Residents invited to East York tree tour A walk showcasing the trees of East York is taking place Sunday, July 27, at 2 p.m. Highlights of the walk include: Oak trees dating to when East York was first settled by Europeans and a stately Elm tree that escaped Dutch Elm disease. Along the two-kilometre

walk, participants can see new tress planted by the city’s focussed planting effort, which took place in 2013 on residential streets with boulevards and the local school’s greening project. During the almost two-hour event there will be a visit to two native plant gardens. This is an opportunity to

learn about urban tree stresses and how to avoid them and the basics of tree care. The East York tree tour is hosted by More Trees for Ward 29, which is a volunteer grassroots group of residents who are just getting the community project off the ground, LEAF and Ward 29 Toronto-Danforth

East York residents are invited to a town hall meeting tonight to discuss city programs that will help homeowners with their home improvement projects. Ward 31 Beaches-East York Councillor Janet Davis will be hosting the meeting from 6:30 p.m. to 8:30 p.m. at the Danforth Mennonite Church, 2174 Danforth Ave. City staff will be educating community members about the Priority Lead Water Service Replacement Program and the Home Energy Loan Program (HELP). “The (lead pipes) issue has been covered in recent news and I want to make sure that people are aware of these programs so that they can potentially take advantage of them,” said Davis. Davis says that an estimated 45,000 homes in the Greater Toronto Area still have lead pipe systems. Priority homes are singlefamily homes built before the mid-1950s. Homes built after that time period, apartment buildings and other multiresidential buildings with more than six units do not have lead water services. Lead pipe priority replacement area >>>from page 1 one of 17 priority areas for the City’s Priority Lead Water Service Replacement Program. Each year, the lead replacement program targets 1,500 water systems that contain lead pipes. However, the program only replaces city-owned water systems, leaving property owners responsible for the replacement of lead pipes on the private side. Davis said that the city provides homeowners with free lead water testing services and free filtration devices for priority homes, but it is not enough to encourage them to follow through with replacing their lead pipes. “The number one reason why they don’t follow through is the cost,” she said. “I believe if we (city council) want to protect the best interest of the public and protect public health, we should provide the programs to help.” The HELP program officially launched its

three-year pilot program last March as a low interest loan program to help homeowners finance their energy efficiency improvement projects. The program currently doesn’t support lead pipe replacement, but Davis says she’s already working on a report to include it in the HELP program. “I’ve been fighting for this one for eight years and it’s exactly the model I was using,” she said. Davis says the report to include lead pipe replacement to qualify for the HELP program will be reviewed by city council on Aug. 13, 2014. She invites concerned community members to attend the meeting so they can express their views about the issues. Pop-up window displays help beautify Little India JOANNA LAVOIE jlavoie@insidetoronto.com An out-of-the-box experiment to incubate new business in the Gerrard India Bazaar is working. Inspired by the pop-up shops on The Danforth, a small group of neighbours is working to bring a form of the initiative to Gerrard Street East. But instead of helping open pop-up shops along the strip, the Gerrard East group is working on a pop-up window display concept where online or home-based business owners clean-up the front window area of an empty storefront and use it as a promotional tool while showing prospective tenants what it could be like to open a store in that location. Moxie Garrett is an eightyear Leslieville resident who runs MerrilyMerrily.ca, an upcycled and consignment clothing e-store for babies and kids. She was the first business

owner to try the pop-up window display concept this spring in a vacant storefront at 1409 Gerrard St. E. “I’m on the Gerrard strip all the time and it’s just not an awesome place to be,” said Garrett, a mother of four who runs Merrily Merrily out of her home. ‘worth it’ “The pop-up window was a chance for free publicity. It was a lot of work to clean up (the window), but it’s definitely been worth it.” The landlord of that building landed a new tenant within three months, reported fouryear area resident Michael Yhip, who is spearheading the project alongside fellow Little India-area resident Dawn Chapman, who owns Lazy Daisy’s Café at Gerrard Street East and Coxwell Avenue. “The window display concept seems to be working. ... It’s building trust with the owners and showing early results,” said Yhip, who late

last year founded The Bazaar Residents Association for those living south of Gerrard Street East. During a meeting at her café, Chapman said she has been discussing the pop-up concept with various community groups and residents for close to a year. “The idea’s been a long time coming,” she said. A handful of those onceempty storefronts now have permanent tenants, said Gay Stephenson, one of the economic development coordinators of the program. “It’s a huge process,” said Stephenson, a former realtor who owns property along Danforth Avenue. She said it’s time-consuming to identify empty storefronts, find their owners and get landlords to agree to having a temporary tenant. “You have to go through a lot of closed doors before you find one that is open. Relationships are what the project is really built on,” she said.

