After recognizing the wave of interest in amateur singing, the musically gifted Lindell now finds herself at the forefront of

a 14-week community music course offered at Centennial College’s Story Arts Centre in East York called Raise Your Voice.

Lindell, a big believer of the benefits of singing, put forward a proposal to the college offering a singing course aimed at those in the community eager to learn or build their music skills.

“What inspired me the most about getting this course started is when people approached me after my shows asking if I taught music,” Lindell said.

“There seems to be a need for singing, a movement in our society where people want to learn how to sing.”

A York University music graduate, Lindell is a soulful blues and folk vocalist who

has been singing since the age of two. She recently released an album called Overflowing which was well received by the local music community.

City councillors for Ward 29 (Toronto-Danforth) and Ward 31 (Beaches-East York) Mary Fragedakis and Janet Davis respectively will be present.

From the province, MPPs Arthur Potts (Beaches-East York) and Peter Tabuns (TorontoDanforth) will be greeting residents.

Federal MPs Matthew Kellway (Beaches-East York) and Craig Scott (Toronto-Danforth) will also be attending the levee.

Organizers ask residents to bring a non-perishable food item to donate to community food banks. The Beaches International Jazz Festival will be sponsoring the levee’s entertainment with a performance by Discovery Through the Arts.

The annual New Year’s Levee at the East York Civic Centre will take place from 1 to 3 p.m. Refreshments will be provided.

ontinuing with youth initiatives and enhancing the police presence along the Danforth are among the top priorities for East York’s 54 Division.

“We’ll have to look at what the service priorities are as the new (police services) board starts setting direction and the new chief starts setting direction, but right now we’re going to build on the successes we’ve had, which is our neighbourhood officer program and working with the youth,” 54 Division Supt. Bill Wardle said in a year-end interview.

As part of the neighbourhood officer program, four officers are assigned to work strictly in the Flemingdon Park area, located in the northeast quadrant of the division.

“They have BlackBerry devices so that the community can contact them directly if need be about ongoing long-term problem solving,” Wardle said. “We’ve got a hockey program that the officers run up there that takes place every Sunday at the community centre. We have 128 kids that the officers mentor and coach in hockey.”

The children learned to skate in the fall, and on Jan. 11 the puck drops on the first game and the season begins.

“These are all local kids from the community that otherwise wouldn’t have a chance to play hockey,” said Wardle. “And it really connects the neighbourhood officers as well as our other officers who come and help with the community.”

Officers run a basketball program every Friday night for youth from Flemingdon, Crescent Town, Parma Court and Pape and Cosburn.

School resource officers have also been assigned to Danforth Tech and Marc Garneau high schools.

The importance of the programs, Wardle said, is to get youth to see police officers in a different light, “in a way that’s not always in an enforcement capacity.”

increased their presence on the Danforth, something that will continue in 2015. w On March 9, Timothy Kevin Milley, 54, died following a fight near Greenwood and Danforth avenues.

A 46-year-old man was charged with manslaughter. w On March 19, Jonathan Stefan Khan, 21, and Shawn ChestnutReddick, 22, shot and killed each other during what police called a chance encounter out front of 2215 Danforth. The two had a pre-existing conflict with each other. w On Sept. 8, Dwayne Goodwin, 22, was stabbed to death and another man was stabbed in the torso near Danforth and Dawes Road. Two males, ages 16 and 19, were charged with second-degree murder and attempted murder. w On Sept. 27, Nahom Berhane, a 34-year-old father of two and member of the city’s Eritrean community, was fatally stabbed out front of 1220 Danforth. A 23-year-old man was charged with second-degree murder.

Wardle said officers are being encouraged to get out of their cruisers and patrol the Danforth on foot or bike in an effort to increase their visibility.

Despite the Danforth homicides, overall crime in the division is down.

“We’ve had a real 10-year trend in crime decreasing significantly,” Wardle said.

But police remain vigilant. Officers also increased their presence on Dawes Road this year in response to shootings and complaints about drug trafficking.

On Jan. 20, Matthew Archibald, 40, was stabbed to death in an apartment at 500 Dawes. A 30-year-old man arrested at the scene was charged.

“They really try to keep the uniform presence both inside the buildings and outside,” said Wardle, noting the walkabouts have led to drug arrests and arrests in a break-and-enter. “It’s reassuring for residents to see a police officer walk through the underground garage and knowing that we’re keeping an eye on things for them.”

