Mapping the MV Nella Dan

A

ustralia’s deep water research vessel RV Investigator has mapped the final location of the MV Nella Dan, a famed polar resupply vessel driven aground on Macquarie Island almost 33 years ago. The CSIRO research vessel was in the area in late October, capturing high resolution bathymetric data to of the island’s geology, when the decision was taken to map the resting place of the Nella Dan – a vessel withs a significant history within Australia’s scientific research community. A Danish polar resupply and research ship, Nella Dan was chartered by the Australian National Antarctic Research Expedition (ANARE) and played a critical role in developing Australia’s Antarctic research program. She carried hundreds of expeditioners between Australia and Antarctica in her voyages between 1961 and 1987 – and holds the record for the longest continuous service of any Antarctic ship. One the evening of December 3, 1987, Nella Dan was conducting resupply operations at Macquarie Island when a savage storm rapidly blew up. Cargo unloading was called off due to high winds and large seas, but the transfer of fuel to the research station continued. The heavy swells caused Nella Dan’s anchor to drag, grounding her on the rocks just metres from the research station, holing her hull in two places and flooding the engine room. Most of the expedition crew were ashore, but 17 were still aboard along with the ship’s crew – and were evacuated

by members of the 35 Water Transport Squadron attached to ANARE on three LARC (Light Amphibious Resupply Craft) without harm – a mission for which the squadron members received a Group Bravery Citation in 2009. Upon assessment of MV Nella Dan’s owners, she was scuttled off Macquarie Island – coming to rest 5,000m down at the bottom of a steep slope, as the new data shows. Investigator’s research team showed the new mapping data to David Lyons, leader on the Nella Dan’s final voyage. “It’s a fitting resting place for such a legendary ship and it’s good to see an old friend again, even if it is just a white dot on a map,” he said. Investigator was capturing in the area as part of a mission to investigate triggers for massive underwater earthquakes in the region, research led by the Institute for Marine and Antarctic Studies (IMAS) and the Australian National University. The detailed bathymetry data would help in choosing sites for seafloor seismometers, to assist monitoring for future earthquakes and tsunamis that might affect Australia and New Zealand. Facilities Program Director of the CSIRO Marine National Facility, Dr Barbara Musso, said the voyage illustrates the wide range of research that each voyage of RV Investigator delivers. “This is just another example of how RV Investigator’s capability delivers wide ranging research to help improve our knowledge and understanding of our marine environment, including our maritime history,” Dr. Musso said. n

are we hope for a bright 2021? In the final stretch of an entropic, downright terrifying year – we appear to emerge from the roiling storm into clear water and warm light. Whilst the shockwaves of 2020’s events will be felt for decades, perhaps generations – there seems to be some reprieve. Multiple Covid-19 vaccine candidates seem to show promise for a brighter tomorrow, while Australian borders re-open in time for the holiday and community transmission dwindles. The United States has not dissolved into anarchy, and while the president tweeted conspiracy theories from his golf cart during final days in office, international markets rose on news of his opponent’s victory. An La Niña cycle in full swing suggests a wet, sultry summer for Australia – and lessened risk of the horrifying infernos that tore through the Eastern Seaboard last Summer. On page 14, we chat to Nearmap’s Tim Taylor about their work capturing evidence of their devastation and recovery. Throughout the chaos of the year that’s been, the regional spatial community has simply adapted and forged ahead – and we aim to round up some of the industry’s progress in this final issue of 2020, our annual directory edition. Efforts at advancing reference frames and geodetic capacity in the region have been at full tilt, and we bring you reports from the Education Training and Capacity Building working group of the UN GGIM Subcommittee on Geodesy on page 28, and news from the GDA2020 Implementation Working Group on page 24. news Aerometrex launches fuel load calculation technology Aerometrex has announced the launch of a sophisticated 3D bushfire fuel load calculation tool that leverages LiDAR-derived point cloud data and aerial imagery with custom algorithms. The firm says that the new tool can deliver high resolution 3D data of fuel loads under tree canopies in real time, able to provide detailed information not previously available to emergency services. Managing director Mark Deuter said that the firm understands it is the first system able to standardise LiDAR

capture for bushfire fuel load mapping in Australia, and the system is capable of high accuracy down to a height of 2550cm above the ground. “Aerometrex researchers developed a set of targeted vegetation metrics that accurately define the density, vertical connectivity and the horizontal continuity of the vegetation across the three key vegetation layers — near-surface, elevated lower canopy and upper canopy –which are analogous to those defined in South Australian bushfire fuel load assessment standards,” he said.

Earth Observation Australia and SSSI announce partnership Earth Observation Australia (EOA) and the Surveying & Spatial Sciences Institute (SSSI) have signed a Memorandum of Understanding. The signed MoU will focus on sharing knowledge, responding to current and future industry challenges and trends, promoting and supporting the spatial profession at all levels of educational institution, according to the SSSI. Dr. Zaffar Sadiq Mohamed-Ghouse FSSSI FRGS, president, SSSI, said that this formalisation and strengthening of the two entities’ relationship will also support the use of geospatial information to achieve the United Nations 2030 Agenda for Sustainable Development and other global and national objectives. “SSSI respects EOA’s ability to bring together research, government, education, private industry and non-government organisations to grow and nurture Earth observation

activities and services. We are proud to be working with this innovative group,” he said. Professor Stuart Phinn, EOA president, welcomed the signing of the new agreement. “This MoU formalises and strengthens our existing relationship and gives both organisations greater capacity to support our members and the wider geospatial and Earth observation communities,” he said.


FrontierSI, AGO launch expanded AGO Labs programme FrontierSI and the Australian Geospatial Intelligence Organisation (AGO) have launched an expanded programme to showcase Australia’s machine analytics industry. Announced November 17 by defence minister Melissa Price, the new programme offers a broadened incentive for companies to enter the incubator project, with six $150,000 grants on offer. “This is about [Defence] establishing new frameworks for engagement, strengthening partnerships and raising the awareness of industry and academia to the challenges and capability requirements of our geospatial community,” said Ms. Price in making the announcement. The 2020 programme expands the successful 2019 iteration by doubling the available grants and increasing their value by 50 percent across two rounds, the first of which opens today. Successful AGO Labs applicants will run a project through FrontierSI for approximately six months, working closely with the AGO and defence subject matter experts to demonstrate novel approaches to unclassified but pertinent challenges.

Study maps global regrowth carbon capture potential CSIRO scientists have joined researchers across the globe to produce a 1km resolution map of carbon accumulation potential from forest regrowth. Published in Nature, the study is the first of its kind, producing a ‘wall to wall’ global map that highlights forested areas with greatest carbon returns if allowed to regrow naturally. The researchers found that average default forest regrowth rates used by the UN Intergovernmental Panel on Climate Change (IPCC) may have been underestimated by 32 percent. The global study complemented recent Australian work on carbon accumulation rates for planted and naturally regenerating stands of woody biomass across Australia, according to report co-author and CSIRO principal research scientist Dr. Stephen Roxburgh. “The datasets were collected for the Australian Government’s national greenhouse gas accounting program, and were also used to better understand the carbon storage potential from restoring degraded woody vegetation,” he said.

The CSIRO supplied datasets for the study including 72 Australian forest stands, areas surveyed for biomass carbon.

Emergency+ app adds what3words location Emergency+, Australia’s official public safety and emergency app, now features what3words integration to immediately locate callers. The app is designed to help locate emergency callers who are unsure of their location, and its recent relaunch includes a suite of new features, giving users the option to send a what3words address, along with GPS coordinates or closest street address. St John NT emergency communication centre manager,

Craig Garraway, said that the 3 x 3m what3words locations were particularly useful in remote areas that may have few distinguishing features. “Our Emergency Communications Centre staff have been using the app as another way to assist us with locating injured patients in the community. Earlier this year we used the technology to locate a patient who had fallen on a walking track in Alice Springs – it meant we could dispatch a paramedic via helicopter quickly and easily,” he said.

Drones to monitor crowds at Sydney beaches this summer Surf Life Saving NSW and Northern Beaches Council will use UAVs to monitor beaches to maintain Covid-19 safety. Announced Friday by Surf Life Saving NSW CEO Steven Pearce and Northern Beaches Council Mayor Michael Regan, the new initiative will see Surf Life Saving NSW UAV pilots monitoring crowds at beaches and parks in the city’s north. Michael Regan said the data is intended to help keep beaches and recreational areas open over what is projected to be one of the busiest summers for Sydney beaches. “This partnership is a critical part of our summer COVID safety operations. Our aim is to keep our popular beaches and parks open so locals and visitors alike can enjoy them to the full this summer,” he said.

NZ’s Eagle Technology partners with Planet Esri users in New Zealand will now be able to integrate current, high resolution imagery into their workflows under this new partnership between Planet and Eagle Technology, local distributor for ArcGIS. Managing director Duane Eagle said that users can now purchase Planet’s satellite imagery directly from Eagle, greatly boosting applications for change detection monitoring, such as land use planning. “Esri’s imagery analysis and change detection is a logical fit with Planet’s mission to make global change visible,” he said. “Planet’s imagery, combined with ArcGIS software, means our customers can plan and monitor workflows with current imagery to map and track change more frequently than ever before.” For Planet’s part, director of Channels & Alliances APAC for Planet, Simon Campbell welcomed the agreement. “We are very excited about our partnership with Eagle Technology. Our mutual alignment with Esri and the calibre of skills they bring to market will help customers see immense value from access to Planet’s satellite imagery and analytics,” he said.