The City of Toronto is working to rehabilitate the Prince Edward Viaduct. The work, which will involve repairing deteriorated substructure components and improving the bridge deck drainage, will begin the week of Monday, July 21. The construction work is expected to be completed by the end of June of 2015. These repairs will be done on and below the viaduct as well as on the portion of the viaduct above Bayview Avenue and the Don Valley Parkway (DVP). The project will include repairing concrete on piers, abutments, wing walls and soffits, as well as the removal of Bell ductwork and manholes and repairs to structural steel and cross-braces within the TTC right-of-way. The work will usually take place between the hours of 7 a.m. to 7 p.m. Monday to Friday with work after hours and on weekends as needed. Warrant Officer Second Class Jenny Lau of Squadron 330 Danforth Tech will be representing the Royal Canadian Air Cadets at a international program this summer. The 17 year old will be one of 25 cadets representing Canada in the International Air Cadet Exchange (IACE) Course, which takes place in 12 countries this year. Each squadron is only allowed to send one cadet application for one of the limited spots available each year. Since 330 Danforth Tech is quite small, it is rare that the IACE program selects a cadet from its squadron. From July 19 to Aug. 6, Jenny will be going to the United Kingdom to participate in the IACE course run by the Royal Air Force Air Cadets. “Everyone is really excited for me,” Lau said. “I’m very

excited. I’ve never been to the UK.” The IACE course is an annual student exchange program organized by the IACE association, in partnership with youth aviation programs in 23 countries. This summer, there are 19 countries participating in the program. The Air Cadet League of Canada only selects senior cadets from among 456 squadrons across the country. Ontario has the largest population of air cadets with 8,800 cadets in 114 squadrons. Three years ago was the last time the squadron had sent a cadet for the IACE program. Lau’s brother, Jerry, went to Turkey for his IACE course and Jenny said that looking at her brother’s experience is what first got her interested in the program. “He told me about the Hong Kong cadets that he met through the program and he still has contact with them,” Lau said.

“This is the only program where you get to meet air cadets from around the world.” This was Lau’s last year and she knew this would be her only chance to apply. The application process was rigorous and she said there may have been one or two other senior cadets that applied to represent their squadron. She worked with her commanding officer, Capt. Jonathan John, going through her history with the air cadets program, her school transcripts, and her other extra curricular activities. They also practiced mock interviews regularly. Lau said she owes a lot to her five years in the air cadets program. She gained a lot of confidence and learned the importance of leadership and time management. “Cadets is something I’ll definitely miss,” she said.

“People say cadets is Canada’s best kept secret and it really is.” Lau graduated from the air cadets program on May 31. She also graduated from Le Collège Français high school on June 26. Lau will be joining her 24 fellow senior cadets this Friday in Ottawa before they are sent to different countries. Lau said that she is excited to be representing her squadron on an international level and looks forward to bringing her experiences back home. The squadron of 330 Danforth Tech has been serving the East York community since 1940 and currently has 85 registered cadets. The Royal Canadian Air Cadets program offers a variety of youth programs and courses, including aviation, flying, music, sports, leadership and citizenship.