Police have also made an arrest

in connection with sex assaults on women onboard the Flemingdon Park TTC bus (Route 100C) from Broadview subway station. The investigation began when a woman who had been victimized (but hadn’t reported the crime) saw the same suspect sexually assault another rider.

She then reported both crimes, and police arrested a 35-year-old man within a few days.

“There’s been some high-profile events this year that’s really helped educate the public about reporting (sexual assaults) and the response that they’ll get from the police,” Wardle noted.

Wardle took over as unit commander of 54 Division in January 2014 after an eight-year stint running the mounted, police dog and marine units.

The mounted unit has helped 54 Division at special events and with patrolling the Danforth.

Wardle hopes to expand the partnership with horseback patrols in priority areas such as Flemingdon and Dawes Road. “It’s really amazing when you see the horses go into a neighbourhood how the kids would come out,” he said. “It’s a great bridge builder with the community.”

or most people looking for work, going up against a four- or five-person hiring committee is nerve-wracking enough.

Candidates for the top policing job in the city will have it a little tougher.

“It’s a citywide interview process,” said Michael Thompson, former Toronto Police Services Board vice-chair.

Thompson and Chair Alok Mukherjee developed the system for hiring the replacement for Toronto police Chief William Blair, whose term ends in April.

“It’s an open, transparent, fully accessible process that everyone’s involved with,” Thompson said. “The system and process we put in place allowed for internal/ external discussion to come up with the criterion we want.”

The first part of that process, stakeholder consultations, have already taken place.

The consultations looked to find answers to four questions: what are the top challenges faced by the new chief; what competencies will the chief need; what would those competencies mean from different perspectives; and what would they look like on an everyday basis. common themes In a report to the police services board Dec. 5, the consultants noted some common themes.

The chief needs to be visible and build relationship among stakeholder populations. Communityoriented policing is essential. The chief must recognize diversity.

Stakeholders also wanted a chief to bring innovative ideas, at the same time as he or she listened to community needs.

The Police Services Board will then use that information to come up with a short list.

Thompson said final applicants will face not only the hiring committee, but the general public.

“It’s a full engagement process and the public will be able to hear from them,” Thompson said. “It’s never happened before in the city. We felt that we wanted to see something open and transparent. I think that’s interesting and cool.”

A year of change for Toronto police

ith a new mayor already in office and a new police chief to be named in the spring, 2015 is guaranteed to be a year of change for Toronto.

Among the challenges for Mayor John Tory, who officially took office at the beginning of December, the hiring of a new chief to replace Bill Blair will be among the most critical.

The relationship between the Toronto Police Services Board and police officers is not a good one at the moment, with the police union upset at board chair Alok Mukherjee for his recent Facebook post regarding the number of blacks shot by police in the United States. Also, Blair is unhappy with the board for its position regarding a report on “carding” of community members in North York’s 31 Division.

Tory has made a good move towards repairing these relationships by taking a seat on the police board himself, something former mayor our view Rob Ford did not do. Hopefully, trust can be rebuilt between police board members and, most 2015 to see a officers, importantly, the residents they new chief at serve and protect.

Key to that will be the selection the helm of a new chief.

In today’s edition, we look at the selection process that will be used to hire Toronto’s next police chief. It’s a much more public process than ever before, and more information can be found in our feature on page 3.

Also in today’s edition we’ve talked to those in charge of the police divisions in our community (12 and 13 Divisions) to see what their priorities are for the coming year.

Reducing street crime and working with youth were among the main goals identified by many of the divisions. A visible police presence on the streets helps keep street crime at bay, and gets officers out in their community interacting with those who live and work there – especially youth.

It’s a good goal, but sometimes with community contact comes criticism.

The carding report in 31 Division raised concerns that young black members of the community were being unfairly singled out for negative attention by police.

There’s a fine line between having officers on the streets to deter crime and increase the sense of community safety while at the same time not appearing to target one group for undue attention. It will be an early and crucial test for Toronto’s new police chief to find that balance.

City makes helping the environment easy

ne of my personal New Year’s traditions is cleaning out the previous year’s collection of accumulated stuff and heading off to the local garbage transfer site to have it properly disposed of.

This also includes a significant amount of recyclable material that I tend to generate through my work as a professional writer.

I mention this because over the summer during my hikes and bicycle rides around the city and countryside, I come to see just how thoughtless many people are about garbage disposal.

It is amazing how some people can think nothing of going up to the edge of the Don Valley and dumping a load of old furniture or building material into the wooded areas.

