For the 20th consecutive year, the charitable, multi-service neighbourhood centre is hosting a Black History Month celebration. The event, which always takes place on the last Sunday of February, is organized by a planning group that consists of about 10 local youth under the guidance of Anthony Fagan, a

Phung said the Lunar New Year is the most important and auspicious time of year for Chinese people, and it’s great to be able to celebrate it in Canada. “We like to keep our traditions,” she said. Wen agreed. “In the Chinese New Year,

It’s an exciting time of the year for the residents of Frances Beavis Manor in Riverdale. On Thursday, Feb. 26 from 11 a.m. to 1:30 p.m., the Toronto Community Housing building for seniors at 369 Pape Ave., just north of Gerrard Street East, will be hosting its annual Chinese New Year celebration. More than 100 people are expected to take in the Year of the Ram festivities. For several weeks, those who take part in the building’s twice-weekly social programs have been busy rehearsing their dancing and singing numbers for the event. Guozhen Wen has served as the leader of the building’s traditional Chinese dance

team for three years and said she really enjoys it. “Dancing is a very good activity for our health,” she said following a recent practice. “Especially in Canada with the very cold weather, we don’t have to go outside to do physical fitness.” Wen, who has lived at Frances Beavis Manor for three years, always loved to dance but didn’t fully get into it and start teaching until after retirement. “This is my way to give back to the community,” she said. Paksoon Chan, originally from Malaysia, has been in the residence’s singing group for three years. “I really like the Chinese folk songs and I really like to come because there are lots of

Feds smart to back SmartTrack

M

r. Mayor goes to Ottawa, and with him a pitch for those in our nation’s capital to consider his SmartTrack transit plan, the key plank in John Tory’s run to become mayor of Toronto. With the city already on shaky budgetary/financial footing – Toronto is to borrow from itself to fill the 2015 budget hole, and city manager Joe Pennachetti is looking at “new” revenue tools to fund growth – all levels of government need to step up. Especially when considering how much money Toronto sends to Ottawa and Queen’s Park. Tory’s Tuesday and Wednesday itinerary includes meeting with Liberal Leader Justin Trudeau, NDP Leader Thomas Mulcair, federal Transportation Minister Lisa Raitt and several Toronto MPs. These are discussions that must happen, something Tory started with Prime Minister Stephen Harper in December, shortly after being sworn in as mayor. Whether Harper drops the writ before the fixed Oct. 19 federal election date is our view uncertain, but it is time to start talking transit with our local MPs – and it’s their job to bring our Talk transit concerns and ideas to Ottawa. Transit has been one, if not the with those main municipal issue for nearly seeking votes a decade. With that comes the necessity to keep that discussion going on a daily basis. Not just during elections. Transit issues stretch beyond Toronto because the city is an economic generator for the entire country, and congestion is an economic killer – the social and economic costs across the Greater Toronto and Hamilton Area are estimated at $6 billion annually. The federal leaders have been in Toronto recently – making announcements, shaking hands – so it’s obvious interest in Canada’s largest city is there. SmartTrack will not solve the entire issue; however, getting people around the city more quickly on transit will help take some cars off the streets and quicken commuters’ trips. Tory has often repeated his position that the federal government needs to sign on to a 10-year agreement to fund transit in big cities across the country, and that SmartTrack should be next on the prime minister’s list. It is now our responsibility to make sure that position extends to our doors, when federal hopefuls start knocking. It is up to us to make sure transit – not just Tory’s SmartTrack – stays top-of-mind leading to the federal election.

Michael Prue Appreciation night Feb. 26

T

he Michael Prue Appreciation Night will be held at the Palace Restaurant next Thursday, Feb. 26. The restaurant is located at 722 Pape, across from the Pape subway Station. Festivities will run from 6 to 9 p.m., and residents are invtied to celebrate Prue’s 25 years as a councillor, mayor, hydro commissioner and MPP, and his commitment to the former Borough of East York and the new City of Toronto. Like many people (including myself), Prue chose to put down roots in the former borough and found it to be a nurturing place to live. He decided to give back to the community that had given so much to him by becoming a councillor back in 1988. Those were the years when being a councillor was a part-time position and there was only one secretary shared among eight

councillors. He worked hard and gained the respect and trust of not only his constituents, but also his fellow politicians. So when then East York Mayor Dave Johnson stepped down to enter provincial politics in 1993, East York council elected Prue as the acting mayor. That role was further legitimized when Prue was elected mayor by the citizens of East York in the next election. When East York’s forced amalgamation into the new City of Toronto was announced, Prue was in the forefront of opposition. As a result of Prue’s efforts, a non-binding referendum for the former borough resulted in the highest rate of rejection amongst all the Metro Toronto’s municipalities. This was not surprising, for under the leadership of Prue as mayor East York had the lowest level of taxes

