Leading an Evolving Gulfport Your Responsibility as a Voter

During the recent municipal elections campaign, it appeared some candidates were not fully aware of the responsibilities and functions of either the councilmembers or city staff. This is unfortunate, because these important public service jobs, while often challenging and thankless, are essential to the effective operation, safety, and governance of the city. A growing, changing city like Gulfport deserves informed, responsive, and collaborative leadership.
Elections provide opportunities for residents to learn about the possibilities and direction that incumbents and their challengers envision and pledge to work toward. Three forums and press coverage gave residents opportunities to hear candidates express their platforms, make their cases, and demonstrate their willingness and ability to serve. Knowing about and voting for candidates is every eligible citizen’s opportunity. It’s an opportunity to select leaders who direct city staff and create policies that affect all our lives. Yet, only 25.4% of registered Gulfport voters chose to vote! (Compared to 45.5% in St Pete Beach and Redington Shores.)
Leading in the 21st century isn’t
easy. We are at a critical juncture as we emerge from a pandemic and face looming environmental, social, and political challenges. It is also a time of exciting innovations in all sectors of life. These times call for courageous and wise leadership, supported by collective, grassroots efforts. Anyone inclined to invest the time, energy and financial resources, as well as endure the public scrutiny to run for office, deserves consideration and respect. Let’s support those willing and equipped to step into leadership roles.
A recurring theme stated by some candidates, as well as residents? The wish for more transparency and better communication from government to residents. It appears many people aren’t aware of the numerous sources of information available for understanding and using city and community resources. Here are a few opportunities to learn more about what makes Gulfport work… and how you can have a voice in its future.
At the March 21 City Council meeting, representatives from all city departments made presentations outlining their activities and accom-
plishments. These reports include important information and updates about infrastructure projects, staffing, and facilities usage. Cumulatively, the concise reports paint a holistic picture of the city’s services and amenities. You can watch city council meetings in real-time at city hall and online. You can also access the archives on the city website. City councilmembers also post reports and hold periodic town hall meetings to provide updates and solicit feedback.
At the third (and final) Gulfport on the Edge community conversation, 2030: Envisioning Possible Futures, you can join others who live, work, and play here to explore and illustrate possibilities for Gulfport through stories and images. These shared visions will inspire and energize grassroots projects to help build a resilient, vibrant community as we enter the new realities of our time. Getting the Word Out City of Gulfport Communications

Gulfport city communications: How does city staff get the word out? Gulfport city officials go to great lengths to communicate with the public, using a wide variety of platforms to get their message out and field inquiries from residents.
City Council asked for an overview of how the City gets its messages to the public and gets questions from that same public, staff spent 40 minutes at the March 21 council meeting demonstrating their communication efforts.
Gulfport Communication Methods
City departments use methods from email newsletters to online videos, to “engage citizens in meaningful ways,” as one city spokesperson said. Departments use both active – staff reaching out to residents — and passive –people go online and search for answers – methods.
“We have everything from a bulletin board that the city clerk uses, to some pretty advanced analytics so we can see what’s going on when we send out a communication,” Dave Mather, Gulfport’s information technology director, said. Mather participated in the presentation, but left the majority of it to cultural facilities and events supervisor Justin Shea, who spent considerable time deep-diving into the numbers to paint a detailed picture of Gulfport’s communication efforts.
“This was a lot of fun – being able to access the systems, finding the fun facts and then being able to present them,” said Shea.
City Email Analytics
Shea began with a summary of the email newsletters. The City uses Constant Contact, and has since 2012. Right now, more than
8,000 people get regular updates from the City of Gulfport.
“We like to keep the audience informed,” said Shea. “We send weekly email newsletters. We send storm announcements and public service announcements.”
As a sample, Shea pulled statistics from a 75-week span beginning Oct. 1, 2021 and ending March 13, 2023. During that time, the City launched 217 email campaigns, received by 731,056 subscribers. A total of 305,552 of those emails got opened, with 28,671 unique clicks on links to a calendar, a city manager report, or other information.
“The analytics of this system are amazing,” said Shea. “In the 75week sample period, the city netted over 1,000 new contacts into the system.”
Anyone with an email address can sign up for the free newsletter, even if they don’t live in Gulfport. Shea said that when people from out of town come to the casino and have questions about events, his staff directs them to sign up.
“It’s important information the city sends out every Monday — events, community announcements,” he said.
In one day (March 6,) the City sent 3,558 emails; 43.7% of the recipients opened them. That translates to 1,523 people, who clicked 286 times on email links.
“Important information is in the text of the email, but we’d like to get that person back to the source where the information is located,” said Shea.
Gulfport Communication on Facebook
Gulfport city government also has nine different Facebook pages: a main city page, casino page, library page, theater page, fire department page, marina page, senior center page, recreation center page, and the police department page.