Honouring a former East York mayor

T

hough for many East York is considered to be but a small part of the City of Toronto, its citizens have had a strong influence on what was once Metro Toronto. One such citizen was former East York mayor Willis Lincoln Blair (May 14, 1923 — April 5, 2014) who was a notable public servant. Blair was born to the decedents of Scottish immigrants in the town of West Zorra in Oxford County, Ontario and was the eldest of eight children. His early life was spent on his parent’s dairy farm and during the Second World War he enlisted in the Royal Canadian Air force. There he was a mechanic and test pilot and it was during this time that he met his wife, Elsie, whom he married and they stayed together for 70 years. At the end of the war he attended the University of Toronto. It was during

joe cooper watchdog his time in university that he became interested in politics, becoming the president of the campus Progressive Conservative club. After he graduated from university he worked at Canada Life as an insurance broker for 25 years. Blair become involved in municipal politics in 1958 having been elected an alderman on East York council where he served for 18 years. He was elected mayor of the borough of East York in 1972 succeeding True Davidson and was re-elected to a second term in 1974 and also served on Metro Council. Blair was not only active in politics, he was an avid curler and sports promoter in the community. During his time as mayor

he was instrumental in East York becoming the host for the first World Junior Curling Championship. His interest in sports did not end there as he was instrumental in the successful bid to establish the Toronto Blue Jays baseball franchise in Toronto. Part of his work in that regard was working to have Exhibition Stadium renovated to accommodate the baseball team. Blair left East York politics in 1976 to accept an appointment to the Ontario Municipal Board. It was during that time that he headed a commission to reform Ontario’s property tax rates. From 1981 to 1986 he was the chair of the Liquor Licensing Board of Ontario. In his later years he was an active member of the Westview Presbyterian Church for more than 50 years and supporter of the East York Kiwanis Club and Toronto East General

Hospital. Blair is survived by Elsie, his loving wife of 70 years, his son Douglas (Marilyn), daughters Judy Feltcher (Charlie) and Janice Jones. As a tribute to his many years of public service the O’Connor Village Parkette is being renamed: Willis Blair Parkette. A ceremony for the official renaming of the parkette and a celebration of his life will be hosted by Ward 31 Beaches-East Councillor Janet Davis. This will take place on Sunday, July 27, at the parkette located at 1570 O’Conner Dr. (at Amsterdam Drive) at noon. Bayview Leaside moves closer to forming BIA jean ko din jkodin@insidetoronto.com The Leaside community is one step closer to forming its own Business Improvement Area (BIA) after a vote of 52-25 was cast at a public meeting recently in favour of proceeding with its formation. The Bayview Leaside BIA Steering Committee and the City of Toronto’s BIA office consulted with property owners and business operators on Bayview Avenue, from Parkhurst Boulevard to Davisville Avenue, to discuss the community’s interest. Mike Major, manager of the city’s BIA office, said that he was impressed by the meeting’s positive turnout. “There was a good percentage of the community that came. The whole community is engaged in the process and it was reflected in the turnout at that meeting,” he said.

Major says he is now in the process of creating a report that will be put forward to the council in August. If the council approves the report, the BIA office will launch a formal balloting in the fall. About 130 property owners and business operators will be sent ballot forms asking if they are in favour or against the formation of the BIA. Major says that in order for the BIA to go forward, 30 per cent of all Bayview stakeholders have to cast their ballot and at least 50 per cent plus one have to vote in favour. “We’re excited and we’re looking forward to the next vote,” said Grant Allardyce, steering committee cochair. “I’ve been on the streets for over 17 years trying to get this going and it has never gone this far.” Though there has been a lot of interest in the possibil-

ity of a BIA, the steering committee was formed only two years ago as a joint initiative by Don Valley West Councillor John Parker and St. Paul’s Councillor Josh Matlow. “I was specifically hired by the councillor to work on this project,” said Virginia Evoy, executive assistant to Parker and community liason for the steering committee. “Since then, we’ve done a lot of work pitching and getting organized. We really did follow the process and we were instructed well by the BIA office.” Evoy said that at first, the steering committee was met with a lot of resistance. Many were concerned with costs, but she said the committee has been working to educate them on the benefits that far outway the costs.

NDP leader Thomas Mulcair seconded the bill, which also had its first reading that same day. “We have before us the challenge of climate change, a challenge that calls upon us to look beyond ourselves, beyond this time and place,” Kellway told the Hon. Andrew Sheer, the Speaker of the House of Commons. This bill, which the House of Commons passed in 2008 but died when Prime Minister Stephen Harper unexpectedly called an election that same year, calls on the government to establish a plan to avoid catastrophic climate change and meet the science-based targets to reduce greenhouse gases to 80 per cent below 1990 levels by 2050.