VR simulation to improve road safety for older pedestrians

Green light: SA to host world’s largest green ammonia plant

A new research project will use virtual reality to simulate a walkable environment when planning road upgrades. A new research collaboration at the University of South Australia aims to improve design of roadways for pedestrians, with older Australians in mind. The UniSA project will see the creation of a walkable virtual environment to assess road safety from the perspective of older pedestrians, to inform inputs to planners and engineers when designing upgrades for footpaths and roads. Project leader Dr. Jun Ahn said that research suggests road intersection design, crossing widths, traffic light locations and timings as well as traffic types and density, all play a part in the overrepresentation of older people in road accidents, a group with distinctly different needs than those of young people. “Having access to a wide range of data from both virtual and real environments means we can overcome the limitations of previous ways of assessing pedestrian safety,” said Dr. Ahn.

The initial stage of the A$240 million H2U Eyre Peninsula Gateway Hydrogen Project will include the installation of a 75MW electrolyser near the regional city of Whyalla, capable of producing enough hydrogen to create 40,000 tonnes of ammonia each year. The project today received a boost from the South Australian Government with the announcement it will allocate $37 million to upgrade the nearby Port Bonython jetty as part of its plan to become an exporter of green energy to world markets. The H2U plant will use 100 percent wind and solar power generated in the region to power the electrolyser to split water into hydrogen and oxygen gas. A further process using nitrogen is used to make green ammonia. The plant will also feature two 16 MW open cycle gas turbines operating 100 percent on hydrogen at the site to provide electricity generation to the grid during periods of low wind or solar output. www.spatialsource.com.au  11


news Trimble, Boston Dynamics lock in autonomous alliance The new partnership will integrate a range of data collection technologies for construction with Boston Dynamics’ Spot walking robot platform. Under the agreement with Boston Dynamics, Trimble has exclusive rights to sell and support the jointly-developed robot that integrates a range of precise location, total station and scanning technologies with an autonomous walking robot, ‘Spot’. Martin Holmgren, general manager, building field solutions at Trimble, said that Spot can safely automate a range of data collection tasks for construction and asset inspection with consistency. “Robots will play a crucial role in automated construction workflows and can augment the human workforce by handling dirty, dull and dangerous tasks,” he said. The Spot platform will be available through distribution partners worldwide in Q2 2021, with an opportunity to preview the new robot through Trimble’s early adoption program in advance of Spot’s general release.

AI powered classification of objects in a 2D map

A

rtificial intelligence (AI) is often loosely defined and different people look at it in different ways. In its entirety, it is a vast area of research that is developing every day. Put simply, AI is the capacity of a computer to act intelligently as opposed to natural intelligence in humans. This “intelligence” is implemented in the form of algorithms to perform specific tasks, learn, and adapt to provide solutions. More specifically, Machine Learning (ML) and Deep Learning (DL), both subsets of AI, have come to prominence in the recent past due to the advancements in computing power and abundance of data. Deep learning utilises end-toend optimized deep neural networks instead of just classical machine learning algorithms, removing the need for handcrafted features to define different objects.

How can businesses benefit from geospatial data processed with the help of AI? Geospatial data derived from aerial surveys can run into several terra bytes covering millions of pixels and objects,

in even small areas. Processing this data often requires a combination of manual and automated processes that can run into days & weeks. Today, the ability to run these through Deep Learning models is not only helping build process efficiencies but also offering users far richer data insights and actionable knowledge. AI-driven geospatial intelligence is of immense importance to a range of sectors including urban planning, construction & engineering, critical infrastructure, logistics, smart cities and digital twins, game development, etc. Aerometrex’s ability to implement pixellevel classification and segment any object within a 2D or 3D environment using Deep Learning is creating powerful use cases across these industries.

What are some examples of AI-derived outputs and use cases? Pervious vs Impervious Surface Classification Aerometrex is using supervised machine learning algorithms to differentiate between permeable and impermeable ground surfaces, using their high resolution 2D aerial imagery. Change Detection and Time-series Analysis Today, power companies and solar installers need to know where solar panels are (or can be placed) and how many. They also want to assess change over time. All these questions can be effectively solved with AI-driven geospatial data. Similarly, a time-series analysis using AI-derived classification of cars and their density can help retail businesses assess growth in customer footfall over time. Insurance companies need to understand changes to assets such as roofs, solar panels, swimming pools, etc. on a land parcel, especially post disasters such as hailstorms and bush fires. Deep Learning can provide the critical change detection information to these users in a quick & efficient manner. Automatic Object Replacement in 3D Models 3D photogrammetry and game engines have come a long way. With the ability of game engines to ingest large 3D datasets, game developers will want to easily separate & replace specific objects such as trees, cars, buildings, etc. with computer-generated (CG) assets and improve overall texture. AI-driven semantic segmentation of Aerometrex’s 3D models now makes that possible, allowing the balance between natural environments and ultra-real game objects. What is the future of geospatial AI? The key to a robust Deep Learning model lies in the training data. Aerometrex has the capability to generate vast amounts of training data for its own neural networks. It is however not just about quantum of data, but more importantly the variations within these datasets and their quality and annotation accuracy, which has helped the company stay at the cutting edge of artificial intelligence in the geospatial space. Aerometrex’s goal is to be able to classify all objects within their 2D maps and 3D models, leaving nothing as unclassified. Q&A with Tim Taylor Following the Black Summer bushfires of 2019 and 2020, government agencies have scrambled to mobilise resources in an effort to ensure that a greater level of preparedness for disaster in conditions that are becoming de facto normal. In the spatial sector, enterprise also leapt into action to develop data products and tools to facilitate strategic planning and better emergency response. We sat down with Tim Taylor, product manager at Nearmap, to discuss their activities in the year following the catastrophe.

Our detailed images and the extensive scope we covered – well beyond Nearmap standard coverage footprint, and more than any other aerial imagery provider – made for a very devastating review of that imagery. It was harrowing to see the true scale and scope of the impact from the bushfires on our country, from the ravaged green canopy to the amount of infrastructure destroyed and vast burn patterns. However, I am comforted knowing that this Nearmap imagery and data has helped spark an investigation into movement of the fires and damage spread, which will help us better prepare for and mitigate future fire seasons.

Nearmap team such as head of ANZ survey operations, M’Shenda Turner, who has spent years as a volunteer firefighter. Amid the bushfire crisis, the team felt that Nearmap could offer valuable information about the situation on the ground to assist the efforts of our government officials, firefighting agencies and relief organisations. There weren’t any agreements in place when we started the flyovers and captures in September last year, but our team was quick to recognise that our aerial imagery would indeed be a useful source of location intelligence for everyone involved in response and recovery. From there, we were able to start flying and capturing in a matter of days, allowing us to capture the impact of the 2019-2020 Black Summer bushfires and share this information very quickly with the companies, agencies and charities who needed it.

DB: Did you have any agreements in place with agencies when you began capturing? If not, what were some of the intended use cases?

DB: How have those use cases developed – can you give our readers some insight into how that imagery is being utilised by various actors?

including Disaster Relief Australia, who utilise our images to ensure the safety of their volunteer teams when entering disaster-stricken areas and help plan more detailed ground assessments. They then share their findings from our location intelligence and their ground operations to share information with local authorities on the extent of property damage to help prioritise the checking of people’s welfare and relief for residents. Our post-catastrophe images and data also are used extensively in the insurance industry to help claims adjusters rapidly assess the impacts of disasters on their customers, allowing them to provide faster assistance for those affected. Additionally, many local councils, first responders and the Australian Defense Force use Nearmap imagery, to rapidly determine impacts to community assets and plan responses to keep the public safe, such as knowing which roads to keep closed. Nearmap has also been working with government bodies to plan and mitigate the effects of potential future disasters by adjusting vegetation management, safe transport routes and suitable infrastructure.

DB: Is the imagery being used for monitoring recovery of the ecosystems in these areas? If so, by whom and how?

Nearmap has committed to recapturing the majority of the bushfire affected areas to provide insight into the recovery efforts. Our post-disaster captures, combined with the captures at later dates, provide great insight on the recovery and rehabilitation of natural vegetation and ecosystems. Environmental agencies utilise the technology to identify any areas facing further immediate effects, such as from debris. Further to that, the ability to track and compare patterns across time goes a long way in supporting environmental recovery efforts. There is no denying the scars that the fires have left behind. But our recent imagery of some of these areas have shown amazing restorative capability of Australia’s unique ecosystems. DB: Let’s talk about the recent SSSI FireWater Map-a-thon, which Nearmap sponsored and provided imagery for. How did the day go, and what was achieved?

This SSSI Map-a-thon focused on bushfire preparedness and how there is often difficulty sourcing available water when fighting bushfires. In regional

locations mains water may not be available, and static water sources like lakes, water tanks and even swimming pools can be very useful in helping to fight bushfires. Using Nearmap imagery, those involved in the map-a-thon were able to successfully identify and pinpoint available static water sources across areas of regional Victoria and Kangaroo Island, which were then updated in Australia’s Static Water Supply System. DB: How exactly will this modelling be used to support management for future bushfire events?

The data and modelling from the SSSI Map-a-thon will also be used in a new app by the Growing Data Foundation called FireWater, that combines the collected information from Nearmap aerial imagery with long range radio technologies (LoRaWAN). This helps users identify the location of water sources, the amount of available water, the closest water source and the fastest route to take to get there in real time with on-the-ground fire crews.

With the growing impact that bushfires and other natural disasters such as floods, hail and storms are wreaking on our natural environment, infrastructure and people’s safety, there will be an increasing need to understand what is happening on the ground and how we can better act to prevent and mitigate crises. Nearmap is continuing to develop our capture program and add new capabilities to help those who need it in the aftermath of these events. DB: Is there anything else you’d like to add?

