Oldest Art Festival in South Pinellas Goes Virtual

For the first time in 48 years, the Annual Art Festival Beth-El – normally held at Temple Beth-El in South Pasadena – will take place online only, through a virtual gallery specifically curated for COVID-19 times.

The juried, invitational art festival, normally only a weekend long, will last from Saturday, January 30, at 12 p.m., through Sunday, February 7 at 5 p.m.

Gulfport Renews Mutually Beneficial Policing

While every police department operates within their own city limits, on occasion officers have to leave their city to do their job. Technically, they can’t do that unless all the cities involved agree. Pinellas cities renew those agreements, called mutual aid agreements, with each new term of the Pinellas County Sheriff.

At the January 5 Gulfport City Council meeting, council unanimously agreed to renew its mutual aid agreement with Pinellas police departments.

This allows other Pinellas police departments to respond to Gulfport-related calls if needed. It also allows Gulfport to investigate and make arrests for Gulfportrelated crimes in other cities and the unincorporated areas. This doesn’t mean that Gulfport officers will conduct routine patrols in other cities, or that other cities’ police officers will do so in Gulfport.

If they happen to see a crime taking place, say, on their way to work, Gulfport Police Chief Rob Vincent told council, the officer can take action – provided they’re driving a police car. On other words, if a Gulfport police officer sees someone blow a red light in Clearwater, they can’t do anything about it if they’re driving their husband’s Kia.

Overheard at Gulfport City Council “We’re five days into the new year and we still don’t have hover cars.” – Mayor Sam Henderson “It seems to me we don’t have check valves on any of our drainage pipes… there’s no reason to be getting two or three foot of water in some of these houses.” – Bob Canning, who wanted the city to install pumps to pump out water of areas the city filled to make land where water once stood.

This historically underwater land now have houses on them.

“There weren’t three defective hydrants.” – Henderson, about allegations made during a December 2020 council meeting that Gulfportian Pat Dunham’s home perished in a fire because three hydrants failed.

“The whole process? Seven to 12 minutes. They did everything they were supposed to do.” – Gulfport Fire Captain James Lundh, about the city’s efforts to extinguish the fire at Dunham’s residence.

“Is there any kind of process you go through for fire hydrants for making sure the condition is good?” – Henderson, asking Lundh about the fire hydrants.

Lundh answered yes.

“We maybe overestimate how interesting people find us.” – Henderson, in a council discussion on whether or not to discontinue people calling in for public comment via Zoom during council meetings.

Council agreed to make no changes.

A Virtual Parade: MLK Weekend Festivities Move Online No matter how important the cause, a packed Martin Luther King Jr. parade in COVID-19 times is a no-go for the City of St. Petersburg.

“COVID has forced us to do a lot of things differently than we’ve done before, this is no different,” Ben Kirby, St. Petersburg Communications Director, said. “Public health is our number one priority.”

In an effort to avoid the crowds, the City of St. Petersburg will sponsor the Dr. Martin Luther King Jr. Dream Big 2021 Celebration, hosted by Advantage Village Academy, online throughout the holiday weekend, Friday, January 15 through Monday, January 18.

The traditional MLK banquets and an interactive “history hunt” will all be online, as will the weekend’s typical highlight – the parade.

How, exactly, do you have a virtual parade?

There will be no beads or floats, but the hour-long, prerecorded parade presentation will consist of interviews from regional and city officials such as Congressman Charlie Crist and St. Petersburg Deputy Mayor Kanika Tomalin.

“We want this to be fun for the kids,” Toriano Parker, CEO of Advantage Village Academy, said, “not just long clips of talking. I want it to be interactive and draw them in, which may be tough this year.”

Intermingled will be previous St. Petersburg MLK parade footage and standout clips from Advantage Village Academy.

John’s Pass Seafood & Music Festival Canceled

Unfortunately, 2021 is looking a lot like 2020 so far. The latest local event to fall victim to COVID cancellation is the John’s Pass Seafood & Music Festival scheduled for January 22 through 24.

