Gulfport Elections
Please be clear, transparent, and accurate in your latest reporting (March 28)
The Gabber Newspaper, in attempts to again address Mr. Bixler’s complaints about the political affiliation of “postcards,” has failed to provide the clarity required. The new article (see page 13 in the current issue — March 28) simply concludes that the Gulfport City Clerk said that Florida Statutes 105 and 106 states that “a candidate is not allowed to run or campaign as part of a political party… they are allowed to state their political affiliation, but they can’t run as part of that party.” OK, so the postcards are OK? Not OK? Cliff hanger.
First, if The Gabber would have read Section 105 of the Statute, one realizes that this section pertains to judicial candidates. Why associate it with the recent Ward I race?
Secondly, the incumbent did not run as a partisan candidate. Could The Gabber possibly have mentioned this? Not making this clear to readers feeds to continued accusations.
Third, one has to read the entire applicable Florida State Statute Section 106 to understand what it means and how it applies to the recent election:
The incumbent did not state her political affiliation in her political advertisements (show them if she did).
This section also does not prevent a political advertisement from stating the candidates partisan-related experience. (um, the postcards).
No matter how hard the opponent (and maybe The Gabber) still wishes it were so, the incumbent did not run a “party affiliation” campaign.
Then this…
It’s one thing for The Gabber to now want to seek clarification from State Statutes to see if the independently sent postcards violated state law, and it’s another thing not wanting to do the same verification with state law regarding the opponent’s advertisement tactics.
I communicated with both The Gabber and elected officials that endorsed the opponent (Mayor [Sam] Henderson, Council member Christine Brown, Council member Paul Ray, and Council member Ian O’Hara) regarding State Statute Section 106.143 (d)(4).
I ask the endorsers (via their city email) if, as required by state law, they provided “specific approval in writing to the candidate to make such representation” prior to The Gabber ad where they each were depicted endorsing or supporting the opponent. Not one elected official responded. Not meeting this state requirement is a violation with penalties. The Gabber told me it wasn’t their job to check if candidates are meeting or not meeting state statute mandates. (Publisher’s note: The Gabber Newspaper told Roman editorial staff did not factcheck advertising.)
Bottom line, with the March 28 Gabber piece questioning the postcards against state regulations, it’s clear that double standard exists, whereby meeting state requirements mattered regarding the incumbent, but not the opponent.

Gulfport Marina
As user of the marina, resident of the marina district, club member, and power and sail boater, I appreciate that the City attempted to get feedback on our plans for the marina at the Gulfport Public Marina Meeting. The turnout was substantial with about 200 people attending. Unfortunately, both the in-person process and survey were highly biased towards Stantec Consultings vision of our Gulfport Marina with restaurants, nondescript large public buildings, parks, and playgrounds. The result was resounding to keep the status quo from the attendees.

An Opinion on Fairness in Elections

I believe there is one primary human virtue that stands above the others, and perhaps gives birth to them. For lack of a better term, let’s call it “fairness” — a mild word for a powerful concept. The ideal of it, the pursuit of it has pulled humanity out of some very dark ages.
It sets our expectations for how we get along with others. We want things to be fair and we’re pissed when they’re not. We may have been told as children, “life isn’t fair,” but that doesn’t stop us from wanting it to be. For us, at least. And most of us want it for others. Right? It is the root of our system of governing in the U.S. and right here in Gulfport.
Gulfport Elections
Speaking of democracy in Gulfport, how about that election for council member in Ward I? My take is that it was less about choosing the leadership of the future than it was a moment to stare into a mirror, and ask, “OK Gulfport: Who are you now? And what do you want to be?”
Newer arrivals, especially those from north of the Mason-Dixon line, may not know that there was an old Gulfport where “fairness” was not even an ideal for some. That was in the past… the murky, black-and-white-photo past of our parents’ time, and their parents’. Specifically, Gulfport was a proudly racist little city.
Things Have Changed in Gulfport
Christine and I would not have moved here 26 years ago if we thought that old Gulfport still prevailed, and in our time here, the city has blossomed with self-awareness, decency, inclusiveness, love of truth, and a sprinkle of fairy dust. Fairness reigns and this was confirmed by the results of the recent election. The winner is that and more.
But this was a long campaign with some real head-scratching moments. Before we move on with our lives, can we peek at that mir-
ror just one more time? Is there anything else we can learn?
What About Those Endorsements?
I’m grappling with the warm endorsement other council members gave the opponent, even as it became clear that their campaign was reaching back generations to old Gulfport in hopes of winning by dividing. That the strategy failed badly should warm a lot of hearts, but it was not rejected by those who, I think, should know better… who should have run from the association. Could it be that those who represent us don’t represent the best of us?

