well and Mortimer avenues, the stay-at-home dad of three was busy tending to several tiny eggs, small caterpillars, and future monarch butterflies about to hatch from their chrysalises. Affectionately known to some in the area as Ranger Steve, Voel-
kel became fascinated with the colourful winged insects just over a year ago when neighbour Marc Yamaguchi gave him about 100 milkweed seeds. This type of weed is essential to monarch butterflies, which every fall migrate 3,500 kilometres
to Mexico, as they only eat and lay their eggs on it. Last spring, Voekels planted those milkweed seeds in the backyard of his home and at the end of that school year cultivated,

Markets, cooking programs part of multipronged plan JUSTIN SKINNER jskinner@insidetoronto.com Having proper eating habits is one of the bedrocks of healthy living, but for as many as 40 per cent of respondents to a survey outlining the resources and needs of residents in East York, the price of fruits and vegetables can make that goal hard to realize. The Healthy Kids Community Challenge is aiming to put a stop to that problem by increasing access to healthy food through community partnerships and initiatives. According to Shannon Wiens of the South Riverdale Community Health Centre, one of the organizations behind the needs assessment survey, there are a wide variety of programs available to help families better access good
food, but there are still shortfalls. "According to Toronto Public Health, 13 per cent of kids in Grade 7 to 12 are not eating enough vegetables and fruits," she said. "In our survey, 40 per cent of respondents said access to healthy food and fruits and vegetables was a barrier for them." There are resources in East York and east Toronto - 11 Good Food Box programs, six community kitchens, 22 community gardens, and 19 student nutrition programs, for instance - but the need persists. Tess D., who asked that her last name not be used, said programs such as FoodShare’s affordable Good Food Market at the Eastview Neighbourhood Community Centre help to bridge the gap when it comes to affordability. She has both volunteered at and benefited from the market, helping her family and others make ends meet. "The Good Food Market is very important in our community. Businesses along Eglinton Avenue are turning the major traffic artery into an urban art gallery. "Gallery City" is an art showcasing taking place in storefronts on the avenue between Weston Road in the west end to Laird Drive in the east end following the route of the new Metrolinx LRT stations. Gallery City kicked off in July and will run until Aug. 25. Various businesses are showcasing art from 12 local artists as part of the initiative. It is a joint project of Metrolinx Crosslinx Transit Solutions - Constructors, the seven Eglinton Business Improvement Areas, and various businesses along the LRT route. Gallery City originally began with a partnership between the York-Eglinton BIA and Hogtown Mascots

Stephanie Joseph started up a "Tweens, Teens and Cuisines" cooking class in Flemingdon Park to help instil healthy eating habits among youngsters in her community. "Kids in grades 7 to 12 don’t have many ways to get the skills to eat healthy," she said. "In Flemingdon Park, food security is a big issue. A lot of families aren’t from Canada, so they have a hard time finding the foods they had back home or they find the prices expensive on a smaller income." A recent launch of a tower garden at Selwyn Elementary School through FoodShare is yet another step toward ensuring food security in the east end, with students encouraged to help grow leafy greens. While food security remains a challenge for far too many, East York is doing its utmost to meet that challenge head on.

potted, and gifted 80 plants to each child in his son Gavin’s Grade 1 and daughter Gwen’s Junior Kindergarten class at R H McGregor Elementary School. "The kids talked about it until December. It was lots of fun," Voekels smiled during a recent interview at his home. "It was a great opportunity to get the kids involved in some hands-on learning." For the end of the school year, Voelkels did the same thing but on a much larger scale. This time, he distributed about 900 milkweed plants, one for every child at the local school. In 2014, Voelkel took part in a rain garden pilot project in east Toronto. He’s been interested in doing his part for the environment ever since. Back in April, he attended a training session with the David Suzuki Foundation on the Butterfly Way Project, a citizen-
led movement that aims to grow highways of habitat for bees and butterflies through neighbourhoods in five communities in 2017. It was then that Voelkel learned about how to identify monarch butterfly eggs and help them reach adulthood. "In the last 40 days, I’ve had 40 eggs laid in my garden and so far this year, I’ve raised and released 33 monarch butterflies," said Voelkel, who said it takes about 14 days for an egg to hatch into an adult monarch butterfly. In May, he attended another workshop through the Foundation on bees, another important pollinator. Voelkels said he’s now thinking about how to share his knowledge with students from R H McGregor for the upcoming school year. "I do this because it’s interesting and fun. As a kid, I loved doing hands-on things. It’s a great way to learn," shared Voelkel, who is unable to work full-

