Treasure Island Candidate Forum Questions The Treasure Island District IV race between Richard Harris and Arden Dickey is fully underway. Because of this, The Gabber Newspaper asked the candidates some of the same questions that mattered to voters at the 2024 Gulfport Candidate Forum. Both Harris and Dickey received the same questions. What are your thoughts on Florida Senate Bill 774, which requires City Councilmembers and commissioners to fill out Form 6. This involves them disclosing their in-depth financial information. Do you support this bill in small cities like Treasure Island across the state? Richard Harris: “I am not a fan of this bill as I do not see what it achieves. If I disclose all my assets to the state, they still do not know where the assets came from. I do not believe small city government commissions should have to disclose this information.” Arden Dickey: “I have read the bill and reviewed Form 6. I am disappointed that the bill has resulted in so many local city commissioners resigning here in Pinellas County. “Personally, I am willing to comply with the new requirements, but I do think changes need to be made by our State legislators to this rule so that we don’t push away too many people who are willing to do what is almost volunteer work for their local communities.”

tion would enable me to help obtain the necessary permits to renourish the beach and devise a program to help slow street flooding.” Arden Dickey: “The two biggest challenges: beach renourishment and the frequent flooding of our streets and many homes. Regarding beach renourishment, currently there is no short-term or long-term plan for renourishing Sunset Beach. We need to press this issue harder in every way possible. “Regarding flooding of our streets and homes: in the short term, we can do some things to lessen the impact of flooding due to heavy rainfall such as keeping storm drains cleared of debris and enforcing existing stormwater retention requirements for all single-family homes. In the long run, the City has begun a Terrain Modification Program that is intended to help mitigate the effects of rising sea levels. This plan has to be fully vetted before it is embraced as the model for our future.”

What is the biggest challenge that you believe the average Treasure Island resident faces in their daily lives? How do you feel you could help fix that issue?

If the budget had a $100,000 shortfall, what would you want to cut? What about a $100,000 surplus?

Richard Harris: “Our biggest challenge here on Treasure Island is beach renourishment and street flooding. I am a professional civil engineer. My background and educa-

a reserve fund for the maintenance and replacement of our drawbridge. The City of Treasure Island is one of the few cities that owns its access bridge.” Arden Dickey: “I would rely on City staff to make recommendations of where it may be best to cut $100,000. They would know much better than any commissioner where we might be able to reduce expenses with the least negative impact on residents. Conversely, a surplus could be used in one of several ways: Build up the City’s emergency fund or to pay down high-interest debt, and/or to experiment with new technologies to control flooding.” What would you do to address housing shortages in the area? Richard Harris: “The City of Treasure Island is a built-out city and actually does not have a housing shortage.” Arden Dickey: “I am not sure there is a housing shortage in Treasure Island. If you mean, affordable housing, that is entirely another issue. Real estate values, along with rental rates, have always been about ‘location, location, location.’ It will always be more affordable to live further away from the beach and the water. I don’t see where the City has much control over that.”

Gulfport’s Summer Recreation for Kids By Patrick Heinzen

Gulfport’s Summer Camp returns this June. City Council approved the new rates at its Feb. 6 meeting.

Summer vacation is a time for children to rest, have fun, and maybe learn a thing or two. It’s also a time when parents must pay extra attention to what their kids do during the day. Gulfport’s Recreation Department offers the Children’s Summer Recreation Program. At the Feb. 6 Gulfport City Council meeting, council approved Resolution 2024-06, setting up the fee structure for summer camp. In 2024, Pinellas County School students have a 10-week summer vacation, meaning the City will provide a 10-week summer program for Gulfport residents, and some non-residents. The program runs June 3 through Aug. 9.

$80 for extended supervision. The non-resident rate is $875 per camper, with $100 for extra supervision. This reflects a 12% discount when

choosing the full session instead of the half sessions. A third, weekly option is available at $100 for residents and $125 for non-residents. All of the fees are due at registration, except for the full session, where 50% is due at registration, and 50% is due by June 21. A 25% discount is available to Gulfport residents in need of assistance. To be eligible for this discount, the recreation division requires a letter from the child’s current school verifying they are eating a free or reduced cost lunch, or a letter verifying assistance from financial aid. Swim Lessons From June 5-15, the recreation program offers swimming lessons, with a cap of 15 children in the class. For residents and non residents, the fee is $25.

