Ninety per cent of parents coming to this room, four days a week, are newcomers to Canada, learning skills they can take home, says Koroneos. "It demystifies the whole Canadian school system for them." The Byng Avenue school, and Samuel Hearne Middle School next door, function as community resource centres, not just for children but their parents too. They need whatever help they can get. Raising the Village, a new City of Toronto initiative, ranks Oakridge - a pocket in Scarborough of modest houses, apartment towers and auto-related businesses north of Danforth Avenue - at the top of its list for neighbourhoods with the most "inequities" when it comes to raising children. Oakridge’s family poverty rate is nearly 55 per cent. In Etobicoke’s very affluent Kingsway South neighbourhood, at the other end of the rankings, it’s just above five per cent. Toronto divides into rich and poor areas. Raising the Village is meant to show authorities where surgical investments in

"It’s a mammoth program that’s going to take years to fine tune," James Pasternak, a North York councillor, said last month. "I think this mayor and this administration is prepared to develop it and invest in it," Pasternak said, but adding those resources to build a more child-friendly city won’t be cheap. The two Oakridge schools, with 1,200 students between them, already get extra funding to cover costs of field trips, free eyeglasses, pediatric clinic referrals, hearing and dental screenings. learning coaches. They host meetings for parents, and stay open until 10 p.m. as subsidized community spaces. They hire parent volunteers as lunchroom supervisors and clerical staff; many were teachers or administrators back home, said Oakridge’s principal, Heather Groves. After years of effort, Oakridge and Hearne just got artificial turf laid on the field between them. The neighbourhood lacks recreational green spaces for children, and so many were on the field, grass wouldn’t grow. Parents said, "Our kids have to stay home in the buildings because there’s nowhere to play," said Sohail Shaikh, Hearne’s principal. Many Oakridge parents, now predominately South Asian, arrived in Canada with one or more university degrees, though
those may not be recognized here. They’re dedicated to their children, Shaikh said. Kingsway South, between Dundas Street West and Bloor Street West, is a very different place. It’s an "extraordinarily homogenous" neighbourhood of single-family households led by professional couples, and blessed with parks and good neighbourhood schools within walking distance, said Pamela Gough, the area’s public school trustee. Kingsway’s children, she said, are well-supported by families attentive to their needs, and emerge from schools having had high-quality education and guidance. "You’ve got the basics for success right there." Raising the Village notes only three per cent of children in Kingsway South were not participating in either arts or sports,
compared to 54 per cent in Glenfield-Jane Heights. Public school trustee Tiffany Ford, who represents that North York neighbourhood, said many parents along Jane Street and other marginalized communities find it hard to get children into arts and sports programs. Sometimes lack of information, transportation or the costs of programs can be a barrier, said Ford. "As a resident, I can see there’s a lot of programming here, especially in Jane-Finch, but it’s still not enough." Toronto’s six-year-old Child and Family Network (which includes school boards, United Way and Ontario’s education ministry) based Raising the Village’s "inequities score" on five factors (see sidebar), chosen "because they are known social determinants of child health." Family poverty is given the most weight, but parental unemployment, low parental education, lack of knowledge of English or French, and housing "below adequacy, affordability or suitability" standards count too. Neighbourhoods with the least "inequities" get a negative score. Oakridge is highlighted as the one with greatest inequity, but the score "doesn’t do justice to the whole story," said Parthi Kandavel, its public board trustee. Some poverty in Oakridge spans generations, and social problems result, but many are recent immigrants or refugees working hard to make their way out of social housing, Kandavel said. "The supports are there and should help. Will it change the outcome?"

Tougher penalties could curb distracted driving The symbolism was perhaps a bit heavy handed, but the message was crystal clear. In the continuing effort by police to convince drivers that texting or talking on cellphones while behind the wheel can be disastrous, Toronto police recently put a hearse into service as an unmarked vehicle. The grim visual, part of a weeklong effort to combat distracted driving in the city, was intended to convey the message to motorists that using mobile hand-held devices could land you or someone else in that sombre vehicle, so common to funeral processions. If the approach seems dramatic, it’s important to point out that authorities are fighting an uphill battle when it comes to ending distracted driving, as they are with impaired driving, despite decades of powerful messaging and RIDE campaigns. This month the OPP held its own distracted driving campaign and laid more than 2,400 distraction-related charges over the period of a week. The OPP say deaths linked to distracted driving are outpacing those due to speed, so far in 2017. Last year, police observed the phenomenon become even more common than drunk driving. By the end of August last year, there were 38 distracted-driving deaths, compared to 19 impaired-related fatalities. Overall, 2016 saw 309 traffic fatalities on OPP-patrolled roads, up from 301 the year before, and distracted driving was one of the main causes. In Ontario, texting, talking into a hand-held mobile device, even eating while driving, can result in a fine between $490 and $1,000, plus the loss of three demerit points. A ticket can also result in a $200 or more uptick on your insurance bill. Distracted driving has been illegal in this province since 2009. Insurance Bureau of Canada statistics show that a driver is 23 times more likely to be involved in a collision if texting while driving and four times more likely if talking on a cellphone. Eighty per cent of collisions involve some sort of driver inattention. But drivers continue to do it. A Canadian Automobile Association survey, conducted late last year, revealed that 33 per cent of Canadians admit to texting at red lights. If stiffer penalties are what’s required (Transport Minister Marc Garneau is calling for national standards on fines) then they should be implemented. We can’t allow distracted drivers to continue to make our roads more dangerous.

