Over the last half decade, 24-year-old East York sprinter Crystal Emmanuel has never finished out of the Top 2 in either the 100- or 200-metre races at Canada’s national track and field championships.

And if she can keep that string going at this year’s national championships, she’ll book a return trip to the Olympic Games this time in Rio, Brazil.

Over the last five years, Emmanuel’s string of Top 2 finishes have netted her five national titles (three in the 100-metres and two in the 200m) and five silver medals (two in the 100m, three in the 200m).

On the world stage, her biggest success has been with Canada’s 4x100 metre relay team, the highlight being fourth best at last spring’s World Relay Championships – a result that clinched Canada a berth in that event at this summer’s Rio Olympics.

“It was a great accomplishment for us. We went out there and did our best and we qualified Team Canada (for Rio),” she said in a recent interview.

The team – with Emmanuel usually in the lead – has also made the finals in several high-profile international meets: third-place at the 2015 Pan Games, fourth place at the 2014 Commonwealth Games and sixth place at both the 2015 and 2013 world track and field cham-

As far as individual results, however, she is still looking for a breakthrough on the world stage, having yet to qualify for a final race at major international competitions including the Olympic, Commonwealth and Pan Am Games or the world championships.

She came closest at the 2014 Commonwealth Games in Glasgow where she had the ninth best time in the semifinals – with the top eight making the final race.

At the 2012 London Olympics, she did grab the 24th (and final) semifinal spot and improved her position in the semifinal race to 21st.

She did gain what she said will be valuable experience.

“It (2012 London Olympics) was a learning experience for me because I doubted myself because I was young and I didn’t see myself beating the bigger girls or the older women running track at that time,” she said.

“It taught me to not doubt myself and focus more and make sure I give my all, and not go out there and half do stuff.”

Emmanuel was born and grew up in Scarborough from 1991 to 1999 in

the Kingston Road area, attending Eastview Public school.

She went back to Barbados from 1999 to 2008 before moving to East York where she has lived ever since, in the area of O’Connor Drive and St. Clair Avenue.

She closed out her high school career between St. Patrick Catholic Secondary School in east Toronto and Vaughan Road Academy.

The highlight was a gold and bronze medal in the 200- and 100-metre events, respectively, at the Ontario Federation of School Athletic Associations (OFSAA) provincial high school track and field championships in 2010.

At junior nationals that summer, she finished second in the 200m and third in the 200m. That earned her a berth at junior World’s where she finished 11th in the 200m, and helped Canada to sixth place in the 4x100m.

“I trained hard in Barbados. I won interschools, which is like OFSAA here. But then when I got to the national level it didn’t go so well.

“But then I moved back with my parents to Canada and that’s where my career really got jumpstarted.”

WoodGreen helps Syrian refugees through new web portal JOANNA LAVOIE jlavoie@insidetoronto.com Syrian refugees seeking housing and resources need go no further than a computer to get the help they need to settle in Toronto.

The HOME (Housing Opportunities and Marketplace Exchange) online portal, which is based on an application built by Vlocity and allows donors – both businesses and individuals – to post

available housing, goods and services to help Syrian refugees arriving in Toronto, was launched Saturday at WoodGreen Community Service’s 1491 Danforth Ave. location.

The east-end social service agency, along with the donated services of Deloitte and the Konrad Group, is behind the project, which is part of the City of Toronto’s Refugee Resettlement Program.

Refugees, sponsors, landlords and other donors can access the

HOME website by visiting www. woodgreen.org “ WoodGreen is thrilled to announce the launch of our new HOME portal,” said Anne Babcock, WoodGreen’s president and CEO, in a release. “We know that housing is a major need for the refugees arriving in Toronto, and we wanted to create a central place where people could post offers of available housing and other goods and services.”

Mayor John Tory said the portal

is a way to “help new Torontonians feel welcome and settle quickly into their new home.”

Ian Tait, a partner at Deloitte, said his team, along with his partners at the Konrad Group and Vlocity, is thrilled to have helped develop the HOME portal and provide support for new members of the Toronto community.

“The HOME portal is an incredible example of a private-public sector partnership resulting in a fantastic

tool that will ease the settlement process for refugees who have already faced great hardships,” Tait said in the release.

Through funding from the city, WoodGreen has also been able to launch an in-person housing help service at its 815 Danforth Ave. location. This resource provides ongoing support to Syrian refugees and their sponsors when it comes to finding housing as well as referrals to other service providers.

Social Planning Toronto will be hosting four community meetings to talk about its future direction and what its priorities should be over the next five years.

