The Scaborough Bowling League (SBL), which started in 1946, has been led by veteran bowler Marguerite Klyne, the acting treasurer for the last 38 years and bowler for 50. “I love bowling, I’ve never had a blue Monday,” Klyne said. “I get weepy and emotional
when I think about it, but I love the bowlers – some more than others,” she said jokingly while trying to fight tears. Klyne got her first taste of bowling in her late 20s and has been hooked ever since. Alongside her duties with SBL, she is the president and
secretary treasurer of the East Toronto Ladies League that meets every Thursday. “It’s like a little job for me. I feel very honoured to have been treasurer this long for both leagues,” she said. Julien Guillemette, president >>>LEAGUE, page 10

The 34th annual Metro Toronto Rotary TV auction officially kicks off Friday at 7 p.m. The two-day auction ends Saturday at midnight and will see rotary clubs of East York, North Scarborough, ParkdaleHigh Park, Scarborough Twilight and Toronto Humber come together to raise money for GTA communities. North Scarborough Rotary Club member Kevin Manuel, chair of this year’s auction, is coordinating 260 volunteers for the event. “Last year the event raised $95,000. This year we are hoping to make over $100,000 by the end of Saturday evening,” Manuel said. For residents looking to support a good cause there are a lot of deals to score during the televised auction. Big ticket items this year are premium box Raptors tickets worth $2,400, $500 discount vacation deals, and even the supply and installation of a $5,500 gas furnace. This year’s aution items total almost $200,000. “We have almost a thousand items more than any other year,” Manuel said. “It’s the largest number of items ever donated.” The auction has raised

The MP, along with the New Democratic Party’s Housing and Infrastructure
Critic Marjolaine BoutinSweet, introduced the NDP’s 20-page agenda for Canadian cities earlier this month on Parliament Hill. “The majority of us lead lives that are urban, from downtowns to suburbs to places in between. We have a national interest in ensuring the success of our cities,”
Kellway said during a press conference, adding the NDP is prepared to do its part to build the infrastructure necessary to ensure Canada’s cities are prosperous, fair and sustainable places to live. The NDP’s Urban Agenda is the result of extensive and ongoing consultations with Canadians, 80 per cent of whom live in urban centres. The paper, which is built
on a vision pioneered by the late federal NDP leader Jack Layton to put Canada’s cities at the centre of the political map in Ottawa, aims to set out a vision of Canadian cities with modern, innovative economies, with the tools for prosperity and mitigating global warming more equally shared. Some of the topics in the agenda include the emergence of global urbanism, the implications of
connectivity, governance infrastructure including national policies adapted to local needs, knowledge infrastructure like affordable and accessible postsecondary education, built infrastructure including a national transit strategy and social infrastructure notably a national housing strategy and affordable, quality childcare. – Joanna Lavoie

t’s been 16 years since six municipalities were formed into the City of Toronto. And yet, more than a decade and a half after amalgamation, Toronto is still dealing with numerous policy discrepancies, bylaw inconsistencies and service disparities in its various neighbourhoods. Rules governing anything from snow removal to mechanical leaf collection to rooming house bylaws can be markedly different depending on what area of the city you live in. It’s completely understandable why York South-Weston Councillor Frances Nunziata wants to approach the budget committee to explore extending mechanical leaf collection to all parts of the city – including her ward. Currently, the service is only available in certain pockets of Etobicoke, Scarborough and a small part our view of York. How is it fair that residences mere blocks away in the Unified city same city can receive disproportionate levels of service? makes it It’s reasonable to expect there to be a transition period from stronger such a complicated process as the megacity amalgamation was. But now, in 2014, we’re into the sixth term of Toronto council in its current format. It’s past time to tidy this up. In the coming term, Toronto’s new council must make a sincere effort to build more consistent policy throughout the city – one that reflects a more unified entity that is Toronto. Councillors must understand there will be differences between putting forth their priorities from their constituents and looking at those priorities through a city-wide lens. Governing a city with the size, complexity and diversity of Toronto is a challenging task. But a city that has more consistency in its policies can take pride in a more equitable distribution of services and still respect the unique characteristics of its 140 neighbourhoods. Providing equal access to the benefits that come with being a resident of this city does nothing to change those valuable characteristics. The effects of amalgamation were felt strongly when it happened in 1998. The effects of amalgamation are still a hurdle today in this city. They will continue to be a hurdle as long as we don’t view Toronto as one unified entity. A more unified Toronto is a stronger Toronto. The sooner the city unshackles itself from a hodge-podge of policies the sooner it’s prepared to deal with present challenges.

