A Dream Lies Buried Here

When Delaney Roque enrolled in Dr. Gary Mormino’s “Modern Florida” capstone course at USF St. Petersburg last fall, the college senior had no idea that time spent doing archival research would win a top award from the Florida Historical Society. A history major minoring in women’s and gender studies, Roque originally planned to write about notable occupations held by members of St. Petersburg’s Black community during the 1950s and 1960s.
Learning about Gulfport’s Lincoln Cemetery
After Roque began to examine archival records and historic documents, the research took a different direction. While cross-referencing the names of individuals found in newspapers with burial indexes created by organizations such as the Pinellas Genealogy Society, Roque discovered that hundreds of names did not appear in already-existing lists of persons interred at Lincoln Cemetery, a burial site for St. Petersburg’s Black residents since its creation in 1926.

Gulfport’s Ward Four April Report

I want to thank everyone who voted in this past election; I want to thank the 1,293 people who voted for me, as well as the 1,049 who did not.
I’ve now attended three council meetings and one Tampa Bay Regional Planning Council meeting. Twice I’ve met with the city attorney, multiple times with Lesley and Theresa [the outgoing and incoming city clerk, respectively], and just one time with Justin Shea. I have had seven meetings with Jim O’Reilly, our city manager. I attended the Police Employee Appreciation Day, the Volunteer Appreciation Day, two ribbon cuttings, one Lions Club Breakfast. I’ve held one office hour (Fridays 2-4 p.m.), and met with 23 constituents in person. I put in place a no-parking sign and implemented a traffic
study going on Tangerine. I attended a meet-and-greet for the Tampa Bay Regional Planning Council in Clearwater. Altogether I have responded to 34 personal emails (which will soon get forwarded to my city email account), and to 223 emails (69 of which from one individual).
So, I know this is not City business, but I would like to thank all of the city officials and all of our neighbors for being so wonderfully kind to my wife and I during this trying time.

Ready for the World BCHS Senior Already an Experienced Business Owner

Many of the high school seniors walking across the platform at graduation this week and next to get their diplomas still have plenty of questions.
Where will I go to college? Should I even go to college? What do I want to do for a career? What about getting a job and making some money right now?
Boca Ciega High School graduating senior Malachi McCloud has already addressed several of those big questions. He plans to attend the University of North Florida and major in business. But he already has more real-world business experience than many professors.
He had just finished 10th grade when he launched his own clothing line in the summer of 2021. He named his company Dolo Society, with this slogan: “Making noise without talking.”
McCloud tells people that the company name reflects his quiet but ambitious personality and sense of style, producing and distributing streetwear that promotes positive messages for others like him. Simply put, his clothes reflect the message that it is OK to be who you are.
He is quick to credit his older sister, Mysheia Hill, who encouraged him to start his own business and then gave him $400 to get it off the ground. After developing a business plan, he invested in a heatpress machine and started making T-shirts himself.
Sales took off a bit faster than he expected. McCloud estimated that he sold 60-75 units per week at first. Within a year he realized that he couldn’t keep up with the orders.
“I was printing most of them for about a year and a half,” he told one interviewer. “That really took a lot. It got to a point where it was really too much, so I started looking for manufacturers.”
Now he outsources that part of the business. His clothing comes
from manufacturing plants in Dubai, Pakistan, and China.
Like many entrepreneurs of his generation, McCloud uses social media to get as much exposure as he can. He posts designs regularly to his Instagram account (@dolosoc) with more than 1,100 followers, and from there customers can order by sending an IG direct message or by clicking the link directly to his website.
Aside from selling to clothing aficionados around the country online, McCloud has managed to place some of his merchandise in a couple of local stores. That has given him the chance to see with his own eyes a reflection of his success.
“I’m speechless when I see people on the street wearing my clothes,” he said.
In less than two years he has sold more than 2,500 pieces, most of which he filled from his home office.
McCloud’s future plans include expanding his clothing line and branching out nationally. He has also mentioned a desire to give back by operating a store “for other entrepreneurs that are coming up just like me.”
McCloud has already made some headway in that regard. He participates in 5,000 Role Models, a mentoring program for young men. Through that initiative, he uses his leadership and entrepreneurial skills to have a positive impact on other young people.
With everything going on away from the Boca Ciega High campus, he has still managed to be a well-rounded student. He ran track and played golf for the Pirates. He and his classmates graduated May 16 at Tropicana Field.

