CARRYING THE FLAG: The Greek community came to the Danforth Sunday to celebrate Greek Independence Day. The parade is held to celebrate the Greek Revolution that turned the former Ottoman Turkish province in to the modern nation of Greece in 1832. Area residents are advised to keep a close eye on their pets after a dog and a cat in the Main and Gerrard streets area were recently struck with pellets fired from a BB gun. The incidents occurred near Swanwick Avenue and Enderby Road, which is west of Main Street and south of Gerrard Street. Both animals are reportedly doing fine. A d o g Muneca was shot named with a BB gun on Saturday Muneca, who was enclosed in the backyard of a home when on Saturday it was struck in the back. The dog has received medical treatment and is recovering. About three weeks ago, an orange cat across the street was also shot in the back and is doing OK. Anyone with information should contact police at 416808-5500, Crime Stoppers anonymously at 416-222-8477.

As an initial project, a book was made with lessons and activities exploring hip hop culture in various subject areas titled “Rhymes to Re-Education.” This year, the department decided to “take it to the next level” and have a student conference to bring students, teachers and community educators together. “We’re really excited about new ways to engage our students,” St. Vincente said. “Some students are already engaged but there are groups of students that we are failing to serve properly.

Keynote speaker Dr. Christopher Emdin was invited from Columbia University where he is a tenured professor in the Department of Mathematics, Science and Technology. Emdin has been behind several educational initiatives in the United States directed at engaging students in science through hip hop and rap music. As he spoke to more

What do spaceships and Drake have in common? Most people would reply nothing, but a team of educators from the Toronto District School Board and communities across the city beg to differ. The school board held its inaugural Hip Hop Education STEMposium, dubbed ‘Free Your Mind’, at Eastern Commerce Collegiate Institute recently. The STEMposium continued the evening of March 27 and the next day at Central Technical School. The event assembled more than 450 teachers and
students from grades 6 and up from 30 TDSB schools to experience a fusion of hip hop music and Science, Technology, Engineering and Math (STEM). Lead organizer Ramon St. Vincente believes Hip Hop and STEM go hand-inhand. “We’re looking at the connections between Hip Hop culture and STEM fields,” he said. “STEM is about problem solving, inquiry, asking questions and finding solutions. So we’re exploring these concepts through a medium that young people are often very familiar with, hip hop culture.” Referred to as a “platform

Countdown to Pan Am Games Y
esterday marked the start of the 100-day countdown to this summer’s Toronto 2015 Pan Am/ Parapan Am Games. Part of the celebrations held to mark the occasion at the Athletes’ Village in the West Don Lands included a citizenship court for 100 new Canadians, including North York boxer Arthur Biyarslanov who will be taking part in the Games. The past month has seen enthusiasm for the Games begin to build across not only the Greater Toronto Area, but the province and country as well. The March announcement of the Pan Am Games Torch Relay, which starts May 30, will see the Games’ torch visit communities across Canada before settling in to tour Toronto’s neighbourhoods just prior to the opening of the Games on July 10. A number of high-profile athletic events in the city are also helping raise excitement. That tourney saw the Canadian men’s team, the defending Olympic gold medal champs, in action at the court they will compete on in the Parapan Am Games. The Mattamy Centre will also host the Pan Am Games basketball, which should see a very strong Canadian men’s team including some top young NBA players from our country. There’s lots to get excited about as the Games approach. Amalgamation book calls for re-evaluation, reform Did you know that the original city of Toronto came into being through 44 annexations of towns and communities that took place between 1833 and 1934? Or how about the fact that the idea of creating our current amalgamated city can be traced back to the late 1940s? These are just a few of the fascinating facts that former East York mayor Alan Redway has uncovered in his recently published book Governing Toronto: bringing back the city that worked (Friesen Press 2014). Redway has used his inside knowledge of municipal politics along with some excellent historic investigation to not only tell how the new city of Toronto has come into being but has also explained why. His investigation includes not just historic documents and newspaper articles, but an invaluable series of personal inter-
joe cooper watchdog views with the key players in the events that took place. As a result the book contains valuable insights into the back room thinking and politicking that pushed our current amalgamation forward. Despite strong opposition from the citizens affected and their political representatives, Redway shows how people such as former Ontario premier Mike Harris made their personal decisions provincial policy. What is fascinating about Redway’s investigations is the revelations that not only was the metro system of government working, the original intention was to expand it. If plans had gone ahead as intended, today’s metro Toronto would have included Mississauga,
Vaughn, Markham and Pickering. However, what was needed in order to deal with the massive expansion that was taking place in the Greater Toronto Area was a new level of government to manage the changes that were taking place. The foundations for that new level of government, which would have allowed the six municipalities of metro Toronto to remain intact, were being created in the 1990s. However, with the election of the new provincial government under Progressive Conservative Harris, that plan was scrapped. Redway’s research and excellent presentation of the events that followed uncovers the back room maneuverings that took place at Queen’s Park and surprisingly within metro Toronto itself to make amalgamation a reality. The book ends by calling for a serious re-evaluation
of the city’s current state in order to return it to its original functional state. It’s clear that a return of the city back to its preamalgamation form is very unlikely due to the lack of support found at the provincial level of government. However, there are provisions to be found in the current City of Toronto Act that would allow for expanded roles of our community councils which would facilitate improved local government. We could, using legislated tools, bring local decision making back to our communities and make our city’s political resources more accessible to citizens. Redway’s book is valuable reading for anyone who wants to understand this city’s municipal politics and cares about its future as a working city. Tory’s fortune lies in the hands of city’s provincial, federal cousins It may well be that when all the accounts are in, the success or failure of Mayor John Tory’s debut term as mayor will be decided by factors entirely beyond his control. To a degree this is so with most political leaders. A moribund federal government can be buoyed by a robust economy; a competent provincial government, sunk by a collapse in the markets. And a mayor, particularly in a city like Toronto, succeeds or fails based on the actions of both of those levels of government. If goodwill flows from above, it will rise from the electorate. Of course, a smart mayor can make lemonade with a stack of lemons from unfriendly governments. But Tory has, through both the city’s circumstance and his own declarations, tied his own hands. Firstly, Toronto has great and immediate need for moneys beyond its means. The Spadina subway extension
david nickle the city is in need of $150 million more in order to be finished, and neither the province nor the federal government has shown willingness to assist. On Monday, Tory affirmed his election promise to deal with the repair backlog at Toronto Community Housing – spending $864 million over the next decade to fix the housing stock, and asking other levels of government to help. And that’s just this week. Toronto will need billions of dollars from the provincial and federal governments if it is to move ahead with Tory’s SmartTrack plan. Toronto really did need some $86 million this year, to balance its budget, and didn’t get it. Tory is putting everything – literally everything – on his ability to work with Liberals provincially, and nominally
Conservatives federally, and do so well enough to cause them to let these billions flow. Tory believes it’s a good bet. Since before he even joined the race for mayor, his biggest selling point has been his ability to sell the city to a blue-chip Rolodex of government and business contacts. But if in a year or so nobody’s buying, Tory may have to do things that violate his other electionyear brand: that of a fiscally conservative business leader unwilling to burden taxpayers with more taxes and fees. If he does those things he might be able to fulfill at least a portion of his agenda. But for people who voted for Tory in 2014, will the shift be acceptable enough to csupport him for a second term? Tory needs the federal and provincial governments to listen. His fate is in their hands.