New Mayor in Town
Adrian Petrila Takes the Helm on St. Pete Beach

After a spirited and sometimes nasty campaign, the city clerk swore in the new mayor on St. Pete Beach, Adrian Petrila, on March 28. A standing-room-only meeting welcomed the incoming mayor, and staff thanked outgoing mayor Alan Johnson.
“Really, it has been an honor and a privilege to be your mayor for the last six years. I look back at what we’ve done and I’m impressed. We did a ton of infrastructure,” Johnson said. He accepted his thank-you award, and mentioned road and sewer projects, the library reconstruction, drainage, moving power lines underground, digitizing and offering residents free parking to micro-transit service, and other projects under his watch. “We got all that accomplished and not only doubled our reserves for a rainy day, but we kept the millages the same, so that the tax rate did not go up, which I think is remarkable.”
The city clerk swore in the new mayor, Adrian Petrila, along with two elected commissioners. Voters re-elected Mark Grill to serve District 2, and Chris Marone, District 4, to replace long-time Commissioner Melinda Pletcher. Also present were Commissioner and Vice Mayor Chris Graus (District 1) Commissioner Ward Friszolowski (District 3), City Manager Alex Rey, and City Attorney Andrew Dickman.
Mayor Petrila thanked the residents and voters. He also thanked his wife “for putting up with three months of a very tough election season.” He agreed with Commissioner Grill, who said he hoped the city and residents could put the “divisiveness and negativity” of the election behind them.
“I think St. Pete Beach is one of the best places to live in the world, and together we can only make it better,” said Petrila.
Romanian-born Petrila is 44 years
old. In 1991, his family emigrated from Romania to Hollywood, Florida, and in 1995, he started attending the University of South Florida. He graduated with a degree in psychology. While living in Tampa 10 years ago, he met his wife, Irina, at a Chamber of Commerce meeting.
“It was the best thing about that meeting,” he said. Irina and Adrian married and moved to St. Pete Beach in 2018. He has worked in real estate for 21 years.
After nearly two hours of commission meeting chock full of business and residential issues, the new mayor unveiled his three-point plan. He wants to analyze, review, and update the city’s Comprehensive Plan. He concluded with his motion to bring a moratorium on “large-scale building.” The motion did not receive a second, but the commission agreed to explore a review and update. A moratorium will require the voters to get proper notice before the commission can vote. The commission discussed the need for procedures and guidelines to begin this review process. It agreed to meet in a workshop with members of the planning board at 3 p.m. on April 25.

Hollins Students Share Books to Promote Reading
Literacy Team Donates to ReadStrong Pinellas

What better way to celebrate National Reading Month than to give the gift of reading to those in need? The Hollins High Literacy Team did exactly that last month with a donation of 600 books to ReadStrong Pinellas. It was the latest installment of an annual book drive that began four years ago.
In 2019 Teresa Zemaitis, the literacy team’s faculty sponsor, shared a story of a former student who lived in a group home and enjoyed reading books to the younger kids. But because the home had a limited number of books, the student read the same ones over and over.
Two of the team’s most recent book drives targeted childrens’ group homes specifically. This year the team wanted to make more of an impact throughout the county. ReadStrong is a collaborative project to reach readers of all ages and

provide resources for reading to parents and caregivers. Team members set up collection boxes around the school and asked students and staff to donate new and gently used books. The
collection concluded the first week of March when the team, including President David Andino, helped load hundreds of books into the vehicles of ReadStrong Pinellas representatives in front of the school.

