The Turtle Lady Drops Out Major election changes are happening in St. Pete Beach. For the upcoming Mar. 19 election, Districts 1 and 3 are open. While District 3 has Betty Rzewnicki unopposed, District 1 is a race between current interim commissioner Karen Marriott and Lisa Reich. Or that’s what it was. On Jan. 16, Reich withdrew from the race. This means that following the March elections, Marriott will get sworn in and begin her term as a commissioner. In a statement from Reich to The Gabber Newspaper, she detailed her reasons for dropping out. “After much deliberation, I have decided to withdraw my candidacy for the District 1 seat of the St. Pete Beach City Commission to pursue my passion of protecting our beach and coastal wildlife,” said Reich. “I love St. Pete Beach and want the natural beauty and unique lifestyle we enjoy to continue for generations. For years, I have been active in sea turtle conservation and will continue to do so. Many on St. Pete Beach know me as ‘the turtle lady’.”

Monday started off like any other day – quiet and uneventful. But that didn’t last long. Why? I checked my email and found my GEICO bill – with a nearly 25% increase. At first, I was in shock. Then I got mad. How could they do this to me? I have a perfect driving record spanning over 30 years, I drive less than 50 miles a week, and I never speed because at my age I’m not in a hurry for anything. The first thing I did was call GEICO. The woman I spoke to stated that the State of Florida granted them a rate increase. She suggested taking the online driver education class but it made no sense for me to spend money to save money. Then I called the Office of Insurance Regulation (OIR). I was able to navigate through a maze of prompts but each time I called I got a recording — no one was available to take my call. Apparently, tax dollars were paying someone to not answer the phone. Or it was by design. At this point I was desperate to find an answer so I searched through OIR’s website. I eventually found the rate requests buried in their site. GEICO filed for an auto rate increase on Nov. 16, 2023 and it was approved the next day. No other information was available such as the justification for the rate increase and the rationale behind OIR’s faster than light speed approval. Within an hour I discovered why OIR provided no information and I was gobsmacked.
REMEMBER: Ethics is what you do when no one else is watching.
According to the 11-06-23 edition of Investor’s Business Daily, GEICO posted a $1.05 billion dollar pre-tax underwriting profit for the third quarter 2023. They also turned a tidy profit for the prior two quarters. How? Higher premiums, lower claims cost, and lower ad spending. Now I understood. The Office of Insurance Regulation appears to copulate to the demands of insurance companies; their shareholders. It ignores the reality of balance sheets and the injurious effects that higher rates have on the citizens they represent. They failed us spectacularly. Jan. 16 Gulfport City Council Updates By Patrick Heinzen
At the Jan. 16 Gulfport City Council meeting, Council and the Gulfport community came together to discuss a variety of issues. Here is what they talked about:
During the public comment section of the Jan. 16 Gulfport City Council meeting, two residents stood up to discuss an issue they’ve seen for a few years. Shirley Baldwin, the president of the Board of Directors for Beachway Park, the only mobile home community in Gulfport, brought up her fear of the 4th of July and New Year’s Eve. “For some reason, people think it’s fun to shoot off guns on those days,” said Baldwin. “Apparently these are people who didn’t make it through physics class, or never attended a physics class, and don’t understand that what goes up, must come down.” According to Baldwin, three mobile homes had bullets come through their roof in 2023, including a resident who was asleep when a bullet landed in the bed next to her. “No residents have been harmed, but it is only a matter of time,” said Baldwin. Along with this, Donna Forlano, a resident of Beachway Mobile Park, had a bullet come through her roof. She went out on New Year’s Eve because she was scared of what had happened in previous years. When she got back home, she found a bullet sitting in front of her T.V. “If I didn’t go out, I would’ve been sitting right there,” said Forlano. Holiday Spirit Mayor Sam Henderson opened the meeting by announcing the winners of the Holiday Decoration Con-

test. The residential winner is Kim Schnitker on 63rd Street South, and the business winner is the Shell gas station on 52nd Street South. Teen Council Two representatives for Gulfport’s Teen Council provided an update on what they did in 2023, and plan to do in 2024. They gave out refreshments at various events around the city like the Arbor Day celebration, and Fun in the Sun, as well as provided decorations to the Halloween Bash. In February 2024, Teen Council will deliver flowergrams around Gulfport. They’re also working towards winning a contest from the Florida League of Cities. Their project is “Keep Gulfport Warm,” where they will collect coats, blankets, hats, and
other items of warm clothes. They can be dropped off at the recreation center. The contest ends on April 1, and involves members of the Teen Council writing a short piece about what their goal was with the project. Winners of the contest will receive anywhere from $500 to $1000. In the summer, the Teen Council is entertaining the idea of doing a similar project with sunscreen, hats, and other sun protection gear. Affordable Housing Former State Senator Jeff Brandes came to discuss affordable housing with the councilmembers. After two years in the Florida House of Representatives, and 10 years in the Florida Senate, Brandes turned his attention to the Florida Policy Project. Here, he focuses on “best practice,”