Flood of Ideas Updates on a New Rain Garden in Gulfport

As Florida makes the transition to summer, Gulfport is looking at ways to help with stormwater. Hurricane season often affects the city through intense rain and flooding. Because of this, City staff and the Suncoast Sierra Club are working towards a rain garden project that will sustainably deal with stormwater. Now, they have a planting date of May 11.
Why A Rain Garden?
On Dec. 5, The Gabber Newspaper published an article about what a rain garden is and the plan for it. The rain garden deals specifically with stormwater, effectively stripping it of contaminants and allowing it to flow back into surface water sources. Since the stormwater doesn’t receive any specific treatment, it is important to filter out as much as possible naturally before it goes back into the water. If it isn’t treated, it can affect wildlife, fisherman, swimmers, and more.
Why Push The Rain Garden Back?
The Gabber Newspaper spoke with Sarah Nappier from the Suncoast Sierra Club. Nappier said that while planting was supposed to happen in late March, El Niño winter weather changed the plans. According to NOAA, El Niño conditions happen when global trade winds weaken and warm water in the Pacific Ocean is pushed east, towards the west coast of the Americas.
According to the NOAA article, “With this shift, areas in the northern U.S. and Canada are dryer and warmer than usual. But in the U.S. Gulf Coast and southeast, these periods are wetter than usual and have increased flooding.”
Nappier says El Niño is to blame for the large storm that hit Florida on Dec. 17. Because of the threat of another major storm, Nappier decided to push planting back.
“The December storm caused a bunch of flooding. I wanted to give my plants enough time to establish,” said Nappier. “Even though they’re native, salt tolerant plants, they wouldn’t be ready to hold up to a big storm.”
When talking about hurricane season, Nappier said that she hopes they will be ready.
“The climate is changing. Things are becoming unpredictable,” said Nappier. “Last summer we didn’t get enough rain. I’m really hoping for some ‘Goldilocks’ conditions to make sure this happens.
When Will It Happen?
The rain garden planting is on May 11 from 9 a.m-12 p.m at pavil-
ion six on Gulfport’s beach. Nappier said the North End Taphouse will provide lunch to the volunteers, but make sure to register so they can get a head count. The funding for this project comes from a mini-grant from the Tampa Bay Estuary Program. They raised money through the “Tarpon Tag” specialty license plate, a green Florida license plate showing the popular silver fish.
“I’m really hoping to develop a group of stewards to take care of this rain garden, and the one by the recreation center,” said Nappier. “I want volunteers who love plants and want to help. The more people the better, and there is no timeline for volunteers. Anyone who wants to help can.”

Rachel Koral: Artist and Teacher
Koral has been an art and photography teacher for two years at St. Petersburg High School.
“Being a creative and a teacher is really unique because you get to teach about what you’re really passionate about,” said Koral.
Although Koral is passionate about art, she puts everything she has into teaching. She says this is her first successfully completed piece of art in over a year. Her decision to apply for the Embracing Our Differences show was not necessarily to find success, but to inspire her students.
“We were notified that this show was happening and that it was open to adults and students. I thought it would be really cool if some of my kids would apply,” said Koral. “I told my seniors ‘If you guys do it, I’ll do it too’.”
One of Koral’s students received an honorable mention, and they got to present their artwork in the show together.
What Is The Show?
The Embracing Our Differences art show began in 2004 as a way to, well, embrace differences. Art has long been used as a tool for expression and connection, and this show seeks to highlight that. At the begin-
ning of each year, the show pops up at Sarasota’s Bayfront Park, and for the first time in a long time, St. Petersburg’s Poynter Park.
According to the show’s website, “The juried exhibit consists of 50 billboard-sized works of art, each

