Healthy beaches are a massive economic draw to Florida, bringing in roughly $56 billion dollars annually, according to Florida’s Department of Environmental Protection.
It is no secret Florida’s famous for its beaches. With more than 800 miles, tourists from around the world flock to them for sun, surf, and water recreation. However, overhauls at the Army Corps of Engineers have stalled more than half
of Florida’s beach renourishment projects. What’s followed is a rare move from Florida politics: a bipartisan memorial supported from both sides of the aisle, CS/HM 1411: Shore Protection. This memorial urges the U.S. Congress and the president to

I attended The Gabber Newspaper/ Gulfport Chamber Candidate Forum on Jan. 30; very interested in hearing from the two candidates to decide where to cast my vote in March. I unknowingly was seated directly behind two current City Councilmembers, Christine Brown and Ian O’Hara. Throughout the 90 minutes, they were constantly chatting back and forth. Ian’s phone was not turned off and went off twice. He was up and down at least three times during the session. Towards the end, the chatting turned to outright scoffing at some of the candidate remarks, showing a complete lack of respect for the process and the other attendees trying to listen. Gulfport’s Ward I Candidate Forum The Gulfport City Council campaign trail hit a major landmark. On Jan. 30, the Ward I candidates April Thanos and Tom Bixler met at the annual Gulfport Candidate Forum, co-hosted by The Gabber Newspaper and the Gulfport Merchants Chamber. Here, they answered questions written by the hosts, as well as a slew of questions from the community and audience. Each candidate had 90 seconds to answer each question, which moderators presented to both candidates at once. The audience questions were filtered to focus on universal issues and questions that can be given to both candidates. Here is what they talked about:

Opening Statements: Tom Bixler won the opening coin toss, and chose to open the forum. During his opening statement, he spoke about his history as an Eagle Scout, a member of the Navy SeaBees, and as a high school teacher in Ohio. He said all of these experiences provided him with the tools to do the job. He ended by talking about his endorsements. April Thanos followed Bixler, and opened by talking about why she ran for City Council in the first place. “I’ll tell you, what really got me committed to being a city councilperson was the horrible sewage spill that we had in 2016,” said Thanos. “I couldn’t believe that could happen. I felt like I had moved to a third world country...and I know Florida isn’t that.” This inspired her to work on improving the City’s infrastructure. As many Gulfportians may already know, Thanos is passionate about environmental issues, such as climate change, sea level rise, and, of course, trees. She also talked about how important it is to support flood victims across the city.

“Gulfport didn’t cause climate change, and we can’t solve it. We need to work together as a county and a state and rely on the resources of all of us,” said Thanos. Form 6 The candidates took turns fielding questions from the moderators, alternating who would speak first. When asked about Florida Senate Bill 774 which requires municipal officials to fill out a Form 6, disclosing their in-depth financial information, both candidates said they are OK filling out the form. “I don’t have any secrets, and in terms of making people more
transparent and so that you know what is going on with them, it’s fine,” said Thanos. “It’s probably a little bit over the top for small municipalities because a lot of people have quit because they don’t want to do it.” Bixler echoed this, saying, “Maybe some people think it’s an invasion of their privacy, and that they have things they need to hide. I have nothing to hide whatsoever.” The Spirit of Gulfport When asked to define the spirit of Gulfport, Bixler spoke about the community, and how inclusive it is. “This is like home to me, and I