and how issues can be easily solved on a bipartisan basis. “My big takeaway is that there isn’t really a strategy in Tallahassee,” said Brandes. He explained how this issue affects Council, as they have to work around these constant changes in the state government. His organization works with universities to do research on issues like property insurance, criminal justice and prison reform, and housing affordability. According to Brandes, between 800 to 1,000 people move to Florida every day. “It’s simple. Supply is staying steady, but demand is off the charts,” said Brandes. “The issue is that Pinellas County is a peninsula on a peninsula, so there isn’t much space to grow out.” Solutions Brandes offered three possible solutions to the issues. The first solution is accessory dwelling units, or ADUs. These are “garage apartments,” which allow people to efficiently and affordably offer the space they have to those who need it. Secondly, he spoke about up-zoning. This involves loosening zoning restrictions in favor of higher densities of residents and an assortment of housing. He argued that zoning has led to a segregation based on class, and removing these restrictions will help fix this, as long as the City adds more affordable housing options. It also incentivizes unique housing designs such as tiny homes, micro-apartments, and modular homes.
Finally, Brandes brought up the issue with permitting. He said the issues with housing affordability can’t be solved without innovating the process that goes into building a house. Staffing, timing, and permitting problems all make it more difficult to build a house, and therefore make it more expensive. Safe Streets Gulfport’s Public Works Director and 2023 Gulfportian of the Year, Tom Nicholls, delivered the final presentation of the evening. He spoke about the corridor of 49th Street South from First Avenue North to 26th Avenue South. According to Nicholls, this part of the street sees roughly 16,000 vehicles a day. From 2018-2022, 421 crashes occurred in the area. The majority of these crashes were in the daytime and dry weather. Nicholls brought up multiple issues with the area. “Sidewalks are a challenge,” said Nicholls. “There’s often no buffer, no curbing, and sometimes holes.” Along with this, there are areas along the street where parking overlaps the sidewalks. Because of this, Nicholls and his staff are having a community walking audit, where the community can walk up and down the sidewalks and note the issues that the city can then fix. Jan. 16 Gulfport City Council Resolutions Council discussed its first three resolutions at the Jan. 16 meeting. Resolution 2024-01 looked

at appointing members to serve on the Senior Citizen’s Advisory Committee on Aging. This is a nine-member committee, and all the members serve a three-year term. The term of appointment has expired for all current members, but all current members still want to serve. Council unanimously approved this. The members are Caron Schwartz, Enid Mirkin, Audrey Hallmark, Rosalie Barbieri, Christine Crosby, Lois Milne, Madaline Weber, Janet Lambert, and Regina Buscemi. Resolution 2024-02 approves an application for a mixed-use development of a residential building and physicians office at 5405 Gulfport Blvd. S. The resident is required to submit business tax receipts and building permit applications within one year of approval. Resolution 2024-03 passed unanimously, as Council approved a special event at O’Maddy’s on Mar. 6 from 5-10 p.m. O’Maddy’s requested the City’s permission to hold a fundraising event for prostate cancer prevention on Shore Boulevard South, and serve alcohol on City property (a public street) during the event. The resolution states that it is the applicant’s responsibility to prohibit access to the park near the area. The event itself is free, family friendly, and will have music and food. Public Works will staff two employees for event management and cleanup, and the GPPD will staff three officers for security. The cost for the staff is on the applicant.