Toronto needs help dealing with legalized weed Drugs cost money. This is a universal truth: whether it’s the legal kind like alcohol or tobacco, or the banned stuff like cocaine or heroin, or, for now, marijuana, a habit is going to take a chunk out of anyone’s paycheque in addition to their life expectancy. As it is with us as frail individuals, so it is with the governments we elect, when we make the choice to turn on the tap - or light the pipe - of legalized intoxicants. And when legalized marijuana becomes a reality in Canada next year, it’s going to cost money. Last week, Mayor John Tory pointed this out, in the latest of a series of letters to Ontario Premier Kathleen Wynne. Tory made the point as he was insisting that Toronto be heavily-involved in any of the decisions regarding implementing that legalization. Much of those decisions will come at a provincial level - notably, how and where the drug is sold, what the minimum age will be for purchasing marijuana, and so on. For Toronto, it’s particularly important to regulate where and how marijuana is sold. We know here from bitter experience with illegal dispensaries that relatively unregulated sales will go badly. The province should make sure that the sale of marijuana takes place well away from schools and community centres, and other places where young people and the vulnerable congregate. Although Tory didn’t mention it in his letter, the federal government would also do well to take a cue from Toronto’s Medical Officer of Health Dr. Eileen De Villa, who earlier this year wrote a report calling for the immediate decriminalization of marijuana. De Villa noted that many of the problems that the city is having now with illegal dispensaries would go away with an immediate legalization and subsequent regulation. But that is not to say that legalization, now or next year, will solve all of our problems. Tory notes that Dr. De Villa and Toronto’s health department will be very busy as marijuana use becomes more widespread, dealing with the very real public health issues that arise from use, and inevitable overuse, of the drug. The city will inevitably be involved in providing inspections and regulating locations. Police will take on new and potentially costly roles. Tory’s suggestion that the cost of those services come out of provincial tax on marijuana is a sensible one. The fallout of legalization will cost money, and it only makes sense that those who choose to use foot the bill.

Scarborough’s shoreline belongs to everyone The Toronto and Region Conservation Authority (TRCA) has a collective headache coming this Friday as they vote on a new shoreline park. The Scarborough Waterfront Project will be monumental if it’s ever built. People will go to Bluffers Park Beach, and realize they can walk or bike from there to Pickering. They could visit Guild Park, Highland Creek, or the Rouge River. Most of the park already exists, You walk down Bellamy Ravine, see Marlene Hilton Moore’s steel statue, Passages, and the road below the Scarborough Bluffs stretches east. There’s landslide danger, especially this year, but the water’s blue, the bluffs lovely. People, most-

with stones to stop erosion doesn’t wipe out ecosystems. I walked Port Union Waterfront Park, which would connect to this one, after it opened. A mink darted across rocks. I saw killdeer, a gopher. I heard green frogs. The place was artificial, and hardened, but not devoid of life. The Authority says the two sandy beaches in question, one of which it will preserve, can only be accessed now by crossing private lands on homemade paths trampling sensitive vegetation. The new park will give visitors safe, legal access. But access shouldn’t just be for the few. There’s something unspoken in Scarborough: people living north of
Kingston Road aren’t supposed to go south of it. There’s no TTC bus to Bluffers. In summer, the lots fill. It’s a favourite ticketing spot. Legal parking anywhere around the bluffs is scarce, as if the city wants to discourage visitors. We hear about selfieseeking yahoos on the bluffs, the litter and campfires. But many Torontonians never go, and should. Scarborough’s shoreline and bluffs doesn’t just belong to people who live there. 4 sun safety tips for summer Sun safety is more than just sunscreen. Read on to keep you and your family totally protected.
APPLY ENOUGH SUNSCREEN Taking the time to apply your sunscreen correctly is the main factor in how well your sunscreen will protect you. While the amount of sunscreen varies from person to person, the rule of thumb is an ample, visible layer. Don’t forget to reapply sunscreen at least every two hours and after sweating, swimming, or towelling off.
BE MINDFUL Even after properly applying a high SPF sunscreen, and then reapplying often, it’s still possible to get too much sun. That’s because no sunscreen can block 100 per cent of the sun’s rays, and the sun’s strength varies depending on the time of day, the time of year, and where you are. You need to know your limit and seek shade when you’ve reached it.
COVER UP Donning additional protective clothing long sleeves and a big, floppy hat means skin is exposed. Less exposed skin means sunscreen is needed — and that can save and your family big bucks, as well as keep safe in the sun.

Art in Phin Park, a free community art program, will kick off for its fourth season on Monday, July 31. The program, which is put on and funded by the Pocket Community Association along with the
community’s support, will run Monday to Thursday from 11 a.m. to 3 p.m. Artist-in-residence Jerry Silverberg will be making art with children and adults from the community on a variety of themes including collage (from July 31 to Aug. 3), puppet making (Aug. 7 to 10), print making (Aug. 14 to 17), book making (Aug. 21 to 24), and various special events and activities during the program’s final week from Aug. 28 to 31. All materials will be supplied. Art in Phin Park takes place at Phin Avenue Par-
kette, which is located south of Danforth Avenue and one block east of Jones Avenue. All are welcome. In recent weeks, the community has come forward in a big way raising $2,000 to save the art program after a grant from the Toronto Arts Council fell through.
