“It’s a nice mix, a very eclectic program as usual,” said festival founder Sylvie Bouchard of this year’s line-up, which features different dance styles and other performing arts in its pieces. Led by host Brad Brackenridge, audience members will travel throughout the park to watch each production unfold. ‘Dance in a unique environment’ >>>from page 1 something, or go somewhere, but we’re not sure where, so there’s mystery to it...There’s a lot of poetry, a lot of beautiful images and very funny moments as well.” This year’s show also features a new piece by Bouchard and Marie-Josée Chartier, Photuris Versicolor, that tells the story of twin fireflies that find each other after being separated at birth. Also appearing this year are Recuerdos ( Taranto), choreographed by Esmeralda Enrique; Bella, choreographed by Danny Grossman; and Murmure de Femme/Woman’s Whisper, choreographed by Lua Shayenne. Recuerdos (Taranto), also premiering at Dusk Dances 2015, is billed as “a journey of discovery” that explores

the influence of past experiences and memories on the decisions of future human generations. Bella, a Grossman fanfavourite, first appeared at Dusk Dances 2007. Inspired by Puccini’s music and Marc Chagall’s art, the work features a romantic duet performed on and around a large, painted horse statue. Murmure De Femme/ Woman’s Whisper, another 2015 premiere, celebrates the strength and power of women. Performances begin nightly at 7:30 p.m. with the live band and salsa class opening the show at 6:45 p.m. The class is suitable for every age and skill level; all participants need are comfortable shoes and clothes. Matinee performances

take place Aug. 6 and 9, with the opening band and salsa class starting at 1:45 p.m., and dance productions beginning at 2:30 p.m. Disconcertante will only appear at night. Dusk Dances is child and pet friendly, and allows audience members to pay what they can for the show. The suggested donation is $10 per person. The outdoor festival offers a great opportunity to experience dance in a unique environment, said Bouchard. “It’s also a great way to sit, if you’re from that community, sit with your neighbours and enjoy dance together on the grass of Withrow Park,” she added. “It’s a beautiful park, and so it’s a lovely evening that I think will feed you in more than one way.”

New TEGH president Downey finding job rewarding

JOANNA LAVOIE jlavoie@insidetoronto.com A little more than three months into her role as Toronto East General Hospital’s (TEGH) president and chief executive officer, east-end resident Sarah Downey said she’s feeling energized and inspired by the hospital’s 2,500 staff members, 440 physicians and 525 volunteers. “This is a wonderful organization and I’m privileged to be working here,” she told The Mirror. “I’m proud to lead an organization that’s so vitally important to the health of our community.” Downey, who has lived just a few kilometres south of the

hospital for the last eight years, is already feeling at home at TEGH. Since taking the reins at TEGH, Downey – a mar-

Downey, who been tweeting about her journey every step of the way, said she’s also met with every member of the board, physician leaders, director and most managers and is working on developing an internal communications strategy. To get to know the community she’s serving even better, as well as those who are vital to TEGH’s success, Downey said she’s made an extra effort to connect with donors, funders, local politicians (past and present), community agencies, and local police officers

As a hospital administrator, Downey has also endeavored to look at the bigger picture and figure out East General’s place in the overall hospital sector. “(Toronto East General Hospital) obviously works in a hospital and health care system where we count on great relationships and partnerships to improve the health of our community,” said Downey, who has already met with the majority of her hospital CEO colleagues to talk about how they can work together to better serve their communities. She’s also been co-leading a planning group with the CEO of the Hospital for Sick

Children to plan services to children and youth across Toronto. Moving forward, Downey said she’s excited to play an active role in the imagination and construction of TEGH’s 380,000-square-foot patient care tower at the corner of Sammon and Coxwell avenues, which is expected to be completed by 2023. “One of the best times is when you get the keys to an empty, brand new building,” smiled Downey, who in her previous role as the executive vice-president, clinical programs at the Centre for Addiction and Mental Health saw the opening of three new buildings at the hospital’s Queen Street West site.

