araza@insidetoronto.com A crowd of concerned parents flocked to Earl Haig Junior Public School on Feb. 3 night to attend a community meeting hosted by two TDSB trustees. Ward 15 (Toronto-Danforth) Trustee Jennifer Story and Ward 16 (Beaches-East York) Trustee Sheila Cary-Meagher invited parents with children in elementary schools, secondary schools, the Toronto Catholic District School Board

and French school boards to the meeting. The discussion was meant to share information regarding the TDSB’s recent report by longtime educator Margaret Wilson; a list of directives for the board. Wilson was appointed in November 2014 by Education Minister Liz Sandals to conduct a review of the TDSB. That review culminated into a list of 13 directives sent to trustees from the Ministry of Education.

Story and Cary-Meagher shared those directives with parents and teachers on Tuesday night. But those directives are seen as a hindrance by the trustees. FUTURE DIFFICULTIES “This will make it difficult in the future to work with local communities and their schools,” Cary-Meagher said. The directives, which offer recommendations on TDSB policies and revisions of man-

dates, also request a plan on how the TDSB intends to reduce “underutilized” spaces in schools across Toronto. An “underutilized” space refers to non-essential use in schools like child care or seniors’ programs, and also is based on student enrolment compared to the number of full classrooms. Those schools under 65% utilization are subject to accommodation reviews over the next three years. Story stressed that this “does >>>SCHOOL, page 13

Toronto’s Winterfolk roots music festival will be back for its 2015 edition on the west Danforth next weekend, Feb. 13 to 15. The 13th annual festival will set up shop on five stages in four venues – the Black Swan Tavern, Dora Keogh Irish Pub, Terri O’s and Globe Bistro – located between Broadview and Chester subway stops along Danforth Avenue. Taylor Massey Creek Geomorphic Systems Master Plan Municipal Class Environmental Assessment Notice of Study Completion The City ofToronto has completed a Municipal Class Environmental Assessment (EA) study to develop a Master Plan to address erosion concerns and degradation of Taylor Massey Creek’s aquatic and riparian habitats, which have put subsurface infrastructure at risk.The Master Plan has identified recommendations for enhancing the stability and function ofTaylor Massey Creek to protect vulnerable infrastructure from future erosion impacts. Following consultation withToronto and Region Conservation Authority (TRCA), related City Divisions and the public, the following are the study’s key findings, accepted by the City: • The study confirms the findings of the City’s Wet Weather Flow Master Plan (WWFMP) that in-stream intervention is the necessary solution to resolveTaylor Massey Creek rehabilitation issues. • A variety of solutions including Schedule A and Schedule B projects that range in scale are needed to address priority infrastructure protection and aquatic habitat issues.These solutions range from site scale repairs (Schedule A projects) to section restoration projects (Schedule B projects). • Channel maintenance solutions and riparian plantings are appropriate for certain sites, which are defined in the report. Opportunities for Review The study was carried out following the Master Planning requirements of the Municipal Class EA. A Master Plan Report has been completed and has been placed on public record for a 30-day review period starting February 5, 2015 and ending on March 6, 2015. Leaside Barber Shop closes after 70 years Owner Lui Lavecchia first started working in Eglinton Avenue shop in 1968 ALI RAZA araza@insidetoronto.com The Leaside Barber Shop has closed after 70 years of operation in the neighbourhood. Owner Lui Lavecchia said he was left with no choice, but to sell the shop after construction for the upcoming Eglinton Crosstown LRT line led to a drop in his business and a hike in rent. “The building owner is asking for 50 per cent more rent,” Lavecchia said. “They’re asking that much because of the Eglinton Crosstown, but it’s not even here yet, I said when it’s here in 2020 you can charge me then.” Eglinton Avenue through Leaside is under heavy construction to make way for the Crosstown line. As a result, Lavecchia’s barber shop, which is situated on Sutherland Drive, is hidden by a giant construction fence, making it tough to locate. Facing such difficulties, Lavecchia decided to sell the shop. Its last day of operation was Friday, Jan. 30,

but Lavecchia had emptied the shop on Wednesday. “It makes me cry, but I’ll be OK, my customers will support me,” Lavecchia said. “Local people always did support me. I was a barber to them, they were customers to me, but we were more like friends.” Leaside Barber Shop first opened in 1944. Italian-born Lavecchia arrived to Canada at age 17 in August 1967 and a few months later in January 1968, Lavecchia started working in Leaside and eventually became owner of the shop in 1979. “This is the only place I’ve worked in Canada,” Lavecchia said. “Forty-seven years as a barber, I’ve stayed since and I’ll stay for many more years.” Lavecchia was offered a job by a neighbouring barber shop, Mister Barber Lounge on 814 Eglinton Ave. E. He hopes to bring his customers over to the new shop, which opened five years ago.