City Comm continued from page 5 email campaigns. Staff then combined all the analytics from the social media pages onto a spreadsheet.
Shea reported a total of 1,600 Facebook posts on all of those pages during that time period, with more than one million impressions. “Impression” means every time a post appears on a user’s screen.
Users can post comments on these pages, with a caveat: City policy dictates that comments relate to the posts. City staff removes offensive comments. According to Mather, the City has software that archives every post at every single point, meaning deletions and edits to a post get recorded.
Shea’s advice to citizens who comment on City Facebook pages? “Don’t say words you can’t say on television.”
The City of Gulfport Website
Gulfport’s website has undergone a significant transformation over the years. Mather showed a screenshot of the home page from 2011 to prove that point. Over the years, staff used the now-defunct Microsoft Front Page, and early versions of Dreamweaver, and other software.
Currently, WordPress powers the current version of the City’s webpage. The website has information about every city department, as well as a search function.
Shea showed a graph of page views during that 75-week sample.
It showed an extraordinary spike on Sept. 28, 2022. On that day, Hurricane Ian loomed in the Gulf, and the City website logged some 27,000 views.
Staff can see not only the number of page views; they can also see how much time someone spends on each page. The page where people read the city manager’s report, for example, has 8,703 page views. Readers spend an average of 3 minutes and 40 seconds on that page.
Official City Meetings
For official meetings, the City uses Granicus to archive videos, with links inserted so viewers can go directly to a specific agenda item. A review of the 75-week sample period showed more than 11,000 views of these meetings, with 79% of them watched on a desktop computer.
The website also includes an automated system for boaters. Cruisers can fill out an online form to reserve a slip. Three days before they arrive, they get a reminder email. When they arrive, the system sends more information.
Gulfport Communication During Emergencies
Mather and Shea concluded the presentation by reviewing how Gulf-
port gets information out during emergencies. The City takes part in a system that can send info to 10 surrounding counties. Staff also mentioned the City uses local newspapers to communicate.
Council Comments
Mayor Sam Henderson expressed no small amount of thanks for the breadth of the presentation.
“A number of times over the past five or six years, we heard people talk about transparency and how difficult it is to use the website, how the city communicates with people,” said Henderson. “This was about 45 minutes of integrated, effective, easy-to-use ways to do it. We have to provide the information and the window to look through to get it. But sometimes people don’t take advantage and look through that window before they’re quick to criticize.”

Surreal Silver Bogie Student Wins National Award

Artist Kylie Eichinger has a particular fascination with the surreal, and it has served her well.
The Boca Ciega High School ninth-grade student recently won a National Silver Medal in the Scholastic Art & Writing Awards. Her photography entry, “I See You!!!” brought her the award. Eichinger competed against other high school students. The New York-based program bills itself as the longest-running and most prestigious recognition program for creative teens in the country.
One of her favorite things to do with art is, as she said, “taking something real and something unreal and putting them together.” So when her teacher, Rob Dallas, assigned her class to create a project related to surrealism, she was more than happy to tackle it.
“I thought of some ideas, and I turned my project in online,” said Eichinger. “He [Dallas] thought it was very good and interesting, and he asked me if I’d like to submit it to an art show. I said yes.”
One other female student entered her work; both young women won a Golden Award at the district level. That allowed them to attend an awards show at Gibbs High School. Pinellas schools, as well as others
from surrounding counties, had students there. After winning, artists could submit their work to the national level. That’s where Eichinger won a silver medal.
She’s exhibited before, including at Thurgood Marshall Middle School (her middle school). But this win took her by surprise.
“For the division I was in, it was definitely a surprise,” she said. “There were so many other good artists who had attended the show. I was very shocked and surprised that mine went as far as it did.”
She submitted a photo of a portion of pizza with two eyes on it. She said it had no deep symbolism.
“I wouldn’t say I had an inspiration for it,” said Eichinger. “It was just a fun little project – something that stood out to me, and something that would be easy editing but still be fun at the same time.”
Eichinger combined real eyes from another photo with the pizza photo using Photoshop, which she learned in this year’s photography class.
“I used my friend’s eyes,” she said. “She has a freckle in one of her eyes, and I thought that would be really cool.”
This first-years’s in BCHS’s medical track; she wants to be a doctor. As for her award-winning photography?
“It’s just a fun hobby.”

