PRESIDENT S Message Welcome to fall in Florida, not that we have much of a change in weather, it has been noticeably cooler in the mornings, at least in Central Florida. I am thankful that the Surveying marketplace is still strong, with all that is going on politically. We all have the same problems – finding staff, equipment, and time to do projects. These are GOOD problems to have! The COVID pandemic is still impacting all of us, and we all know many who have had the virus, and at least a few who have died from it. Please take proper safety precautions in your work and personal life, and if you haven’t had the vaccine, please seriously consider getting it. In September, I had the pleasure of meeting with the University of Florida, Geomatics Students Association to introduce FSMS to the incoming Geomatics students. The Geomatics program is doing well, with a great bunch of students. They are still doing a lot of remote activities, but the UF campus is open, and classes are being conducted in person. Our last quarterly board meeting is later this month. For officers, committee chairs, and chapter presidents, please submit your reports for inclusion in a board packet. Lastly, as chapter meetings start resuming, please make an effort to be involved at the local level, in your FSMS chapter – attend meetings, fill a chapter officer position, schedule and participate in a chapter event. It is very rewarding to fellowship with our fellow professionals, and I find it very beneficial to my personal professional growth.

The City of Orlando did not close (only City Hall was closed to the public) or furlough full-time employees; we did what we always do, do more with less! Having experienced the previous housing crisis where the survey section here in the City was on the brink of being cut, I approached this crisis to run as lean as possible and do even more with less. In government, we usually find that we feel the brunt a year or two after a crisis occurs because the current year’s budget was secured. It’s the upcoming budgets that are unknown to us because of property tax assessments and the number of individuals who may have lost their home and jobs and contribute to the City’s funding.

This year is passing by at a blurring pace for many of us; we continue to experience rapid growth and development and do our best to keep up. The state legislative session is over, and we are now focusing on the rest of the year. For those of us in government whose fiscal year is coming to a close, we may be dealing with budget shortfalls and the number of businesses that were closed or employees furloughed due to the pandemic.

With the City, we are dependent on many different revenue streams. From utility franchise payments from OUC, the area power and water distributer, property taxes, hotel taxes, permitting fees, utility fees for sewer, reclaimed water, stormwaterand from the various venues across the City. A number of those taxes and income generators were hurt by the pandemic and are still not at the level they were at prior to the pandemic. This issue is being felt by government agencies across the state and will continue to be an issue until we have a healthy recovery.

One area that has yet to slow down has been new construction and renovations. This area continues to grow because of the number of people moving to the Central Florida area. The growth of building is beneficial to permit fees and impact fees, but the long term has yet to be seen if this explosive growth will put more strains on public services. I bring all of this up in concern about approaching upcoming fiscal years and how you work to develop and grow survey services. This issue not only impacts our operations but that of our continuing services. Less has been contracted out because there are fewer projects taking place unless there is planned funding coming in from state and federal partners in the form of grant funding and infrastructure initiatives.
