So far, the company has secured £268m investment in the sector, which will deliver some 1,200 new homes to rent. Helen Gordon, Chief Executive of Grainger plc, said: “Build-to-rent can help the Government in five simple ways: (1) by increasing housing supply; (2) by delivering more quickly than other traditional housebuilding models; (3) through creating new jobs and contributing to town centre regeneration; (4) by providing a better deal to customers including more stability; and (5) by supporting greater flexibility in the labour market. “We have an ambitious plan to invest over £1bn by 2020 in high quality, long term rental housing. In order to support us in this ambition and many others with similar plans, the Government should recognise the important role we have to play and explicitly support build-to-rent in its policies. Importantly, the Government could ensure the planning system and regulatory red-tape does not hold back investment, and it should ensure that it does not inadvertently penalise large scale investors through tax measures such as the SDLT 3% surcharge on second homes, which discourages large scale, institutional support for new rental homes in the UK.” RICS is also calling for the Housing Minister to adopt the existing voluntary Private Rented Sector (PRS) Code, which would regulate both the build-to-rent and buy-to-let sectors a protect the most vulnerable renters.

Great Horsham display augurs well Hockey Martin Read - Sports Reporter Horsham were unfortunate not to share the points in their first game of the new campaign against Bromley & Beckenham at Broadbridge Heath. Last season the teams were two leagues apart before Horsham were promoted to their new highest ever level and Brom Becks relegated. Like Horsham, Brom Becks have a number of long standing, experienced players and both defences played well but although an excellent John Burroughs run was scrambled away and a shot and
rebound were cleared following a Freddie Campbell breakaway, neither side looked too likely to score in the first half. Horsham keeper, new Captain Andy Isaacs, playing against his former club, was though called upon to make a good save to keep the scores level at half time. Prostate, he blocked a Brom Becks short corner strike after the break and saved again as each side pushed to score until, half way through the second half a scrappy goal gave Brom Becks the points. Horsham Team Manager Al Campbell said: “That was a really good showing, demonstrating that we’re more than capable of

Aurevoir Rio, Next Stop Tokyo Youth Sport John Le Rossignol - The Rotary Club of Horsham Set4Success is the charity for young talented sports people who live or go to school in the Horsham District. It aims to help the next generation of sporting talent achieve their dreams. Since its launch five years ago the Charity has made over 130 awards to talented local youngsters who between them have excelled in over thirty sports… Rugby, Swimming, Trampolining, Gymnastics, Athletics, Judo and Hockey have been the most decorated sports, whilst more unusual ones such as Climbing, Dancing, Endurance Horse Riding, and Motor Cycle Racing have also benefitted. It has been hugely rewarding to discover the wealth of talent that we have in our midst. Some of the winners who have gone on to achieve great success at the higher levels of their sport include Marco Penge (Golf) , Lucy Wood (Hockey), Charlie Piper (Rugby), Tom Haynes (Cricket), Hannah Patchett (Water Polo) . Set4Success was founded by The Rotary Club of Horsham, Horsham District Council and local schools. These include a future focus on applicants at secondary school, a reduction to two award panels per year, one in spring and one in autumn - whilst retaining the volume of awards - an increase in the level of financial awards and an introduction of exclusive Business Sponsored Awards which will be presented at the annual ceremony at South Lodge Hotel. YM’s inconsistent league form continues resulting in Harry Shipton making his debut. Chichester started well and got the reward for their early constant pressure when Josh Clack collected a deflected clearance to beat YM ‘keeper Lewis Blaney for an early lead. However, the trip to Chichester is always a tricky one and this was no different with YM ending up losing their fourth game of a so far inconsistent league season. YM then had their best spell of play in the match, at last producing the passing football that they are well capable of. The reward for the improvement came in the 75th minute when Tom Gilbert pulled a goal back but despite a frantic effort in the closing stages the home side held on for all three points. Horsham slipped to 7th, coming unstuck against league leaders Medway, who have won all of their four games, scoring 192 points in the process - 79 more than the next highest scorer in the chasing pack (3rd placed
Dartfordians). Only Old Corfeians (2nd) have conceded fewer points than Medway. But, Horsham attacked from the off and drew first blood in the third minute when, following a line out, George Palmer crossed the line in the right hand corner, converted by skipper Tom Johnson who subsequently slotted home a penalty. Medway replied strongly with four tries, a penalty and conversions to lead 27-10 at the break despite Horsham looking dangerous in attack. Further second half tries and extras increased Medway’s lead to 44-10 before an intercept allowed Canice Gonzague to get over for Johnson to convert, but the hosts finished comfortable winners. Head Coach Nick Stocker told the District Post: “Medway were relegated last year for administrative reasons – they’re a London 1 side really. We’re a young team and lacked a bit of physicality and showed them too much respect. After our great start we went off the boil but if we can improve our tackling and set pieces then we’ll definitely improve.” Tomorrow, Saturday, Horsham return home to take on Charlton Park. The Kent side beat Bromley last week and are fourth in the table, having been beaten just once from four starts to date.