On poverty, Toronto listens to experts Years ago, Cassandra Chambers was in a parking lot in Scarborough’s Bay Mills area talking to six youths who, like her, were West Indian. They believed their only option was playing basketball or rapping, things "the whole society and media told them they were good at," she remembers. To them, high school "was an elaborate daycare." Chambers took those kids to Union Station, then randomly stopped people "who looked like us," on their way to accounting, media and marketing jobs. One man did mineral trades. Two youths got placements with him, and Chambers, trained as a legal assistant, became a social worker, running a program called Youth Outside

erty strategy. The group is diverse in cultures, ages, levels of poverty. Hearing what other members struggled through inspired Chambers, showing her, "One, you know you’re not alone, and two, you can help." How do you interview for a job when you’re missing teeth, or don’t have a phone? Chambers has asked around to find clothing for people seeking jobs. "That helps one or two, but the reality is the number of people in poverty that want to work is in the thousands," she says. LEAG will focus on getting over the obstacles keeping people poor. Many LEAG members are experts in this, surviving addictions, criminal charges,
post-partum depression as single mothers, sudden unemployment; some used the city’s shelter system, says Pam McConnell, downtown councillor and Toronto’s poverty reduction advocate. The group’s not an experiment, she says. "It’s the way in which we should do business." Chambers, who lives in Malvern and recently became an artisan baker, believes the anti-poverty strategy is "on a good path." Created by Bloor West Village resident Jana Girdauskas, the grassroots Period Purse campaign provides homeless women with purses containing tampons, pads, menstrual cups, and other personal hygiene products.In the last six weeks, upwards of 400 purses have been collected. They will soon be distributed to various Toronto shelters and charitable organizations serving women.In east Toronto,
people can drop off gently used purses, along with toothbrushes and toothpaste, face cloths, new underwear, deodorant, and other basic personal care items throughout the month of April at Sprouts Growing Bodies and Minds at 183 Carlaw Ave., and Ocean’s Treasure Fish Market at 565 Danforth Ave.The plan is to host a "packing party" at the end of April to assemble the purses.Rebecca Rabinovitch, who has lived near Pape and Danforth avenues for five years, is helping coordinate the east Toronto campaign."I think it’s a good cause. Hit and run in Riverdale Toronto police have released images of a white cargo-type van allegedly involved in a hit-and-run collision in Riverdale on March 22. Investigators report a light-coloured GMC or Chevrolet cargo-style van was northbound on Carlaw Avenue at Riverdale Avenue at 2:40 p.m. when it mounted a north sidewalk and struck a 60-year-old pedestrian who was standing on the curb at Riverdale, east of Carlaw. At the time of the crash, the driver was reportedly attempting to make a right turn. He fled the scene eastbound on Riverdale, toward Pape Avenue. The pedestrian was transported to hospital with serious injuries.
Danforth/Coxwell stabbing Male stabbed in the arm during a fight near Dan-
forth and Coxwell avenues on March 24. In the mid-afternoon hours, an altercation broke out between two groups of males, Const. Allyson Douglas-Cook told Metroland Media Toronto. "We arrived (on the scene) and located a male with a stab wound to his arm," she said, adding the victim’s injuries were nonlife-threatening. "One suspect is being sought by police."
Marijuana busts Thirteen people have been arrested and charged after Toronto police raided two Cannabis Culture marijuana dispensaries. On March 22 at around 11 a.m., search warrants were executed at 711 Queen St. E. in 55 Division and 2889 St Clair Ave. E., Unit 1 in 54 Division. During this raid, police seized 5,159.29 grams of marijuana, 256.54 g of hash, 65 marijuana vape pen units, 30 marijuana oil units, 827.98 g of marijuana "shatter", 1.85 g of THC crystalline powder, and 57 THC capsule pills. The total value of the items
seized is $7,048.25 Later on that day at approximately 4 p.m., police conducted a second raid at Cannabis Culture at 711 Queen St. E. Police said they seized approximately 1,640 g of marijuana, $3,770 in Canadian currency, and 1.92 g of "shatter".
No charges for cap gun A potentially scary situation the afternoon of March 25 in East York turned out to be a false alarm. At 1:42 p.m., Toronto police officers from 54 Division received a call for reports of a man armed with a gun at Stan Wadlow Park, which is near Cedarvale and Cosburn avenues. Police attended the east Toronto park and located a man with a cap gun. No charges were laid, Const. Caroline de Kloet said in an email to Metroland Media Toronto. The City of Toronto, which began the project in the fall of 2015, is set to wrap up the work by May 31. The project, which involves replacing 340 metres of watermain on Victoria Park Avenue and 400 metres on Gerrard Street East
with a larger main, was originally supposed to conclude on Jan. 30, but the contractor found some abandoned utilities on both Victoria Park and Gerrard that needed to be addressed, Ward 32 Coun. Mary-Margaret McMahon said in a recent newsletter to her constituents. The project, which is part of the 2015 capital works program, was further delayed when a leak was also discovered during testing of the pressure in new portions of the main.
The previous transmission watermain measured 1.8 feet in diameter, while the new one is 2.5 feet wide. Transmission watermains transport water from treatment plants to distributions mains on various streets and run deeper than standard service water mains. March for Meals dinners WoodGreen Community Services got political for March for Meals Day on March 24. This year, MP Julie Dabrusin, MPP Peter Tabuns and Toronto city councillor Paula Fletcher were not only on hand to recognize the program and its many
volunteers - which last year provided 55,000 warm meals to 500 clients - they also helped serve the meals. The east-end Toronto social services agency, with a staff of 650 and a volunteer force of about 1,000 people, serves about 10,000

