WHAT GOES INTO PLANNING YOUR CITY? 2018 City Plan update will shape Fort Collins’ future.
According to the Colorado State Demography Office, Fort Collins is on track to grow to 250,000 by 2050. While some worry the city will lose its small town charm, others are hard at work setting a vision for the future. But, we’ve been growing for decades. Does our city really need a plan? According to Fort Collins City Planner Ryan Mounce, yes, we do. And you need to be part of building it. “In Fort Collins, the annual number of people moving in has been pretty consistent for the last twenty or thirty years, but what’s changed for a lot of people is the different types of development happening now,” says Mounce. As Fort Collins grows, diverse teams made up of city planners like Mounce, as well as architects, public administrators, landscape architects, and more work with community residents and stakeholders to map out the years ahead. The Planning Department breaks this work into two main responsibilities: development review and long-range planning.

In development review, the department looks at proposals for projects coming up in the immediate future up to about five years ahead. The team makes sure proposals meet pre-existing zoning and other development standards. Some of these standards are very clear, which makes the job pretty easy. For example, how tall can a building be? How far back from the street should it sit? But others are design-oriented, and thus more open for interpretation and possible conflict. In long-range planning, the team looks further ahead, building plans that identify where the community is headed for the next five to twenty years. Longrange planning documents help implement a vision and inform future decision making. With empty land dwindling, the type of development that’s possible in Fort Collins is changing, and with that comes an increase in conflict and concern.

WHAT GOES INTO PLANNING YOUR CITY? | COMMUNITY FOCUS
Fortunately, the planning department updates the City Plan every five to ten years and it’s time to check in. From now into 2019, the city’s planning department is launching its process for updating the long-range plans for the community. Mounce and his team stress that it’s the community itself that dictates the form the city will take. The first steps in creating a new city plan are assessing the current state of the community and its neighborhoods. “We examine the current conditions and we present it to the community. We’ve created a certain amount of jobs, so many housing units, traffic has increased. And then we ask them as we’re talking about the vision: Given these current trends, is this still your vision for the future? How would you refine it? Would you change it completely?” says Mounce. The City Plan is thus not just a vision for the future, but a snapshot of the time when it was created. In Fort Collins, Mounce anticipates seeing certain priorities pop up in conversations with the community. Housing affordability. Traffic congestion and transit options. Efforts to predict how a changing technological landscape may change the geography and personality of the city. Mounce especially hopes the community will discuss the relationship between developing land versus preserving open space to consider how that relates to housing affordability.

“I would emphasize because so much is based on community input, it’s important for people to be active and involved in the process,” says Mounce. “These planning conversations help set the stage and filter down to affect everyone and how we experience our communities. So for this process, we really view our role as being a facilitator for the process itself and having the community shape what goes into the plan.” In order to help the community get involved, the planning department pounds the pavement with surveys and hosts a range of events and activities, from traditional open house style meetings to workshops. This year, they’re even recruiting Plan Ambassadors: volunteers who will look to their own social circles to lead conversations about opportunities and challenges in Fort Collins’ future. In order to include those who are often overlooked in these processes — youth, seniors, renters, and people who are new to the community — the planning team is also exploring a community grants and partnership program.
The current Master Street Plan for Fort Collins includes a network of roads in the northeast part of the city. The plan could be modified as part of the update of City Plan, the long-range comprehensive plan for Fort Collins. City of Fort Collins