An innovative program run by WoodGreen (WG) Community Services is helping youth of African descent from the city’s east end develop into responsible adults. Rites of Passage, which is based on a well-tested, internationally recognized afro-centric curriculum that also includes volunteering, leadership training and employment, kicked off for 2015 on Monday.

This time around, 23 young people ages 14 to 17 from several east-end high schools have signed up to take part. Tashawn, a Grade 10 student from Wexford Collegiate School for the Arts, learned about the program after attending an information session hosted by WoodGreen. elp build the Pan Am Path and create a living legacy for the City of Toronto. The 84-kilometre trail promises to connect communities literally and figuratively across the Toronto region and may be our best souvenir from the Pan Am/ Parapan Am Games. Though it’s the dead of winter, now’s the time to get involved. Workshops hosted by the many partner organizations are starting to take place to help build various installations meant to celebrate our diversity. Lakeshore Arts in Etobicoke, for example, will begin public workshops this month to create unique flags banners for part of the path our view and that “explore themes of home, identity and community stories.” Trail will The workshops aim to bring people together across genconnect all erations and cultures and is representative of the kind of colof Toronto laboration the path is meant to inspire. Stretching from the Claireville Reservoir in the northwest, down the Humber River, across the Martin Goodman Trail to the Don River and northeast to Rouge Park, the Pan Am Path’s installation and associated programs aim to engage and leverage diversity by showcasing the communities that exist along the route. It’s a great chance for many of our Neighbourhood Improvement Areas (NIA) to get involved through the launch of the Path – which touches seven of the city’s 17 NIAs – and ongoing stewardship to ensure its future sustainability. The Path also aims to promote healthy living by filling in the gaps in our trail system and improving the public spaces found within. The multiuse trail, once complete, has the potential to become a regional landmark that could raise the profile of the city for its own residents and tourists alike. No matter your opinion of the Games, this project is a great example of people coming together to celebrate diversity and create a lasting legacy that’s accessible to all Torontonians. It’s bridging cultures and geography, providing a physical connection between our outer suburbs and the downtown core. Don’t miss your chance to be a part of it.

Budget must reflect reality of expensive city

C

ity council is coming up on a very important part of its function which is to develop the city’s budget. Despite the rhetoric about amalgamation saving money, the reality is that big cities are expensive to operate effectively. Yes there are some who believe that you can run a big city on a shoestring budget and we had four years of that nonsense. Now we are going to have to pay for that foolhardy fiscal philosophy. Hopefully the results are not going to be too harsh or destructive of worthy programs that have benefited our communities. The bottom line is that the current projected budget for Toronto is going to be $11.5 billion dollars in program expenditures. That sure is a lot of money, but you have to remember that represents a number of historic factors. First off, despite all that

joe cooper watchdog has been said there is no “gravy train” in municipal government. That is a myth that was quickly discovered by former mayor Rob Ford when he held office. The reality is that municipal governments were fiscally cut to the bone back in the 1990s and have never recovered. That was then further complicated by the downloading of provincial services, such as social housing, onto municipal budgets. At one time the TTC was heavily subsidized by the province which allowed for the building of subways. We were going to have a subway along Eglinton Avenue paid for by the province under the NDP. However, the Progressive Conservatives were elected

and millions of dollars were then spent to fill in the tunnel that had been dug for the Eglinton subway. The municipalities of Metro Toronto were then forced into our current amalgamated form despite warnings and protests from experts in municipal governments that it would not save money. Well here we are, stuck with the reality of a large and expensive city and saddled with what should be provincial services. So what I am saying here is that when your tax bill comes don’t just react, think a bit about why it is what it is. Yes, there are some who would take the simplistic route of cutting services without a care for the consequences. We’ve been through that and all that we end up with is a stagnating city with a crumbling infrastructure. However, the current status quo is not acceptable

