But I definitely think it’s worth bringing up, because this is the one place where pretty much everyone comes together. It’s a time where people can see the latest products, pick up tips from the experts and learn about important changes in the industry. But most of all, it’s where people can catch up with old friends (or make new ones) and discuss what’s important, share a drink or a meal, and generally enjoy themselves while conducting some profitable business. During the show I get to talk to many visitors, and one thing that often comes up is how many people feel at home in this industry, and how they feel the show is a bit like a family reunion. As with all families, that doesn’t mean everyone always gets on one hundred per cent with everyone else. But they still want to be part of the gathering. The other thing that always comes up is that there is always something new to learn – sometimes it might only be one thing, but it could have a crucial impact on their business. SPLASH! is held every two years and I think that’s also part of its success. Over a two-year period there are certainly plenty of new products and ideas that most people won’t have seen. And this year is looking like being the biggest and best show yet. As well as all the usual exciting exhibits, seminars and side events, there’ll be the first World Aquatic Health Conference ever held outside the United States, and the first SPASA Australia Awards Gala ever held, including the SPLASH! Environmental Awards and the SPRAA Awards. I’m very much looking forward to it, and I hope you are too. If you see me wandering around, please say hi and let me know what you think about the show, the magazine or anything else that’s on your mind.

Swimming pool training facility breaks new ground On April 28, pool care franchise network PoolWerx unveiled a $250,000 specialist pool and spa technical and retail training centre in Brisbane. PoolWerx says this facility is one of a kind and will provide an excellent environment for world class practical and theoretical training in pool and spa maintenance and retailing. The centre was officially opened by Federal MP Teresa Gambaro. The opening coincided with the announcement of PoolWerx’s successful application for new Queensland Government User Choice Funding to train more than 100 Queensland pool technicians in the Certificate III in Swimming Pool and Spa Service from July 1. The 100m² facility provides a unique 360-degree view of commercial and domestic equipment installations including two working full-size pools and a spa. It also contains a retail store that allows participants to be trained in sales techniques, merchandising and POS management. PoolWerx CEO John O’Brien

says the training centre was a critical step in improving national pool and spa care standards. “Despite more than 10,000 operators in the pool and spa care industry, many are untrained and unqualified because there has never been a qualification recognising their expertise and professional skills until now,” says O’Brien. “Our network alone represents more than 10 per cent of pool and spa care operators in Australia, so we’ve been an

instrumental driver in the development of the Certificate III and Certificate IV in Swimming Pool and Spa Service qualifications. “We now have an advanced training centre that gives us a significant boost to enhance the delivery of these courses to our network by providing a greater depth and breadth of hands-on training.” O’Brien says that this means people who enter the pool and spa care industry through

PoolWerx will receive the best training on offer and receive a nationally recognised certificate giving them a boost at the start of their journey. While there are no legislative requirements to hold a certificate yet, O’Brien says PoolWerx was working towards establishing minimum industry skill standards and licensing requirements for operators. “What we’re aiming for is highly skilled and more experienced pool and spa technicians working in the industry for longer and improvements in overall provision of services to pool owners.” A large number of industry representatives, swim safety ambassador Laurie Lawrence, State MP Saxon Rice and the SPASA Qld CEO Adrian Hart were present at the launch. The facility was supported by a number of industry suppliers including Aquarius, AstralPool, Hayward, SignRight, D&D Technology, International Quadratics, Vendart, Zodiac, Abgal, Newline Products, Spa Electrics and Sunbather Technologies.

Residential market improves for fourth consecutive month

For the fourth month in a row, swimming pool development approval (DA) numbers have risen when compared with 2013, with reported pool DAs January-to-May showing a nine per cent increase. However, insurance data suggests Queensland is improving at a faster rate than the DA data shows – possibly due to the fact that Queensland councils are reluctant to provide DA information – so the situation could actually be even better than it appears. For example, the May figures show Queensland down by 38 per cent compared with May 2013. Yet Watertight data from SPASA Queensland shows an increase of 30 per cent for May, and an overall increase of 87 per cent over the past 12 months. This is compared with DA data showing Queensland is up by 13 per cent over the past 12 months. Report: pools can add great value to homes A recent study of house values in Melbourne’s inner east has come back with the welcome news that the addition of a swimming pool can increase the home’s sale price by up to a third. An earlier survey by PoolWerx came back with the findings that 90 per cent of pool owners believed a swimming pool added value to their property. This latest report by buyers’ advocate Secret Agent has confirmed those findings, suggesting that a swimming pool can greatly increase the value of a property – even by as much as half a million dollars. Secret Agent looked at three-, four- and five-bedroom houses sold between 2010 and 2013. The report says that “swimming pools can add anywhere from $97,118 (6.61 per cent) in Camberwell to $530,017 (33.27 per cent) in Kew to the value of a house.” Property valuer and adviser David McCrae of McCrae Property says: “Typically a 3-metre or 2.5-metre-wide by 7- or 8-metre

This increase in value is due to a swimming pool’s aesthetic charm, recreational appeal and improved lifestyle potential.

SPASA Victoria has picked up the report and ran a media campaign to get the word out. CEO Brendan Watkins says they always knew investing in a pool was a great lifestyle choice, but this report provides proof it is also a good financial decision. “Families consider their outdoor living spaces to be as important as indoor,” he says. “We are an outdoors nation and we love to entertain around the BBQ and pool in summer. It’s all about living a healthy lifestyle in the sun.” The report concludes that for the right property and location, a pool can be a wonderful addition as well as a way to add value to a residence. Meanwhile, the RBA’s Luci Ellis has launched a report on housing finance, pointing out amongst other things that even though Australia has exceptionally low housing density, the rise in inner city housing prices is likely to continue. Survey shows Aussies switch off in winter The 2014 PoolWerx Winter Pool Care Survey revealed more than half of Australian pool owners “switch off” on pool care during the cold season. The research showed 53 per cent of Australians failed to maintain their pool throughout winter. PoolWerx CEO John O’Brien says this often resulted in unexpected costs of up to $1000 come the start of the swimming season. “Many pool owners forgo regular winter pool care because they think they’re saving money, but they’re actually allowing bacteria to flourish for months which can lead to significant costs to treat pool water to a standard that is healthy and safe to use again,” he says. “Also, the efficiency of the equipment can decline due to imbalanced water chemistry resulting in repair or replacement and often voiding the warranty of new equipment.” While 60 per cent of pool owners indicated they operated their pool pump daily, the

survey revealed half (49 per cent) still failed to test water pH and chlorine levels and 36 per cent never cleared skimmer baskets or scooped fallen leaves from the pool – both jobs that should be done weekly during the offseason. O’Brien says the results showed that many pool owners still underestimated the importance of maintaining a healthy pool all year round. “Out of a sample of 1000 pool water tests conducted by our franchisees at the start of the swimming season last year, just four per cent of backyard pools registered healthy pH and chlorine levels. “We’d like to avoid these issues this year by encouraging pool owners to be more conscious of the financial and health impacts of a pool that is left untreated throughout the colder months.” He says that despite infrequent use, pool water needs to be tested every week in win-

ter to ensure the pool’s pH level is between 7.2 and 7.6 and the chlorine level at 2-3 ppm,” he said. “The pool pump and filter should also run every day, but only for up to six hours unlike the 12 hours needed during summer. Pool equipment should also be checked each week to ensure it is working effectively. O’Brien also says that unfortunately the survey also shows that less than half of pool owners regularly inspect the safety of their pool area throughout the year, yet this is critical in reducing the risk of drowning deaths among young children. “Pool fences must be checked to ensure they’re intact, and you must have a self-closing and latching gate. The area surrounding the pool fence should also be clear of any climbable objects that can allow children to access the pool area.” Go to page 34 for more information on winterising.

Industry veteran Steve Walls retires After 23 years at the helm of Zodiac Group Australia, Steve Walls has retired from the industry. Walls headed Zodiac since 1991, growing the business from relatively humble beginnings to one of the largest and most successful pool-related concerns in the southern hemisphere. In Australia, Zodiac started as a marine business selling the famous Zodiac inflatables from a modest warehouse in the Sydney riverside industrial suburb of Mortlake. There were seven employees and a product range that consisted of a handful of

inflatable boats. Zodiac now has more than 300 employees in the southern hemisphere and a product range comprising thousands of stock keeping units (SKUs). Under Walls’ leadership, Zodiac pushed into new territories – both geographic and product-related. He made several strategic business acquisitions as the southern hemisphere region’s managing director over the past 15 years, including Driclad aboveground pools, Clearwater salt chlorinators, Premium Quality Chemicals, Pool

Resources and most recently, Magnapool. Bruce Brooks, Zodiac Global CEO says that Walls has made

endless contributions to the industry, company and most importantly, to many people throughout his years in this business. “His easy-going and positive demeanour is not only contagious, but made him well-liked and respected within the company and with customers,” says Brooks. Stephen Matysiak will assume the role of managing director. Matysiak has more than 20 years industry experience, most recently as managing director of Zodiac Poolcare Africa. Steve Walls plans to enjoy his retirement and play more golf.

Fire

More than 70 firemen fight WA pool chemical blaze Ten fire engines were called to a fire at Waterco’s warehouse in the Perth suburb of Balcatta at about 7:30pm on Saturday May 3. As many as 70 firefighters battled the blaze until the early hours of the morning. No-one was injured in the fire. The WA Fire and Emergency Services (DFES) issued health warning to residents as a precaution, concerned that the pool chemicals in the warehouse, principally chlorine, could produce toxic fumes under combustion. Residents in surrounding suburbs were cautioned to remain inside with doors and windows closed. No injuries were reported and the warning was lifted on Sunday. Police have ruled out arson but the specific cause of the fire is as yet unknown. The fire was contained to the dangerous goods (DG) store, where pool chemicals are stored. There was significant damage to the

An assessment is being done to determine whether the remainder of the building (warehouse and office) has been damaged, although initial reports suggests that this is not the case.

