The Don Valley Art Club is celebrating its 65th anniversary and hosting its annual Spring Art Show and Sale to kick off the milestone.

More than 70 artists will be exhibiting 140 paintings that are new, unique and original artworks said Vince Luong, exhibition co-ordinator for the show.

“It’s an opportunity for us to share with the community all of the works we’ve created over the past year,” he said.

The day before, Leaside

100 organizers got word their celebrations were pegged for the wrong day. For years, many people believed the Town of Leaside was founded April 23, 1913. It turns out that’s the day the bill to establish the town passed its third reading. The Town of Leaside was officially born May 7, 1913.

The day began at the Leaside Public Library with the unveiling of Layers of Leaside, the Leaside 100th anniversary celebration archival exhibit.

A who’s who of people from Leaside, Toronto and the prov-

ince packed the library for the unveiling, including Don Valley West MPP and Ontario Premier Kathleen Wynne, who spoke fondly of Leaside.

“This is a progressive community with a real sense of itself,” said Wynne. “I am so proud to represent this community.”

Also on hand for the event was Don Valley West MP John Carmichael.

“This is a wonderful opportunity to gather and celebrate Leaside,” said Carmichael.

The TTC introduced new group station managers tasked with improving cleanliness and customer service, last week.

The six managers, Bo Koch, Cameron Penman, Shelley Pickford, Michael Sosedov, Ellen Stassen and Eve Wiggins will each be responsible for overseeing day-to-day operations at one group of stations across six zones comprising the entire subway system.

The new positions are part of the TTC’s new charter promising significant improvements to customer service and more accountability to riders which was introduced earlier this year

Beginning in late June, riders using GO Transit’s Lakeshore service will wait less time for trains.

On Friday, the transit agency announced it is increasing the frequency of train trips on the line travelling east and west to every 30 minutes during off-peak times. Currently, riders must

Police are looking for a male after a 28-year-old woman was robbed at the Donlands subway station Friday.

Police said the male grabbed the woman’s cellphone and fled around 3:15 p.m.

The victim escaped injury.

An 18-year-old man suffered minor injuries after being mugged near Danforth Avenue and Woodington Avenue, east of Coxwell Avenue.

Police said the victim was approached from behind by a male who tried to take his wallet around 4 p.m. April 17.

A second male then punched the victim in the face.

The robbers fled with the victim’s iPod. The suspects are 16 to 18 years old with brown eyes and medium builds. One is black, bald, 5’9” to 5’10” tall and 150 to 160 pounds.

The other is six-feet to 6’1” tall and 180 to 190 pounds.

Road works improve safety

here’s an old joke that there are two seasons in Toronto: winter and road construction. Except, it’s no joke when roads are closed and streets are clogged with frustrated drivers and transit riders either crawling through traffic or tearing through residential streets looking for detours.

Like the weather, road construction in Toronto cannot be avoided; it must be endured.

While the road closures and traffic jams may make our blood boil, there is no alternative. The city has a limited window of good weather in which to do the work and given the toll winter takes on major roads such as the Don Valley and Gardiner expressways, it must be done to keep the roads safe.

This year the City of Toronto will spend $155 million to keep roads and bridges in good repair and improve the quality of streets in need. Major projects will include Kingston Road between Birchmount Road our view and Queen Street; Albion Road from Steeles Avenue to Hwy. 27; Construction Keele Street between Falstaff and Arrowsmith avenues; and a part of Leslie Street from York Mills summer in city Road to Lawrence Avenue. As usual, there will also be closures of the DVP and Gardiner for maintenance work.

With concerns about its safety mounting over the past few months, an additional $17 million has been earmarked for structural repairs and safety work on the Gardiner. Though it may cause traffic congestion, the city would be negligent not to do the work.

What construction season in Toronto does not need to be, however, is a nightmare for road users.

