Regulation
SPASA Australia calling for input on fencing standard changes The standard controlling fencing and other barriers around swimming pools, AS 1926.1, is being revised and SPASA Australia wants members of the industry to take an active interest in this revision. SPASA has looked into the potential changes and is putting recommendations to its members for feedback via a series of seminars and other opportunities. Currently seminars have been held in New South Wales, the ACT, Western Australia, South Australia and Queensland. SPASA Australia COO Spiros Dassakis says there will be plenty of opportunity to comment. “This is an initial information grab from our members to get a feel on how they view potential changes to the standard,” he says. “There will be at least two public consultation periods associated with the
standard, and in addition to this there will be a preliminary impact assessment (or PIA) to provide the rationale for a number of the proposals, background, history and options for the consulted parties including the various stakeholders.” He says SPASA members will have unprecedented ability to participate and will be informed when the public consultations are ready, at which time they’ll be able to download the draft standard for free. SPASA is also asking for industry members to look at the proposed changes and see what financial and other impacts each one will have on their business and the industry. “It’s difficult for people to put a dollar value next to a potential change,” says Dassakis. “But industry in my view invariably understands what is likely to be of benefit
and what will become an impost, because they understand their customer base and some of the costs and benefits associated with the changes.” He stresses that when the regulators ask the industry for its opinion, it’s important to provide it, and that if individuals only have an interest in a certain element of the standard, then they should at least comment on that element. “Or they should engage with SPASA Australia so we can put forward their views.” He says the committee is trying to achieve a more articulate standard and remove where possible ambiguities where multiple interpretations can be made.

New Zealand’s acceptable solutions Geoff Bonham, New Zealand Master Pool Builders Guild officer and owner of the Pool and Spa Covers business in Auckland says that the New Zealand experience with boundary regulations could be instructive for his Australian counterparts especially through a new government document that helps explain acceptable solutions for restricting access to residential pools. Until 1 January 2017, the safety of young children around swimming pools and some other pools was subject to the New Zealand Fencing of Swimming Pools Act 1987. However, the fencing of pools was building work and was therefore subject to the New Zealand Building Code. Clause F4 “Safety from Falling” of the Building Code contained specific performance requirements for pool barriers and the Schedule to the Fencing of Swimming Pools Act was

referenced as a means of compliance with Clause F4. The Building (Pools) Amendment Act 2016, which was passed in October 2016, revoked the Fencing of Swimming Pools Act and incorporated child safety provisions for residential swimming pools into the Building Act 2004. It also added a new clause to the Building Code: Clause F9 “Means of Restricting Access to Residential Pools”. Residential pools that are subject to child safety provisions are defined in Section 7 of the Building Act. The NZ Ministry of Business, Innovation and Employment has published a document called Acceptable Solutions F9/AS1 and F9/ AS2, Means of Restricting Access to Residential Pools. Victorian Government ignores swimming pool industry advice
Weather cools but market still warm at 10 per cent up The available March to May 2017 pool DA numbers have shown an increase of 11 per cent over the same period last year.
Following the May release of the long-awaited Regulatory Impact Statement (RIS), SPASA Victoria has accused the Victorian Government of entirely missing the point on pool and spa barrier safety improvement measures, and ignoring the advice of the swimming pool industry and other stakeholders.
Over the three months, the only state to show a decline was Western Australia (down 22 per cent), while all other states showed improvement. Queensland was up 29 per cent, Victoria up 19 per cent, New South Wales up 15 per cent and South Australia was up five per cent.
The RIS was released as part of the Building Regulations Sunset Review. The Victorian Minister for Planning, Richard Wynne says it is time for a proper overhaul of the pool regulations.
The annual figures comparing the 12 months to May showed a similar increase, up 10 per cent. Queensland was up two 27 per cent, South Australia was up 22 per cent, Victoria up 14 per cent and New South Wales up 13 per cent. Western Australia was down 25 per cent.
“We don’t want another family going through the harrowing ordeal of losing a child in these circumstances,” he says. “We know that bringing pools and spas up to scratch will be a significant cost, but we make no apology for taking action to prevent these tragic deaths.”

However, SPASA Victoria CEO Brendan Watkins says the government has continued to ignore the recommendations from industry experts regarding the cause of toddler drownings in backyard pools in Victoria. “The proposed legislation will direct all owners of pools and spas built prior to 2010 to amend their barriers to not allow direct access to the pool or spa via a door from a building, such as a house or garage.” He says the evidence is that backyard pool drownings occur as a result of a lack of maintenance to existing barriers, and not the requirements prior to 2010. By law, all Victorian pools and spas must already have a certified barrier in place. Watkins points out that it is not the design or type of the pool or Yearofold Yearitnew spa barrier that is the cause toddler drownings – rather is the lack of 2000 maintenance of the barriers.