Hazardous materials are being removed from the site to minimise the impact of fire and to prevent further losses. No one was in the building at the time of the fire and Waterco said in a statement that as far as they are aware, nobody was injured. “Other than a temporary slight disruption in the supply of a limited range of stock, Waterco’s customers in Western Australia will not be impacted,” Waterco said in the statement. “The business on site has resumed as usual. Based on current assessment, the fire will not have significant impact on the results of the Group.” Waterco has commenced an investigation to determine the cause of the fire and to assess the extent of the damage. A structural engineer is assessing the damage and will make a determination regarding what needs to be done to make the premises safe.

Global news Evo Industries Australia has signed a partner agreement with 2G in Germany. 2G is a worldwide technology leader in cogeneration equipment and Evo will now be offering their combined heat and power (CHP) systems to the Australian market. Dr Henry M Rothberg, founder of Laticrete, passed away at his home with family by his side in March. He was 91 years old. He was a trailblazing innovator in the ceramic tile and stone industries, founding the company and acting as its Chairman Emeritus for nearly six decades. New Fluid Technology has set up a manufacturing operation for its Stelth solid body vortex pump in the Czech Republic. Terry Day says the Stelth pump impellers will cost the same as other less efficient impellers to manufacture, and Koller Whirlpool of Austria can now proceed with their first order for a large number of the Stelth spa bath pumps. US magazine Aqua is releasing its annual State of the Industry survey in segments, the first instalment shows the retail segment is doing exceptionally well stateside. A whopping 71 percent of pool and spa retailers said their business was getting stronger (a 23 percent increase from last year); while only eight percent felt their business was getting weaker (down 6 percent from last year).

ACCC clarifies country of origin labelling The Australian Competition and Consumer Commission (ACCC) has published new guidance to assist businesses in complying with the Australian Consumer Law (ACL) when making country of origin claims. “Country of origin labels are valuable tools that allow consumers to make informed choices and let businesses compete fairly,” says ACCC Chairman Rod Sims. “Many consumers specifically seek out, or are willing to pay a premium for, Australian produce, or products that are made in Australia. This information assists manufacturers, wholesalers, importers, retailers, advertisers and anyone else who may be making country of origin representations, in deciding what claims are appropriate for their products.” The ACCC’s guidance provides information and examples to illustrate when businesses can say their goods are “Made in”, “Product of ” or “Grown in” Australia and includes advice on how a business

can rely on the ‘safe harbour’ provisions in the ACL. “Any claim that is likely to mislead consumers about the origin of a product will also breach the law. Credence claims are a priority area for the ACCC, particularly those with the potential to adversely impact the competitive process and small businesses,” he says. Businesses making false or misleading representations could face penalties of up to $1.1 million under the ACL. In a recent case, the Federal Court ordered two companies supplying solar panels to pay a combined penalty of $145,000, in part for making false and misleading country of origin representations. In addition to the monetary penalties, the Court also made other orders by consent including declarations, injunctions, corrective advertising and an order that the businesses make a contribution towards the ACCC’s costs. Australian expertise exported to Malaysia The Swimming & Spa Alliance has conducted a successful two-day training program in Malaysia. The tailor-made program was delivered to 67 pool and spa professionals in Kuala Lumpur in April. It was developed at the request of the Malaysian Swimming Pool Association (MSPA) and covered pool and spa service and repairs, design and construction and commercial pools and spas. The program was delivered by Manfred Wiesemes who has been a prominent pool builder and expert consultant in Australia for several decades. Wiesemes is a past president of SPASA and continues to represent the industry as a current director. The two day event was sponsored by Waterco Limited, Fluidra (AstralPool’s parent company) and Aqua Enchant. The Malaysian Swimming Pool Association (MSPA) was founded two years ago with several local long-standing industry professionals aiming to better present the industry to consumers, architects, main contractors and government authorities. “The lively growth of membership and the

enthusiastic response from the local swimming pool and spa industry, as well as related professional bodies in Malaysia, has encouraged us to push forward with our goals of increasing our members’ skills and professionalism,” says MSPA President, Chew Soo Ngee, one of the founders. “With this is mind, MSPA was confident in committing to the first of two SPASA training programs for the swimming pool industry with the view of lifting the benchmark in southeast Asia,” says Soo Ngee. “MSPA is one of the first specific swimming pool and spa industry associations in Asia. Malaysia is a progressive, forward thinking country, with a sound economy and a climate conducive to an outdoor lifestyle, resulting in a strong demand for domestic pools and inclusion of innovative commercial pools in hotels, condominiums and resorts. There is potential for further significant growth in these areas”. Swimming Pool & Spa Alliance president Robert Guthrie says the visit also provided both organisations with an opportunity to discuss and explore synergies.

Fitness Swimming Spa Tech Tips Air blower plumbing In a portable spa cabinet, correct air blower plumbing is critical to prevent water entry to the blower.

Twin loops reaching above water level, a spring loaded check valve and a 6mm drain hole in the second loop offer multiple levels of protection. Provided all three features are installed in the air blower plumbing, water should never enter the blower, even if a spa has been left overfilled for an extended period. In-ground spas do not require the loops or drain, provided the air blower is mounted at least 700mm above spa water level, but a check valve is still essential to prevent moisture entering the air blower. In-ground spa plumbing should be installed in such a way that it’s below water level for as short a distance as possible, with pipework running horizontal or sloping towards the spa to prevent water trapping in the pipe, which would potentially limit air blower performance by reducing the pipe diameter.

Bathers shocked: dangerous spas recalled by Bunnings Big box hardware retailer Bunnings has recalled the 700-litre M-Spa Inflatable Silver Cloud Spa after two reports of people in Victoria receiving minor electric shocks when using the spa. More than 730 of the potentially dangerous spas with the model number B-110 have been sold between Septem-

ber 2013 and February 2014 across Australia. Bunnings merchandising and store development director Clive Duncan says the company made the decision to voluntarily recall the spa as a precautionary safety measure. Testing by energy safety regulator Energy Safe Victoria

The Australian Water Safety Council (AWSC) will host the National Drowning Prevention Summit 2014 in Sydney on August 5 and 6 at the Park Royal Hotel, Darling Harbour. The Summit will bring a vital focus to the AWSC goal of reducing drowning deaths by at least 50 per cent by 2020. A series of symposia will review the progress of the Australian Water Safety Strategy 2012-15, with the expectation that the summit will identify the critical steps needed to achieve this goal.

1. What does RPL mean?

RPL stands for Recognition of Prior Learning. This is a process for giving candidates credit for skills, knowledge and experience gained through working and learning. Most pool technicians will already have many of the skills required to complete their Certificate III in Pool and Spa Service. Training providers can run through this process with you and advise what evidence you need to provide. It might be something as simple as a sign off from your boss, or a video of you doing a water test.

2. Can the session being delivered be considered for RPL?

Yes. All registered participants of the sessions will be issued with a certificate of attendance. Under the RPL process students should provide the assessor with most relevant evidence that demonstrates their level of knowledge and experience relating to the qualification. This includes courses attended.

3. Does this course attract government funding?

No. These sessions provide the candidate with a “taster” of the units of competency. As these session are not accredited units, government funding does not apply.

4. Is there a recognised training provider in my area?

Candidates should confirm whether their preferred RTO is registered to deliver the qualification in their respective state. BioLab is partnered with both Traxion Training and the Swimming Pool & Spa Alliance.

5. Will these sessions contribute towards credit to my existing certificate?

These sessions will contribute towards evidence required for RPL or towards full course for the related qualification.

6. What will I take away at the end of the course and how many points will this contribute?

Most importantly, these sessions are designed to provide a shared learning environment. In addition, candidates will have the opportunity to continue their learning to achieve formal national accreditation. Each session will cover at least 50 per cent of the theory component for the full subject.

Chequered flag for champion Australian Formula One champion Sir Jack Brabham passed away in May after a stellar career as one of the country’s most famous sporting icons. He was 88. Brabham had won the F1 world drivers’ championship three times (1959, 1960 and 1966), winning his first championship by pushing his car the last 100 metres after it ran out of petrol. His final championship was won in a car he designed and built himself – the only time an F1 driver has achieved this feat. After retiring in 1970 he was knighted in 1978 and went on to be named a National Treasure in 2012. He also had a relationship with the swimming pool and spa industry in his later years. As an innovative automotive engineer, he looked to pool and spa industry member New Fluid Technology to help improve his engines, by adapting their blower technology. He asked Terry Day of NFT to design and build a 12V electric automotive blower for boosting performance and efficiency of engines up to 1.8 litres (and target larger engines later).

eBay warns inflatable pool sellers In Brief Australian Innovative Systems (AIS) has won two prestigious Asia-Pacific Stevie Awards, the first program to recognise business achievement in all 22 nations of the Asia-Pacific region (part of the worldwide Stevie Awards). AIS won a Bronze in the Manufacturing Company of the Year category while CEO Elena Gosse also won a Bronze in the Manufacturing Executive of the Year category. AstralPool Australia has opened it second Trade Centre. The new “trolley warehouse” is at 6/30 Heathcote Road, Moorebank in Sydney’s south west and will service the southern suburbs of Sydney as well as customers in southern regional New South Wales. For quite a while, industry members and regulators had been concerned that while inflatable backyard pools posed just as much of a drowning risk for toddlers as in-ground pools, there was not sufficient requirement for sellers to alert purchasers of the risk. From March 30, 2014, the Australian Competition and Consumer Commission (ACCC), in partnership with state and territory consumer protection agencies, began enforcing a new mandatory safety standard for portable pools and their retail packaging including mandatory safety warnings. However, some inflatable pools sold on the

internet including via eBay were not being sold in a way that sufficiently alerted consumers to the safety issues. Following communication from the Swimming Pool & Spa Alliance, eBay has now included warnings to sellers of inflatable and portable pools in the form of a pop-up message, alerting them to their obligations in ensuring consumers remain vigilant with safety. The message pops up any time a seller creates a listing for portable or inflatable pools in the pools category of the ebay.com.au site.

