Residents can help support Toronto’s Syrian refugees by donating new and gently used clothing. A local clothing bank is collecting donations for the city’s Syrian refugees. New Circles Community Services runs a free clothing service in Flemingdon Park and Thorncliffe Park called GLOW (Gently Loved Outfits to Wear). Set up like a retail store, the service is used by more than 8,500 people a year. Share-A-Christmas: giving the gift of comfort Community Centre 55 supports those in need with gifts, toys and food JOANNA LAVOIE jlavoie@insidetoronto.com Community’s Centre 55’s Share-A-Christmas program is much more than just a gift and toy hamper program for less fortunate people during the holiday season. For many, like 29-year-old Amber, the annual initiative is the reason why the often stressful and upsetting holiday season has been a happy one. “I have very happy memories because of the Share-AChristmas program,” said Amber, who grew up in a single parent-led home in the Beach with her two older brothers. “I wouldn’t have had a Christmas without Community Centre 55. We got to have a get-together every year because of them.”

Money was especially tight for the family of four right before Christmas, and receiving a food and toy hamper from Community Centre 55 was always a highlight, not to mention a lifeline. “When I was a kid, my mom battled cancer and couldn’t work. We relied on the program every year,” said Amber, whose mother, Chris, died of cancer in 2001 when Amber was 15 years old. Basically left to fend for herself, CC55 stepped up that holiday season to help Amber (who preferred to not give her last name) get through one of the toughest times of her life by matching her with a corporate sponsor. “It’s the greatest program I’ve ever got help from. I’ll never forget it,” she said during a recent interview at CC55. “I was literally provided

with a year’s worth of support and food.” At the age of 19, Amber gave birth to her now 10-yearold daughter, and four years ago, her son. The Share-A-Christmas program continues to be an important part of the young family’s holiday season. “Honestly, when you’re a single mother you don’t have a lot of extra money. (Share-AChristmas) just relieves a lot of stress,” said Amber, who still lives in the community. Debbie Visconti, CC55’s executive director, said helping less fortunate people is what the holiday season is all about and the centre is happy to help people in the community who could use a hand up this time of the year. This Christmas, CC55 will be providing food and gift hampers to upwards of 750

people. Another 100-plus families and individuals will be sponsored through the community centre’s adopta-family program, while hundreds of children from across the city will be receiv-

ing toys on Dec. 23 through CC55’s emergency distribution clinic. “We want to provide families with as much as we can. We really want people to have food into the new year,” Visconti said. “Share-A-Christmas is all about neighbours helping neighbours.” And while a number of fundraisers and food drives have already taken place in support of the program, Visconti said there’s still a need for non-perishable food donations to reach and hopefully exceed this year’s ambitious targets. “What we’re asking for now is non-perishable food. We literally need tons of food,” she said. Some of the most needed non-perishables include canned meat and fish, beans, pancake mix, syrup, peanut butter, soups, noodles and sauce, and rice.

Food donations are being accepted at the Freshco supermarket at Victoria Park Avenue and Gerrard Street East as well as at Community Centre 55, 97 Main St. at Swanwick Avenue. Several food donation barrels can also be found throughout the community for the Share-A-Christmas program. Monetary donations are also needed, as are gift for teens, as well as pet food. Anyone able to donate can drop by Community Centre 55. Charitable tax receipts are available. Call 416-691-1113 for details. On Friday, Dec. 18, an “army of angels” will begin sorting and packing the food and gift hampers by hand. Delivery day is set for Tuesday, Dec. 22 starting at 2 p.m. Thousands of pounds of fresh food will also be sorted and packed that morning for those receiving hampers.

Property levy tax shows responsible financial planning

oronto has been in fiscal denial, off and on, since it was amalgamated in 1998. That was when Mel Lastman was elected mayor, promising to freeze property taxes for the first three years of the new mega-city. He pulled it off, but not in a fiscally responsible way. Rather than finding internal efficiencies and cutting services, most of the city’s financial problems were deferred down the line in the service of a tax freeze. When David Miller took over two terms later, the city and council did better, but it was a tooth-andnail fight to implement the land transfer tax and vehicle registration tax, which let council get away with more minor efficiencies and modest property tax increases thanks to a booming real estate market. Those taxes and a municipal workers strike sent Rob Ford into the mayor’s office and while that regime made some mostly unpalatable cuts, once again ambitious spending and our view timid revenue-seeking put Toronto back in the hole. For a time, it looked as though the reconstruction of the Gardiner Expressway, SmartTrack, the Scarborough subway and countless other enhancements were going to bankrupt us all. That’s why we’re happy to see that Tory has effectively abandoned his promise to keep property tax increases at or below the rate of inflation. It’s not that we think higher taxes are a good idea. But the alternative – planning to build a city the size of Toronto on an unsustainable fiscal plan – is folly. Tory’s plan to charge a 0.5 per cent a year levy to build transit and housing is at least a step toward erasing that folly. The tax increase is relatively small: $13 a year for the average homeowner, for five years, on top of whatever inflationary increase they see on their tax bill. By itself, it is neither a great burden, nor the complete solution to Toronto’s needs. There will have to be more revenue grabs. But that’s for another day. For now, we can at least applaud that the days of denial seem to be done.