Organizers recently held a festival launch event offering those in attendance a chance to get a little sampling of what’s to come with henna tattoos, Bollywood and Bhangra dancing, South Asian eats and sweets, and live music. The event took place at the former Naaz Theatre, which is now known as Multani Village, at 1430 Gerrard St. E. City councillors Paula Fletcher and Mary-Margaret McMahon, as well as MPP

Peter Tabuns were in attendance and offered their wellwishes and support for the event. Chand Kapoor, chair of the Gerrard India Bazaar Business Improvement Area (BIA), extended a warm welcome to everyone to come and enjoy the rich South Asian culture at this year’s Festival of South Asia, which is presented by TD Bank Group. Metroland Media Toronto, publisher of this newspaper, is a festival sponsor. “It’s our summer celebration,” he said at the launch event. “During this two-day festival we will be showcasing music, dance, food and the clothing of South Asia. Olympic prudence needed in wake of Pan Am afterglow

e like the enthusiasm, goodwill and optimism Toronto’s Pan Am Games appear to have generated. But we must stress this is a time for prudence and caution as it relates to the Olympic Games and the city considering a bid. With the Pan Am Games portion of the Toronto 2015 Pan Am/Parapan Am Games complete, what were once merely isolated whispers of a future Olympic bid for our city have grown noticeably louder – and in fairly fast fashion. As a concept, a Toronto Olympic bid is not an outrageous one. It really isn’t. Reviews of the Pan Am experience are largely positive. While there would be work needed to bring facilities up to Olympic standards, there’s been a good start made with the Pan Am/Parapan Am our view Games facilities. Also, the city’s and cultural diversity Objective review ethnic make Toronto an ideal showof Pan Am Games piece for a global event. And as the Pan Am Games the first step have shown, these kinds of events can serve as an important catalyst for needed infrastructure improvements that serve the community at large well after the Games have left town. But... one thing at a time, people. First, let’s have a proper assessment of the Pan Am/ Parapan Am Games – which aren’t even over yet. This review should provide relevant, objective information that can help inform not only an Olympic bid decision, but also ongoing aspects of life in the city, particularly as it relates to traffic and transit. Also, Toronto has been down this Olympic bid route before. The two most recent bids being the one for the 1996 (which went to Atlanta) and 2008 (which went to Beijing) Games. The bids alone are a significant undertaking. It’s worth examining what happened in those instances. The post-Pan Am Games euphoria for Toronto is understandable. Indeed, it’s better than the alternative. But it will take more than euphoria to fuel a legitimate Olympic bid. The city must assess its needs and capabilities. So let’s rush to the finish line, not to the starting gate. We all need to take a deep breath, and understand just what something like this would entail before we decide it’s the right course of action.

Six cornerstones for a functional city Communities come in many different forms, but there are always six basic cornerstones for their existence. These are, in order of their importance: protection of public health; an opportunity for creating wealth; access to knowledge and communication; pleasant community surroundings; the promotion of social justice; and the opportunity of safe and healthy companionship with other people. To achieve each of these ideals, people must work together and make commitments and compromises about many thing that are common to each person. In a democracy, what directs and guides people in these decisions is a basic requirement that everyone who lives in a community will have an equal chance of enjoying the benefits that come from having these six cornerstones in place and functioning properly. Over the past two years we have seen all six of these basic reasons directly

joe cooper watchdog threatened by a radical right-wing ideology – an ideology obsessed with the cost of everything and that sees little or no value in those six cornerstones of our community’s existence. As a result, we’ve seen arbitrary spending cuts made to each municipal department that is responsible for ensuring those cornerstones are in place and functioning properly. Initially the premise of amalgamation was that our former metro system of municipal government was not supporting those cornerstones. The justification for the dissolution of our local governments came from the promise of greater efficiency in providing these cornerstones through the elimination of duplication, along with a reduction in the size of the bureaucracy.

It was predicted we would see savings of between $535 million to $865 million between 1998 and 2000. All that has been achieved, though, is a paltry $120 million savings in this period and it hasn’t become any better in the years following that. All of the predictions for savings, if you actually sit down and read the reports, were based on four basic premises: that the city would divest itself of its surplus property, cut the number of politicians, have people pay high user fees, and turn the delivery of the majority of city services over to the private sector. Municipal unions were supposed to be eliminated by having them compete directly with the private sector for contracts to deliver services. None of these ideas have proven themselves to be either practical or even desirable. Yet the radical right-wing politicians keep on pro-

moting this dysfunctional agenda. They do so by constantly promoting a disingenuously negative image of the municipal government’s current financial state. Then they dangle the promise of more serious tax cuts in return for voting them into power. Tax cuts that we have already seen are detrimental to the operation of the city because they weaken the six cornerstones. However, the people who are promoting the tax cut agenda at city hall don’t really care about the outcome for ordinary people. They know they can have a comfortable life because they can provide themselves and their families with the six essential cornerstones of a civilized life through their personal wealth and social privileges.