Beyond the ecological and esthetic damage that such illegal dumping does,

joe cooper watchdog there is simply no need for it under the existing provisions of Toronto’s waste management system.

Last year I took 60 kilograms of household garbage up to the transfer station at 188 Bermondsey Rd. and it cost me all of $5.

It is worth noting that anything that is recyclable costs nothing to be properly disposed of, and a private individual can take in up to 150 kilograms per day.

The whole process is simple as you go up with your car or truck filled, and get weighed in.

You do have to give them a $20 deposit, but you get most of that back when you leave.

there as quickly and as safely as possible.

While I was there, the person at the weigh scales gave me an important information package that is worth knowing about because it applies to both homeowners and businesses.

The city knows that many people are tempted to simply dump their garbage illegally due to the perceived costs of doing it properly, so a significant cost exemption is available to help prevent that from happening.

Each home in Toronto (and York Region for that matter) is allowed to dispose of up to one tonne of home improvement mate-

rial per year.

Likewise, if an illegal dumping takes place on one’s own property, the cost of disposing that material properly is also free for up to the same weight.

Businesses who have had illegal material dumped on their property are also exempt for the costs of up to one tonne.

You do have to apply for this exemption and follow the simple rules and regulations that are required.

You can pick up a copy of the form (which also has detailed information about the city’s disposal policy) at the Bermondsey transfer station, or by calling Toronto’s solid waste management services at 416-392-5443 to have one sent to you.

david nickle the city of government requesting the additional stop, for their signature. Then, it will be off to the TTC and Toronto Council, to get the approval to add at least $100-$150 million to the $3.56 billion project.

If the idea goes through and the engineering checks out, the additional station will certainly serve Scarborough commuters better.

But one can’t imagine Tory is pleased at the idea of opening a discussion now about how that line might serve Scarborough commuters better.

That might lead some councillors to hold up the $3.66 billion (minimum) four-stop Scarborough subway paid for in part by 30 years of property tax increases, against the $1.3-billion, seven-stop light rail plan paid for entirely by the provincial government.

And that might lead to the one thing that Tory asked De Baeremaeker to prevent: a re-

opening of the Scarborough subway debate in the first year of his mandate.

For the sake of the city, that might be a healthy debate to have.

When council approved the subway extension in 2013, it was doing so amid unprecedented municipal turmoil thanks to the Ford drama, and when the matter came up in the mayor’s race, it was before an electorate seized of a need for stability above all else.

Now that the election is in the past and the city has emerged relatively stable, it might be prudent to reconsider the massive yet inadequate infrastructure project with its pocket-book-denting price tag.

But if you’re John Tory, it’s got to be embarrassing: to have that debate kicked off by the freelance tinkering of one’s trusted deputy mayor who’s trying to increase public spending on an already-toorich deal that was supposed to be done.

When Mayor John Tory asked the Scarborough Centre councillor to be a deputy mayor, he spelled it out as clear as day: Keep the Scarborough subway plan on track. Make sure the thing gets built.

Don’t let it get mired down in bureaucratic malaise, or Metrolinx monkey business.

And if anyone on council gets any idea to bring the costly project back to council for another possible derailment...

Well, Glenn, you know what to do.

Those were De Baeremaeker’s marching orders. But as revealed in an interview with The Mirror’s Mike Adler, De Baeremaeker has different ideas.

The three-stop subway extension, he said, needs a fourth stop. And he’s going to make sure it gets one, right at Danforth Road and Eglinton Avenue.

The frequency of “manspreading” has transit riders riled up to the point they want the TTC to so something about the practice.

In response to several cities launching awareness campaigns to address the phenomenon of men spreading their legs widely askew, thereby hogging scarce seating space, transit riders of all genders are calling on the TTC to speak out on incidences of manspreading.

The movement has gained momentum through social media pressure, resulting in pushback from a self-styled men’s rights group, which recently launched an online petition defending a man’s right to spread his legs, regardless of the inconvenience to others, on “biological” grounds.

The incident took place around 10 a.m. Saturday when the bus, making a left turn at Main Street and Danforth Avenue, collided head-on with a streetcar headed north. Four people, including the driver of the bus, were taken to hospital for treatment; none of the injuries are considered lifethreatening.

Police announced Monday the bus driver was charged with careless driving.

In the wake of collisions involving TTC vehicles, CEO Andy Byford recently announced plans to fasttrack a review already underway of driver certification and training procedures.

A planned pedestrian and cycling bridge over the Fort York rail corridors is ready for construction, the city’s planning department

announced last week.

