Community pays tribute after rail crossing tragedy News Martin Read - Reporter Tragedy struck the close knit community of Barns Green at around 8.40 last Saturday morning when a train hit a car at the Emms Lane level crossing on the outskirts of the village. Keen footballer 15 year old Will Hallett was being driven by his grandfather Barry Hearnshaw, 72, to play in a match when the horrific accident happened, sadly both died at the scene after the car was severely damaged. Will was an enthusiastic Chelsea supporter – as appreciated by the club, who have been in contact with the family – and he played for Horsham Sparrows. As the police and rail authorities began to investigate the circumstances leading to the collision tributes of cards and flowers were left near the crossing, and Will and Barry’s family said: “One thing this tragedy has proved to us is how popular and loved Will was within our beautiful village of Barns Green, and at Tanbridge House School. He was a high grade achiever who aspired to be an airline pilot. We are utterly devastated by this tragic accident that has robbed us of our gorgeous, lovable and cheeky son.” The family

continued with homage to Will’s grandfather Barry saying: “Until retirement he worked in special education, his passion, and devoted his life to improving the lives of so many and fulfilled his dream of becoming headmaster.” The family also said that the schools that benefited from Barry’s talents included Muntham House at Barns Green and that he had dedicated much of his time to charity fund raising, including at the Barns Green Half Marathon. Amid messages from friends the local pub where Will worked said: “We were proud and honoured to have you as part of our pub family.” Will was clearly a popular student at Tanbridge House School, too, where Principal Jules White described him as “a wonderful person” and continued: “He always showed the very best qualities of being kind, generous and caring and was a highly intelligent model student, held in the highest regard by peers and staff. Our thoughts are with Will’s family and friends.” Anyone attending the annual Barns Green Half Marathon will have witnessed the warmth of the village, everyone pulling together. Continued on page 3.

‘Sussex Police are aiming to attract 200 police officers each year for the next four years’. Katy Bourne, Sussex Police & Crime Commissioner, expressed her delight at the fact that this has been made possible by the public’s support to pay more for local policing. In a recent newsletter, Ms Bourne explained: “The majority of Sussex residents who responded to my precept consultation said they were prepared to pay more and I want to see their contributions going into visible and effective local policing. “I have always maintained that protecting neighbourhood policing is a top priority because it matters so much to local people. It’s about keeping the community

in policing and the police in the community, providing a reassuring police presence. “The additional funding that the rise in the police precept gives us also means the force has to save less money over the coming years so we can protect 476 police posts that would otherwise have been lost. “Sussex Police want to ensure that the organisation reflects the communities it serves so I would really encourage more applications from our diverse communities and of course more applications from women. “New recruits will be joining at a challenging time for policing and a transformative time for Sussex Police. Its repercussions have devastating effects on families and our wider community. Lose the knife, not a life.” Last week saw the launch of a national campaign to tackle knife crime and highlight the risks with carrying a knife. Op Sceptre is a countrywide operation, led by the Metropolitan Police, which aims to reduce the number of people, especially young people, who carry a weapon. Ms Bourne continued: “Knife crime is something that I take very seriously. Its repercussions have devastating effects on families and our wider community. So I am pleased that Sussex Police is taking an active part in the national campaign and that Prevention Youth Officers are working with partner organisations to engage with young people and push home this message. “On a national level, I fully support the proposed changes to tighten the law, that include restrictions, or a ban, on under-18s being able to purchase knives, and having to collect, in person, any knives ordered online, so that age can be verified. With my fellow PCCs, I will also be contributing to the Home Secretary’s new strategy to tackle violent crime which will be developed over the coming months. “My message to everyone has to be ‘lose the knife, not a life’.”