“Due to the increasing risks posed by the COVID-19 pandemic it has been decided to cancel the John’s Pass Seafood Festival,” organizers stated in a press release Wednesday, January 6.

The festival is an annual institution, drawing huge crowds for fresh seafood, live music, vendors and other special events, and usually takes place in October. Organizers postponed the event until January, “in hopes the pandemic would be more manageable,” they said. Alas, without a wider vaccine rollout, average daily COVID-19 cases in Florida are at their highest point since the pandemic began.

“Special considerations had been made to assure social distancing and less congregated areas, especially in the food court area,” the press release read, “but the recent surge has created great concern and for that reason the event has been canceled.”

However, for arts fans, there is some good news.

The John’s Pass Arts Weekend will go on, featuring 80 of the area’s artists and craftsmen and the over 100 shops, restaurants and attractions, from Friday, January

22 at 2 p.m. to 7 p.m. on Sunday, January 24.

Alternative Baseball is Recruiting in Tampa Bay Winter has set in, which, by Florida standards, does not mean a whole lot weather-wise but it does mark the inching closer of baseball season. Taylor Duncan, Commissioner/ Director of the Alternative Baseball Organization, has kicked his operation into high gear as he builds new teams for the late-spring/early summer start to his league’s 2021 season.

The Alternative Baseball Organization, a 501c3, bills itself as a “baseball experience” for teens, 15 and up, and adults with autism and other disabilities to gain social and physical skills for success in life – on and off the diamond.

“America’s Pastime is the perfect place for our players to learn lessons through the game they can adapt into their personal and work lives,” says Duncan, who conceived the league in 2016.

While he had always wanted to play traditional sports growing up, Duncan was often denied those opportunities due to misconceptions of what someone with autism can and cannot accomplish. Duncan has issues with anxiety and with his speech, and those factors, along with developmental delays and the social stigma, kept him out of competitive sports when he was younger.

“I played one year of youth rec ball in ‘08 where I had a great coach who was much more into the fun and the mechanics of the game,” Duncan says. “We learned through our experience it was so much more than just winning and losing. In ‘09, I was cut from the game when a new coach took over whose obsession was winning. Yet, I never gave up. I still loved the game.”

For those with autism, services tend to plateau after high school with little to no help in suburban and rural areas, making a path toward independence much more difficult to navigate. Duncan started Alternative Baseball to give others on the spectrum and with special needs the opportunity to be accepted for who they are and, he says, “to encourage them to be the best they can be!”

Cut to 2021, where ESPN’s “Baseball Tonight” and NBC’s “Today Show” have both featured Duncan’s league and he was honored as a Community Hero at an Atlanta Braves game in 2019. Now Alternative Baseball is planning its post-pandemic comeback by building new teams across the area.

Duncan and his crew secured managers to start new teams serving Pinellas, Polk, Hillsborough and Pasco Counties, adding to the roster of established teams in Seminole and Volusia County, Panama City Beach, Fort Lauderdale and Orlando/Kissimmee.

The league provides equipment and resources, but the new teams here in the Tampa Bay region are actively recruiting players and volunteers before they can go into full swing. The league welcomes players of all levels of experience.

Many Questions and Few Answers on Coronavirus Vaccine People who live in a skilled nursing/ long-term care facility, work in one, or work as first responders started getting vaccinated against COVID-19 in mid-December. When Pinellas started vaccinating other people the week of January 4, the rollout process could have gone smoother. Within moments of the noon go-live date for scheduling vaccine appointments, the county’s scheduling system – which used a Outlook 365 platform – collapsed. Phone lines rang busy or went unanswered.

Clearly, the demand for the vaccine currently outweighs supply.

The Gabber reached out to the Florida Department of Health in Pinellas County to get answers to basic questions about who can get the vaccine, and how. Here’s how the first part of the vaccine distribution works.

If you live or work in a skilled nursing facility, the state has already contacted your facility. This is per Governor DeSantis’s executive order.

