Connected North links students with remote First Nations communities

The school launched Connected North, a new real-time online connection between the school and remote First Nations communities last Friday with technology donated by Cisco. The partnership will allow for collaborative learning and will link the First Nations School’s students directly with their roots. Cisco has rolled out similar initiatives at other schools, but with the First Nations School now in full swing, Connected

Doctors diagnosed Tufts, an East York mother to then 10year-old Phoebe, with squamous cell cancer of the vulvar. Tufts had never heard of it. Tufts had surgery in May 2014, followed by largely unsuccessful radiation that summer, then a second surgery that September. Doctors told Tufts she was terminal. Amid shock and grief, Tufts’ family and friends mobilized to support her, and to help her raise awareness of the little-known cancer that would take her life on April 22, 2015, three weeks after her 56th birthday. "Andrea told me she really wanted to get the message out that this cancer exists, it can be fatal, it’s hard to get diagnosed, and the treatments are hard," said Tufts’ friend, Kathy Gould-
ing, who lives in downtown Toronto. Goulding conceived Team Andrea, which raised nearly $43,000, one of the top community teams to participate in September 2015 in the Rexall OneWalk to Conquer Cancer benefiting the Princess Margaret Cancer Centre. This year, participants can walk either 15, 25 or 40 kilometres. Team Andrea persuaded OneWalk to add Tufts’ cancer to its list of gynecological cancers benefiting from the walk. "Andrea was thrilled when we told her we could add her cancer to the list. To make that kind of difference in such a short amount of time was incredible," Team Andrea co-captain Goulding recalled. Team Andrea has raised more than $65,000 for the Princess Margaret Cancer Centre. This year, the team has hit the $5,000 mark of its $11,500 goal for this year’s Rexall OneWalk on Sept. 9. for Team Andrea is what drives her, Sanz said. "Everyone knows about breast cancer. Doctors have done a wonderful job. But there are so many specific female cancers no one knows anything about," Sanz said. "Literally nothing could be done for her. Andrea said, ’this is wrong,’ and we all agreed." Samantha Moffatt-Sanz, eager to learn how Princess Margaret Cancer Centre uses its OneWalk dollars, went on a tour of the facility with her mom, where she spoke with doctors, clinicians, technicians and researchers. The experience inspired Samantha to write a school science report on Princess Margaret’s immunotherapy advances. "As long as Phoebe is good with Team Andrea and doing it in her mom’s memory, we’ll do it," Sanz said. "Phoebe was Andrea’s daughter. But we’ve all adopted Phoebe. This is what Phoebe wants. This is what we do."

Team Andrea drives message, funds for little known cancer
No sign of No Frills reopening soon JOANNA LAVOIE jlavoie@insidetoronto.com It’s been just over a year since Rocca’s No Frills at Coxwell Avenue and Gerrard Street East abruptly closed its doors. On the morning of May 11, 2016, a note was posted in the front and rear windows of the busy supermarket advising customers their local grocery store was closed for renovations and would reopen as soon as possible. Before long, dozens of shoppers took to social media to share their thoughts and express frustration. Others
spoke about the serious need for renovations to the building and speculated on the future of the valuable east-end property. Those who worked at the store also received no notice. Staff members showed up for work on that May day to find out their place of employment was closed effective immediately. In the days following the closure, Loblaws started running a
shuttle bus to the Dave and Charlotte’s No Frills store at 449 Carlaw Ave., just north of Gerard Street East. That store is about two kilometres away. The company said the shuttle, which is in operation daily from 8 a.m. to 7 p.m., every 15 minutes, with no service between noon and 1 p.m., would remain in place until the Rocca’s reopens. A timeline for the renovations,
which began earlier this year, and a reopening date have yet to be announced. At this time, Loblaw Companies Ltd. said it does not have "anything new to share" about the renovation. "We understand the important role our No Frills stores and their owners play in their communities, as evident by the extremely strong customer re-
sponse to the reopening of Vi’s No Frills last month. Please be assured that we are working diligently to complete the construction as soon as possible," said Kevin Groh, Loblaws’ vicepresident of corporate affairs and communication, in a statement. Shortly after the closure, Groh said they didn’t want to close the
store, but the building is very old and repairs were "unavoidable." Groh also vowed to do "everything possible" to provide employment opportunities at other No Frills stores as well as financial support. Loblaws said it also intends to welcome back all staff members at Rocca’s once the store reopens.