The city has lots of information on road work on its website. Ongoing and emergency construction updates can be found at www.toronto.ca/torontostreets Even more helpful for those trying to navigate the construction is the city’s new T.O. INview, which has info on all the work going on the city on a wardby-ward basis, and ways to avoid traffic tie ups. It can be accessed at www.toronto.ca/inview The site also lets residents weigh in on the works and get involved in planning and setting priorities.

It’s easy to sit in your car leaning on the horn complaining about road construction, but as a form a civic engagement it’s useless. Do something good for yourself and your community instead, and take advantage of the opportunities offered by the city.

And remember, when you’re stuck in traffic, that the work is being done to improve the area and keep our roads safe.

What tax cuts really mean for city’s future

ack in 1997, when I was researching the history of municipal amalgamation, I came across an interesting personality.

That was a former firefighter in the city of Indianapolis, Indiana by the name of Carl Moldthan, who became a full-time tax crusader in the 1980s.

In 1970, the Indiana state government, following the wishes of the city’s Republican business leaders, amalgamated Indianapolis with its suburbs. The same business leaders then went on to “reform” the city’s public schools and public health services in the same manner as our own were during the so-called “Common Sense Revolution”.

Amalgamation and other “reforms” changed Indianapolis from being one of the most socially progressive cities in the United States to one where the rich received generous tax cuts, while the city’s poor simply fended for themselves.

As the historic record shows, the first 10 years of Indianapolis’ amalgamation failed to produce any real savings and efficiencies. Instead, the city found itself having to pay increased operating costs due to its larger size, while at the same time its revenues

Since the poor had little tax money to take, the financial burden for running the city fell on the middle class, who soon realized they were paying for many newly implemented fees, along with increased property taxes.

It also came to be understood that not only were the rich of Indianapolis getting tax cuts, the business community was being directly subsidized by taxpayers money.

So while the city’s infrastructure crumbled and crimes rose, professional sports teams had the cost of the construction of their stadiums paid for directly through taxpayer’s money.

This is where Moldthan came in, roughly 10 years after Indianapolis’ amalgamation, to undertake a tax revolt against the city. With the backing of the city’s middle class taxpayers, Moldthan blocked many of the plans to subsidize private sector projects, and forced many cutbacks at city hall as well.

However, what most people failed

to realize was that with each tax “victory” that Moldthan achieved, the features that made the city livable for the middle class began to disappear.

As a result, Indianapolis in the late 1990s went into a spiral of deteriorating infrastructure and rising crime, from which the middle class fled, heading to the safety of the suburbs.

With alternative means of raising revenue cut off by tax revolts, Indianapolis spent the last two decades begging for any financial crumbs that the state and federal governments were willing to toss its way.

Tired of trying to run the city with a tin cup, Indianapolis’ only alternative was to absorb the suburbs that surrounded it through amalgamation in order to gain access to their property taxes.

It comes with no surprise that Moldthan was strongly opposed to this new amalgamation, saying that no savings or financial benefits will come from this policy, based on over 30 years of his direct experience with it.

easiders living along Eglinton Avenue should expect to see construction activities associated with new transit and development, says a local city councillor.

Work has already begun on the western portion of the 19-kilometre EglintonScarborough Crosstown light rail line travelling along Eglinton Avenue West, with tunnel borer machines (TBMS) ready to stat excaa vating eastcloser look ward from the launch site at Inside the intersecToronto tion of Black Creek Drive and Eglinton beginning in May. It will be some time before the TBMs arrive in East York and start digging out the eastern tunnel portion of the planned transit line which will likely end east of Don Mills station before traveling above ground in a dedicated lane to Kennedy station.

Plans are also proceeding for the construction of the line’s eastern tunnel launch shaft which will be located at the northern end of the parking lot belonging to the Ontario Science Centre, located at the southwest corner of Don Mills and Eglinton.