The City of St. Petersburg is looking for residents to fill vacancies in multiple boards and committees across the city.
This Commission has 15 members who work to promote programs and resources that work towards St. Petersburg’s aging community. According to a release from the City on Jan. 17, “The Commission’s vision is a community where seniors can receive the services and resources needed to live a safe, independent, and dignified life.” The Commission looks to identify problems that St. Petersburg seniors face, and explore solutions to these problems. Along with this, they look into the City’s impact to the changing needs of the aging population of the city. They meet every second Wednesday of the month at 3:30 p.m. at the Sunshine Senior Center (330 5th St. N., St. Petersburg). There are two spots available on the Commission. Health Facilities Authority The HFA looks to provide a method for tax-exempt financing and refinancing for not-for-profit organizations that provide hospital, nursing home, or other health-related services. The Authority holds public hearings required by the federal Tax Exempt Financing Reform Act for health facilities projects. The City Attorney’s Office and Finance Department help the Authority conduct these hearings. They meet on an as-needed basis when there is an application, or a request from a health facility seeking financing or refinancing. There are two vacancies on the Authority. Meet Minning
New Treasure Island District 3 Commissioner Following the resignation of Vice Mayor and District 3 commissioner Saleene Partridge, Treasure Island found a commissioner to take the seat for the time being. The commission appointed Bob Minning, former Treasure Island mayor, to serve. Partridge resigned in light of Florida Senate Bill 774, “Ethics Requirements for Public Officials,” which requires elected officials in small cities and municipalities to fill out a “Form 6.” This form is a full report of all finances and financial interests over $1,000. Assets, investments, businesses, and properties must get publicly reported with exact dollar amounts. This bill caused resignations across the state at the end of 2023, as many City officials saw it as an invasion of privacy. In December 2023, four of five St. Pete Beach City commissioners resigned because of Form 6. On Dec. 30, 2023, Treasure Island Commissioner Partridge tendered her resignation. The City immediately began a search to find someone to fill the vacancy. Treasure Island’s District 3 Commissioner Minning, a 31-year Treasure Island resident, wants to focus on short-, medium-, and long-term issues and

development during his time as an interim commissioner. He holds a bachelors in geology, masters in earth science, and a masters in geology/ hydrogeology. He taught these subjects at Lansing Community College, Wittenberg University, and Western Michigan University. Beyond this, Minning has provided consulting services to business, corporations, and public entities in geology and hydrogeology for 54 years. From 2000 to 2007, he was a member and chair of the Beach Stewardship Committee, and from 2007 to 2009 he served as the District 3 commissioner. In 2009, the City elected him mayor and served until 2018.

Minning believes his familiarity with the position can help the City, especially when looking at the sand dunes and other environmental projects they are working on. Other Candidates The City looked at three letters of interest, including Minning’s. The other two letters of interest were submitted by Gary Potenziano, and Joan Young. Potenziano, a 12-year resident of Treasure Island, served on the Charter Review Board for the City, and currently serves, per appointment, on the Planning and Zoning and Land Planning Agency boards. He is a retired veteran of the U.S. Air Force, who hopes to continue serving the City in whichever way he can. Young has lived in Treasure Island since 2016. Today, she is a licensed Realtor with an associates degree from the International Academy of Merchandising. Early in her career, she worked in retail and bank management, and eventually worked as an office manager for an environmental company. In 2001, she earned her Florida real estate License. Young looks to continue to help her community in whatever way she can. On Jan. 16, the commission appointed Minning, who will serve until general elections in March 2025. Gulfport’s neighbor to the northwest, Treasure Island, rang in the New Year at their Jan.16 Treasure Island Commission meeting. Here is what they talked about:

2023 Employees of the Year The Commission recognized three employees of the year, each working in a different sector of City government. Field: Kevin McAlduff is the Facility Maintenance Crew Chief in the Public Works Department. Nominating paperwork said he manages his crew well, and is professional, responsive, and helpful. Office: Lauren Quinto is the Human Resources Generalist. Her nominations included recognized her “positive vibes and high energy,” as well as her ability to boost morale. Public Safety: Darren Chiaputti is a Treasure Island police officer. He is recognized for his work with the homeless population, and working closely with LIFT and Directions for living. U.S. Senator Rick Scott awarded Chiaputti the Rocky Pomerance Award to celebrate his work for the City. District 3 Vacancy Following the resignation of Vice Mayor and Commissioner Saleene Partridge, the City began the search for an interim commissioner. At the Jan. 16 meeting, the Commission heard from two of the three candidates about why they hope to serve the City until the March 2025 elections. Former Treasure Island Mayor Bob Minning and Gary Potenziano spoke about their goals and fielded questions from the Commissioners. “I started my service to the city right there in that chair,” said Minning as he gestured towards the empty District 3 seat. “The community is in need of a lot of direction. I want to be a solution, not a problem,” said Potenziano. In the end, Minning was appointed and sworn in as the interim District
Treasure Island City Manager Amy Davis announced her resignation, effective Feb. 2. Because of this, the City began the search for an interim City Manager. Davis recommended former City Manager Gary Brumback. After deliberation, the commission decided that Brumback is a good fit, and appointed him to the position. Ordinance 2023-20 clarifies the permitting regulations and timelines for sign permits. If a resident applies for a sign permit, the City will review the application. The City can’t ask for additional information more than three times. Also, if an applicant is unhappy with being denied, they can appeal their denial. The