Respite care for seniors Caregiving support over the summer months With the last weeks of summer underway, many of us are gearing up for our last jaunts to the cottage, road trips and similar vacations. When the summer lasts for only a mere few months, it makes the need for a seasonal getaway even more important for so many. While the family heads out to the cottage or beyond, however, there are often questions about where elderly relatives will stay while the family is away. Many seniors are cared for by their adult children. The Toronto Central Community Care Access Centre (CCAC) provides respite care to caregivers who want the peace of mind knowing that their elderly loved ones are taken care of while the family is away. Depending on the family need, respite care can be arranged to provide temporary, substitute living arrangements or special care in the home for seniors. Respite care can provide a brief period of relief or rest (usually more than twenty four hours) for the family members, guardians or other people who are regular caregivers for seniors. There are also short-stay programs that are offered by some long-term care homes and retirement residences for seniors living in the community, who require care when recovering from an illness. Short-stay respite care for your elderly loved one can be provided to caregivers in the following circumstances: 1) The caregiver needs to be away for more than a day (example: vacation or work commitments). 2) The caregiver is hospitalized and needs someone to provide temporary care for their elderly loved one. 3) The caregiver requires 24-hour nursing care and/or assistance with daily living activities on a short-term basis. 4) For in-home respite care, services are coordinated by the CCAC and paid for by the Ministry of Health and Long-Term Care. Police believe a 28-year-old man shot multiple times on the Danforth last week was targeted. Police said the victim was shot three to five times in the back on Danforth Avenue at Roseheath Avenue, east of Coxwell Avenue, just before 8 p.m. on July 22. The victim was taken to a trauma centre via an emergency run. “It appears to be targeted,” Const. Victor Kwong said of the shooting, noting the victim is expected to survive. Police closed Danforth between Coxwell and Woodbine avenues for several hours as they investigated. “The suspect is still outstanding,” said Kwong. The shooter was originally described as a white male, 19 to 25 years old, who wore a red bandana and a red jacket. But in a news release Thursday afternoon, police released a grainy image of the suspect and described him as “black with a light complexion.” The man fled in a 2006 to 2008 dark blue 3 series BMW with tinted windows. On the heels of a recent town hall meeting in June hosted by local councillors Mary Fragedakis and Paula Fletcher on a recent crime surge, residents of the Coxwell and Danforth Avenues area are outraged but not surprised about a shooting Wednesday night in the area.

The incident left local politicians frustrated. Toronto-Danforth Councillor Paula Fletcher expressed her frustration at the shooting and continuing violence in the area. “I’m discouraged that we are still seeing these problems on the Danforth. There are underlining issues that need to be identified,” she said.

Showdown in Spadina-Fort York It is going to be a hot time in Spadina-Fort York this summer and fall. Two of Toronto’s highestprofile progressive pols, Olivia Chow and Adam Vaughan, will be facing off in the newly minted riding. Vaughan, a former broadcast journalist and city councillor, is the incumbent of sorts; he has held the vanishing federal riding of Trinity-Spadina for a year, winning it for the Liberals in a byelection necessitated by New Democrat Chow’s departure to run an unsuccessful mayoral bid. It wasn’t a great surprise when Vaughan took the byelection. Indeed, voters in the NDP-supporting riding could have been forgiven for not realizing they weren’t voting NDP again when they elected Vaughan. Several of his colleagues privately wondered why he hadn’t joined Thomas Mulcair’s team, given all that. But Vaughan threw in with the Liberals for a pragmatic reason: in the spring of 2014, Justin Trudeau seemed the