Metrolinx is also gathering online feedback until the end of the month on its east tunnel extension proposal from Laird to the Don Valley Parkway. The transit planning agency held a public meeting on the proposal in late April.

Condo project In addition to the transit work, Parker said a multistorey condominium on Eglinton Avenue, which was approved a decade ago, is expected to finally begin construction this year.

The scenic condominium development comes after two similar towers near completion in Leaside.

Like those buildings, the new construction project is expected to be between 16 and 18-stories.

The approvals came before Parker was first elected in 2006, and he said he was in no hurry to speed up work.

“So far, nothing has crossed my desk,” he said.

Elsewhere in East York, a roadwork project near Main Street is nearing

completion.

Contractors hired by the city are expected to complete work on laneway reconstruction for Lumsden Avenue which began in March.

Construction manager Ernie Summers said the crew was almost done pouring concrete on the newly reconstructed laneway and was confident the work will be completed by its scheduled completion in May. Transformed “It was a beat up old piece of asphalt and now it’s completely transformed,” said Summers, a construction inspector for the city.

Previous lanework at Sibley and Coleman Avenues has also been completed since March.

Over that time, residents were issued temporary parking permits or asked to park on side streets, though Summers said he had not heard any complaints.

Funding city’s infrastructure a necessity How do you repair and maintain $10 billion worth of city infrastructure despite a sizeable funding gap?

That’s the question the city’s Transportation Services department struggles to answer.

Under Director Stephen Buckley, the department is responsible for Toronto’s 5,300 kilometres of roadway, 7,100 kilometres of sidewalks, 500 bridges and 600 pedestrian crossings.

The department also oversees around 400 kilometres in bike lanes and paths, 2,200 traffic signals and an estimated one million traffic signs. It issues around 100,000 permits in a given year.

Despite widespread a g re e m e n t t h a t we l l mainintained infrastructure is critical to Toronto’s continued growth Buckley, said convincing is required on the part of elected officials.

It would likely take at least $500 million per year just to adequately maintain Toronto’s road and transportation infrastructure over the next quarter century.

In 2013, the transportation department’s entire budget was just under $330 million.

A funding deficit persists despite escalating traffic gridlock and congestion, which has ended up costing the city billions in lost productivity, said Councillor John Parker, who said the city can prosper through investing in infrastructure and better public transit.

For the construction projects underway, a further challenge is convincing people to tolerate months of inconvenience.

“Get that message and story out there that, yes, it’s going to be a lot of pain, but there will be a big gain at the end and we’ll have a much more beautiful street,” McMahon said.

The exhibit delves into the chronological history of the area, documenting six layers of Leaside.

The first layer looks at Leaside pre-history, before European settlers arrived.

The second layer looks at the arrival and life of pioneers and settlers who came to farm the area, including the Lea and Elgie families, while the third focuses on the creation of the Town of Leaside, and the beginning of industrial development in the area.

The fourth layer documents Leaside’s late industrial era and residential boom, the fifth showcases Leaside’s annexation and development of Thorncliffe Park, and the last layer focuses on changes in Leaside from 2000 to today.

Students from Ryerson University’s architecture program helped create the exhibit, which will be displayed until Sunday, April 28 during the library’s regular operating hours.

Among the exhibit’s many highlights are historical maps, photos, documents and newspaper articles, including a photo showing William Lea’s brick octagonal farmhouse named Leaside, that would lend its name to the town, on fire, and a map showing the town’s original plans.

Other highlights include a First World War bombshell from the Leaside Munitions Company, a switch lamp from Leaside’s early railways and a Don Valley Brickworks brick from the demolished Canada

Wire and Cable Company building.

A Leaside 100 quilt was also unveiled at the event, featuring the Leaside 100 logo, and the Town of Leaside, the Borough of East York and the City of Toronto’s coats of arms, along with the phrase, “Honouring our past. Celebrating our present.

Imagining our future.”