Toronto-Danforth Councillor Paula Fletcher filed nomination papers to run for reelection in Ward 30. “I’m jumping in with both feet,” said Fletcher, who said she deliberately waited until the middle of July to file papers, despite the fact that two high-profile contenders for the job had filed their nomination papers months earlier. Broadcaster Liz West was narrowly defeated by Fletcher in 2010, and she registered early in 2014. Author and broadcaster Jane Farrow, the founding executive director of Jane’s Walk, registered in May. Fletcher said she believed a late start is appropriate in a municipal election, which for many politicians can get going as early as Jan. 2, when nominations open. Also registered to run are Mark Borden, Kim Diep and Daniel Trayes.

Councillors focus on themselves Council’s marathon July meeting stretched out for four days last week. It wouldn’t have gone nearly as long as that, were it not for several juicy items irresistible to councillors in an election year: themselves. Council spent much of that time talking about reports from, and the future of, the city’s accountability officers. It extracted an apology from Mayor Rob Ford for robocalls, extracted a few months of salary from Councillor Giorgio Mammoliti and didn’t quite extract Toronto ombudsman Fiona Crean from her job. Each of these debates were extraordinary. The matter of Ford’s apology to Councillor Paul Ainslie was unique, in that Ford did in fact apologize. At the end of the long debate, Ford returned to the council chamber and said sorry for robocalling every house in Ainslie’s Scarborough East ward last year to tell them how he hadn’t consulted with them about his vote against the Scarborough subway, when in fact Ainslie had consulted rather a lot. There wasn’t much at stake:

david nickle the city Ford has not done what the integrity commissioner has asked in the past, and gotten away with it. There was a great deal more at stake in the matter of Mammoliti, who in the end lost three months’ pay over an $80,000 “gift� he received from a fundraiser that the integrity commissioner maintained to be improper. Mammoliti disputes many elements of the integrity commissioner’s report on the matter, but council was unswayed and overwhelmingly voted to effectively take $26,000 from him. This is the first time in Toronto’s history that council has voted to impose a monetary penalty against one of their own. The penalty is somewhat diminished by the fact that it is so much less than the amount of money that Mammoliti received. But council could do no more: three months’ pay is as much penalty as an integrity com-

missioner can recommend and council can impose. Council did the right thing there, and also, in a manner of speaking, in the matter of Crean’s future. A critical mass of councillors, including those stung by her criticism of their work on the Toronto Community Housing board and the Public Appointments Committee, made the prospect of garnering the 30 votes necessary to extend Crean’s appointment impossible. But a simple majority was all it took to punt the decision to 2015. It would have been an awful message to send to accountability officers that their future depended on maintaining good relations with badly behaving councillors. In the end, at least council was able to finish their penultimate council meeting on something resembling an ethical high-ground when it came to understanding their roles and obligation.

strike won’t impact streetcars: ttc

A str ike by workers at Bombardier’s Thunder Bay plant will not impact the immediate rollout of new streetcars, says the TTC. Nine hundred workers at the plant – which manufactures the Toronto Rocket subway cars as well as the new streetcar fleet about to make its debut on the 510 Spadina line – walked off the job Monday, July 14, after failing to come to an agreement on a new contract. It’s the first job action at the plant since a three-day strike in 2011. TTC spokesperson Brad Ross declined to comment on the job action. He said the TTC was still committed to launching the first of the new streetcars on Spadina as of Sunday, Aug.31. Accessible taxi drivers rally Striking accessible taxi drivers took the TTC to task this week for planned wage cuts.

The drivers say they will lose $1,500 per month because their new contract with the TTC to provide Wheel-Trans service imposes a per-kilometre cut of 36 cents, reduced from the previous wagerate of $2.86 per kilometre. They say such a drop is “incomprehensible” given rising fuel and maintenance costs. The TTC maintains even with the cuts, the drivers are receiving a fair wage.