Night-time attack on 17-year-old boy in Horsham street Police are investigating an attack on a 17 year old boy, which left him in need of hospital treatment for stab wounds. On Sunday (18 February), the boy was walking home along Rushams Road, Horsham at about 1am. At the junction with Victory Road, he was approached by a white male wearing a dark, possibly green, tracksuit and a dark sleeveless puffa jacket with hood up. The suspect demanded money, which the victim did not have, then demanded the boy’s phone, which he handed over. The boy sustained two stab wounds, one to the back and one to his arm, for which he was treated at the Royal Sussex County Hospital, Brighton. He was discharged later that morning. After the attack, the suspect fled up Victory Road. Detective Constable Mike Wyborn said: “This was a frightening experience for the young boy, although, thankfully, his injuries are not serious. If you were in the Rushams Road area around that time and saw anything, or if you have any other information, please contact us online or call 101, quoting serial 99 of 18/02. “You can also contact the independent charity Crimestoppers anonymously on 0800 555 111.” Initial investigation revealed no connection between this and another knife-related incident, which occured around the same time in East Street, Horsham.

Explosive Ordnance Disposal Unit remove ‘suspicious device’ from Southwater home

Police have responded to questions about an incident that happened last Friday (16 February) which involved cordoning off parts of Southwater owing to reports of a possible explosive devise at a premises in Fairbank Road:

The 100 metre police safety cordon around a flat in Fairbank Road, Southwater, set up after a suspicious device was found on Friday morning (February 16), was removed early on Friday evening. Some nearby properties, including some shops, had been evacu-

ated but the flat is the only subject of police interest and no other premises, including local shops and restaurants, are involved. The device was removed by military EOD and taken away for detailed forensic examination. Sussex Police worked with the local authority and other local services to assist people who were evacuated and we thank everybody for their patience and understanding while the flat was searched. This was necessary to ensure that they remained safe. The circumstances are subject of continuing police enquiries and a criminal investigation is underway, but it is already clear that the device, the exact nature of which is not yet clear, was not intended as any threat to local people and there is no suggestion of any terrorist involvement. Late on Friday evening (16 February) a 33-year-old Horsham man was arrested on suspicion of making an explosive substance at the flat, and of criminal damage at the flat. After being interviewed he was released under investigation.

Search for assailants after man stabbed in East Street Witnesses are being sought, after a 25 year old man was attacked while walking home along East Street, Horsham, on Sunday (18 February) at about 1.05am. At the junction with Park Way, outside the Cycle Room cycle shop, three men launched what appears to be an unprovoked attack. The assailants were dressed in light coloured hooded tops or jackets and left the scene empty handed. The victim sustained serious injuries, including three stab wounds, two to his body and one to an arm, and was taken to the Royal Sussex County Hospital in Brighton, where he underwent surgery and is in a serious, but not life threatening, condition. Detective Constable Sue MacCallum-Stewart said: “The victim is fortunate that the injuries were not even more serious, and the motive for this vicious attack is not known at present. “If you were in the town centre around that time and saw anything, or if you have any other information, please contact us online or call 101, quoting serial 84 of 18/02. “You can also contact the independent charity Crimestoppers anonymously on 0800 555 111.” At present, it is believed there is no connection between this incident and another that occured at around the same time in Rushams Road, Horsham.

And, that same community spirit was displayed after the accident when tea and biscuits and comforting support were provided by local residents after an estimated 150 passengers were evacuated from the train and taken to nearby Sumner Ponds to await the arrival of buses enabling them to complete their journeys. Although there was damage to the front of the train and an air ambulance attended, mercifully no injuries were sustained by those on board. And, while Will’s younger brother Henry was also due to be in the car, he did not make the journey. John Halsall, Network Rail’s South East Route Manager said: “We are all deeply saddened. I know families and friends will want to know how this happened, and why, as soon as possible and we’ll be working hard to get the crossing open again once all the repairs are complete.” The barriers at the crossing were undamaged but the mechanism has been badly affected and the crossing will be closed for up to 3 weeks. Investigations will include establishing whether the lights and alarms were working. Chandris Webb, Network Rail Mobile Incident Officer, added: “We’re all incredibly grateful to everyone from Barns Green who went out of their way to

help us on Saturday. This was so appreciated by Network Rail and the emergency services who attended this difficult incident – it really made a difference on what was a very tough day for everyone involved.” On Sunday a service of remembrance was held at the local Itchingfield church, where a book of condolence was opened, Lay Reader Carol Shepherd saying: “The entire community is in a state of shock.” A minute’s silence will be held at forthcoming junior football matches in the district, meanwhile British Transport Police have asked for anyone with information that might assist with their enquiries to call them on 0800 40 50 40 or to text 61016.