The event was hosted by Don Valley West Councillor John Parker, who presented a scroll commemorating Leaside’s 100th anniversary that will be displayed at the library. Following the exhibit unveiling, a bagpiper led a procession to nearby Bessborough Public School, where another unveiling was held.

DEPARTMENTS Bessborough Public School, formerly Leaside Public School, once served as Leaside’s Town Hall, and housed its police and fire departments.

Hundreds of students, some with Leaside 100 painted on their faces, took in the second unveiling, where Heritage Toronto presented two plaques commemorating Leaside’s history as a railway town. “One hundred years ago the town of Leaside was established right here where we’re standing,” said Parker.

“The plaques help tell part of that story. One plaque tells the story of the railroad, and the important role that the railroad had in the history of this community … The other plaque portrays one of the particular features

in that story, and you know that feature as the Longo’s store.”

The plaques will be displayed at the Longo’s building, which began its life as a repair shop for the Canadian Northern Railway, the company that created the Town of Leaside.

“When you go to that Longo’s store,” said Parker.

“You’re going to a piece of Leaside history. And not just any piece of Leaside history, one of the core features of the history of the Town of Leaside.”

Former Don Valley West councillor Jane Pitfield, author of the book Leaside, helped mark Leaside’s birthday as well.

“I always describe Leaside as a small town in the middle of a big city,” she said, recalling the former town’s nicknames of Lucky Leaside and Leafy Leaside, the former for the success of its sports teams and athletes, and the latter for its abundance of trees. “We have so much to be proud of.

This community continues to be unlike any other.”

When Leaside became a town, it had an official population of 43 people. On January 1, 1967, Leaside joined the former Township of East York to create the Borough of East York, and in 1998, it became part of the current Toronto megacity.

Time your move to save money Moving during certain times of the year can result in considerable savings. Moving during the summer, when children are out of school and the weather is nice, can make a move more manageable.

Keep in mind that because late spring and summer are the peak moving seasons, they also tend to be

more expensive. Many moving companies and truck rental agencies will charge a premium if you use their services during the summer. Furthermore, crews may change in the summer when students on vacation could fill in for regular, more experienced movers.

Here are some other tips to reduce stress and save money when moving into a new home.

Move mid-week. Weekends are a prime time for truck rentals and moving companies. Pick a Tuesday or a Wednesday to move, and you’re much more likely to find an available moving service – you may even be able to negotiate a lower rate.

Pick a mid-month moving date. Many people move at the beginning of the month when leases are up or after mortgage payments are made. Fewer

people move mid-month, so you might find more affordable deals if you wait a few extra weeks.

Schedule a fall or winter move. Half of all moves occur during one-third of the year – between the beginning of May and Labour Day. Beat the rush by moving outside of these dates.

Get an early start. Many people underestimate the amount of time it takes to actually move their belongings. Try to schedule a moving company to come very early in the morning to give you ample time to pack up the truck and unpack at your new home.

Greater Toronto realtors reported 4,260 sales through the TorontoMLS system during the first 14 days of April, representing a slight dip of less than one per cent compared to the same period in 2012.

The reported sales figure did benefit from one extra working day compared to last year, because Good Friday in 2012 fell in April.

“April sales to date, which were driven by strong growth in single-detached home sales in the regions surrounding Toronto, represent a positive start to the spring market,” says Toronto Real Estate Board President Ann Hannah. “Because market conditions have remained tight, we continue to see average price growth well above

the rate of inflation for many home types.”

The average selling price for April mid-month sales was $527,397 – up 4.3 per cent compared to $505,617 in 2012. Rates of average price growth were similar for the City of Toronto and the surrounding regions under the TREB market area.

“The annual rate of price growth so far in April is actually above TREB’s forecast of 3.5 per cent for 2013. Strong growth in the average condo apartment price in the City of Toronto was a key driver in this regard,” says Jason Mercer, the Toronto Real Estate Board’s Senior Manager of Market Analysis.

