Lessons of Irma: Gulfport Storm Prep Pays

Paw Paws and other Gulfport businesses that flooded during 2020’s Eta learned that sandbags were not enough.

City officials in Gulfport started working the week before Hurricane Ian landed in Florida to get out in front of any possible emergency situations that were likely to develop, and that diligence kept the City’s in-

frastructure whole throughout the week of the storm and helped avoid problems other municipalities had.

City Manager Jim O’Reilly gave the City Council the first update about the looming storm Sept. 23, and

the City issued a press release that same day with advice about how local residents should prepare.

“At present there are numerous uncertainties related to the storm,”

Like many of you, I’m simultaneously breathing an exhausted sigh of relief that Ian mostly passed us by and reading with horror what happened to the south. As much as the footage of Naples and Fort Myers Beach saddens me, the devastation that hits hardest is the four villages in Pine Island: Matlacha, Bokeelia, Pineland, and St. James City. The whole island has 9,000 people, so a few less than Gulfport, and it’s one of my favorite places on the planet. I know several readers have spent time there, but know this if you haven’t: before Ian, it looked like Gulfport, without a beach. The whole island had mangroves protecting most of its shoreline, making it one of the few in Florida without large hotels. It has a mango festival, artists and galleries, and fishermen, with no chain anythings except for a Winn Dixie, gas station, and a KOA.

Ian decimated the island, and in the storm’s wake, I’m not sure what it will look like as it rebuilds. It’s heartbreaking to think it will become a homogenized beach town with mega resorts.

Whatever gets rebuilt on the island, the villages will learn from this tragedy. There’s a lot of armchair quarterbacking this week, with Lee County officials in the crosshairs. I’ll only say that it’s easy to criticize what actions people took in the moment, and far harder to be in that moment making decisions.

As for Gulfport, well, we’ve not seen a devastating hurricane like Ian, ever –the strongest storms to hit South Pinellas hit before the county had swollen to a million residents, which means when the 1921 Hurricane came through, there weren’t as many buildings to destroy or people to warn to leave (although it did destroy our fishing pier.) As we see more storms, our governments tweak their storm plans. For this week’s cover story, Monroe Roark spoke to Gulfport officials about what they’ve learned about storms over their lifetimes in public service.

Standing Behind Gulfport’s Kids Meet Erica Beaurline, Gulfport Kiwanis’ New President

“I don’t know how people afford to have children these days,” Gulf port Kiwanis President Erica Be aurline says.

In Pinellas County, the Economic Policy Institute Family Budget Cal culator recommends setting aside $1,074 a month for childcare costs for a two-child, two-parent house hold.

Not everyone has that kind of money. This is why organizations that focus on serving children, like Kiwanis, make a difference.

Gulfport established its first Ki wanis in 2019 with nine members, including President Shannon Turn er. In 2020, Marissa Stewart-Dix started her term as president. That’s when current President Er ica Beaurline and her wife Marlene joined the club.

“We didn’t really know a lot about Kiwanis,” Beaurline tells The Gab ber. “We took a look at the goals of the group, and we thought, ‘Wow. This is something we can really get behind.’”

In March 2021, Beaurline spear headed Gulfport Kiwanis’ first baby shower project. They partnered with local agencies to locate 40 local families in need, did a lot of fundraising, got a grant through Kiwanis International, and filled backpacks with new baby items for expecting and new mothers.

“We had a day where all the fam ilies came in and picked up their backpacks,” Be aurline says, “but we also partnered with a number of organizations that work with expectant mothers and young children. They set up tables in the neighborhood center on 49th Street, and we gave away vouchers for baby seats.”

help with their unmet needs. It also gave Beaurline the confidence to step into her first leadership role at Gulfport Kiwanis.

“When I spearheaded the baby shower project, I kind of eased into more of a leader ship-type role,” says Beaurline. “And, well, next thing you know I’m the vice president and push comes to shove, here I am now the president.”