If you are a frontline healthcare worker, the state has sent doses to major hospitals around Florida.

Those hospitals, in turn, distributed the doses to other hospitals in their area.

If you are 65 or older, the state sent Pinellas County 3,000 doses. Various venues (the VA, for example) allowed people to make appointments to get the vaccine.

The Health Department has no appointments available, although at press time the Gabber had heard anecdotal reports of facilities with a venue available, as well as reports of residents who registered and got vaccinated in neighboring counties.

If you have an underlying health condition that makes you highrisk but are 64 or younger, that’s where this gets tricky. Tom Iovino, Public Information Officer for Florida Department of Health in Pinellas County, said those people should “talk to their doctors about the possibility of getting vaccinated through their local hospital,” but when we called a local doctor they expressed surprise, saying that they had no idea how to make that happen. Iovino referred the Gabber to the Agency for Healthcare Administration, but calls and emails

Taste of the Beaches may have looked a little different this year, but one thing remained the same: part of the proceeds went to help a local nonprofit.

This year’s lucky recipient is Sea Turtle Trackers, Inc., which, in partnership with the state and local communities, “works to assure a suitable habitat for sea turtles, people and the ecosystem of the islands and their surrounding waters,” according to a press release from the Tampa Bay Beaches Chamber of Commerce, who hosts Taste of the Beaches.

“As ‘Protector of the Beaches’ the chamber was happy to partner with such a worthy organization,” the chamber announced.

Council Says BOA ‘Did Their Job’ in Variance Denial

Pat Dunham sought a variance to rebuild after a house fire in March 2020.

At first blush, this sounded like a classic case of “you can’t fight city hall” but, after council asked questions, it sounded more like something fell down in the process of getting parts of long-time Gulfportian Pat Dunham’s house rebuilt.

In 2020, Pat Dunham’s house had a fire. When she applied for a variance to rebuild an outbuilding, the city’s Board of Adjustment told her no.

Whoever built the outbuilding as a garage didn’t apply for a permit to build it, so when it burned down, Dunham had to get it permitted. According to city staff, the city code disallowed rebuilding exactly as it stood before the fire, so Dunham applied for a variance.

Although Dunham submitted a signed and notarized application including a drawing upon which the BOA based its ultimate denial, Dunham said she didn’t see the submitted drawing until two days after the BOA denied the variance.

“I couldn’t draw a picture out of thin air, so I gave them a picture and said, ‘this is something like what I want to do,’” she told Gulfport City Council on January 5. Mike Taylor, Gulfport’s planner, tried to create a drawing from the photo. He placed it on a site plan for her house.

Because the drawing violated code, and because Dunham had the option of rebuilding within code, the BOA denied the variance to rebuild the garage.

Dunham appealed to council, who heard her request at the first meeting of the new year. She argued the city’s drawing showed the building in the wrong place, and that she didn’t see the drawing the community development department submitted to the BOA before the hearing.

“I am here tonight to beg you to go before the variance committee again,” she said at the January 5 meeting. “That’s all I’m asking for; I don’t think it was presented properly.”

“What was it that you signed and got notarized for the variance?” Ward 1 Councilwoman April Thanos asked her.

Dunham said “it was probably” a document asking to allow her to “rebuild what was there.”

“That falls within the realm of what you’re responsible for getting together,” Henderson told her. “You never provided a drawing of any kind before that happened?”

“Nope,” she said.

“I’m sorry it’s been a hardship,” he said, “but it feels like it was undertaken without all the ducks being in a row.

There is some accountability to make sure this stuff is right before you get to that hearing.”

Council couldn’t vote based on whether they thought the city should issue a variance. Rather, staff told council, they had to vote as to whether the members of the BOA “did their job based on the evidence provided.”

“You don’t have to agree with their findings or disagree with their findings,” City Attorney Andy Salzman said. He also added that the BOA didn’t allow Dunham to rebuild to former specifications due to hardship because “if you can build something without a variance, then you don’t have a hardship.”