National Construction Code to be free from 2015 In May 2014, the Australian Building Ministers’ Forum agreed in principle to make the 2015 National Construction Code (NCC) and future editions freely available online, significantly contributing to reducing the burden of building regulation. The decision to eliminate costs associated with purchasing the code will allow it to become more accessible to both small business and the building and plumbing industries encouraging them to remain well-informed of current changes. The forum also agreed to move from a one-year amendment cycle to a three-year amendment cycle which will deliver more certainty and stability about regulatory change to the building and construction industry. The construction sector is a significant industry

for Australia and represents the second largest sector of small business in the economy. As a result, constraining cost growth and improving productivity has the potential to deliver significant economic benefits nationally. The NCC 2014 is still in effect until 30 April 2015. Future online editions, commencing with the NCC 2015, will be made freely available with the release of a pre-registration process commencing from December 1, 2014. From February 1, 2015 registered users will have access to a free preview of NCC 2015 online and a PDF prior to its adoption date of May 1. In Brief SPASA Queensland’s Watertight Contract benefits rate is to be increased from July 1. The new rate will be one per cent of contract value. SPASA says it has been three years since the Watertight contribution rate had been adjusted and despite increases to CPI and the Home Warranty Scheme, they chose not to increase the contributions while members were experiencing difficulties caused by two very wet summer periods. A free, independent system to review decisions made by the Queensland Building and Construction Commission has been established, in a significant reform to the building industry. Previously, home owners, builders, contractors and certifiers could only appeal the building industry regulator’s decisions in the Queensland Civil and Administrative Tribunal (QCAT). Townsville-based Logan Braidwood of Build N Kits and Payless Garages has been fined $30,000 for eight charges relating to unlicensed building work and inadequate insurance for residential construction work. Meanwhile, Buddy Charbel Challita from Greenacre, NSW has been fined more than $40,000 in fines and costs for carrying out home renovations without a licence and breaches of home building legislation. Fair Trading NSW is also warning pensioners to avoid a double-chinned, overweight, grey-haired English conman who offers to pressure clean driveways and cladding.

Alliance calls for working group on chemical standards In a submission to the Australian Pesticides and Veterinary Medicines Authority (APVMA), the Swimming Pool & Spa Alliance has questioned what it says are glaring discrepancies between the APVMA labels, Australian Standards and individual state and territory health department regulations. The submission relates to the revised Agricultural and Veterinary Chemicals Code (Listed Chemical Product - Home Swimming Pool and Spa Products) Standard 2014. “It is basically a good revision but there are some discrepancies that need to be looked at,” says Alliance CEO Spiros Dassakis. He says there was little time to properly consider and address the changes to the standard and feels that an industry driven “Working Group” should be developed in conjunction with APVMA representatives to properly review it. “While consultation was sought, we believe the industry through a working group would be best equipped to deal with the variances from competing and overlapping regulatory and government departments,” he says. He quotes one such variance as an example, relating to free chlorine levels.

The standard suggests a free chlorine concentration of 10-15 mg/L. “In order to achieve 10mg/L plus free chlorine, total chlorine must be exceed 10mg/L. This is in stark contrast to various NSW Health guidelines that stipulate you should not exceed 10mg/L. Similar references are made by other state and territory health departments,” he says. “I think an industry working group could help resolve these types of variances.” Meanwhile, the APVMA is launching a new portal with a variety of online tools. The portal home screen will show user-specific information on payments, applications and submissions lodged with the APVMA, as well as an “at a glance” status overview via a “dashboard”. The portal will give users access to new tools as well as updating some existing systems. Tools include: pre-application assistance, registration self-assessment, electronic label particulars lodgement (eLabel), a decision tree, application aid, online levies and fees, and certificates of export. Explaining the full cost of a pool

o the best of my knowledge, the SPASA offices in all states provide a standard contract for the construction or installation of swimming pools by their members. From those I have seen there are a number of common items that I believe are cause for concern. While recognising the need for some fairly strict clauses in our standard contracts, it seems that with reviews and changes over time we have forgotten the customer, without whom we would all be out of business. When a customer signs a contract today, with its many exceptions, necessary items not included, understated provisional sums, and variations, the poor guy really has no idea of the final cost he has signed up for.

What is the customer’s cost?

There are far too many items excluded which the customer will inevitably have to pay for either directly to others or through a virtually compulsory variation. I

wonder how many customers are advised at the time of signing a contract that they will end up paying thousands of dollars more before they get to swim? Some of our standard contracts allow pool businesses to shrug off too many of the things a professional builder would take responsibility for. Items that are obviously necessary for the pool installation such as: providing electricity for the equipment, removal of overburden (it is there staring the salesperson in the face), full plumbing for the pool, equipment and backwash (can’t the salesperson determine the extent of these?) the use of larger cranes for fibreglass pools beyond a set radius (doesn’t the salesperson carry a tape measure?). Some contracts even allow the builder to leave all his waste and rubbish for the customer to get rid of, to limit the inclusive distance of travel for disposal of spoil or to exclude the cost of tip fees. These things could, should and hopefully would be included by all good builders. June-July 2014  SPLASH!  31

The sad part of this is that many if not most of the exclusions could be avoided with some more professional training of (and diligence by) the sales personnel, and with a willingness to estimate and take a punt. When these items are included the builder gets his normal profit on each of them instead of having to hassle and haggle with the customer when a margin is added to every variation or “extra”.

In spite of any clauses about such items being a “genuine estimate” of a particular cost, those builders that rely on a “low” price to win a job will inevitably include a less than realistic PS cost to keep their final price lower. Then, when the actual cost plus margin comes in nearly double or even higher, they immediately have a disgruntled customer to deal with and a fight to get paid. I always included high provisional sums in my quotes and contracts. When challenged on this by a prospective customer I would simply say: “I believe my PS price is realistic, but it will be adjusted to the actual cost. Wouldn’t you rather be surprised at the end by a credit than be hit with an unexpected bill for several thousand dollars?” Inevitably this reasoning was accepted. I also had the other benefit in that my margin was on the higher figure and the customer never had the chance to argue about it. Maybe one state has it right by allowing builders to enter into preliminary contracts, for a nominal sum or hourly rate, to investigate all the site conditions that may affect the pool installation to the point where all costs can then be included in a final building/installation contract. The customer then knows exactly what his pool will cost.

Payment schedules

Standard percentage payment claims began in the early days of pool building when most pools were basic and similar. They worked then, but they don’t work today because pools vary from the same old basic pool costing about $30,000 to the complex and large costing in excess of $200,000.

Mostly, these standard percentage payments do not reflect the true value of work performed or materials delivered, yet builders can demand them anyway. Concrete pools today are so varied that using standard percentages can give unearned income to the

builder who may run into trouble when he finds that the dollars left in a contract are less than the cost of completion, or there is little to no profit margin in the final works. One standard contract in use today requires payment to the builder of 95 per cent of the contract sum prior to installation of the equipment and supply and application of the internal lining. What builder can pebble, plaster or, God forbid, fully tile a pool for only five per cent of its total cost?! Who, at the end of a job, really wants to outlay maybe 30 per cent to 40 per cent of their contract cost for a return of only five per cent? It is a recipe for financial disaster! I have seen standard contracts requiring or allowing eight payments for a fibreglass pool installation and up to nine for a concrete pool. If work is carried out on any sort of normal schedule, some of these payments are due within days of each other. Any benefit to cash flow can be eaten away with administration and collection costs. One contract allows for the suspension of work for three weeks with a corresponding extension of the contract period, if a customer is one day overdue in payment. In principle, no progress claim should be for more than the retail value of works carried out and/or materials delivered to site at the time of the claim. To do otherwise is actually unlawful in some states and should be in all. It is not a difficult exercise if costings are well prepared for the contract works. How to get all pool builders to ignore the standard percentages and only make realistic claims is the real challenge. It has been claimed that the high number of progress claims are necessary so that the pool builder does not become the banker or financier for the customer. Well I say, “What the hell has happened to that thing called ‘working capital?’ Doesn’t anyone have it any more?” Suppliers to the industry all have working capital. They can’t exist without it because those same builders buy on credit and then many will take 60 days to 90 days to pay for them. It seems some pool builders want to have their cake and eat it too. It really is a wonder more of them don’t go broke when they are using other people’s money so freely. When a pool builder does go broke, the amount owed to suppliers is normally staggering.

Changes?

I really feel that Boards and Committees have given pool builders everything they want to the ultimate detriment of the builder and the industry. Finer filtration

for healthier swimming F

iltration is the cornerstone of clean and healthy swimming pool water. In this feature we are looking in the first instance at residential pool filtration and also at some commercial pool ideas. The commercial side of the market should also be of interest to residential pool builders, retailers and technicians, because that is often .the source of the next generation of residential pool products. Filters are incorporated in the hydraulic system, and filters and pumps need to be specified taking each other into account. The type of filter chosen for a residential system depends on a number of variables including water volume and anticipated bather load, as well as issues not related to the system, such as the client’s budget, how much maintenance they’re willing to carry out and their idea of the acceptable impact of the pool on the environment, including water loss through backwashing.