Heath coast past rock bottom Hailsham Town SCFL Premier Division Broadbridge Heath 4 – 0 Hailsham Town Football Dave Snith - Sports Editor Bottom Hailsham Town, whose dismal start to the season has produced just one point while conceding over 40 goals from their nine matches, were blown away by a rampant Heath team who move up to fifth. Manager Steve Painter was able to bring back Andy Howard, Ross Swaine, Joe Holvey, Tim Martin and Rob Godfrey to the team while giving a first start to recent signing Dean Wright. From the start Heath piled forward and could have been 2 goals ahead in the opening 10 minutes as Ollie Moore on three occasions came close to scoring. Moore finally found the net with 15 minutes gone when he finished a fine passing move by beating Town ‘keeper Sheldon Levett from 15 yards out. Heath’s dominance of the game was further enforced when 6 minutes later when
after a good run from Tiago Andrade ended with a pass to Moore who volleyed the ball past Levett. The match as a contest was over when with 5 minutes of the half remaining Dean Wright fired an unstoppable 30 yarder into the top corner to make it 3-0. There was still time for Wright and Andrade to force saves from the keeper to prevent the deficit being even greater. The second half was a disappointment and never really got going, probably due to the 3 points already virtually assured to be going Heath’s way. It was the home ‘keeper Michael Chester who was tested the most and had to produce two super saves to prevent a Town consolation goal. With Heath’s forwards failing to hit the net in the second period it was full back Jamie Robinson who finished things off with a goal in the last minute. Although delighted to be in fifth place manager Steve Painter commented “I was a little frustrated that we never really hit the heights of which we are capable of and failed to drive the first half advantage home.”

had had a wake-up call after Anchorians grabbed a 14 nil lead with two easy tries, both converted, Head Coach Clayton Saunders telling the District Post: “With three straight wins under our belt perhaps we were a bit complacent.” Boro, though responded positively with two tries from Ollie Burnett and another from Boro stalwart Guy Baxter, one converted by Frazer Oliphant-Hope, to lead 17-14 at the interval. The second half belonged to Boro – although the visitors scored a try, they could not contain Boro who notched up three more tries (two by Brad Game and one from Jack Leddra) – all converted by Frazer, who also kicked two penalties, Boro winning comfortably after their early scare. Clayton continued: “We’ve had a dream start and it’s been particularly pleasing to see us winning away from home, which we’ve struggled to do in the last few seasons. On paper and given recent form we’ve got some potentially easier fixtures coming up but we won’t be underestimating the opposition!” Tomorrow (Saturday) Boro have a long trip to the far side of Kent to take on 8th in the table Sheppey, who have two wins from four starts, including overcoming Folkestone last week.

Following protracted discussions, and despite fears that it would not be possible, plans have just been concluded for the much-vaunted restructuring of the Sussex cricket league, effective from the 2017 season. The result is the reorganisation of league cricket across the whole of Sussex, East and West into feeder leagues in a pyramid structure, with the Premier League - in which Horsham and
Formula 1 Dave Snith - Sports Editor Southwater’s Renault Sport F1 driver Jolyon Palmer scored his first ever World Championship point at Malaysia Grand Prix, held at the Sepang International Circuit. After a disappointing qualifying session the day before that saw him start from position 19 on the grid, Palmer fought his way through the pack to finish in 10th place to secure a memorable and
moral boosting first championship point. In a fast paced race in the sweltering Malaysian heat Palmer and his Renault Sport Team’s one-stop tyre strategy paid off meaning he swapped from the hard tyres he started with to softs on lap 31. Palmer has suffered some unfortunate car problems and blameless collisions during this his first F1 season so the point is a big positive prompting him to say after the race, “Point-scorer! It feels good, I’m really happy; I think the whole
week has been really positive. The race was really smooth – I wish it was always so straightforward. I was really disappointed with how qualifying went especially as I’d been feeling strong all weekend, so I’m glad the race went really well and we could make up for it today. The car gave me everything I needed, we handled the tyres well and the team did a great job with strategy and pit stops. We got a little bit of a break as well; finally everything came together and we got it home to P10”