accompanied by a thought-provoking quotation.” Awards are given out for “Best-in-Show Adult,” “Bestin-Show Student,” and “People’s Choice.” The adult winners receive $2,000 and the student winners receive $2,000 to split with their school’s art program. According to the website, more than 4.3 million people visited the exhibitions since 2004, with 320,616 people in 2023.
Rachel Koral’s Art
As an art and photography teacher, Koral sees students of all ages and walks of life. This was the inspiration for her art. She wanted her art to be a light of positivity for high school students who are often grouped into stereotypes. She figured, what better setting for this than a high school bathroom. Koral began by photographing her students who would come to class dressed as a different high school stereotype.

pate,” said Koral. “I only used five of the students, but I photographed over 50.”
From there, she asked her students to write positive messages on notecards relating to the stereotypes. Koral scanned the notecards, and photoshopped them onto the photo. Finally, she put a series of negative stereotypes and labels going down the drain in the bathroom.
“I wanted it to look like kids vandalizing the bathroom,” said Koral. “I needed it in their handwriting to make it look real, hence, ‘Writing On The Wall’.”
What’s Next For Rachel Koral?
“I normally paint. I had no aspirations of getting into this, but because I’m a teacher and had limited time to work, I decided to work with photo. It took me three weeks of constant work,” said Koral. “Now I get to show that I’m not just an art teacher, but that I’m an artist.”
Despite her recent success in the art show, Koral commits to her position as a teacher. Even through creating her own art, her students were the most important part.
“They helped me critique my work before I sent it,” said Koral. “It was interesting because we critique and talk about their art all day, now they get to talk about mine. It was really hard to grasp when I found out I was selected, but they were so happy for me. We were all so excited that this happened.”
Koral’s attempts to inspire her students to create and express themselves through art aren’t anywhere near done.
“This kind of changed the plot of the story,” said Koral. “I went in to this to show my students that they should put themselves out there. Now it’s like, ‘You were my inspiration to make this and I succeeded. Maybe, now I can be yours’.”
While the St. Petersburg exhibit closed on March 31, the Sarasota exhibit runs until April 14 from 7 a.m. to 11 p.m.