Photo by Steve Peskett With current funding cuts affecting many schools in West Sussex, an innovative group of parents at Warnham CE Primary School have taken matters into their own hands by launching an exciting new fundraising platform www. warnhamschoolwishlist.co.uk. Warnham School Wishlist is designed to reach out to parents, carers and supporters of the school to easily donate funds where needed. Warnham CE Primary’s new Head Teacher, Mrs Shirley Kirby, is delighted with the initiative and stated: “I am overwhelmed by the kindness, generosity and support of the parents/carers at Warnham CE Primary. “The PTFA work tirelessly to raise funds for the school and the local families support their efforts

with enormous enthusiasm. As with many underfunded schools in West Sussex, our PTFA funds are now required for essentials, such as reading books, exercise books and pencils, rather than the ‘added extras’ in previous years. “Our inspired and talented PTFA are very aware of the enormous budget cuts in Education and so came up with the idea of ‘The Warnham School Wishlist.’ Parents/carers can choose to donate money towards specific items directly on the website, to help meet the educational needs of our children. I feel proud and incredibly humbled by the caring community spirit of our school.” Items on the ‘Wishlist’ are clearly categorised by school class and ‘urgency’, ranging from boxes

of pencils costing £15, to a muchneeded storage shed for Hedgehog class costing £199. There is also scope to add ‘wishes for time’ to the list if, for example, the school needs a gardener, a parent with photography skills or carers to help read one-to-one with the children. Teachers can also ‘add’ new items to the list as and when required. Since launching the website, the school’s PTFA (Parents, Teachers, Friends Association) has had overwhelming positive feedback from parents, carers and village residents, who are delighted that they can now make a real difference. After all, village schools are the heart and future of every community.

Join up for the 2018 Great British Spring Clean

Horsham District Council is backing a national campaign by Keep Britain Tidy to get half a million people out and about this springtime, helping to keep their local communities litter free as part of The Great British Spring Clean. This campaign was rolled out for the first time last year when the Council was delighted to support over 14 Horsham District parishes and community groups who agreed to get involved. Due to its success nationwide, the Great British Spring Clean will now be an annual national spring clean event, taking place this year from 2 to 4 March, helping to bring people together and clean up the country.

Once again, parishes and communities are being encouraged to take part. The Council will be supporting groups who want to ‘do their bit’ to help clear up the litter through its Adopt a Street initiative, providing litter picking equipment, health and safety advice and extra promotional support. Cllr Philip Circus, Cabinet Member for Waste, Recycling and Cleansing at Horsham District Council said: “We are delighted to, once again, support this community action campaign and we encourage as many groups, individuals and organisations as possible to take part and join the national army of #LitterHeroes who have

had enough of other people’s litter and are willing to do something about it. “Research has shown that when an area is kept clean and tidy, this in itself acts as a deterrent, discouraging people from dropping more litter. “I would urge as many of you as possible to come forward and get involved.” Each month, Horsham District Council clears around 14 tonnes of litter and fly tips from public land and streets across the district. Litter remains a huge problem across the country, causing harm to the environment and wildlife, with councils in England spending over £700 million on street cleaning services every year. Not a week seems to go by without some new ‘sex scandal’ breaking. One day it’s Hollywood moguls. The next it’s Exhibition Organisers in Birmingham banning scantily clad girls selling car parts. Now it’s charity executives. It’s important for the law to distinguish between what is illegal and what is immoral – they are not the same thing. In the UK there are not many laws concerning the sex act itself. Sex between two consenting adults is perfectly legal. However, if one party doesn’t consent, or is not adult, it is against the law and could well attract interest as a criminal offence. HOW DOES THE LAW DEFINE AN ADULT AND CONSENT? This is an interesting question. In the UK you have to be 18 to be considered an adult for most purposes – like voting or having a credit card. In the case of sex however the law defines an ‘age of consent’, which in the UK is 16. This is something of a conundrum as, across the world, the age of consent varies. In France it is 15, in Ireland it is 17, in Germany and Italy 14. In Haiti the age of consent is 18 – hence the Oxfam fuss. In some countries you have to be married. In America it varies state-by-state. Consent is more straightforward. Simply put it means saying ‘yes’ – or at least not saying ‘no’, to a sex act. Even so there have been a recent spate of cases re-evaluated due to evidence being withheld that exonerated men accused of rape. It is open to misinterpretation or false claims. IS IT ILLEGAL TO ‘USE’ PROSTITUTES? They say prostitution is the oldest profession in the world. Certainly in the UK, and most countries, there are no laws against an adult, male or female, accepting money in return for sex, nor another adult paying for it. It is however illegal for a sex-worker to ‘solicit’ (i.e. stop somebody