South Clubs’ Women’s Hockey League Division 1 Reading Ladies 1A 2 - 0 Horsham Hockey Martin Read - Sports Reporter Undergoing rebuilding Horsham’s young side gave a good account of themselves but were beaten by the table toppers at Reading, who have now won three times from as many starts. A deflection gave the hosts a 1-0 half time lead before a goal from a short corner sealed Horsham’s fate after the break. Ladies’ Club Captain Charlotte (CJ) White told the District Post: “We did better in the first half with our forwards getting nice and high, but in the second our inexperience against stronger opposition let us down. We are progressing and beginning to play better as a side – it takes time for a new team to gel and being depleted by injuries and absences didn’t help. Three of us senior players agreed to stay with the team and we’re not planning to go down! We’ve targeted the home game tomorrow – Saturday, 1.30 start, against fellow strugglers Staines - as one to win.” Staines have won just one of their three games this season and were beaten 4-1 by Oxford University last week. They have conceded 13 goals, the second highest in the league to date.
We have now told clubs where they will be positioned for 2017 Roffey first teams will continue to play – at the apex. Although a number of clubs expressed severe reservations about the likely placement of their sides within the new system, great efforts have been made to accommodate the wishes of players and clubs. Daniel Oliver, League Results and Registration Secretary explained to the District Post: “We have now told
clubs where they will be positioned for 2017. The rationale is geography, with the first five games of the season and the last four being on a 50 over per side basis. The reasoning behind that new format - of a mix between timed and limited over cricket – reflects what the last two player surveys have told us – they want shorter games”. Placement of teams in Division 2 and below depends on where they finished at the end of last season; hence Roffey 2nd XI will be in Division 3, whereas Horsham seconds will be in the new Division 4. Divisions 5 and 6 are now divided into East and West. Further, after their last two very disappointing seasons, the Sussex Academy team, the Sussex Development XI, will no longer play in the Premier League. The effect of having half the matches on a 50/50 basis is difficult to predict: in such matches there will be a positive result and it will no longer be possible for a star bowler to send down more than ten overs. Sides will need to employ five bowlers and, to give them options, preferably have at least one more bowler at their disposal, meaning that sides with plenty of bowling will have a useful advantage, especially if some of their bowlers are allrounder’s.

Chesworth Rovers U16 maintained their good start to the season with a superb performance against Crawley United. Michael Murray got on the end of everything and swept in four goals for the second successive match, while Ben Harrison, Jamie Maunder and Archie Talbot contributed the others.

Chesworth Rovers suffered their first league loss in 2 years when they travelled to Cranleigh for a Horsham A league match with 5 players missing on Sussex Schools trials. Cranleigh opened the scoring before ex Cranleigh player Sam Jones levelled when he chipped the keeper from distance. Sam then broke his metatarsal in his foot leaving Chesworth with 10 players before Cranleigh got a second. Josh Hayes was stretchered off with a knee injury and the remaining 9 had a mountain to climb, conceding two further late

Regan Hiller started the scoring when and he grabbed a second a few minutes later from a Nyle Barton free kick. Josh Hayes made it 3 just before the whistle with a delicate chip over a stranded keeper. In the second half Toby Shepheard scored before Nyle Barton finished things with the fifth goal.

Despite enjoying the bulk of the possession, Roffey were made to work hard for their three points. The first goal came before the break when Ben Gibbs calmly stroked the ball past the Steyning keeper. The second goal was volleyed home by Alex Barker late in the second half. Roffey ‘keeper Chantrill was rarely troubled and recorded his second clean sheet of the season.

Children raced round Slinfold cricket ground in an aperitif for the memorial race, brother and sister Sam and Maisie Ayling leading home an enthusiastic horde of boys and girls, Sam saying: “It was exhausting but well worth it!” and Maisie added: “I am a runner but this is my first race here and it was tiring!” Then, 113 adults were given a noisy send off on the five mile memorial run by a barn full of gobbling turkeys. A steep hill beckoned and then it was single file across undulating farm land. Simon Manning from South London Harriers was the men’s winner in 29 minutes 59 seconds, saying: “This was my third attempt; I was runner up last year so it was great to win!” Horsham Joggers’ Lucinda Potten was the

