Toronto East General Hospital (TEGH) has a new president and chief executive officer.

Sarah Downey, who is presently serving as the executive vice president, clinical programs at the Centre for Addiction and Mental Health (CAMH), will officially take on her new role at the helm of the east-end hospital on April 1, 2015.

As part of the transition plan, she will start working at TEGH on Feb. 23, 2015.

Downey succeeds Rob Devitt, who has served as the local hospital’s president and CEO since January 2004.

“I’m delighted to be joining the TEGH team,” Downey said in a release.

“I’ve chosen to raise my family in East Toronto and it’s an honour for me to lead my community hospital. TEGH is recognized for the excellence of its patient care, I look forward to being part of the TEGH leadership team and continuing the journey towards setting a new standard in quality and value.”

Eric Tripp, TEGH’s chair of the board, made the announcement on Tuesday.

Small measures can make a big impact on the transit file

G

etting people moving in this city – on our roads and transit routes – is a complicated, political endeavour. Historically, the file moves about as fast as the traffic on the Gardiner Expressway during rush hour, ever frustrating commuters whose lives are impacted daily by the city’s choked arteries.

That’s why it’s refreshing to see some immediate, tangible measures being taken to ease our traffic woes.

Mayor John Tory’s recently announced initiatives are minor in nature compared to talk of mass transit solutions, but they make the best of a difficult situation by effecting change now.

And when compounded over time, these little measures may add up to major our view improvements. At least something’s being done, and that Review small action is breathing some new life into the transit conversation in changes to Toronto. It’s critical we continue to build on this momentum. see effect Tory’s plan calls for several things: the immediate towing of cars and trucks illegally parked on major roads during rush hour, adding more arterial road cameras, ramping up the installation of re-timed traffic signals scheduled for next year, extending work hours on construction sites for large infrastructure projects and making private-sector firms pay more for the privilege of closing lanes and boulevards for construction.

On Monday morning, Tory also made official the all-door boarding of the 504 King streetcar (though many streetcar operators have already been allowing this due to overcrowding). That same day, Toronto police launched their own anti-gridlock campaign to help get us moving.

These initiatives are promising, but there’s still much to do. Long-term strategy is key and that’s already underway with a request for a SmartTrack feasibility study coming from executive committee last week. There needs to be ongoing public consultation. A review process also needs to be in place to see if these short-term measures are having the intended effect – something also called for by JeanPierre Boutros, a former city hall and TTC insider who spoke with us last week.

Fixing the transit problem in Toronto is a big picture kind of dilemma. But these quick wins deliver some much-needed momentum at a time when the transit file’s been all but stalled at the gate.

Welcome to the ‘new normal’ for Toronto So now we’ve begun the “new normal” for Toronto, and it’s certainly much more dignified than what went before.

The swearing-in ceremony at city hall was certainly more in keeping with the tone that one would expect of such an event.

Mayor John Tory’s choice of anti-violence advocate Louise Russo to place the chains of office on him was a class act.

Russo was left a paraplegic due to being randomly shot during a shooting in 2004.

She started the charity Working Against Violence Everyday (WAVE), and is a friend of Tory’s.

This stands in stark contrast to the circus atmosphere that took place four years ago with the choice media personality Don Cherry.

Cherry, wearing a shocking pink blazer, used the opportunity to launch into a tirade against people who

joe cooper watchdog ride bicycles and “left-wing pinkos.”

It set the tone for the next four years of confrontation, polarization and outright hostility that put Toronto on the map for all the wrong reasons.

Time will tell Today we’re still not without controversy as Tory’s choices for his executive are not as inclusive as many wished.

In some ways, the executive looks surprisingly similar to the one that former mayor Rob Ford created when he first gained office of mayor.

Now in some ways this should not come as a surprise, given Tory’s strong roots in Conservative politics.

What remains to be seen is just how much of a

“Progressive Conservative” Tory truly is and how this plays out at city hall.

It is still early in the game and Tory is, truly, new at being part of municipal politics.

Likewise we still have to see how the rest of the appointments to key positions on important committees are handed out.

It would be wrong to see competent councillors put into mediocre roles simply because they are perceived to be “left wing” or connected to the NDP. This would be counter to Tory’s pledge to unify rather than put the city through another round of divisive politics.

We’ve already seen what damage and lack of progress comes from the kind of circus we had for four years.

Tory has a great opportunity here to show both his critics and supporters what he is capable of doing as a fully endorsed leader.

So that is the real question: can Tory deliver on his promise to lead the city into unity?

Questions asked There is no question that the amalgamated city of Toronto is a great beast of a municipality and it’s still not working.