either. A large amount of tax money in the form of HST and income tax is flowing out of the city that should be staying here. There is a definite need to get rid of the burden of the provincially downloaded services and to put our property taxes into city building. We, as citizens, need to invest in public transportation, better roads, infrastructure improvement and other services that are visibly deteriorating. The reality is that far too much of the city of Toronto is worn out and needs to be replaced. However, far too often we’ve allowed it to be that way due to an “out of sight – out of mind” philosophy. certain schools? And while the directives don’t explicitly state that schools may be closed, CaryMeagher affirmed that it is a board decision, saying that the Ministry of Education will “take on” the board if otherwise decided. Parents with children in

French school boards were eager to see a French secondary school in Toronto’s east end. Some suggested that an underutilized school could be converted to French high school. There was overwhelming agreement that the schools should remain “public

assets.” A full list of proposed accommodation review committees and a list of schools under 65% utilization will be released this week, Story said.

That’s exactly what’s said to have happened when an irate man refused to leave a packed bus during rushhour Friday at Pape Station. He had a striking resemblance to the green-clad, long-bearded, bowler hatwearing individual whose actions created a social media outcry last fall. According to social media posts, which were later corroborated by the TTC, the man would not leave the bus or remove his bike from the vehicle’s front-facing rack, despite being told there was no room, causing TTC supervisors and police to be summoned. The TTC will soon know if long-standing construction delays will again postpone the opening of the TorontoYork Spadina Subway Extension. The six-stop extension of the Spadina line traveling north from Downsview Station has already delayed its opening until fall 2016.

But faced with station construction issues at some sites, TTC CEO Andy Byford said at Monday’s budget meeting he’s hired consulting company Bechtel Ltd. to report on whether the 2016 date is still realistic. Downsview STATION MAP gets complaints A station map in the Downsview bus concourse was taken down this week by TTC staff after users of the social media site Reddit pointed out its uncanny resemblance to a penis. The map, installed in December, was supposed to show riders where they can catch a bus from the station at Allen Road and Sheppard Avenue East. But according to media reports, TTC spokesperson Brad Ross said the design wasn’t properly approved and should never have been installed. A new map bearing no resemblance to genitalia has been placed in the concourse.

Tory right to have his say on subject of possible Toronto school closures Watching the early months of John Tory’s mayoralty after having watched four years of his predecessor is to constantly be amazed, often at very small things that in a saner environment wouldn’t amaze anybody. The mayor arrives at work before 7 in the morning? He answers questions put to him? These things shouldn’t be a shock, but they are. On Tuesday morning, Tory did it again. Upon reading reports on the possibility that schools deemed surplus by the Toronto District School Board (TDSB) might be sold, Tory drafted a three-page, densely argued letter to both the public and Catholic school board chairs as well as the province’s minister of education, Liz Sandals. One can imagine how Rob Ford might have handled that issue, which is to say, not at all, unless perhaps he’d gotten a call from a group of neighbours convinced their local school was going to be overtaken by

Tory’s letter addresses a rat’s nest of a problem of overcapacity and under-funding that the TDSB is facing: how to deal with schools that are operating far below capacity. It’s a problem the board has faced since the amalgamation of Toronto in 1998, when it was forced to confront a provincial funding formula that penalized unused capacity and encouraged closures of schools that were under-populated. The formula has been problematic for Toronto, because the city has a long history of finding utility in its school properties beyond their educational purpose. It is also a problem because Toronto is by no means a stable community. Population ebbs and flows and the city is

planning for more flow into its neighbourhoods. It is an even bigger rat’s nest because as much as there’s been co-operation between school boards and municipalities, Toronto politicians and planners have few direct ways to see those resources preserved. The city can purchase surplus schools, and has done so in the past to preserve public uses or mitigate environmental impacts. But that’s an expensive proposition. Tory’s attempt to delicately insert himself and the city into the process might be a foolhardy one; as he admitted in his letter, it is none of the city’s fiduciary business. But it is a pleasant shock to see a mayor who understands the value of publicly owned assets to both established and growing communities. That was another thing the other fellow never understood.