March 26 St. Pete Beach City Commission Meeting

With elections over (for the time being) and a lot to do in the City, the March 26 St. Pete Beach City Commission got down to business. As with every first meeting following an election, they opened by swearing in the two new commissioners. Although Karen Marriott (District 1) and Betty Rzewnicki (District 3) worked on the commission for months, they are officially city commissioners and begin their two-year terms.
Arbor Day Proclamation
The second presentation of the night came from Jennifer McMahon, the Community Center Director. Since St. Pete Beach is a Tree City, USA, they have to declare a certain day each year as Arbor Day in the city. This year, Arbor Day is April 30. For more than 150 years, Arbor Day encourages people to plant and appreciate trees and their ecosystem services.
Vice Mayor Election
St. Pete Beach held their Vice Mayor election at the meeting. When Mayor Adrian Petrila brought up the election, none of the commissioners spoke.
“Not everyone at once,” joked Petrila. “I can’t do it.”
Commissioner Nick Filtz (District 2) asked about keeping the current Interim Vice Mayor, Richard Lorenzen (District 4). After an unanimous vote, Lorenzen remains Vice Mayor.
Bright Light Ahead
The final action item of the night before resolutions looked at a new lighting structure for the Lazarillo Park Tennis Courts. Currently, the City uses a manually wound system to light up the courts. While this allows more autonomy for the people using the park, it also means that lights can be left on longer, even when they’re not in use. The current system also has a variety of electrical issues.
To combat this, the City looks to upgrade the lighting system in the park. The new system involves a galvanized steel pole that is more resistant to weather issues often seen on St. Pete Beach like flooding and hurricanes. Also, the City staff remotely controls the lights with an app. The app times the lights and turns them on or off. This means the City can set the lights to turn off right at 10 p.m. when the park closes.
St. Pete Beach homes surround Lazarillo Park and it is in close proximity to a beach where light can affect sea turtle nesting. Because of this, the design of the new light fixture prevents light from making its way into homes, and won’t harm the local wildlife. Despite this, Commissioner Rzewnicki had some questions. The current light pole is a nesting place for osprey. Removing it would displace them. Because of this, Rzewnicki asked about a possible structure for the osprey to nest in so they won’t nest on the pole. Jennifer McMa-
hon, the person proposing the new light pole, said the City had a design for one years ago, and could look into using that. The new lighting system costs $202,475 from Musco Lighting.
Parking Lot Hearing
Although the meeting was two hours and 35 minutes long, the last item on the agenda began at the 24-minute mark. Similarly to the previous meeting, the commission held a quasi-judicial hearing for a conditional use permit. This time, it wasn’t for the Sirata, but for the construction of a parking lot at 5090 Gulf Blvd. Resorts and a shopping center surround the lot and it takes up about 16,400 square feet. The Commission approved the application, with 20 conditions to follow.
Conditions
1: The property must be used as a commercial parking lot.

2: There are 28 parking spaces in the lot. Spaces 21 through 28 are part of a resident property, and the curb stops will say that they are reserved for residents.
3: The lot is open from sunrise to sunset, and all non-resident vehicles will be removed after 30 minutes past sunset.
4: The public beach access of the parking lot must be cleaned and maintained daily.
5: The parking is only open to standard passenger vehicles. No trailers, ATVs, and more.
6: The only overnight vehicle storage is for residents.
7: A lot attendant will be present while the lot is open and operating.
8: No additional lighting can be installed.
9: Signs will be placed around the lot to say when the lot is full open. These signs must be maintained by the property owner.
10: At least two trash cans will be on site and maintained daily.
11: The permit is valid for five years from the date of approval.
12: If the City or FDOT wants to ex-
pand the sidewalk in front of the lot, the property owner must supply the City with an easement.
13: Approval for a sidewalk expires if the property changed or redeveloped.
14: The parking spaces are made from a semi-permeable surface and will completely cover the ground under the car.
15: The lot needs to comply with LDC Section 39.10. This means removing a Brazilian pepper tree on the property and replacing it with a suitable tree.
16: Within 180 days of permit approval, the applicant will build a permanent restroom for customers to use.
17: The applicant must maintain a business tax receipt for the lot.
18: Three violations will result in the City Commission reevaluating the permit.
19: Any violation of the 20 conditions allows the commission to reevaluate the permit.
20: The commission can periodically review the permit to make sure it is in compliance with conditions.

A Bumpy Ride
City Whys: Potholes and Reclaimed Water

This week for City Whys, The Gabber Newspaper received questions about potholes and reclaimed water.
Potholes
Question: The two entrances/exits to Town Shores off of 58th Street to 59th Street both have potholes on 59th (one in front of park near shopping center in the curve). Is there a timeline of when these will be repaired? —Wanda Strickland, Gulfport
Answer: The Gabber Newspaper spoke with Tom Nicholls, Gulfport’s Public Works director, to learn more about the Town Shores potholes. According to Nicholls, the curve near the shopping center is private property, owned by the owner of the strip mall.
“We’ve notified the owner and are working with them to fix the holes,” said Nicholls. When asked if they have to comply with City requests, Nicholls said they didn’t.
“It’s private property. They can take up the asphalt if they want. We can just ask them to fix it,” said Nicholls.
Reclaimed Water
Question: We’ve noticed signs posted in public parks and in some private yards that “reclaimed water” was being used. We would be interested to know how this sys-
tem works, including how the water is collected, reclaimed, kept separate from drinking water, and then provided to these locations. Also, what is involved with a resident getting this service. —Randy Shepard and June Johns, Gulfport
Answer: As with most of our City questions, The Gabber Newspaper spoke with Tom Nicholls, Gulfport’s Public Works director, about reclaimed water in Gulfport.
“In the early ‘80s, the City of St. Petersburg offered larger users to hook up to their main line,” said
Nicholls. “We still purchase our reclaimed water from St. Petersburg. The water mainly goes to city facilities and parks, and at the Pasadena Yacht and Country Club Golf Course. There isn’t any distribution network in the city to bring it to residents. I don’t think St. Petersburg could supply us with enough water.”
Nicholls said there are “preventative measures” in place that keep the reclaimed water from mixing with the drinking water in case of emergency.