“The point of this board is to vote on whether the BOA did their job,” Gulfport Mayor Sam Henderson said. “I know this is not what you want to hear, Ms. Dunham, and I know losing your house in a fire is a hardship [but] it’s going to be very hard to overturn something when nothing was done incorrectly. We don’t have the ability to overturn the board [if they acted appropriately].”

Council voted 4-1 that the BOA did base its decision on presented evidence. Thanos attempted to abstain, but could not because she had no basis to abstain, so instead she cast the lone dissenting vote.

“Ms. Dunham, I’m sorry it went the way that it did, but at least you can get started [rebuilding],” Mayor Henderson said. She can rebuild her main house and, if she desires, a garage or carport that conforms to city code. However, if she wants to build the garage exactly as it stood before the fire, she will need to wait one year to re-apply for a variance, as well as pay the application fee again.

The Gabber is looking into why Dunham’s variance was denied and will report on it at a later date.

tested in D.C. It is an ugly scene, but hopefully we pass the test.

But in Gulfport today, the sun was out and the air was crisp.

People were working in their yards, checking out downtown, going to

school and doing their jobs. It was a beautiful day here. We had a council meeting on Tuesday where there were disagreements, as there should be, and then everyone went home; back to their lives.

The world is not the bleak, divided, hateful place that we are shown too often on one screen or another. The goodness in the world is in the hand that holds the door open for you, in the eyes of the person who waves and smiles from behind their mask on Beach Boulevard, and in the words and embraces of those who care about us.

When much if the world is mayhem, bear in mind that it is not the whole world. In Gulfport, we are a ragtag community of people who chose to be here because we like friendly places, copper sunsets, dogs in strollers, being ourselves and living life in the slow lane. Let’s all take a little bit of Gulfport with us when we step out into the harder world, and let our kindness be more contagious than the strife that we encounter.

Book ‘Em, Gulfport!

Generation X and Baby Boomers no doubt remember Lieutenant Bookman, the hard-boiled library investigator who chases down Jerry Seinfeld for a 20-year-overdue copy of “Tropic of Cancer.� Kramer calculated the late fines could cost Jerry as much as $50,000.

In reality, libraries won’t charge $50,000 for a late or lost library book. And, in Gulfport, soon they won’t charge anything. “Fees incurred by library patrons were never intended to be a revenue stream, but rather a deterrence to keeping materials out past the due date,� Dave Mather, Gulfport’s Library Director, explained in an agenda memo to Gulfport City Council. “That deterrence sometimes has the opposite effect. Especially for lower income families.�

Fines don’t cover the cost of collecting them, according to multiple studies Mather presented in the January 5 council agenda packet. They do, however, keep lower-income people from using the library. Because of this, the libraries in the Pinellas Public Library Cooperative want to move away from charging late fees.

In South Pinellas, those libraries include not only Gulfport, but Gulf Beaches, St. Pete Beach, and all the St. Petersburg public libraries. Each city must vote individually to move away from charging late fees. “By moving to a fine-free cooperative, PPLC member libraries reinforce their commitment to equity and inclusion and remove barriers to resources for many community members,� Mather’s memo to Council continued. “Fines for overdue materials discourage customers from accessing the invaluable resources that our libraries offer such as free technology, literacy and lifelong learning.�

Although the Gulfport Public Library collected slightly more than $1500 in late fees last fiscal year (October 1, 2019-September 30, 2020), Mather said the library’s COVID-related closure kept those numbers lower than in prior years – the library collected more than $5,000 for FY18-19. Even so, he said, the library hoped to offset the loss of that money by accepting passport applications, which should start sometime in 2020. Should this come to

pass, the library will get $35 for every passport application it accepts, which means that if the library accepted 150 passport applications every year, it would collect about the same amount as it did in late fees for FY18-19. The “no late fees� policy will not apply to lost or damaged books, Gulfport City Manager Jim O’Reilly said. If someone loses a book, they still must pay to replace it, but people who return their copy of “Tropic of Cancer� a few days – or decades – late can still borrow books or use library services without paying a fee. “It’s becoming a trend nationwide,� O’Reilly said shortly before council unanimously agreed to stop charging fees for late books, DVDs and other materials.