A quick rundown

There are many choices on the residential side of the pool filtration market, but they can be realistically broken down into two groups: media filters and membrane filters. The most common form of media filter is a sand filter, even though it may not actually have sand in it. The most common form of membrane filter is a cartridge filter. Other options include centrifugal or cyclonic filters which may be incorporated as pre-filters. In the commercial environment there is even more scope including

gravity filters, DE (or perlite), ultra-filtration, drum filters and even reverse osmosis. Waterco marketing director Bryan Goh says that sand/media filters are still the most popular choice for the residential market, because of their durability and easy maintenance. “The pros are that they’re durable and easy to clean as they don’t have to be disassembled like other types of filters,” he says. “However, the filter media needs to be replaced approximately every five years, they need to be backwashed regularly – which can use a lot of water – and they generally require a larger installation space compared to other filter options.” Media filters can filter down to between three and 40 microns. The efficiency can be improved by using different types of media in the same vessel. These include zeolite, glass beads, recycled ground glass and quartz crystals, amongst others. Cartridge filters typically use cylindrical accordion-style pleated filters to trap particles. Goh says this is generally around the 30 micron mark – finer than a typical sand filter with sand media. However, they come with some extra costs and maintenance. “They generally require less space for installation and there is no need for backwashing, so no backwash line is required. That also means they require less water for maintenance, and are more environmentally friendly than other kinds of filters.” Their drawbacks are related to their advantages: as there’s no provision for backwashing, when the car-

70XL tridge is clogged, the filter must be disassembled and the cartridge removed for cleaning. This can be time consuming, although there are devices to help clean the cartridge pleats. Also, depending on level of use and care, the cartridges may need to be replaced more regularly than filter media. However, to put the maintenance element into perspective relative to your client’s “hands-on” approach, it’s worth noting Cal Stanley’s comments in a recent SPLASH! column (edition 90). He recounts a past conversation with the famous Three Pigs in Florida, where he said he didn’t promote cartridge filters to his clients because they’re too much effort to clean. Their response was simple: “Our customers don’t clean their own filters. They don’t even clean their own pools!” Another type of vessel filter that was popular because of its excellent filtering abilities (potentially down to two or three microns) is diatomaceous earth (DE). The DE filter media is made up of fossilized remains of a type of hard-shelled algae, and each grain has microscopic holes running through it to trap even the finest particles. DE filters have internal elements or grids that become coated with the powder. It is this “filter cake” that strains dirt, dust, algae, and some forms of bacteria from the water.

Its popularity waned after it was found that breathing in the dry powder during replacement could cause serious lung disease. Any existing installations of DE should be replaced with the technician using a face mask to avoid inhaling the dry powder. Since then, the filter vessel type is still used but with different media including perlite instead of the old dangerous media. The filter media is disposed of during backwashing, so it needs to be replaced regularly, which can be expensive and fiddly for backyard pool owners who often leave it for pool technicians to do as part of a complete filter service, which is recommended when the pressure increases as shown on the gauge.

Filter media and the environment

Over the past several years there has been a move towards using new media in sand (or granular) filters because of their improved filtering capabilities and reduced requirement to backwash. “Granular filters were always the most popular pool filters, largely due to how convenient they are to clean,” says Goh. “But in recent times, pool filtration systems that are economical to run and have the environment in mind are becoming increasingly popular. “Over the past few years there has been a significant move to green solutions, with pool owners looking for chemicals and equipment that are more eco-friendly,” he says. “And there’s now significant pressure on the industry to develop energy efficient products, with a number of manufacturers including Waterco working to meet this demand.” Waterco’s new Micron S602 Eco granular filter has been created with this in mind. The Micron Eco features unique “fish tail” laterals that ensure better water flow distribution through the filter’s media bed, which Goh says virtually eliminates any dead areas of flow and provides an even up-flow through the filter bed during backwashing, savings up to 30 per cent of backwash water. particle carries a small electrostatic charge that attracts particles to it, and holds them in position. “The result of each of these mechanisms is that zeolites and glass have taken ever- increasing market share due to their superior filtering performance.” Kwaczynski says to decide which media to choose, the discerning pool professional should consider a few things. One is that while both media are easy to install, zeolites require a recharging process to clear the micro-pores which over time tend to clogg and bind. “Glass media does not have the same issue as its entrapment is superficial – that is, only on the surface,” says Kwaczynski. Representatives of Australian zeolite brand Zelbrite say there is a big difference between the hardness of Australia zeolite and European zeolites, and that the recharging process should take place approximately every three or four years for a typical residential pool using the Australian product, and it would have an approximately 25 per cent reduction of its efficiency over a 10-year timeframe. Kwaczynski says the second consideration is full life costing, and he says that glass can also last ten years or more. He also says that because glass filter media has almost no cracks compared to sand or zeolite, the water flows more freely through the bed with the result of less pressure loss, better flow rates and better pool hydraulics.

He also says recycled glass such as EcoClear has a smaller environmental footprint.

Another form of glass filtration media is Zodiac’s Crystals. Zodiac’s hydraulics category manager Jason Bonello says the crystals have environmental and sanitary benefits over traditional sand media. “They come in two grades: course and fine,” he says. “The course grade is placed into the bottom of the filter to ensure no clogging occurs, while the fine grade is added above, allowing the water to circulate through the filter tank for maximum efficiency.” He says that the combination of course and fine provides the best filtration, and it is far less prone to clogging than sand, therefore providing a deeper, more effective filtration of pool water. “The better the flow rate you get through your pool’s filter, the more water you circulate each minute or hour. Simply by increasing the water flow rate with Crystal Clear, cumulative energy savings can be realised with more effective filtration,” he says. He says that compared to regular sand, Zodiac Crystals can save up to 65 per cent of water through more efficient backwashing. “This is due to the larger spaces between the particles which allows for a more efficient water flow. This efficiency will also result in a reduction of electrical power

required, lowering the amount of carbon emissions sent into our environment.” He says chlorine demand is lower for pools that have filters using glass media rather than sand, and that the smooth surface of the crystals discourages bacteria from attaching itself to the glass and breeding. “Ultimately, it provides a healthier and safer pool,” he says.

Crystallite granules

Another crystallite product is the crushed glass filter media Noria Flo by Focus. Focus says the irregularity of the particle means the filter bed packs down with a tighter filtration gap in between particles, giving a finer grade of filtration than the same size particle of silica sand. They say this means it can filter down to a particle size of three to five microns. Available in two grades, it is recommended that a coarse grade is used to cover the laterals and the remainder is a fine grade. According to Focus, Flo is less prone to clogging and channelling than other filter media, and will also use approximately 20 to 25 per cent less water for backwashing than other media. The hardness of the particle also means that the media is less prone to algae and contamination retention and promotes water flow through the filter bed. Focus says that alternate filtration media is either porous and water can flow through the particle, or has a rougher surface which will allow micro-organisms to attach and multiply. They also say that water flow rates through Flo will be slightly higher than regular sand

and mineral zeolite, and that Flo is excellent to use when low flows are utilised with energy saving pumps. The media also has a polarity, or a static property, which will assist in the flocculation of contaminants and particles, increasing its filtration properties. Positively charged particles will be attracted to negatively charged particles, increasing the particle size and therefore increasing the filtration rate.

What is water velocity? Bryan Goh explains what filtration velocity is, and why it is an important consideration when choosing filtration systems. Filtration velocity = flow/filter area, which is basically the quantity of water flowing through a square area of filter media. It is often expressed as m3/hr/m2 or m/hr. It means that a filter needs to provide enough filter media area to cope with the incoming flow of water to deliver desirable results.

The slower the filtration velocity, the better the outcome. The best filter available is a gravity filter, which allows water to trickle through the filter media, which is basically simulating nature. The downside of a low filtration velocity is that you require a large filter area to facilitate enough flow to provide an adequate turnover of the pool water. Filtration velocity is sometimes overlooked, under the belief that the bigger the pump the better the performance. We need to find a balance between a low filtration velocity and the available installation space, as well as ensuring adequate turnover of the pool water.

If too much water flow is pushed through a specific filter area, the final outcome is not as good as meeting the correct filtration velocity. The filter is not operating at its optimum and the head loss through the filter increases, and the end result is a very inefficient filtration circuit of high head loss and poor filtration. The appropriate filtration velocity for a domestic sand/media filter is 48m3/hr/m2. NSF 50 states that the filtration rate for a high rate sand filter should not exceed 20 gpm per square foot. 1 gpm/ft2 = 40.746 lpm/m2, 20gpm per square foot converts approximately to 48 m3/hr/m2. If this filtration rate is exceeded, the quality of water from the filter will deteriorate. It is important that the right pump established for the right size of filter and that the maximum flow rate of the filter is not exceeded. We need to learn that a bigger pump is not always better. We also need a similar standard in Australia so that the flow rates stated on the manufacturer’s brochures are consistent. Commercial pools apply a filtration rate of 24 to 36 m3/hr/m2. Commercial operators

apply a much lower filtration rate to achieve higher water quality, but there is no reason why residential pool operators can’t do the same thing and operate their filters at half their current flow rate. This is currently being achieved through the introduction of energy saving pumps. By running a lower flow rate, there are energy savings, better water clarity, less resistance to flow, better hydraulic efficiency and less noise. It is important to operate a filter at the lowest filtration velocity which is viable considering space restrictions, and also to ensure that the equipped pump is capable of meeting the backwash requirements of the sand/media filter. Sand/media filters require a backwash velocity of around 48 m3/hr/m2 – that’s why most pumps are sized to deliver that filtration velocity, so that the same pump can be used to backwash the filter. Three-speed or variable speed pumps are the ultimate choice, as they can lower the filtration velocity for normal operation and then increase their flow to meet the required backwash velocity of the sand/media filter.

release and exchange different chemicals, nutrients, toxins and ions according to need. It is even used to help clean up radioactive contamination. One of the most well-known swimming pool zeolite brands in Australia is Zelbrite, manufactured by Zeolite Australia – a local company founded by the Stephen family at Werris Creek in NSW. Zelbrite sales manager Peter Rabbidge says that tests show it can filter down as small as two microns. “We went to the Australian water quality centre run by Paul Monas for the tests, and initially we’d hoped to come down as small as five microns, but the tests came back saying two microns,” he says. “At that level it filters out Giardia and Cryptosporidium – two of the real nasties, especially in commercial applications. Another benefit is it pulls out ammonia, and will also pull out other heavy metals. This is quite unique as there is no other filter media on the market that will do the same.” Rabbidge also says that some people had been falsely saying zeolite harbours bacteria and micro-organisms, so they undertook additional tests to compare glass media and zeolite.

