Neighbours invited to dig in to Leaside to be considered for new and improved Rail Garden heritage district designation JOANNA LAVOIE jlavoie@insidetoronto.com City crews have been busy this week upgrading The Rail Garden, a unique community garden and park at 446 Woodfield Rd. The work includes the installation of 17 new

cedar garden plots as well as community beds and a children’s garden. Five new trees will be planted and a new bench as well as grass will also be installed at the park, located near Monarch Park and the rail line. New signage is also set to be erected.

Further, an existing garden shed, recently moved so crews could remediate the soil, will be re-installed.

“There is a distinctiveness to Leaside that is recognized far and wide and it is certainly valued by Leaside residents,” Don Valley West Councillor John Parker told The Mirror after councillors agreed to nominate the community at the May

13 meeting of North York Community Council.

While homeowners within an HCD are free to renovate the interior of their homes and the exteriors not facing the street, they would have to seek permission of the city’s heritage preservation services to make changes to the exterior of their homes displayed to the public, Parker said.

Houses built or renovated before an HCD is approved would not have to be retrofitted to meet the new standard, he said.

The boundaries of the Leaside HCD would be Eglinton Avenue on the north, the CN rail line on the south, Bayview Avenue on the west and Laird Drive on the east, although city staff will investigate if those borders are appropriate as part of the nomination process.

Because Leaside is such a desirable area to live, many people buy properties and renovate them, some more

in keeping with the community’s character than others, Parker said.

“We regret that not everyone who builds a new house or everyone who carries out a renovation is sympathetic or alert to the distinctiveness (of Leaside). We have a lot of new construction that is quite sympathetic to the existing character of the community but we also have new construction that is entirely out of step with the character,” he said. existing homes “This is something that has been bubbling up for years in Leaside as we’ve been watching existing homes being transformed, sometimes in ways that are very sympathetic and very well done and sometimes in ways that make you wonder if the builder got the wrong address and thought they were building on some other part of the planet.”

However, Willowdale Councillor David Shiner questioned the rationale for an HCD in Leaside, arguing the community’s character has been improved by new and renovated homes.

But Parker said an HCD protects the property values of a distinctive community because people know its character will be preserved.

Meanwhile, while establishing HCDs has been an option for a long time, many communities have been reluctant to nominate their areas because they would have to bankroll the application and supporting documentation, Parker said.

The city has now agreed to fund some applications every year, meaning Leaside will be competing for designation as an HCD among other communities put forward for nomination, he said.

A heart-stopping experience

One year after his heart stopped, Const. Andrew Rosbrook began a run from Ottawa to Toronto to raise awareness of the need for publicly accessible defibrillators.

The officer from East York’s 54 Division was near the finish line of Toronto’s annual spring half-marathon when he suffered a cardiac arrest May 5, 2013.

The scream of a fellow runner brought over Det. Laurie McCann and an offduty physician. A paramedic and a paramedic-in-training soon joined the efforts to revive the 48-year-old.

Rosbrook’s heart, saving his life. He awoke at St. Michael’s Hospital five hours later.

“By that point they had put a stent in the one artery that had become blocked and opened that up. I was actually feeling pretty decent,” Rosbrook said. “And then I hear the story of how I owe my life to some fantastic citizens and a Mikey defibrillator.”

Rosbrook was running a month after his cardiac arrest and returned to work in three months.

He noted he has no recollection of his cardiac arrest or the minutes leading up to it. “There’s a five-kilometre stretch of the race that I can’t remember at all, so I’m not sure whether I was stumbling around or I was still running on normally or what was going on.”

On May 5, Rosbrook began his 470-kilometre New Life

Marathon from the police memorial on Parliament Hill.

He completed it one week later (Monday, May 12) at the Ontario Place location of the finish line of the race that nearly ended his life last year.

The run raised money for the Mikey Network and raised awareness of the importance of public access defibrillators.

“In using them you could very well save a life,” Rosbrook said.

“I think it’s important to have them widespread throughout our communities.”

Many supporters, including Rosbrook’s wife Sandy, mother Anita and father Mike, accompanied the constable on portions of his run.

Bridgepoint, Mount Sinai announce plans to merge JOANNA LAVOIE jlavoie@insidetoronto.com Two major Toronto hospitals – Bridgepoint Active Healthcare and Mount Sinai – are working to join forces.

In a May 8 joint memo to stakeholders, the two healthcare facilities announced they’ve signed a Memorandum of Understanding to enter into a voluntary amalgamation.

“Bridgepoint and Mount

Sinai share the vision of creating a premier integrated health system that drives excellence and innovation in care, especially for the highest needs patients. We have learned that we also share deeply rooted values and a strong workplace culture, particularly an unwavering commitment to excellence in patient care, research and education,” the message read.

