hoods, each having their own characteristics, and those neighbourhoods also reflect Canada’s diversity,” she added. “If you think of Canadian history really broadly, the importance of natural resources to the economy, that’s reflected in the Don River.” Originally part of York Township before branching out, East York would later join with Leaside to form the Borough of East York. only borough was then amalgamated into the Toronto megacity. Thorncliffe Park, a horse racing track turned into highrise apartments, was part of Leaside. East York has made the world laugh through comedic greats such as John Candy, and it is has made the world think through political giants including Agnes Macphail, Stephen Harper and Vincent Massey. One of its best gifts, East

York helped Canada preserve its natural beauty through conservationist Charles Sauriol, who also helped protect the Don Valley’s natural splendour. The Lea family, who sold land to the Canadian Pacific Railway to open a train station called Leaside, along with the Taylor family and its mills and Don Valley Brick Works, helped bring people to the East York

Over the years, First World War pilots trained at the Leaside Aerodrome — also the site of Canada’s first airmail delivery — and bomb girls boarded buses in Leaside to work at munitions plants in Scarborough during the Second World War. From the area’s early residents — ancestors of the Mississaugas of the New Credit First Nations, HuronWendat Nation and Six Nations of the Grand River — to the European settlers who founded East York and the multifaceted communities who continue to carry on its legacy, it is everyday East Yorkers who make the community. “I feel like in these moments of grandeur, we’re kind of losing what makes Toronto really wonderful, which is all of these neighbourhoods and the everyday people,” Wainwright said. “East York is more than the sum of its parts in that respect.”

Parents in the community have been advocating and waiting for a Frenchlanguage school in their community for more than a decade. In an email to The Mirror, Ontario Education Minister Mitzie Hunter said her government "remains committed to supporting our French-speaking minority through the establishment of learning environments that provide students with best conditions possible for the development of French-language skills and culture." She said she’s met with the Coalition PESQ and has heard its members’ concerns, adding the Ministry continues to work with the Conseil Scolaire Viamonde to review its options for pupil accommodation in Southeast Toronto. Hunter also pointed to the construction of a new French high school at Eglinton Avenue and McCowan Road that will serve French-language Catholic secondary students from east Toronto. The next step is to set up a time to sit down with the province’s legal team. In the meantime, Doucet and members of the Coalition PESQ said they’re open to collaborating with province to come up with solutions to avoid going to court.

They gave the Ontario government ample opportunities to act and it didn’t. Now, a grassroots group of French-speaking parents from east Toronto is taking Ontario’s Ministry of Education to court to fight for their right to an equivalent French-language high school in Beaches-East York/Toronto-Danforth. On June 14, constitutional lawyer Nicolas Rouleau filed a notice of application to the Ontario Superior Court of Justice on behalf of Leslieville resident Lianne Doucet and the Coalition de parents pour une école secondaire de quartier (PESQ). "We’re suing the government for breach of their own charter of rights. That’s the only option when the political and collaboration approaches don’t bear fruit," he said following a press conference at Queen’s Park. "Their children are entitled to equal education in French as English children and they’re not receiving it." In September 2015, the Coalition PESQ retained Rouleau to help them. Earlier that year, Rouleau (and his brother Sylvain, also a constitutional lawyer) won a case in the Supreme Court of Canada

that determined British Columbia’s government violated students’ constitutional rights to an equitable education as their school, Rose-des-Vents in Vancouver, was not equal to English-language schools in that area. Rouleau said he’s confident this latest case will be as successful. Joined by two of her three daughters, Doucet said she feels bittersweet about the need for Frenchspeaking parents to take the government to court for failing to guarantee children have access to quality French-language educational facilities in their neighbourhood. This fundamental right is protected under Section 23 of the Charter of Rights and Freedoms. "I have mixed feelings about today. I’m proud of the work we’re doing to fight for French-language rights but it makes me sad none of my girls will benefit from this work," she said Doucet, adding the court challenge is also an opportunity to educate others about the French-language education rights. Doucet wrote her first letter about this issue in 2011 when her youngest daughter Marie-Eve was in Grade 1. Three years ago, she officially joined the Coalition PESQ.

