The Don Valley Parkway will be closed for spring maintenance this weekend. The closure will be from 8 p.m. Friday to 6 a.m. Sunday. The City of Toronto’s transportation services division will be performing maintenance activities on the highway. Full closure is required for safety. The entire length of the highway will be closed, from Hwy. 401/404 in the north to the Gardiner Expressway in the south. The early Sunday opening time is scheduled in an effort to improve traffic conditions in the area during the annual Khalsa Parade, which will close various nearby city streets. The city suggests drivers use Don Mills Road, Bayview Avenue, Victoria Park Avenue and Kingston Road as alternative routes during the closure, which means local residents need to be aware of increased traffic. The city will make timing changes to traffic signals to enhance flow on those routes during the closure of the Don Valley Parkway.

It’s the busiest time of the year at WoodGreen ( WG) Community Services’ tax clinic. The east-end social service agency runs one of the largest free tax clinics for seniors, newcomers, students, unemployed individuals and lowincome households in the city of Toronto. The busy tax clinic, which serves an estimated 3,000 people annually, is part of the agency’s financial wellness program, which also includes workshops on debt management, budgeting and saving, and financial literacy as well as one-on-one financial counselling. Last year, WG’s tax clinic helped more than 3,000 people put back an estimated $3.5 million into the local

economy through returns, GST cheques and Ontario Trillium benefits for lowincome individuals, explained Steve Vanderherberg, WG’s senior manager of community and volunteer engagement, during a recent interview. Other services

“We also help clients access other services and things like childcare tax benefits, old age security and guaranteed income supplements,” he said, adding the work done by the team at WG’s tax clinic is vital to the wellbeing of thousands of low-income people from the community. “We’re helping people rise up and access the benefits and credits they’re entitled to.” On average, clients who make use of this service report annual incomes of

about $13,000. Being able to help people access government assistance can, for some, be the difference between having a roof over their head or homelessness. ”It’s a huge service,” said Vanderherberg. “For some clients it’s the only service they receive from WoodGreen but it’s very important.” With a small team of staff members, WG’s tax clinic relies heavily on its 200 volunteers, all of whom undergo a comprehensive, tiered training process. “We can’t do it without the volunteers,” he said, adding ever year they look at what worked, what didn’t and how the clinic can be more efficient. People can sign up to have their tax done through an online booking system,

“We put a lot of effort on making this program accessible and low-barrier,” Vanderherberg said, noting WoodGreen typically runs up to eight clinics a week at its various offices and at other locations throughout the city’s east end. “We start planning in November and bookings begin in February. Monthly comedy night Hirut Hoot will celebrate three years as a comedy hub in Danforth East on Friday. The comedy night started at the Hirut Cafe and Restaurant, a popular destination nestled in Toronto’s “Little Ethiopia.” The show combines food, laughter and culture into a monthly comedy evening. oronto’s new police chief, Mark Saunders, is going to be hearing from a lot of people telling him how he should do his job. The one voice he most needs to listen to is his own. He is a 32-year veteran of the Toronto Police Service, most recently serving as deputy chief prior. He has also served in a number of high-profile units including guns and gangs, and homicide. Saunders also makes history as being Toronto’s first black police chief. He said he understands many may view that as meaning he can magically improve the relationship between our view police and the black community, which has been strained Mark Saunders due to the “carding” policy critics say unfairly targets is a police chief, that black youth in the city. However, he warned resinot a politician dents at his introductory press conference at police headquarters that he does not have “superpowers.” Fair warning, and the right approach, we believe. Saunders has to be careful in these first few weeks about overpromising and making people think he will change things done by the outgoing chief, Bill Blair, that were considered unpopular. He needs to remember he is a police chief, not a politician. That, of course, won’t stop the politicians from coming after him if we won’t bend to their will. Saunders can have an impact by reaching into Toronto’s different communities. Blair held numerous town hall meetings hosted by the various police divisions, which were usually well attended but rarely confrontational. This wasn’t enough to convince some of the city’s communities he was a chief of the people, understanding life in the streets. Saunders must get this message through. He must be highly visible to residents. He must show an intimate understanding of the daily challenges of life in marginal neighbourhoods and he must motivate the leaders in these communities to advocate on his behalf. Saunders should go a step further and attend town halls organized by youth groups and organizations representing multicultural communities. Having visibility and compassion for circumstance will go a long way to winning the trust and respect in the neighbourhoods and communities where he needs it most.

VOCA Chorus offers an evening of stage songs

I

t’s still early spring and hopefully our April showers will be bringing May flowers. Soon we should have an explosion of colour in many of the gardens that are found in East York as flowers soak up the sun and begin to bloom. Music comes to mind as one of the natural ways that we use to express our revived spirits at this time of year, either making it or listening to it. One of the nicest community contributors to this springtime celebration is the VOCA Chorus of Toronto (formerly the East York Choir.) Each year at this time they bring to the community a new and exciting musical exploration. The choir has been an important fixture in East York since 1988 and has blossomed under the musical direction of Jenny Crober. Another great contributor to the choir’s success

has been Elizabeth Acker, who has provided piano and keyboard accompaniment for the choir for many years. Previous spring concerts have featured the music of many traditions found in different cultures, each of which were warmly received by their appreciative audiences. This next concert should prove to be no exception as the choir will be presenting an evening exploration of the various musical pieces from the stage, featuring opera choruses and musical theater. This will take place on Saturday May 2 at 7:30 p.m. at the Eastminster United Church on Danforth Ave. The evening will feature a delightful mix of historic and contemporary music that will be both moving and entertaining, along with a number of surprises that will be memorable. The selections will range with the sublime that will include Verdi’s Va Pensiero

