A local principal has been named one of Canada’s best. Crescent Town Elementary School’s principal Tammy Ross was awarded with Canada’s Outstanding Principal Award by The Learning Partnership, a national organization that champions excellence in education. “There isn’t anything in particular that sets me apart from other principals,” Ross said. While her admission is humble, her peers and colleagues, who nominated her, believed otherwise. Ross is at the helm of an inner-city school that boasts a large number of students who are new to Canada. Ross joins 51 educators across Canada as one of this year’s winner. “English is not the first language of 90 per cent of our students,” said Ross. “Many of our teachers have English as a Second Language (ESL) training, which is a tremendous benefit.”
The advantages of having ESL trained staff is evident with the school’s Education Quality and Accountability report, which shows that in 2012, 73 per cent of students in the school met the provincial reading standard and 84 per cent met provincial writing standards. CULTURAL TRADITIONS According to Ross, it is important that the students meet and exceed provincial standards, but as educators, Crescent Town Elementary School staff strive to respect and honour the traditions and cultures unique to each student and their families. “It is important that we respect their culture by celebrating their traditions,” Ross said. band there. The band is notable for being the first LGBT group to participate in the parade, when it initially did so in 2009 during President Obama’s first inauguration. Lockie and Nichols marched

Bowmore principal earns national honours DANIELA PITEO eym@insidetoronto.com Bowmore Road Public School will join seven other Toronto-area schools this year that have been honoured with an Outstanding Principal Award. The Learning Partnership, a national organization, will present principal Thelma Sambrook with the award at a ceremony to be held Feb. 26. “What good work can we do from the start of the day to the end of the day,” Sambrook asks of the staff and students at the school in Coxwell Avenue and Gerrard Street area. “The focus is on making every day a special day.” Sambrook’s vision of doing good work each day can been seen in the hard work of her staff and students as they advocate making the area an accessible neighborhood. “The work we do at the school
focuses on a more inclusive world,” Sambrook said. “We consider social justice an important issue.” As a collaborative author, Sambrook helped write the story of Luke Anderson, a quadriplegic who chronicles his tale of being an able-bodied young man until he sustained severe spinal injuries during a mountain biking trip in the British Columbia interior. “The profits from the book go to creating greater accessibility in the City of Toronto,” Sambrook said. The students at Bowmore Road Public School have been inspired by Sambrook’s book, and through the Me to We Foundation, an advocacy group that offers people better choices for a better world, they began to canvas their community, spreading the word on the importance of creating and maintaining an accessible neighborhood. “The students feel empowered when they contribute to change,”
Sambrook said. “I feel the world is in good hands.” She said having fun and participating in the community are important Bowmore Road. “We encourage the children to engage the community and have fun,” Sambrook said. “We want the kids to like school and the work they do. It is very rewarding to see the students shine and be able to share their accomplishments family and the community.” There is a strong emphasis at the school that promotes a focus on people. “The tone in our building is quite positive,” Sambrook said. “I get to work with talented educators. I am inspired by their hard work and I focus on highlighting their achievements.” She said Bowmore’s staff and students share in the award. “The (Outstanding Principal Award) is not just an award for me,”

City’s needs must be taken seriously at Queen’s Park
W
ith the swearing-in of Premier Kathleen Wynne earlier this week, and the naming of her new cabinet, Torontonians are right to expect our city to be taken seriously at the highest levels of Ontario’s government. Wynne, the MPP for Don Valley West since 2003 and before that a Toronto District School Board trustee, is the first Ontario premier from Toronto since the NDP’s Bob Rae in 1990. It was Rae’s government that proposed subway lines for both Eglinton and Sheppard avenues, a plan killed by the Progressive Conservative government of Mike Harris, which was elected in 1995. Maybe this time things will our view be different. Wynne’s cabinet has 27 members, five more It’s time for than there were when Dalton McGuinty prorogued the proprovince to put vincial legislature in October. And the representation from Toronto first Toronto is significant with nine of its members representing Toronto ridings. Adding another five from the surrounding 905 municipalities, that’s a strong voice at the cabinet table for the Greater Toronto Area. Wynne, who served as both an education and transportation minister in McGuinty’s governments, has first-hand knowledge of both those files and we can expect her to make both of them priorities. While the education issue is province-wide, transit is at the top of Toronto’s list. Wynne has recognized that by naming Toronto Centre MPP Glen Murray as minister of both transportation and infrastructure. They understand just how important Toronto’s transit is to the GTA and to the economic health and success of the province, and we’re expecting results. And those results start with funding. Metrolinx must present a report to the premier later this year on how to pay for the $50-billion Big Move transit improvements planned for the Greater Toronto and Hamilton Area. Metrolinx is holding consultations with residents as is the City of Toronto’s Feeling Congested meetings, the last of which took place last night at Metro Hall. At the Metrolinx meeting in North York recently, attendees said they wanted construction started and were willing to pay more if that’s what it took. To the editor: This is an open letter to city council (particularly to the East York councillors). It is beyond understanding, beyond any logic, the way snow plowing is done in the area. This former East York area is highly populated by older people, retirees. When snow comes, seniors will come out two or three times a day to slowly shovel the snow from their sidewalks and their driveways so they can have access to the road. After the sidewalks and the driveways are cleared, the Bobcat comes around to clear the already-cleared sidewalks. Then the snowplow comes to block the cleared driveways so the old retirees are imprisoned. Please, do not plow our street. Do not plow the snow from the street and throw it in front of our driveways. Leave it on the road, it will eventually melt. George Pornaras
Asking questions counters political propaganda
B
ack in 1937, a group of Americans from many different occupations came to be concerned about the state of democracy in their country, particularly when it came to public debates about important issues. Their concern lay in the fact that social manipulation, rather than logic and facts, which had previously characterized democratic life in America, was winning important debates too often. To help remedy this situation, Clyde R. Miller and other concerned citizens formed the Institute for Propaganda Analysis, whose reports and publications are still relevant today. One of the great discoveries made by the Institute was the seven basic devices employed in propaganda campaigns to manipulate public opinion. These are: Name-Calling, Glittering Generality,

