The provincial police watchdog is investigating after a man was injured during an arrest that took place in East York.

The arrest was caught on video and posted to YouTube.

The Special Investigations Un i t ( S I U ) s a i d C r a i g Thompson was injured in the area of Dawes Road and Park Vista shortly after midnight June 22.

The SIU was made aware of the incident through media reports.

“Once the SIU was made aware of the incident and the YouTube video, the SIU opened an investigation,” said Monica Hudon, the agency’s spokesperson.

After Toronto endured the highest single-day rainfall in its history this week, many people are asking if the city’s infrastructure is as safe as it should be.

A record 126 millimetres

of rain, recorded at Pearson airport, drenched the city on Monday, resulting in chaos in a number of areas.

The rainfall, more than half of which poured down in one hour, between 5 and 6 p.m., caught everyone off guard. A severe storm warning wasn’t

issued until almost 6 p.m., when approximately 70 millimetres of rain had already inundated Toronto.

Rampant flooding and power outages occurred throughout the city as rivers overflowed, sewers exploded and streets turned into waterways, stalling

public transit and vehicles in their tracks. In some parts of Toronto, people abandoned their submerged vehicles in the streets to look for dryer ground.

In East York, the Toronto police marine unit used boats to rescue approximately 1,400

people stranded on a half-submerged GO Transit train stuck for hours without power on the Richmond Hill line, near Pottery Road and Bayview Avenue.

Thorncliffe welcomes Cricket across the Pond team Tara Hatherly thatherly@insidetoronto.com Twelve young men are about to embark on the trip of a lifetime, representing Toronto in England for the sixth annual Cricket Across the Pond program.

The members of the 2013 CIMA Toronto Mayor’s Cricket Team were announced recently at Thorncliffe Park’s RV Burgess Park.

The players were selected from more than 500 applicants, to represent the best of the best in the GTA, in cricket, character and composure.

They will soon travel to the United Kingdom, where they will face off against the London Mayor’s Cricket Team in London, England July 18.

Along with playing cricket, the boys will learn leadership skills and act as Canadian ambassadors, and meet with London’s deputy mayor, Lady Victoria Borwick, July 24.

this experience, and being able to come back, and I speak of myself here too, being able to come back and share with others that experience,” said coach Phillip Mowlah-Baksh.

“Winning’s not always what you’re out for. The ambassadorship I believe is

what is most important for them at this level, and if they meet success, that’s a plus.

We anticipate, given the skill set of the boys going, that we expect them to do well.”

The team members looked striking, dressed in matching suits from Tom’s Place, the team’s official outfitter.

Two players, Abraash Khan and Aniket Joshi, had to skip the announcement, after being called up to Canada’s under-19 World Cup qualifier team. Though unable to attend the announcement, they will be free in time to head to England.

The opportunity to travel to England is invaluable for cricket lovers, said team member Darshil Munshi, a Ryerson University student and Brampton resident, who recently moved from North York.

“It’s everybody’s dream to go there and visit Lord’s (Cricket Ground), because Lord’s is where cricket started,” said the 19 year old.

“It’s taking cricket to a whole new level,” he added.

“Cr i c k e t o r i g i n a t e d i n England, so I’d like to learn how they play. Since cricket is growing in Toronto, we would like to adapt to those ways, and eventually have a test team, or an international

team for Canada.”

Canada’s national team can compete internationally in some capacities, but not all. Something the young men representing Toronto in England this year could help change in the future, noted UK Consul General Jonathan Dart.

“I’ve seen in four years here, the game of cricket develop so much,” said Dart. “I really believe within a few years, we are going to see Canada climb up the rankings. And I wish (the team) the very best in (its) contribution to that goal.”

He noted East York was a perfect host for the announcement.

“It’s actually here that I saw my very first cricket played in Canada, and it was played on the streets just behind that building over there,” said Dart, pointing to a Thorncliffe Park highrise.

“I saw a bunch of kids playing cricket on the street with a little bag for stumps

and a tennis ball for a ball, and that really struck me as something which offers great promise, because it’s when kids are playing in the street that you know a sport has a great future.

“Not only that, but as I cycled by, they all stopped, they pulled out of the street, let me cycle on through before resuming their game,” he added. “And that’s because they’ve got something of the spirit of cricket, which is politeness, it’s fairness, it’s not worrying about who wins the game, it’s just about giving your best.”