“Independent tests have shown that glass and Zelbrite filter media do not have an effect on the growth of bacteria, algae or any form of micro-organisms,” he says. “A test conducted over one month measured the bacterial count of Zelbrite filter media and compared the results to that of glass filter media. These results were similar. Neither glass nor Zelbrite promoted or reduced the growth of common micro-organisms. They both carry the same amount of bacteria.” The tests were conducted by Dr Prasad of Neptune Bio-Innovations. “Dr Prasad comments that since you cannot differentiate the two media by their properties, Zelbrite would be a better choice as it can filter down to two microns whereas glass cannot. This is very important as mobile bacterial species typically range in the size from one micron to 40 microns, so the majority will get trapped by Zelbrite.” Rabbidge also says that Prasad found that zeolite can assist in keeping the pH neutral. “With its unique ion exchange properties, the Zelbrite media can top up the pH if there’s not enough acid in the pool and alternatively, it can ‘hold’ the acid in the event the consumer adds too much. New cartridge filters

The new Davey CrystalClear 425ft cartridge filter has a four-cartridge design for greater filtration efficiency and less maintenance. The filter has a multi-handle lid design for easy and safe removal. The chemical-resistant, fibreglass-reinforced polypropylene tank is strong and durable providing a long service life. A start-service dial on the pressure gauge tracks filter pressure, indicating when cleaning is required. The filter’s internal design simplifies element removal and extends time between cleaning cycles. The filter is capable of delivering up to a 328,000L turnover in an 8-hour period, at a 12.5m head. No backwashing is required, reducing water wastage. It has a manual air relief valve for bleeding air during start-up, shutdown and maintenance, and a tamper-proof, heavy-duty metal clamp for securing the base and lid. With a maximum flow rate of

568 L/min, the filter is suitable for both inground and aboveground swimming pools. Pentair has also released a new efficient Sta-Rite cartridge filter system. Pentair says its new Posi-Clear RP is nearly 50 per cent more efficient than other cartridge filters on the market while delivering top-ofthe-line cartridge performance to keep the pool sparkling clear. In addition, its quick-connect ring makes maintenance very easy. You just open the top, remove the cartridge, hose it off and the Posi-Clear RP filter is ready to go again. The Posi-Clear RP filter has a side entry port to optimise flow and energy efficiency and a maximised cartridge surface consistency to block and trap particles as small as 20 microns. Plus, its durable, fiberglass-reinforced tank ensures exceptionally long life. Pool Systems’ Anthony Ramsay says that the cartridge filter is becoming more sophisticated and that the big trend out of the United States is to keep refining cartridges to last longer and hold more dirt. “The majority of filter cartridges are made using nonwoven, spun-bound polyester fabric,” he says. “This non-

Incoming water is guided by a diverter plate so that it enters multiple hydro cyclones tangentially, generating a strong centrifugal effect. This spins the sediment out to the hydro-cyclone’s wall and then spirals it down to the sediment chamber, while the cleansed water spirals upwards. The MultiCyclone 70XL is cleaned by simply opening the purge valve: there is no filter media to clean or replace.

It results in greater usability and a longer cleaning cycle.” He says that similar technology is presently used in the automotive and medical fields.

Pre-filters

One type of filtration concept that has become popular over the past few years is pre-filtration. Waterco pioneered this idea in the residential swimming pool market through the development of the multi-award-winning MultiCyclone. Now they are launching their commercial MultiCyclone 70XL. An Australian innovation, the MultiCyclone is a pre-filtration device designed to capture up to 80 per cent of the incoming dirt load prior to the main filter, which then significantly reduces filter maintenance and saves backwash water – not to mention improving pool water circulation.

of the tank. During filtration mode as well as backwashing mode, the plate has cyclic movement vertically flexing upwards and downwards, whereas the wall of the filter has cyclic movements horizontally flexing inwards and outwards. “That joint is the Achilles heel of most nozzle plate filters,” says Goh. “Over time, with two different axes of expansion and contraction, the joint will weaken and give way. “But Waterco’s unique construction method eliminates this problem, by creating a separate chamber within the filter. Additionally, the nozzle plate is attached to the wall of the filter with a flexible joint, instead of traditionally attaching a rigid joint, removing the stress experienced in all other nozzle plate filters made previously. This will enhance the durability of the filter.” Waterco’s nozzle plate system allows the introduction of pressurised air directly into the bottom of the filter medium. The uniform introduction of air and water through the nozzle plate provides vigorous agitation and filter bed expansion, which ensures effective air/water backwashing. The result is reduced backwashing times and reduced volumes of water.

They are pressure rated at 250kPa (36psi), 400 kPa (58 psi), 600 kPa (87psi) and up to 800 kPa (116 psi). In addition, there are optional sight glasses and lateral access holes. tects and built by Beau Corp Aquatics & Construction, the refurbishment includes a reconditioned fully tiled pool in keeping with the retro feel of the baths. It features the Neptune Benson Defender Filtration system chosen for its water quality output as well as its environmental sustainability. Before installation of the filters, the old system was backwashed weekly using around 40,000 litres of water. By using the Defender system there is 90 per cent less water usage. In addition to the tremendous water savings, Neptune Benson says the system removes particles down to one micron or less resulting in clean crystal clear water.

Pool manager Jarrod Strange says he loves the Defender filtration equipment Beau Corp installed for the Canowindra pools. “Beau Corp Aquatics recommendation of Defender filtration has proven to provide sustainability and financial viability for us,” he says. “Our summer season saw an increase of traffic by 48 per cent, with exceptional high water quality delivered daily. We noticed an increased volume of people commenting on the reduced concentrations of chlorine in the aquatic centre, which allowed for maximum user comfort. Traditionally, prior to the upgrade, we had high chemical residuals due to super chlorination requirements.” The project converted the 33 metre pool into a 25 metre lap pool, added a children’s program pool with a beach style entry and water features, computerised timing equipment, solar heating and state-of-the-art pump and filtration technology for the pools. Michael Hoy of Beau Corp Aquatics recommended the Defender because it would have an annual water savings of more than one million litres, while the energy savings on the VFD pumps will save in excess of 60 per cent on the overall annual power bills. “These intelligent Defender systems eliminate more than 90 per cent of the backwash associated with sand filter operations and use a quarter of the space occupancy,” Hoy says. “Delivering these and other sustainable, smart, green ambitions are what Beau Corp does best. We are enormously proud of our work and the impact it has on our environment. In 2013, Defender regenerative media filters received the Smart Approved WaterMark. n

Mini boom in high-end strata pools

O

ne of the side-effects of the rise in Australian real estate values is that some urban areas have been turned into “crane cities”. New high rise developments are popping up in the business districts, in secondary centres and in new growth precincts. Many of these developments include apartments that sell for more than a million dollars each. Sometimes much, much more. As a result, developers are striving to present the right image to potential buyers by adding the most enticing of all architectural additions – a truly jaw-dropping swimming pool. One developer making a scene in Sydney (and now also in Singapore) is Crown Group. The company was co-founded by architect Iwan Sunito and engineer Paul Sathio in 1996 and has recently been behind a number of amazing high-rise residential developments. These include Top Ryde City Living which recently won the Urban Development Institute of Australia (UDIA) NSW President’s award. Top Ryde was also named best high-density development in NSW and ACT at the UDIA NSW awards and won a Master Builders Association Excellence in Housing Award 2013. Crown now boasts a $3 billion portfolio of projects under development and in the pipeline including Viking by Crown, a 10-storey residential complex in Waterloo, V by Crown, a 27-storey residential tower in Parramatta and Skye by Crown, a 20-storey development in North Sydney launched in June 2013. The latest on their books is a landmark development within the vibrant new Green Square precinct. Dubbed Crown Green Square, it will have approximately 416 luxury apartments designed by award-winning architect Koichi Takada and 5000 square metres of retail and restaurant space.

As with all their major projects, it will have a breathtaking swimming pool front and centre of the development. One pool builder that has worked extensively with Crown on a number of their projects is Cyrstal Pools. They built the pool for Top Ryde and will be building the amazing Marina Bay Sands style pool for Skye at North Sydney. Paul Hicken, Crystal Pools’ commercial director, says that the market for premium swimming pools in high end strata developments is going through something of a renaissance at the moment. “I think people are looking for more value in the actual buildings themselves,” says Hicken. “Swimming pools help sell the apartments. And some of the more extravagant pools definitely attract buyers.

Premium pools are helping attract buyers to new residential complexes

“Crown have been very active. There’s been a bit of a resurgence. I’m not sure how long it will continue for, but they keep buying space and the units keep going up. Also, there’s a lot of investment coming in from Asia, and a lot of the units are pre-sold off the plan.” Hicken says that concrete suppliers have recently told him they haven’t seen the market like this for a long time. some of the challenges and unexpected costs with inner urban high rise developments, including booking cranes and waiting for lifts. “People don’t think about these things when costing a job, but you could be half an hour waiting for the lift to get your material to the top of the site. You don’t realise the potential for downtime. You have to book the cranes up to a week in advance. Everything has to be booked or you miss that slot.” Parking in the city is another cost that needs to be considered. “We just did a job in Castlereagh Street in Sydney, it costs $60 per hour just to park the car!”