Transfer, Testimonials, Plain Folks, Card Stacking, and Band Wagon. Name-calling is the definition of groups or individuals with a negative label such as socialism, yuppie or yerrorist in order to tear down their status and credibility in a debate. Glittering Generality are virtue words such as patriotic or civilized, where the user manipulates their definition to suit their own purposes and to keep others from using those words in a debate. Transference is the linking of important symbols such as flags, monuments, historic events or intuitions
to policies or issues in order to legitimize them and thus end debate. Card Stacking is where you ensure that the public does not know about opposing arguments or alternative ideas, while ensuring that your own points get as much coverage as possible. Last, and most important, is making sure that being on the Band Wagon of a particular idea or policy is seen as being the only place to be, unless you want to be thought of as being different, unusual or just plain stupid. However, you have one great tool to counter propaganda devices and that is the question “why”. Over the next few months, we are going to be swimming in a virtual ocean of propaganda as all three levels of government come closer to their different election times.
You will be encouraged to jump on various bandwagons, honour testimonials, respect values and embrace various ideas, symbols and causes. The labeling and vilification of politicians, individuals and journalists will certainly take place, while facts and information will likely be controlled and manipulated. Always ask why an issue is suddenly important or why a certain ideas are considered bad or off-limits for discussion in political debates. More importantly, ask who is pushing for a debate or political change; is it really a public issue or some topic manufactured in a political back room. n Joe Cooper is a longtime East York resident and community activist. ave you ever wondered if you had done something differently in your past, if you could have altered the course of your life or someone else’s? East Side Players (ESP) is gearing up to stage Communicating Doors by Alan Ayckbourn, a story about three women who alter their fate by changing the past and subsequently, change their future. This show has a plot line that sounds like it’s straight out of a movie. Marina Leyderman, firsttime director for ESP, said it is a combination of a dramatic, science-fiction, thriller with comedy, murder-mystery and time travel in the mix. “It has all the elements, but the drama is definitely there and so is the science fiction,” she said. This is because of the time travel component that sees one woman named Phoebe, travelling back in time in order to give warning to someone who was murdered 20 years earlier.
Set in London, England, 2032, in the fancy Regal Hotel, Phoebe is there to meet a client, a wealthy businessman, when the meeting takes an unsuspected turn. Tammie Van Dyk, who is playing Phoebe, said the client she is meeting, an aged and ailing man named Reece, actually wants her there for an unexpected reason that essentially puts her life in danger. “My sole reason for being there is just to witness his signature on his confession,” Van Dyk said, adding that the confession tells of his part in the murders of his first two wives in that very hotel. To make matter worse, the counterpart to the murders, Julian, comes across this confession after Reece collapses. “I am forced to bring Julian back to the room, at which point he sees the confession and that’s when says, ‘You’re not going to get out of this alive,’” Van Dyk said. Phoebe then flees to the closet which, to her surprise, leads back to that identical suite 20 years earlier in 2012, to his second wife. Ruella on the night
she’s to be murdered. After some interesting interactions between the two women, Leyderman said they form an unlikely bond and must band together to save all their lives, including his first wife who was murdered in 1992. “They travel back and forth between the future and the past trying to save his first wife, and if they are successful, they all get away from the killer and everything that happens will change their lives,” she said. action and drama Besides the action and drama, Leyderman said there is a touching human element in the show, the development of the relationship between Phoebe and Ruella, who have to build a trust in an unlikely scenario in order to change the past. ‘To me, it’s something very interesting and touching and I think in the majority of productions it wouldn’t be the main focus...” Leyderman said. Van Dyk said Ruella is a very strong and nurturing woman, and it’s interesting to see how
their relationship builds, how they become allies and how their lives are irrevocably altered after they meet. While this show has action, intrigue, mystery and time travel, Leyderman said the timetravel element is the biggest challenge to communicate to audiences because they’re travelling through the decades but in the same location. However, she said the plot will be easily followed through the script, and specific staging will make it clear. “The set is critical, the costumes must be interesting, the lighting is important as well as the sound, and the special effects...so it has all the elements of the theatre cleverly put in one script,” Leyderman said. n Communicating Doors opens Feb. 21 and runs until March 9, 8 p.m., with 2 p.m. matinees on Feb. 24 and March 3, at The Papermill Theatre, 67 Pottery Road. Looking at term limits for council
O
n Monday, Willowdale Councillor John Filion gave up what for him had been something of a calling – the chairmanship of the Toronto Board of Health. He’d been at it for awhile; but for three years, he’s been the face of public health since amalgamation. And there’s no reason he shouldn’t; after all, aside from a notable gaffe involving food carts, he’s done a pretty good job. And it’s not against the rules. But what if it were? And what if it were against the rules for Filion to even be on council as long as he has? Both are questions that have come up recently around city hall – not about Councillor Filion in particular, but about councillors in general. Should councillors be able to sit on boards and committees, term after term after term? Should councillors be allowed to sit on council for as long as they can get elected? Toronto’s executive committee voted to look