The first meeting is tonight in Etobicoke, followed by others downtown, in York, and in Scarborough.

One of the areas on which Social Planning Toronto would most like to hear from residents is dealing with change. That seems to be a constant in everyone’s lives these days, and it’s no different for the city as a whole.

What do we need to do and know about our city’s changing demographics, be they cultural or financial; proposed residential and business developments and the impacts they will have on existing neighbourhoods; differing health-care needs and the challenges in serving an aging population; the need for green spaces and recreational opportunities; and, of course, our clogged roads and numerous transit plans?

These all affect life in the city, and our voices need to be heard on these issues. Taking the opportunity to be an engaged citizen, rather than just a complaining resident, is crucial to our city’s future.

We encourage residents to attend one of the Social Planning Toronto meetings over the next week. Budget balancing a haphazard process If all goes through as planned, it looks as though Mayor John Tory will have passed two out of two unsustainable annual city budgets by February.

In 2015, you may recall, Toronto’s budget committee found itself in a panic over the end to pooling grants from the province, that had helped Toronto deal with the cost of social housing that is much higher here than in other GTA municipalities.

City officials thrashed about trying to find a way to fill the $86-million hole and eventually approved a complex plan to loan itself money from its capital reserves, a move that might, absent another robust year of land transfer tax-collection, have squeezed the city for years to come.

As it was, surpluses and reserves helped minimize the debt that Toronto will eventually have to repay to itself.

That was a lucky break.

And maybe there will

david nickle the city be another lucky break, after Toronto Council gets through with this year’s budget.

This time, there’s no unexpected trouble that’s shown up to mess up a perfectly balanced budget.

Rather, the city administration has made it clear Tory and Toronto Council have created pressures that a simple balance-sheet budgeting exercise can’t resolve.

To whit: an inflationary property tax increase as Tory has insisted on can’t deal with either the growing cost of simply standing still, or the many enhancements and improvements that council and the mayor approved and announced this year. Politicians, the city manager said, would have to come up with solutions.

So on Monday, budget chief Gary Crawford brought forward a solution.

It involves an old-fashioned raid on reserves, recalibrating various revenue projections to more optimistic numbers, and demands on big-ticket agencies like the Toronto Transit Commission and the Toronto Police Service to simply do more with less.

It is not exactly what happened in 2015, but it is in the spirit of it. Toronto will dig into its rainy-day reserves and ask for an arbitrarily large amount of economizing from its management staff, and keep the city lurching along for another year.

It’s easy to shrug when you look at this, because so many Toronto budgets have been balanced in exactly this haphazard way – hoping a booming economy will keep the land transfer tax revenue high, dipping into savings, stretching staffing resources – and things always seem to have turned out OK. Roads are more or less fixed, programs in one form

or another are delivered, and life in Toronto’s many neighbourhoods goes on.

So why not simply continue along this route?

When erosion is this slow in its effect, is it erosion at all?

The short answer is yes.

The long answer is that with the declining dollar and sluggish economy, at some point the land transfer tax is going to plateau and decline along with real estate sales.

If Toronto isn’t prepared for that with a reasonable attitude toward taxes and revenues, that erosion will quickly turn into a collapse.

That may happen by Tory’s third budget given the indicators. And that will mean this one will be the last time councillors can avoid making the difficult choices they should have made long ago.

When that time comes, they’d better have a plan B.

Toronto’s poet laureate spreads the word to all of Canada George Elliott Clarke chosen as nation’s new Parliamentary Poet Laureate JOANNA LAVOIE jlavoie@insidetoronto.com Local resident George Elliott Clarke, who recently wrapped up a three-year term as Toronto’s fourth poet laureate, is Canada’s new Parliamentary Poet Laureate.

Speaker of the Senate George J. Furey and House of Commons Speaker Geoff Regan jointly announced Clarke’s two-year appointment in a Jan. 5 release.

Clarke, who was born in Windsor, Nova Scotia in 1960 and is a seventhgeneration Canadian of African-American and Mi’kmaq Amerindian heri-

tage, is the seventh poet to hold this office. He succeeds Quebecois poet Michel Pleau.

“I look forward to trying to render the Canadian experience in words and to encourage Canadians to write and read poetry,” Clarke wrote in an email to The Mirror.

“In a democracy, nothing is more important than citizen awareness of – and attentiveness to – language.”

Enthusiastically passionate about the written word, Clarke went on to say it’s his “job to encourage us all to be awake to the beauty of our own speech and communication – to the possibility of poetry in even everyday conversation.”