and ask them if they would like to have sex and pay for it), or other person to run a brothel or live off ‘immoral earnings’. WHAT MAKES SOMETHING IMMORAL? ‘Immoral earnings’ are when somebody employs sexworkers and takes the money off of them. However, all things considered, it may be hard to see what is wrong with businessmen using independent adult sex-workers, in an agreed commercial transaction, in their own private time. Depending on who you are it may be morally suspect, it may be bad judgement, or it may be perfectly acceptable. Really it depends upon the circumstances and the moral judgement of others. The Court of Public Opinion, or media opinion, seems ever more powerful. SEXUAL HARASSMENT IN THE WORKPLACE IS SOMETHING DIFFERENT Sexual harassment in the workplace is not criminal but falls under the remit of employment law. A sexual harassment claim is not heard in a court of law, but by a tribunal. Generally it is part of an unfair dismissal or constructive dismissal claim (where somebody felt obliged to leave because of a sexually hostile environment). The issues here revolve around what constituted ‘harassment’, and what resulted. Compensation can run to hundreds of thousands. Like everything else, ‘harassment’ is open to interpretation. When men and women are thrown together in close company there will often be sexual ‘banter’. Yet as many as one in five people meet their partner through work – telling somebody at work you fancy them isn’t all bad news! Whilst cases like Harvey Weinstein appear to be clear cut, the question of at what stage interaction, banter, or unwanted touching between people becomes uncomfortable, or wrong, can be quite delicate.

Dark Star, the renowned West Sussex craft brewer, has today joined forces with London brewer Fuller’s to grow the business and take the brewer’s brands to a wider audience. The deal, which sees Fuller’s take a 100% stake in the business, will give Dark Star access to the funds it needs to invest in new markets and increase sales of great beers, such as Hophead, APA, Dark Star Original and Revelation, as well as Dark Star’s wide range of seasonal brews. Brewing will continue at Dark Star’s Partridge Green site, Managing Director James Cuthbertson will remain at the helm and the brewer will continue to operate as a standalone business. These will be sent out before the 1st of April following receipt of payment. The membership sticker must be displayed on your garden waste (brown-top) bin for it to be emptied. Garden waste bins put out for collection without a valid licence sticker will not be emptied. Please do not put garden waste in your household waste (green-top) bin or your recycling (blue-top) bin as contaminated bins will not be emptied. You can take it to your local Household Waste Recycling Site (HWRS) or you may wish to make your own compost.

Horsham District Older Peoples Forum: Film insight into Operation Is all in the garden rosy for the 60+? Watershed success story

“What question would you like to ask a local MP if you had the opportunity? What questions should local older people be asking their MP? Or is all in our beautiful West Sussex, Horsham garden rosy for the 60+?” are questions that Horsham District Older Peoples Forum Chairman, Martin Bruton, is asking the public. “Are you worried that if you (or a parent or partner) are seriously injured or taken seriously ill, that there will be an ambulance available? that there are sufficient doctors and nurses to treat you? Lack of hospital beds? Lack of local authority finance for care packages? Getting an appointment with a GP? Availability of transport to and from hospital? Bank closures in your village? Lack of care homes? Housing? Mobility scooters? Brexit?” The forum still has places for local older people to attend its ‘MP Question Time’ event and ask those or other questions. Mr Bruton explained: “The ‘MP Question Time’ meeting gives