Fees Parents of campers can choose a two-week session, a five-week session, or the full 10 weeks. For residents, each session costs $400 per camper, with an additional $340 for another child. While the program ends at 5:30 p.m, parents can pay an extra $45 to have extended supervision until 6 p.m. The non-resident rate is $500 per child, with an additional supervision fee of $56. For the full 10-week session, residents pay $700, with an extra $595 for each additional child, and

April Thanos: “I’ve always been interested in local politics and been involved in my neighborhoods. It’s important to be aware of the community and take part in what is going on. Gulfport is a size where it’s practical for me to be on City Council. The kinds of things that are important to me weren’t being represented. It isn’t just what I care about, but other people care about this too and don’t have a representative who does.” Tom Bixler: “I see a lack of effective leadership for Ward One. The Town Shores president has never met the present councilmember in four years! Also, the president of the Pasadena Yacht and Country Club (PYCC) Master Association has never heard from or met her either. The owner of the PYCC Country Club and Golf course has never in four years met her. Gulfport and Ward 1 needs a councilmember

April Thanos: “The only thing that we can do to promote home rule is to keep lobbying legislature to not pass laws that infringe on home rule. There are no resolutions or ordinances we can pass to protect home rule. The State gives the power and can take the power. We see the same issue with state versus federal. There’s a possible mandate in Florida that would make it so that homeless people can’t sleep in public places, and make it incumbent on the City or County to provide areas with services and power. We would have to find a place to build, maintain, and staff this area with no money from the State.” Tom Bixler: “City officials could educate residents about the benefit of home rule, including increased local control over policies and decision making.”

Ask Toffer: Gulfport Edible Plant Guide “Do you use edibles?” asked the citizen who stopped to watch me trim a small tree. This has become a frequently asked question amongst the last of the Boomers because, well, every part of our bodies hurt and the newly retired want to recapture their youth. “No,” I said. “They never agreed with me.” “So who planted that?” they asked, pointing at the potted lemon tree on Beach Boulevard. It took a second (maybe two) to reassess. “Oh, yes!” I backpedaled. “I have edibles everywhere.” Gulfport Edible Plant Guide Truth. The curious citizen was standing next to a small clump of Dwarf Pomegranate. Across the street was one of the three European olive trees on Beach Boulevard. Underneath the olive tree are some pineapple. Coconut palms are planted at the entry of the commercial downtown sector. The grape vines that are innocently planted across the street from said coconut gave enough grapes last season to fill a 5-gallon bucket. After the first flood of 2023, I planted an edible fig tree on the west (volleyball) side of the Casino entrance. Would the fig tree survive the next flood? Surprise surprise. The second flood of 2023 occurred a couple of months later and, although her

leaves fell off, her fruit (yes, figs) hung on Mama tree until they ripened. Saltiest fig I ever ate, but definitely the real deal. Tree of the Month The Gulfport Giveaway Tree of the Month is the Yaupon Holly (Ilex vomitoria), which is another edible to add to your list. Although those shiny little bright red honest-to-God holly berries are fought over by songbirds and skunks alike, the Yaupon berries are toxic to humans. And not in a fun way. Do not eat the holly berries. It’s about the leaves. The tiny leaves of this tree have “the highest caffeine content of any plant native to North America” according the University of Florida’s Institute for Food and Agricultural Science (UF/ IFAS).

The flavor varies according to the way its leaves are prepared and steeped. However, it seems to fall somewhere between its cousin Yerba Mate (Ilex paraguariensis) and a lightly brewed black tea. Gecko Grub A “weeping” variant of the Yaupon holly (Ilex vomitoria ‘Pendula’) has long been my most favorite small tree. I learned that it keeps me awake and alert. There is a plethora of interesting information online about preparing the leaves of this plant to make tea. Pay a visit to the Gulfport Food Forest in Clymer Park. Feb. 13 St. Pete Beach City Commission Meeting What do you do when you lose nearly your whole local government? Fill the spots and keep going of course. At the Feb. 13 St. Pete Beach City Commission meeting, three of the four interim commissioners and Mayor Adrian Petrila met to discuss the issues and updates the City faces. District 3 Commissioner Betty Rzewnicki was excused. From seawalls, to alleys, to issues with City reporting, here is what they discussed.