DB: What’s on the horizon for Nearmap in this space? Are there plans to develop these kinds of products further?

How North East Water delivered Australia’s first intelligent water network ICT Project Manager, Tim Cover, shares how the organisation undertook a remote, large-scale digital transformation project to better deliver water services to communities across regional Victoria.

I

t was during the height of the COVID-19 pandemic when Tim Cover, ICT Project Manager at North East Water in Wodonga, Victoria, answered a Microsoft Teams call from a GIS officer. The query? A question regarding the process for customising a map. Before greenlighting the change, the GIS team would normally spend hours coordinating with the ICT team to avoid system dropouts and ensure the updates were applied across siloed systems. But that day, for the first time, the GIS officer could make the change remotely via a web-based platform – instantly updating the data within both the GIS and the asset management system. Facing an aging technology infrastructure and lack of integration, Tim and the team had just launched a new utility network – the result of a large-scale, remote digital transformation project to create a unified GIS and asset management system. North East Water now had just one system to model the network, which serviced 39 separate towns dotted across a 20,000 square kilometre swath of land.

Armed with complete oversight of the network, North East Water’s field crews could easily run a trace analysis in the aftermath of a pipe burst or leak to determine the number of customers impacted and understand exactly which valves to shut off – saving time and minimising interruptions. The team are now exploring how they can use map data for emergency incident response by importing authoritative bushfire and flood overlays. After answering his team member’s question, Tim realised just how vast a difference the technology solution would make to data quality, system uptime and ability to inform the regional community of planned and unplanned outages. “Now that we have a synchronised asset management system, we can jump between the GIS and asset management system and immediately see rich metadata on each asset”, he says. “This represents a significant upgrade to our data quality – ensuring that we have a full representation of our water network that is fast and scalable.” “Once the integration

Making waves in utility management A unified, web-based GIS is a capability that has been sought after by water, electricity, gas and telecommunications utilities for years, answering a need for a real-time operational view of people, services, assets and events. Placing web-based GIS at the centre of utility network management unlocks critical information, drives smarter decisions, and ultimately reduces costs. For North East Water, stakeholder collaboration is key as developers, councils, fire authorities and government agencies seek access to the latest network information. Utilities lead for Esri Australia, Doug van Gelder, believes the outcomes achieved by North East Water will have a major impact on utility network management across the Asia Pacific region. “Floods, bushfires and COVID-19 have all

Australian Geodetic activities update MICHAEL GIUDICI, JOEL HAASDYK WITH CONTRIBUTIONS BY NICHOLAS BROWN

I

n previous Position articles, we have documented the progress of GDA2020 implementation in Australia and outlined some of the technical challenges that are being addressed. This article brings those reports up to date and expands on a range of related geodesy developments occurring in Australia and overseas. Readers will recall that the Australian and New Zealand Spatial Information Council (ANZLIC) nominated 30 June 2020 as the date by which all Australian jurisdictions would be ready to receive and deliver GDA2020 data. Despite the challenges that 2020 presented, this milestone was met for data and services supplied by state-government data custodians across Australia. However, most jurisdictions are still working towards the full deployment of GDA2020 data maintenance environments, and further adoption of GDA2020 across local government and industry will only progress as time and resources allow. In all jurisdictions legislation and / or regulation has been updated to support GDA2020 as the official datum. This article will review recent progress towards the remaining systems and standards required to support not just

GDA2020, but the full range of upgrades to the Australian Geospatial Reference System (AGRS). International (ISO) Standards update (support for dynamic reference systems) • ISO 19111:2019 (Geographic Information – Referencing by Coordinates) has already recently been extended to include a ‘coordinate epoch’ or time-stamp to describe coordinates in a dynamic reference frame. • ISO 19115-1 (Geographic Information – Metadata – Part 1) is currently being updated, due for release in December 2020. Coordinate epoch will need to be explicitly declared, in line with ISO 19111 for any coordinate reference system designated as ‘dynamic’. • ISO 19115-3, the XML representation of ISO 19115-1 is undergoing a substantial revision, and will include the requirement for ‘coordinate epoch’. Publication is anticipated in December 2022. • ANZLIC / ICSM Metadata Working Group has provided a guide for ‘Preparing Metadata for GDA2020 and the AGRS’. This guide recognises the fact that the new standards will

take time to trickle down through software and applications, and provides interim advice on how best to record coordinate epoch metadata using the existing ISO19115:2014 and ISO191150-3:2014 standards, including explanations and examples. EPSG update To correlate with the updated ISO 19111:2019, the EPSG registry has migrated to a new platform at https:// epsg.org and a new data model (EPSG v10.0+) which now includes dynamic datums, geoid based vertical datums, datum ensembles and more. Importantly, any updates to the EPSG registry contents after August 2020 will only be present in the new model v10.0+. As a result, software providers will need to update to the new EPSG model to support the latest information. The new EPSG model explicitly defines which datums are dynamic and which coordinate reference systems (CRS, such as map projections) are based on dynamic datums. EPSG has recently published new entries (in both the old and new EPSG models) for: ATRF2014 and associated CRS. • Compound CRS which combine [2D


horizontal + 1D height], e.g. GDAxx horizontal data plus Australian Vertical Working Surface (AVWS) heights (or plus AHD). • Transformations between ATRF2014, ITRF2014 and GDA2020. • Transformations between height systems using AusGeoid (for AHD) or the Australian Gravimetric Quasigeoid (for the Australian Vertical Working Surface), and including new support for the Compound [2D+1D] CRS described above.

The ever-increasing demand for integrated, compatible and accessible spatial products can only be satisfied by a sound underlying framework of reference frames, standards, models and exchange formats, as well as the education required to use these correctly and effectively.

WGS 84 and web mapping A key challenge to full adoption of GDA2020 has been and remains the treatment of WGS 84 in web mapping delivery. Since the last Position article, the Implementation Working Group has prepared and issued a special ‘Advisory on WGS 84 and Web Mapping’. The advisory introduces some terms and concepts that may be new to many readers and we encourage you to visit and digest the document. Central to the advisory is the description of short, medium and longerterm approaches to dealing with the WGS 84 and web mercator paradigm. Since its publication the working group has continued its international discussions and we can report progress in some areas. ESRI US and Australia for example has agreed to work collaboratively with Australia and other international partners to ramp up the education products needed to address user knowledge gaps in datum and map projection use in software. New EPSG support for datum ensembles will have significant ramifications for how we use WGS 84 now and into the future. A datum ensemble groups together different realisations of the same datum as a single entity, to reflect current and common usage, as shown in the accompanying figure. WGS 84 and the European ETRS89 are the two ensembles currently treated this way. Importantly, WGS 84 (EPSG::6326) is now published as an ensemble with a low internal accuracy of two metres, which is further degraded by the common practice of ignoring tectonic plate movement. The same applies to all associated CRS such as the Web Mercator Projection (EPSG::3527). As a medium term solution, the advisory recommends the creation of new non-null GDAxx <> WGS 84 transformations which would allow users more control to align data in their local WGS 84 environment(s) (i.e. historically aligned in practice with GDA94 or in future with GDA2020). Those non-null transformations are pending discussions with Geoscience Australia.

PROJ Update In our earlier articles, we described the new PROJ 5 transformation pipeline, which will actively suggest to users the best-accuracy transformation between CRS based on information in the PROJ library. Introducing such a new and powerful tool has the interesting (and not surprising) consequence of identifying deficiencies in existing systems and metadata. One such issue was reported recently when PROJ recommended that a WGS 84 <> GDA2020 transformation should take a side trip through the superseded Australian AGD66 datum. While it is intuitive that the recommended path through AGD66 is not optimal, PROJ was simply doing its job and suggesting a ‘better’ transformation from available options including : • WGS 84 <[3m accuracy]> GDA2020 (i.e. EPSG::8450) • WGS 84 <[2m]> WGS84 (G1762) <[0.2m]> GDA2020 • WGS 84 <[1m]> AGD66 <[0.1m]> GDA94 <[0.01m]> GDA2020 This occurrence is a timely warning to geodetic agencies to review the quality and consistency of metadata across all the CRS under their authority. Geoscience Australia is taking the opportunity to review and update transformations to AGD66 with more realistic uncertainty estimates, especially where they interact with the low accuracy static WGS 84 ensemble. SBAS and ATRF Update Even as Australian users continue to adopt GDA2020, Geoscience Australia is actively preparing to support the time-dependent (‘dynamic’) Australian Terrestrial Reference Frame (ATRF). More information on ATRF, along with a technical implementation plan can be found at the ICSM website. Readers may recall that ATRF2014 is aligned to ITRF2014 and that GDA2020 and ATRF2014 are equivalent at 01 January 2020.0 (i.e. at the coordinates published in 2017 for GDA2020 in the National Measurement (RecognisedValue Standard (RVS) of Measurement of Position) Determination. The same Determination publishes the velocities derived from the Australian Plate Motion Model (APMM) at these 109 RVS sites and thereby provides legal traceability to ATRF. The resources linked above describe the significant economic investment and benefits of real-time positioning at the 10cm level (or better). provision of SBAS services is currently under procurement, so probity restricts the publication of strict timelines, but all indications remain that the first publicly available services are expected in 2021 as a +/- 10cm Precise Point Positioning (PPP) solution. Further, there are reports that the Japanese-QZSS program will being testing a PPP-RTK service in south-east Australia in Q1 2021 (expecting +/- 5cm in ITRF). Other services such as Beidou (China’s GNSS) and the African SBAS program continue to develop products that will, whether incidentally or purposely, improve positioning capabilities for Australian users. The expectation voiced 10 years ago – that free and open PPP service(s) would provide decimetre-level positioning in Australia by approximately 2020 – are now being realised. Positioning Australia update In order to deliver an improved positioning capability for Australian businesses, GA is establishing the necessary satellite and ground infrastructure to track, verify,

optimise and deliver precise positioning data through its Positioning Australia initiative. Key components being developed in collaboration with Australian jurisdictions and New Zealand include: 1. An operational satellite based augmentation system (SBAS) (Refer to SBAS update above). 2. The upgrade and expansion of the national GNSS reference station network. This includes building new reference stations and integrating existing stations so that modern GNSS signals can be tracked. 3. Establishing a GNSS data analytics capability to verify and optimise positioning signals for users. This will ensure that industry have unrestricted access to both the data, products and software needed for high precision positioning applications. 4. Modernising the Australian Geospatial 1994