Engineer’s perspective

Respected aquatic centre and swimming pool engineer Geoff Ninnes, director of Geoff Ninnes Fong Partners, agrees that there is definitely a trend for premium pools in high rise developments. “Some of the high rise units with the pools on top or halfway up, they are very speccy now, with big glass walls, integrated wet decks, and all with spas and landscaping,” he says. He says that due to more stringent code requirements in some states, new pools built as part of new strata developments are of good quality, and are designed properly with acoustic isolation of pools from the building structure. “There’s also a couple of big tenders out for high rise being done by some of the Chinese developers. There’s definitely an interest in putting pools in high rise developments.” On the aquatics side, he says the market is still very competitive, but there is more upgrade work available now on the east coast, and in Adelaide and Tasmania. “We’re finding that councils that had been mothballing aquatic centre work are starting to get that designed. So we feel that it’s not going to be a boom market in aquatic centres at all – nothing like it – but in the eastern states we can see there is a reasonable amount of new work coming out,” he says. “I just think things have been held back for so long, and now councils have to do things. I think generally there is an expectation too from the consumer, who wants to swim in a modern pool.” 52 SPLASH! June-July 2014

The architect says the inspiration was to create a sculpture in the heart of North Sydney; an object of desire to seduce its admirers with its fluid form, inspire with its story and embody the feeling of visiting a beautiful five-star luxury resort. The rooftop landscape was designed to deliver a complementary green volume to the building’s sculptural form, with the idea to imbue a feeling of escape on an island nestled in Sydney’s sky, a unique place to find respite and relax with friends. The rooftop pool will enjoy a spectacular view and the cascading edge will give the illusion of falling water that flows gently into the sky. The pool also sculpts pockets of water and landscaping, adding shallow resting spots for passive use and for children, and a consistent and deeper lane for recreational swimming. The pool form facilitates a number of smaller pockets of space, helping residents to feel comfortable and protected whether they are by themselves or with a group of friends. Trees grow in amongst shrubs to provide visual appeal and offer privacy for the poolside residents. The pool holds approximately 100m3 of water in an acoustically isolated concrete shell with integrated concrete planters and detention tanks. It is 25 metres long, 1.2 metres deep, and 2.8 metres to 3.8 metres variable width. It features a concrete balance tank integrated with the landscape planter which is located within the acoustic isolated pool structure. It will have automatic water level controls and will be sanitised by automatic chlorine water treatment with integrated PH control, and heated by a heat exchanger utilising heat collected from the building’s central mechanical system. It will be able to be accessed by all residents living within the building. Accuracy in the social media labyrinth

T

he Australian Competition and Consumer Commission (ACCC) has been receiving a large number of enquiries about the behaviour of small businesses once they enter into the social media landscape. Social media gives businesses a new, direct way to interact with existing and potential customers, and promote their products and services. However, businesses using social media channels like Facebook, Twitter and YouTube have a responsibility to ensure the content on their pages is accurate, irrespective of who put it there. Here are answers from the ACCC to some commonly asked questions about what you need to know if you use social media to promote your business.

Q: What do I need to know about using social media? You must ensure any claims you make as part of your marketing and promotional activities are not false, misleading or deceptive. This includes advertisements or statements using any media, including print, radio, television, websites and social media channels like Facebook and Twitter.

Example: XYZ Pty Ltd tweets that they are the first Australian company to offer a 100 per cent environmentally friendly car wash service when they have not done any research to support this. It turns out that GHI Pty Ltd has offered the same service for many years. This tweet is likely to be false, misleading or deceptive. Example: ABC Pty Ltd pays a celebrity to tweet that she loved staying at one of ABC’s resorts. The celebrity has never actually been to this resort. This tweet is likely to be false, misleading or deceptive.

Q: Is this a new law?

There are no new consumer laws or rules in place for social media. Consumer protection laws which prohibit businesses from making false, misleading or deceptive claims about their products or services have been in place for decades. These laws apply to social media in the same way they apply to any other marketing or sales channel.

Q: What if someone else makes comments on my page?

You can also be held responsible for posts or public comments made by others on your social media pages which are false or likely to mislead or deceive consumers. This was confirmed by the Federal Court in 2011 during the ACCC’s court action against an allergy treatment company. The court concluded that the company accepted responsibility for fan posts and testimonials on its social media pages when it knew about them and decided not to remove them. Example: A fan of XYZ Pty Ltd posts negative and untrue comments about a competitor’s product on XYZ’s Facebook page. XYZ knows that

the comments are incorrect, but decides to leave the comments up on its page. XYZ may be held accountable for these comments even though they were made by someone else. Example: ABC Pty Ltd and DEF Pty Ltd are market leaders in the paint industry. A customer posts on ABC’s Facebook page that their paint always lasts much longer than DEF’s paint. ABC is unsure if this is true, but decides not to remove the post. It turns out that ABC’s paint does not, in fact, last longer. ABC may be held responsible for this comment. many consumers use social media outside normal business hours and on weekends. Example: ABC Pty Ltd has 300 staff. As larger companies usually have sufficient resources and sophisticated systems, the ACCC would expect ABC to become aware of false, misleading or deceptive posts on its Facebook page soon after they are posted and to act promptly to remove them. Example: XYZ Pty Ltd has only 10 staff but more than 50,000 Facebook fans. Given the number of people who could be misled by an incorrect post on XYZ’s Facebook page, the ACCC would expect XYZ to devote adequate resources to monitoring its Facebook page and to remove any false, misleading or deceptive posts soon after they are posted. Example: DEF Pty Ltd has 12 staff and only 80 Facebook fans. As a small business, DEF is unlikely to have the same resources to dedicate to social media monitoring as a larger company would. Also, given the small number of Facebook fans, there is less potential for widespread public detriment from incorrect posts. Accordingly, the ACCC would not expect DEF to monitor its Facebook page as regularly as the companies in the two previous examples.

Q: Can I respond to false, misleading or deceptive comments instead of removing them?

Yes you can, but it is possible that your response may not be sufficient to override the false impression made by the original comments. It may be safer to simply remove the comments.

Q: How will the ACCC enforce this?

Don’t make statements on your Facebook or other social media pages that you wouldn’t make in any other type of advertising. If you’re unsure about what you can or can’t say, seek legal advice. Monitor your social media pages and remove any posts that may be false, misleading or deceptive as soon as you become aware of them. This is what the ACCC would expect you to do with any other type of advertisement. Establish clear “house rules” that apply to the actions of your fans, friends and followers when using your social media pages. These rules should be featured prominently on your social media pages. You should then block users who breach these rules

Q: How regularly should I monitor my social media pages?

How often we’d expect you to monitor your social media pages will depend on two key factors: the size of your company and the number of fans or followers you have. Businesses should also keep in mind that social media operates 24 hours a day, seven days a week, and

The ACCC can require companies to substantiate any claims on their social media pages, and can take court action where it identifies a breach of the law (or issue an infringement notice in certain circumstances). While all complaints are carefully considered, the ACCC directs its resources to investigate and resolve matters in accordance with our compliance and enforcement priorities. The ACCC will take a proportionate response in relation to false or misleading comments on businesses’ social media sites. We are more likely to pursue cases of false, misleading or deceptive conduct if: • there is the potential for widespread public detriment if the statement is relied on • the conduct is particularly blatant • it is by a business that has come to our attention previously.

Q: What should I do to rectify the potential impact of any false, misleading or deceptive statements?

eah, Yeah, what is it this week? “European economic meltdown” “Everyone in Australia buys overseas online instead of locally” “Meteor hurtling towards Earth!” We keep getting hit with disaster story after disaster story from the media so often that we learn to switch off. If we didn’t, we’d be shivering wrecks huddled in the corner rocking ourselves back and forward. But truth be known, business can be risky. That’s why you are getting paid more than your staff. More risk means you are out for more reward. Sometimes it pays to be paranoid. Because you get so busy in the day-to-day that you don’t think IT could happen to you. So let’s go to that dark place – let’s look at those dark clouds on the horizon and be proactive about what you can do to take them head on. To tackle any risks in your business there are four things you need to think about: • What can go wrong? • How likely is it to happen? • What is the impact if it happens? • What am I going to do about it?

What can go wrong?

We are talking about big ticket items that cause a lot of misery: • Phones go down for a couple of days. • Email, internet or website is out of action for a week. • Computers or equipment stolen. The lot. • 50 per cent of your debtors push out another 30 days. • You get sick, real sick, and are off for four months in a hospital bed. • You lose a customer, and they are 80 per cent of your business. • Fire! • A staff member leaves to setup in competition to you ... with your full database. • Sales across the board drop by 10 per cent. Keep adding your own potential risks to the list.

How likely is it to happen?

Certain? Likely? Possible? Unlikely? Rare? Don’t go into denial here. Are you open to more risk than you think? What’s the impact if it happens? Now stop and think of the complications that this would cause. To your profit, turnover, cashflow, team, customers, reputation. Is the impact: Negligible? Marginal? Criti-

Site Visit to Turtle Beach Resort Join Nick Briscoe, Waterco and the team at the award-winning Turtle Beach Resort on Queensland’s Gold Coast, where the swimming pools are a key drawcard. There are four separate swimming areas, including a children’s wading pool, an adult’s only pool, lagoon pool, lap pool, in addition to four spas. With large volumes of water, the resort’s maintenance team were previously faced with a number of challenges trying to maintain the pools and spas. The resort team were initially very sceptical that it would work and that it would be approved for use by the local authority (Gold Coast Council). Council was briefed on the Hydroxypure system prior to it being installed and it approved a six month trial with a strict testing regime. The Hydroxypure system was subsequently retrofitted to the existing pool plumbing system, but first the resort wanted to completely drain the pool and water feature and start again with fresh water in order to remove the salt. Additionally, the media filters were all changed to Waterco Glass Pearls in order to improve filtration quality. “It really highlights the versatility of the Hydroxypure system to be retrofitted to older commercial pools,” Briscoe says. “There are many such pools which will face the same challenges, so it is important to know that the Hydroxypure system can be adapted to work on just about any hydraulic situation.” Nick Briscoe, inventor of the Hydroxypure system, will be on hand to answer any questions about the system and departure from Jupiters at 7.30 and be back at SPLASH! by 10am for the second day of the show, education and networking. Cert III and IV Frequently Asked Questions What does RPL mean? RPL stands for Recognition of Prior Learning. This is a process for giving candidates credit for skills, knowledge and experience gained through working and learning. Most pool technicians will already have many of the skills required to complete their Certificate III in Pool and Spa Service. Training providers can run through this process with you and advise what evidence you need to provide. It might be something as simple as a sign off from your boss, or a video of you doing a water test. Can the session being delivered be considered for RPL? Yes. All registered participants of the sessions will be issued with a certificate of attendance. Under the RPL process students should provide the assessor with most relevant evidence that demonstrate their level of knowledge and experience relating to the qualification. This includes courses attended. Does this course attract government funding? No. These sessions provide the candidate with a “taster” of the units of competency. As these session are not accredited units, government funding does not apply. Is there a recognised training provider in my area? Candidates should confirm whether their preferred RTO is registered to deliver the qualification in their respective state. BioLab is partnered with both Traxion Training and SPASA NSW. Will these sessions contribute towards credit to my existing certificate? These sessions will contribute towards evidence required for RPL or towards full course for the related qualification.