Beach Extinction Where Would We Be Without the Beaches?

Easements. It sounds like a comforting word. In the case of beach renourishment, though, it’s a homely one that can break up any plan to build beaches back along the shores of Pinellas. Thirty-five miles of sand on the west coast of Pinellas County, the barrier islands beaches, draws beach-goers from all over the world. Named by online websites like TripAdvisor as “the top beaches in the world” for the past 13 or so years, beaches from Clearwater to St. Pete Beach make for some of the most popular places to stay in Florida.
Pinellas Beach Renourishment
Here, the need for beach renourishment is perennial, although actual rebuilding of the sands and dunes only happens about every five years. They erode. Then, they get built back up to the same standards of protection or better. Beach erosion remains an ongoing problem for every inch of coastline; it becomes a bigger issue during hurricane season.
“Beach renourishment benefits people, homes, and the environment,” John Bishop, Coastal Management Coordinator of Pinellas County, says. He explains that re-
nourishment protects homes with a greater barrier against weather; protects the environment with habitats for nesting birds and sea turtles; protects employment for the hundreds of workers who aid in the renourishment projects; and protects the sandy playground for people who visit these beaches.
“The funny thing about sea turtles is they won’t nest if there is
no beach to nest in,” reports Bruno Falkenstein, who founded Sea Turtle Trackers (seaturtletrackers.org.)
Involved in helping sea turtles since 1978, Falkenstein and his family also own and operate the Hurricane in Pass-a-Grille. “We have seen the consequences of beach erosion over the years,” explains Falkenstein.

snack bar on Pass-a-Grille beach. It was pretty alarming.” Falkenstein says the threat of a storm surge often gets mitigated by strong beach infrastructure.
“We can still see the results of hurricanes imprinted on the streets here in Pass-a-Grille,” he says.
St. Pete Beach’s Pass-a-Grille Commissioner Chris Marone perhaps sums it up best.
“It is a delicate balance between taking care of tourists, the environment, the beaches, the indigenous animals, the boaters and the homeowners,” he says.
Funding Pinellas Beach Renourishment
Funding beach renourishment is tricky. For years, Pinellas beaches have relied on a combination of funding. The standard? 65% from the federal government and 17.5% from Florida’s Tourist Development Tax. One-half of one percent of that tax gets set aside annually for beach renourishment projects, amounting to about $5 million or more.
“That is why the Army Corps of Engineers is important to renourish the beaches,” explains Bishop. The Army Corps represents that crucial 65% of federal funding.
What Are Easements, and Why Do They Matter?
Some may consider the current state and overall condition of the beaches grim. A few areas either erode to the five-foot-level noted by Falkenstein. Others become congested canals of sand, blocking waterways necessary for marine traffic to and from the wider waters.
“John’s Pass, Blind Pass, and Upham Beach will get their dredging and renourishment starting this year in the fall,” Bishop says. Passa-Grille beach and the Grand Canal have no easements blocking the progress of beach renourishment in these areas, he says, adding that the south Pinellas beaches have “100% compliance with the easements required by the Army Corps of Engineers.”
“The more northern beaches have
a problem with easements,” explains Bishop. It seems that beaches from Madeira/the Redingtons to Clearwater areas have more residential property abutting or including the beaches. This represents a 14-mile stretch of beach from Clearwater Pass nearly to John’s Pass.
“The Army Corps of Engineers requires 100% compliance by these property owners,” Bishop says. Homeowners must agree to allow the easement “in perpetuity,” which means forever. Some homeowners do not want to “ease” their property rights forever. Some think that this means they give up their rights of ownership.
Private Property and Public Access
This has created nearly an impasse between the property owners and the
federal government. Homeowners ask, “Does my property then become public domain?”
Right now, Pinellas County’s north beaches have “only about 48% compliance with the ‘in perpetuity’ easements,” Bishop says, adding that two other words have squeezed their way into the equation: “public access.” This becomes another worry for residents abutting north county beaches: Do they need to relinquish their privacy as well as their property? Does public access mean strangers can come on their property?
So, for some property owners on the beaches of Pinellas county, the word “easement” has shifted from a comfortable word to a dirty one.
“We haven’t given up yet,” says Bishop. “We hope we can find a solution and get all the beaches renourished as soon as possible”.