Not only that, but the borough had money in the bank and when the East York Civic Centre was to be paid off, taxes were to be lowered. Prue’s political career continued after amalgamation, first with his being elected to city council for the new City of Toronto in 1998. Then with Frances Lankin resigning as MPP in 2001, Prue ran for that seat for the NDP and won with no problem. During the next three terms of office at Queen’s Park, Prue served both his constituents and his party with energy and dedication. Thursday’s celebration will feature a cash bar and

a menu from which food items can be purchased. At 7:30 p.m. a formal recognition of Prue’s contribution will begin, being chaired by former Borough of East York manager Ray White. A number of speakers including current councillors, former mayors of East York, MPs and MPPs will talk about their experiences with Michael. The evening will also mark the beginning of the Michael Prue Art Award. The aim is to establish a fund to purchase art from local artists and add to the East York Foundation’s collection. Cheques can be made out to the East York Foundation, and either dropped off that night or be mailed to 50 Merritt Rd., East York, M4B 3K6. Joe Pennachetti’s long goodbye There must be something liberating in the long goodbye. Just look at Joe Pennachetti, Toronto’s long-suffering and ever-efficient city manager, who agreed to hang around for a few months after his planned retirement to help Mayor John Tory make a budget for 2015. Pennachetti’s been good to his word – directing first one staff budget and then another, once the political realities of provincial-municipal relations became apparent. Last week, Pennachetti delivered that second one with a neat fiscal flourish, forgoing a loan from either province or bank to “borrow” money from Toronto’s own capital investments. The plan raised some eyebrows but got Tory out of a pickle, made by the failure of his fledgling administration to negotiate a good deal with the provincial government to soak up $86 million in lost revenue in time for March. It is unlikely that if Pennachetti were planning on staying longer than a month or

david nickle the city so he would have delivered his third piece of parting advice as he did. Toronto, he said, needs to look at new sources of revenue, and it needs to do it now. The City of Toronto Act is under review, and with strong council support it is possible the province might allow Toronto to find sources of revenue beyond the ones that it has now: specifically, a sales tax. That new source of revenue could make a dramatic difference in the city’s finances – allowing it to deal with its crushing public housing and transit responsibilities, and manage everything else on its own terms. Shelley Carroll, who served as budget chief under former mayor David Miller, is going to bring forward a motion on the plan. Tory, meanwhile, is united with his budget chief Gary Crawford in thinking it a ter-

rible idea. On Tuesday, Tory told reporters that first he wants to find efficiencies and get money from the federal and provincial government. New revenues should only be considered after all that’s failed. Tory’s nervousness is understandable, but it’s not acceptable. Toronto Council is on its way to approving a budget that is built on short-term profligacy, paid for over time. It’s like raiding your kid’s college fund to get a new car: if you have any hope for pleasant holiday dinners and visitors at the retirement home, you’re going to have to spend the next few years cutting other things you may need – or go get a better job to pay it back in time. Or you could do both – cut back on frills and get some more money. That’s the gist of the parting advice from the guy who knows.

For the first time in more than a year Metrolinx will provide a public update on efforts to electrify the Union Pearson (UP) Express air rail link. The provincial transit planning agency has already promised to convert nearly all of the GO rail network from diesel to electric within a decade. The first step of that transformation is supposed to be UP, but neither Metrolinx nor the Ontario Ministry of Transportation have confirmed when it will happen, or how much it will cost to electrify the fourstop line. Next Tuesday, Metrolinx electrification director Karen Pitre will take part in a question and answer session hosted by the Roncesvalles-Macdonnell Residents Association from 7 to 9 p.m. at Fern Avenue Public School. The city’s transportation services department is recommending closing

A report to the city’s Public Works and Infrastructure Committee recommends closing the Allen between Eglinton and Lawrence avenues April 17 to 20 to allow Metrolinx work crews to lift and transport a pair of 81-metre-long machines to just east of Eglinton West subway station where they will continue digging the Crosstown’s underground section to Yonge Street below Eglinton. The report also recommends closing off Allen between Sheppard and Lawrence on the same weekend for maintenance. The committee will debate the proposed closure at its meeting Monday.