Reference System (AGRS) including making the Australian Terrestrial Reference Frame (ATRF) and Australian Vertical Working Surface (AVWS) available. GA and FrontierSI are also leading a project titled ‘Positioning Australia – accelerating industry adoption’, which addresses key underlying research and innovation questions This includes investigating alternative standards and formats for delivering positioning (including geodetic) data. Current approaches will not adequately serve the needs of the new (non-specialist) users, who will emerge because of the rapid growth in the use of existing precise positioning applications as well as the development of new applications. of several innovative technical approaches through demonstrator projects. It is also important that new users can discover, access and use the data and products generated by Positioning Australia. Broad multi-domain standards are important for combining positioning data with data from other domains. Internationally, several groups (e.g. ISO, OGC, and UN-GGIM) are working to define standards which incorporate the FAIR principles (findable, acceptable, interoperable, reusable) for geospatial and geophysical data (including positioning) and metadata. Without the development of the appropriate standards and the message formats and associated protocols, industry cannot properly develop effective user applications based on the Positioning Australia infrastructure and services. Only once these two objectives are complete, and industry awareness and applicability raised through relevant demonstrators, will the value of Positioning Australia be more apparent. This program of work aims to build the underlying exchange formats necessary for wider adoption by industry across

the relevant sectors of the economy, and its resultant promotion will demonstrate the Australian Government and GA’s longer-term commitment to improved positioning services. Indeed, recent collaborations with OGC working groups on deformation grid model(s) and exchange format(s) are on track to deliver working models by early 2021, and potential OGC standards with 9-12 months. Concluding comments In conclusion, readers will observe that the geodetic discipline is directly impacting mass market positioning capabilities and opportunities like perhaps never before. The ever-increasing demand for integrated, compatible and accessible spatial products can only be satisfied by a sound underlying framework of Reference Frames, standards, models and exchange formats, as well as the education required to use these correctly and effectively. The challenges of GDA2020 implementation in Australia have poked and awoken sleeping issues that really now need addressing in order to support all

AGRS upgrades, and the international community is increasing its awareness of and engagement in key discussions to remedy these issues. However, it is still going to be a long time before proper treatment of time dependent datums is accommodated in software and deployed through the technology stack. system that is both versatile and accurate. “We had tried other smaller units and we had to do a grid pattern to try and pick stuff up and get the overall picture,” recalls Alex Munro, Coordinator Materials Testing at City of Gold Coast. “But with the Stream C we saw that with its massive array it does lend itself to quickly capture some good data over larger areas.” “We are in an unusual situation in that the section we are in is aligned with both the engineering design arm of our Infrastructure Delivery branch as well as the construction side of it,” he says. “So, we get involved from investigation through to construction,” he says. “With this equipment, we were looking for it to fulfill a multi-purpose role.” Usually those purposes have centred on the more common tasks of identifying utility services and looking for voids after slab removal. The Stream C, with its massive array and easy to use software, has been perfectly suited for the wide variety of scenarios the materials testing team find themselves in. This system allows for dense data collection with 32 antennas spread across a 1m width. This results in an effective scan interval of 4cm between antennas, which allows for detailed images of underground features such as drains and utilities. But in this instance, they found some very large rocks. “The guys were able to do a 3D map of the things that reflected the signal under the ground. And they related quite well to the large boulders,” says CR Kennedy’s Brad Keane, who consulted on the project. But he says a big part of the team’s success with the Stream C GPR system has to do with the new IQMaps software that he says basically processes data on the fly. “Previously,” Keane says, “you’d have to have an expert stand behind you, and you’d say, hey, can you process the data for us so that we can make the correct interpretation?” But with IQMaps that processing is now removed, as it uses an algorithm that helps run the data directly. “It’s more about producing images you interpret rather than radar data that you then have to work on,” Brad says. “That is what really allowed the Gold Coast team to take ownership of the job and to really roll with it without the need for much geophysics consulting,” he says. “That’s probably what’s really turned the corner for them and allowed them to unshackle.” With the Stream C and IQMaps, the team was able to produce clear scans that picked up at least 19 discrete boulders. The largest one, Keane says, was about

34 tonnes and around 10 cubic metres. “For guys used to working in mines, that might not sound like much but you multiply that out into a 3D space and consider that this was a residential area, it is a very awkward and very difficult project because you can’t just blast them,” Keane says. Alex Munro of the City of Gold Coast says the scans allowed the team to get strategic when it comes to removing these massive objects. “There was one especially large boulder that was causing them grief in the trench for the water main relocation, but as it turned out they did end up getting some geotech advice on that obstacle and ended up being successful using a rock breaker to reduce the size,” he says. “So they just were able to remove that one in fragments.” And now that the team has a complete map showing the location and size of these massive inconveniences, the team has been able to go through with an excavator and pluck out whole boulders and put them to the side. Alex Munro says city engineers are keen to hang onto them as they think they have found a way to put them to very good use. “I understand they are retaining them for potential reuse as rock protection for storm events on our seawalls,” he says.

The City of Gold Coast, like other coastal areas just about anywhere in the world, has seen massive impacts from coastal erosion due to rising seas and swells. Massive boulders like these can help armour the beaches and stem the erosion. So while they were a giant inconvenience for the road crew, they will now be a valuable resource in the fight to protect one of the council’s most valuable resources – its beaches. or more than two centuries, utility services have been buried underground with little thought of how to locate them at some time in the future. As our cities densify, we are squeezing more infrastructure into tighter spaces and the knowledge gap in the location of utility services is holding up progress on future development projects. This has created a market for specialist ’locators‘ who use a range of techniques such as interpreting archive drawings and plans, electronic detection, GIS, ground penetrating radar (GPR), potholing and surveying (total station and GNSS) to identify the position on the surface and depth of various services within certain error margins. Concurrently this need prompted the drafting of the AS5488 'classification of subsurface utility information' standard which seeks to locate existing subsurface utilities and then map where they are for future users. The confluence of high-precision GNSS positioning aided by

CORS networks and more recently multi-GNSS PPP services enables non-specialist users to easily locate points on the surface of the Earth to 10cm or better. What if we could cross reference position, with a database of existing locations of utilities and provide a heads up display for users to visualise these hidden services ‘live’ in the field?

Enter Augmented Reality Well, this is not a new idea. Gethin Roberts proposed this at the FIG Congress in Washington DC almost two decades ago (Roberts, 2002). Various other researchers have investigated this further and recently Trimble Site Vision have released a commercial product that does just this. I was impressed by SiteVision when I first saw it in the flesh at the SEASC2019 conference in Darwin (remember face-toface conferences). I proposed an Honours research project and final year student Vincent Tran took up the challenge with gusto.

Firstly, we borrowed a Trimble SiteVision device for two weeks to take it through its paces. Big thanks to Peter Burgin and Peter May at UPG Solutions for a test drive. It was a very impressive unit leveraging Trimble’s unique RTX technology to provide 4cm level positioning in real-time and displaying a pre-calculated database of underground utility services for demonstration purposes. The device requires the user to measure two points separated by a minimum of 8 metres for orientation, and thereafter a range of features enable the user to easily locate where and how deep services are situated. It really was surprisingly easy to use and gave us some ideas on functionality. Vincent also owns an Android phone and dabbles with programming and suggested that he might be able to code up a similar sort of app - not as slick - but the same basic idea as the Trimble device. This is what an Honours research project is all about, so I encouraged him to pursue this ambitious

goal. Within a week he was able to locate a virtual box in his living room and walk around it. A week later we were grappling with how to take the GPS feed from the phone into the app. The Android GPS provides Lat/Long, so referring to the new GDA2020 tech manual, Vincent was able to convert Lat/Long to Easting/ Northing thanks to the Krueger Lambda series – no small task (refer to chapter 4 of the GDA2020 Tech manual to see the equations in glorious detail). Using CAD, Vincent created a dummy set of underground utilities that would replace the virtual box and could be placed anywhere outside. Applying this app outside, Vincent found that the GPS from the phone was only good to a few metres at best (single point positioning), and as newly updated positions streamed into the app, the whole database jumped accordingly. We needed a better GPS solution.