Public Comment The meeting opened with a comment from St. Pete Beach resident Richard Kane, who talked about an issue with a seawall near his house. After a three-month wait, he said, City staff inspected the seawall, and said there is nothing wrong with it. The report from the staff included a photo of the pipe at the end of the seawall and showed it to be clear. Three days later, Kane went to take a photo of the pipe and it was full of barnacles. Kane left the report and his photos with the commission. Alley and Seawall As the meeting moved forward, the commission discussed action items. • Action Item 4a looks at redesigning an alleyway. The alleyway between 7th and 8th Avenues gets a lot of use from delivery trucks, garbage trucks, and personal vehicles.

The project will widen the alley and smooth it out to make it safer and better manage stormwater runoff. The City has a contract with Halff Associates for $42,990 to complete the repairs. • Action Items 4b and c go together. The first approves a grant for the design of a seawall near the community center and Horan Park. The grant covers the $113,070.90 price tag of the design. Item 4c approves the construction of the seawall. The grant covers $750,000 of the project, with a city match of $750,000 for a total of $1.5 million. The plan shows a mix of a standard seawall and living seawall elements.

Discussion Items The first discussion item of the night was an update from Mike Clarke, the City’s Public Works director. Clarke brought up an issue with garbage pickup in alleyways in Pass-A-Grille. He and District 4 Commissioner Richard Lorenzen drove a pickup truck through the alleys to look for issues. Clarke plans on doing the same with a garbage truck to make sure the operators can do their job. “We have to continue challenging ourselves to make sure that what we are doing is true, correct, and in the best interest of everybody,” said Clarke. The meeting ended with a discussion about a lack of reporting from City staff. Mayor Petrila spoke about staff members who did not fill out lobbyist contact reports. While he brought up multiple people, he focused on the Chair of the Planning Board. According to Petrila, this is a violation of a City ordinance, but there aren’t really consequences for it. He proposed that if staff members don’t turn in a report, they cannot participate in meetings until it is turned in. According to City law, if a board member misses three meetings, they are removed from the board.

Nine Minutes in South Pasadena Feb. 13 South Pasadena Commission When Gulfport had a 13-minute meeting, the community took notice. On Feb. 13, South Pasadena held a nine-minute city commission meeting. Each commissioner provided a report related to departments with which they work closely. After this, they asked for public comment, with no takers. Following this, they approved the minutes from the previous meeting, and adjourned. Feb. 13 South Pasadena City Commission Reports Commissioner Gail Neidinger opened with the Public Works report. The City replaced the generator for lift station one with a new generator that runs on natural gas. Neidinger also spoke about Hibiscus Hall, a meeting room located on the first floor of City Hall. This room is available to rent for residents and non-residents

for meetings and functions. For more information, call Public Works at 727384-0701. Commissioner Ben Thomas with the Community Improvement Department followed with his report. He spoke about new housing permits, business tax receipts, and an upcoming CRS Cycle Verification visit to review the City’s activities. Commissioner Lynda Thompson with the Finance Department brought up the work the department is doing to move into the 2024 fiscal year. The City’s payroll and social security services are now completely online.

Thomas Reid was the next commissioner to provide his report, about the Public Safety department. The City is working to build a new fire station for South Pasadena, making it functional and, he said, beautiful. Finally, Mayor Arthur Penny added his voice to the mix. On Mar. 23, the City of South Pasadena will host its annual block party from 11 a.m. to 3 p.m. on Sunset Drive (outside of City Hall). There will be a car show, food trucks, children’s activities, and live music. The City’s annual ArtSpring exhibition is on Mar. 22 and 23, from 10 a.m. to 3 p.m.