Verbal gaffes revealing of our politicians’ personalities

T

here is a hierarchy of sin that mayors can commit while in office. At the summit would be actual crime — murder, drunk driving, theft and so on — and it shades down from there, through corruption, conflicts of interest, truancy, extramarital affairs, and so on.

Near the bottom of that list of sins, surely, is the old-fashioned gaffe. Which is a good thing — of all the things a mayor can do wrong, mis-speaking in an unintentionally amusing way is surely at the bottom.

Which is not to say it is without its impact.

Former Mayor Mel Lastman’s bad joke about being boiled alive by natives prior to pitching the Olympics in Africa embarrassed the country and gave a pretext to send the Olympics to Bejing. joke When former mayor David Miller made a joke about police officers in jail with his London counterpart... well, it upset thenpolice-chief Julian Fantino.

david nickle the city And when Mayor Rob Ford, on his Sunday radio show, suggested that “females” who wanted to get into politics should call him at home so he might explain how politics works to them over coffee... well, it was good for a laugh.

Yes, it’s kind of old-fashioned to talk about women as “females,” and as some have pointed out, more than a little condescend-

ing to suggest that women might need to have politics explained to them. And asking women to call you at home to schedule a coffee date? The less said about that the better.

I would never wish, however, that Mayor Ford had kept quiet or carefully rephrased his off-the-cuff comments, any more than I’d have found Lastman a better joke writer or got Miller farther away from that live microphone.

The beauty of the gaffe is how revealing it is — how it completes the warts-andall picture of our elected representatives in the way

that no press release or carefully managed scrum can.

Lastman was, and is, that uncle who blurts politically-incorrect things over dinner. Miller was, and is, a left-of-centre Torontonian with a disdain for police who dip toe in corruption. ideas And Ford? Well, he’s got old-fashioned ideas on gender, and also is excited about the business of getting elected.

It’s laudable enough, although not entirely a generous enthusiasm: Ford

also understands the value of mentoring new politicians as a way of shoring up his vote on council. He doesn’t understand how we expect men to speak about women these days.

But the mayor has had a very rough year or two, and has worn sins that climb considerably higher up the tree than this one — which really is nothing but a revelation of something that has been apparent for years now.

East York students use art to protest lack of funding Tara Hatherly thatherly@insidetoronto.com Instead of wish you were here, wish we were here was the message on 1,200 postcards East York students sent to the Toronto District School Board and the Minister of Education.

On each postcard was the message “Wish we were here” followed by hand-drawn illustrations of what students wished their schools looked like. The bottom of each postcard said, “Release our funds! It’s our turn!”

The postcards were made by 1,200 students from Secord Public School and George Webster Elementary School, on behalf of their own schools, as well as three other East York schools – Parkside Elementary School, D.A. Morrison Middle School and Crescent Town Public School.

Parents have been fighting for funding for the five schools, which the say are overcrowded and laden with decaying, raccoon-infested portables, among other health and structural

concerns. Parents and students recently delivered the postcards to the TDSB headquarters , where they were met by Ralph Benson and Bill Hogarth.

Benson and Hogarth, liaisons between the province and TDSB, said they would forward the postcards to Minister of Education Liz Sandals.

“It was very polite, and our

messages were received graciously, (but) we still continue to feel frustrated with the lack of accountability from anyone,” said Heather Tormey, a parent from Secord Public School, after the meeting, adding Benson and Hogarth did not comment directly on the postcards.

“We didn’t get any clear answers or clear commitments.

We weren’t really expecting them either, but we didn’t get any, and we hope that somebody eventually has some answers for us.”

Tormey said her group received the same message it’s been getting all along – the TDSB says it’s up to the province to release funding for the schools, and the province says it’s up to the TDSB to find the money.

“We still continue to feel that these East York schools are still stuck in the middle,” she said.

“Nobody’s able to give us clear direction on when we can expect an answer.”

