DOMINIK KUREK dkurek@insidetoronto.com The builders of affordable housing in the Toronto area are concerned that the region’s hot real estate market could put their ability to offer homes to lower-income residents at risk. Options for Homes primarily builds condo apartments within Toronto that it sells below market value, and offers down-payment support to help buyers get into the market. Historically, about five per cent of its units have been sold to families and individuals with annual household incomes below $30,000. "We were able to sell to people with quite modest incomes. That’s a game changer for them," Options CEO Heather Tremain said. "That is going to be more difficult for us without some significant other support in place." The nonprofit organization is currently building two projects, one at Danforth Avenue and Main Street, and another Danforth Road and Eglinton Avenue. It also has plans in Cabbagetown and Weston, the latter of which is generating great interest, Tremain said. While still below market value, those projects are expected to sell at a higher price to individuals with higher incomes than Options’ previous developments, she said. The cause of this rise in prices is primarily the result of rising land costs. "It’s a very competitive environment to source and acquire land," said Habitat for Humanity Greater Toronto Area VP of Land Daniel Ger. "Land values in general are increasing at a similar rate to the housing market." Habitat GTA is feeling the same pressure as Options. Both organizations

have a selection process for their homes so there is no bidding from buyers. Habitat GTA is currently building or planning to build in 2017 four projects in Brampton, one in Caledon, one in Georgina in northern York Region, and is completing its largest development ever in Scarborough’s Malvern neighbourhood. The Malvern project, with 50 stacked townhouse units, could be the last of its kind, the organization worries. Bidding on land has become very competitive, the organization said. "Because the housing market is so strong, you get a greater pool of developers or people that would like to enter into the development world. It’s just a very competitive marketplace right now," Ger said. Land values in Toronto have risen so high that a single-family home lot in an inexpensive neighbourhood sells for approximately $500,000, Ger said. A similar lot in Georgina sells between $100,000 and $150,000. Coupled with land values, development charges (fees developers pay to governments to build) have risen. Toronto’s development charges are fairly low, approximately $25,000 per townhouse unit. Other municipalities charge much higher than Toronto, Ger said. Other costs, such as prices for concrete and labour have risen recently too. Tremain said Options for Homes will continue selling affordable housing, but affordability is relative to the market.

who provide affordable home ownership without going through a public bidding process," he said. Luckily, governments have listened. The City of Toronto is allocating $100 million worth of city-owned land to be sold to nonprofit developers, said Davenport Councillor Ana Bailão, chair of the City’s Affordable Housing Committee. "This is a great way to bring some equity into a partnership that can be successful in building affordable housing with the nonprofit sector," she said. was approved in 2016 to speed up affordable housing construction. It includes financial contributions including capital funding and fees and property tax relief, fast-tracked planning approvals, plus the offer of surplus lands. In 2016, the province passed the Promoting Affordable Housing Act, which allows municipality to enact inclusionary zoning bylaws (bylaws that would require developers to make a certain portion of units within a development affordable). Toronto has yet to pass an inclusionary zoning bylaw, which, when enacted, has the potential to be a game-changer for the nonprofit sector, Bailão said.

For the first time in Canada, workers at a medical marijuana dispensary have joined a union. All 40 employees of Canna Clinic’s location at 350 Broadview Ave. are now members of Unifor, Canada’s largest private sector union. Unionized staff members include reception, production, packaging, and retail workers, as well as supervisors. In the near future, the new union will start negotiating its first a contract at the Riverdale clinic. "These workers turned to Unifor because they want to build careers in

the industry, which is expected to grow rapidly with legalization next year and are seeking help for fair working conditions," said Unifor’s Organizing Director John Aman in a May 17 release, noting safety and staff training are the key concerns for workers at Canna - Broadview. Jerry Dias, Unifor’s national president, said workers have the right to organize regardless of the status of an industry and Canna’s decision to form a union is "an important step forward in the modern workplace." "With Unifor, these workers will have one of the strongest and most innovative Canadian unions

in their corner to help win fair wages and better health and safety provisions," he said in the release. "This is a fast-growing industry, and with the advent of legalization, it is important that the workers have a voice and representation as the sector evolves over the coming years." Canna currently has five locations in Toronto and clinics in Vancouver. Unifor, which is the result of the September 2013 merger of the Canadian Auto Workers and the Communications, Energy and Paperworkers union, is hoping Canna locations in Ontario will also unionize.