first lady finisher in 34.32, one second short of the record previously broken by her, telling us: “I’m coming back from injury, so it was tough but the conditions were excellent.” The route was well known to Roffey cricketer Alex Collins – it took him through the family farm but that did not make it any easier, Alex commenting: “I’m no runner so that was really hard work!” Slinfold Cubs served tea and cakes in the marquee to raise funds for their forthcoming winter camp at Colgate before the range of prizes were presented by local resident, twinkle-eyed Diddy David Hamilton. Alf Shrubb was born in Slinfold in 1879, living in Hayes Lane and became an astonishing middle and long distance runner, virtually unbeatable over any distance up to 15 miles, setting 28 world records. In a letter to memorial race organiser Cliff Comber,
Sir Roger Bannister, the first four minute miler, wrote: “As a young athlete I read advice from earlier athletes, including Alfred Shrubb – he was a great runner, ahead of his time in many ways.” Cliff said: “A film of Alf Shrubb’s exploits is being prepared and there ought to be a local street named after him – there is one in Canada, to where he retired.” He continued: “Incredibly David Hamilton has hosted a combined total of over 13000 shows on TV and radio and we’re delighted to have him here,” David interjected: “Yes, I’m the only Radio 1 DJ not to have been arrested or sacked!” before Cliff told everybody: “David is currently on the road with his show ‘Rock and Roll Back the Years’” Proceeds from the races will be donated to the Chestnut Tree Children’s Hospice and the Ambitious about Autism charity. Cup revenge for Heath as Mile Oak pays the penalty SCFA Senior Cup Round 1 Broadbridge Heath 3 – 1 Mile Oak Football Dave Snith - Sports Editor Heath hosted Division 1 high flyers Mile Oak in the Sussex Senor Cup on Tuesday evening and went in to the match very aware of the lower league sides capabilities. Back in August Mile Oak came to the Leisure Centre in the RUR Cup and left with a 2-1 victory and this match was a lot closer than the score line suggests with 3 of the 4 goals coming from the penalty spot. Oak showed their intent from
the start when Heath ‘keeper Michael Chester was called upon to produce a superb save from Oak’s Joe Benn, while at the other end Arron Stenning in the Oak goal thwarted Tiago Andrade. The game continued with little between the sides until 5 minutes before the break when Oak defender Enzo Benn conceded a clumsy penalty that Jake Holmes converted. The very close affair then took a slightly biased edge when on the stroke of half time Jake Holmes was quickest to react to an effort coming back of the crossbar to send his side in with a 2 goal advantage. 11 minutes into the second
half the game was all but done and dusted when Heath got their second penalty. This time it was ‘keeper Stenning who committed the foul allowing Dan Attwater to step up and fire in the penalty kick. The last 20 minutes became more of a contest when following a hand ball Joe Benn converted the third penalty of the match to give his side a glimmer of hope. That glimmer became a glow wh when a wild tackle on Oak’s Nick Lansdale saw Heath reduced to 10 men. However, Heath repelled any further efforts from the visitors and gained revenge for August’s defeat.
On paper this was likely to be a comfortable win for YM against lower league opposition and so it proved, although Steyning had chances, only to see them safely averted by keeper Mark Fox. After early skirmishes YM took the lead in the 14th minute when Phil Johnson latched onto a long throw in from the left. A further YM corner was scrambled away before Nick Sullivan netted the second goal with a curler following a breakaway down the right. Steyning then shot wide but YM dominated possession and hit the post and had shots saved, forcing eight corners by the break, at which they led 2-0. Five minutes into the second half a YM foray culminated in Johnson engaging in a one to
one with the keeper, whom he skirted to tap in to increase YM’s lead. YM continued to press and this was rewarded when another corner followed a YM breakaway on the right, allowing Alex Gathern to head in to put his side four ahead. In the dying minutes Mark Fox was called on to parry a Steyning corner over the bar but YM pressure earned a battery of unconverted corners as they ran out worthy clean sheet winners. YM Manager Peter Buckland told the District Post: “This was a potential banana skin for us so this big win was just what we wanted, we might have scored more from our 13 corners, but I’m very happy with the result. We’ve had a horrendous list of injuries but it’s good to see players returning to the side. We’ve got a tough home game coming up against third placed Pagham (tomorrow, Saturday) – they’ve won eight of their nine games, but if we can stay in touch with the leaders up to Christmas then we’ll be well placed for a final push after that.”
Horsham triathlete Paul shines in Mexico Triathlon Horsham Tri Clubs Paul Blackmore recently competed in the triathlon World Age Group Sprint championships in Cozumel, Mexico, the same place, and heat, where Alistair helped Jonny Brownlee cross the finish line in the triathlon Grand Final. Paul, who is a level 2 coach with Horsham Tri Club, finished 9th in his age group, out of 82, and was the first of the 20 athletes representing Great Britain. Athletes from around the world, including USA and Canada, Australia, New Zealand, Europe and of course Mexico completed the 750 metre swim, 20 kilometre bike ride and 5 kilometre run. Paul finished in a personal best time for the distance, with the 5th fastest run split helping him to finish in 1 hour 2 minutes and 59 seconds. Paul will be helping to coach several Horsham Tri Club members next year who are aiming to compete in the 2017 championships which are a little nearer to home in Rotterdam. For anyone interested in
