Understandably uneasy following a May 24 shooting in their Little India-area neighbourhood that left one person dead and a teen with life-threatening injuries, residents of a Toronto Community Housing Corporation ( TCHC) complex near Greenwood Avenue and Gerrard Street East came together Tuesday evening to talk about safety. An opportunity for the residents of 66 Walpole Ave. to share their concerns and express their frustrations, one of the main points underlined at the meeting was that those who live at the complex and surrounding area need to be the “eyes and ears” of their community and

Take care of each other.” Michelle Davis, a TCHC community safety advisor, served as the meeting’s facilitator and also pushed the “eyes and ears”
message. “I’m saying it takes everyone. Some people do notice community patterns,” said Davis, noting TCHC also relies on its tenants to report anti-social behaviours. “Your little piece of information might help. Together we can put together a picture.” Davis said TCHC wants tenants to know they’re (the corporation) there for them and want to offer support, especially during this difficult time. Some of the residents, all of whom at the meeting asked to remain anonymous, spoke about the need for security cameras in the housing development and surrounding area, while others expressed concerns about easy access to the complex with inadequate gates and fences as well as the garbage and mess in the complex. “Cameras are a piece of your security puzzle. The camera is not live with a person sitting there,” McDonald said. “The more layers you have, the harder it is (for criminals to come into the area).” The fear of retaliation also came up. “We’re afraid to let our kids out,” said one resident.
24/7 presence A representative from TCHC community safety unit said officers would continue their 24/7 presence at 66 Walpole Ave. until next weekend, at which time they’d re-assess the situation and decide if additional patrols are needed at the complex, one of 210 TCHC properties across the city.

There was also a discussion about the need for more kids programming in the community, especially for those living at 66 Walpole Ave. Neighbour Belynda Blyth attended the meeting as both an area resident as well as on behalf of the Gerrard East Community Organization. She spoke about the recent increase in gun violence in the east end, pointing to two incidents at Dundas Street East and Greenwood Avenue and at Rhodes Avenue and Gerrard Street East. Det. Sgt. Warren Wilson of 55 Division’s Criminal Investigative Bureau said police would be meeting weekly to discuss strategies for keeping the community, specifically 66 Walpole Ave., safe. “We will have a presence here. We will continue to have a presence here,” said Insp. Greg Cole, noting police would also be keeping an eye on other criminal trends in the area. “Police may not always be in uniform, but we’ll be there.”
Wilson also said investigations are underway for two other recent shootings in the area, but that so far those with information are being “uncooperative.” Fletcher, who represents Ward 30, proposed a safety walk of the housing complex and surrounding area, which she said she expects will take place one evening in the next few weeks. ‘We’ll look at everything’ “We’ll look at everything,” she said. “(This shooting) is very scary for everybody. There’s something going on in the broader east end that I hope is being taken very seriously. We’re all noticing a pattern,” Fletcher said. What will you do to make child care more affordable in Toronto-Danforth and across Ontario?

Tell us about your background and qualifications.
■ Improved transit for Toronto-Danforth is the thing I hear most at the doors. Ontario Liberals are the only party with a plan to fund public transit, and I hope to champion this initiative for the residents of Toronto-Danforth if elected on June 12.
■ Our Moving Ontario Forward plan would build a seamless and integrated transportation plan across the province. The plan makes available $29 billion over the next 10 years; key to the Greater Toronto and Hamilton Area (GTHA) is the dedicated fund of up to $15 billion. Our plan would not increase the tax on gasoline, HST or personal income taxes on low- and middle-income earners.
■ Ensuring families have access to safe, modern child care is part of our plan to invest in people and give children the best possible start. By introducing full-day kindergarten, we are saving families up to $6,500 per year on child care. We are also making child care more affordable with 43,000 new subsidies across the province.
■ I am a community advocate who strongly believes in the value of public service. As a member of the Maytree School4Civics faculty and founding member of the Better Ballots initiative for municipal voting reform, I understand the impact of our daily actions on our community. I have more than 15 years experience in IT and financial services, have run my own communications consulting company and have been involved in provincial politics for more than 10 years.
■ Education. Our system requires an overhaul and update. I believe we need to merge the school systems in order to save money and decrease class sizes. This will also allow us to dedicate more staff to aiding special needs children and focus on breakfast programs and sport facilitation. The curriculum itself needs to include more real-world applications as well, to better prepare students for life after primary and secondary school.
■ I believe in implementing taxes/tolls for those using our roads and highways. Why should Toronto taxpayers be left to foot the bill alone for the damage, accidents, congestion and pollution caused by routine commuters. This will also encourage commuters to seek out public transportation and/or alternative modes of transportation. I would like to see some of this money invested back into more and improved dedicated bike lanes.
■ By empowering the business owner, you empower the employees. The Green Party is already proposing to double the Employer Health Tax exemption, allowing employers to hire more, while saving taxes on wages. I would recommend we push this notion, giving incentive to business owners to provide child-care options. Allowing more parents the ability to work and provide reliable care for their families.
■ I am a marketing specialist and avid animal and environmental rights activist. I currently run my own successful communications agency, I teach part time at Centennial College, and volunteer for a large number of communitybased green initiatives and national animal rights campaigns.

