More than 1,000 people gather in Gerrard India Bazaar for candlelight vigil, walk JOANNA LAVOIE jlavoie@insidetoronto.com Longtime Leslieville resident Joanne Doucette thought maybe 100 people would show up to a candlelight walk and vigil she organized in the Gerrard India Bazaar Monday night. Instead, ten times that amount of people made their way to Gerrard Street East in a moving show of solidarity for the six men killed and 19 injured in an attack Sunday night at a Quebec City mosque. "What a phenomenal event. We needed to say we care," Doucette said as hundreds of people quietly dispersed into the night. Doucette with the help of neighbour Tammy Rogers and local filmmaker Nina Beveridge organized the candlelight walk and vigil, which began with a piper playing a lament titled "Flowers of the Forest," in just a matter of hours. "It’s really exciting to see all of you here today," said Toronto-Danforth MPP Peter Tabuns, who said he felt a sense of foreboding after all of the unsettling rhetoric and actions that happened in the past week and over the weekend in Donald Trump’s America. "It’s no surprise in the end death will come of it," he said, adding everyone present tonight has a role to play in the healing pro-

ret McMahon also addressed the crowd. On the steps of the local mosque, Imam Noor Irka-
kar offered blessings to everyone for their support. He also said everyone must remember that all humans
are all descendants of the same God. Farah Malik of the Committee of Progressive Paki-
stani Canadians said bigotry and hatred can be defeated and urged people to try to understand why this type of hatred is happening during one of the most civilized times in human history. Rev. Robin Wardlaw of the nearby Glen Rhodes United Church said he was proud to see 1,000 people come out on such short notice to support their brothers and sisters. "Our hearts go out to all the people who are experiencing such loss," he said before offering a blessing of peace and encouraging all in attendance to be a "light in the darkness." Hundreds of people spontaneously started singing "O Canada" in both French and English before proceeding over to Coxwell Avenue and back westward along the north side of Gerrard Street East in a symbolic circling of the neighbourhood. Riverdale resident Shirley Russ said it was important for her to attend the vigil to show her solidarity as a Jewish person with her Muslim brothers and sisters. "These are people who (are) being attacked clearly on the basis of their religion and truthfully on the basis of their race," she said. Area resident Matt Humphries also came out to show his support. "I think this is an important demonstration of Canadian values," he said. East-end residents Julia Patterson and Nancy Johnson said they both started the day with tears but decided to brave the frigid evening to show their support for their Muslim friends.

Provincial politics-as-usual scupper a good toll policy Cowardice. That’s the only word to describe Ontario Premier Kathleen Wynne’s about-face last week, scuttling Toronto Council’s plan to charge a toll to drive the Don Valley Parkway and the Gardiner Expressway. The road tolling plan hatched by Mayor John Tory and supported by Toronto Council might not have been a perfect solution to Toronto’s financial woes - even at $300 million a year once fully in place, it wouldn’t pay for the long-term infrastructure needs of the city - but it was a giant step. Dare we say it, approving tolls was a rare courageous move on the part of a city council that has been perennially averse to approving adequate taxation levels. For some time, it seemed as though the Wynne Liberal government was on-side with the city, and prepared to grant the necessary approval, one mature level of government to another. But last Friday, the premier changed her tune, and at a news event a safe distance up the highway in Richmond Hill, told Tory and Toronto Council that the Ontario government wouldn’t be supporting road tolls in Toronto after all. Instead, she dangled funding, a gift that might have been generous under other circumstances, of $170 million a year from the gas tax, for transit in Toronto, by 2021. It doesn’t take a great deal of insight to understand the motivation for Wynne’s flip-flop. There is an election coming up next year, the Liberals are polling rock bottom, and Progressive Conservative leader Patrick Brown has signaled his opposition to a plan that does impact 905 voters/motorists in the pocket book. His candidates might well prevail in some of those ridings - enough of those ridings to - gasp! - defeat the government. So of course - fast as you can say "move that gas plant!", Wynne’s Liberals shifted their support from a sensible plan and replaced it with an inadequate one. It is in character, and to give Wynne and her predecessor credit for cunning if not statesmanship, it is a strategy that’s worked well for them in the past. Support for the ill-advised Scarborough subway extension cemented wins in Scarborough Guildwood in 2013. And moving the aforementioned natural gas plants in Oakville and Mississauga helped bring about a Liberal win in 2011. But what works for politics doesn’t necessarily do the job for policy. For once, Toronto Council had gathered the strength to get the policy just right, and as usual, the province played cowardly politics.