Mayor John Tory has defied early expectations when it comes to governing a complex Toronto John Tory can be a tough mayor to interview. That’s not to say that our mayor is evasive, or dishonest, or, like the last one to hold the job, openly hostile to journalistic prying. Tory is none of those things. The problem, rather, is the opposite: Tory thinks aloud, considering all points of view and in the end, states nearly all of them – in addition to agreeing with the premise of the question in case that hadn’t come up in one of the other answers. It can be frustrating work, trying to parse the mayor’s views from all that. A lead becomes a multiple choice question. From that, one might conclude that the mayor is simply unprincipled – and by a narrowly political definition of the word, that might be so. Tory does not hold fast with the principles of one

david nickle the city faction or another of our political spectrum. He might have done so in the past. But now, Tory seems content to take his pick. This he has demonstrated ably over his first year in office. For a time, it seemed as though Tory might be of a piece with council’s right-wing intelligentsia: he championed a costly rebuild of the Gardiner Expressway favoured by Conservative members of council, and held fast on the costly Scarborough subway for which former mayor Rob Ford took credit. He has sung the praises of the private sector and made jokes about the folly of big government as well as any right-wing pol might be expected to.

But as the year has gone on, he’s defied those expectations. After talking with business leaders and sport boosters, he backed the city away from another Olympic bid. He used another meeting with the blue-blooded business crowd at the Economic Club of Canada to unveil plans for an annual tax hike to pay for a major round of construction and repair of public affordable housing and transit infrastructure. He flew to Paris right after that, to huddle with world leaders trying to find ways to battle, halt and possibly reverse climate change and when he came back, he announced plans to help Toronto recycle more garbage, consume less energy and get around on foot and on bicycles. This is not the sort of thing you’d have expected

from a guy named Tory. Now some of this might be written off as evidence of a shifting of the political winds. Prime Minister Justin Trudeau’s Liberals came to power on a wave of progressive policies and right-wing repudiation. I would buy that more easily if I hadn’t been exposed so early and often to the push-me-pull-you dynamic of Tory’s psyche. And while it’s a frustrating psyche to try and codify, it might actually turn out to be a healthy one when it comes to governing a big, complex place like Toronto, where public mood and social reality can shift in a heartbeat. Vision, clear and consistent and predictable, might well have had its day.

Spread cheer through good deeds I must admit it has been harder for me to get into the Christmas spirit this year than in the past, and not for lack of trying. Certainly there is lots of festive cheer around the former borough for inspiration and I don’t believe I have ever seen as many houses lit for the holidays as I have this year. In that regard, I really must compliment my neighbours for their efforts, as whole streets are lined with nicely decorated houses that transform the darkness of the season into a true winter wonderland. While it’s always nice to have a white Christmas, this year appears to be one that will be noted for record high temperatures and lack of snow. Likewise, it certainly seems that the prospect of new global conflicts in the upcoming year has contributed in some ways to the dampening of the spirit of the season. I get the feeling others may be affected with what I’ll call the “too much news” blues. That’s the kind of blues

joe cooper watchdog you get when there are just too many uncertainties about what the new year is going to be bringing to us thanks to the many “what ifs” confronting us. Many people are cautiously waiting to see what effect the financial turmoil in Europe may have on the Canadian economy, thanks in great part to the amount of hype the media has made of it. Getting rid of this feeling is not helped if you turn on the radio, or watch the TV as the events around the world seem to be escalating rather than being resolved, no matter how much effort is put into them. Despite the fact that we are now well into the second decade of the 21st century, far too many countries are mired in conflicts that seem more fitting for a darker age than we now live in. The tragic events in the United States, compounded with those in

Syria this week make it difficult to get into the Christmas spirit as fanaticism continues to mar the human condition. Yet when looking out at all of this gloom, one must stop and think for a moment of the events that took place two millennium ago, which are surprisingly similar to our own age. We must remember that even in that hard time there came a sense of hope that still reverberates today. Still, winter is a hard season, and we do need a festival of light and celebration to cheer us, combined with doing good acts for others, to make the season a special one. However, we need to do much more than simply celebrate. This year I hope everyone will make a special effort to give a gift to the new year by continuing to do the good acts of the holiday season all year round. Santa’s Frozen Festival set for Phin Park Santa’s Frozen Festival takes place this Saturday in Phin Park. Phin Avenue Park is located at 115 Condor Avenue in The Pocket neighbourhood, the Danforth and Jones area. Saturday’s fun goes from 1 to 3 p.m., and the event is hosted by Jeff and Dean ‘The Pocket Elves’, and sponsored