Early snow highlights civic pride of East Yorkers According to the old Farmer’s Almanac, the areas around the Great Lakes are going to be in for a cold winter, with lots of snow. As I have said before, snowfall is a good way of measuring how well a community is functioning. Good of community When you have individuals willingly co-operating with their neighbours to solve a common problem such as snow removal, then you have a good community. This is particularly true when you see sidewalks consistently kept clear of snow by a large number of residents. It takes a high degree of civic co-operation to make walking easier and safer after a snow storm. You know how miserable it is to walk along a sidewalk that’s thick with snow or slippery with ice thanks to someone’s inconsiderate nature.
joe cooper watchdog Our early snow this week has made it easy to observe that high levels of civic cooperation still to be found in East York. Not surprisingly, it’s good civic qualities that make our community one of the best to live in within Toronto. Illegal shovelling However, a surprising number of people still did not bother to shovel their sidewalks or were dumping their snow directly in the street, both of which make walking or driving treacherous. Currently city bylaws state the owners of any building, be it occupied or not, that has a sidewalk situated beside a roadway must clear that sidewalk 12 hours after a snowfall ends.
That responsibility also includes ensuring the sidewalk is free of ice. This week, many East Yorker’s were out clearing their sidewalks while the snow was falling in order to make sure their neighbours would have a safe passage. However, while many people are clearing off their sidewalks promptly and their driveways as well, there is one trend I am seeing that is becoming far too common today. That is the practice of shovelling snow out onto the roadway, be it from a sidewalk or a private driveway. Not only is this practice illegal, it makes road snow removal very difficult for city work crews and can create a serious safety hazard for all vehicles using that section of the roadway. That shoveled snow is not the same as what fell, and being compacted by a snow shovel, can quickly form into rock hard ice that can contribute to a serious
accident or road hazard. Under Toronto Bylaw 719-5, a person convicted of shoveling snow onto city streets is covered under Section 61 of the Provincial Offences Act and is liable for a fine of no more than $5,000. Serious offence The fine is very high because that shovelled snow can cause a true road hazard and as a result is treated as a very serious offence and it is enforced. You can help with enforcement by calling 311 when you see someone breaking the bylaw and report them as it helps to keep the streets safe and keeps maintenance costs down. So the next time the snow falls, be a responsible citizen and clear it properly by doing it legally. Joe Cooper is a long-time East York resident and community activist. Honest Ed’s partners with Bad Boy Grand opening of new superstore set for Thursday, November 20th
Two true Toronto originals are set to pair up in an Annex location already well-known to the city’s bargain hunters. Lastman’s Bad Boy Superstore is set to move into a portion of Honest Ed’s left vacant with the departure of music store Sonic Boom Records. According to Bad Boy CEO Blayne Lastman, the partnership between his company and the Mirvish family-owned Honest Ed’s was a natural fit. “(Honest Ed’s) approached me because the Mirvishes thought it was a great idea,” Lastman said.“I loved the idea as soon as I heard it. We met to discuss it the next day and had (an agreement) the day after.” The 14,000 square foot location will feature furniture, appliances, electronics and mattresses. The new location
will cater to the residents living around the franchise’s latest location. “We’ll have some urban Bad Boy in there – some condo and apartment-sized furniture,” he said.“It’s our first time in the downtown core.” He noted, however, that the store would also feature goods designed to appeal to homeowners, pointing out that while many downtown residents are keen on spacesaving furniture, others want larger pieces to fill homes. “It’s a great area, the Annex,” he said. “The average household income is over $100,000 and the average house is worth more than $1 million.” The chain was founded by Mel Lastman, who built it up before entering into municipal politics. Blayne Lastman took
over the reins in the 1990s and has expanded the franchise across the GTA and beyond. The Honest Ed’s site will be Bay Boy’s 11th location, though its stay at Bathurst and Bloor comes with a time limit. The Honest Ed’s store was sold last year to developer Westbank Properties and it is expected to shut its door for good perhaps as soon as the end of 2016. “We believe it may take a little while longer for (Westbank) to start work on whatever they’re going to build there, so hopefully we can be there a little longer,” Lastman said. The store will host a grand opening sale at its new location, 782 Bathurst Street, starting at 6 a.m. on Thursday, Nov. 20, with more than $50,000 in giveaways.