“We’re going to need a better GPS.” At the time, I was teaching 3rd year Geodesy. This is a course where I try hard to keep up with the latest in GNSS innovations. I was struck by the new EOS Arrow line of multi-GNSS receivers from Canada. They are a compact box with a high-quality external antenna which could Bluetooth to an Android device. The top of the line Arrow Gold seemed like the best option for us, so I jumped on the EOS website in Canada looking for an Australian distributor and low and behold if it wasn’t my old friend, Peter Terrett from 4DGlobal. Peter couldn’t help us enough, lending us his top-of-the-line Arrow Gold device and providing all manner of tips and advice on how to set it up. In no time at all, Vincent was connected to CORSnetNSW and receiving cm-level positioning on the device. The app recognised the www.spatialsource.com.au  25


feature position solutions as if they were coming natively out of the Android device, except now they were accurate to a few centimetres. The device worked even better when Peter reminded us to set it to stream the latest RTCMv3.2 format designed for multi-GNSS not just GPS/Glonass. The initialisation was now lightning fast and the position very stable and reliable even in difficult environments – important for utilities location. With some fine tuning, Vincent had developed a proof-of-concept app that could provide a real time AR environment to locate utilities. Now for a case study.

We consulted former UNSW graduate and now professional Locator, Mitch Bradac and his colleague Timothy Laidler from LocateandMap for some much-needed advice. We

This was a fiddly task and it soon became apparent that the plans were not to scale and were just graphical representations of the locations of the services. Being a student project, we stopped short of digging up the neighbour’s garden to find said services. Some plans located services off the cadastre, but we didn’t know which cadastre. The cadastre changes over time. Others showed their utilities located off fence lines. Every surveyor knows that fences

do not equal boundaries. Some showed depths related to the ground surface but no indication of when, and others stated that their services shared trenches/ channels with other services. It really was guesswork to align all the services and very uncertain. A common theme for all DBYD services is that none took any

liability for the location of their services and none used the new modernised MGA2020 datum and/or AHD heights. This experience highlighted the real problem now faced. The technology is ready. An Honours student research thesis can produce a rudimentary Augmented Reality app to locate services in the field. It is the spatial data locating these services that is lacking.

Releasing the brakes In the recent paper Positioning Australia for the future (2020), Brown and co-authors refer to the European GNSS Agency Market Report which states that location-based services (such as augmented reality, intelligent transport and emergency services) are expected to account for 93.5 percent of future GNSS chipset sales. Further, the Australian economy is expected to grow by an additional $73B by 2030 due to augmented positioning. Poor legacy data is putting a brake on the economy. The AS5488 has gone some way to addressing this, and the current 2019 document will be further revised to add MGA2020 coordinates as a suggested option for all future services located – but what about the access of existing legacy data? What happens to the data that companies like Mitch’s uncover? Is it all commercial in confidence? DBYD is really just a postal service. It is the custodians of the data who have the choice of either providing useful positions for their services to

benefit the wider community – but currently none do. It seems the threat of liability is too high, so the actual location of services remains a mystery. Consider this: The NSW Digital Cadastral Database (DCDB) evolved from manually digitising large scale mapping in the 1980s. Most other Australian states and territories followed, but the resolution in some regions was poor. As the geodetic network and survey techniques improved, it was legislated that surveyors were required to coordinate cadastral boundary corners as part of their workflow by connecting their plans to at least two established survey marks. Nowadays, much of the DCDB, whilst not a legal representation of the cadastre, is survey accurate. The DCDB is one of the most useful spatial data layers because of this foresight back in the 1980s. With the evolution of GNSS positioning supported by the new modernised GDA2020 datum, surely now is an opportune time for some similar governance to be imposed on the location of underground utilities for the benefit of all. The need for geodetic education, training and capacity building

Insights from the Geodetic Reference Frame Competency questionnaire and analysis

I

n February 2015, the United Nations (UN) General Assembly adopted the resolution ’A Global Geodetic Reference Frame (GGRF) for Sustainable Development’. This resolution highlighted the importance of a globally coordinated approach to modernising geodesy, and the mandate for the UN Global Geospatial Information Management (GGIM) Sub Committee on Geodesy (SCoG) to develop a roadmap and implementation plan for an accurate and sustainable GGRF.

A key deliverable of this plan was for national geodetic survey organisations (GSOs) to modernise their geodetic infrastructure and systems, however to support this development GSOs appreciated the importance of establishing the foundations for education, training and capacity building (ETCB) to ensure sustainable operations of their geodetic reference frame (GRF). In order to discover and critically analyse both capacity and

capability needs, the ETCB working group, of the UN GGIM SCoG, created a self-assessment questionnaire that asked national GSOs to examine their present and future competency needs in terms of their national GRF. More specifically, the questionnaire sought to assess the availability of resources, identify gaps in capacity, understand the associated challenges, and to evoke short and long-term solutions to realise a modernised GRF.

RESPONDENTS The questionnaire was open for 22 months, a total of 98 responses were received from a total of 65 UN Member States (Figure 1). Respondents held a wide range of roles and responsibilities, comprising of 71 percent from GSOs; 22 percent from academia; and 7 percent from industry or other. Several countries provided feedback from multiple respondents resulting in a wide range of views affording a broader insight across the various sectors.


Levels of reference frame competency To aid respondent assessments of current and future competencies in their member states, a matrix was generated. This matrix was contained the common necessities of a modern GRF, categorised into four levels with an increasing level of competence, knowledge and knowhow per level. Refer to Figure 2 for a condensed version of the matrix. From the evaluation of responses, several significant statistics and findings were revealed. In particular, a GSO’s current and target competency levels are highly dependent on their size, location, topography and tectonic setting of their member state. The mean current competency level of GSOs is 2.5, and

the mean target level is 3.4, clearly suggesting that most GSOs want to ’upskill’ (Figure 3). It was also discovered that some respondents felt their GSO was already sufficiently competent; whereas others felt that they wanted to increase their competencies by one, two or three levels; and 16 GSOs have attained the appropriate level of reference frame competency but require maintenance of their competency. According to the results, all GSOs have challenges maintaining their current and target competencies in all relevant technologies and techniques as their organisations evolve, considering the typical turnover of staff, budgeting cycles and in several cases, political priorities. From a time perspective,

80 percent of respondents anticipated the necessary duration to improve competency to be within eight years, with 45 percent expecting to need up to four years, assuming resources and plans are delivered successfully and on time. TRAINING NEEDS According to questionnaire respondents, to raise their GRF capability the following priority competency requirements or training needs were identified for each level. Level Competency requirements or training needs 1 Reference frames, geoids; horizontal and vertical datums; and GNSS measurement. 2 GNSS processing; least squares adjustments; implementing a vertical datum; and establishing / maintaining a small GNSS CORS network. 3 Database management; earth / deformation monitoring, datum realisation, geoid determination, high-end GNSS processing, and establishing / maintaining a large GNSS CORS network 4 High-end GNSS and geodetic data analysis; reference frame and geoid determination; gravity, DORIS, InSAR, SLR, VLBI measurement, processing and analysis. The major categories of challenges to GRF competency were identified institutional; capacity building/training and educational; and resource-related barriers.

Institutional challenges – A lack of organisational ability (experience / knowledge) and support (fiscal and political) to justify the establishment and on-going maintenance of geodetic infrastructure and systems. As a consequence, outsourcing was a preferred option, especially when there is a desire to establish a GRF quickly, in lieu of learn how to do it domestically. Capacity Building / Training and Education challenges – Identifying and prioritising the skillsets, and the most appropriate person(s) to attend relevant training and workshops. Also, even though many ‘experts/specialists’ are available to provide training on core competencies, there is no formal system to access this capacity or support the ‘providers’. Barriers to increasing competencies – Include: a lack of resources pertaining to budget (fiscal and personnel allocation), equipment, software, geodetic and www.spatialsource.com.au  29


feature supporting infrastructure. Training and educational institutes and facilities were often deemed lacking, as were a deficiency of policies, legislative basis, and an absence of support or will from decision makers. SOLUTIONS To address the findings of this survey, four categories of solutions were determined, focusing training, resourcing, academic or international organisation-based education, collaborative knowledge exchange, and forming alliances. Based on direct feedback given to the survey and subsequent analysis, a number of possible solutions are proffered. Training to raise GRF competencies – Primarily in the areas of: improved tertiary (pre-Level 1) education on surveying fundamentals; establishing, operating and maintaining a CORS network; and increased Level 1 & 2 training on geodetic theory and implementation (covering determination and computation of RF, geoid and transformation parameters; height modernisation; network adjustments). Resourcing solutions – A capacity development and resourcing plan to: increase personnel, investment, training, scholarships and grants from national sources as well as external assistance (preferably facilitated by a “centralised” group); improve awareness of funding options, eligibility and access mechanisms from national and international sources; and introduce mechanisms for succession planning of staff and participation in regional capacity development events and workshops.