To celebrate 100 days until the Toronto 2015 Pan Am Games approximately 100 people were sworn in as Canadian citizens, serving as a reminder that in 100 days, Toronto will play host to 41 countries. The event was hosted by Olympic gold-medallist Catriona Le May Doan. Pan Am boxer Arthur Biyarslanov and his mother from the Chechen Republic spoke about the importance sport played in their integration into Canadian society. Biyarslanov lives in Toronto and trains at a boxing facility in North York. Am Path wPanPan discussion Am Path board member Glenn Parkinson will discuss the creation of the Pan Am Path April 21 at 7 p.m. at North York Central Library.

Annual Easter Parade set for Sunday For the 49th consecutive year, the Easter Bunny will be making its way to the Beach for the Toronto Beaches Lions Easter Parade. The popular annual event – one of the largest Easter parades in North America – will be held Sunday, starting at 2 p.m. sharp. Founded in 1967 in honour of Canada’s centennial year, the parade will run for about two hours along Queen Street East westward from Munro Park to Woodbine avenues. The parade draws anywhere from 40,000 to 100,000 attendees. Revellers are urged to come out early to ensure they get a good spot along Queen Street East.
Despite the recent cold temps, Parade Chair Karoline Bourdeau is inviting everyone to dress warmly and come down to Queen Street East for a great, family friendly event. “Bundle up and let’s pray there will be no rain. We’re hoping for sunshine,” she said during a recent interview. This year’s parade is set to feature dozens of colourful floats of all sizes and descriptions as well as firetrucks, a musical train and marching bands. New this year, there will also be a fire breather in the parade, Bourdeau noted. “There will also be chocolate for everyone courtesy of
Lindt,” she said. Pachi, the colourful mascot of the Toronto 2015 Pan Am and Parapan Am Games, will be serving as the parade’s Grand Marshal. The highlight of the parade will be a visit from the guest of honour The Easter Bunny. Attendees are once again asked to bring along some small change to donate to the Toonies for Lions campaign, which helps support the work done by the east-end organization. Motorists should expect detours and road closures as a result of the parade starting at 12:30 p.m.

Fans of weekend-spanning subway closures will be dismayed to learn the TTC isn’t planning any more for its signal upgrade construction. The rest of us, however, can look forward to the end of multi-day construction delays needed for converting Line 1’s antiquated signal system. In fact, the TTC thinks it can reduce the required closures for the upgrades by half thanks to a “revised strategy” that, according to TTC spokesperson Mike Palmer, entails shifting contracts and work related to the $559-million infrastructure project. Help decide the future of the Gardiner Expressway East We invite you to join us at two upcoming public meetings where you can comment on the current phase of the Environmental Assessment on the future of the Gardiner Expressway East. The Study Waterfront Toronto and the City of Toronto are jointly carrying out the Gardiner Expressway / Lake Shore Boulevard Reconfiguration Environmental Assessment (EA) and Integrated Urban Design Study. The EA will determine the future of the Gardiner Expressway East and Lake Shore Boulevard East, from approximately Jarvis Street to approximately Leslie Street. The study area for the EA is displayed on the map below. The four alternative solutions that have been considered to date are: • Maintain the elevated expressway; • Improve the urban fabric while maintaining the existing expressway;
• Replace with a new above-or-below grade expressway; and, • Remove the elevated expressway and build a new boulevard.
In the last phase of the EA, the evaluation of the alternative solutions concluded that the remove option best met the evaluation criteria. Following direction from the Public Works and Infrastructure Committee of Toronto City Council, the upcoming public meeting will share the results of the following work: 1.
Review the remove option under the EA process to mitigate concerns about traffic congestion.
2.
Prepare an additional hybrid option that combines the maintain and replace components to preserve expressway linkage and functionality between the Gardiner Expressway and the Don Valley Parkway, and evaluates it against the EA criteria and the following: • Transportation functionality; • Public transit components; •
Impacts on key economic sectors;
•
Environmental impact; and
•
Cost benefit;
•
Neighbourhood growth and compatibility
•
Future land use considerations;