plan on making it my home for the rest of my life,” said Bixler. Thanos also made sure to emphasize that she will be a Gulfportian for the rest of her life. She described Gulfport as a great place to live with so many different things to do. “Change is inevitable,” said Thanos. “I think what you have to do is talk about it a lot and plan so that you don’t all of a sudden 10 years from now say ‘what the heck happened?’ You know what you’re doing and you know when you’re planning for the kinds of changes that you can expect, and that the people that live here are on board with that and are part of the process.” Budget Issues One of the questions asked, “If the budget had a $100,000 shortfall, where would you cut money from first?” Following this, the moderators asked about a $100,000 surplus. “You could trim some of your people down. Say, the garbage service,” said Bixler. “Now if I had a surplus, maybe put it towards the water and sewer bills and reduce how much people are paying. I hear that complaint from a lot of people too.” (Editor’s Note: Because the City of Gulfport purchases its water wholesale from the City of St. Petersburg, the City of Gulfport must charge at least as much as St. Petersburg charges its customers. “The things that would be easiest to do is delay purchasing cars or vehicles because very often you can put off for a year getting a vehicle, and sometimes depending on what vehicle it is, you can do that with just two vehicles,” said Thanos. “For surplus, you know I’m all about trees. I think we can definitely, easily spend $100,00 on more trees.” Home Rule As the forum moved into questions from the community, Thanos talked about the importance of Home Rule in Florida. “Florida has traditionally been a place where home rule was really important, and individual communities developed unique personalities because they could make their own decisions, and now the legislature is taking over more and more decisions,” said Thanos. “For some things that’s appropriate, like building codes. You don’t want to have shoddy work one place and good work another place, that makes sense. But when they start talking about how you deal with your trees, or your design of your buildings, or whether you have short term rentals or not, or whether you can have plastic straws. That’s going way too far and they’re doing a lot of that.” Bixler also spoke about letting the community make decisions. “There was a discussion about what flag we can fly at our library. Well, I think our community can decide what flag we want to fly
at our library,” said Bixler. “I’m OK with the flags that are flown at our library. During veterans week, we should fly the different services.” Closing Statements After the candidates answered questions written by the audience, they delivered their closing statements. Bixler reiterated what he had said in his opening statement, talking about how being an Eagle Scout brought him the skills to lead. He spoke about how he has support from Mayor Sam Henderson, as well as councilmembers Christine Brown and Ian O’Hara. Thanos spoke about her variety of experiences and knowledge, and how she brings this to her position. She emphasized her commitment to listening to the community, and her love for continuing to educate Gulfportians on issues that she sees as important. Pinellas County School System Upgraded Safety Maps By Patrick Heinzen

Pinellas County partnered with Critical Response Group to improve safety mapping system of schools and government buildings.
Each year, emergencies plague the nation’s schools. As of Dec. 31, 2023, EducationWeek tracked 182 school shooting incidents since 2018. In 2023, they counted 38. EducationWeek defines a school shooting as an incident, “in which at least one person other than the individual firing the weapon is injured by gunfire on school property when school is in session or during
a school-sponsored event.” While this isn’t the only emergency that threatens schools, it is one of the most prominent. Because of this, all Pinellas County schools will get an upgrade when it comes to safety. Pinellas County partnered with Critical Response Group (CRG) to improve the mapping system of all schools and government build-
ings. Alex Carney, the co-founder of CRG, used his expertise to make this happen. As a former special operator for the Marine Corps, he learned a mapping technique used to infiltrate buildings overseas. When he adapted it to domestic buildings, he developed a step-bystep process on how these gridded reference graphics (GRG) come together. Pinellas County School Safety Maps

First, Carney and his crew walk through each building, making sure to note everything from a window to an AED. Once they have an image of the inside, they draw up a map, and rotate it north, then place a grid on it. “We’re just getting more information about some of these tragedies across the country,” said Carney. “The Uvalde floor plans were inaccurate. The Sandy Hook floor plans weren’t accessible to the Connecticut State Police. I don’t think I’ve seen a school blueprint that was completely accurate.” Carney referenced a recent report from the Department of Jus-

tice going over the issues in Uvalde. On page 80 of the report, it stated that a lieutenant provided responders with a, “basic map [that] does not include features of the buildings and rooms, such as windows, closets, or the doors that connect classrooms from within their interiors.” Additionally the report referenced another map, which does not include the doors that connect the classrooms. Along with these issues, Carney stressed the importance of using the terms the school uses to describe these areas.
“Let’s say you have a hallway that everyone calls the athletic wing,” said Carney. “What if someone calls 911 and says they’re in the athletic wing? If you don’t have that information on the map, then it’s harder to communicate.”

Luckily for the County, the bill also includes grant funding to pay for these services. “School safety is expensive,” said Carney. “If you’re going to mandate something like this, funding is important. It’s simple though, the question trying to solve is ‘How can you make it easy for someone to navigate?’ It’s what I did in the marines and it’s what I’m doing here.”
Why Now? This initiative comes as a part of Florida House Bill 301. This bill requires counties across Florida to do exactly what Pinellas County is — find a vendor who can update these maps. A key part of this bill is

Stormrunners Dog Mural Controversy Throughout the Stormrunners dog mural controversy surrounding the mural’s vandalism, speculation arose about the vandal and disputes between artists. Many rumors spread online focus on who the original artist of the mural is and whether or not he’d been paid. Stormrunners entered a contract with RSK Murals, headed by Alex Clawson. Clawson and his team of artists worked together to paint the mural. This included Justin Perry, the alleged original artist. While Perry has not publicly spoken about the incident, he has since been let go of RSK Murals. Stormrunners Thoughts on Vandalized Dog Mural While the incident happened at Stormrunners, their involvement is minimal. Dave Burton, the managing partner of the soon-to-open bar and restaurant shared his thoughts with The Gabber Newspaper. “We really don’t have any information on the matter.” said Burton. “A homeowner will hire a contractor to do work, and they hire the workers. If there is a dispute, that is between them. Through building the business, we hire companies, not the workers who are part of the companies.”