Alternate reality beckons at Bathurst-Wilson I’ve always believed reality is bad enough. It’s bad enough Oswald shot Kennedy and terrorists drove airplanes into the World Trade Center. It’s awful that human beings are affecting the climate on a planetary scale and bringing on a mass extinction. But there are people here in Toronto who want, or perhaps need, something other than the reality we have. A billboard now sits on top of Steve’s Restaurant - a place at Bathurst and Wilson which serves a great breakfast - broadcasting a strange message. On it, a man with roundframe spectacles pokes at airplane contrails with a weirdly elongated index finger. "Are you kidding me," the caption says. "Water vapour?"
MIKE ADLER Edges of Toronto The woman behind the billboard is Suzanne Maher, who was born and raised in North Toronto but moved to Muskoka after being diagnosed with an auto-immune disorder. Maher has come to believe metal particles are being sprayed behind airplanes by a worldwide conspiracy of governments and the powerful to engineer "global supremacy and military domi-

nation." Why this would happen is vague, and the evidence for chemtrails is nonsense, but believers in "geoengineering" expand their alternative reality to include things people like me justifiably fear, such as Alzheimer’s and Monsanto Corporation. Maher, who also arranged chemtrail ads on the Yonge-University subway in 2015 and 2016, says many in Toronto are open to what her group, ByeByeBlueSky, can teach. "Once you find out about it," she says, "you can’t unlearn it." I asked if she’s ever doubted the truth of what she’s learned, even for a moment, and no, she hasn’t. Neither have others who believe in chemtrails. I’m afraid for them. The
shattering "truth" they’ve embraced - governments are poisoning them for profit takes hold of their lives. How could it not? In a world of "alternative facts" and weakened traditional media, we can expect more of this. This April, Maher’s group has a booth at Toronto’s Green Living Show for the first time. Back on Bathurst, there’s no telling how many people coming in for eggs benedict or carrying bags from the No Frills across the street will fall down the rabbit hole by then. Edges of Toronto is a column about how people see life in Toronto differently, depending on where they live. Reach Mike Adler at madler@insidetoronto.com.