older people aged 60+ living in the Horsham District or those that care for someone who is, the genuine opportunity of meeting a local MP, putting their questions and listening to the MP’s views and answers. “If local older people don’t raise their genuine fears, concerns and problems, then how do we expect our local politicians to become aware and take action to bring those to the attention of the government, ministers and local authorities? If problems are not raised, then how will solutions be found and action taken? “I am afraid that older people perhaps don’t want to ‘rock the boat’ or ‘bang the drum’, believe our politicians should already know what the issues are so ‘what’s the point’, or trust that someone else will raise the problems or are simply hoping that ‘it won’t happen to them’. This meeting is a safe, friendly and non-political opportunity to talk about the daily problems faced by older people, how it affects them and importantly be able to show

their strength of feeling”. A new, short film highlights Operation Watershed Active Communities Fund’s successful first five years of helping communities to act against flooding. The county council launched the fund in 2013 and, since then, more than £3million has been provided to 160 local groups, initiating more than 350 projects across West Sussex. Every business needs sales to survive and this can prove the most challenging aspect for many small businesses. You need to set clear targets for your salespeople. You may decide to link commissions and/ or bonuses to these sales targets to motivate them. Your sales target should also set a standard and provide a clear indication of the kind of performance expected of them. As setting sales targets is a crucial factor to the success of your business, they will need to be tied in closely with the rest of your business strategy and planning. The ultimate rule when writing your sales targets is to be specific. You can do this by breaking your requirements down into different areas. These may include:

New sales

Work from the projections stated in your business plan and sales forecasts. You will want to take into account the changing market and any economic conditions.

Selling requires you to retain your existing customers and not just aim to gain new ones.

Lapsed customers

A salesperson should be able to recover some past customers who have not bought from you for some time and are considered to be dormant. When you set sales targets you should identify the factors that drive its profitability. These factors should then be used to drive your sales targets. Different businesses will require different targets as a sale set for one business may not be realistic for another. For example, aiming to win 100 new customers in a year might be practical for someone who designs unique luxury furniture.

Seven Rules for Achieving Your Target

Identify the goal/target Review the goal/target. Is it necessary, achievable and realistic? Discuss and refine the goal/target with your sales team who are involved. Put in place every asset that will contribute to succeeding the goal/ target. Periodically and regularly review the progress of achieving the

goal/target and make adjustments if necessary. Celebrate the achievement of the goal/target. Analyse why the goal/target was or was not met and incorporate your new found knowledge in your next set of goals or targets. Sales targets above all must be realistic and clear. The 2018 Great Horsham Easter Bunny Hunt As part of Horsham’s Easter celebrations, that will include the twelfth Piazza Italia festival on Good Friday and Easter Monday, Town Centre businesses will host a ‘Bunny Hunt’ during the School Holidays

Drusillas Park Helps 4-year-old Send Letters to Sick Grandmother From All Over the World “Granny, I love you so much it reaches all around the world. Love, Clarissa.” 4 year old Clarissa Greenfield, from Leicester, has been sending handwritten notes to her sick Grandmother from as many places they have visited together as possible. Clarissa’s mother, Felicity Greenfield, asked Drusillas Park in Alfriston for a little help to complete their mission. Clarissa’s grandmother, Denise Mansfield (51), has been struggling with her health recently, suffering

two brain aneurisms; one of which has left her without any feeling on her left side. In a heart-warming attempt to put the smile back on Denise’s face, both Felicity and Clarissa have been asking attractions all across the world to help them spread Clarissa’s love for her Grandmother. Felicity Greenfield, aged 24, said: “My little girl Clarissa loves my Mum to pieces. Everyday Clarissa rings my Mum and at the end of the call she says ‘Granny I love you so much it reaches… Drusillas, Lands’ End, Newquay Aquarium, or wherever we have been recently.’ Clarissa and I decided to see how