patterns of segregation and gentrification in the Sunshine City have impacted the cemetery’s condition throughout its history.
The Florida Historical Society awarded Roque’s paper the Caroline Mays Brevard Prize, an honor recognizing the best undergraduate paper in Florida history. Roque received the award at the Society’s May 18 banquet. Competition for the Brevard Prize is open annually to college and university students throughout the United States.
A Student of History
A Florida native, Roque has excelled in history classes since mid-
dle school. While enrolled in an Advanced Placement (AP) United States History class at Seminole High School, Roque became involved in the Junior Docent program at Heritage Village and later served as a member of the Pinellas County Historical Society’s board of directors.
Researching the perplexing history of stewardship and management of Lincoln Cemetery posed a formidable challenge. Previous articles in The Gabber Newspaper and other sources answered some questions, but many remained. Indeed, the full history of the cemetery located immediately north of Boca Ciega High School remains obscured by incom-
plete and missing records.
Roque talked with Dr. Mormino about the cemetery’s lack of documents and poor recordkeeping practices. Empowered rather than dissuaded, Roque said that Mormino’s “vast knowledge of all-things Florida has proven to be extremely helpful throughout the research and construction of the paper.”
Mormino recommended historians, librarians, and sources to consult that allowed Roque to place the story of Lincoln within the broader context of other Black cemeteries in the area.
“Though the research is lengthy and arduous at times, knowing that I am telling the stories of these unidentified individuals through my paper helped me stay focused and dedicated to my craft,” Roque said. “The history of Lincoln Cemetery — and the broader Tampa Bay region’s Black cemeteries — is depressing, given the circumstances. However, their stories deserve to be told and documented.”

Lincoln Cemetery Research Continues
Roque’s award-winning essay has opened new doors of inquiry.
“I hope my paper ignites interest in analyzing communal resources that will lead to the potential identification of the over 4,000 who remain unidentified,” Roque said.
The research paper remains a workin-progress at this time. Currently employed at the Largo Library, Roque plans to pursue a master’s degree in library and information science and hopes to build upon this experience as a foundation for future work in an archive, museum, or research library.
“I was overjoyed to find out that I was awarded the Carolyn Mays Bre-
vard Award and my mind instantly went to Lincoln Cemetery, as I found this to be both a personal success and a success to Lincoln Cemetery and St. Petersburg history as a whole,” Roque said. “Though the research is lengthy and arduous at times, knowing that I am telling the stories of these unidentified individuals through my paper helped me stay focused and dedicated to my craft.”
Looking Beyond Lincoln
Roque’s research has also expanded to other sites. These include
Holly Hill Memorial Park, a cemetery now known as Royal Palm North or the Garden of Peace Cemetery. Located along South Frontage Road southwest of where Gandy Boulevard meets Interstate 275, this site was originally developed as another location for Black burials in lower Pinellas County during the 1950s, long before the highway’s construction.

