To r o n t o a n d E a s t Yo r k Community Council is taking on an issue the Public Works and Infrastructure Committee couldn’t decide on: the question of whether to reduce speed limits on local roads to 30 kilometres an hour. On Tuesday, the community council voted to start a process to lower speed limits on local roads to 30 from 40 kilometres an hour. The move is covering the same ground as a policy that had been under consideration by the Public Works and Infrastructure Committee, to come up with criteria to lower speed limits on some streets across the city. That committee was split on the issue, and sent it on to next week’s council meeting without recommendation, leaving it up >>>COUNCIILORS page 2

Councillors invoke authority to lower local speed limits >>>from page 1 to the full council. That might not happen now because of a maneuver at the Toronto and East York Community Council, to invoke its legal authority to have the last word on speed limits on local roads. Under law, community councils have delegated authority that council can only remove after a lengthy process and with a two-thirds

majority. St. Paul’s Councillor Josh Matlow moved that the community council simply assert that authority, and cut the speed limit across the entire community council area. “There was a valiant effort by my colleague (BeachesEast York Councillor MaryMargaret McMahon) at Public Works and Infrastructure to move forward with this item there and now we are fully

aware we have delegated authority to move forward, we are moving forward,” said Matlow. “We believe there should be ample opportunity for public consultation but from the residents we’ve heard from, the vast majority are strongly in support of safer roads in our neighbourhoods.”

Health warning after juice bar employee confirmed to have case of hepatitis A Toronto Public Health is advising anyone who consumed fresh organic juice at the Big Carrot organic juice bar that they may have been exposed to hepatitis A. Toronto Public Health said the risk is low, but anyone who drank fresh organic juice at the 348 Danforth Ave. location between March 17 and April 2 should get a hepatitis A vaccination as soon as possible. The hepatitis A vaccine is most effective when

received within 14 days of exposure. The health department said an employee at the juice bar was confirmed with a case of hepatitis A. Hepatitis A is a virus that can cause a liver infection. Symptoms can last a few days to several months. The virus is rarely fatal and most people develop lifetime immunity following infection. Hepatitis A can be serious however, especially for older people

and those with chronic liver disease. For these individuals, there is a greater risk of hospitalization and death, Toronto Public Health said. Symptoms can begin 15 to 50 days after becoming infected. It is also possible to be infected and not have any symptoms. Those who have concerns are asked to contact Toronto Public Health at 416-3387790, or speak with their primary care provider.

East York Rotary Lobsterfest helps TEGH The Rotary Club of East York’s ninth annual Lobsterfest is set for Saturday, April 25, at Whistler’s Grille. The event is a fundraiser for Toronto East General Hospital. Large East Coast lobsters will be featured at the event, as well as steak or vegetarian options. Afterwards, participants can dance to live music by

Monarch Park takes wheelchair hockey title

Coaches, teachers and athletes want to bring in teams from across the school board Ali Raza araza@insidetoronto.com “They’re athletes with disabilities, but athletes nonetheless.” Those were the words of Jay Arrington, a curriculum leader for Developmentally Delayed (DD) programs at Monarch Park Collegiate Institute where last Wednesday, athletes from schools across Toronto

came to square off in a round robin tournament of wheelchair hockey. And if the Paralympic Games and the upcoming Parapan Am Games have taught us anything, it’s not to underestimate the skill and endurance of athletes with disabilities. The six teams from across the Toronto District School Board were prepared and anxious to show off their abilities in front of crowds of Monarch Park students. The annual tournament brought teams from Central Etobicoke High School, Drewry Secondary School, Sunnyview Junior & Senior Public School, Monarch Park Collegiate Institute, Sir William Osler High School, York Humber High School and Alexander Stirling Public School. Central Etobicoke and Drewry acted as a combined team to bring the total to six. Monarch Park has acted as the venue for the tournament for the last seven years. The tournament itself grew out of an initiative to involve students with disabilities in athletics 25 years ago. “They’ve been practising every week, preparing for this day,” Arrington said. “The students take it very seriously, all the athletes take it very seriously and our school takes it very seriously.” “We can get a little isolated in

special ed. sometimes; it’s tricky to get around, but the opportunity that exists for these kids in all these schools to come together on a day like this, it’s a really incredible thing,” he added. Students competed in round robin matches to determine the first place match. Monarch Park and Sunnyview met in the final match where Monarch snatched the tournament trophy with a 2-0 win. Sunnyview came in second, while Central Etobicoke-Drewry landed in third. Monarch Park’s West Gym shook with cheers of celebration as the trophy and medals were awarded to players. The tournament awards a trophy to the first place team, a medal for the team MVP, a medal for the tournament MVP and ribbons for those in second and third. “It feels really nice to demonstrate our ability to work as a team to win this championship,” said Monarch hockey player Keenan Ellis, 15. “We’ll try our best to win it again next year.” Funds for the tournament are collected through fundraising initiatives at Monarch Park. While Sunnyview’s free bus system allows the students to reach Monarch Park to participate. Throughout the school year, stu-

dents train under coaches every Wednesday after their lunches under the requirement of keeping their grades up. “Just as we have sports teams for able bodied students, it’s really important that we include every single student in the school,” said Monarch Park Principal Cynthia Abernethy. “This is one way where we can include our students who have

physical challenges but also how we can invite and honour other students in the TDSB that have physical challenges as well.” Coaches, teachers and athletes involved want to expand the tournament, bringing in any team from the TDSB. Next year they hope to add one or two more teams.