An online petition calls on Mayor John Tory and the rest of city council to see to the completion of the Sheppard East and Finch West LRTs without further delay. Launched by the group TTCriders last week, the Change.org petition had 995 supporters as of Tuesday. It notes both Sheppard and Finch are fully funded by the province and will improve transit in areas where buses are the only option.

Siberian-born, Moscow-raised transplant on track DAVID GROSSMAN eym@insidetoronto.com Svetlana Martynova knows she is not headed to the Pan Am Games or the Olympics, but the Russian transplant to Canada has raised eyebrows with her stunning performances on the track. The latest gem came at the inaugural Centennial College Colt Invitational Indoor track meet held at Variety Village recently, where the 24-year old ran two races, won them both and also set an Ontario College indoor record over 1,000 metres. There were no camera lights, but that doesn’t bother Martynova – a journalism graduate from Moscow State University who came to Canada three years ago and is studying all about interactive media at Centennial’s East York campus on Carlaw Avenue. Bothered by an Achilles problem, Martynova finished in the top 25 at the Ontario Colleges Athletic Association

the previous record for the distance. “I was happy with the win, but I have run the distance faster,” said Martynova, who earlier this year placed second

in an 800 metres race at the Ontario Indoor final held at York University. In the 600 metres, Martynova was clocked in 1:38.00 – good for the win,

but five seconds slower than her personal best. “She’s a very talented runner and proved what she can do when she’s focused on racing,” praised Centennial

Born near Siberia, Martynova was raised in Moscow and won the 800 metres in Russia seven times in various age classes. Now, focused on a career in advertising and married to former Canadian diplomat, Martynova is reaching beyond running and academics. “It took some time to settle in Canada, get over the language barrier, but now I am enjoying the outdoor life,” she said. “Downhill skiing in the winter to wake-surfing in the warmer months, it’s great – and I have even gone skydiving and have taken lessons to be a pilot one day.”

Four Public Information Centers (PICs) were held in order to gather comments and input from stakeholders and members of the public. The first PIC was held on June 29, 2011, the second on December 18, 2013, the third on February 25, 2014 and the fourth on June 5, 2014. The study was completed as a Master Plan under the Municipal Class Environmental Assessment process. The Environmental Study Report has been prepared and is available for a 30 day period from February 19, 2015 to March 21, 2015 for review at the Lock Library, 3083 Yonge Street and the North York Civic Centre at 5120 Yonge Street. Interested persons may provide written comments to TRCA within the 30 calendar day period. Parkview Chrysler’s ‘Swinging Lady’ a nod to history The “Swinging Lady” has seen many changes over the past 53 years. Toronto’s changing landscape and the community she presides over. Paul Willison erected the eight-foot-tallbrown-eyedbrunette “Swinging Lady” on the corner of Eglinton Avenue and Victoria Park Avenue in 1962, when he swung his dealership from Ford to Chrysler. Day in and day out, the “Swinging Lady” rocks back and forth encouraging passersby to “Swing Over” to the dealership. The swinging lady you see today is one of four identical quadruplets. The first major change to the landscape she presided over came when townhouses were erected on her home of more than 30 years. But she popped up again on the deal-

ership lot, as a beacon of the simpler times and a nod to the dealership’s long history in the area. When Parkview Chrysler took over the dealership in the summer of 2014, they wanted to keep up the friendly, trusted and quality dealership’s reputation. Over the years, a number of local businesses have also come on board to support the event through financial, food and prize donations. This time around, the Black History Month event is set to welcome 150 to 200 young people ages 12 to 18 from across the city at Eastview Neighbourhood Community Centre, 86 Blake St., on Sunday, Feb. 22 from 1 to 4 p.m. The celebration will include a dinner, a fashion show, a concert and a cultural display. Makini Smith, a Scarborough native who now calls Whitby home, will serve as the day’s guest speaker. An entrepreneur, mother, author and

community leader, Smith is an accomplished realtor. She’s also a graduate of the SisterTalk Circle Leadership Program, where women leaders help other women live a more empowered and elevated life.