Madeira Beach Fisherman Kicks Mayor Off Property & Other City News By Patrick Heinzen

During the public comments section, Charlie Ranier, a Madeira Beach fisherman raised an issue he has with the City. He grew up in the Keys, but moved after changes in regulations slowed down grouper fishing. Ranier bought Triangle Fisheries and Snug Harbor Boat Works in Madeira Beach to continue fishing for grouper. According to Ranier, about 200 families make their living off of his property, and he has invested millions of dollars into the area and business. Ranier talked about feeling “hounded” by the Pinellas County Sheriff’s Office, Madeira Beach police (Madeira Beach contracts with Pinellas County Sheriff’s Office for public safety) and fire, FWC, and the EPA. He said much of this comes from accusations people have made that his company spilled oil and fuel, and encroaches on other property. Ranier denied these accusations, saying he bought the property and people built around it and are now trying to throw him out. Recently, Ranier had Madeira Beach Mayor Jim Rostek trespassed from his property. Ranier claims that Rostek continually enters his property and takes

photos to try to get him in trouble. “He cannot move in this town and run everyone out,” said Ranier. “I have not gotten one fine for an oil spill. I have not gotten one fine for a fuel spill. Yet, people have been in my yard over 300 times in the past year.” As Ranier ended his public comment, he pointed at Rostek and said, “Stay off my property.” Other Madeira Beach Commission Business With storms and snowbirds right around the corner, what is Madeira Beach doing to prepare? At the Feb.

14 Madeira Beach City Commission Meeting, the commissioners met to discuss City events and ordinances. These range from carnivals, to elections, to fireworks, and much more. Carnival Proceeds The only presentation on the agenda came from members of the Gulf Beaches Rotary Club. Each year, the club partners with the City to hold a carnival. In 2024, this carnival runs May 14-17. The carnival includes fireworks, local-to-TampaBay bands, and more. This partnership has gone on for seven years. At the Feb. 14 Commission meeting,

the Club presented the City with its half of the proceeds from the 2023 carnival: $22,831.50. Elections, Parking, and Alcohol Ordinance 2024-01 sets up the Mar. 19 municipal elections, and authorizes the City to pay for all related services. Ordinance 2024-03 looks at a prominent issue in the area. Throughout Madeira Beach, people either park poorly, don’t pay to park, or both, the Commission said, adding that the efforts of City staff to clarify payments and parking requirements are successful. This ordinance will make these changes permanent. Two of the most important aspects of the ordinance look at street parking in marked spaces. To park in the road, drivers must park within designated spaces. Along with this, no part of the vehicle can extend past the markings. Both ordinances passed unanimously. The City approved a 2COP Alco-

holic Beverage License Application for Osaka Japanese and Thai Restaurant of Madeira Beach. This allows the restaurant to serve beer and wine. Although the state regulates this, Madeira Beach has a local ordinance that requires businesses to get approval as well. Paramedic Students Ride with Mad Beach Fire St. Petersburg College of Paramedics requires their students to do a certain amount of ride-alongs during their time there. Some new hires at the Madeira Beach Fire Department are in school, but also work as firefighters. Because of this, the City and SPC agreed that the new hires can do ride-alongs while on duty, making it easier for them to split their time. Madeira Beach Public Works Gets New Truck Public Works is getting some new wheels. The Commission approved

City Will Not Release Public Records to Media “Forget muffin of the month, it’s coffee with a KC cop!!!” reads the latest Facebook post from the Town of Kenneth City. Residents can find more police-related content on the Facebook page of this Pinellas town. But, when it comes to public information, the last Council minutes available online are from 2022; and the last agenda from July. The 2024 adopted budget is not online. A budget timeline stated it was due to become public record in October. The Gabber Newspaper looked into these records and what happened. The town has no information available online and would not make the records available at a in-person visit, or when The Gabber Newspaper followed the described protocol for requesting minutes via email. ing since spring 2023, said the town would meet with an expert on Feb. 15 to work on the website. Officials discussed actions to update the town code, or “clean it up,” in LaFave’s words. The manager congratulated staff for the work that had been done since she took office, and noted that the contract with the police department was up for renewal this year. LaFave thanked the Pinellas Park Fire Department for donating a generator and for agreeing to support Kenneth City with emergency services. “I always want the backup to the backup to the backup,” LaFave said. Not everything ran smoothly, though. A back-and-forth ensued between LaFave, Attorney Ralf Brookes, and Councilmember Noble over the city’s website. “We have hired professionals [for this]” reiterated LaFave. The process for the website has been tricky; with some contractors quoting more than $100,000, while