david nickle the city best bet to replace Stephen Harper and the Conservatives in government. Things appear very different in 2015. It’s not trending well for the Liberals, and the fortunes of Mulcair’s New Democrats have risen considerably. If the trend in polls continues, Vaughan will have to rely principally on his own record as a local representative – which is not inconsiderable. Chow, conversely, will be riding an orange wave propelled further by the profile she built during the 2014 mayoral campaign. She didn’t win, and didn’t, in the end, even run a terribly effective campaign. It was an honourable defeat. And there is that orange wave. In most elections, the NDP policy book shows up as a utopian document no one seriously thinks has a chance of being implemented. But this

time, promises to fund child care and public housing and transit infrastructure carry the weight of possibility. It will be a hard fight, for that. A year ago, Vaughan was a serious catch for Trudeau and the Liberals. On Tuesday, he made it clear he still is. “Olivia Chow has never given me a free ride in this city and I’ve prevailed,” Vaughan told reporters. And that much is true. He took over Chow’s seat on council when she left for Ottawa by beating her preferred candidate: now-city councillor) Joe Cressy. And the new riding concentrates Vaughan’s support, and contains polls where Chow did not do as well in her bid for mayor. What it boils down to: in 2015, it’s a good bet the new Member from Spadina-Fort York will be a member of the governing party. All other things being, in this case, nearly equal.

Lowe’s to take MPP Potts announces government’s continued support to fight hate crimes Target location at Shoppers World JOANNA LAVOIE jlavoie@insidetoronto.com

The rumours were true. A n e w L ow e’s h o m e improvement and appliance store will be opening inside the former Target location at the Shoppers World plaza at Danforth and Victoria Park avenues. The new store is one of 14 new ones opening across Canada, Lowe’s Canada announced in a release. “These 14 new locations are a tremendous win for us in Canada, accelerating our growth across the country and bringing our total store count to 54 locations,” Sylvain Prud’homme, the Americanbased retailer’s president, said in a July 24 release. “We continue to receive a positive reaction from our customers on our store experience and this helps us reach additional communities more

quickly.” According to Lowe’s, the 14 new locations, which includes the construction of two new stores in Mississauga and Ancaster, will also result in the creation of an estimated 2,000 new jobs. Lowe’s recently completed the $148 million acquisition of 12 former Target sites in Canada as well as the chain’s Ontario distribution centre in Milton. Opening dates for the 14 new stories will vary based on construction and permitting schedules. I n J a n u a r y, Ta r g e t announced it would be shutting down its 133 Canadian stores, most of which opened in 2013. The Shoppers World Danforth location in east-end Toronto closed its doors for good on April 4. – Joanna Lavoie

The front steps of Community Centre 55, a former police station on Main Street, just south of Gerrard Street East in the Upper Beach, served as an apt backdrop for BeachesEast York MPP Arthur Potts to announce his government’s continued support for the fight against hate crime and extremism. Back in the 1930s, the local community centre was the site where area faith leaders met to come up with strategies to stop an anti-semetic group from threatening area Jews, Potts said during his remarks. On Thursday, July 16, Potts announced $399,000 in funding from the Ontario government for the Hate Crime and Extremism Investigative Team (HCEIT) for an additional two years.

The team – which specializes in coordinated intelligence gathering for police services on matters involving hate propaganda, the promotion of genocide, hate-motivated crimes and criminal extremism and works closely with the Criminal Intelligence Service Ontario, Royal Canadian Mounted Police, Canadian Security Intelligence Service and the Canada Border Services Agency – is currently comprised of police officers from 15 police services across the province. $2.3 million support

But there’s still shuttle service planned to venues holding the Parapan Am Games when they kick off Friday, Aug. 7.

The TTC is pledging improved crowding conditions on 33 busy bus and streetcar routes during offpeak travel periods. The routes in question will see more frequent service, shorter wait times and offer riders a far greater opportunity to get a seat outside of the usual rush hour times, promised TTC chair Josh Colle, who was joined by Mayor John Tory and Etobicoke North Councillor Vincent Crisanti for the announcement. Currently the TTC’s offpeak loading standard for frequent service routes is to carry more riders than seats – articulated buses large enough to seat 46 have an acceptable standard of 53, for example – a move that was made simply to save money following the 2012 cuts, admitted TTC deputy CEO Chris Upfold. That will change as of September.