Santa Claus is coming to East Toronto this Sunday to take part in the eighth annual Hamper’s Christmas Parade. The Christmas Parade, which is named in honour of Community Centre 55’s (CC55) mascot, Hamper the Reindeer, will get underway at 1 p.m. at Victoria Park Avenue at Kingston Road. Presented by CC55 and the Kingston Road Village Business Association, the parade will feature scores of colourful floats, marching bands and costumed characters all making their way westward on Kingston Road to Walter Avenue, north to Lyall Avenue, west to Kimberley Avenue and north to Swanwick Avenue before coming to an end at CC55 at 97 Main St. “We’ve had lots of interest from the community and many new groups are also interested in taking part in the parade,” said Debbie Visconti, CC55’s executive director, during a recent interview. “It’s a real community event where people of all ages line local streets.”

Black Friday + Black Cat = Polite Revolution against Fordian tyranny of Bad Behaviour a year old A year ago this week (and this day, as I write this on Tuesday) Toronto Council did a very bold, and also quite fearful thing. In a meeting specially called for the purpose, council voted to dethrone the mayor of the day, and select a new leader from among their own. It is the closest a government in this city has come to open revolt, and one might hope, the closest it will ever come to happening again. Looking back over the past year, it’s fair to say Toronto’s experiment with revolution has been at least a measured success. Part of that may be that the roots of this particular revolution dovetailed so well with our national identity. Not so much a Quiet Revolution, it was a Polite Revolution against a Fordian tyranny of Bad Behaviour. Mayor Rob Ford and his brother Doug perhaps unwittingly stoked that revolution during the meeting where
david nickle the city council cut the mayor’s budget and stripped him of his powers, hollering at audience members, telling sex jokes and at one point knocking councillor Pam McConnell to the ground without so much as an excuse-me-ma’am. Norm Kelly was a true Father of the Revolution as he embraced his enhanced role as deputy (and de-facto) mayor. He visited his shellshocked council colleagues one by one, said his pleaseand-thank-yous, even as the Mayor-in-Exile’s spiralling drama continued in the public corridors outside their offices. For the most part, council managed to politely ignore the Ford brothers, in a quintessentially Canadian way: passing an inoffensive budget, delaying an uncomfortable
conversation about jets at the Billy Bishop Toronto City Airport, averting eyes at the prospect of hurrying ahead on city-wide contracting out of garbage collection. Things got boisterous on the campaign trail, and Torontonians were only willing to have so much of it. While some may have hankered for the old hoot-andholler approach to municipal governance, most turned away from Doug Ford and cast their votes with the one candidate on the planet who could give even Kelly a few lessons in table manners, the forcefully pleasant John Tory. As it turns out, Torontonians are not only fond of the traditional Canadian values of peace, order and good government: after a year of exposure to it, we’re also fond of just a little peace and quiet.

The University line lift was expected to close early next month to allow for the construction of a new elevator and escalator, part of a station-wide renovation scheduled for completion before the 2015 Pan Am/ Parapan Am Games. But that changed when construction crews cut through the elevator’s hydraulic cables rendering it inoperable. A temporary elevator will be in place by early December, and until then riders traveling south can go an additional stop to St. Andrew station – before switching trains and backtracking north to Union to use the Yonge line elevator. The 24-lane facility is expected to close its doors within a couple years leaving the league unsure of its future. When asked if Klyne would continue bowling after O’Connor Bowl shuts its doors she said it wasn’t likely. “My health isn’t all that great; I developed stenosis in the spine last year. I doubt I would be able to play after they close this bowling alley down,” she said. Accepting the fact that she will have to hang up her bowling shoes at some point, Klyne is still hoping to hit the 40-year mark as treasurer for the league.

Writers will pay tribute to the late Nik Beat, a well-known figure in Toronto’s music, liter-

Investigation of Basement Flooding – Study Area 2 Municipal Class Environmental Assessment Notice of Completion The City of Toronto has completed a Municipal Class Environmental Assessment (EA) study to address basement and surface flooding in the area shown on the map. The objective of the study is to provide recommendations to reduce the risk of future flooding during severe storm events. The City has accepted the consultant’s recommendations to help reduce the risk of future flooding in the study area, which include: • Upgrading or replacing storm and sanitary sewers at select locations. • Installing new storm sewers or in-line storm storage pipes at select locations. • Installing catchbasin inlet control devices at certain locations to regulate surface flows into the storm sewer. • Installing additional catchbasins at locations with excessive surface ponding. • Sealing (e.g. plug) sanitary sewer maintenance hole covers in select low-lying areas to reduce surface flows into the sanitary sewer. • Continuing to promote source control measures which help to manage stormwater where it originates (e.g. roofs, driveways, roads, etc). Opportunities for Review The study was carried out following the requirements of “Schedule B” projects under the Municipal Class EA. A Project File has been completed and has been placed on public record for a 30-day review period starting November 20, 2014 and ending on December 19, 2014.