Tory hit with two big losses It has been a bad week for our mayor. Within the space of five days, John Tory was defeated on two signature policies, both of which had cost considerable political capital to pursue but fell apart anyway. The first came Friday, when Ontario Premier Kathleen Wynne announced that despite Toronto council’s approval, she would not allow Toronto to impose a road toll on the Gardiner Expressway and the Don Valley Parkway. Supporting road tolls was probably the biggest risk that Tory has taken in a relatively cautious term of office, and getting councillors to stand behind it was a powerful assertion of mandate. Tory hadn’t supported road tolls historically, and they are unpopular in parts of the city. Doug Ford, who came in second to Tory in 2014’s mayoral race, was already using it as a talking point.
DAVID NICKLE The City But the plan would help support the costly unfunded infrastructure program that Tory inherited and then added to, with a subway in Scarborough and an elevated highway downtown. It was a linchpin in a fiscally-sustainable city not the only element, but a major one. And then on Tuesday, Tory retreated on what might have been another element in that sustainability: a plan to contract out garbage collection in Scarborough, or at least test it in the marketplace. On this one, it seemed as though Tory didn’t even
have the support of his own council. But it wasn’t for lack of trying. Tory announced his support for the plan the moment it was released, and maintained it even in the face of high-profile opposition and information suggesting that Scarborough was well served by city workers and had waste-diversion rates that were the envy of the town. Tory insisted that wasn’t the problem - that he simply understood the matter needed more study, and so moved to refer the matter back to staff for another report - that everything was fine. It sure didn’t seem that way. David Nickle is a reporter and columnist covering Toronto City Hall for Metroland Media Toronto. He can be reached at dnickle@insidetoronto.com. It’s not late to jettison Gardiner plan Last week’s shocking rejection of Toronto’s road tolls plan by the Wynne government evoked some ineffable truths about this city’s place in the provincial pecking order. First, Queen’s Park shows no sign of ending its parental relationship with City Hall. Second, with an election a year away, the Ontario government seems to care more about 905 votes than the 6ix. All of this is to say John Tory, who has banked his legacy on the building of pricey mega-infrastructure, now has a severe cashflow problem on his hands. With the Premier shutting tolling as an option, there is no real way to pay for everything on the city’s extensive shopping list. Barring a last-minute bailout, Tory and Toronto council will have to shed some items. But what to cut? It won’t be SmartTrack, the signature plank from Tory’s 2014 winning election campaign. And the Scarbor-
RAHUL GUPTA TO in Transit ough subway extension seems safe as well despite a ballooning price tag, thanks to strong council support. But the Gardiner Expressway? That is a totally different story. Despite Tory’s consistent championing of the Gardiner "hybrid"- rebuilding and extending the crumbling, elevated portion of the expressway to save motorists a handful of minutes on their commutes - he has no long-term funding plan in place now that road tolls are off the table for what has morphed into a billion dollars-plus project for construction alone.
With decisions looming for essential transit projects like the Relief subway line, the TTC’s No. 1 expansion priority, something’s gotta give. Doing away with 1.7-kilometres of antiquated expressway not only saves the city billions in construction and maintenance costs, it frees up prime waterfront land long held hostage. Given the plan to save the Gardiner received a bare majority of approval the first time around, it’s unlikely to expect a severe outcry if it gets scrapped. As he showed with his unprecedented pivot in support of tolls, John Tory has shown the capacity for thoughtful reconsideration of policy decisions. He should do the same with the Gardiner, and endorse its teardown.

Students receive food-allergy primer from NASCAR driver JUSTIN SKINNER jskinner@insidetoronto.com Flying around the race track at breakneck speeds is no sweat for Canadian NASCAR driver Alex Tagliani. Even violent collisions cause him less concern than simple - and for most people, innocuous nuts. Tagliani, who has a severe nut allergy, nearly died a few years back when he took a bite of a dessert that, unbeknownst to him, contained almond paste. He had left his EpiPen in his car, and by the time he was able to retrieve it and inject himself, he had gone into anaphylactic shock. He was found passed out in the street, having pulled down his pants to inject himself with his EpiPen, and he had to be placed in a medically-induced coma for 72 hours as a result of the ordeal. "The fastest I ever went
was about 400 kilometres an hours, but that doesn’t really scare me as much as being in an environment with a lot of allergens I’m allergic to," he said. Given his own experiences, Tagliani is now a staunch advocate for food allergy awareness, hosting a nationwide Summer of TAG Allergy-Friendly Food Drive. This year’s event was won by Secord Elementary School, which saw students in the East York school collect 80 hampers of food to help those in need in their community. For their efforts, the students won 15 Apple iPad Air 2 tablets for their school. "I’m using the platform of racing to help make a difference and start an awareness program," he said. "We had 168 schools registered this year." The allergy-free food drive tasked kids with not only bringing in healthy