joe cooper watchdog that will include the famous Anvil Chorus, through to the whimsical, such as Gilbert and Sullivan’s Pirates of Penzance. The second half will feature a huge variety of musical theater favourites by Sondheim, Gershwin and Irving Berlin. Musical selections will include those from Les Mis, Fiddler on the Roof, Wicked, and even ABBA. The concert will feature the choirs professional leads, including soprano Elizabeth Polese, mezzo soprano Jennifer Routhier, tennor Martin Houtman and Mark Rainey and baritones Lawrence Shirkie and Justin Welsh. Guest artists will include tennor Andrew Haji (winner of the 2014 International Vocal Competition Grand Prix Award), along with Les Allt

(flute), Kathryn Sugden (violin), Wendy Solomon (cello), Nickolas Coulter (percussion) and Neal Evans (bass). Again, this wonderful celebration of song and music will take place at the Eastminster United Church, 310 Danforth Ave. just W. of the Chester subway station, which is located beside Carrot Common. Tickets for the concert are $25 general admission, $20 for seniors, and $10 for students. Be certain to arrive early as tickets go quickly and sold out concerts are normal for this choir. A taste of the food truck debate

O

ur new mayor spent last year campaigning on a great many things — but one of John Tory’s earliest causes was also one of his most common-sensical. It boiled down to this: What the dickens is wrong with a food truck at the side of the road? Tory raised the issue about a year ago, when the notably mayor-free Toronto Council was wrestling the deep philosophical question of how many food trucks can one fit on the doorstep of a restaurant. Council wasn’t sure. Owners of restaurants of the stationary variety thought there shouldn’t be any, as food trucks offered unfair competition. Food truck owners, meanwhile, called baloney, and pointed out that the rest of the world seemed to be able to sustain both fine dining establishments and roving food vendors. And demand for this kind of thing is growing everywhere. In the end, council sup-

david nickle the city ported a twisting knot of a compromise: food trucks needed to operate no closer than 50 metres to the front of a restaurant, should they park in pay and display spots in the downtown. Tory offered tacit support for the policy as council approved it but made it clear he thought food trucks should be encouraged rather than restricted. No more red tape, at least not very much. The food truck industry could use that kind of TLC. original policy Over the past year, the restrictions of the original policy were such that only 17 new food trucks bothered to lay out for the $5,000-a-year license. On Tuesday, April 21, Toronto’s Licensing and Standards Committee took a baby step toward that

vision, on the one-year anniversary of the approval of the new food truck bylaw. Licenses need not be year-‘round affairs, and sensible food-truck operators that really only want to operate in warmer months can purchase them for a bit less. Fifty metres becomes 30 metres as the minimum distance between restaurants and food trucks. Tory and Council could stand to relax that distance regulation even further. Food truck operators would of course be happiest with no distance requirements but would settle for 15 metres, opening up more possibilities for locations. All of which might make restaurant owners — particularly those with smaller restaurants that specialize in take-out — nervous about the competition. And for the rest of us — a little more choice can only be a good thing.

Feds making budget moves we cannot afford, say local MPs >>>from page 1 Toronto-Danforth’s Scott agreed. “The budget is ultimately full of tax giveaways to the most well off,” he said Tuesday evening, calling the income-splitting plan as well as the TFSA limit increase that could take $1 billion out of the budget each year “irresponsible”. “It’s money we cannot afford,” said Scott, adding the funds being sheltered from taxes would be useful for key

areas like infrastructure. Scott went on to say the Stephen Harper government is being “deceitful” as it has pulled $2 billion from the $3 billion ‘contingency fund’ in order to present a balanced budget with a $1.4 billion surplus. Scott, the official opposition critic for democratic and parliamentary reform, said this is an “element of hypocrisy” as last year the Conservatives said they were unable to present a balanced budget because they didn’t

want to dip into this fund, which is used to compensate for unexpected revenue streams, emergencies, natural disasters and the like. However, with an election looming, Scott said the Conservative want to look like they’ve succeeded in balancing the budget as a way to gain favour with voters. “They’re balancing (the budget) on the back of other levels of government,” added Kellway, who serves as the NDP’s critic for Urban Affairs

and Infrastructure as well as deputy critic for transportation. He said during pre-budget discussions people in Beaches-East York said they wanted more investment now in infrastructure, especially public transit. The budget proposes a so-called gridlock fund to help pay for transit projects and upgrades, however it doesn’t start up until 2017-2018 providing $750 million the first two years and $1 billion thereafter, if the

Conservative are reelected. “In the end $1 billion across Canada is not much considering the Metrolinx plan is $53 billion,” Kellway said, adding this new fund is designed to help public-private partnerships, which he said cause too much red tape and too many delays on getting projects done. “I’m seriously disappointed. The transit funding they’re talking about seems so tied up with complex schemes that a city like Toronto is going

to have to stand on its head to make it work,” Scott added. Kellway said another important area not covered is social housing, pointing to the $150 million earmarked to help those with high-interest mortgages from the CMHC get new private financing. He also made mention of the $1.7 billion in social housing and co-op subsidies dropping off.