As president of Gulfport Kiwanis, Beaurline plans to continue host ing events that help Gulfport fam ilies with young kids. They’ll be at LocalShop1’s Shopapalooza in No vember. In December, they’re run ning their own version of the Polar

Express, with a vehicle decorated for the holidays, and making stops throughout Gulfport where kids can get out and have cookies or prizes.

Next year, they plan to host Feed ing Tampa Bay. Beaurline says the Kiwanis plans to turn the baby shower event into an annual thing.

“We’ve just got a lot of stuff going on,” says Beaurline, “And we’re look ing of course for partners for char itable contributions, but we’re also looking for volunteers who want to get involved.”

Gulfport Talks Overnight Parking in City Parks Concerns Raised in Trolley Market, Tangerine Areas

A brief discussion about cars left overnight in one area of Gulfport led to a few clarifications about rules for the City’s parks.

City Manager Jim O’Reilly said at Council’s Sept. 20 meeting that he had received some concerns re garding vehicles parked in the Trol ley Market Square and Tangerine Greenway areas.

“If the council doesn’t have an is sue, we will treat it the same way as the library or the beach,” he said.

O’Reilly said that signage would be erected notifying the public that no overnight parking is allowed. Ini tially all of the council members ex cept one agreed on that.

“As far as I know, they are only complaining because a car is parked there,” said Councilmember April Thanos (Ward I). “And in the daytime they are parked there. I wasn’t in formed that they complained about trash or noise or anything else. I don’t understand why we’d make it ‘no parking’ just because they don’t want a car there.”

Mayor Sam Henderson pointed out that this policy would be con sistent with Gulfport’s other parks, none of which allow overnight park ing.

“I’ve received comments on it,” he said. “And it is kind of becoming a

place where you’d leave a vehicle you don’t drive very often or may be don’t drive at all. So it’s start ing to get a little buildup of people just leaving vehicles there, as op

O’Reilly said this kind of signage has been posted in other areas where overnight parking was an is sue, specifically the library and the beach. The other parks are closed as a rule from midnight until 4 a.m., he noted.

“Why 4 a.m.?” asked Thanos. “That’s an odd time.”

O’Reilly replied that the parks were previously closed overnight until sunrise, but some people like to get out a few minutes before day light and actually watch the sun rise. A later time such as 6 a.m. would make that impractical at certain times of the year, he added.

The council consensus was to di rect City staff to post the signage at Trolley Market Square and Tangerine Greenway regarding the prohibition of overnight parking.

In Gulfport, Pickleballers Play To Celebrate a Friend’s Life

tagious: An avid player herself, Di ane Bains met many of her friends and neighbors for pickleball games several times a week.

After meeting the smorgasbord of friends that can only be brought together by a lovely person and a sport like pickleball, I am intrigued.

A fast-paced sport named after its creator’s dog; played on ten nis courts with ping pong paddles; popular amongst senior citizens and millennials alike? Count me in.

It takes several missed attempts at making contact with the ball before I am ready to bench myself for the day, but that’s OK. Bains’ friends invite me — and anyone else in the community with inter est — to join them on the Gulfport Rec Center courts every Monday, Tuesday, and Thursday mornings from 9 a.m.-1 p.m.  All are welcome to watch, learn, make friends and join the fun.

Armed with a borrowed paddle and no ego to speak of, I approach the pickleball courts with the same trepidation I used to harness with the students my coworkers re ferred to as “Hard Knocks.” I have no idea what to expect, but pick leball’s reputation as a sport that sounds silly only in name (rumor has it things can get quite compet itive out here) gives me pause.

I came here to Town Shores to meet Stacy Goldberg and some of her friends, who gather to cel ebrate National Pickleball Day in honor of their friend Diane Bains, one of the biggest pickleball fans around town. Diane Bains recent ly passed away, and the group of friends has come together to cele brate her life and love of pickleball.