“The services and capabilities Bridgepoint and Mount Sinai provide are highly complimentary, and together, we will be able to deliver integrated care for patients and our health system in ways we could not achieve alone.”

The proposed amalgamation would see Mount Sinai, a 446-bed acute care academic health sciences centre, and Bridgepoint, a 462-bed facility for patients with complex,

chronic conditions, create one new organization on two campuses: Bridgepoint at Gerrard Street East and Broadview Avenue and Mount Sinai, Joseph and Wolf Lebovic Health Complex, on University Avenue.

Each campus would continue to maintain its own existing brand and distinct identity under the greater “Si n a i He a l t h Sy s t e m” banner.

The merger would also bring together all aspects of both organizations including clinic care, research and education as well as both hospitals’ foundations.

“As we come together, we will meet and strengthen our commitment to patients and families, by creating an opportunity to offer a more comprehensive, highly coordinated care experience,” the memo stated.

This initial announcement is the beginning of the next stage of work: working with government partners on required approvals as well as short- and long-term planning required for the amalgamation process.

The merger is expected to be completed by the end of this year.

True Davidson Meals on Wheels needs volunteers

I

was out for a walk in the neighbourhood this week, enjoying a bit of sun and watching the robins and other birds darting about.

Finally, after a long winter, the sunny weather is back and it’s good to feel warm again.

However, when warm weather comes people’s thoughts begin to turn to working on their own projects. Instead of simply doing something for yourself, why not put a bit of that energy into helping your community.

The True Davidson Meals on Wheels program is an excellent way to do that.

With the help of 60 people who give freely of their time, more than 25,000 meals were delivered to more than 250 clients last year. Seventy per cent of those meals were cooked and 30 per cent frozen, and were made up according to the nutritional needs of the clients, including ethnic

Along with the meals, hundreds of grocery orders were made for clients who are unable to shop for themselves due to age or disability.

Despite this success, the program is still running into difficulty maintaining its ability to provide such an important service to the community. core group From the start of True Davidson Meals on Wheels, a core group of volunteers have been enthusiastically keeping the organization going, but they are aging.

There are people who are senior citizens themselves who are out making deliveries and helping to shop, with many getting too old to continue.

Frankly, many of the volunteers are now older in age than some of the people whom they provide meals for.

The problem today is that far too many people are busy due to work, home and other demands on their time. The demographic of East York is changing to a younger population so that the number of people with “free time” is dropping. recruit Despite this, True Davidson Meals on Wheels was able to recruit new volunteers, but this has been barely enough to lighten the load.

Any help from the community would be appreciated, even if it is only for one lunch time per month.

You do not have to drive a car, but can be of great help by running the meals to the door or doing other work.

At the luncheon I met a wonderful group of people who gain a great deal of satisfaction in their lives by helping their neighbours.

I also saw that their work and efforts were fully recognized and certainly not taken for granted in any way. As a result of this there were many people there who had been volunteers for as long as 30 years.

The bottom line is that quality of the life of the East York community is based on more than the income of those who live within it but in the investment that people make in each other’s lives.

It’s an investment we all benefit from.

This week’s Eglinton Connects community meeting at the Ontario Science Centre brought out local residents, business owners and two mayoral contenders who stand on separate sides of the planning study.

Olivia Chow and John Tory both attended the update Monday provided by the city on the project proposal to transform Eglinton Avenue from west to east – adding bike lanes, creating more green and open spaces, encouraging a mix of residential and commercial development – following the opening of the Crosstown LRT, and decades after that.

The study portion of Eglinton Connects is in the final stages, following city council’s recent endorsement of 21 recommendations for beautifying, redeveloping and making Eglinton more accessible to all modes of transportation – none of which will take effect until at least five years after the Crosstown is scheduled to begin service, in 2020, with most of the work

to take place up to 25 years after that.

Even with the plan’s long-term outlook, Eglinton Connects project manager Lorna Day said with city approval secured, work could now begin on phase one of the plan, while Metrolinx continues construction of the Crosstown, “housekeeping” matters such as requesting city zoning changes to allow for mid-rise development along parts of Eglinton and ensuring the LRT construction complies with the plan’s overall vision.

“There are a few land-use designation changes, some zoning bylaw changes and a couple of other resolutions we think can be implemented now,” said Day. Tory, who had previously announced he would cancel Eglinton Connects before later on softening his stance, said he remained concerned about the project’s unfunded $150 million budget even though improvements won’t begin in earnest until over a decade from now.

I want to know where the money is going to come from even for a plan that is 10, 15 or

20 years down the road,” said Tory. “There’s $150 million in spending that’s utterly unaccounted for in terms of where it’s going to come from.”