Under a City Manager form of government, the City Manager is the main administrator in the City. In Gulfport, City Manager Jim O’Reilly oversees all of the different City departments. In St. Pete Beach, Wayne Saunders, the interim City Manager does the same.
Despite this, an interim City Manager can’t govern forever, meaning that the City is looking for a longterm person to fill the role. The City narrowed the choices down to five candidates.
The five candidates for the St. Pete Beach City Manager are Glenn Adams, Jim Harriet, Kevin Cooper, Michael Maxwell, and Fran Robustelli.
Adams retired from the military, and has experience as a chief of staff at White Sands Missile Range. Harriet worked in Capital Improvement projects in Sarasota County.
Evidently, Cooper worked previously as a City Manager and in planning and community development. Maxwell is the former chief innovation officer in Clearwater. Lastly, Robustelli managed cities around California in the past.
The City of St. Pete Beach invites the community to meet the five candidates.
On April 11, from 6:30-8 p.m. in the community center ballroom, the community can meet and ask questions with the St. Pete Beach City Manager candidates. Although attendance is encouraged, opportunities to meet directly with the candidates are limited by time.
The City will continue to discuss the future of the City Manager po-
sition in the coming St. Pete Beach City Commission meetings.

DoubleTree Beach Resort by Hilton Hotels finished a renovation project on North Redington Beach. Back in July 2022, new owners bought the Gulf Coast resort with big plans. Now, DoubleTree Beach Resort has a modernized, beach look.

New Floridian Thriller Novel Called One Last Breath

Have you ever contemplated the turquoise depths of a Florida spring and wondered what’s down there? The free-diving characters in Ginny Myers Sain’s One Last Breath (G.P. Putnam’s Sons, 2024) ask themselves the same thing. And the answer makes for a page-turning, paranormal thriller.
Siren Song
The story is set in Mount Orange. This small Florida town has two big attractions: scenic Hidden Glen Springs, and a grisly unsolved double murder that took place at the springs 20 years ago. Among the ghoulish true crime tourists and the far out freedivers lives Tru, a young woman haunted by recurring dreams of Bailey and Celeste, the two murdered women. As she puzzles over their fate, she also worries about her own. Will she follow her boyfriend to FSU and settle down in Mount Orange – just as everyone expects her to? Will her broken family ever recover from the death of her older sister?
Then she meets Rio, a gorgeous diver who swims like a mermaid and talks like honey. Rio shares Tru’s mysterious visions of Bailey and Celeste. The two embark on a risky quest to finally crack the cold case, following their intuition into the depths of the spring. Will they find the truth hidden there, or just a dangerous siren song? Can they solve the mystery before the killer returns to claim two more young lives?
Diving Into the Wreck
Beyond its spine-tingling plot and captivating characters, One Last Breath is a paean to Florida’s extraordinary freshwater springs. It captures both the beauty of these natural wonders and the fascinating ways that Floridians experience them. Tru, Rio, and their friends
are freedivers who plumb the deep wells of springs without breathing apparatuses. They crave the peaceful blue world found below and the rush of pushing just a little deeper with each dive. Like the diving experience itself, Sain’s storytelling elevates every sense: expect goosebumps when the elusive killer returns and fever flush as Tru discovers her feelings for Rio.
But diving also works as a powerful metaphor for how our minds process trauma. As Tru and Rio return time and again to the scene of the crime, each brings her own grief — over siblings lost, families fallen apart — and each seeks catharsis. Like Adrienne Rich diving into the wreck, they long to understand “the damage that was done/and the treasures that prevail.” And while the paranormal elements of the story —
ghosts, deja vu, and reincarnation, to name a few — make for a wonderfully chilling tale, they also say a lot about how our damaged spirits can recover and become whole again.
You’re Never Too Old
One Last Breath is intended for young adult audiences, but I, firmly ensconced in life’s middle age, couldn’t put it down. There are definitely lessons about resilience and self-determination for younger readers there. But the book is ultimately an evocative and sensitive portrait of a young woman navigating a killer time in the human lifespan — teenager-dom. It’s just that, in this case, the killer is actually real.
Grab a copy, take it to your favorite swimming hole, and let this compelling tale pull you in.