You’re never too old to learn Life Saving Victoria (LSV) is having success with its new Grey Medallion program, encouraging older members of the community to get into the water and get fit. The pilot program is off to a swimming start with nine participants joining the Grey Medallion sessions which run for 10 weeks at WaterMarc in Melbourne. Proving you are never too old to learn, Kath (pictured), admits she is claustrophobic and has a fear of water, but she bravely took to the water for her very first swimming lesson. “I’m scared stiff of water, I used to take my kids but I only ever sat on the side,” she says. “I’ll be 78 soon and I’m doing the program so I can be comfortable in the water. “Today was my first swimming lesson and I took my feet

off the bottom and floated with a noodle. I panicked but the lass [Sammy the swim teacher] talked me through it.” LSV education services general manager Kate Simpson says stories like Kath’s are just one of the many reasons why LSV is trialling the new program. “Last year we saw a 65 per cent increase in the drowning rate of those aged over 60 years, compared to the average over the previous 10 years (2002-2012),” she says. “The Grey Medallion program hopes to reduce this drowning toll by educating participants on water safety knowledge, resuscitation and emergency care, aquatic exercise and personal survival lifesaving skills.” Contact: www. lifesavingvictoria.com.au

In Brief Newcastle City Council in NSW is planning to reduce pool entry fees for everyone under 18 to entice more people into the water. The council announced the proposed changes as part of its public budget plans. This reduction is in spite of other council amenity fees rising and new fees for the museum and art gallery being introduced. The plan is to charge under-18s $3.50 instead of $4.80 at Mayfield, Stockton, Wallsend and Beresfield swimming pools. In New Zealand, Hamilton City Council is considering “women only” sessions at one of its pools to provide opportunities for women who otherwise would feel intimidated at coming into a public swimming pool. Some locals see the move to restrict men for a few hours each week at the Gallagher Aquatic Centre as “separatist” but it has the full support of women’s groups and the Islamic Women’s Council of New Zealand. The Adelaide Aquatic Centre is taking advantage of funds from the Federal Government Energy Efficiency Program to install high efficiency filters, pumps and boilers as well as an energy efficient cogeneration plant for heating. The work is happening in stages so the Centre will remain open throughout.

Global news A new international body has been formed to promote the responsible and sustainable use of recreational water worldwide. The World of Recreational Water (WRW) Foundation will also be developing a pool, spa, and hot tub water conservation standard and an outreach plan to promote the International Swimming Pool and Spa Code and the ANSI/ APSP/ICC standards. Bloomberg Philanthropies has announced a commitment of $US10m to save children from drowning, focussing on children aged 1-4 years in Bangladesh, where drowning accounts for 43 per cent of all deaths. Every year in Bangladesh, 12,000 children drown – the equivalent of 32 deaths every day. Drowning is a leading cause of death worldwide, accounting for 360,000 deaths per year according to WHO, with the vast majority of fatalities due to drowning occurring in low- and middle -income countries.

Record broken by “crazy” waterslide Taller than Niagara Falls, more awesome than the Statue of Liberty, Schlitterbahn waterpark’s new Verrückt (German for crazy) ride is a 17-storey drop into terror. At 51 metres high, it has officially been endorsed by the Guinness Book of Records as the world’s tallest waterslide. After the initial, nearly vertical drop, riders then zoom up a five-storey hill before coming to a stop.

Top speeds are expected to hit 104 kmh. Located in Kansas City, Kansas, the Verrückt was originally scheduled to open to the public on May 23 but Schlitterbahn has announced that the ride needs some more testing and some final adjustments and will not be open until June. US swimming star Michael Phelps, who retired from the sport after taking six medals at the 2012 London Olympics, is making a competitive comeback. The 28-year-old’s longtime coach, Bob Bowman, has indicated that Phelps could continue his career all the way to the 2016 Rio de Janeiro Olympics.

Convenient energy saving with covers and enclosures By Kim Kamarudin

M

aintaining a competitive edge in the commercial swimming pool cover industry means Australian companies need innovative concepts that are easy to use, reduce running costs and have the ability to be stored out of sight. The local market boasts a handful of brands of commercial swimming pool covers and enclosures that meet the mark from semi-automatic wall-mounted options to fully automated slat covers and even freestanding enclosures that open and close with ease. When it comes to swimming pool covers in a commercial setting they are often too big to handle manually. They generally need a roller system that is automated or easy to use for the health and safety of employees. Rollers can vary from being deck mounted, manually or automatically moveable, to completely hidden or mounted on the walls.

Ease of use

According to Sunbather general manager Tom Boadle the technology, research and development

invested in keeping their products ahead of the game is extraordinary. “In the past five years the demand for energy efficient swimming pools has increased,” says Boadle. “This means swimming pool centre business can’t get enough of covers for pools which can save hundreds of thousands of dollars a year.” A recent Sunbather project in Melton, Victoria involved 300sqm of 4mm thick thermal pool blanket on two wall-mounted remote controlled rollers. The wall-mounted rollers mean the covers are up out of the way and the saving for the client is $34,497 a year. This equates to a payback period for the cover of less than 12 months. The silver-coloured cover rolls onto the wall-mounted roller. Inside the roller shaft is a motor that is linked to a control box paired with a remote control that opens and closes the pool cover. The operator has the remote in their pocket while unwinding the pool cover so if it needs to be stopped for any reason the operator can quickly and easily do so.

The cover rolls off the pool automatically and when it comes back out on to the pool it requires manual or automated assistance to deploy. WA-based Elite Pool Covers have electric winders that hook on to rollers to wind covers up automatically. According to Hydrocare Pool Servicing owner Robert Savell, in Wetherill Park, NSW, the motorised Elite winders make it very easy for staff to use. “All staff need do is keep the cover straight as it rolls off the pool and onto the pool buddy,” he says. “We’ve had such a great response to this product from the people who run the pools and aquatic centres. When I talk to the poolies who are using the product they say they love the covers and the rollers. “Feedback from clients is the Elite bubble cover not only looks good but it rolls on and off the pool easily and the rollers are good quality because there hasn’t been any cutting of corners during manufacturing.” Hydrocare started distributing Elite covers in 2013 and secured four major projects in the first six months.

One such job involved all of the Parkes Shire Council pools – a 50-metre pool, a play pool, and three 25-metre pools all using Elite covers and rollers. Elite products include Thermal Shield blankets which are effective for heat retention and prevention of water evaporation; the abovementioned battery-operated Blanket Buddy which takes the manual handling out of operating the pool blankets and rollers; and a commercial Hideaway system designed as part of the pool plinth or in the pool deck behind the pool. Designed and manufactured in Australia this product is motorised for easy use and can hold 25-metre and 50-metre bubble or thermal blankets.

Thermal efficiency

Sunbather uses an independent energy audit program to accurately predict what a swimming pool centre will save by installing a swimming pool cover. A recent project in Geraldton involved the supply and installation of pool covers specifically to reduce heating costs. The installation of seven wall-mounted automatic rollers reduced the City of Greater Geraldton gas bill annually by two thirds or $30,000 each year. Sunbather installs a lot of wall-mounted covers for commercial use, says Boadle. “Most of our large commercial swimming pool covers these days are remote controlled or mechanically assisted by a motorised unit called a Super Slave,” he says. “This product automatically rolls a pool cover on to the pool. Given the tightening rules around OH&S, especially around water, there is huge demand for remote control products or automated pool covers. “The other area of increased demand has been to hide the covers either behind walls, in roof cavities, on walls and under seats.” More recently, Sunbather has been requested to store covers under the deck. Ideally this works best with new centres so architects can design the pool with

storage space underground. Boadle says architects are driving this because operators don’t want users to see the pool covers. “They know they need them but they don’t want to look at them,” says Boadle. “So the architect designs the pool with storage underground. We use innovative systems to lift up sections of the floor as an alternative place to store the covers. This concept is spreading in the commercial sector. “In an existing centre it would involve a slightly higher construction cost to retrofit this type of underground system. The moment you start to dig up existing infrastructure there is an increased dollar value compared to mounting rollers and the covers on walls, which is a fairly straightforward process for us. “Consumers have seen our Downunder domestic range of pool covers and started to think about how that system could be applied to commercial swimming pools. An interest in the underground storage of commercial pool covers has grown from demand in the domestic sector.” A slightly different storage concept is the creation of a cavity in the roof to store a pool cover. Sunbather has installed a couple of roof storage cavities based on the client’s space needs. “One client was absolutely adamant they didn’t want to see anything to do with the cover,” says Boadle. So they built a cavity in the roof with hydraulic swing arms to store the cover.