Gulfport Council Approves O’Maddy’s Cancer

O’Maddy’s restaurant will host a fundraiser May 27 for a local woman with breast cancer. Gulfport City Council voted May 2 to approve the establishment’s special event permit so it can happen.
Joe Guenther of O’Maddy’s informed the council that the fundraiser is for Rachel McQuillan, a 41-year-old single mother of four young children. She recently had a double mastectomy because of breast cancer, he added.
“A full-time mom, a hard-working woman, a great person,” he said. “We are just doing our best to help out a Gulfport resident.”
Guenther proposed closing 54th Street on the east side of O’Maddy’s, at the end of Shore Boulevard. The restaurant will donate 100% of its
proceeds that day to McQuillan and her family.
“We are trying to get all the food, beverages, things like that donated from local vendors,” said Guenther. “Everyone so far has been very receptive. It’s a good cause.”
City staff recommended approval of the request, noting that O’Maddy’s has successfully hosted such events in the past. The vote to approve the request was unanimous.
Other Gulfport Council News
In other business, the council approved the reappointment of Don Howard as the fifth trustee on the Firefighters’ Pension Board. His most recent four-year term had expired.
Also approved was a change in facsimile signatures for the City. The previously approved method of using such signatures for daily City business requires that any two of three specific council appointees – city manager, finance director, and city clerk – have such authorization. An updated resolution was necessary because of the recent appointment of new city clerk Theresa Carrico, who succeeded the retiring Lesley DeMuth.
The council voted to approve a one-year agreement for information technology managed services with a new company, because the previous company recently announced that it no longer serves customers in the government and small business sectors.

RV: Final Destination Council Closes Book on RV Ordinance

To no one’s surprise, Gulfport City Council voted to approve the second reading of an amended recreational vehicle ordinance.
The May 2 action ended a few months of discussion regarding how and where residents can park RVs on their property. The vote was unanimous.
The previous ordinance made it very difficult, if not impossible, to meet setback requirements in side yards and rear yards. The new ordinance maintains the prohibition of parking in the front of a residence, but removes all of the setback except for a three-foot separation from the residence for fire safety reasons. An RV owner cannot park a vehicle in any right-of-way or on public property.
The previous exemption for RVs, from a decade ago, when the old ordinance passed, remains intact. Exemptions also stay in place for Class B vehicle owners.
Council heard no public comment before the vote on the second reading.
“I just want to say I’m glad to see this went smoothly,” said Vice Mayor Paul Ray (Ward III), who brought the matter to the council a few months
ago. “We came to a very fair and equitable decision. I look forward to it. I’ve gotten a lot of thank yous from people out and about.”
Councilmember Christine Brown echoed Ray’s satisfaction. “I’m happy with the compromise,” she said.

Gulfport City Council voted May 2 to pass two resolutions regarding a Gulfport Public Library program.
City staff recommended continuing the interlocal agreement with the Pinellas Public Library Cooperative. It is the latest extension of a contract that dates back to 1989 and has most recently been updated in 10-year installments. City Manager Jim O’Reilly noted that he was part of the committee that created the 2001 agreement.
This arrangement provides member libraries with funding and shared resources that otherwise may be unaffordable, according to Gulfport staff. It defines the obligations of member libraries while also citing their autonomy. There are no changes to the document approved in 2018 except for extending the dates, assuming all participating municipalities approve the extension.
The interlocal agreement provides a formulaic method to distribute funds to each member library. It also allows for shared services such as an integrated library system (ILS) or circulation system, borrowing from around the county, as well as shared costs of databases that would otherwise be unaffordable, officials said.
“This is one of the best things to ever happen to the library system in Pinellas County,” said O’Reilly. “We buy our own books, but this is for sharing of new volumes and just expands the ability of the library ser-
vices; you get the economy of scale, for lack of a better term.”
There was no public comment and no objection from anyone on the council.
“We love the library,” said council member Christine Brown (Ward II). “Nobody questions the library.”
Also approved was a resolution accepting a Florida Humanities grant for the summer reading program. Gulfport Library director Da-
vid Mather said it is a new grant that he hopes will be offered yearly.
The award will give the library’s youth department an additional $1,100 for the 2023 Summer Reading Program, according to officials.
“The Friends [Circle of Friends of the Gulfport Library] already give us money, $1,500 to $2,000 a year, for all the summer reading programs we do. This would be on top of that,” said Mather. “This is specifically for certain storytellers within the humanities workgroup. It has to be a certain type of storyteller. But it supplements our reading program perfectly.”
Hundreds of children, from toddlers to high school seniors, participate in the library’s summer program according to Mather. He also credited the new youth librarian, Julia Pettit, with writing the grant.
There was no public comment for this item as well. Vice Mayor Paul Ray was not surprised and echoed Brown’s earlier comments.
“It’s a library, right?” he said.