“Pickleball brings everyone to gether – and so did Diane,” her friend Michelle says. Bains, a transplant from England, was a vi brant woman who loved to dance, travel, and coach. She taught at Gulfport Elementary School. Her enthusiasm for pickleball was con

Storm continued from cover O’Reilly told the councilmembers. “With that said, Tom [Nicholls, public works director] and I have begun staging necessary preliminary supplies and checking city infrastructure. As information becomes more defined, City staff will move to the first level of weather event preparedness and public communications that are presently being prepared for initial release once the storm establishes an identity and more definitive structure and path.”

Officials moved quickly in the days that followed.

The morning after O’Reilly’s initial update – Saturday, Sept. 24 –Gulfport had sandbags available at the Gulfport Neighborhood Center on 49th Street South. The City opened its Information Call Center the morning of Sunday, Sept. 25, where callers were promised that a live person would answer the phone and address any questions. The center operated 12 hours a day. Citizens were also directed to the City’s website for the most up-to-date information.

By Monday, with Ian bearing down on the southwest Florida coast, Gulfport Mayor Sam Henderson gave the first of what would be multiple updates on YouTube, with key information for residents regarding such things as shelter locations as well as some basic common-sense advice.

In an abundance of caution, the City of Gulfport closed Williams Pier well in advance of Ian.

“We’ve been through this before, folks. Be calm. Be prepared,” he said. “When you’re stocking up, be generous. Look out for your neighbors. Try to have contact plans in place with those around you. Do your

best. Please heed the warnings you are going to get from the County and the State. This is going to be a very significant event for us, regardless of the track the storm takes. Do what you know to do. Those of

As mandatory evacuations in certain zones began that evening and continued the morning of Sept. 27, City Hall and other munic ipal facilities in Gulfport prepared to close until the storm passed. Nicholls told The Gabber that his staff was working to ensure that loose garbage and yard waste did not pose problems. Regular trash pickup proceeded that day as usu al, while residents were advised not to dispose of bulk waste until after the storm, which slammed into the coast less than 150 miles south of Pinellas County the after noon of Sept. 28.

Amid the usual concerns about power outages related to the storm, Gulfport did not have issues with wa ter, in part because its lift stations are outfitted with generators. On the oth er hand, in advance of the storm, the City of St. Pete Beach advised its res idents who did not evacuate to avoid using water on their property, having shut down its sanitary sewer system in advance of the storm. A subse quent loss of power due to the storm resulted in a dozen St. Pete Beach lift stations being offline for a period of time afterward, meaning the City had to ask beach residents and business es to not use water. Residents of Pas adena Golf and Country Club, where lift stations are operated by Pinellas County and not Gulfport, were also advised not to use water.

Gulfport Public Works crews were back on the job Sept. 29, ready for regular trash pickup but unable to proceed because Pinellas County Solid Waste was closed and would not reopen until the next day. So the crews turned their attention to clearing streets and removing brush, with trash pickup resuming the next day and into Saturday if necessary to catch up.

When contacted by the Gabber Sept. 30, O’Reilly confirmed that “all City operations and facilities will be open and operating in a normally scheduled manner” by Oct. 3.

Gulfport Officials Use Past Experience to Prep for Storms

Just like long-time Tampa Bay res idents have plenty of experience dealing with storms such as Ian, lo cal government officials who have been on the job for years accumu late a wealth of knowledge that can be applied every time the weather forecast mandates it.

For example, Irma came through in 2017 and left large amounts of debris scattered around Gulfport. As crews cleaned up and disposed of it, Gulfport officials made plans for when they’d have to do it again in a future storm.

Gulfport City Manager Jim O’Reil ly’s first storm experience as a pro fessional goes back much farther than that, to Hurricane Elena, the

first week of September in 1985. That storm shifted direction a few times and ultimately caused wind and storm surge damage in the area. Of course, there have been many storms since then.

“There’s accumulated knowledge from having dealt with numerous storms,” he told The Gabber in an Oct. 3 interview. “You learn some thing each time – what works, what doesn’t work. You learn what be comes a higher priority to imple ment. Experience just lends us to be open to what the public’s expecta tions are.”