Vicky Tsorlinis one of 25 honoured by Volunteer Toronto JOANNA LAVOIE jlavoie@insidetoronto.com A longtime Scarborough resident with close ties to the Beach and Riverdale has been recognized for making Toronto a better place. Vicky Tsorlinis, who grew up near Danforth and Logan avenues, joined 24 other inspiring Torontonians in accepting a 2017 Volunteer Toronto Legacy Award. "What really stands out about Vicky is her ability and interest in being an active part of her community," said Camara Chambers, VT’s director of community engagement.She said Tsorlinis stood out be-

Tsorlinis, who has been volunteering in earnest for about a decade, said she first felt the push to help others when she had an upsetting experience at a hospital emergency room with her mother, who spoke very little English and wasn’t given the attention and acknowledgement she deserved. "I really felt impacted by that situation and I felt I wanted to make a difference. I didn’t want others to feel forgotten," Tsorlinis shared during an interview at her home. For five years, Tsorlinis volunteered with the nowshuttered Perram House hospice. About four years ago, she got involved as a volunteer/fundraiser for Emily’s House children hospice in

Weathered flags should be grounded With Canada Day celebrations, marking the 150th year in our nation’s history, rapidly approaching, flags will be flying from coast to coast. In many cases, bright, pristine Canadian flags will be front and centre at legions, government offices, businesses, and private residences. They’ll be prominent at countless special events and even attached to cars and trucks. And, unfortunately, there might be a few cases where our cherished symbol looks less than pristine, maybe even a bit ragged and threadbare. "When a flag becomes tattered and is no longer in a suitable condition for use, it should be destroyed in a dignified way." We’re not quite sure what constitutes a ’dignified’ disposal, but we do concur with the notion that the Maple Leaf should fly only in a pristine condition. To display Canada’s national flag is to demonstrate one’s patriotism and appreciation for our good fortune in being able to live in the best country on the planet. To display a weathered, shabby version is to do a disservice to this most important symbol of our nation.

Bringing stories of Toronto’s suburbs downtown I remember being disappointed two years ago when the Toronto Public Library released the Toronto Poetry Map. It’s a great idea: dots on the map, each linked to a snippet of verse describing that place, or this intersection in the city. Except, some downtown places had overlapping dots, swollen with multiple mentions. All of Scarborough had just four dots. The Toronto Zoo, Scarborough Bluffs, and the Hav-A-Nap Motel got mentioned, but not much else. For our other suburbs, things weren’t much better. Etobicoke, on that map, was a poetry desert. Ditto, East York. Where were the words describing them? How can this be a city whose stories

men going to East Point Park for sex, the Scarborough East Pow Wow, a school literacy centre, a Caribbean restaurant, fights at a dollar store, fantasies of orangutans escaping the zoo. The best-known Toronto novels and poetry are about the old Toronto, partly because many are set in Toronto of the past. So, I’m grateful for the "What’s Your Story?" contest from which the Ontario Book Publishers Organization started to draw out diverse, but unpublished, writers from Scarborough, North York, Etobicoke and East York. "Diverse people produce diverse stories," says Holly Kent, executive director, but it’s hard to get suburban writers to literary