Ordinance 2024-02 changes the Public Works organizational chart to account for the resignation of a 38year veteran supervisor of both Solid Waste and Water Pollution Control. Staff said this skillset is difficult to replicate; thus, the City will shuffle employees and their pay grades to make up for his spot. The Public Works Supervisor assigned to Sanitation/Water Pollution Control (Pay Grade C) is moving to a Solid Waste Foreman (Pay Grade 17). The Utility Maintenance Crew Chief (Pay Grade 15) is moving to a Utility Maintenance Foreman (Pay Grade 17). The Special Project Manager (Pay Grade B) is moving to a Special Projects Supervisor (Pay Grade C). The Building Manager (Pay Grade A) is moving to a Building Supervisory (Pay Grade C). Agenda Item J.5 is an amendment to the Non-Exclusive License Agreement with Big Event Slides, LLC for Beach Concessions. This company provides Treasure Island with the Hippo Slide and other inflatables, a beach gear valet service, vendor parking spaces, and beach concessions. The current annual license fee is $28,307.04. Big Event Slides, LLC has not seen success from the beach gear valet service, and wants to terminate it, bringing the annual license fee to $25,835.04. The Commission unanimously approved this item.

Gulfport’s Caddy’s location closed in July 2023; now, a new business is in the works. Stormrunners Tavern aims to open by spring of this year, offering a fun vibe to Gulfport. Managing Partner Dave Burton described the restaurant as a “chill, relaxed vibe.” Burton also said Stormrunners has three different seating areas all offering tavern-esque food along with seafood options. Stormrunners Tavern Called The Crow’s Nest at Stormrunners, the rooftop bar will focus on the view of Boca Ciega Bay. Burton said this upstairs bar will have “a lounging, hanging out kind of a vibe.” Next, the existing Tiki bar to the side of the building will transform into a dog-friendly bar area called “BARk Gulfport.” Lastly, Burton said they are completely remodeling the downstairs inside portion. “We’ve got a lot of ideas and we’re just kind of working on fine-tuning them,” Burton said. “So we’re not really ready to release any food or cocktail menus just yet, but it’s definitely being worked on.”
New Murals Currently, the only visible renovations are the murals around the building. Muralist Alex Clawson painted a scene of a large ship in stormy waters on the back wall. “I just knew he has done good work and his team has been known to do good work, and I wanted to use someone that has a strong local presence,” Burton said about Clawson. “When I shared with him the vision, he just got it. He understood what we were doing and he has been great to work with so far.” Clawson and his team painted multi-colored faces of various dog
breeds along the building’s east side. The painted dogs continue inside the Tiki bar as well. Burton hinted to The Gabber Newspaper that more murals from Clawson are on the way. “The cool part of what makes Gulfport awesome is their support of local artists and local businesses,” Burton said. “And that’s what we’re trying to do. We’re trying to use local vendors as much as we possibly can.” Get ready for Stormrunners Tavern because according to Burton, “we’re coming ashore in ‘24.” Stormrunners Tavern, 3128 Beach Blvd. S., Gulfport.

Gulfport’s 2024 Pet Mayor Election Commences It’s finally Pet Mayor election season in Gulfport. Gulfport Arts & Heritage (GAH) encourages everyone to vote for the pet they believe best fit to be Gulfport’s 2024 Pet Mayor. Voting runs through until Feb. 17. Each year, GAH and a local animal rescue shelter in St. Petersburg host a Gulfport Pet Mayor election. This year, GAH partners once again with Friends of Strays Animal Shelter, St. Petersburg’s oldest nokill shelter. Since this is a fundraiser, people vote with their wallets. One vote costs a dollar. While all mayoral candidates must live in Gulfport, anyone can vote. The pet with the most votes (which means the pet who raises the most money) wins; they’ll get honored at an informal “wagging in” ceremony at Gulfport Get Rescued, which takes place Feb. 24. The 2023 Pet Mayor election raised around $7,000. Gulfport Arts & Heritage says the 2024 election goal is $10,000. Monies raised will go to Gulfport Arts & Heritage and Friends of Strays. From Jan. 27-29, the 51st annual Art Festival Beth-El showcases more than 170 national and international award-winning artists. On Jan. 27, the show opens with a special patrons cocktail reception offering gourmet food and wine. Patrons have the chance to socialize and to network while viewing high-quality art in the gallery. Non-patrons who would like to attend the reception can purchase a ticket for $50. The rest of the show is free for everyone from Jan. 28-29. Art Festival Beth-El Temple Beth-El was established in 1928 within the members’ homes or businesses. It wasn’t until 1961 that the unique domed building was built in its current location at 400 Pasadena Ave. S. in St. Petersburg. Artful from inception, Morris Lapidus designed the dome-shaped building. Lapidus also designed Miami Beach’s Fontainebleau. In 1973, two industrious temple
members, the late Thelma Rothman and Mel Sembler, created a fundraiser featuring pieces from a local gallery for purchase during a cocktail party. A portion of the proceeds benefitted the temple. “At the time, it wasn’t what it is today. It was just on Sunday afternoon,” said Jan Sher, current cochair. “Now over 10,000 people attend the three-day juried fine art exhibition and sale.” Additionally, Sher said the event engages more than 200 volunteers and 170 national artists. Last year, Art Festival Beth-El raised $150,000, which is a major contribution to the temple’s budget. “We started with one main gallery. Now the main gallery houses fine art for purchase, ranging from $500 to upwards of $15,000. We also have an outdoor sculpture garden and a boutique area with more crafty art and jewelry priced between $200-$700. The ‘Avenue of Shops’, housed in the courtyard, offers less expensive pieces ranging from $10 to $200.”