Academic and international organisation-based education solutions – More resources for and coordination of information sharing / exchange events led by ETCB, academia, GSOs, and partners that focus on: advocacy and benefits of a GRF to decision makers, stakeholders and community; data sharing; regional core competencies, new GNSS and geodetic technologies, applications and systems; and learning / training / reference mechanisms that are widely accessible, easy to discover, intuitively usable, and interchangeable. Collaboration and knowledge exchange – Augmented capacity development workshops (such as Reference Frame in Practice seminars convened since 2013) detailing the technical or operational aspects of – GRFs, establishment and maintenance of CORS infrastructure; standards and practices, interoperability and integration, sharing geodetic and geospatial data. INCREASED REGIONAL ALLIANCES To address the administrative (and political) geospatial and GRF challenges or specific social and environmental topics in South East Asia and the Pacific Islands, regional meetings amongst Member State GSOs, development partners (i.e. FIG, IAG, UN OOSA ICG, Geoscience Australia, LINZ) and professional organisations (i.e. SSSI, SSNZ), have been a pathway to moderate success. Participants from these groups have facilitated a significant number of high level forums for decision makers on the importance of strategic and operational planning to develop geodetic

and geospatial communities (such as Pacific Island Country Territories); and the advocacy of geodetic and geospatial information to resolving and managing the impacts of climate change / sea level rise, and natural disasters such as cyclones, earthquakes and tsunamis. In addition, there have been interactive discussions on capacity and capability assessment, analysis and planning for leaders, as well as workshops on education, and training frameworks in relation to geodetic datum modernisation activities. To compliment these, seminars were organised to explore novel or webbased means of engaging with the private sector, academia and independent experts to provide advice, and support. IN SUMMARY Evaluation of the questionnaire responses, provide four significant considerations to successfully develop the capacity and capabilities for a sustainable GRF: 1. Continue building capacity for GRF competency, especially in those GSOs in developing countries with limited resources. 2. Continued contribution from developed countries to support GSOs in developing countries at the regional, national and global level. 3. Increased demand for a global ETCB facilitator to collate requests, arrange resources such as trainings, in-country workshops, technical reviews, and be responsible for ensuring stronger coordination and sustainable collaboration between those organisations who provide these resources now and in the future. 4. Considerable objective feedback and insight was created for the UN-GGIM

SCoG to use in its ongoing activities striving to deliver worthwhile benefit and continuous long-term impact.

Institutional challenges included a lack of organisational ability in terms of experience and knowledge, and a lack of fiscal and political support to justify the establishment and on-going maintenance of geodetic infrastructure and systems.

NEXT STEPS Moving forward, GSOs would benefit from an independent holistic evaluation of their current competencies, current and future resources; and alignment and harmonisation of their target competencies with their organisational or national strategy, vision and outcomes. Upon completion of this analysis, a capacity development plan (CDP) for the GSO is recommended. Furthermore, geospatial and geodetic CDPs should be part of a country’s action plan towards sustainable development, and established in consultation with other regional member states, and all sectors of industry. CDP initiatives for National GSOs should also incorporate the concepts of the UN GGIM / World Bank Integrated Geospatial Information Framework (IGIF). As one of the nine strategic pathways of the IGIF, ’Capacity and Education’, is an integral component to achieve a country’s geospatial information management, governance, technological and people outcomes. Likewise, the ETCB working group has recognised from the aforementioned global survey results, that regional cooperation is an integral and necessary

step towards building an appropriate networked solution for a sustainable GGRF. Future activities will include building new regionally focussed surveys and resource inventories in close consultation with other UN GGIM regional groups, key stakeholder organisations like IAG, FIG and UN OOSA ICG, as well as representatives from academia, and industry. Finally, ongoing advocacy and support for the UN GGIM and SCoG establishment of a Global Geodetic Centre of Excellence to - enhance global / regional cooperation and coordination; strengthen geodetic infrastructure; ensure geodetic data is “Findable, Accessible, Interoperable and Reusable” in line with standards, policies and conventions; generate sustainable education, training and capacity building planning and programs; and to promote the importance and value of the GGRF as the underpinning layer of geospatial information and evidence based decision making. n All authors are members of the Education Training and Capacity Building working group of the UN GGIM Sub Committee on Geodesy. Time is honey Predicting future honey harvests using remote sensing and weather data

West Australian researchers and industry partners taste sweet success as a new model predicts good marri honey harvest years with 90 percent accuracy. Read about the approach and the opportunities it presents to other regions, species, and in the assessment of ecosystem services.

H

oney yields vary significantly between years. Production depends on a wide range of factors, including flowering, weather, bee genetics and hive health and nutrition. New research has investigated whether machine learning can be used to model the interaction of these factors to predict honey harvests. The results are promising, says lead researcher Tristan Campbell, PhD candidate at Curtin University. “We’ve successfully modelled a key nectar source for honeybees in Western Australia, the Corymbia calophylla (marri), which produces a high antimicrobial honey variety with significant economic value,” he said. “The model uses a combination of weather data and remotely sensed vegetation data as well as sap flow meters to assess the physiological impact of daily and seasonal climatic conditions on marri tree activity. It doesn’t include all the variables that influence production, but we plan to incorporate hive data in coming seasons.”

November weather the key for harvest forecasting One of the key findings of the work is that honey harvests depend a great deal on the weather at certain times of the year. For example, Tristan Campbell’s fellow researcher Professor Kingsley Dixon says that a cool November indicates a potentially good harvest in February—the main honey flow period for marri trees. And a hot dry January typically means a poor harvest. “Good honey harvest years can be predicted to 90 percent accuracy just using November average daily maximum temperature and January evapotranspiration data. Or 75 percent accuracy with just November temperature data,” he said. “As an apiarist myself, such a model provides the first reliable predictor of a good season two months ahead of time, allowing time to prepare equipment and establish new hives for the coming season.”

On ground and space-borne data sources 115 datasets were used in the modelling. In addition to a range of weather and climate variables from the Bureau of Meteorology, numerous remotely sensed indices of vegetation were used. These included data on vegetation productivity, photosynthesis, heat exchanges, evapotranspiration and flowering, as well as indices of vegetation greenness and structure. All the remote sensing data products were sourced via the NASA/USGS AppEEARS service, but vegetation height and structure data delivered by TERN and its partners at the Joint Remote Sensing Research Program were used to provide important contextual information (see Figure 1). Adaptable to other regions and other ecosystem services While the study focused on honey production from a single species, Tristan Campbell’s PhD supervisor, Dr. Peter Fearns, said that the approach has been designed from the start to be adaptable

and could be easily applied to other regions and species. “Our method uses openly available remote sensing data, so it could foreseeably be applied to other regions where on-ground weather station data and honey harvest data are available,” he said. “Even without on-ground weather station data, online weather data portals that combine data from multiple weather agencies around the world, like the Royal Netherlands Meteorological Institute’s Climate Explorer tool, could be used.” In addition to the prediction of honey harvests, the approach used in the research may be applied to predicting ecosystem services and health as well. This may include forage availability for nectarivores to predict ecosystem resilience for upcoming seasons, or for species that rely on pollinated fruits and nuts, such as the endangered Carnaby’s Black-Cockatoo (Calyptorhynchus latirostris), that relies on nuts from the marri trees that were the target of the research to date. Tristan Campbell says that over the

coming seasons, data will be collected for other plant species to develop similar predictive models for other honey harvests. Future models will further incorporate TERN-delivered vegetation height and structure data. With the assistance of the Bee Industry Council of WA (BICWA) and ChemCentre, a web portal has been built that apiarists can use to access forecasts and make highly informed management decisions. The beta-version of this portal is currently undergoing testing by the industry and is due to be launched in late spring 2020 (see Figure 2). Q&A with Paul Digney For our final issue of the year, we sit down with president-elect of the Surveying & Spatial Sciences Institute, Paul Digney. DB: Paul, congratulations on the new role as SSSI president. As a figure with a storied history in our industry, many of our readers will know you – but many won’t. Could you briefly introduce yourself?

PD: As I have been part of the surveying and spatial industry now for well over 30 years, I am sure countless readers, many whom I have worked with or met along the way will know who I am. For those who don’t, I am passionate about our profession and it’s difficult to think of a time in that last 30-odd years that offers more opportunities and rewards for those who are or want to become part of it than right now. Regards my professional journey, as a kid I had always wanted to travel so joining the Navy as a brash 17-year-old seemed like the right choice. Little did I realise that my choice of becoming a Survey Recorder as part of Royal Australian Navy’s Hydrographic Branch would start me on a career path that would take me all around Australia, its Territories and the world. I spent my first six years undertaking various hydrographic surveys on HMAS Moresby, spending most of that time in Northern Australia. After leaving the Navy I completed a Land Surveying Degree at the University of Tasmania. After graduating I joined Geoscience Australia

- formerly the Australian Surveying and Land Information group (AUSLIG) in 1998 where I spent another six years as a geodetic surveyor working on the Australian Regional GNSS Network during its early development and expansion. After leaving GA I returned to Tasmania and after a short stint with Sinclair Knight Merz (SKM) doing mostly consulting engineering surveying work I left to pursue my registration where I spent three years completing a range of Crown Land Surveys across Tasmania with the Office of Surveyor General (OSG) – Tasmanian Government, becoming licensed in late 2009. Since that time where I decided to move back into consulting I have been with Jacobs (Acquired SKM in 2013) for the last 10 years in Melbourne And Tasmania where I am currently the ANZ Technical Director for Data Capture (Survey) where I am able to apply the experiences and insights gained over many years. I have been involved with SSSI during much of my professional career joining the local Tasmanian regional committee in the early 2000s and have served as Mining & Engineering Surveying commission representative for much of that time, leading up to my recent roles as the Tasmanian Director & President-Elect.

DB: Let’s get right to the heart of the matter – what does the SSSI mean to you? What are its core strengths and essential functions?

PD: For me having worked and contributed to our industry now for many years. SSSI has and continues to play an important part in my professional career and development. SSSI helps define me as a professional. My view is that professionalism means working and behaving in such a way that others think of them as competent, reliable and respectful. However, you cannot simply learn professionalism solely by reading a textbook or going to a lecture it’s not a skill but a collection of attributes which need to be developed over time. Being a member of SSSI has provided me with the opportunity over time to understand and develop these attributes. For me the core strength of SSSI is the quality and commitment of the people who are involved. The Institute continues to build on its reputation and brand both locally and internationally as Australia’s peak body representing the interests of surveying and spatial professionals which in no small part is due to its people. DB: It’s been one of the most challenging years in many people’s living memory. What are your observations on the relationship of the spatial industry to calamitous world events (Covid-19, the bushfires)?