It’s Safe To Go Back Into the Garden

Thanks to Shakespeare, I have an actual name for the special day (Mar. 15) that I say is a safe time to start planting tropical plants after a long winter’s wait. You can now run out and get those big-leaved plants, showy flowering trees, and palms characterized by cute feather shaped palm fronds that the world thinks ”Florida” looks like.
What is it that you’re “safe” from, you ask? Why, that would be the cold damage caused by low temperatures that can kill or severely damage equatorial tropical plants (as well as the subtropical species that thrive in South Florida). The lower half of Pinellas County has long enjoyed a healthy flirtation with plants that, although not native to us, will thrive in the Florida’s more southerly counties. We see these species in plant nurseries, fall in love with them, establish a relationship with healthy boundaries, only to have our hearts broken when low temperatures damage or kill them. So if you, like me, have an affinity for a coconut palm near the pool, a royal poinciana in the front yard, or a Royal Palm framing your home, plant them now. Give them time to develop a root system that can sustain them and help them recover from a cold event.
“Native” doesn’t always mean “native to South Pinellas.” Keep reading for some common-sense gardening advice for spring.
Ditto also some of those amazing plants and trees native to South Florida and the Keys. Just because a plant is “native” to Florida doesn’t mean it’s native to our part of Florida (or even our part of the county). Orange Geiger and gumbo limbo (two native tree species) will die to the ground in a bad frost. Git ‘em and plant ‘em ASAP. Bananas, bird of paradise, travelers tree, and every manner of draceana will do best if planted in spring. Tropical foliage and shrubs such as hibiscus, philodendron, arboricola, and croton can benefit by getting planted in the spring. Tropical vines such as allamanda or mandevillea will start their spring “creepy crawly sprawl” as soon as they develop their first water roots.
So, to conclude, go find pretty
things and plant them. Have fun; be patient. Remember to diversify the climate expectations of your choices by making sure that some of those pretty things will not get affected by frost. Put an oak tree in there. The Bard also wrote that “the course of true love never did run smooth.” I’ll be the first to say that the course of true Florida gardening doesn’t run smooth, either.

Bonding, Belonging, and Bunnies On Community in Gulfport

The sense of community is so important to us, to our friends and to our neighbors here in Gulfport. Many of us seem to have a bond; we have common ways of thinking and likeminded points of view, and we enjoy activities together and volunteer alongside each other. More important, I think, is that we truly care about each other. We care with compassion, honesty and trust.
The many community activities our city hosts sustain and support our sense of that very community. These are the activities that bring us together with our families, as a family. You will likely see everyone you know during these events. They are community-minded events, safe; they prompt us to be hopeful, optimistic and positive about our world and encourage relationship building.
The glow, the smiles, and the wonder on the faces of the children at the annual tree lighting in Clymer Park is so heartwarming. As their picture gets snapped, every child can tell Santa their wishes. The twinkly lights, a hint of winter in the air, cookies, singing carols and Santa
arriving on a fire truck? A small town at its best!

Have you been to the Halloween Haunted Trail? It is so much fun! Imaginative costumes, fun games, and yummy candy. It is easy to see how proud our children are of their costumes, in both individual and family categories. The creativity leaves me awestruck. There is even a pumpkin carving contest for city employees on display throughout the event (I
won third place last year!).
We all love to show our patriotism on the Fourth of July. Starting with a fishing derby for the children, then a sandcastle building contest, and, of course, a parade. As night falls, the city ensures that this day gets capped off with a great firework show. The cheers from the crowd let us know that they appreciate the show.
Upcoming this Saturday (April 8) is the Fun in the Sun event at the Gulfport Recreation Center. The event starts with an egg roll at 10 a.m. All the children line up, waiting for the countdown, to pick up as many eggs as their basket can hold. The eggs go fast! There will be a free basket raffle, children’s activities, free food and drink (sponsored by Stetson College of Law) and music. We’ll also have a fire truck, police cars, a police boat, an ambulance, garbage trucks, and more for children to discover. Of course, our favorite bunny (Peter Cottontail) will stop by for pictures with the children.
I believe that these four events define our community. It gives us all a sense of belonging and remind us of the importance of togetherness. I would like to thank Marivel (Gutierrez) and the recreation center staff for their excellent planning and for being the driving force behind all these celebrations.

Pickleball Court Design?
Question: I was wondering who was responsible for the design of the new pickleball courts in Gulfport?