and it pushed kids to read labels and see what they’re giving." The food drive was first pushed by a parent at the school, but the students quickly took up the challenge. Secord Elementary
principal George Vlahos said awareness of food allergies is important given that staff and students alike have reactions to certain foods. "There are no hard and fast rules about what food
kids can bring to school," he said. "We let families know what the known allergies in the school are, but if a student brings something that another student is allergic to, we can’t just tell them they can’t eat. "This brings home the idea that some foods that are good for some students can be dangerous for others." The students were eager to pitch in, with the food donated going to the Secord Community Centre to help residents in need. "We wanted to be able to help, but we learned that some kids in the community and some adults have allergies, so you have to be careful what you give," said Secord Elementary School Grade 5 student Sharon Lee. JOANNA LAVOIE jlavoie@insidetoronto.com The time has come to shake things up, constitutional lawyer Nicolas Rouleau told dozens of francophone parents/supporters at a recent meeting of the Coalition de parents pour une ĂŠcole secondaire de quartier, PESQ for short. After 10 years of no action, those who want to see a French-language secondary school established in Toronto’s east end are taking their fight to the Supreme Court of Canada. In September 2015, PESQ retained Rouleau to help them. Earlier that year, Rouleau (and his brother Sylvain, also a constitutional lawyer) won a case in the Supreme Court of Canada that determined British Columbia’s government violated students’ constitutional rights to an equitable education as their school, Rose-
des-vents in Vancouver, was not equal to English-language schools in that area. He’s now preparing court documents for the east Toronto case. The paperwork should be filed by early spring at the latest. During the Jan. 25 meeting, Rouleau said he admires the devotion and sacrifices French-language advocates have made to educate the next generation of French speakers in a majority Anglophone city. "It’s not a privilege to have a French-language school. We have the right to education in an official language," he said. Just over a year ago, Coalition members sent dozens of letters to Ontario’s Minister of Education, the province’s French Language Services Commissioner, and Conseil scolaire Viamonde, the French public school board for centralsouthwestern Ontario, asking that a French-language

Viamonde was the only one to respond, PESQ member Lianne Doucet, a mother of three daughters, told the standing-room-only crowd.
"Now is the time to act," she said, adding she hopes Ontario’s new Minister of Education, Mitzie Hunter, as well as the province’s new Minister Responsible for Francophone Affairs, Marie-France Lalonde, are
ready to listen. "We are rights holders. There are enough students here and the government must put a school in this area." Rouleau said parents and advocates are open to any solution, including a public/Catholic school board collaboration, to ensure Francophone students have a right to equivalent education in their community. "We’re losing students year after year," Rouleau said, urging parents not to give up their fight. Beach Hill resident Marie-Chantal Ethier wants her young daughters to have the option of attending French-language high school close to home. "The numbers are there. I received French-language primary and secondary education in Ontario and I would like to see my kids have the right to that same education," she said follow-
ing the meeting. Delphine Rule, who also lives in the Woodbine-Gerrard area, doesn’t want to send her three children all the way to east Scarborough to the soon-to-open École secondaire catholique Toronto-Est at Eglinton Avenue at McCowan Road. "It’s not in my neighbourhood. For so many reasons, it doesn’t work," she said. "I feel (my children) deserve the same rights as English students. I don’t want to give that up because there isn’t a French-language school in the neighbourhood." There are currently four French-language secondary schools in Toronto: Monseigneur de Charbonnel in North York, SaintFrère AndrĂŠ/École secondaire Toronto Ouest at Lansdowne Avenue and Dundas Street West, and Collège Français at Carlton and Jarvis streets.

One thing that I have come to realize over the many years that I have written my column is that a community’s health and well-being most often comes from the efforts of people most people never get to meet in person. These people put in a great deal of work and effort to ensure that many community services and events hold a community together, but do so in the background and without great fanfare. One of these people whom I would like my readership come to know better is Justin van Dette, who has been serving the East York community since his teen years. Van Dette began his community service in 1996 when at age 17 he was elected to the Parkview Hills Community Association. It was also that year that he began yearly volunteer work assisting the East York Seniors Christmas Day Dinner, which he did
JOE COOPER Watchdog over 15 years. Not only has he undertaken work with his own community association, he also has reached out to other areas of East York, Topham Park residents to establish their own association. His work life also involves assisting the community through being a part-time employee of the Toronto East General Hospital foundation. During that time, he has worked hard to help the hospital grow and keep a strong and active connection with the community it

serves. Currently van Dette is involved in some important new initiatives that will have an important benefit in keeping East York’s sense of identity and history alive. He recently founded the East York Hall of Fame committee, who are working on an initiative to see notable people, both historic and contemporary, recognized and commemorated. Currently he is working hard to see that bus schedules are reinstated at TTC stops so that people who cannot afford smartphone applications are not hindered in their travels. Justin van Dette certainly serves as a role model for dedicated community service and citizenship.