The police are handling it, and he has a couple of options from here.”

Clawson declined to share his receipts with The Gabber Newspaper, saying he felt uncomfortable doing so while the police investigation remained ongoing as of Feb. 5. GPD said they would not share details until the investigation ended. “Justin vandalized his own work. He admitted it to my employees, and we have him on camera leaving the building,” said Clawson. “He kind of snitched on himself.” Many residents and supporters of Perry have taken to social media to speak about the issue; some urging people to not donate to Clawson. Perry’s wife, Katie (@dirtmallbarbie), posted a photo of the original mural, with the caption explaining the situation. “This is my husband’s work that he put up at the new dog bar in Gulfport. It was completely painted over and blocked out so we’ve stayed pretty quiet after the pure anger and sadness we’ve been through. To make it worse, he wasn’t paid for the work he did and the ‘leading artist’ went MIA and was unable to contact for weeks. That artist is also now claiming my husband’s work as his own and pulling on the heartstrings of locals to donate money to help him redo the mural. If you know about this situation and live around Gulfport please do not get scammed out of your money.” Through phone calls and messages, The Gabber Newspaper tried to reach out to Perry to get his perspective, but did not get a response.

Across Florida, the finances of elected officials make for interesting debate. While Gulfport City Council avoided resignations that have plagued other Florida cities, they are not immune to some issues. At the Gulfport Candidate Forum on Jan. 30, Lenny Guckenheimer tried to distribute copies of Tom Bixler’s finance reports for quarter four in 2023. This covers from Oct. 1, 2023 to Dec. 31, 2023. Guckenheimer marked multiple mathematical, clerical, and spelling errors. The errors show Bixler’s treasurer over-reporting both monetary contributions and monetary expenditures. When getting to the “itemized expenditures” section, many of the business names didn’t have an address, which the form specifically requests. fecting Florida’s beach renourishment projects in 2015. The cause: Due to complications while trying to revitalize beaches affected by 2012’s Hurricane Sandy, the USACOE moved to practice more consistency across the nation when dealing with beach renourishment. This means now the USACOE uses the same policies and regulations for beaches from California to New York to the Sunshine State. For the USACOE, this streamlines the process of beach renourishment throughout the nation. It, however, simultaneously creates issues when dealing with Florida legislation that’s dictated Florida beach use and renourishment for more than a half-century. These laws allow for beaches below the high water line to be publicly owned since 1970. The Florida State Constitution, Article X, Section 11 says that “the title to lands under navigable waters, within the boundaries of the state, which have not been alienated, including beaches below mean high water lines, is held by the state, by virtue of its sovereignty, in trust for all the people.” Florida’s a unique situation,” said Uchini. “There’s a law that creates all of this public land and they should take it into consideration.” The Issue with Easements Currently, the USACOE requires all projects to have perpetual easements. “Perpetual easements” means the ongoing right to use the land for recreation and/or construction. The USACOE requires them for beach renourishment. This proves problematic in Florida, where the government already owns large parts of the beach that get renourished. Surveyors set an Erosion Control Line when renourishing Florida beaches for the first time. This dictates what is private land (all land from the ECL facing inland) and what is public land (all land from the ECL facing towards the water). Even after renourishment, this line does not change. Therefore, it cre-

ates large amounts of dry sand beach that Florida residents publicly own. Easements differ from public property. In the past, USACOE renourishment projects in Florida came into compliance, but not with easements. Instead, Florida projects comply with waivers and other processes. However, these processes technically did not noncomply, but proved useful due to Florida’s unique legislation. This is no longer the case. Another issue, said Uchino, is the interpretation of policies by the USACOE. These deny project waiver requests for the local project sponsor. This halts payment for sand, essential for beach renourishment. However, this stoppage technically goes against federal law. “Local project sponsors” are usually local governments using tax dollars to pay for beach renourishment. Furthermore, according to the USACOE, once it authorizes a project, it has authorization in perpetuity for federal emergency funds; the funds often used within
beach restoration projects following heavy storms and hurricanes. This combination of issues has led to restricted access to emergency funds. It’s also caused 19 of the 27 federal renourishment projects across Florida to halt indefinitely. When asked about the recently halted beach renourishment projects, Michelle Roberts, spokesperson for the USACOE Jacksonville district sent The Gabber Newspaper this statement: “Our mission is to protect the citizens of Florida and our Nation, and it is a mission we take very seriously. USACE has not abandoned any federal shore protection projects or the citizens they protect.” According to Roberts, Col. Booth of the USACOE also visited several renourishment sites where easements were not granted. “Homeowners expressed concern about some of the specific language in the easement documents,” said Roberts. “Col. Booth has forwarded those concerns to our headquarters for their consideration.”