While these figures give an indication of the way the market is trending, they are not comprehensive and don’t include all pools built or even all DAs lodged. By some estimates, the total national numbers including all types of pools could be almost double these figures. They do not include pool projects that are approved as part of a new home, smaller projects under the cost threshold, renovations that don’t require a DA, or some aboveground pools. Additionally, not all councils are forthcoming with data or report on time; councils in some states such as Queensland and Victoria are particularly reluctant. Obituary
Ben Beale tragically passes away The swimming pool industry is in shock following the death of Ben Beale, executive director of Perth-based fibreglass pool manufacturer Aquatic Leisure Technologies (ALT). The 47 year old collapsed on April 24 while jogging. He was on holidays with his family and was training for an upcoming charity boxing match. He was taken to Busselton Regional Hospital but could not be revived. As executive director Ben and his sister Lynley Papineau managed the company with their father, founder and managing director Lew Beale. Ben was also the face of the Aqua Technics television campaigns which were a feature of every Perth summer. He had devoted more than 25 years to the family manufacturing and retail company, and had been a key driver in the company’s success as well as a well-known and well-respected person across the industry and the community. Lew Beale said that a great joy of his life had been working together with his family on a daily basis. "At the moment we are wrapping our arms around his wife Sarah and his children,” he said. Lynley Papineau said she was devastated to have lost a great leader, family member, colleague and friend. SPLASH! offers sincere condolences to friends, colleagues and family. Ben leaves behind wife Sarah and five children, Mitch, Jasmin, Hayden, Jett and Ashley. Ben was preparing to box in the Royal Queensbury Championship to .raise money for sick and disadvantaged children, spurred to the selfless act by the experience of his inspirational son Mitch, who won a battle with osteosarcoma, spending the best part of a year in and out of hospital. Lynley Papineau appointed ALT managing director
F
ollowing the tragic and unexpected death of executive director Ben Beale (see accompanying story), his sister Lynley Papineau will take on the role of managing director of Aquatic Leisure Technologies (ALT). Ben and Lynley’s father, ALT founder Lew Beale, will step away from managing the company and take on the role of executive chairman. In a statement, Lew Beale thanked all their friends and business partners for their support over the past five weeks since the passing of his son. “As difficult as it is to comprehend the new world that we find ourselves facing, we must look forward and make the necessary business decisions to ensure ALT continues to grow and develop on the foundations that have been built over the past 40 years,” he said. After founding ALT, Lew managed the company for 30 years, most of that time with the assistance of Ben and Lynley. “I have been privileged as a father to have my son Ben and daughter Lynley work together side by side for over 20 years and build the company into what it is today,” he said. “Ben impacted the lives of so many people. He had a way about him that made people feel special and we miss him dearly. We must ensure the growth of the business continues and I have full confidence in the ability of Lynley as managing director to take the company forward.” Lynley Papineau is the current president of SPASA Australia, has been a recipient of the Australian Telstra Business Women’s Award (Private Sector) and holds a Bachelor of Commerce. “It is not until something is taken away from you that you reflect back and realise how truly special it was,” says Lynley.
“Lew, Ben and I were family first but as business partners we managed to turn a small business into one of Australia’s largest fibreglass pool manufacturers. ALT has an amazing culture built on family values and with taking on the role of managing director I will do everything to continue what we have created and make Ben proud,” she says. “We are also fortunate to be able to look internally at our management team that collectively holds more than 180 years’ experience in the swimming pool industry.” One of the other significant changes comes with Darren Godden taking on the role of business development manager. “Darren has been a member of the ALT family for almost 28 years working as the operations manager. He has extensive knowledge of the industry and is a natural fit for this position,” she says. General manager Kevin Stone, who was also fulfilling the role of manufacturing manager, will take on extra responsibilities and has subsequently seconded Lee Mascall into the manufacturing manager’s role. “Gina McKenzie has replaced Darren Godden as operations manager and will increase her responsibilities to lead the operations department, ensuring ALT maintains our commitment to clients. Gina has been at ALT for over 10 years and has a wealth of experience.” Lew said that as the company continues to evolve as an organisation, they will draw on the passion and skill of their people who are integral to the business. “We are confident the above positions will drive ALT with a clear agenda for success, as we continue to be the leading pool manufacturing and retail business in Australia,” he said.