■ I want to champion a comprehensive approach to mental health care, which is part of the million jobs plan platform of the Ontario PC party. See: www.millionjobsplan.ca. Mental health issues impact every aspect of society with economic and social costs, as well as individual families. I want to help those who are most vulnerable in our community, and ensure they have the right assistance, opportunities for success and the best health care.
■ Our first priority is the east-west express subway “relief-line”. We will expand GO Transit and provide a superior customer experience. We will improve access to the 905 region with better connected and expanded highways. We will do this without raising taxes, by making transit the top priority in the existing $12 billion capital budget. The Ontario Transportation Trust will be created to invest surpluses achieved from the balanced budget, in transit, in a transparent manner.
■ We will protect the core services our children rely on, including special education and full-day kindergarten by reducing some non-core areas of spending in the public sector. In this way we can preserve and maintain funding for child care and services that are necessary for families in Toronto-Danforth.
■ I live with my family in Toronto and have combined community service with success as a legal expert. I have a passion for advocacy to bring about positive change for constituents. I began my legal career with Ombudsman Ontario. I then built a successful legal practice before joining a major financial institution as a regulatory expert. Currently I develop policy and regulation for the securities industry. I run, ski and enjoy Toronto’s vibrant artistic scene.
■ People can’t get on the subway to get to work in the morning or are left standing in the rain while packed streetcar after streetcar passes them on their way home. I will work with residents, Metrolinx, the TTC and TTC riders to make sure we get transit relief. As well, I am committed to expanding bike lanes and cycling infrastructure as a way of increasing peoples’ transportation options.
■ If we want new transit to succeed, we’ll need an inclusive consultation process that pays attention to our community concerns. I’ll work to relieve congestion on the Danforth subway by supporting the funding and development of the downtown relief line. At the same time we’ll restore provincial funding to buy new buses. I also support the construction of more light rail transit across the GTA to help more people leave their cars at home.
■ I’ll work to take advantage of new funding for child care to expand spaces in TorontoDanforth. Our long-term plan will expand public, non-profit, affordable licensed spaces. Besides $100 million in emergency funding, we’ll index funding to inflation. The failure to index is a substantial part of the crunch for child-care centres. We’ll provide wage enhancements for early childhood educators. We’ll index the Ontario Child Benefit so parents see an increase each year.
■ I’ve represented this riding provincially since 2006 and before that as a city councillor. In between I was executive director of Greenpeace Canada and served as former NDP leader Jack Layton’s climate adviser. I have been party spokesperson for culture, education, energy and the environment. As an MPP I fought successfully for funding to allow some local child-care centres to expand infant care. As former chair of the Toronto Board of Health, I pioneered the smoke-free restaurant bylaw.