olunteer recognition: it’s important, but doesn’t need to be expensive. As we’re in the midst of National Volunteer Week, many organizations across the country that rely on volunteer efforts are busy acknowledging those efforts. And for good reason. According to Statistics Canada, 12.7 million Canadians volunteered for nearly two billion hours in 2013. That’s a lot of work being put into making our communities stronger. Though it may seem counterintuitive – as volunteering tends to be a selfless act – recognition is nevertheless important. According to Volunteer Canada, studies show that volunteer retention rates are linked to recognition. So what are organizations and causes to do? Resources are limited. Yet the time and expertise of volunteers are critical cogs to getting jobs done. One recent study, published by Volunteer Canada, suggests there’s reason for optiour view mism. According to the organizaa win-win tion’s 2013 National Volunteer Recognition Study, the ways people want to be recognized tend to be the most cost-effective ones, such as “being thanked on an ongoing, informal basis.” Least-preferred methods included items like banquets and formal gatherings. “Few volunteers want to be thanked in public ways,” states the Key Findings section. “But they do want to know the impact of their contribution.” So here’s a challenge: if you’re an organization, take this week as an opportunity to review your recognition practices and get to know your volunteers a little better. Engaging your volunteer base may spark conversations and ideas that can be of mutual benefit. If you’re a volunteer, don’t be afraid to ask how your efforts are making a difference. Finally, if you’re not already a volunteer in some capacity, consider becoming one. The average contribution in Canada ranges from two to four hours per week, according to Statistics Canada. It may not be about the recognition, but the benefits of meeting people, learning a skill and contributing to your community (a key point in the Volunteer Canada survey). Foundation hosts art exhibition at library

T

he East York Foundation is noted for possessing a diverse collection of oil paintings and watercolours that it holds in trust for the citizens of East York. The foundation was established in 1965 through the efforts of then township Reeve True Davidson through the passing of provincial legislation. The original purpose of the foundation was to protect and preserve the cultural holdings of the township. In 1967, the legislation was updated to recognize the new Borough of East York and the former Village of Leaside. In 2004, the new City of Toronto formally recognized the foundation as being the official custodian of the former borough’s artifacts. One of the goals of the foundation is to exhibit its artwork in order that the public can enjoy them. From May 2 to 27 the

foundation will be displaying 22 works of art from its collection at the S. Walter Steward Library. The display will feature a variety of themes ranging from still life to views of East York’s landscapes and buildings. The paintings will also feature views of other parts of Toronto such as houses in Sunnyside and a sunset over Kensington Market. The paintings also reflect the talent of local artists who have made significant contributions to the culture of East York and Leaside. John H. Smith One such painter is John H. Smith of Leaside, who founded “The Smithy” on Laird Drive in 1982 to serve as an art school, gallery and private studio. Smith actively mentored many art students at that location and also took them on travels to places such as the Barbados to paint.

joe cooper watchdog Smith’s painting “Sunny Side Neighbours” is featured in the exhibition and shows to classic homes from that neighbourhood off Jamieson Avenue near the Canadian National Exhibition. Another featured artist is Robert James Callaghan who lives in East York and has been exhibiting his art since the 1960s. He is a retired Senior Staff Sgt. with the Ontario Provincial Police and was an instructor with the OPP Academy. Callaghan’s contribution to the exhibition is a very exuberant painting of flowers called “Summer Splash” which displays his colourful style. The two of the paintings that feature East York themes show two important homes that have

historic meaning for the community. The first is entitled “Charles Sauriol’s Cottage” by J.L. Butcher and unfortunately not enough is known about the painter to provide his biography. Sauriol, on the other hand, is well known as a passionate defender of the Don Valley, where the cottage once stood. Sauriol purchased land at the forks of the Don River in 1927 and built the cottage as a summer retreat for his family. Over his lifetime Sauriol raised over $20 million dollars to preserve natural areas and was one of the founders of the Don Valley Conservation Authority. The cottage no longer exists as the land was expropriated to create the Don Valley Parkway. Joe Cooper is a long-time East York resident and community activist. His column appears every Thursday. You can now connect to the TTC’s subway Wi-Fi system at every downtown subway station. The transit commission announced last week all 15 stations in the downtown core – comprising the “U” subway loop, as well as Bay and Spadina stations on the Bloor-Danforth line – now offer access to the TCONNECT service which

can be logged on to from the subway platform or station concourse. It will still be a couple of years or so before the entire subway network is hooked up, and there’s no timeline as of yet for getting the service onto the subway cars. GO TRANSIT TO TAG ABANDONED BICYCLES If you left a bicycle – or even part of one – at a GO Transit station rack over the long term, beware: the regional transit provider is planning to tag and remove it. As part of its spring cleaning drive, GO staff will affix orange tags to the bicycles or the parts of bicycles deemed abandoned. If your ride was tagged improperly, all you have to do is remove the tag and resume riding. GO is planning to remove any tagged bikes by the first week of May.