Tom Nicholls, Gulfport’s public works director, was in his first stint in that position in another municipali ty when Charley barreled through the region in 2004. Like Ian, it was headed this way before turning east

toward the Fort Myers area.

“The biggest thing to take from that one is that you’ve got to get out in front of it early, even though the storm may not come anywhere near you,” Nicholls said. “You’ve got to get the pieces in place. From my perspective, that means sandbags and boarding up buildings. You have to do all of that well in advance, even though there is a good chance it doesn’t come anywhere near you.”

O’Reilly noted that even now his staff is evaluating Gulfport’s re sponse last week and looking at how it can be improved for next time. They aren’t the only ones.

“There are probably going to be changes in the processes that come from either the state or federal gov ernment that we will probably have to implement,” he said.

Those Weeds With the Missing Petals Ask Nano Tackles Weeds, Native Plants, and Spanish Needle

Nano,

My yard keeps getting these weeds that look like small daisies but with missing petals. I yank them out, but my neighbor said they’re actually something called Spanish Needle and that they’re really good for bees. Why don’t they have all their petals? What kinds of plants should I grow to attract pollinators to my yard?

Dear Weeds,

So, what’s a weed? The gardener’s lingo is “an intruder,” or the dictio nary definition: “any undesirable or troublesome plant, especially one that grows profusely where it’s not wanted.” The daisy-like “weed” you describe is Bidens pilosa, a member of the compositae, or daisy, family of multi-petaled flowers, with varieties spanning the globe. Your neighbor is correct – it’s a highly important native Florida plant for pollinators and wildlife. Like many weeds, it’s instrumental in colonizing recently disturbed areas, in vacant lots – just about any place the roots gain a foothold. With long tap roots, many useful weeds draw water from deep in the ground, making it more avail able near the surface for many spe cies.

And yes, it’s also called Spanish Needle, because its seeds often attach to your clothes for prolif ic distribution. For folks who want that “perfect” sterile lawn, it’s a real problem, but the unassuming little flower just blooms away, a ready source of nectar in its bright-yellow center, spreading its seeds through its “needles.” Some gardeners leave a small patch of yard to let such rowdy plants grow, where they can thrive and provide a food source for butterflies and other pollinators. Traditional British gardens often have a “faery spot,” a little garden corner allowed to grow wild for “the faeries.” Today there’s a new trend called “rewilding,” a term for refram ing your landscape into a more nat ural one, encouraging nature and

wildlife to flourish as urban sprawl continues to diminish habitat.

Rewilding emerged in the mid’80s as a global movement among environmentalists, an effort to pre serve our disappearing natural ar eas and species. Scientists estimate many species of plants, insects, and animals go extinct daily, often be fore their importance to humanity is discovered. Climate change, cou pled with industrialization, unbridled deforestation; and urban sprawl, is threatening all life. Rewilding re claims nature and reverses destruc tive tends.

If you want to go native, there are many Florida wildflowers to choose from – after all, when Juan Ponce DeLeon “discovered” the land on Easter, 1513, he named it La Florida because of the abundant blooming flowers.

Your Bidens is hardy, an advan tage of natives, and requires little care, as opposed to its high-main tenance cultivar cousins. Regular mowing will keep it blooming. For foragers, Bidens is an edible bitter green (lots of vitamins), and native people have a list of its use in bene ficial, herbal remedies.

If you want to delve into trans forming your yard to a more natu ral space for pollinators and other wildlife, check out the Florida Wild flower Society and the Florida Na tive Plant Society for lists of plants best for your area. Remember, there are plants available in nurseries la beled “Florida Friendly.” While these will grow well here, some aren’t true natives, and may not be as benefi cial for our native critters as those hardy, little “weeds,” like Spanish needle.

Hotel Zamora, Central Ave + CASA Center Opening Stay Up to Date With Business Openings, Closings, and Listings in Pinellas

Hotel Zamora Sold for How Much?