Excitement over World Cup builds
T
he World Cup soccer championship officially kicks off June 12 in Sao Paulo, Brazil, with a game between the host country and Croatia, but the excitement in Toronto is already starting to build. Short of being in Brazil, Toronto has to be the best place in the world for soccer fans to watch the World Cup. Most residents are already very familiar with how our city gets all dressed up and celebrates World Cup. Beyond the flags waving from cars, there are vendors selling hats, shirts and flags, and fans gathering in locations across Toronto to catch the action. Everybody will be talking soccer between June 12 and July 13, when the tourney wraps up with the championship game in Rio. There are 32 teams taking part in the World Cup and Toronto has significant our view demographic links to many of those teams. For instance, the Italian, Greek, Portuguese, German, English, French and Dutch diasporas are large and well established throughout the city. We’re all familiar with scenes of flag-waving fans filling the streets and celebrating after their teams win. Parts of Little Italy, Little Portugal, Corso Italia, and Greektown on the Danforth are seas of celebrating fans after wins by their teams. What’s especially interesting and makes the World Cup in our city so much fun is the mixing of fan bases, and how the Brazilian fans will watch and celebrate in Little Portugal, and parts of Corso Italia along St. Clair West have also become home-base for many fans with links to South American teams other than Brazil. North York has a strong centre of fans of African teams, and is also where Iranian fans gather. It’s all a part of what makes Toronto great. What we need is a municipal report card
A
s long time readers know, when I travel I like to check out how other municipalities operate, particularly if they are doing something well. Recently I had the opportunity to travel to Halifax, Nova Scotia and was rather impressed with the provincial-wide policy that I encountered. The province realizes that people have a hard time wading through large amounts of information about their particular town or city. As a result you end up with people who are disengaged from the political process and this is not a healthy state for democracy. So the province came up with an interesting solution. What they have recently launched is a webpage based report card for 54 local governments that summarizes three broad areas of financial health of a community.
joe cooper watchdog These are: the strength of local revenues, budget performance and the burden of debt and capital need. To make it even clearer the performance levels have been colour coded in green, yellow and red to really grab people’s attention. So rather than having to dig through a large amount of data for each individual municipality you have an entire province at your fingertips. The only drawback to this particular approach is that due to the type of information that needs to be gathered you’re not looking at what is happening now, but roughly three years ago. Still, the methodology, in general, got me thinking, as to how something similar could be applied to Ontario
in general and Toronto in particular. The provincial application speaks for itself as it would be wonderful to be able to cut through the political rhetoric we now exists and have a clear measure as to our actual municipal performance. It would also be worthwhile looking at having a city wide report card based on communities starting with the traditional municipal boundaries such as East York. “How are we doing?” in terms of how much of our tax dollar is staying our local community and how much is being shuffled out into other areas is a legitimate question. Likewise, what other indicators could be built into the report card? As it stands right now the city goes out and does measures with red, yellow and green cards on many local business people. How about an agency that does
the same thing on the government itself? How many roads out in East York and other parts of the city definitely deserve a red card at this particular point in time? How many government services would improve their performance levels if they were given a yellow or green card that they had to display? How would politicians feel if all of this information was accessible in a report card form in an easy to access webpage? Frankly, I hold this out as a campaign issue for anyone to pick up and champion. Nova Scotia has shown it can be done, so the technology is there and all there really needs is the political will to put it in place. Who will do it? During times where regular caregivers are unavailable, arrangements for short-term care from a Registered Nurse or Nurse Practitioner can be made, allowing clients to continue to receive assistance with medical needs as required. Similarly, Toronto Central CCAC can coordinate appointments for primary care providers to visit clients inhome, where appropriate, in order to continue the healthcare schedule that is required.
IN-HOME PERSONAL SUPPORT Seniors often need daily care with general activities such as food preparation, feeding, bathing, laundry and housecleaning. Respite care options coordinated through Toronto Central CCAC can include the services of a Personal Support Worker who is able to take over the activities that are usually provided by the primary caregiver. As well, services that provide meal
delivery and transportation to medical appointments are also available.
SHORT-STAY PROGRAMS In some instances, caregivers may be out of town for a while, requiring that their loved ones have alternative care arrangements made for them. During these times, seniors can be connected with a long-term care facility or retirement home that specializes in providing short-stay, respite care. Through these facilities, arrangements can be made for seniors requiring assistance with a short stay. The minimum time frame for this type of respite care is five days, with the maximum support offered up to 60 days at one time. Contact and coordination can be done through Toronto CCAC. Tory’s transit ideas compelling
O
h, John Tory is a coy one. All this time when the mayoral candidate was talking about building a “Yonge Street Relief Line,” we assumed that he was simply renaming the Downtown Relief Line – and that his promise to start building the thing right away, at the same time as the city and province built a subway to Scarborough, was pie-inthe-sky. Well, it turns out the reason Tory didn’t call his secret transit plan the downtown relief line was he doesn’t intend to build the downtown relief subway line any time soon. His Yonge Street Relief line is something else: a 52-kilometre, 22-stop SmartTrack line, using GO Transit rail lines for an above-ground subway that will stretch from the western reaches of Etobicoke to the middle of Scarborough, and dip south to Union Station touching Main Station in the east and Dundas West station in the