Learning from our past helps guide our future Toronto’s come a long way in its relatively short history, with substantial change taking shape in the last 150 years. Consider, if you lived in Parkdale in the 1800s, you were probably upper-class. It was a community known as a ‘resort village’ due to its proximity to the lake and its large summer homes. Meantime, Toronto’s downtown core, which is now a bustling area of big business and big banks, was once home to the city’s most notorious slum, The Ward. While Scarborough evolved into an industrial hub during the Second World War, as the population expanded east with dreams of prosperity. These are just a few stories of Toronto’s past we bring to light this week to commemorate Canada’s 150th birthday. You can read these features in the editions of the Mirror, Guardian and Villager newspapers as well as online at insidetoronto.com/Canada150 We have a lot to celebrate and be proud of in this city and country of ours, as we prepare to mark our nation’s sesquicentennial. But we’d do our forebearers a disservice if we didn’t continue to strive for the betterment of this city and its residents. While it’s not hard to acknowledge where we went right, where we went wrong as a society has had lasting effects on the people of Toronto. The erection of the Gardiner Expressway dismantled Parkdale as an upper-class enclave, resulting in 60 years of social and economic instability. The area is currently experiencing improvement through gentrification after years of neglect, but the investment is forcing some of its long-time residents to feel squeezed as the cost of living surges. While an area as blatantly bleak as The Ward may no longer exist in Toronto, poverty does, with many children at the centre of the crisis. And now there’s hope a subway extension will spur development in Scarborough once again, after the city lost its footing as an industrial centre after amalgamation. To know where we’re going, we must always remember where we came from. We must ensure the countless generations of indigenous, including the Wendat, Haudenosaunee, and Mississaugas, are continually recognized and honoured for their contributions to this land. For without them, there would be no Canada. There would be no Toronto. Learning from our past positions us for a brighter future: a future of progress, inclusiveness and reconciliation. A brighter future that’s another 150 years in the making.

City plan for legal rooming houses may fail I hoped the crowd in Don Mills would be a little different. I’d been to other meetings where the city talked about legalizing rooming houses in Toronto’s suburbs, but these people have Shelley Carroll, a reasonable city councillor. And Carroll has argued for licensing and legalizing rooming houses where they’re illegal - North York, Scarborough, and parts of Etobicoke. Without a legal alternative to point at, she’s said, the city’s record against illegal rooming houses was miserable. Shutting them all is impossible. Students and the poor will use them, so licensing is a way to keep tenants safe. Carroll’s said all this.

advocates, students and other tenants were closeted in focus groups. At Don Mills, as in Highland Creek days earlier, homeowners were angry and incredulous. The city says every house in the pilot areas could become a rooming house, but after three years all licensing could vanish. It also expects illegal rooming house owners to embrace licensing. Homeowner stories at both meetings were the same as ever. They came to live in a "unique" new community, built for families. Decades later, everything’s changed. Rooming houses are everywhere. Homeowners are right to blame universities and colleges for this, specifically York University, Seneca, University of Toronto Scar-

borough and Humber College. They’ve become the largest industries in their suburban neighbourhoods. They’ve lagged behind on building student residences, content to see rooming houses spread. Rooming houses became a secondary business near campuses, an investment or way to pay a mortgage. If these neighbourhoods had more basement apartments and legal rooms for rent (two per home is legal) near campuses, there might not be such an evident need for affordable, convenient housing, but there is. There’s no going back to the 1970s. Many in these subdivisions saw this coming, and sold. Over time, others will too.

A talk with Tory about East York I had the opportunity to talk with Mayor John Tory recently. Tory and I have had discussions before about East York and his involvement in keeping the former borough’s identity strong and healthy. Many people don’t know that Tory has a connection with East York through his grandmother, and visited her here in his youth. Together, they would go up to Thorncliffe Park and visit the East York Town Cen tre when it was still new and shop there. So, he is far from unfamiliar with the former borough. Likewise, today he works directly with Coun. Mary Fragedakis (Ward 29 Toronto-Danforth) on many projects, particularly the recent renovations of the East York Civic Centre. Tory recognizes that East York’s community identity has been hindered in the past in the post-

nounced. The key point is that John Tory is not simply a downtown mayor or one who has a favourite area of the city. He is fully aware of East York and has encouraged his staff and executive to be aware of our areas needs and priorities when coming to develop plans and policies. This is certainly a contrast to previous administrations where East York tended to be overlooked or simply lumped into a larger picture where one size fits all. This certainly hearkens to a more enlightened view of how an amalgamated city can be made to work. Hopefully, Tory can put his vision for Toronto fully into practice. Danforth East resident speaks out after alleged ’gay bashing’ incidents JOANNA LAVOIE jlavoie@insidetoronto.com Members of the Danforth-Woodbine community have once again come together to show their support for a long-time resident who has been the victim of alleged gay bashing. For two consecutive years, rainbow flags placed outside Dean Will’s Stephenson Avenue home have been removed. Someone has also reportedly been damaging his plants and banging on his door. To make matters worse, Will, who is visually impaired and receives disability benefits, was physically assaulted on May 18 by a man he believes lives in the area. During a June 16 rally, Will said he feels the harassment is hate motivated and wants it to stop. He said he’s speaking out because he feels his landlord, Toronto Community Housing Corporation, and the police are taking too long to act. "I’m terrified more bad