PD: No doubt the events of the last year have had a significant effect on all of us in so many ways, impacting not only the way in which we live and go about our lives but also how we work, with many of those changes likely here to stay. I think though in response the spatial industry has looked to act swiftly and collaboratively. A clear example of that was the SSSI National Bush Fire Recovery Map-athon, which was held in early February of this


year this was organised in response to a significant amount of interest and concern from the surveying and spatial sciences community about what could be done to help Australians affected by the bushfires and in need of assistance. My observations overall though are that whilst our industry to some extent has been affected by the pandemic, we have fared much better than other sectors such as tourism for example. In-fact we have an important role to play as the pandemic continues to unfold with governments and authorities relying on measures that are inherently spatial in nature, such as quarantining, contact tracing, and social distancing.

creative ways to continue to deliver our member services, which has led to moving a lot of the professional development and member meetings online. In terms of priorities, SSSI conducted a member survey in April of this year to better understand how Members are faring during the COVID-19 Pandemic, and how it can continue to support and improve their professional needs during this difficult time. Whilst the response was limited it did reveal that members still value the importance of CPD, advocacy and member connectedness and related services, but there was also a growing worry around job prospects and economic sensitivity.

DB: Drilling down, how have you seen organisations and people close to you be affected and respond?

DB: With that in mind, what do you see as key priorities for SSSI?

PD: From what I have observed, I think most organisations have responded to this crisis in a very similar manner, adapting quickly and establishing workplace measures to ensure the safety of their employees. With travel being restricted and people being isolated to working from home businesses have still been able for the most part to continue to operate effectively using online and virtual platforms to stay connected and sustain a reasonable level of workplace continuity. In both my roles at Jacobs and with SSSI I am constantly speaking with people all over Australia, and whilst I think to a large degree we have all been impacted in a similar way, its clear that as this pandemic has developed approaches from individual jurisdictions and the shutting of borders has meant that in time the effects differ depending on where you are located. Certainly, here in Tasmania our lives are starting to resemble some form of the pre-COVID normal, with restrictions easing and borders reopening. I contrast that with Victoria and especially Melbourne where thankfully they will hopefully start to get back to that level which I think will have a significant positive impact on those affected. DB: What kind of support and reinforcements can peak bodies and industry associations provide in such circumstances? How might they change the priorities for the SSSI?

PD: I think that professional bodies can play an important role during such times. A clear example of that has been SSSI successful webinar program that has attracted enormous interest from members and the broader spatial community right across the country and overseas. With many of the face to face events cancelled SSSI has had to find

and thank the contribution of all those who have been involved with SSSI throughout 2020. In particular the efforts of our outgoing president Dr Zaffar Sadiq Mohamed-Ghouse who has demonstrated such enduring leadership, particularly over the last 12 months navigating what has been clearly the most unprecedent of times to position the institute where it has become more relevant, valued and stronger. DB: Many thanks for your time, Paul – and congratulations again. n

PD: I think that whilst this last year has been very challenging it has presented the opportunity for SSSI to reflect and consider what are its core responsibilities and priorities for our members and the profession it represents. In terms of what those key considerations are I would suggest it’s a combination of focusing on the core services we provide to our members, such as vastly increasing the amount of content that members can access online, including an ambitious plan for online CPD and learning, that has since been well publicised, recognised and respected. Complemented with that is reviewing and enhancing our existing professional certification programs. Other priorities include continue working to establish stronger connections with other likeminded associations and organisations and establishing strategic partnerships with government, corporations, the research community and academic institutions along with international bodies. Enhancing our collaboration through MOUs provides our members with the best possible content for them to improve and grow their knowledge and competitive edge. DB: Is there anything else you’d like to add, as a chaotic 2020 draws to a close, with the dawn of a new year imminent?

PD: Like I’m sure has been for all your readers, it has been a particularly challenging year that has carried with it many difficult periods. I think though in many ways it’s been the strength of the spatial community to come together and the willingness of friends and colleagues to freely reach out and support one another that has enabled us to endure throughout. new products DJI announces LiDAR and full-frame imaging payloads Announced at INTERGEO 2020, the DJI Zenmuse P1 and DJI Zenmuse L1 represent a new level of commitment to surveying applications — the latter being the first LiDAR module to be launched by the industry giant. DJI claims its new LiDAR unit can collect 240,000 points per second at a detection range of 450m, generating colourised point clouds automatically with the help of a 1-inch CMOS sensor and 20MP camera, high accuracy IMU and 3-axis mechanically stabilised gimbal. The LiDAR sensor is a Livox module with a 70-degree FOV, supporting line scanning and a non-repetitive scanning mode, proprietary to Livox, which covers an area of interest quickly by allowing the sensor to capture in any direction instead of a defined plane. The freshly-launched Zenmuse P1 is also a first for DJI, the firm’s most powerful optical payload for geospatial applications, featuring a 45MP, full-frame, low noise, high sensitivity sensor. It is

also of course on a 3-axis gimbal, supports interchangeable 24/35/50mm fixed-focus lenses. DJI claims the Zenmuse P1 is accurate to 3cm horizontally and 5cm vertically without ground control points, and is capable of capturing over three square kilometres in a single flight aboard a Matrice M300.

Virtual Surveyor adds curb and gutter mapping The drone surveying software suite adds useful new functionality in latest release. The company says that the new feature allows users to create lightweight CAD models of curbs and gutters along streets and other built up areas from UAV-derived orthophotos and elevation models. Critically, it allows curb heights taken in the field to be entered as offsets starting from the back of the curb, then extrapolates top and bottom values along the length of the curb and gutter — extending under overhanging objects and mapping geometry around corners. “Accurately mapping the height of curbs and geometry of gutters is critical for modeling the flow of water away from streets and other pavement surfaces into drains and dewatering infrastructure,” said Virtual Surveyor CEO, Tom Op ‘t Eyndt. “The new capability maps the existing curb and gutter configuration as a baseline for planning reconstruction or repairs of streets and sidewalks.” The new feature headlines a list of improvements in Virtual Surveyor 7.6, including improved outlines and mapping for circles and rectangles, automatic interpolation of elevation between vertices, and user interface improvements.

Leica launches pint-sized smart antenna, Zeno FLX100 Leica Geosystems has announced the newest member of its Zeno mobile field data collection suite, a handheld, centimetre-accurate GNSS antenna. Leica’s tiny new Zeno FLX1000 is intended to partner with the Zeno mobile app or Zeno Tab 2 tablet as a handheld capture system, but can also be used with other capture apps via the Zeno Connect interface, and mounted on a pole for higher accuracy. The device measures 136 x 78 x 30mm, and weighs in at 313 grams, with a battery life over 20 hours, IP67 dust and water protection, and drop resistance up to 1.2m, according to Leica. Pricing and availability has not been formally announced, but it is anticipated to be available in Australia by the end of 2020, and will be available through Australian distributors for Leica Geosystems, CR Kennedy.


Nextcore launches RN100 UAV LiDAR unit Nextcore burst onto the Australian market in 2018 with a LiDAR sensor for UAVs with mouth-watering performance, but without the eye-watering price tag. The firm has just announced its new sensor, which incorporates the latest inertial navigation system from Australian company Advanced Navigation, the Certus Evo. Nextcore claims that their implementation of this IMU with the Quanergy M8 Ultra laser scanner allows the system to be flown at higher altitudes than previous units, reducing scanning time and increasing the safety margin between the drone and obstacles on the ground. Ashley Cox, COO of Nextcore said that the firm prides itself on is its heritage in operating this equipment in real-word situations. “Our goals aren’t to achieve nice specification sheets but to produce reliable and realistic results at a fraction of the cost of comparable units,” he said. “Our team have now achieved a breakthrough in recording accuracy and speed in the RN100, while maintaining the same packaging and total 2.2Kg weight.”

Leica overhauls total station range ahead of anniversary

Condor V8-PPK to take on DJI’s M300 Klau Geomatics has partnered with a coalition of Germany RPA companies to develop the flagship Condor V8-PPK mapping drone. Hot on the heels of DJI’s first dedicated geospatial payloads, this best-of-breed package may appeal to those that don’t want to buy into DJI’s proprietary ecosystem, but still want an integrated outof-the-box solution. The new drone is a joint project between German UAV firms Videographics GmbH, CONDOR Multicopter & Drones GmbH and CADmium GmbH and Klau Geomatics. Based on the CONDOR BOS-DRONE-V8 airframe, the V8-PPK features the Australian KlauPPK GNSS system and Sony RX1RII (42MP, 35mm) or Alpha 6000 (24MP, 16mm, 20mm) cameras. The camera/lens combinations are delivered pre-calibrated, with calibration data provided. The CONDOR base drone is an octocopter with a carbon fibre monocoque chassis, featuring a Pixhawk PX4 flight controller and a battery with a dual Li-on power source, which Klau says yields flight times over 30 minutes when loaded with a Sony RX1RII and KlauPPK unit. The aircraft is controlled by a Herelink radio control system offering 2km range and integration with mission control systems, including UgCS.

Ahead of a significant milestone, Leica Geosystems has announced upgrades to its entire range of automated total stations, including new models. The veteran survey instrument firm has announced that single-button-press height measurement is a standard feature on its TS13, TS16 MS60 and TS60 models, as well as a tracking feature for fleet management and theft deterrence. Leica’s announcement comes in anticipation of a 100-year milestone for its parent company, Wild Heerbrugg AG. Leica’s announcement also highlighted the newbies in its total station range, the mid-range TS13; the top-spec T16, the TS15’s successor and TM60, aimed at 24/7 monitoring applications. The TS16 has Leica’s DynamicLock as an option, and comes with the ATRplus AI-driven auto-targeting — a feature that the monitoringfocused TM60 can engage at distances up to 3,000m.