It will cost $8 billion divided between three levels of government, and the city will pay for its portion using Tax Increment Financing, the same system of borrowing against future property assessment increases that Gordon Chong advocated when Mayor Rob Ford hired him to come up with a funding plan for his failed subway proposal on Sheppard Avenue. And it is a compelling idea. It provides rapid commuter transit to places that are pretty far off, and gives commuters from the edge of the subway system an alternative to clogging up the Bloor-Yonge interchange as they head to work downtown. For a short time after its revelation, it forces Tory’s opponents to basically call him on his semantics.
Earlier in the campaign, Tory did make it clear that a downtown relief subway line was essential, and criticized Chow and Ford for not embracing it as a number-one priority. To begin with, the TIF model of financing is another semantic trick: it is debt by another name, and with the billion-dollar Scarborough subway plan, Toronto will have nearly reached its debt ceiling. And like Chow’s downtown relief plan, Tory’s surface rail plan relies on a massive federal and provincial buy-in to go ahead, and in that sense, is just as speculative. The plan also doesn’t obviate the need for the TTC’s downtown relief line – the city has to find the money for that too. And as Tory himself pointed out not too long ago, that needs to come sooner rather than later.

■ Young people are the future of this community. Education can give every child the chance to succeed. But Liberal education cuts have led to school closures, less access to educational supports and fewer opportunities for students. Worse yet, Ontario has the highest university tuition fees in Canada. New Democrats will stand up for adequately funded public schools, freeze tuition fees and make student loans interest free.
■ After a decade of Liberal waste, delays and mismanagement, congestion costs our economy billions annually. Only Andrea Horwath’s New Democrats can be trusted to kick-start transit relief and make transportation investments across Ontario. We have a balanced plan to reduce corporate tax giveaways and invest in transit infrastructure. Families and businesses need transit relief, safer roads and an end to gridlock – not more empty Liberal promises.
■ As a student and aspiring criminologist, my experiences with Toronto’s school system and job market fuel my desire to more actively represent this community, make life more affordable and ensure that tax dollars are respected. Issues related to gaps in community services, and job-creation initiatives for local residents are especially important. An active member of this community, I volunteer with TNO Youth Centre to raise awareness of the needs of youth in Thorncliffe.
■ Naturally I hope to champion many issues, that is why I have aligned myself closely with the Green Party. Having to pick one I would stress Liveable Cities: to have safe, convenient access to the amenities, employment, schools, recreation (exercise), etc. A community that promotes walking and bicycling, electric bicycling and limits exposure to automobile traffic exhaust and risk of injury or accidents.
■ As an MPP I would improve the school curriculum to encourage knowledge in the new green technologies; give students the skills in entrepreneurship; significantly increase apprenticeship programs especially with small progressive businesses. My health practitioner background compels me to insist that schools concentrate on increased physical activities as I see the results of ill health in the later stages of life and the inefficient emphasis and misuse of tax dollars on health care.
■ I would champion the subway relief line through the riding via Don Mills Road. Metrolinx’s The Big Move had plans for Don Mills with an LRT and that should happen if not a subway. A public transit network is crucial: The Eglinton LRT is a great start but brings users to ill-equipped hub points with transfer options that significantly delay arrival times. Transit means opportunities for park path bicycling and a network of ravine paths.
■ My second time running and I’m keenly aware that dedication is needed to spread the understanding of sustainability and environmental health (local and global). I work and live in the riding; I’m the senior chiropodist at the Flemingdon (Community) Health Centre for the past 25 years. I’ve been an activist locally since I moved into the community 10 years ago. Former city Can-Bike safety instructor.