Ottawa’s announced child care funding in the 2017 budget - though not enough to fix Toronto’s daycare crisis - creates an opportunity that the city must seize, Beaches-East York Coun. Janet Davis said. "We have to be there now and seize the opportunity," the vocal advocate for child care said. "Right now, we are experiencing a crisis that needs to be addressed because of the shortage of spaces and the high cost of these services. We need action now. Toronto families need action now." This year’s federal budget allocates $500 million toward a national child care program that works with the provinces and territories to address affordability, accessibility, inclu-
sivity and flexibility. The funding is set to rise slowly year over year until it starts ramping up faster by 2022 or 2023, and reaching $870 million per year by 2026 or 2027. Jane Mercer of the Toronto Coalition for Child Care calls the Liberal government’s budget good news, but the money could be coming faster. "It’s not coming quite as fast as we’d like, because parents are desperately waiting for child care in Toronto and more affordable child care," she said. She hopes Ottawa and the province can start flowing significant money to the city to create child care spaces and subsidies. By Coun. Davis’ calculation, by the 10th year of the federal funding, Toronto could see about $65 million per year of the $870 million announced, which could create 6,500 spaces.
Federal funding alone won’t be enough to fix the problem, Davis said. In Toronto, more than 18,000 children are waiting on a subsidy and there is a shortage of licensed child care spaces. Davis calls on the province and the city to join Ottawa at the table to both plan and fund a "made-inToronto" strategy that is sustained for expanding child care. She said capital money, operating money and subsidies are needed to create a system that serves all families. "Child care is critical to the healthy development of young children and the financial well-being of families, and the economic vitality of this city." Toronto’s Community Development and Recreation Committee will consider a city staff report on growing child care at its April 13 meeting.

JOANNA LAVOIE jlavoie@insidetoronto.com Concerns faced by renters in East York are nothing new: lack of maintenance, pests, fear of being evicted, noise, smoke entering their units from other tenants, heating/cooling and ventilation problems, rising rent, and reduced amenities. Earlier this week, tenants lined up at a microphone at Bethel Baptist Church in Pape Village to share their ongoing struggles. Those who filled the church’s pews also came out to learn more about their rights as well as a new private member’s bill TorontoDanforth MPP Peter Tabuns recently tabled that calls for the elimination of Ontario’s two-tiered rent system. Currently, landlords of dwellings built after November 1991 can arbitrarily raise the rent, while those who own older buildings must adhere to rent-in-
crease guidelines. "I know tenants are not protected. It’s not a fair system," said Tabuns, who organized the meeting. "This isn’t only about rent control after 1991. It’s a much bigger issue than that. Tenants are getting gouged." He said the best way for renters to ensure their rights are upheld is by mobilizing. Mary Lewyckyj, president of the Park Vista Tenants Association, agreed. She said it’s time to "raise a little hell." She said tenants need to make better use of the "tools in the tool kit," like Tenant Support Grants to help cover the costs of disputing a landlord’s Above Guideline Increase application. "It’s always going to be a David-and-Goliath situation. (Landlords) count on ignorance. They count on apathy," she said. "You need to understand the system. You can’t let them win. There are won-

Euridice Baumgarten of the Federation of Metro Tenants Association said renters should never forget they have rights. "Get together with your neighbours (so the Landlord and Tenant Board) understands you have power," she advised. Tabuns’ private member’s bill, The Rent Protection for All Tenants Act, is the first in a series of steps he said he intends to take to protect the rights of renters in Ontario. The MPP said he’ll also take a closer look at ways to stop landlords from "outpricing" tenants, essentially forcing them to move out so they can raise the rent.