Frankly, I posed the same question of David Miller when he came in ready to unify and reform the city.

Was the city just too big and unwieldy to be managed by one mayor?

For all his best intentions and good work, Miller left under a cloud of controversy and paved the way for Rob Ford’s tenure.

Now we’ll just have to see if Tory has “the right stuff” to make Toronto actually work as a unified city.

Support of Mammoliti troubling The voters of Ward 7 returned Giorgio Mammoliti to office this year in one of the least explicable electoral decisions this side of 2010.

The long-serving councillor is, after all, under investigation by police for a fundraiser that so egregiously violated the rules under which councillors operate, that council also docked three months of his pay.

The one thing to say in defence of these perplexing constituents is at least they don’t have a relationship with former members of the Sussex Group – a lobbying organization named prominently in the integrity commissioner’s report as contributing to the councillor’s $80,000 take from the 2013 fundraiser.

The same cannot be said for Mayor John Tory, who hired two former members of the energetic lobbying organization as his senior staff: Chris Eby as his chief of staff and Vic Gupta as his principal secretary.

Those hires raised some eyebrows around City Hall

david nickle the city when it was announced shortly after the election. It wasn’t really a problem, until now – just a week after Tory pushed the appointment of Mammoliti to two influential (and potentially influenceable) bodies, the committee that appoints members of the committee of adjustment, and the board of Exhibition Place.

Mammoliti has now come forward with a request to cover $48,000 in legal bills he’s accumulated, attempting to strike down the report from the integrity commissioner, and restore the $26,000 in pay he’s lost.

The audacity would be shocking in any other councillor than Mammoliti, whose torqueing of the entitlements of office has been almost a secondary career to the one he’s used as councillor. It’s still noteworthy, but it also resurrects uncomfortable

questions about the embrionic Tory administration.

One could sense last week that Tory and his team had realized they’d made something of an error, at least in supporting Mammoliti for the committee of adjustment appointment body.

A motion by ScarboroughAgincourt Councillor Norm Kelly, to add more members to that committee (and so dilute the individual influence of each councillor) passed easily.

The Exhibition Place appointment went through easily.

None of this suggests Tory or his team are behaving improperly, or there’s anything legally wrong with appointing the duly-re-elected Mammoliti to boards and committees for which he’s eligible.

But appearance is important in politics, and it sets a tone early in the term – and the tone that the mayor’s tacit support of Mammoliti sets is a troubling one.

GO Transit riders should brace themselves for a fare hike in 2015.

The regional transit agency is recommending Metrolinx’s board of directors, scheduled to meet today, approve a tiered fare increase to take effect in February.

For the first time, GO wants fares to be determined by calculating total distance traveled.

For example, the minimum cost of $5.20 for a oneway trip would increase by 10 cents, while it will cost 50 additional cents compared to 2014 for fares exceeding $8.25. The fare hike works out to an average of five per cent compared to 2014.

Toronto’s city-operated bike share service has a new corporate sponsor and, it would seem, long-term viability.

This week, Mayor John Tory announced TD Bank will partner with Bike Share Toronto, a move he vowed

Despite record ridership, Bike Share, when it was known as BIXI Toronto, still needed a bailout in 2013 from council to not default on a city-backed loan of some four million dollars.

As the head of the only G8 country without federal dedicated funding for transit, Prime Minister Stephen Harper was named Transit Troll of the year, beating out Ontario Premier Kathleen Wynne and councillors Doug Ford and Giorgio Mammoliti for the “honour”.

Despite beating last year’s all-time high, the TTC will not meet its ridership growth projections for 2014.

The transit commission had hoped to reach a threshold of 540 million rides this year, representing growth of 3 per cent over 2013, but it’s expected to fall five million short.

In his monthly performance report to the TTC board, TTC CEO Andy Byford said 2014’s final ridership tally will still exceed last year’s record total of 525 million rides.

EYCI grad scores at the ACC Vancouver Canucks stayat-home defenceman Christopher Tanev no doubt wishes that his first ever hometown goal at the Air Canada Centre – and his first of the season – Saturday, Dec. 6, could have come under better circumstances.

But Vancouver suffered a rare loss to the host Toronto Maple Leafs 5-2. Tanev’s goal – a nice goalmouth tip-in – cut the deficit to 4-2 in the third period at the time.

When the 24-year-old East York native was suiting up for the East York Collegiate Goliaths hockey squad in Grades 9 and 10, he probably didn’t have the remotest idea he would, one day, be playing at the ACC in an NHL game.

Especially given he wasn’t even playing triple-A hockey at the time. Prior to attending EYCI, Tanev attended Cosburn Middle School. He now has nine NHL goals in 185 games.