■ The biggest issue both locally and across the province is jobs and the economy. One of the things that is holding our province back is the poor state of our provincial finances and I will bring my expertise in the financial sector to the Legislature to make sure the province is well run so that businesses will want to invest here and create jobs now and in the future.
■ Almost everything in the PC Million Jobs Plan is aimed at creating job opportunities, especially for youth. We will modernize the apprenticeship system so young people can get into the trades. We will work with colleges and universities to ensure students graduate with the skills employers are looking for and to create more spaces in science, technology, engineering, business and math because these disciplines drive economic growth.
■ We will put the province in charge of rail-based transit and major highways so the pieces all work together for commuters. We will build subways rather than LRTs that take away lanes on busy streets. We will start with an east-west express subway which will take pressure off the existing transit routes and roads including those here in Don Valley West. And we will do this by finding efficiencies rather than by raising your taxes.
■ I am a chartered professional accountant with more than 20 years’ experience in the financial sector, most recently as a managing director at BMO Capital Markets. I was born and raised in Toronto and have worked and lived in Toronto or the GTA all my life. I have been married to my wife, Robin, for 22 years and we are the proud parents of two sons, one in university one in high school.
■ Our government is providing opportunities for youth by investing in our economy and protecting public education. Our Youth Employment Fund has created 11,000 jobs for youth. We are maintaining the 30 per cent off Tuition Grant that saves university students up to $1,730 a year and college students up to $790 a year. Additionally, we increased the minimum wage to $11 an hour and are increasing wages for personal support workers and licensed daycare workers.
■ We are building the Eglinton Crosstown LRT that will reduce traffic congestion and allow people to get from work to home faster. We are investing in full-day two-way GO train service every 15 minutes that will help commuters in Toronto and across the GTHA. We are also building the Union-Pearson Express Rail service, extending the University subway line to York University and York Region, and are committed to funding the Sheppard and Finch LRT lines.
■ I am Ontario’s 25th premier and was first elected to the Ontario legislature in 2003 as MPP for Don Valley West. I have served as Ontario’s Minister of Education, Minister of Transportation, Minister of Municipal Affairs and Housing and Minister of Aboriginal Affairs. I am a resident of Don Valley West and my partner Jane and I have lived in North Toronto for more than 25 years. I have three adult children and three grandchildren.

oronto soccer fans are getting ready to wave their flags next month when the World Cup of soccer begins in Brazil. Being one the of most diverse cities in the world means that when the World Cup takes place every four years, there is no shortage of fans cheering for the 32 teams taking part in the tournament. And this year will be no exception. The World Cup kicks off on June 12 with a game between host Brazil and Croatia in Sao Paulo. Scarborough’s Josie Tanga is of Italian descent and she is already looking forward to this year’s World Cup, in which Italy will be making its 14th straight appearance. “It’s great,” said Tanga of the World Cup and its importance to Toronto’s huge Italian-Canadian population.

We support them no matter what.” Tanga said family and friends often gather at her home to watch the games when Italy is playing. “We have family and friends over and we get all dressed up for the game; wearing the bracelets and the hats,” she said. “Everyone gets very excited.” Of course, food is a big part of the celebration when it comes to watching the World Cup for Toronto’s fans supporting the countries taking part. “We make rice balls and pizza,” said Tanga. After enjoying the game in the relative calm of the home environment, Tanga said heading out to celebrate on Corso Italia, in the St. Clair and Lansdowne area, is also usually on the agenda providing Italy wins the match.

Given his background of playing soccer and his Greek heritage, Kouzoukas said he finds it interesting how everyone in Toronto becomes a soccer expert once the World Cup begins. “When the World Cup comes, everyone is watching and everyone has an opinion.