In the Jan. 5 release, Clarke said his appointment is a “personal holiday gift,” one that is a “transcendent, national recognition of the vitality of our official languages and doubly power poetries, informed by two great literary traditions.”

The Parliamentary Poet Program was established in 2001 to draw Canadians’ attention to the reading and writing of poetry.

The Parliamentary Poets duties include composing poetry particularly for use in Parliament on occasions of state, sponsoring poetry readings, advising the Parliamentary librarian on the library’s cultural collection, and performing related duties at the request of the Speaker of the Senate, the Speaker of the House of commons, or the Parliamentary Librarian.

He’s an associate professor of Canadian and diasporic literature at the University of Toronto (specifically the E.J. Pratt Professor of Canadian Literature) as well as a poet, dramatist, literary critic, and novelist.

Enjoying a breath of winter air

W

hile I was out shopping this week, I came across a small potted plant that looked like it needed adopting.

It was a Primula, which I found out later is part of a fairly large family of plants that are grown for their ornamental flowers.

That was certainly the reason this one caught my eye; it had a nice cluster of dark blue flowers with a bright yellow dot in the centre haloed by green leaves. The $1.50 price tag certainly wasn’t going to put my finances back, so I decided to take it home.

Given the persistent grey sky that we have been putting up with these past few weeks, it was nice to have a bit of life and colour in the house.

Unfortunately, this year’s winter hasn’t had much charm, with intermittent snow followed by cold, followed by snow.

Likewise, all of the continued conflicts that have been going between politicians at all levels of government without any real resolve has been a weary spectacle to behold.

joe cooper watchdog It’s times like these that I like to pause and just take a moment to find reminders like the little Primula plant that sometimes we need to just put the world on pause and look at it.

It’s tough in the winter to do that because people are hibernating indoors and there is not much to look at in the way of fresh scenery.

However, it’s good to get out anyway, especially when we do get a rare day sunshine, and find others out too. People still give a nod of hello as they pass by and you get to see views unobstructed by leaves if you head over to the different views of the Don Valley and its tributaries.

It’s good to clear the head of the cobwebs that get accumulated over the winter with some fresh air and it is still nice to hear the flowing of water in the creeks and rivers that surround us.

squirrels, and if you are lucky you can catch sight of other animals as well.

It’s easy to get caught up in the hustle and bustle of life in the city, particularly if you are engaged in your work life or community issues.

Certainly if you follow the news you can come to believe that only the worst is happening and things are not going to get any better.

However, the truth is that for all of the human created problems we have, life itself has a great deal of serenity and peace that you can enjoy simply by placing yourself within it.

We are lucky to have many quiet places within the city in our parks and even on our streets where you can find a moment to reflect on the wonder of it all if you simply choose to see it. Take a moment to put your own life on pause and just see that all is not wrong with the world, if you take a moment to notice it.

Goodwill to look at ‘all options’ for the future: CEO TARA HATHERLY thatherly@insidetoronto.com Now what, was the question everyone wanted answered when Keiko Nakamura — CEO of Goodwill Industries of Toronto, Eastern, Central and Northern Ontario — appeared at a hastily-arranged press conference Monday afternoon.

One day after officially announcing the closures of 16 stores, 10 donation centres and two offices in Toronto, Mississauga, Brampton, Newmarket, Barrie, Orillia and Brockville, Nakamura spoke briefly inside the organization’s warehouse in Scarborough, at 350 Progress Ave. She delivered a five-minute statement, before taking five minutes of questions and hurriedly leaving, as reporters were still asking questions.

A representative, who tried to whisk her away even earlier than the five minute mark during questioning, siad she was too busy to stay and answer everyone’s questions.

“I have to talk to the various experts to help me through this process,” Nakamura said when asked if Goodwill’s hundreds of employees would receive any compensation or severance packages following the abrupt job losses.

Staff who showed up for work at the organization’s stores Jan. 16 and 17 were shocked to find themselves locked out and unem-

ployed.

The Canadian Airport Workers Union represents 450 of the workers.

“We didn’t even get advance notice from the company,” said union vice-president Artan Milaj in an emailed statement.

“The 450 workers are now suddenly without jobs, which is devastating on its own, but Goodwill stores also help a lot of low-income people with community programming and affordable shopping. We need to get these stores open and our members back on the job.”

At the press conference, Nakamura said the organization is continuing to speak with the union.

Reportedly, the union and organization’s collective agreement requires Goodwill to give workers 30 to 60 days notice before potential store closures.