The province recently ratified an updated environmental approval amendment for the project in November, which would see two structures built at separate crossings between Stanley Park North and the western grounds of Fort York.

GULATI TAKES OVER FOR CITY wCYCLING

There’s a new manager in charge of the city’s cycling department.

Jacquelyn Gulati will replace interim manager Daniel Egan on Jan. 26.

She’ll be tasked, among other responsibilities, with overseeing expansion and maintenance of the city’s bike lane network.

Previously, Gulati was with the city of Mississauga where she helped develop a 20-year cycling master plan that would place cycling routes within one kilometre of 95 per cent of the city’s population.

Local councillors share goals for upcoming year MIKE ADLER madler@insidetoronto.com East York councillors, two veterans and one rookie, have different goals during the first year of a new term.

Mary Fragedakis says people in her ward want more attention at city hall than they’ve been getting.

“They want their fair share.

They want equity,” the returning Toronto-Danforth representative said earlier this month.

‘Forgotten’ East York With much of the city’s attention on big downtown projects, some of her constituents rightly complain “we’re forgotten,” Fragedakis said in an interview.

The councillor, who made her remarks after council’s budget committee decided it

won’t hold a public comment session in East York early in 2015 due to time constraints, said she doesn’t want to add to Toronto’s “urban-suburban divide.”

But her Ward 29 - one-third in old Toronto, two-thirds in East York - shows residents have “a different mindset” north of Mortimer Avenue, she said.

“They’re a little more suburban” and car-centric than East Yorkers closer to Danforth Avenue, and parking and commuter infiltration is a huge issue for them, Fragedakis added.

Some of her priorities for 2015, therefore, involve traffic calming projects and sprucing up Toronto Parking Authority lots around the Danforth.

She is also continuing work on a study to guide development on Broadview Avenue, getting residents to talk about

improvements they’d want along that street.

“People want development, they just want it to be appropriate,” said Fragedakis, who’s no fan of the proposed “Scarborough subway” extension for the Bloor-Danforth line.

Downtown Relief Line If it gets built, the extension will just add more passengers to a line whose westbound trains are already full when they leave Pape station, she said, but a Downtown Relief Line would help people in her area.

Jon Burnside, the only member of the new council who got the job by beating an incumbent, said one of his top jobs is redeveloping Leaside Park, which is, confusingly, in Thorncliffe Park.

changed to reflect that community,” Burnside said this week, adding the only significant park serving 35,000 people in Thorncliffe doesn’t satisfy their needs because the space isn’t being used properly.

Burnside said he’ll back John Tory in the new mayor’s efforts to attack gridlock and build SmartTrack, a surface rail line which the new councillor said will free up space on the future Eglinton Crosstown light-rail transit line.

The Don Valley West councillor said he’ll speak with the city and the provincial transit agency Metrolinx about ways to stop infiltration into Leaside neighbourhoods, a problem that could worsen along with local LRT construction along Eglinton Avenue, as commuters try to “jump the queue” by heading through Leaside.

Burnside will set up committees in both north and south Leaside to look at ideas - including an extension of Redway Road, which he supports - to deal with traffic, though he warns anything done to reduce motorists’ movements will inconvenience some residents.

Dawes Road library Janet Davis, the most senior of the three councillors, said she wants to work on a new home for the Dawes Road library, since the present branch building is “a challenge to maintain” and inadequate for youth, as well as on a master plan for recreation, natural environment and trails in Taylor Creek Park.

She would also like to see improvements, which are behind schedule, completed early next spring

along Danforth Avenue in her ward.

She would also like to see a re-opening during the spring of the Crescent Town Club, which was shut down for six months after an explosion.

Davis also said she’ll work with Danforth East Community Association to change the province’s vacant property rebate program in order to give store owners in that area an incentive to have “pop-up” tenants in their buildings.

The Beaches-East York representative said she’ll continue to push Torontowide for more affordable child care and would like council to reconsider instituting a licensing system to force city landlords to make repairs.

Bus driver charged after streetcar crash A TTC bus driver has been charged after the bus he was driving collided with a streetcar at Main Street and Danforth Avenue Saturday.

Four people were taken to hospital as a result of the 10 a.m. crash. “It looked spectacular but (the injuries) were relatively minor,� Const. Clint

Stibbe said. “The streetcar was proceeding through the intersection and the bus made a left-hand turn in front of that streetcar, at which point they collided and the bus was pushed back out of the intersection by the streetcar.�

The name of the bus driver hasn’t been released by police.