Tory was also concerned recommendations to remove car traffic lanes would lead to a worsening of the city’s ongoing “traffic crisis”, particularly on residential roads intersecting Eglinton.

“I see projections of 10 per cent increases in traffic written right in the staff report, in residential neighbourhoods,” he said.

“Future traffic problems are going to be worse when you take away a portion of the lanes.”

Chow, who spent about 30 minutes speaking and posing for pictures with residents before the official start of the meeting, expressed strong support for the plan.

She agreed with Tory on traffic concerns, but said her mayoral rival strongly underestimated the level of public support for re-imagining Eglinton.

Metrolinx seeks construction bids

Metrolinx is inviting bids for constructing a series of sound barriers along the GO Georgetown South rail corridor.

A tendering notice was published online this week by the provincial transit planning agency, which is seeking contractors to install the walls plus security fences, as well as see to landscaping along the corridor between the Strachan Underpass and the Humber River Bridge.

Earlier this year Metrolinx announced it was going ahead with a controversial plan to erect 10 kilometres of five-metrehigh noise walls at a cost of $20 million for design and building. The walls are intended to reduce noise and vibration from the Union-Pearson (UP) Express air rail link service currently under construction.

Critics say the walls are not supported by the community and are intended to delay electrification of the

For the first time this season, GO Transit will begin offering weekend trips to Niagara Falls and Barrie this holiday weekend.

The service will launch as of Friday evening, May 16, with Niagara-bound trains departing Union Station at 6:20 p.m. and making five stops before reaching the Falls at approximately 8:24 p.m.

The service continues into Victoria Day, with the final train for Toronto leaving Niagara Monday night at 10:30 p.m. A similar schedule is planned for the Barrie service.

Following the holiday, the weekend service will resume in late June and run

throughout the summer.

Visit www.gotransit.com Bloor-Danforth closure updates More weekend Bloor-Danforth subway closures are planned as the TTC repairs subway track between Victoria Park and Kennedy Stations.

The poor condition of the outdoor tracks between the stations has caused the TTC to restrict speeds of subway trains passing through until at least the end of June. The result for commuters has been longer than usual trips caused by the backing up of trains at opposite sides of Victoria Park.

As it did last weekend, the TTC plans to close the subway on the weekend of May 24 between Woodbine and Kennedy stations so work crews can continue replacing the tracks, with another future closure planned for June. Visit www.ttc.ca for more info.

Setting rules for councillor-candidates

ood on Adam Vaughan for packing up his office.

The former journalist and now former city councillor up and quit this past week, after the writ dropped on the federal byelection in Trinity-Spadina. Vaughan will be running for the federal Liberals, to try and take the riding from the New Democratic Party following Olivia Chow’s departure to run for mayor.

Leaving aside whether Vaughan is the best person to go to Ottawa for the riding of Trinity-Spadina, his decision regarding his seat has made for one of the best departures from city hall in recent memory.

Unlike representatives at other levels of government, Toronto councillors and mayors are under no obligation to vacate their seats when they choose to run, mid-term, for MP or MPP. They can even, during the campaign period, continue to collect their full pay. If they lose, their old job is waiting for them.

Raymond Cho, just now serving the residents of Scarborough-Rouge River while running for the provincial Progressive Conservatives, says he’ll be donating his councillor salary to charity for the length of the campaign, but is still collecting it.

Long list Doug Holyday, the city’s former deputy mayor, did forgo his salary when he ran in last summer’s EtobicokeLakeshore byelection for the Progressive Conservatives, but he didn’t stop being a councillor until he won.

Peter Milczyn came back to Toronto Council after having lost to Holyday, and is now getting ready to run again for the Liberals there.

We could go on: Olivia

Chow, Brad Duguid, Judy Sgro, Michael Prue, Bas Balkissoon, Jack Layton... they all took advantage of a system allowing ambitious politicians to maintain both their base and safety net as they make the jump to federal and provincial politics.

The question that Vaughan’s decision raises is: should the rules be changed?

Federal and provincial representatives seem to get by fine with more severe restrictions on their ambitions. When Olivia Chow decided to run for mayor of Toronto, she quit her job in Ottawa, as did Jim Karygiannis, when he decided to run for a seat on council in ScarboroughAgincourt.

That is something we should expect from any politician with ambitions.

Because really, an honest decision to move up cannot come without an honest decision to move on.

Run by a committee of community volunteers, The Rail Garden has garden plots that neighbours can tend individually, in families, or in small shared groups. The small piece of land where the new park sits used to be on the City of Toronto’s list of surplus properties and was set to be sold off until Fletcher stepped in a number of years

ago.

The proper ty, which has an important and rare pedestrian corridor under the railway tracks, was passed along to Real Estate Services Division then Transportation Services until recently when it was turned over to the Parks, Forestry and Recreation Division.