events happening downtown. "It can seem very insular to an outsider." This is the second year the group has received stories and poems inspired by these four former suburban cities. Once again, Kent says, the contest jury was "floored" by their quality. You’ll be able to see this year’s winners reading their work this fall. Now that the city’s major art groups and festivals are finally discovering the suburbs, the literary scene is making it out there too. Through fiction, we’ll find more of the truth about this city. Notice of Commencement and Public Meeting #2 Lakeshore East Rail Corridor Expansion (Don River to Scarborough GO Station) – Transit Project Assessment Process To keep up with our growing region, Metrolinx, an agency of the Province of Ontario, is transforming the way the region moves by delivering the largest transit infrastructure program in Canadian history to keep the region moving today and tomorrow. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 9 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement more GO service and make other infrastructure improvements to the GO system to help create new transit connections and faster service across the region. By 2025, electric trains will be running every 15 minutes or, all day and in both directions, within the most heavily travelled sections of the GO network. The Project Metrolinx is completing a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08 made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East GO rail corridor between Don River and Scarborough GO Station in the City of Toronto. The project involves: • Addition of a 4th track between the Don River Bridge and the Scarborough GO Station • Widening of three (3) bridges: Woodbine Avenue, Warden Avenue and Danforth Avenue • Modifying Underneath the Birchmount Road Bridge • Modifications at Danforth GO Station to improve access • Retaining walls • Three (3) culvert extensions: east of Coxwell Avenue, east of Kennedy Road and Scarborough Junction The Process The TPAP is a proponent-driven, self-assessment process that provides a defined framework to follow in order to complete the accelerated assessment of the potential environmental effects and decision-making within a 120-day regulated assessment timeline. Following this period, the regulation provides an additional 30-day public and agency review, and a further 35-day Ministry of the Environment and Climate Change (MOECC) review. Prior to the commencement of the TPAP, introductory pre-planning activities take place. These activities include the study of existing environmental conditions and potential environmental effects of the Project across the natural environment, socio-economic environment, cultural environment, and traffic and transportation, as well as public and stakeholder consultation. As part of the TPAP, an Environmental Project Report (EPR) is being prepared. Consultation – Your Opportunity to Comment and Provide Information We thank everyone for their feedback to date. Rush hour traffic tinkering designed to improve commute A number of changes have been made to peak-period parking and turning left on parts of Queen Street East, east of Parliament Street, as well as along Broadview Avenue and Kingston Road. The city announced recently it was taking measures to reduce traffic congestion, and improve the flow of streetcars and other traffic along key corridors. Similar changes have already been made on sections of King, Queen, Dundas, and College streets. New signs advising of the no parking and no stopping regulations are now being installed. When it comes to weekday no-stopping hours, eastbound Queen Street East between Woodbine and Wineva avenues as well as between Carroll Street and Broadview Ave-

nue has been extended from 4 to 6 p.m. to 3:30 to 6:30 p.m. Northbound Broadview Avenue between Millbrook Crescent and Danforth Avenue has been extended from 4 to 6 p.m. to 4 to 6:30 p.m. Eastbound Kingston Road between Glen Manor Drive and Victoria Park Avenue has been extended from 4 to 6 p.m. to 3 to 7 p.m., while westbound Kingston Road between Scarborough Road and Main Street/Southwood Drive has also been extended from 7 to 9 a.m. to 7 to 10 a.m. The city has also introduced several turn prohibition extensions on weekdays. Motorists are now prohibited from turning left from Kingston Road at Balsam and Silver Birch ave-

Park events pay tribute to family JOANNA LAVOIE jlavoie@insidetoronto.com A well-loved Riverdale family is being remembered with a community event as well as improvements to one of their favourite places: Withrow Park. On Sunday, May 28, all are invited to attend A Day at Withrow Park to commemorate the life of the Taber family. Geoffrey Taber, his wife Jacqueline Gardner, along with their sons, Scott, 15, and Andrew, 13, died on Christmas Eve after a fire struck their Peterborough-area cottage. The family’s dogs, Haley and Shelby, were also killed. Since the tragedy, friends and loved ones have set up the Taber Family Foundation, which has the goal of commemorating the longtime east-end residents through a special legacy project.

"Withrow Park was the perfect choice," shared foundation president Ron Dennis during a recent interview at the local green space. "They loved it here and were here all the time."Dennis was a close friend of Taber’s for 30 years. The two men celebrated and supported each other through the good and bad times serving as best men at each other’s wedding and being there for the birth of their children. They also both coached ball hockey at Withrow Park. He said the May 28 event, which will include food, live music, and fun activities for the whole family, is a celebration of life in the community. Sunday’s festivities will serve as the kick off for the Withrow Project, an effort to raise $100,000 to help with the upcoming reconstruction of the Withrow Park rink.

All funds raised will be used to purchase and install a permanent score clock as well as seating on the hillside and at the adjacent dog park. "We wanted to help make Withrow Park rink a great venue for the community. This is a chance to do something special in honour of the family and the boys," Dennis added. "This is part of the healing process. It’s an opportunity to honour the family and do something great for the community and the park we all love." The memory of Andrew and Scott Taber are also being honoured this week with ball hockey games in their honour at the Leaside Arena.