“All of our locations, our stores, our business offices, our employment-training centre, will be closed until further notice,” said Nakamura, when asked if the stores could reopen in the future.

“Over the series of the next few days, we will be looking at all the options,” she added.

“Goodwill has received an outpouring of calls from various stakeholders, including the Toronto mayor’s office, provincial government, ministries, and other community organizations, and the public, who want to help with the situation we are facing. With

limited resources, Goodwill is processing all incoming requests, and putting together a plan of action.

“There are a number of components that need further certainty before I can provide further details. Let me reassure you that I am exploring a variety of options.”

Nakamura blamed the organization’s “cash-flow crisis” on high rent and labour costs, increased retail competition and decreased donations. She noted Goodwill TECNO does not own any of its sites.

Though the organization’s board of directors all resigned Friday, before the closures, Nakamura said she had met with the board about the closures and they had provided her with “clear instructions” on how to move forward and handle the situation.

She wouldn’t answer repeated questions about whether she was still getting paid, while her organization’s workers wondered where their next paycheques would come from.

Nakamura, who came to Goodwill in 2011 after being dismissed from overseeing the Toronto Community Housing Corporation, also did not answer the question of whether she would resign, saying only that she has a duty to her organization to continue working in its best interest.

She also wouldn’t say exactly when Goodwill TECNO began contemplat-

ing closing its doors.

“All of us have taken reductions in terms of our work weeks, at the same time, that has to be offset by the increased revenue, revenue that we look for to pay for the ongoing rent and also the labour hours,” she said.

“It became clear that we would not be in a position

to be able to cover some of those costs very quickly, and in order to ensure that we were not asking staff to work at a time when we didn’t feel that we would be able to cover their costs, we had to close down the stores.”

There was no word on what will happen to the donations already collected.

The closures do not any affect any other Goodwill Industries locations in other areas, including other Canadian provinces, which are operated separately.

Hospital parking prices to drop The cost for visitor parking at hospitals during extended stays will decrease in 2016, the Ontario government pledged this week.

The move, announced by Ontario Minister of Health Eric Hoskins, will require hospitals which charge more than $10 a day for parking to offer passes 50 per cent less than the regular rate for stays of five, 10 and 30 days.

The passes can be transferred between patients and caregivers, allow for unlimited in-and-out privileges and remain valid for one year.

In addition, parking rates will freeze for three years, and after that can only increase at the rate of inflation.

Scaled back SmartTrack considered DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory’s city-spanning SmartTrack transit plan will be scaled back, with light rail replacing heavy rail at the western end of it, according to a set of reports released

by Toronto staff and the University of Toronto.

But even in its scaled-back form, the viability of the massive transit project relies on conditions that may not be possible: a five-minute headway between trains, and the ability to ride the trains running on GO lines at Toronto Transit Commission fares.

The two reports were released Tuesday and Mayor Tory was quick to modify what had begun as an ironclad election promise: to run heavy rail lines from Markham through Scarborough and downtown Toronto, and west through Etobicoke.

“Now that these expert studies are available you will not find me digging in my heels on projects that don’t make sense, cost too much or don’t provide the

most efficient service to our residents,” he said.

Toronto’s planning team unveiled its qualified support of the plan at a technical briefing after Tory’s statement.

First among the recommendations were a major change: to abandon plans to build a new heavy rail corridor west of Mount Dennis.

The corridor would need to be tunneled for “significant stretches” which would raise construction costs – ranging from $3.6 billion to $4.8 billion for a northeastern corridor, and between $3.7 billion to $7.7 billion for the Eglinton corridor.

Extending the Eglinton LRT along Eglinton would, in contrast, cost $1.3 billion.

And projected boardings on the LRT by 2031 would be three times higher than the Eglinton heavy rail alignment, and twice as high as a northern alignment. The city also commissioned a ridership forecast for the entire route, prepared by U of T professor Eric Miller. He looked at a number of different variables,

and found that SmartTrack would be an effective release for congestion on the Yonge line – assuming that certain conditions applied.

First, riders would have to pay a TTC fare – the more expensive GO Transit fare would be a disincentive.

Second, trains would have to operate frequently, about five minutes apart.

Both of those are challenges, in that the trains would be operating on GO Transit lines and any fare integration would likely amount to some amount between the lower TTC fares and the higher GO Transit fares.

As well, running more frequent service along lines currently used by less-frequent GO trains would mean that there would need to be significant new track construction so that trains from one service didn’t run up against those of the other.

Staff told reporters that absent a fare integration and decent headway, it was unlikely that the SmartTrack plan would be recommended at all.