far we could get her love to Granny to travel.” “We have had responses from America, Spain, Australia, and lots of people throughout the UK.” Felicity continued “My Mum is amazing and I couldn’t have wished for someone more supportive and loving. She has been an amazing Granny; she takes Clarissa on holiday every year just the two of them for a special week.” After spending many memorable occasions at Drusillas with her family, Felicity contacted the zoo and asked them to take a photo of a handwritten letter containing Clarissa’s message to her Grandmother. Horsham win local derby at Pulborough Saturday February 17 – London 2 South East Pulborough 17 24 Horsham Rugby Martin Read - Sports Reporter Both sides were especially keen to win this game – Horsham to close the gap on the title chasers and Pulborough seeking to move towards safety from relegation, friendly local rivalry adding extra spice. In spring-like sunshine with gliders wheeling overhead Horsham had early possession but Boro held them off, until in the 32nd minute Boro broke free from a 5 yard scrum for Kieran Keating to score under the posts, the kick converted by Frazer Oliphant-Hope. A long Oliphant-Hope kick downfield gained much territory before another 5 yard scrum was awarded next to the Horsham line, but came to nought. Boro then broke through again, Captain Simon Burfiend’s kick narrowly avoiding a team mate’s capture. Horsham, though, were pressing too, an attack being kicked out of danger as the first half ended with Boro leading 7-0. Soon after the restart a scrum on the Boro line enabled Max Paterson

to get over the line, Tom Johnson, Horsham skipper, returning after a long term injury absence to level the scores with his conversion. Further Horsham attacks followed but Boro kept them at bay before a penalty was awarded after a break through, Oliphant-Hope’s kick restoring Boro’s lead. But, Horsham were asserting themselves and after 25 minutes a dropped Boro ball allowed Paterson to complete his second try, again under the posts, Johnson adding the extras, putting the Green & Whites ahead – 1014. Horsham’s lead was increased to 10-17 when Johnson kicked a penalty. A penetrating Boro run attacked the Horsham line without success before Horsham missed a penalty, but they then stormed through and, with Boro unable to halt the charge, Paterson notched up a memorable hat trick, Johnson maximising. Oliphant-Hope then burst through with a try, which he converted, but Horsham ran out winners 17-24, Head Coach Nick Stocker telling the District Post: “We didn’t really get out of second gear and our lineouts weren’t working well, but on balance we were the better side with most of the possession, notably as the game wore on.” Tom Johnson

added: “It was great to get back on the field after 4 months out, and my damaged knee stood up well!” Pulborough President Alex Steele said: “We’ve been plagued by injuries before and after Christmas, stretching our resources. We’ve got 5 games left – three of which are at home, where we play best, to see if we can stay up.” Head Coach Clayton Saunders told us: “We’re improving, but we’ve left ourselves with a lot to do.” Summing up about the game, Boro Captain Simon Burfiend commented: “Continuity has been difficult for us and all the stoppages out there were disruptive today, but the pitch and weather suited our style of play and we got a bonus point.” Both teams return to action on March 3rd – Horsham welcoming Heathfield & Waldron, whom they beat 24-39 in East Sussex in November, while Pulborough have a trip to Dulwich Common, South East London to play eighth in the table Old Alleynians. Meanwhile, Dartfordians are still top having won all 17 of their games. With 80 points, they are 14 ahead of current runners up Hove. Horsham move up one place to fourth, Boro remaining in penultimate position, 15 points behind Heathfield & Waldron.

Bromley and Beckenham came into this game in fourth position, but, in unaccustomed sunshine, at Christ’s Hospital last Saturday Horsham led the game from mid way through the first half until the death, when they had to share points after Brom Becks equalised just before the final whistle. Horsham, though, initially made life difficult for themselves by conceding a goal within 30

seconds of the start, Brom Becks breaking through to score from the right. Horsham’s Barney Knights Johnson responded with a strong shot, but fired straight at the keeper, ahead of Brom Becks scooping over and being awarded the first of their 14 unfulfilled short corners, prone Horsham keeper Andrew Isaacs saving before turning another strike round the post. The visitors were dominating possession with two more short corners, but Horsham drew level in the 25th minute when Sam MacDonald centred for Knights Johnson to find the net for the ninth time this season. Dom Male then unleashed a crashing strike only for his shot to be well saved, but, three minutes later, following an excellent build up, he gave Horsham the lead. Then, with Horsham coming more into the game, Knights Johnson