The Cricket Across the Pond program is supported

by CIMA, RBC Royal Bank, Tom’s Place and the City of Toronto.

The program aims to promote cricket, and develop young men into strong community role models.

Stranded train passenger thought she might have to swim RAHUL GUPTA rgupta@insidetoronto.com A woman who was stuck for hours on a flooded GO Train Monday evening said most passengers in her compartment remained calm even as the water continued to rise.

Veronica Chiu was on board the commuter train headed for Richmond Hill forced to stop when the tracks near the Don Valley Parkway and Pottery Road flooded as a result of a historic thunderstorm which drenched the city for hours.

“I was thinking I might need to swim soon,” said Chiu, a 34-year-old IT manager who estimated the water was as high as four feet reach-

ing the second level of the train car before receding around 10:00 p.m.

“In some ways it was nice to be above ground but it wasn’t that nice looking at the water coming up.”

Chiu said she was not aware of any weather advisories prior to boarding the train which left Union Station at 5:30 p.m. At 6:15, she and the estimated 140 people in her compartment received word that flooding was forcing the train to return to Union.

“Then they announced we were were stuck and couldn’t turn back because the other side of the tracks were flooded too,” she said.

What followed was a five hour wait, much of it spent

without power, as Toronto emergency services personnel scrambled to evacuate the train.

Through it all, Chiu said most people in the compartment - who were forced to move to the train’s upper levels as the flooding grew more intense – remained calm, receiving infrequent updates from a GO employee travelling between cars when the train’s PA system stopped working.

Her ordeal ended around 10:30 p.m. shortly after evacuations began. A pulley and rope was attached to the train car and used to drag a police dinghy across the floodwaters and transport Chiu and the other strandees

In all, it took barely six minutes to get to land.

“It wasn’t too bad, having the rope made it safer to hold on to. The marine unit was reassuring us the whole time asking are we okay as we went across,” she said.

She was examined by medics, offered blanket plus food and water and then transported via a TTC bus to Oriole GO station to meet up with family members.

The experience has left Chiu unsure whether she will reply on GO service during bad weather and she doesn’t know why no warning was given about the flooding before the train left Union.

Chance to learn from Toronto’s flood

I

n light of Monday’s severe thunderstorm that walloped the Greater Toronto Area and caused significant service disruptions and flooding, there’s much for all of us to learn from the experience.

There always is.

When it comes to the record rainfall and the subsequent flooding, power outages and transportation paralysis endured by Torontonians, we expect that service providers will undertake a thorough review of the steps they followed in the wake of Monday’s event.

Such introspection is important no matter how well or poorly things went; it’s essential because it can help lead to improved service delivery during future emergency occurrences.

Indeed, the consequences of Monday’s storm form a powerful reminder of the importance of proper emergency planning, but not just for the providers of municiour view pal services, but for residents and businesses as well.

Create an Knowing what steps to take and what services to rely on emergency during a trying time can make an unpredictable and uncomplan fortable situation just that much more bearable if there’s a plan in place. It helps to have that kind of stability.

In some cases, it can be simple steps. Making sure communication devices are charged frequently, for example, is one. Having an emergency kit at home is another. In your own neighbourhood, checking in on those who may have mobility issues or other illnesses is yet another.

But it’s also important to differentiate between preparation and reaction. The theory goes if we do a better job preparing, we’re better enabled to react properly.

And while it’s important that all of us strive to improve our own planning for the unpredictable, it is also important to celebrate heroic deeds and acts of kindness we witnessed Monday evening. Some moving video and images have emerged. You can see some of them on our website at www.insidetoronto. com There’s the picture of a man helping another move his car through a flooded intersection. There’s the video of the GO train rescue of 1,400 passengers on the Don Valley.

So for emergencies, there’s the preparation part, which we must always strive to improve.

And then there’s also the reaction part, which benefits from proper preparation.

Storm exposes areas city needs work on On Oct. 15, 1954, one of the most devastating storms ever recorded in the history of Canada struck the Toronto region with unexpected fury.

Over a 48-hour period, winds reached 110 Km/ hr (68 mph) and 285 millimeters (11.23 inches) of rain fell, leaving a path of destruction.