Boca Ciega Student Scholarships Top $4 Million Three Dozen Students Are Recipients

Officials presented 36 students with $4,347,518 in Boca Ciega student scholarships during the annual AVID Signing Day and Senior Celebration. The school honored a total of 77 seniors at the presentation. Mykenzi Davis-Cowart topped the list with $739,175 in total scholarships. Mykenzi will attend North Carolina Central University.
“It’s just amazing! I’m so proud of our students and the hard work they put into their academics so that they can earn these scholarships. Over $4 million, wow!” said BCHS Principal Jennifer Gil. “It’s also a wonderful feeling to know that BCHS staff are working hard to support students, so that they have the best chance at success when they leave here.”
Boca Ciega is one of two AVID National Demonstration high schools in Pinellas County. AVID states its mission as “to close the opportunity gap by preparing all students for
college and career readiness and success in a global society.”
Officials called AVID “a college readiness system that takes students with the potential and determination to go to college and supports their academic success in the rigorous courses required for admission into those four-year universities.”

In other scholarship news, district officials announced April 25 the selection of three local students for 2023 Sunshine Opportunity Scholarships.
Amari Grayson and Britney Meza from Boca Ciega High School won scholarships, as did Yvette Vork from Hollins High School.
The Sunshine Opportunity Scholarships are worth up to $25,000 for four years of in-state undergraduate study. Students can use that money at public universities in Florida, South Carolina, and North Carolina. Organizers award up to 10 scholarships annually.
The scholarships help high-achieving students with financial need. Applicants must have a GPA of 3.0 or higher, must have overcome significant obstacles in life, and must attend public or private high schools in specific geographic areas of Florida, South Carolina, and North Carolina. That includes Pinellas, Hillsborough, and Pasco counties in the Tampa Bay area.
To maintain the scholarship, undergraduates must enroll in college fulltime and remain in good academic standing.

Is The Stinger Bar Coming Back?
After closing in 2021, The Stinger Bar seems to be in the process of a “glow-up.”
The bar opened in 2011 at 2222 49th St. S. in Gulfport. When it first closed, the owners left a neon-green sign on the front door stating, “It is with great sadness that we have decided to close The Stinger Bar. Life has given us a new journey to follow.”
For the past two years, the 49th Street building sat vacant. Now, sightings of renovations lead to this question: What’s happening?
Well, here’s what we know.
Owner Marcia Wells declined to comment on the matter until further notice.
On May 15, there was a movers truck full of liquor parked on the side lot of the building. A group of people began unloading cases of liquor such as 99 Brand into the back entrance of the rundown bar.
Is this a comeback? It might be too soon to tell. However, the evidence seems to lead us in that direction.