surged through, but was impeded by an infringement. After short corners at each end, the break arrived with Horsham 2-1 up, but, with both sides attacking strongly, the game was far from over. The second half began with two Horsham short corners, which galvanised Brom Becks into action with six shorts in quick succession, but they were thwarted by another impressive display of goal keeping by Isaacs against his former club as time after time he pulled off top class reaction saves. Horsham released the pressure with a strong teamwork raid – to no avail – then, Brom Becks took off their goalkeeper to give them more attacking flexibility, earning three more short corners, all of which were negated by outstanding keeping from Isaacs, until in the dying seconds, Brom Becks snatched a draw when a winning three points would have put Horsham just one point behind penultimate club Henley. Horsham Team Manager Al Campbell told the District Post: “Before the game I would have settled for a draw, but with 5 minutes left I really thought we could take all three points – Andrew Isaacs was magnificent in our goal. We’re at home again next week, against 10th placed Milton Keynes, against whom we were shaded by the odd goal in November’s reverse fixture in Buckinghamshire. Against MK if we can finally get a win then a miracle might see us stay in this league.” Meanwhile, Oxford Hawks remain top - now with 46 points, six ahead of London Edwardians.

Horsham District Cycle Forum improvement plans Cycling Martin Read - Sports Reporter Horsham District Cycle Forum (HDCF) comprises people living or working in the Horsham district with the objective of making all forms of cycling a safe, convenient and attractive option for those of every age and ability. At the recent HDCF meeting the range of topics discussed began with the resurfacing of Horsham’s Kings Road. The work is due in July and West Sussex County Council (WSCC) has agreed to look at how they can link future maintenance schedules with implementation of cycle improvements. Meanwhile, there is support for the proposal to limit through traffic with a 20mph speed restriction for the benefit of school children and elderly residents on this road. It was reported that at the Boulevard Bridge in the new housing development adjacent to Tanbridge House School, Berkeleys have restored access through the temporary barrier and agreed to improve the design for the permanent closure to motorised traffic. And, the poor design of the new developments in the west of Horsham was emphasised, in particular relating to difficulty of accessing the Downs Link, the lack of safe crossings on the A264 and the absence of a cycle route between Horsham and the fast growing community of Southwater. The area of Hammerpond Road was also highlighted, where speeding vehicles combined with the narrowness of the road and poor visibility due to bends, overhanging vegetation and the dip at Roosthole create dangerous hazards for cyclists and horse riders, it being a popular route for such users. This has been raised with WSCC to explore both the possibility of improving police support to counteract speeding and the upgrading of footpaths to bridleways to improve access to trails in the area. Ruth Fletcher, Chair of HDCF, then advised that in company with two other representatives, she visited Kings Hill near Maidstone where Liberty, the developers of North Horsham have run a similar project, the object being to see how cycling there has been catered for to establish whether lessons could be learned for North Horsham.

The layout at Kings Hill is attractive, but, as in Horsham, cycle lanes suddenly stop just where they are most needed and there is the familiar problem of merging with the traffic flow. The design is for cars, discouraging cycling and making it out of the question for most school children. Ruth saying: “If instead we build car-free cycle tracks to the new schools in North Horsham then our children will be able to be active and independent – just like the Netherlands, where most children cycle to school. Parking is a growing problem in Horsham and we need to ensure that the North Horsham pavements don’t get taken over by parked cars, there is the opportunity to design for the future there, for people of all ages to choose to cycle for short trips, safely and healthily. We want to see Horsham DC and WSCC insist that Liberty’s designs measure up to the latest standards.” However, at Kings Hill Liberty contend that there are no problems with cycle safety, most people travelling by car . The proposed Christ’s Hospital bridle way diversion was then discussed - the public enquiry date is due to be released shortly, when HDCF and other objectors will be able to air their concerns. Meanwhile, as WSCC town centre contraflow ideas are being watered down, a meeting will be arranged with WSCC to discuss the proposals. The “Killed and Serious Injuries” action group has raised the need for action to combat the increasing number of cycling fatalities and injuries and attendees were pleased to hear that Sussex Police are due to launch Operation Close Pass locally, Hammerpond Road and Worthing Road were suggested as locations for the trial. The meeting ended after suggestions to encourage cycle visitors to the Horsham district and a reminder about the “Wheels for All – Try a Bike Event” at Broadbridge Heath on Wednesday pm, May 30th, future details of which will be announced nearer the time. The next Horsham District Cycle Forum meeting will be on Tuesday April 3rd at Horsham’s County Hall North with everyone welcome.