into the former; and two first-term councillors are hoping to convince their colleagues to look at the latter. The executive committee question might get answered. But it’s unlikely the motion coming forward from Mary-Margaret McMahon and Jaye Robinson to look at a threeterm limit for councillors will pass. There are rather too many councillors in Filion’s position. If they voted for term limits, they’d be voting themselves out of a job next election. It’s too bad, because the heart of the McMahon/ Robinson motion is not an ageist attack on long-inthe-tooth politicians. What it is, is a recognition – and repudiation – of a sad reality: that Toronto Council

has become balkanized, where old political feuds routinely drown out intelligent debate. Wiping the slate clean of those old feuds by removing all those old politicians would undeniably be effective. As with many effective plans, it would also be a little anti-democratic. Over the years, career councillors have become formidably skilled in seeing through policies and projects that make the city better. Sometimes, those ugly fights on the floor of council are necessary evils. But council needs to have a long talk about how to both open the doors a bit wider to membership, and raise the level of debate beyond that of a grudge match. group, which had only two days together to get its performance up to presidential standards. Nichols marched as part of the honour guard, carrying her flag at the front of the group, while Lockie
performed with the colour guard, dancing and spinning his flag along to the band’s music. Lockie had to learn routines for four different songs, which he admitted was a little nerve-wracking under the circumstances.
“Everything was done basically by distance education, so we had video clips that we had to follow. They would email them to us, and we’d have to learn the routines based on the video clips,” he explained.
Lockie and Nichols are members of ROTC Toronto, the Righteously Outrageous Twirling Corps. The performance ensemble has been part of Toronto Pride for 18 East York’s Dave Lockie, left, years, and appears regularly and Port Hope’s Jackie Nichols in Washington, D.C. in many other parades.

Municipal Class Environmental Assessment Notice of Study Commencement The Process The study will follow the requirements set out in the Municipal Class EA document (amended 2011). It will define the problem, develop and evaluate alternative solutions, assess impacts of the proposed solutions, and identify measures to lessen any adverse impacts. Members of the public and interest groups will have opportunities to provide their input at key stages throughout the study.

Study Overview The City ofToronto has initiated a Municipal Class Environmental Assessment (EA) study to assess flooding problems during heavy rainstorms in Basement Flooding Area 1 (see map) and to recommend solutions to alleviate future basement and surface flooding in this area.
Background The City ofToronto has historically experienced severe storms, which have caused the recurrence of surface and basement flooding. On August 19, 2005, the City experienced a severe storm that produced flooding of many residents’ homes, erosion in ravines and watercourses, and damage to City roads, bridges, and sewers. In response, City Council approved the “Basement Flooding Work Plan” to undertake investigations to alleviate future flooding in 34 basement flooding areas, including Area 1.
Two Public Information Centres (PICs) are planned for this study.The first PIC is tentatively planned for late Spring 2013. City staff and the consulting team will be present at the PIC to provide information, answer questions, and discuss the next steps in the study process. Notification of the PICs will be advertised in the local community newspaper and notices will be mailed to addresses within the study area.