By the time the storm had passed 81 people were dead, thousands were homeless, and entire streets and bridges were washed out.

The price tag for the storm was an estimated $100 million (about $1 billion today) in total damage, which was devastating for the economy of the city and province.

I am talking about Hurricane Hazel. The aftermath of the deadly storm pushed Toronto into the modern age on a number of levels. Prior to Hazel the state of municipal government in the Toronto region was not very different than

joe cooper watchdog it had been 50 years earlier and ran on a shoestring budget.

Municipal planning was virtually non-existent, as can be seen in the hodgepodge construction of older neighbourhoods, with infrastructure investment made one penny at a time.

The delivery of municipal services was always at the absolute minimum in order to keep taxes down, with municipal employees always receiving lower pay than their private sector counterparts did.

Hurricane Hazel crashed into that world and exposed every weakness found in it as municipal employees struggled to keep up with the devastation while using inadequate equipment and out-dated methods. Soon after the storm had passed, and the full extent of the damage

understood, politicians with public support acted decisively to deal with the realities that had been uncovered.

What they did was spend large amounts of tax dollars in order to re-build the city region, not to what it had once been but to an appropriately modern level of operation. This involved undertaking entirely new approaches by employing the most up-to-date ideas in urban governance and planning to guide the city’s growth. This included the creation of a new level of Metropolitan government and the hiring of an expanded work force of highly trained and wellpaid civil servants. Tax money poured into roads, sewers, municipal buildings, along with other infrastructure projects through out Metropolitan Toronto.

Most of Toronto today is a reflection of that previous willingness to invest tax dollars into the community, which created the world

famous city that worked.

Thanks to 10 years of destructive provincial and federal policy, we are looking out upon a city that is as devastated today as the Toronto of old was after Hurricane Hazel passed over it.

This week’s storm is no different. Today we can no more build a livable and sustainable community using the discredited fiscal philosophy of tax cuts than we could 50 odd years ago.

The bottom line is that Toronto will need new sources of revenues, including a significant rise in property and business taxes, in order to return to being the working city it once was.

There is simply no other way to deal with the crisis we are now facing which nature once again made visible.

The City of Toronto’s Feline Fiesta cat adoption blitz has been extended until July 20.

The blitz is part of Adopta-Shelter-Cat Month. As part of Feline Fiesta, residents can adopt a kitten or cat for $25 (plus HST and a licence if applicable) from one of the city’s four animal shelters.

et’s not be too hard on Doug Holyday this summer.

Toronto’s deputy mayor seems to have found himself in a bit of a tangle, since he elected to accept the nomination to seek a provincial byelection victory for the Progressive Conservatives in EtobicokeLakeshore.

The byelection is Aug. 1, and he’ll be stumping

But that’s not to say East Yorkers weren’t hard hit by the storm, she explained. Power outages of more than an hour

were experienced in parts of her ward, she said.

In contrast, some west-end Toronto neighbourhoods were still without power Wednesday morning, almost two days after going dark. At one point, more than 300,000 Torontonians were without power, as Hydro One worked to drain hundreds of thousands of gallons of water from flooded transfer stations.

The lower portion of the Don Valley Parkway was also closed due to flooding. Several people in Fragedakis’ ward reported flooded basements, with most reports coming from homes near Danforth Avenue. The overloaded sewers and storm drains must be addressed, she said.

“Storms like yesterday are

extremely overwhelming for an aging infrastructure,” she said Tuesday. “The reality is these storms are not one in a hundred years (anymore).

When (Hurricane) Hazel ripped up in the mid ’50s in the (Don) Valley and essentially destroyed life down there as we knew it, you know that was a once-in-ahundred-year storm. This is the second time in a monthand-a-half that Bayview has

been closed south of Pottery Road due to severe rain, and the Don Valley Parkway has also been closed due to the same thing. The storms are coming, and their frequency has increased.”

Toronto needs to act now, she said.

“We need to invest in the infrastructure in this city. I don’t think I’m the only one who thinks our infrastructure is being held together by a

Band-Aid in this city, and we need to do better. Water was just gushing out of sewers in the city. Those caps, or the cover, would be blown off from the pressure. Imagine that as your basement, and the damage you would sustain.”