things are going to happen to me," said a tearful Will, who has erected a sign outside his home warning of a secret camera. "I’m not out to hurt anybody, but I’m concerned about my safety." Will has conveyed his concerns with TCHC, which he said offered him the option to move to another building. "I don’t want to leave my neighbourhood. That’s not my home," he said. Brayden Akers, a TCHC spokesperson, said they’re "deeply sorry to hear of Mr. Will’s assault and the theft of his property." "All our tenants deserve to feel safe in their homes and we take these allegations very seriously," he wrote in an email to The Mirror. Further, Akers said tenants should immediately contact police if they’re the victim of crime, on or off TCHC property. He also said that if a tenant is charged with a crime

Parents can track kids with online bus portal Parents of students in Toronto’s schools can now keep a closer eye on their kids’ travels thanks to a new online transportation portal. Launched on Tuesday, June 20, the new portal will allow registered parents to check their children’s transportation information online. Parents can also sign up for email notifica-

tions to learn of any bus cancellations or delays. The initiative was created by the Toronto Student Transportation Group, which oversees school bus matters for the Toronto District School Board (TDSB) and the Toronto Catholic District School Board (TCDSB). The group will install GPS tracking on all buses in time for the 2017-18

school year, allowing parents to keep track of their children’s buses. The group is also increasing the number of call centre staff during peak hours to ensure parents and schools who cannot readily access the Internet can call in for information, and will establish a Transportation Working Group to help troubleshoot issues with

BMO staff, agencies have fun in Crescent Town More than 600 BMO volunteers, residents of Crescent Town and local United Way member agencies participated in a Community Wish Day in Crescent Town on Friday, June 9. The Crescent Town neighbourhood is home to many new Canadian immigrants. The neighbourhood is rich in diversity but like many similar communities in the GTHA, newcomers face challenges when settling into a new life - such as language barriers and finding employment. With a 16 per cent unemployment rate (compared to 8.7 per cent for the city), there is an alarming concentration of poverty as 34.9 per cent of residents live on a low income. This area’s highrise towers are predominately populated by young, newcomer families with children, physically separating them from the broader community and adding to the barriers they face. As the kickoff to BMO’s

Annual Volunteer Week, the event in Crescent Town raised awareness for the services and supports available to the Crescent Town residents, and celebrated togetherness and all the elements that make a healthy, vibrant community possible. In partnership with United Way, ANC Taylor Massey, Access Point on Danforth and Neighbourhood Link, 22 separate activities took place throughout the day at various locations in the Victoria Park and Danforth Area, including: . Helping to renew rooftop vegetable gardens to address food access problems. This space offers over 4,400 square feet for organic cultivation, including more than 40 different vegetables and 45 different culinary and medicinal herbs. . Improving the Crescent Town Community Centre gardens which is a highly trafficked area and is visible to a large num-

ber of residents in the area. . Running a basketball skills training and tournament to engage local children and youth. . Notice of Commencement and Public Meetings GO Rail Network Electrification Transit Project Assessment Process Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. The Process Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion. The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components located along and within the vicinity of the rail corridors. The Study Area (see key map) includes six GO rail corridors, as well as proposed locations for the traction power facilities (i.e., Traction Power Substations, Paralleling Stations, Switching Stations) and ancillary components: • • • • • •

Union Station Rail Corridor Lakeshore West Corridor – West of Bathurst St. to Burlington Kitchener Corridor – UP Express Spur (at Highway 427) to Bramalea Barrie Corridor – Parkdale Junction to Allandale GO Station Stouffville Corridor – Scarborough Junction to Lincolnville GO Station Lakeshore East Corridor – Don River Layover to Oshawa GO Station

Traction Power Supply and Distribution System Electrification of the GO Network requires a connection to the provincial electrical system. It is proposed that power be supplied from Hydro One’s existing 230 kilovolt (kV) transmission lines through the installation of five (5) Tap locations which will bring power to the Traction Power Substations (TPS) and then feed into the power distribution system components adjacent to and along the rail corridors to be electrified. Consultation Building on the first and second rounds of public consultation meetings held in February/March 2016 and November 2016, Metrolinx and Hydro One are now formally commencing the TPAP. A third round of public consultation is planned for June/July 2017 (details below) and will present the findings of the technical/environmental studies (posted online at www.gotransit. com/electrification) undertaken for the GO Rail Network Electrification Project. Members of the public, government agencies, Indigenous communities and other interested parties are encouraged to participate in the process and/or contact the project team directly with feedback or questions.