Hotel Zamora on St. Pete Beach may look unassumingly unchanged from the outside, but it recently had a big change: a new ownership. A Minneapolis-development firm bought it for $34.7 million.

A big deal, appropriate for a bigdeal hotel.

Most know the towering pink Don Cesar as the epitome of St. Pete Beach hotels, but Hotel Zamora (3701 Gulf Blvd.) made a splash after opening in 2014, with its signature Mediterranean look and elegant rooftop bar and lounge.

Former owner Devanand Mangar, a Tampa General anesthesiologist at Tampa General, sold Hotel Zamo ra to Sherman Associates after the commercial and residential devel opment firm approached him.

A look at their online portfolio re

veals that this is potentially the first Floridian hotel that the company has owned. However, what is not clear is the future of Hotel Zamora.

Prime Real Estate

If you’ve walked past St. Pete’s Maple Biscuit Company in the last week, you’ve walked on prime, forsale, St. Pete real estate.

Miami-based commercial real estate company, Franklin Street, listed the southern portion of the 600 block of Central Avenue (654670 Central Ave.) for sale last week. According to the firm, this 15,857 square-foot of space has recently undergone $500k of renovations. The asking price? $12,250,000.

“With multiple redevelopment projects in the immediate area, this submarket’s rental rates and property values are expected to significantly appreciate in the com

ing years,” the real estate company wrote in a press release.

The bustling street (with a walk ability score of 95) is home to restaurants and retail stores: Colo ny Grill, Rocket Fizz, Pacific Count er, Mangosteen, and Maple Street Biscuit Company. Franklin Street re leased that these businesses have triple net (NNN) leases, meaning the tenants pay the operating expenses for the businesses.

“In addition to the recent building improvements, new tenant leases within the past 12 months have also led to extensive interior renovations to the tenant spaces at the tenant’s expense,” Franklin Street stated.

In the wake of a new buyer, the future of these businesses remains uncertain.

Family Justice Center Comes to Florida

Across the country, Family Justice Centers provide free resources to survivors. This October, Pinellas will get its own center, a Family Justice Center for a Violence Free Pinellas by CASA in north St. Pete.

The center will host a grand open ing on Wednesday, Oct. 19 from 3-5 p.m. at the brand-new location at 1011 First Ave. N. in St. Petersburg.

“We invite you to celebrate our partners and contributors as we open Florida’s only Family Justice Center that will transform services so that survivors and their chil dren can truly escape the bonds of violence and move into happier, healthier lives,” Center staff wrote in a press release.

Though Family Justice Centers ex ist all over the country, this one will make history as Florida’s first. It will offer free trauma services and com munity resources to those that need it.

Welcome to the Magic Kingdom God and Greed Vie for Souls in this Old-Florida Love Story

When you think of the I-4 corri dor, you probably imagine vast farm fields, urban sprawl, and of course, many miles of the Disney empire. Shaker villages – those tidy ham lets filled with hard-working, celi bate millinnealists – probably do not come to mind. And yet, in The Magic Kingdom (Alfred A. Knopf, forthcom ing November 2022), Russell Banks conjures a lost community of Shak ers that briefly thrived in Osceola County seventy years before Mickey moved in.

The story is told through the reelto-reel tape recordings of property speculator Harley Mann, who re counts a tumultuous childhood that brings his family to the New Beth any Shaker village near Narcoossee. Under the care of Elder John, the vil lage’s charismatic and big-hearted

leader, the troubled boy thrives. But things get complicated when Harley falls for the beautiful and brilliant Sadie Pratt, a young consumptive patient who lives in the village. Har ley’s struggle between his love for Sadie and his loyalty to Elder John not only shakes his new-found faith, but also threatens to tear the entire community apart.