Election year budget will be a tough one Another year, another squeeze. That’s the message from Toronto’s City Manager Peter Wallace as councillors get set to dig into the 2018 budget. It’s going to be the last budget that Toronto Council and Mayor John Tory approve before they go to the voters in the fall of next year. And while it’s looking a little easier than last year in some ways, in important ways it’s going to be more difficult than ever. Like last year, Wallace has asked for across-theboard restraint from city departments and agencies. Not a 2.6 per cent cut this time, just a freeze in spending at 2017 levels. When he spoke to Toronto’s budget committee May 11, he made it very clear that he didn’t expect every department to come in with a zero spending increase. But it’s important to try. That’s because, he noted, there is very little wiggle room this year for council to increase spending beyond inflation, and maintain a property tax increase at or below the rate of inflation. And Mayor Tory and council have made it clear that there’s no appetite for an increase any higher than that on property taxpayers. Council made use of that wiggle room in 2017 – among other things, approving a budget that anticipated robust increases in the revenue from the municipal land transfer tax and therefore boosted revenue. That was a good bet in 2017 but not necessarily so in 2018, when market-cooling measures approved at Queen’s Park could put a damper on Toronto’s blazing hot real estate market. Wallace has been warning since his arrival that Toronto’s reliance on an ever-growing land transfer tax could eventually be its fiscal undoing. That warning seems more apt than ever right now. It all leads to exactly the kind of debate that survival-minded politicians don’t want to have coming up to an election: do we cut services or raise taxes? In the past, faced with these choices city politicians have had a third option: extend a begging hand to the provincial government for help to balance the books at the last minute. But again, what worked 10 years ago is less likely to work now, with the Ontario Liberals facing their own day of reckoning with Ontario voters in 2018. In 2018, there’s one more option: have an honest conversation with taxpayers about the type of city they want to live in. Explain what that city costs. And then, hand them a bill and a ballot at the same time.

A reckoning may come for our worst landlords The front of 500 Dawes Rd. is a busy place during dinner hours. People are in and out with children, dogs, groceries, deliveries. But this East York building is known across the city as one of the worst in Toronto, a reputation it’s had for years. That’s an opinion you can base on the hundreds of orders the city issued against the management of 500 Dawes, a management reluctant to fix anything the right way. Janet Davis, local councillor, stood in the lobby last week, asking passing tenants about repairs, letting them know they can call 311 about them. She does this in other buildings, but 500 Dawes "is the No. 1." The building went

retch. Consensus from tenants? Management does nothing, or gets away with bare minimum. That may change. A reckoning may come for bad Toronto landlords, because on July 1 a new bylaw goes into effect. Landlords must give the city plans on repair, pest control, maintenance. They’ll be required to post information too: the lobby corkboard at 500 Dawes will have to hold more than redirected mail and flyers for airport taxis. Until now, the city could pressure landlords, but had no hammer. Soon, it will be more expensive for them to ignore the law, says Geordie Dent of the Federation of Metro Ten-
ants’ Associations. "It’s not like July 1 bing - a magic wand is going to be waved," he says, but the new bylaw comes with penalties. "This building is definitely, definitely on the radar." Tenant activists fought desperately for the new bylaw. Many, like Geri Stevens, paid a price. She’s been active since 2011 in 500 Dawes, and she’s leaving soon, worn out. "It’s a horrible, horrible building," says Stevens. Cheap rents are why many tenants stay. If there was any justice, many wouldn’t have to. The local MP has recently launched the Canada 150 literacy challenge in his riding. Bay of Quinte MP Neil Ellis is the creator of the non-partisan, parliamentarian-led initiative. "I think it’s one of the most positive ways to celebrate Canada’s sesquicentennial," ErskineSmith said during a recent interview. For the challenge, classes are invited to read 150 books, short stories, articles, and even poems either about Canada’s culture or heritage or written by Canadians. Participating groups have until the end of May to submit their log by mail/in-person at Erskine-Smith’s local office at 1902 Danforth