St. Petersburg City Theatre Presents Second Samuel

St. Pete isn’t as small a town as it used to be.
But maybe audiences will find some similarities between St. Pete and the rural world of Ghostlight Young Theatre’s production of Second Samuel, a period piece meets bittersweet comedy featuring a 1940s town up in arms over a shocking secret.
An eclectic choice for the small theater, one has to wonder, why did Ghostlight Founder Rachel Fennell choose this show, now?
“Because it’s hysterically funny and incredibly poignant,” Fennell said. “And at the same time espouses something we all need a lot more of these days: Acceptance.”
Second Samuel
The Great Depression-era production showcases a sleepy town with residents who love to relax into the mundane same-ness of life, while they ruthlessly gossip (bless their hearts). When the resident’s beloved and token old lady Mrs. Gertrude dies — a town secret is revealed that challenges the beliefs they’ve cemented in for the last million years.
Writer’s note: I googled the “secret” in Second Samuel and it isn’t your everyday theatre trope. Especially for having debuted more than three decades ago.
A Debut in St. Pete
The 11-person ensemble cast is full of familiar Tampa Bay actors. One cast member, Victoria Baumann, added an even sweeter touch to the St. Pete show.
In a second life — 34 years ago — Largo-based Baumann played Marcela in the world premiere of Second Samuel
“When we first did the show in 1990, the AIDS epidemic was ravaging the theatre world,” Baumann said. “I lost 15 friends in one year. The storyline of ‘being different’ seemed very relevant then. After all, everyone being different is what
makes life so wonderful. How boring and awful it would be if we were all alike.”
Baumann won’t be the only one with a personal connection to the show. Second Samuel playwright Pamela Parker plans to sit in the audience on opening night weekend.
“I hope that they get a night of full-bellied laughter and a reminder that we are all unique beings and that when we encounter someone
living differently than we do, that doesn’t make either one of us right or wrong,” Fennell said.