others a few thousand. Zemaitis made note of this. “They have said our website is such a mess,” LaFave said, before noting some companies would not take the project. Based on input from other meetings, Noble requested inclusion of items to the website. “This is what the citizens wanted,” Noble said. Mayor Howell asked the council and the manager to pause the discussion and continue with the right people in the room. At 7:41 p.m., the meeting adjourned. Afterwards, LaFave told The Gabber Newspaper that they are moving at an expedited speed to get the city up to date. Florida Laws Mandate Transparency The Gabber Newsletter sent an email on Feb. 12, requesting the missing minutes from 2023. “Every person has the right to

inspect or copy any public record made or received in connection with the official business of any public body,” states Section 24 of the Florida Constitution. Via email, The Gabber Newspaper asked LaFave to comment on this. At press time, she had not responded. While Town Hall meetings are open to residents who want to attend every second Wednesday of every month, the website has not made crucial records available, such as the 2024 budget, agendas, or minutes from meetings. Although the Town recorded the Feb. 14 meeting, officials have not yet made the minutes from the last public meeting — or any others — available. The town has not published agendas on its website since July 2023, and has not made minutes available online since Nov. 22. The Gabber Newspaper met Mayor Robert Howell on Feb. 19. He told The Gabber Newspaper he leads the legislative body of the town. Public records fall un-

der town clerks, part of the executive branch. “We were we were supposed to have had them [at the meeting],” Howell said. “I don’t think the town clerk brought them.” “I know for a fact that [LaFave] has contacted different people about coming in and taking over our website and fixing it,” Howell said. He noted that it was not a matter of the town administration not working on it, but rather getting the right contractors to fulfill the job. “Nobody has done the job that the staff down here is doing. And they’re working hard.” The town keeps residents upto-date with community activities with the police via Facebook.

The Corner Café, previously known as the Gulfport Family Restaurant, looks all new inside. Owner and Head Chef Sal Ibraimi updated the restaurant, giving it a new classy vibe with a family restaurant feel.

But he chose to wait so he can make a few finishing touches. “When I open, I want to be ready,” Sal said. “I want people to have a great breakfast and a good lunch.” Sal plans to officially open the first week of March. Plastic Bird Art Wanted in St. Pete St. Pete Artist Marisa Dalla Valle’s litter box scooper is made from recycled plastic bottles. It’s safe to say she’s no stranger to repurposing art. “The waste thing is just weighing on me,” Valle said. “I figure this is a way I can help and bring awareness.” Valle is in the process of applying for a grant from the St. Pete Arts Alliance to launch her St. Pete-wide public art project: Birds for Peace. The first leg of the exhibit will be open April 2 at the Gulf Coast Arts Alliance. The grand opening is on April 13. Gulf Coast Artists’ Alliance Executive Director Judy Vienneau said the birds will be strung up inside the gallery. The official opening will coexist with the Second Saturday Art Walk. “We’ve always supported the concept of repurposed materials for an art show,” Vienneau said. Eventually, Valle hopes to take Birds for Peace on the road. The birds will be strung on a hammock-like wire between trees and buildings. Other locations are to be determined, but Valle hopes Gulfport will be on the list.

Birds for Peace is in its early phases, but Valle hopes to eventually add workshops and videos to go along with each branch of the project. Top Tastes: Best Sushi on the Gulf Beaches When I was a kid, my family hosted a Japanese exchange student for a year. My dad had a vested interest in all things Japanese because of his work, so we welcomed our new houseguest, Naho, with open arms. Naho not only taught us some (basic) Japanese language during her stay but she opened our eyes, and palates, to a whole new world of food: sushi. Up to that point, our family was pretty American when it came to dinner. To this day, I can’t help but think of Naho every time I break out my chopsticks and soy sauce. For this edition of The Gabber Newspaper’s Top Tastes, we sampled sushi on the Gulf Beaches. Here’s the rundown on some of our favorites:

I’m always Team Thai food. But Basil Leaf on St. Pete Beach is not to be missed for sushi. Their menu is crafty, featuring a handful of rolls named after famous bands like Weezer, Pink Floyd, Blondie, and Sublime. We devoured a Mexican roll ($15) with shrimp tempura, avocado, and masago, as well as a Volcano roll ($19) piled high with an assortment of seafood. I’m not a huge fan of seaweed (due to a ridiculous high school dare to eat a package of nori sheets by themselves), so I opt for soy paper or rice wrappers for my sushi. My TLC roll was basically a Thai Summer roll with tofu, lettuce, cucumber, carrot, bean sprouts and, rice noodles, served with homemade peanut sauce. Our rolls were massive and stuffed full with ingredients. While more expensive than the other eateries, you definitely get your money’s worth at Basil Leaf. Sushi Rock Grill is a hidden gem in Tierra Verde that is outstanding and sports the largest sushi menu of all three eateries we sampled. Tucked on the corner of a strip mall, this family-owned spot is known for both Thai food and sushi. The menu boasts lists of makimono and sashimi options with a plethora of fish and fillings. Sushi Rock Grill also offers maki lunch combos (rolls with soup and salads) for $14.95. I noshed on a Spicy California Roll ($8.45) with spicy crab, avocado and cucumber as well as a classic veggie roll — both wrapped in rice paper. Each roll was fresh, vibrant, and delivered in less than five minutes. While the sushi tasted superb, I also recommend the chicken satay; Sushi Rock marinates it in coconut milk and yellow curry, and serves it with scratch-made peanut sauce. As we snacked on a boat with three different rolls, we couldn’t help but dig the vibe — the space feels more like a coffee shop than a sushi joint. We stuck to the classic menu and ordered a rice paper-wrapped veggie roll and California roll. We also sampled the Tampa roll, with fried whitefish and spicy mayo (all $8.20), which was light and crunchy with a kick from the mayo. A Century of Gulfportian Rose Groth This Gulfportian celebrated her 100th birthday with friends and family in her favorite city. Rose Groth’s birthday is actually Feb. 21, but she had an early celebration the weekend of Feb. 17 at the Gulfport Neighborhood Center. Life in Gulfport Originally from Illinois, Rose moved to Gulfport at 26 years old in 1950 with her husband Otto. “My husband was a builder, so he built a house for me,” Rose said. “I still have it. My home is in Gulfport.” Rose worked at Lerner’s Department Store. After having two kids, John and Linda, she took time to raise them in the Gulfport home. Once they were in elementary school, Rose began working again, but this time as a cafeteria manager. “Boy, I was a busy lady,” Rose said after explaining her job history. She worked at Pasadena Elementary School and Bay Vista Elementary feeding close to 700 people daily. She retired at 62, but decided to get back in the field. Instead of a managerial position, she worked in the cafeteria at Boca Ciega High

School serving food and other side work. She retired again at 67. When asked about her secret to life, Rose answered, “work, work, work, and work some more.” 100 Celebrations of Rose Groth Rose’s longtime friend and neighbor Joline Weeks helped assemble this special birthday occasion with Rose’s family. Linda said Joline and her granddaughter baked a cake and cupcakes for the party. Joline’s significant other also catered the event. Rose’s caretaker and friend Joy created a food menu. “I’m just going to have a wonderful time, I don’t have to do anything,” Rose said. “They’re doing it all for me, which I think is pretty wonderful.” Linda said Rose picked out the colors blue and silver as the party’s theme. They had a photo backdrop with balloons and flowers on every table. She added another backdrop with photos and information of the most relevant things during 1924. “Not very many people get to be to 100 and then not very many people get to plan their own 100th

Joline described Rose to be “a beautiful soul.” She said Rose always put her family first, looked over elderly neighbors, shared meals and homemade baked goods. “Rose is a loving mother and mother-in-law, grandmother, and newly a great grandmother! Awesome neighbor and friend,” said Joline. Happy Birthday Rose! Rose’s friends, neighbors, and family came together for the big day. She dolled up for the party with a new blue and silver dress to match the party colors along with a crown and a sash. Linda said Rose’s granddaughter Laura surprised her at the party after secretly flying down from Ohio with Rose’s great grandson, Archie.