Despite its dramatic plot line, The Magic Kingdom is a slowpaced book. Harley drifts through his story like a leisurely canoe on a winding river – even though we just know, from the moment he meets Sadie, that there’s a mighty big waterfall coming. And while some readers may find this slow build up tedious, it allows Banks to weave an incredibly rich portrait of life in New Bethany (based on a real Shaker village outside Narcoossee that existed from 1894-1916). The carefully sketched portraits of the men and women who were drawn

to the Shaker faith – like Brother Hiram, the shell-shocked Span ish War veteran who finds solace in tending bees, or Eldress Mary, the tough-minded accountant who keeps New Bethany’s Utopian vi sion solvent – are poignant and fascinating.

History hounds will especially ap preciate the appearance of Cyrus Teed, leader of another historic Flor ida commune, the Koreshan Unity. Teed plays a small but critical role in the plot, portrayed as a clumsy char latan who is after the Shakers’ land. He is a precursor to a much larger and more powerful trader-in-fanta sy who will eventually claim the old village acres. No spoilers – but it’s all in the title.

At heart, this thwarted love story asks us to consider an oh-so-Flori da question: in a state that is built on sky high dreams – dreams that often as not fail – what is there to believe in?

Vino Veritas Brings Marriage Blues to Life

Seen at Studio Grand Central: These People Need More Drugs in Their Lives

Walking into the Vino Veritas set at Studio Grand Central, you realize the stage is literally a living room. It’s Halloween night, hence the fa miliar decorations and half-guzzled bottles of booze sitting on a dresser.

It doesn’t feel like a production is about to begin; it feels like you’re the one waiting for guests you don’t even like. It’s familiar, it’s intimate, it’s actually a little awkward, and it’s all intentionally done by director Stephen Ray.

Watching the four actors [Trish Parry as Lauren, Andrew Hughes as Phil, Larry Bukovey as Ridley, and Tracey Reynolds as Claire] attempt to impress each other, fight, and be generally unlike-able feels like real life.

But the plot drew me in. Two couples pre-game a Halloween party with a Peruvian delicacy: blue wine made from the skin of blue dart frogs. The electric blue liquid works as a truth serum, and Lauren urges the party of four to drink it.

These people have clearly nev er done drugs before. Who needs to guzzle an import from Peru to open their third eye? Nonetheless, I was drawn in by Lauren and Phil’s uncom fortable marital energy.

You know these two people in real life because they have a classic sto ry. Mountain Dew-loving husband Phil wants to watch more reality TV and sink into a couch, but his bitch wife, Lauren, is sick of it.

They bicker for what feels like hours and I want to pull up the fabric on my seat watching these two peo ple argue before their guests arrive. It’s what every couple hopes their marriage doesn’t become.

Soon, Claire and Ridley show up. These are two people you pray you don’t get stuck talking to at a party, but you always do.

Claire is obnoxious in her “virgin queen” costume and her husband, Ridley is a smug doctor who enjoys long walks on the beach, bragging, and sniffing at his wine glass with out really drinking any.

sult, scream, and cry, but it only goes to 80%.

I wanted more from the actors. When Claire is tied up in makeshift bondage, I wanted to really see the veins on her neck pop out.

When Ridley admits to cheating with Dutch prostitutes, I wanted to see him cry with the fear and release of being caught and let free from a lie.

Parry plays the unhappy, witchy wife of Phil. She makes the performance even more real with every eye roll.

I won’t reveal the shocking ending, but it’s worth the wait. Fitting for Hal loween, with an element that makes us question the modern healthcare system and hope for Lauren and Phil to make it out of their dagger-lined rut.

We all have a little Claire, Ridley, Lauren, and Phil in us; the key is to be honest with yourself about that. Clearly, not everyone got the memo.

Pumpkin Spice Season Forget the Starbucks Run – Sip Local This October

In an effort to get myself up early in the morning, I’ve adopted the self-indulgent routine of stop ping in a Kahwa coffee shop on my way to work – if I make it there 30 minutes early.  So, imagine my surprise when I walked in one hot  September morning, sweating in my sneakers, and I saw pumpkin spice lattes on the menu.