Answer: We asked the head of Public Works at the City of Gulfport, Tom Nicholls.
“Acting as project manager for pickleball court construction, that would be me,” Nicholls said. “On April 5, 2022, city council authorized the reconstruction of the existing two tennis courts and adding two pickleball courts to the Chase Park site. When designing the new pickleball courts and reconstructing the tennis courts, a number of items were taken into consideration. We looked at the most efficient way to utilize the existing light poles, the existing practice wall, and minimize impacts on the other users of Chase Park while creating two pickleball courts that would meet all standard specifications.”
The final design, though, came from the contractor, Caladesi Construction. They asked their the sub-contractor, Welch Tennis, “a leader in tennis and pickleball construction,” Nicholls said, for input.
Finally, Nicholls, said, he welcomes feedback – “good or not so good” – from people who use the courts. Players can reach him at 727-893-1090 or tnicholls@mygulfport.us.

A Sherlock Frolic freeFall’s ‘Baskerville’ Hits the Right Notes for Spring

Murder on the moors. A horrifying creature on the loose. A gloomy mansion full of secrets. They’re all part of Baskerville, an adaptation of Arthur Conan Doyle’s classic Sherlock Holmes mystery The Hound of the Baskervilles. While it may sound like the kind of show theaters schedule for Halloween, the light-hearted spirit of Ken Ludwig’s script and freeFall’s playful production make it just the thing for spring.
Five Actors, 42 Roles, and a Sparse Set
One reason it’s so much fun: The quicksilver five-member cast. Three of them — Kelly Pekar, James Putnam, and Robert Teasdale — play more than 40 characters, while freeFall Artistic Director Eric Davis and Matthew McGee take on the iconic roles of Holmes and his sidekick Dr. Watson.
Directed with a sure hand by Davis, Baskerville conjures up moor, mansion and multiple other locales (including a horse-drawn carriage and a train car) using just the four chairs, two benches and two doorways of Hansen Scenic’s spare but elegant set. Jo Averill-Snell’s atmospheric lighting sets the moods, the sound design by Davis is by turns foreboding and funny, and Deborah Lastinger’s costumes are rich in period detail (including the requisite deerstalker cap).
The story traces the fate of the noble Baskervilles, whose former scions are said to have been killed by a demonic hound roaming the moors. When the latest heir is found dead, a friend of the family fears that the next in line, Sir Henry Baskerville, will be next to die, and asks Sherlock Holmes to investigate. Watson accompanies Henry to Baskerville Hall, where the good doctor finds mysteries aplenty to share with Holmes.
Davis’s Holmes is a worthy suc-
cessor to Rathbone, Cumberbatch and other Sherlocks we have known. He’s supremely self-confident and a touch mischievous, but he’s also prone to explosive fits of self-critical rage. McGee’s Watson is the perfect foil; his brow furrows when he can’t keep up with Holmes’s machinations, but his loyalty is never in question. Watson also acts as our narrator, an ideal task for consummate storyteller McGee.
From Canada to... Texas?
Sir Henry is a Canadian in Conan Doyle’s original, but Ludwig makes him a Texan — played here with down-home swagger by Teasdale, who also plays Holmes’s roughhewn Scotland Yard frenemy, Inspector Lestrade. Henry’s romantic interest is sparked by Baskerville neighbor Beryl Stapleton, played by Pekar. A freeFall favorite making a welcome return for this show, she masters an international array of accents for her characters,
which include Mrs. Barrymore, a brooding housekeeper distinctly reminiscent of Young Frankenstein’s Frau Blücher.
Barrymore’s hubby, the Baskervilles’ hunch-backed butler, is just one among the whirlwind of roles played by the amazing Putnam, who makes his freeFall debut as everyone from a mad hermit to a supercilious Sicilian to Beryl’s dotty lepidopterist husband. Putnam and Pekar also pair up to great comic effect as street-smart urchins who run errands for Holmes.
You may or may not figure out whodunnit. (I was certain that there would be a reversal at the end that didn’t come to pass.) But that’s the rare feat of Baskerville. The mystery keeps you guessing, even as the actors keep you laughing.