Environmental and Economic Gems For Pinellas County, where some of Florida’s beach nourishment projects first began to stall, this issue hits home. Advocates consider beach renourishment a vital part of protecting the expansive coastline — for both economic and ecological reasons. “Beaches in Florida, they’re economic engines and environmental gems,” said Uchino. “They are the number one identifier of Florida’s brand. What is the Beach Renourishment Memorial? The creation of the memorial followed. A memorial is a petition that summarizes important information for the federal government. This Memorial does so regarding Florida’s beach renourishment projects. Both Republicans and Democrats in the Florida House of Representatives support this, a rare move in Florida’s recent political history. Uchino met with House Representative and environmental scientist Lindsay Cross regarding the issue and the possible ecological and economic effects that follow. The idea of drafting a memorial was born. In a statement released by the Office of Representative Cross, she states:

Wills for Warriors Stetson University College of Law invites veterans to campus for legal assistance. Through the Wills for Warriors program, attorneys and student volunteers help create wills, health care directives, and other important documents. The partnerships with the Community Law Program and the St. Petersburg Bar Foundation, the law school can help U.S. military veterans older than 60 — and their spouses — with legal work. Applicants for the program who qualify will receive Stetson Law’s individualized assistance from professionals. The assistance takes place in March. According to Stetson’s press release, people should schedule an appointment by calling 727-562-7577 by Feb. 23. They encourage scheduling early due to limited time slots. arts The Woman Behind the Spectacle ‘The Chinese Lady’ at American Stage In her opening night speech for American Stage’s splendid production of The Chinese Lady, Producing Artistic Director Helen R. Murray said that Lloyd Suh’s script moved her because it addresses the question of “how we see each other.” Suh’s two-person play is based on the true story of a woman who was on display throughout her life, but never really seen: Afong Moy. Believed to be the first Chinese woman to set foot on American soil, she was brought to the U.S. by American merchants in 1834 when she was 14 years old. She would become the centerpiece of a traveling exhibition meant to tap into Americans’ curiosity about Chinese culture — and, not incidentally, sell them some imported Chinese goods. At first, in a beautifully calibrated performance by Che’Li, we see Afong Moy as an eager teenager, as curious about America as America is about her. She can hardly contain her excitement about the exotic worlds she will visit, places like “Pittsburgh!” On tour, she is a living museum exhibit, surrounded by items available for purchase. She demonstrates how “The Chinese Lady” uses chopsticks, how she walks on bound feet, and how she talks, accompanied by her translator, Atung (played with great subtlety by Jacob Yeh). Continuing to perform into her twenties, Afong Moy’s happy chatter morphs into more pointedly barbed observations. She watches the watchers, commenting on the boorishness of the American shopper and wondering at the crudeness of President Andrew Jackson (both played by the versatile Yeh). Her life was in many ways a never-ending performance, one that trapped her into embodying a stereotype she realized was bogus. Accordingly, Shuh and director Gregory Keng Strasser never let us forget

that The Chinese Lady itself is a performance. The actors open and close a gauzy red curtain between scenes on Yi-Hsuan Ma’s elegantly simple set. Spotlight and sound effects accompany Afong Moy’s highly stylized chopstick demos. Atung is her dresser as well as her translator, helping her into elaborate robes. (The stunning costumes are by Jeannette Christensen; Xiangfu Xiao and Matthew M. Nielson designed the evocative lighting and sound.) But this is also a play about stripping away layers of stereotype to get to the truth. No one knows what happened to Afong Moy after her final performance in 1850, but the playwright brings her all the way into the present. Gradually shedding her costume pieces, she finally presents herself as the actor, Ce’Li. Haunting projections designed by Giada Sun track the timeline while