W

e are coming to the end of what has been an unprecedented year where most of us have had to endure and deal with a range of unforeseen challenges and disruptions to our daily lives. I am sure everyone is looking forward to a well-earned break over the Christmas /New Year period and have optimistically set their sights on a much more positive new year. Given this is my first report as the incoming President I would like to take the opportunity to acknowledge how thankful and honored I am to be given the privilege to take on this role to lead the Institute and to serve our valued members and partners. I would also like to express my gratitude and thanks to our immediate past President Dr Zaffar Sadiq Mohamed-Ghouse who has led the Institute with integrity, honesty, passion and commitment over the last two years during a period of significant change and upheaval. He has positioned the Institute to be more relevant, valued and stronger. This achievement has also been as a result of the strength and dedication of the broader SSSI family, which includes the CEO and our valued staff, current and past board members, region and commission leads and our member volunteers – thanks to all for your contribution. Before looking forward to what 2021 will offer I would like to take some time to reflect on the previous 12 months and acknowledge the achievements that have been made. In terms of major events and initiatives there have been several standouts, these include the National Bushfire Recovery Map-a-thon which was held in February this year involving over 500 industry participants within Australia and overseas resulting in the provision of vital bush fire affected feature data and information assisting in the recovery from this disaster. We also followed this up with the recent SSSI FireWater Map-a-thon which focused on collecting data on water infrastructure. This year’s YP Mentor program is another example of some of the great work and demonstrated value delivered to our members. The program attracted nearly 200 participants, with near equal distribution between mentors and mentees and with a high degree of diversity across all the respective SSSI commissions, levels of experience, age and experience with a survey of participants indicating an exceptional 91% overall rating of satisfaction for the program. The following

pages give a fantastic pictorial overview of the outcomes of the mentoring program. The other notable achievements for the year have been the national SSSI webinar program which has delivered over 60 webinars with more than a 1000 people in attendance along with the virtual conferences which have replaced the majority of our annual State based events. It has revolutionized the way in which we are delivering our CPD, knowledge sharing and networking opportunities and is clearly resonating with our members and the broader profession. Additionally as part of our strategy to build and strengthen productive partnerships, SSSI has signed a number of significant MOUs with other national and international industry organizations and associations, notable signings include; Open Geospatial Consortium (OGC), Australasian Hydrographic Society, Association for Geographic Information (UK) and Pacific Geospatial and Surveying Council (PGSC). In terms of the new year, there is still a large degree of uncertainty as to what events and other activities can be undertaken. What we can be certain though is that SSSI will continue to maintain its focus on delivering to our members the valued events and activities which offer opportunities for learning and networking. We have been overwhelmed this year by the support from members and our sponsors in holding our regional conferences as virtual events and they provided a great practice run for Locate21 – our first ever hybrid national conference. As much as we hope our members can join us in Brisbane, we are pleased to offer our members who may not be able to travel the opportunity to attend the premier geospatial event in Australia. The Year in Review: Hydrography

020 is just about at the end, it would be an understatement to say this year has been different, challenging, even un-precedented. However, I would rather focus on the achievements of the year than the obstacles that were put in our way. This is a wrap of the last 12 months of activities within the SSSI Hydrography Commission and wider hydrographic community and has been written in collaboration with the commission’s communication representative Jennifer Brindle. This year saw the introduction of the Hydroscheme Industry Partnership Program (HIPP), the program aims to develop an enduring partnership between government and industry to deliver the national charting program. Under the program, industry will collect and process hydrographic survey data for nautical charting and safety of navigation purposes. The HIPP is the most significant activity in the Australian Hydrographic sphere since the creation of the Australian Hydrographic Office (AHO) 100 years ago this year. The AHO is responsible for an area covering approximately one eighth of the world’s oceans and seas from Antarctica to Torres Strait. In addition, assistance is given to pacific island nations such as the Solomon Islands and Papua New Guinea. Congratulations to the AHO for rolling out this program under extremely trying circumstances, they have had to undertake a large shift in the way they do business. They have taken up the challenge to align the AHO expectations with industry capabilities all while being chronically understaffed. As the program matures, the hydrographic industry will be developed with confidence to introduce new technologies to further improve data collection volumes and time frames. The SSSI Hydrography Commission has continued to work in the background to develop new initiatives for members and assess CPD for certified surveyors. A commission working group has developed the Hydrographic Mentoring program where certified Level 1 and 2 surveyors can volunteer to mentor younger surveyors and assist them in their career aspirations and applications for certification. The activity to address the definition of Hydrographer within the Australian Bureau of Statistics is ongoing, this is important for the future of the industry

and development of a national pay award for Hydrographers who currently sit under the Survey Award that does not capture the unique challenges of the Hydrographic Profession. The Commission will take up the challenge to engage with training organisations to deliver hydrographic training packages. A syllabus that is aligned with S-5B has been developed and is currently available on the training. gov.au website under the National Water Training Package. The introduction of the HIPP has highlighted the need for more hydrographic surveyors and this can only happen if Australia introduces local hydrographic training. Additionally, early engagement with school leavers, TAFE and university students is required to raise awareness of the profession, it is also particularly important to attract females to the industry with positive experiences from current female hydrographers. The commission will be calling on input from women in the industry to increase the representation of women within hydrography. The Australasian Hydrographic Surveyors Certification Panel (AHSCP) has continued the activity of assessing applicants for certification. The introduction of the HIPP has most likely driven an increase in the number of applicants, in fact last meeting saw a record number with a total of 13 applicants to be assessed. A working group has been formed to review courses to assess suitability to be considered an allied discipline under the current AHSCP Guidelines. This will assist the panel in assessing the educational element of an applicant’s submission. Outside the HIPP, the hydrographic industry continues to be quite buoyant, and ports continue to undertake regular survey operations for navigational safety of the ports to support the nation’s trade and other maritime activities that rely on safe passage through our ports. Over the next 12 months the Commission aims to increase the awareness of the industry and profile not only to students but to all industries that are suppliers and users of hydrographic data. SSSI FireWater Map-a-thon E arlier in the year, in response to the national bushfires which devastated many parts of Australia in late 2019 – 2020, the Surveying & Spatial Science Institute (SSSI) called upon the surveying and spatial community to participate in the SSSI National Bushfire Recovery Map-a-thon to help map burnt buildings in regional Victoria and NSW and Kangaroo Island, SA. The data collected was used as a guide for recovery efforts. Due to the success of the initial Map-a-thon held earlier this year, SSSI’s Disaster Management and Recovery Special Interest Group (DMR-SSIG) organised a second map-a-thon - the SSSI FireWater Map-a-thon. This was held in late October 2020, with the focus this time on bushfire preparedness. The geospatial community was called upon again to assist in the mapping of static water infrastructure. During bushfires, firefighters often have difficulty sourcing water. In some regional locations’ mains water may not be accessible to fight a major bushfire. Static water supplies, such as swimming pools, tanks and dams, are vital sources of water for firefighters. The focus of the SSSI FireWater Map-a-thon was to map swimming pools, water tanks and dams on Kangaroo Island and regional Victoria.

The data collected from the Map-a-thon will be used for two purposes: 1. Data collected will assist in improving the accuracy and completeness of the foundation spatial data used by emergency management. 2. The Growing Data Foundation has created a web application called FireWater, which shows how low-cost, long range radio technologies (LoRaWAN) and open GIS mapping systems can be used to provide real time water source data to onthe-ground fire crews. Data collected during the SSSI FireWater Map-a-thon on static water infrastructure will be used in the App. The SSSI FireWater Map-athon was a truly collaborative initiative between private industry, government and NGO’s. NGIS Australia set up all the project sites and nearmap generously supplied high resolution aerial imagery where available, which enabled participants to effectively map the water infrastructure within the OpenStreetMap (OSM) Platform and Hot Tasker Manager. SSSI’s Young professional network and the International Federation of Surveyors (FIG) network provided training support to our mappers. The work was supported by GeoScience Australia, Department of Environment, Land, Water

and Planning (DEWLP) in Victoria, VicMaps and the Intergovernmental Committee on Surveying & Mapping. Prior to the event, over 403 geospatial professionals from around 45 countries came together to participate in this 24-hour Map-a-thon. Figure 1 shows the location of those participating in the Firewater Map-a-thon, as well as the Bushfire Recovery Map-a-thon (held earlier in the year). It truly is a global effort. The Map-a-thon ran for 24 hours to accommodate all the various time zones and people could map for as long as they wanted to. For the map-a-thon, the total area mapped was 515,000 hectares with over 37,000 edits made. The total number of new infrastructures captured was 37,000. The DMR-SIG recognised early, that mapping the static water infrastructure for the whole of the nation was a significant challenge. Australia is a vast country,

and water tanks, swimming pools and dams are part of our iconic and changeable landscape. For this reason, the committee participated in the recent ‘Maxar Challenge’ to develop and test a ‘deep leaning’ training model and advanced workflows to detect the location static water sources automatically using machine-learning algorithms. This training model has now been developed and the next step is ‘model tuning’. The data collected and validated by volunteers during the map-a-thon is perfect for training data, and the features identified will be used to improve the model. This initiative demonstrated how SSSI was able to bring together the geospatial community, private industry and government to gather meaningful data which will assist in preparing for the upcoming bushfire season.