An alternative to thermal or bubble swimming pool covers that is increasing in popularity is slatted rigid pool covers. One hard cover product called Swimroll was pioneered by Remco in Australia 25 years ago. Remco Australia general manager Carl Voshege believes there has been a significant push in the commercial area over the past five to 10 years toward the consideration of rigid covers as a serious alternative to the typical thermal blanket or bubble swimming pool covers. “There are a number of important factors why people are considering rigid covers,” says Voshege. “One reason is the serious OH&S implications of installing manually operated/semi-automatic pool covers when covering big pools. With a Swimroll cover the activation is completely automated by pressing a button, turning a key or by remote control. The process looks after itself.” Voshege says the convenience increases the use of the product, amplifying its other benefits. “The slat system is so simple to use that the likelihood of the product being used as often as possible is greatly enhanced. If there is no one in the pool for a period of time that warrants the pool being closed, then it is a no-brainer to use the cover.” Voshege says the insulation capacity of Swimroll is three times that of typical soft covers in a commercial setting, and the increased insulation translated to significant reductions in pool running costs. However, an automated slatted system is considerably more expensive than a soft cover. “With a new pool, operators have the option to hide the cover so it is completely out of sight underground. We have options for new swimming pools with the integrated type system as well as after-market options.” Voshege says they regularly install covers for large pools with deck-mounted rollers that are fully automatic. “In this scenario, the roller sits next to the swimming pool and has a commercial-style key switch positioned in an appropriate location where the operator can see the pool. The key is turned and the cover is deployed without any assistance at all. The same thing happens during retraction.” For the top end, rigid inbuilt solution, the investment is considerable but it also adds to the value of the centre.

“The cost of an integrated Swimroll cover for a 50-metre Olympic size swimming pool is in the order of $200,000,” he says. “A Remco cover is a sound investment that pays for itself many times over the life span of the product. Together with the fact that when a cover is automated it will be used more often means the net result for the centre or facility is increased savings and paying for the system a lot faster. “Given the rigid and robust nature of the cover it is more of a permanent solution that will last for many years.” Swimroll has different extrusion types including hollow PVC slats and hollow polycarbonate slats. The polycarbonate offers varying degrees of transparency, so for an outdoor installation, clients benefit from the cover’s insulation capacity as well as the solar transmission through the profile itself. The solid PVC colours are more suited to an indoor facility where the main objective is to lock in the heat as opposed to adding heat from the sun. There is also a PVC extrusion with a dense foam core called Swimroll Foam Filled which provides a higher level of insulation and is well suited to indoor facilities. Remco make these covers in Mitcham, Victoria, and Voshege says there are few limits when it comes to integration of the covers. It simply depends on the design of the pool. “There is very rarely a design that cannot be covered with a built-in Remco cover,” he says.

“As long as we are involved during the pool design process right from the word go we can ensure an automatic swimming pool cover can be installed either concealed or deck-mounted. “When mounted on the deck the rollers are not hidden. As an aftermarket option there is very little scope to start digging big holes to hide them away. These systems can however be housed in customised timber clad enclosures or multifunctional housings that can double as seating for spectators.

“With a fully automatic cover, it has a permanent place in most cases. We also offer customised mobile roller options that, with the assistance of a motor, can automatically move the roller back from the edge of the pool for storage. “In many cases, commercial installation of aftermarket systems are permanently fixed at the end of the pool.”

TPEC enclosures are manufactured in Europe by Alukov/IPC from aluminium profiles or tracks, UV-protected polycarbonate, rubber seal and stainless steel fittings. The recently opened TPEC enclosure at the Randwick City Council’s Des Renford Leisure Centre in NSW retains heat through the enclosed space and the pool is heated naturally by sunlight. TPEC managing director James Hutchins says there is nothing like it in Australia in terms of functionality. “The centre was looking to maximise their outdoor facilities because they weren’t being used,” he says. “Staff did their research online to see what products were available locally and internationally and approached us to tender for the project. One of the benefits of TPEC enclosures is a reduction in ongoing energy costs and the structure’s ability to heat the pool using the sun.” TPEC commercial enclosures are customised, easy to use and designed to enclose a large body of water. Hutchins says high quality materials have been used to cope with humidity and pool chemicals plus operators can open the enclosure to allow for air flow. TPEC have been involved in installations all around Australia. While TPEC designs the structures, the product is manufactured and built in Europe then imported and installed on site. According to Hutchins, the whole process – including full design, manufacture and installation – takes approximately four to five months with on-site installation taking about 10 days. “With the design for the Des Renford Leisure Centre the ends stay in place,” he says. “There are five segments in the middle so the enclosure opens toward the ends. There is no need to remove any segments; they simply slide back and forth as needed. It’s designed to be opened easily with one person either side gently pushing the segments with one hand. The enclosures can also include storage on the back of one of the faces if needed. “It is an enclosed space so it retains heat really well in the winter months, and in the summer months it can be opened to release heat. “It also increases the water temperature in winter by around 10 degrees, simply from sunlight.” n There are more cover and enclosure specialists on the SPLASH! online trade directory at splashmagazine.com.au.

Enclosures

A concept growing in popularity is retractable commercial swimming pool enclosures like those made by Ecodomes and The Pool Enclosure Company (TPEC). Manufactured in France, Ecodomes do not require input from local architects because the structure completely encapsulates the swimming pool. The largest swimming pool structure can cover a 50-metre pool. Ecodomes general manager Christian Jandey says the dome doesn’t require much maintenance and can last forever if taken care of. These types of enclosures provide an innovative solution for outdoor swimming pools that are not used to their capacity.

Australian first as Fremantle heats pool from the ground up

I

n an Australian first, a subterranean aquifer is being used as an energy source for a combined geothermal heat pump and cogeneration system, warming the pool water at a large aquatic centre. Travis McNeill, general manager of Evo Industries Australia says that while this method of heating swimming pool water has been carried out in northern Europe, it is the first time it has been attempted in this part of the world. “This is an Australian first,” says McNeill. “This is the first system of its type in Australia combining groundsource heat pumps and cogeneration.” He says that cogeneration combined with heat pump technology is one of the most efficient heating systems for an aquatic facility available today, and this installation is the first of many to be rolled out across Western Australia, where the environment is particularly suited to this specific technological approach. Evo came to the project after the old gas boiler at the Freemantle Aquatic Centre (FAC) neared the end of its life and needed to be replaced. Energy Made Clean (EMC) was brought in as a consulting firm to look at the heating and devise a solution to lower the centre’s carbon footprint while providing an energy efficient solution. “They decided to go with a fairly cutting edge proposal combining cogeneration with a ground-source heat pump,” says McNeill.

Shallow approach

The more common form of geothermal heat extraction requires deep drilling. But this was not the approach used at Fremantle.

“With deep geothermal, the costs are quite high and so is the risk that the bore might develop a problem such as a crack, for example,” he says. “So rather than the deep geothermal – which goes down to about one kilometre – we only went down 250 metres which is far enough to pull water out from the Leederville Aquifer.” The water coming out of this shallow aquifer is approximately 27 degrees Celsius, and because it’s so warm, the co-efficient of performance (COP) is extremely high. The COP is a measure of how much energy is produced from the amount of energy input to the heat pump. At the Fremantle Aquatic Centre, the system generates a very impressive COP of more than six. “That means of what energy goes in, six times comes out,” says McNeill. “This is possible because of the warm water drawn from the aquifer.” The other advantage is that as the heat is coming from under the ground, the COP is not weather-dependent, and the system can achieve stable year round performance. Although the system would be efficient in any case, it is the fact that the temperature of the water is so high when it is drawn from the aquifer that gives it the even higher COP. If the water was colder, the COP would be lower. For example, if the water temperature was only 15 degrees, the COP would be closer to four than six. Some geothermal systems utilise a “closed loop” by which the liquid is always enclosed in a sealed pipe that rises as it absorbs the earth’s heat, and sinks as it cools when the energy is drawn from it. However, the Fremantle system uses an “open loop” system, by which the heat is drawn from the water via

where the water boards are not as averse to drilling into the water table as they are in some eastern states.

Return on investment

heat exchangers when it reaches the surface and is then returned to the aquifer. As the water temperature of the “used” water is down to 22 degrees after it’s been through the system, it is crucial the water is not deposited near the bore. “We pump it out of the ground at a site 30 metres away from the plant room, and pump it back into the aquifer about 350 metres away,” says McNeill. “We don’t want to recirculate the cold water which is now down to 22 degrees by drawing it back up from the aquifer, which would be possible if we pumped it in close to where we’re drawing the water. That would affect the COP.” As this is a new system, the council has opted to retain and renew the gas boilers as a backup, although the plan is not to use them much, if at all. McNeill says that the client, the City of Fremantle, is a very eco-friendly council, and he was very pleased that they supported this new technology and they will reap the benefits in the years to come through reduced energy expenditure as well as a much lower carbon footprint. He says they plan to do more projects possibly including other aquatic facilities in Western Australia,

Greg Benvenuti, senior engineer at EMC says that the modelled energy savings show that while the total energy used for the centre will be the same, it will be derived from much cheaper sources which also produce considerably lower greenhouse gas emissions. “We anticipate the cogeneration to supply about 273 megawatt-hours (MWh) of electricity annually and about 390 MWh of heat per year. The heat pump is anticipated to output 1340 MWh of heat using 223 MWh of electricity,” he says. The total project costs (not including the gas boilers) were between $1.3 million and $1.5 million. The high capital cost of the project was due to high drilling costs, which were part of the future planning. The hole drilled was larger than what was required for the heat pump because there are plans to build another pool at the centre. Benvenuti says the hole can produce 18 litres per second (lps) but in the current configuration they only require 12 lps. “The anticipated cost savings at current tariffs are $110,000 per year. This gives a return on investment of around 7.3 per cent. The ROI would have been better if the drilling costs had been around the $300,000 mark which could have been achieved with the lower flow rate requirements.” Modelling also anticipates greenhouse gas (GHG) savings of 250 tonnes of CO2 per year. “That is a reduction of about 25 per cent for the centre,” says Benvenuti. n