suggesting parallels with the history of Chinese immigration. Afong Moy was exoticized, exploited, and eventually discarded. Chinese immigrants dug for gold in California and built the Transcontinental Railroad, but were later vilified, beaten, even lynched by white laborers. The Chinese Exclusion Act of 1882 ultimately banned them from entering the country. If this reminds you of anything — oh, say, the efforts in America today to reject inclusion and restore exclusion — well, the more things change…. The Chinese Lady is a timely, moving, and also at times unexpectedly comic production. It will make you think, laugh, cry — and, with any luck, see. Celebrate Lunar New Year in Tampa Bay By Morgan Banno
Lunar New Year In January, Tampa Bay Saigon Night Market hosted a two-day festival in Pinellas Park celebrating the upcoming Lunar New Year. The event included dragon and lion dances, special musicians and performers, Tampa Bay vendors, a pho eating contest, and an outstanding array of Asian food. Because I studied abroad in China during my undergrad, it was exciting to participate in the rich cultural his history of Lunar New Year. Dozens of food vendors dished out everything from noodles and skewers, to boba tea and sugar cane juice, preparing everything on-site. I couldn’t pass up the pad thai, coconut curry stir fry, spring rolls and chicken satay. But one of my favorite treats was the taiyaki. Not only are they shaped like fish, but they’re a fun dessert to eat on the go.
Celebrate With Food The Lunar New Year’s Eve dinner is the most important dinner of the year. It’s a family reunion-type of occasion that often brings together multiple generations. Popular items prepared for Lunar New Year include dumplings/potstickers, longevi-
ty noodles, sticky rice balls, whole fish, and cured meats. If cooking whole fish is too daunting or you don’t have the coordination to make hand-spun noodles, try this easy dumpling recipe. Modify the fillings to please your palate because these little guys are super simple to make and really tasty when pan fried.

Lunar New Year (also known as Spring Festival) is a grand celebration in Asian and Asian-American culture. Because the occasion revolves around the moon, the date varies year to year. This year on Feb. 10, millions of people all over the globe will participate with dragon dances, special foods, and festivities in hopes of removing the old and bad, and welcoming in the new and fresh. It’s a time to remember elders, worship ancestors, and ward off evil spirits in hopes that the new year will be full of prosperity and health. While the festival lasts for 15 days, the New Year’s Eve dinner is the most important meal of the celebration. You can participate too, with an easy dumpling recipe.
Yield: 36 dumplings Ingredients: 1 package mini wonton wrappers 1 lb. ground protein (pork, chicken breast, or tofu recommended) 1/2 c. nappa cabbage, shredded 3 scallions, thinly sliced 2 tsp. fresh ginger, minced 1 tsp. soy sauce or tamari Water (for adhering wontons and steaming) 1 tsp. sesame oil Soy sauce, for dipping (optional)
Directions Chef’s tip: Dampen a paper towel and cover the uncooked wontons to keep the skin moist and from cracking. 1. Combine ground protein, cabbage, scallions, ginger and soy sauce in a bowl. 2. Spoon a level teaspoon of mixture into the middle of the wonton wrapper. 3. Using your finger, dab the edges of the wonton wrapper with water and fold into a triangle. 4. Crimp the edges of the wonton to seal in filling. 5. Heat sesame oil in a pan over medium-high heat. 6.Add dumplings to the pan, careful not to overcrowd. 7. Pan-fry until bottoms are crispy and wonton is soft. 8. Carefully add enough water to cover the bottom of the pan and cover wontons so they steam until soft. 9. Serve with soy sauce or your favorite Asian dipping sauce.

Gulfport Cigar Company Officially Opened Cigars are essential to the history of Tampa Bay. More than this, cigars are essential to any downtown area. Having a place where people can enjoy their hobby in the company of others, or where people can come explore something they didn’t know about is important. That is why Rob Burkhart bought Gulfport Cigars. Now named, “Gulfport Cigar Company,” the store and lounge welcomes all smokers, new and old. On Feb. 3, Burkhart and his crew held a grand opening, which started at noon. A crowd started to form around 11:30 a.m., as Burkhart ran in and out of the store getting ready. As more people started to show up, they sat and chatted about Gulfport, where they were from, and of course, cigars. Representatives from Oliva Cigars had a table set up in the center of the store. Luckily for the crowd, Hams R Us supplied free (with the purchase of a cigar) barbecue pulled pork and chicken, including sides. Gulfport Cigar Company Grand Opening As the clock struck 12 p.m., the excited patrons huddled around the front door as Rob and his wife Keisha used a pair of scissors to cut a thin blue ribbon that hung from the door frame. After thanking the crowd and the people who support him, cigar lover and City Councilmember Ian O’Hara (Ward IV) stood up next to Burkhart to share his thoughts. Burkhart made sure to emphasize the importance of O’Hara’s support in the process of opening the store. After him, Councilmember April Thanos (Ward I) issued her support for the store.