Through the Artists’ Eyes Palm Harbor-based artist Joyce Curvin’s papier-mâché recyclable pets may not be the most weighty works in the festival, but in dark times, a colorful wiener dog figurine can help.

“I think initially when the virus happened it was hard to create things that were fun and happy,” Curvin said.

“I have to be happy when creating these and it was such a strange time, so there was a lot of refocusing.”

Her work will be featured in the Beth-El festival for the eighth year in a row, but Curvin, like many of the other artists, is new to the world of virtual showings.

“It’s a weird time for everything, and my work doesn’t photograph as well as just seeing it in real life,’’ the artist said. “But I would do anything for the festival and the people who run it. It’s just always a fabulous time.”

“This will hopefully be the only year we do this,” Ann Sobel, Art Festival Beth-El co-chair, said. “We didn’t think it would be safe with the normal amount of people we have attending.”

A safe bet, considering that the event typically hosts up to 10,000 attendees and anywhere from 150 to 170 galleries from Friday through Sunday. This year the festival has about 65 to 70 artist galleries.

“It’s a new website and we had to input everything manually, so this year we do have a limited number of artists and pieces,” Sobel said.

“It’s the artist’s responsibility to ship the artwork down or drive it down, depending on the size of the collection.”

Artists and art buyers can navigate the website for free. Dedicated shoppers can pre-pledge a minimum of $500 to become a Purchase Award Patron, and peruse the website a week early, starting on Saturday, January 23.

“We have quite a few patron awards, so we’re hoping for a good turnout despite all the differences this year,” Sobel said.

Instead of a traditional gallery-style event, patrons will navigate through an online hallway of six categories: 2D art, jewelry, glass, ceramics, sculpture and wood.

“This is a complicated issue. On one hand, we as artists prefer to sell our work one on one for that face-to-face connection,” Sigwarth said. “The connection is kind of the draw, but we’re thrilled that the show can go on.”

“The best way to describe what happened this year is that we had to pivot, and we had to pivot fast,” Sigwarth said. “The website was always something that we’re going to get to eventually.”

Student Journalists Show Their Work Perhaps there’s never been a more important time for free press and thoughtful journalism. Locally, the next generation of journalists is already showcasing what they can do.

Each year, students enrolled in the Journeys in Journalism program, a magnet program with students in Melrose Elementary, Johns Hopkins Middle and Lakewood High School, participate in a photojournalism exhibit at Studio@620 in downtown St. Petersburg. Due to COVID-19 restrictions, this year’s event was live streamed.

“Ultimately the students are in charge of the content that they cover, which is one of the fun parts about the program,” Andres Faza, journalism instructor at Johns Hopkins, said, “The cool thing about this exhibit is that it’s a year’s worth of photojournalism work and then we pick from that year.”

The art exhibit demonstrates students’ relationship with the everchanging world. This year photos ranged in subject from COVID precautions, to Black Lives Matter artwork and students’ passions.

“I’m so proud of our student journalists for the work they’ve done throughout the year, especially during this year and the circumstances they’ve come up against. They’re learning to do journalism from home, socially distanced and safely,” Faza said.

“I tried to do something else, but that’s not mine. I really like this and I feel like it’s really about me. Even though you can’t see me,” Privis said.

January 13 saw the first Gabber Book Club meeting of the new year, featuring “Grounds for Murder” by local author Tara Lush. Ahead of the meeting, the Gabber Book Club created a Facebook group to share interesting info about the book, the book club, and, since coffee was a big part of “Grounds for Murder,” an article about coffee snobs.

February’s book, “Everything Inside,” is a collection of stories by Haitian author Edwidge Danticat set in Miami, Port-au-Prince and an unnamed country in the Caribbean.

The book won The National Book Critics Circle Award and The Story Prize.