The Panda’s Revenge
The Off-Central’s Latest Requires Focus and Patience

The Off-Central’s last production of their 2022/23 season is a science fiction fantasy play, Revenge of the Space Panda or Binky Rudich and the Two-Speed Clock, by David Mamet.
The play opens in the Waukegan, Illinois bedroom of Binky Rudich, a young boy (played by Broderick Gorman), and his friends Vivian (Savannah Ford-Myers) and Bob (Ian Miller). They accidentally activate a device Binky has been working on, an unusual two-speed clock. It transports them to a distant planet called Crestview, Fourth World in the Goolagong System, populated by various aliens... and some space pandas.
Two space pandas, Buffy (Stan Gurvitz), and Boots (Andy Terrazas), befriend the trio. Gurvitz and Terrazas play well as a comic duo and give the best performances of the production. They’ll help the young teens back home, but first the space pandas must take them to their leader, another alien (but not a space panda.) This over-the-top and sometimes absent-minded tyrannical ruler, George Topax (David Warner) has an assistant, Hank the Retainer, (Dylan Barlowe). Topax wears a turban; Hank, office attire but, for some unexplained reason, also a leather chest harness and a panda finger puppet. The Earthlings discover Topax wants to “Wack ‘em off!” with a giant pumpkin and shave Bob’s fur to make a coat.
Here’s where it gets confusing.
It turns out Bob is a sheep. The whole performance, I thought Bob was a teenage boy. I assumed the aliens and space panda called him a sheep as a form of insult because the play is full of absurd dialogue. If the actors made this clear at the start, I missed it.
To my point: This was a hard production to follow. The plot is bizarre, meaning storytelling clarity is vital. This production lacks clarity. Why is
there a poster of the food pyramid on the walls of an alien planet? Why does Hank wear a leather chest harness?
Opening night had muffled sound issues, and important lighting effects underwhelmed. The set designer got out of the audience to assist in moving a set piece—all distractions.
A set piece along the upstage wall takes time for the actors to assemble between scenes. It suggests a big payoff that never comes. Actors stand under the frame that holds the giant half-pumpkin. Apparently, it’s an alien torture device, but nothing happens with it. The flaps don’t open. The pumpkin doesn’t fall. It unnecessarily took up limited space. The time it took to assemble this set piece more than once took away from the show’s pace.
The Off Central has a beautiful small playing space – emphasis on small.
A play with a large cast, multiple scenes, and a fantastical story in a room this size needs a minimal set
design, pieces actors can quickly bring on and off to represent each location. This production has nine actors and three bulky set pieces, and the actor awkwardly maneuvers around because the stage area is limited. While ambitious, this production’s set is visually cluttered and noisy, making the story harder to understand.
The Off-Central is a gem of a small studio space. Productions in this space need to work in harmony with the environment. Minimalism is key. Revenge of the Space Pandas needed bare minimalism to work in this space. Otherwise, this play requires a large production budget and a larger playing space, neither of which The Off-Central has.

David Oetjen, 84, born May 23, 1938 in Washington, Iowa. Son of parents Alyce Marie (Peterson) Oetjen and Walter T. Oetjen. The family later moved to Oskaloosa, Iowa where he attended grade school and graduated from Oskaloosa High School in 1956.
He attended the University of Iowa, majoring in sociology as well as engaging in additional studies in radio, television, and film. While at the University he was a member of the Theta Xi social fraternity, serving for a time as the fraternity president. He graduated in 1960 with a BA in liberal arts.
Applying his background in communications after graduation he began employment at KXIC (AM) radio in Iowa City. Later he assisted in putting sister station KXIC-FM on the air and subsequently became Manager of the FM facility. While at KXIC he also served as remote engineer for WHO (AM) Radio (Des Moines), broadcasting University of Iowa Hawkeye football and basketball play-by-play.
In 1967 Oetjen accepted a position with television station WTEN-TV, channel 10, CBS affiliate in Albany, NY. WTEN-TV was owned by famous radio and television news pioneer and world explorer Lowell Thomas in association with his partner, the late Hollywood producer Mike Todd. The ownership was the first of many television and radio stations to become Capital City Broadcasting, the eventual owner of the ABC Television Network. Capital Cities was dismantled after the network was later sold to
present owners, The Walt Disney Company.
In 1969 Oetjen became radio/Television/& Audio Visual Manager of Barlow/Johnson Advertising in Syracuse, NY. Leaving Barlow/Johnson in 1976 he moved to WNYS-TV, channel 9, ABC affiliate in Syracuse as Promotion Director. In 1980 he became Promotion Manager/Community Relations for WTVH-TV channel 5 (Meredith Corporation), a CBS affiliate also in Syracuse. While at WTVH-TV he produced hundreds of program promotions and assembled numerous CBS affiliate Fall Program Presentations. Oetjen cooperated with the City of Syracuse, the Onondaga County Department of Parks and Recreation, and the Syracuse Symphony in promoting and creating a variety of diverse events.
In 1990, Oetjen moved to Florida as writer/producer for television giant Home Shopping Network (HSN) in Tampa Bay. Later that same year he experienced a debilitating stroke, abruptly terminating his broadcast career. Reinventing himself after rehabilitation, Oetjen successfully wrote several novels under the pen name Jon David Douglas,
Oetjen was preceded in death by his parents and an older brother, Ronald. Throughout his life David was fond of music, both classical and popular, especially pop hits of the ‘60s and ‘70s. Following cremation, Oetjen’s ashes were scattered in the Gulf of Mexico. David Oetjen was a resident of The Villages, Florida since 2000.