Spring is a great time for sports. Between March Madness, spring training baseball games, and college hockey, there’s no shortage of action to follow. If you’re looking for a high energy spot for games and grub, Eddie’s Bar & Grill in Seminole is the place to be. Fans of Hurricane Eddie’s in Gulfport will love their new sister location in Bay Pines, with televisions on every wall, a full liquor bar, an in-house arcade, and endless options for food. Eddie’s OG location is in Dunedin but if you don’t want to make the trek up north, head to Seminole for a vibrant vibe.
Bar Food
Besides buzzing with brio, Eddie’s Bar & Grill menu has something for every palate. From appetizers and salads, to crispy flatbreads and wings, it’s almost overwhelming with options to satisfy your pub food cravings. Eddie’s is a popular lunch locale serving hot dogs and handhelds, as well as wraps, and seafood. And the draft beer wall features a fresh mix of classics and local brews. Words of warning: go hungry because the menu is massive and the portions are huge.
I love spicy food, so I noshed on the jalapeño popper dip ($13) and it was more than enough to share with my bar mates. Like deconstructed jalapeño poppers, the dip is served in a piping hot cast iron skillet alongside a heaping pile of fresh tortilla chips. I couldn’t pass up an opportunity to try Eddie’s “famous wings” (10 for $14.95) with a dozen sauces to choose from. I recommend their garlic parmesan. But, if you’re a fan of spicy food like me, I highly recommend the Killer Sauce, Stingray Sauce, or the Unbelievable Sauce ($2 each). Each is made with
either habanero or ghost peppers, and they’ll make your tongue will sizzle with delight. My wings came out crispy and drenched in buttery garlic parmesan sauce, and made the perfect game day snack.
But, Wait! There’s More!
With so much on the menu, it’s difficult to decide what to order. I tried the Farmhouse Flatbread ($13) with grilled chicken, caramelized onions, and bacon, smeared with basil pesto and topped with both goat cheese and mozzarella. It was cracker-thin and crispy around the edges, just how I like it.
If you’re in the mood for more traditional bar fare, be sure to check out their burger of the month. Right now, Eddie’s Bar & Grill features an Irish-inspired burger but the Hangover Burger, Stockyard BBQ Burger, and the Patty Melt will not disappoint. Other handhelds include a meatball sub made with the owner’s special recipe, a French Dip, the Grownup Grilled Cheese, and a Tampa-style Cuban Sandwich.

Joyce Ellen Smith, 85, of St. Pete Beach passed away March 15, 2024. She was recovering from surgery and had a heart attack. She was born to her late parents William and Marguerite Hettel April 13, 1938 in Jersey City, New Jersey.
Joyce was an Eastern Star member and graduated from St. Petersburg College with a degree in Social Work. Joyce lived happily with her true love, best friend, and husband, Robert Smith for 62 years until his passing in 2019.
She devoted her long life to the service of helping others. The City of St. Petersburg acknowledged her hard work by naming her Woman of the Year for her exemplary work as a social worker. She was a dedicated Social Service Director for John Knox and retired in 2006. Joyce touched a countless number of people and made their lives better.
Joyce was an extraordinary mother who instilled in her children empathy, kindness, and the desire to make the world a better place for all mankind. She is survived by her three children, Robert Smith of Pinellas Park, Marjorie Wikoff of St. Pete Beach, and Joy Smith of Big Pine Key, her four grandchildren: Brennen Smith, Krystyn Wikoff, Dustin Wikoff, and Summer Smith, her great-grandchild Robert James Smith, and other relatives and friends.
Memorial service will be held at Pass-a-Grille Beach Community Church on April 5 at 11 a.m.

In an earlier article, The Gabber Newspaper spoke with the OTO Development Director of Public Relations & Corporate Communications Diane Jackson. Jackson said the group would refresh the guest rooms, the bathrooms, common areas, and paint the outside.
After close to two years, updates to the resort concluded in March. OTO Development said the exterior of the resort has a “sugar-white base” with accents of bright, “tropical blues and pinks.”
Renovations included upgrades to amenities, guest rooms, and public spaces. Revamped public spaces consist of a new fitness center, meeting spaces, and a deck around the outdoor pool.
“Shiplap paneling, rope screen, and organic ceiling sculpture add charm, while intricate millwork and custom tile flooring lend an air of sophistication. Beach-inspired artwork adds interest at every corner, creating a sense of place for guests,” the press release said about the redesign.
Remodeled guest rooms include improved bathrooms, furniture, and appliances. Out of the 125 rooms, most balconies overlook North Redington Beach meanwhile others have views of Boca Ciega Bay.
In December 2023, Coconut Charlie’s announced a new location at the DoubleTree Beach Resort as the on-site restaurant. The Tiki hut restaurant is open to the public and hotel guests.

The St. Pete Pier announced the marketplace’s 2024 spring and summer hours. For the spring changes, the St. Pete Pier Marketplace opens Thursday to Sunday from 10 a.m. to 6 p.m. (through May 31.) However, the summer hours are from June 1 to Aug. 31. During those months, the marketplace opens Friday to Sunday from noon to 8 p.m.