Local author Elizabeth MacLeod joined Erskine-Smith for the lunch reception during which she read an excerpt from a speech by former prime minister Pierre Elliot Trudeau when the Canadian Charter of Rights and Freedoms was adopted in 1982. The local MP, who said he plans to visit every class that completes the challenge, also distributed pins, flags, and special edition commemorative Canada 150 certificates to the students. Erskine-Smith grew up surrounded by books and reading. Notice of Commencement and Public Meeting #2 Lakeshore East Rail Corridor Expansion (Don River to Scarborough GO Station) – Transit Project Assessment Process To keep up with our growing region, Metrolinx, an agency of the Province of Ontario, is transforming the way the region moves by delivering the largest transit infrastructure program in Canadian history to keep the region moving today and tomorrow. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 9 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement more GO service and make other infrastructure improvements to the GO system to help create new transit connections and faster service across the region. By 2025, electric trains will be running every 15 minutes or, all day and in both directions, within the most heavily travelled sections of the GO network. The Project Metrolinx is completing a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08 made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East GO rail corridor between Don River and Scarborough GO Station in the City of Toronto. The project involves: • Addition of a 4th track between the Don River Bridge and the Scarborough GO Station • Widening of three (3) bridges: Woodbine Avenue, Warden Avenue and Danforth Avenue • Modifying Underneath the Birchmount Road Bridge • Modifications at Danforth GO Station to improve access • Retaining walls • Three (3) culvert extensions: east of Coxwell Avenue, east of Kennedy Road and Scarborough Junction The Process The TPAP is a proponent-driven, self-assessment process that provides a defined framework to follow in order to complete the accelerated assessment of the potential environmental effects and decision-making within a 120-day regulated assessment timeline. Following this period, the regulation provides an additional 30-day public and agency review, and a further 35-day Ministry of the Environment and Climate Change (MOECC) review. Prior to the commencement of the TPAP, introductory pre-planning activities take place. These activities include the study of existing environmental conditions and potential environmental effects of the Project across the natural environment, socio-economic environment, cultural environment, and traffic and transportation, as well as public and stakeholder consultation. As part of the TPAP, an Environmental Project Report (EPR) is being prepared. Consultation – Your Opportunity to Comment and Provide Information We thank everyone for their feedback to date. High marks for hospital after 911 call As I told you in my last column, I had a medical emergency earlier this month that resulted in a 911 call in the middle of the night and an ambulance ride to the hospital. That was to Michael Garron, formerly Toronto East General Hospital, and it provided me with an opportunity to experience its emergency procedures up close. I was admitted very quickly, given the nature of my condition, and hooked up to all the beeping machines that you associate with hospital emergency rooms. The staff were excellent, being as concerned with my comfort as much as with diagnosing my condition. Thankfully they were also very much aware of the needs of my wife, Jennifer, who could stay by my side during my ordeal and who was also kept appraised of my situation. This was in sharp con-
JOE COOPER Watchdog trast to the old days when family were pushed out to the waiting room and kept in the dark until a doctor or nurse would finally come out and tell them what was going on. In my own case, it was found I was having a bad reaction to a new medication I had been put on and my heart rate was far too high. Fortunately, once the link was established, it was found that I could manage to bring the heart rate down by using what is known as the Valsalva ma-
noeuvre, where you hold your breath and push down. Unfortunately, I had several spikes of elevated heart rate through the night so they kept me in the hospital for 24 hours to observe me. The nursing staff and technicians were all excellent and treated me kindly and professionally. I have nothing but praise for the doctors, nurses and staff at the Michael Garron Hospital who helped me through a very difficult health crisis that could have ended badly without proper care. They kept me as comfortable as they could and made me feel confident of the outcome, which is very important. Joe Cooper is a longtime East York resident and community activist.