Sher first volunteered for the Art Festival in 1982 with her late mother, Sonya Miller. After 42 years of being one of eight co-chairs, Sher admitted that this volunteer position is a year-round commitment. Volunteering Why has the show continued to be so successful? There is a magic that sustains the art show. That magic is likely the intersection of volunteerism, community, artist expression, and those who love art. Led by the co-chairs, temple volunteers manage more than 7,000 pieces of art inventory, build the exhibit, prepare food, and sell pieces. The culmination of all of their efforts is a well-curated, highly organized, and buzz-worthy weekend of art symbiosis. “We had fashion shows, luncheons, and special lectures, but the best move we made was creating the Purchase Award Patron opportunity,” Sher said. These patrons commit in advance to purchasing $500 to $2,500 worth of art. “When we tell artists that we have thousands of dollars in committed purchase awards,” Sher explained. “They are excited to participate in a profitable show.” Juried Fine Art In 1985, they added a notable art expert to judge the show and award $8,000 of prize money, another incentive that helps draw artists in. When she started it, high school artists from Pinellas County Center for the Arts were featured,” Sher said. “Now the art is selected from the Scholastic Art Competition, representing 17 local public and private high schools. “We love our artists and treat them well. We started with local artists from Florida like Duncan McClellan and James Michaels. Duncan was so young when we first invited him in the late 1980s! We watched his work mature over the years and we all bought it. I have a piece from every era.” James Michaels was also a local favorite who sold many pieces through the festival. In the early

The Korean metalsmith grew up near the ocean in the southern part of Korea. Where is the Best Pizza in Gulfport? Nothing screams TGIF like a steaming hot pizza. Growing up, Friday night was always pizza night in my house and it served as the official kickoff to weekend cartoons and soccer games. However, there was always a debate as to which eatery served the best pizza — which pizza was worthy of our Friday night festivities. Everybody is partial to a particular kind of pie. Coming from the Midwest, I like a thick pan pizza or a classic Chicago-style deep dish. However, I won’t pass up anything doughy that’s slathered in sauce and dripping in cheese. For this edition of Top Tastes, we sampled pepperoni pizzas in Gulfport at Tommy’s Hideaway, Slice of Gulfport, and Siri’s Gourmet Burgers & Pizza to see who has the best ‘za in town. Siri’s Pizza & Gourmet Burgers ($15.49) Siri’s Gourmet Burgers & Pizza has been a Gulfport staple for some time now. Located in the north end of Beach Boulevard, this place has everything from pizza and burgers to pasta and wings. We sampled a medium pepperoni pizza and were blown away by the size. Siri’s medium pizza (12”) comes with eight slices (more than enough for two people to share). The sauce, made fresh daily, has just enough sweetness to cut through the spicy pepperoni. They also dust their pizzas in an oregano blend for added flavor. When a pizza comes out this piping hot, it’s damn delicious. The pizzas at Tommy’s come in one size (13-14”), with six healthysized pieces, enough for sharing. And our pepperoni pizza only took 11 minutes from order to table, the shortest wait time of all three establishments. It was dripping in gooey cheese but had minimal grease. We loved the flavor the wood fire imparted on the crust but did wish the middle of the pizza was cooked a bit more. overall fave. The crust was crispy on the outside and doughy on the inside, the sauce had balanced flavor and it had the perfect amount of toppings. Not only was it our favorite but it was also the cheapest! This family-run joint is awesome because they offer discounts for veterans and active service members.