“It was a major real estate operation,” said Fletcher, adding in order for parks to take possession of the site, the soil needed to be remediated.

“There were so many hoops to jump through. …

(The space) now has a different status,” she said, adding once everything was sorted out everyone worked cooperatively to transform the property into a community green space.

Transportation Services will continue to have a hand in the park as it will be responsible for clearing and managing the pathway under the train tracks.

Winning $50 million lotto ticket bought at store on O’Connor Drive The $50 million winning Lotto Max ticket from the Friday, May 9, draw was purchased at a North York store.

Sophie Rizavas, a North York mother of two and grandmother, purchased the ticket from the Sak’s Fine Foods store at O’Connor Drive and Sunrise Avenue.

She collected her $50 million cheque Tuesday, May 13, afternoon at the OLG Prize Centre in Toronto.

She found out she had won last Saturday morning, the 44th anniversary of she and her husband’s arrival in Canada.

“It’s quite a coincidence.

My husband and I came to Canada from Greece on May 10, 1970 and 44 years later, May 10, 2014, we find out that we are multi-millionaires,” said Rizavas, 63, in an OLG press release.

She went to a local retailer to check her ticket on May 10 evening.

“First I checked my ticket on the self-checker and saw

a number of zeros. I thought I won $50,000 so I took my ticket to the cashier to double check,” she said. “The young man at the cash said he thought I won $10,000, and I said ‘No. No. I think its $50,000!’ We continued to chat until OLG called to speak to me, and a printed receipt came out of the machine with $50,000,000 in bold letters! I couldn’t believe it. I just kept repeating, ‘Oh my God!’” She was also congratulated by excited customers in the store. “Everyone was congratulating me and offering their well wishes. The young man at the cash was crying and gave me a big hug!”

Haliburton Club Breakfast helps Greater Toronto Scouts The 43rd annual Haliburton Club Breakfast set for next Thursday, May 22, in Toronto helps send young people to summer camp.

Hosted by Scouts Canada Greater Toronto Council, this year’s breakfast takes place at the Fairmont Royal York Hotel in the Canadian Room, from 7:30 to 9 a.m.

The breakfast helps to raise funds to provide safe, well-maintained facilities for thousands of youth to enjoy at the Haliburton Scout Reserve, or at the Woodland Trails facility, which provide summer activities for Scouts.

Included in these programs are canoeing, boating, fishing, orienteering and nature study at the 5,000-acre Haliburton Scout Reserve.

Scouts Canada strives to prevent having any youth turned away due to financial hardship.

Thanks to funds raised at the breakfast, every Scouting youth has a chance to visit these camps where dreams and memories are made.

Guest speaker at the breakfast will be Brian Price, Olympic gold medal winner in 2008 as coxswain of the Canadian men’s eight rowing team.

There’s no plan to tackle the long list of needed repairs in Toronto Community Housing Corporation buildings, which means tenants such as Kelly Lalande have been living with cracked walls, vermin and even holes in their elevator floor.

“We are frustrated. We’ve not been heard,” Lalande said after she and some other members of the advocacy group ACORN Canada staged a noon-hour protest last week outside at the TCHC office in Greenwood Towers on Danforth Avenue.

Provincial and city politicians alike “haven’t been holding their end up,” said Lalande, a spokesperson for ACORN in East York.

“Some apartments don’t have hot water; some don’t have heat,” she added in an interview, accusing the city’s housing authority of treating

its tenants as second-class citizens.

“We’ve living with bedbugs.

We’ve living with roaches. We just have had enough of it.”

For more than a decade now, there’s been a gap between the cost of repairs needed in the city buildings, most of which once belonged to the provincial government, and what the city is willing to spend on maintaining them.

A city report in 2012 estimated the backlog at $751 million and said the TCHC, just to keep pace in caring for its aging buildings, would need to spend $150 million more on repairs each year from 2013 to 2017.

The news prompted debates on whether to sell off the smaller, scattered TCHC properties to address part of the backlog with the proceeds; ACORN members want the problem treated as an important issue in both the municipal election and

the current provincial campaign.

They note Ontario Premier Kathleen Wynne served as the province’s housing minister, and that Toronto Mayor Rob Ford promised he’d improve the conditions at TCHC properties.

Since TCHC boss Gene Jones was recently fired, members of ACORN have asked the authority’s interim CEO to meet with them in order to discuss what life is like in their buildings, said Lalande, who has lived in a TCHC apartment on Lumsden Avenue in East York for 15 years.

ACORN (Association of Community Organizations for Reform Now) also wants landlords in Toronto, including TCHC, to be licensed by the city in order to compel them to do repairs.