Especially when you order pizza from Tommy’s Hideaway in Gulfport. Someone on the phone, it seems, didn’t know what six inches looked like. See, Tommy’s Hideaway only serves one size pizza, but the menu doesn’t tell you what size. When we called to place an order, the woman on the phone told us they made 6-inch pizzas. Six people, six pizzas, we reasoned.
When Barry (aka the long-suffering El Cap) walked into the house holding six regular size pizza boxes (our pizzas came in at 10- 12 inches across), I choked back a laugh. How, I wondered, would we ever plow through all this pizza?
Turns out, we didn’t have any problem at all.
The clear star of the show? The clam pizza. I’d hesitantly ordered Larisa’s Famous White Clam Pizza, loving clams but fearing with three cheese – mozzarella, asiago, and pecorino romano – it would sit heavy in my stomach. I needn’t have worried; Tommy’s takes a light hand the the cheese, leaving the chopped clams to shine on this pie. Mine came on a gluten-free crust, with a lemon wedge (a much-appreciated touch.) While there’s little doubt Siri’s serves the best gluten-free pizza crust I’ve ever eaten, Tommy’s cauliflower crust reminded me of a filled-
with-gluten thin-crust pizza. For those of you doing the math, that leaves five other pies. We’d ordered two cheese, all handily devoured. These wood-fired pies don’t taste like traditional “New York” pizza, but really, who wants New York pizza in Florida, anyway? This cheese pie will easily become a standard in our home.
Nana’s Meatball Ricotta did feel like a taste of my grandmother’s house, with meatballs and no short-
age of ricotta vying for real estate on the pie. Those two pizzas went just as fast as the cheese.
The only disappointment? The Margherita pizza. Although most recipes – Tommy’s – call for crushed San Marzano tomato sauce, the best-tasting ones used sliced tomatoes. You’d be hard-pressed to find this anywhere, though. Even still, the Margherita pizza here lacked the oomph Larisa’s Famous White Clam Pizza and Nana’s Pizza did.
Though far more than six inches in diameter, no single one of Tommy’s Hideaway’s pies will feed a crowd, so order more than you think you’ll need. Plan on two people per pizza, max.

Albritton operates its u-pick from 9 a.m.-2 p.m. Wednesdays and Fridays through Sundays. Other locations may require appointments, but this farm allows visitors to simply show up and start picking.
My Blueberry Adventure
On Sunday, March 26, my boyfriend Chris and I arrived at Albritton around 10:30 a.m. A long drive down a dirt road finally opened to a field of blueberry bushes and an open, barn-like structure. Couples, friends, and families with young ones took to the field with white buckets and plastic bags.
Visitors must stop by the portable hand-washing stations before retrieving a bucket, which holds up to six pounds of blueberries.
The farm harvests four different kinds of blueberries, each with their own natural tastes and textures. They offer a color-coded sign with the blueberry varieties and descriptions for pickers.
The “Spring High-Blue” are the first to ripen, tend to be small or medium-sized berries, and are sweet with soft skin. The “Jewel-Purple” are large, soft-skinned berries with a tart flavor. The farm said this variety was the family’s favorite. The “Emerald-Green” are firm, semi-sweet berries that tend to be large. The “Arcadia-Orange” are semi-sweet berries with medium size and firmness.
To help visitors navigate the field, the farm keeps the blueberry plants in color-coded pots. I scoped out the blue and green pots since I prefer more sweet and firm blueberries.
Farm employees remind everyone to only pick the dark berries for the tastiest results. Green berries do not ripen after you pick them.
According to Albritton’s website, they are not a certified organic farm, but they practice sustainable farming. They assure visitors that “at the time of harvest, there are no harmful chemicals or residue on our blueberries. We follow all USDA guidelines for withdraw times.”
Time To Pack It Up
The Florida sun and heat didn’t make it easy on us. We were out in the field for about 30 minutes, but that’s plenty of time to collect a large amount of blueberries. We ended up with two pounds of freshly picked blueberries.
A funny sign next to the check-out read: “Sinners bell: Did you eat while you picked??? Repent here” with an
arrow pointing down at the bell. We ate some berries along the way, so we had to pay our dues.
Albritton charges $6.50 per pound; our total was $13. Honestly, the cost and the experience were worth it. Other locations charge entry fees and parking, along with the final costs. Albritton did not.