Benson and Hogarth were addressed by Grade 1 and Grade 5 students from George Webster and Secord. “They were able to bring a real sense of what they feel day-to-day, and how inadequate classrooms really affect them,” said Tormey.

“I think that our message was heard, which is, these facilities really need to be addressed.”

East York parents watched in frustration as $70 million in previously approved funding for the schools was frozen, while funding announcements for renovations

and additions at other Toronto schools have continued.

Additionally, Tormey explained a ministrymandated review process was completed last spring for Secord, Parkside and D.A. Morrison schools, which concluded that Parkside should close to free up funding for the other two schools.

Since the completion of the review, she said the TDSB has refused to put it to a final vote.

People packed the gym at Thorncliffe Park Public School to learn more about

potential projects, and vote for their favourites.

Ideas included creating a women’s gym, childcare centre, community kitchen, residents’ council, community gathering space, youth arts program or recycling initiative.

During the meeting, residents could visit information booths for each idea, to learn more and provide

feedback.

Residents at the meeting were also asked for ideas about what to do with the paved-over area near 75 and 79 Thorncliffe Park Dr. that once housed an outdoor pool.

bourhood of the 21st century, which means a neighbourhood that really reflects the vibrancy of its residents, and its residents are the driver of its best interests,” said Jehad Aliweiwi, executive director of the Thorncliffe Neighbourhood Office.

“We want to be a showcase neighbourhood. If we’re saying today’s Thorncliffe is tomorrow’s Canada, there’s a reason why we’re saying that, and we want to be that neighbourhood that is a showcase to the rest of the city, the province and the country.”

The ideas that were voted on were selected from suggestions put forward by Thorncliffe Park residents.

Hundreds of suggestions were collected by volunteers, with the most popular ones discussed in detail during various working group meetings, where the final ideas were

selected.

Residents used stickers to vote for their favourite projects, with each participant allowed three votes. People could support three different ideas, or vote multiple times for a favoured project.

United Way program The top ideas will be prioritized when a funding proposal is submitted to United Way Toronto in May. Through the Tower Neighbourhood Renewal program, the organization is investing $800,000 in four high-rise communities, including Rexdale and Kingston Galloway-Orton Park, and a fourth neighbourhood to be selected soon.

Creating a women’s gym was the most popular idea by far, with childcare and a community gathering space rounding out the Top 3. The

project will now look at how to bring those ideas to life. “ We’re going to pull together a plan and figure out what to do next. We hope to have a plan in place in the next sort of five or six weeks, and then we’ll get to work,” said Chi Nguyen, manager of Community Investment for United Way Toronto. “But none of these ideas can come to life without the work of residents.”

Historically, the Don Valley Art Club (DVAC) is one of the oldest clubs in the city, founded in 1948 by a group of artists who initially met

in a public school and soon after, a clubhouse at the foot of Don Mills Road.

From 1972 to 2000, the club moved to Todmorden Mills in East York, where they still host three exhibits each year. Today, many of their 170 members meet several times a week to participate in various painting sessions in their newest club location on Eglinton Avenue West.

Luong, who has been a member for the past year, said one of the amazing aspects of this group is that they’re always learning something new at their group painting sessions where people are brought in to teach new techniques.

“I always wanted to do shows and I always want to learn more about the art world so this is why it’s a

Frank Pasian, a decade-long member of the group, paints what he calls 25-minute portraits in an interesting style that he teaches to the group at weekly classes.

“It’s a very loose style and it’s reminiscent of people like Jackson Pollock or Anselm Kiefer,” Pasian said.

The result, he said, is a free-

dom in creation, and a very physical painting style that he describes as expressionistic rather than the realistic copy of the person. “It’s the way I put the paint on the surface that’s important to me, it’s the brush strokes I create, it’s the forms; the textures; that’s the painting to me more than the actual person I’m looking at,” Pasian said.