Spa Tech Tips Spa jet operation The pressure generated by spa jets is the result of water flowing through a narrow orifice in the rear of the jet, combined with air drawn into the space adjacent to the jet orifice via vacuum venturi action. The combined mixture of air and water results in the aerated pressurised flow from the spa jet. The amount of air drawn in and the resultant additional jet pressure experienced is dependent on the water flow rate through the orifice.

Air flow to the venturi is generally regulated with an air control mounted on the spa. A well calculated spa plumbing system can generate what feels like double the jet pressure once the air venturi is fully open. An air control that can be screwed in/ out allows for variable flow rates to be selected depending on the desired user jet pressure. Insufficient water flow can result in the inability to draw air into the jet from the venturi. This can be an issue on spas with undersized pumps or plumbing, easily avoided by ensuring pumps and plumbing are correctly selected to ensure each jet receives approx. 40Lpm to 50Lpm which is the optimal flow rate for proper jet action. Pool Ranger is celebrating 25 years in business this year. The company was founded by John Griffin in 1992 in a modest 50-squaremetre space located in a self-storage area.

When the company began growing, John brought in son Michael to help with the business, initially as salesman, but progressing to his current role of managing director and shareholder. As the company grew, larger premises were required and they now have office and a warehouse in Warriewood on Sydney’s northern beaches.

SPASA Queensland executive officer Adrian Hart says the show results reflect generally buoyant trading opportunities being experienced in south-east Queensland, especially in the new pool and renovation markets. Jacob Kong from the Asia Pool & Spa Expo 2017 (previously the China Sauna Spa Pool Fair) says the event was successfully held in Guangzhou, China this May, seeing an intended trade volume of more than 100m RMB, breaking its all-time record. He says 18,320 visitors came to see 187 exhibitors and according to an onsite survey, more than 87 per cent of exhibitors said the quality of this year’s attendees had improved noticeably.

CMPC questions OLG survey Following the recent Country Pool Managers Conference (CPMC) the Office of Local Government (OLG) reloaded the link to its survey on Practice Note 15 (PN15). The 21st CPMC was recently held in Queanbeyan, New South Wales, with one of the most popular presentations coming from OLG senior policy officer Matthew Dimmock. In his presentation, he discussed the PN15 survey. PN15 is a guide to assist councils in NSW to carry out their water safety functions and responsibilities in public places, including in public swimming pools. The PN15 survey had been sent to 113 local councils and the OLG received 65 replies. However, CPMC organiser Kerry Lynch wondered who had actually filled out the forms, and asked if anyone in the audience had done so. Of the 110 poolies present, only 10 had seen the form and completed it. “So who had completed the survey for them?” asks Lynch. “It was handled by the council recreation managers or whoever without consultation with the staff.” Lynch says the link was sent to the general manager and he or she may have passed it onto someone else to action, or it may have languished, but it clearly didn’t get into the hands of the pool staff. “The good part is that the OLG responded and they opened the link up again. This was one of the more satisfying results to come out of conference,” he says. “A lot of the time they say they consulted with industry, but we don’t know who is giving feedback on behalf of the industry.”

The other presentation that got everyone very
interested was the online security advice from the Australian Federal Police (AFP). “The AFP talked to us about protecting online identity. These guys really opened up our eyes about what’s happening in the cyber world, and most of us dinosaurs didn’t know much about it before. “There was plenty of practical advice such as making sure you have passwords with different numbers and characters, and not something simple – something you can change on a regular basis.” Bullying was also canvassed by a legal expert. “Dominic Longhurst from a law firm in Sydney did a presentation on bullying and harassment. One of the important things he mentioned was that if you’re being bullied or harassed you must follow the company’s bullying and harassment procedures. If you don’t – even if there’s plenty of evidence – any action is unlikely to be successful.” Lynch says the numbers were slightly higher than last year with 170 people registered including the trades, and having about 80 people turning up for the training session with John McKenny and AustSwim’s Robyn Larkham. He says that one of the reasons they like to get new people to put their hands up and host is that it brings new people in, and this year they had more than a dozen new delegates. “We had a lot of really good feedback from the new delegates who hadn’t been before and good feedback from the trades, who we can’t do without. We need the trades and sponsors as well as the delegates to make it successful,” he says. He says they always try to get one or two new things to display, and one of the new ones this year was showcasing temporary structures over swimming pools. Next year’s Country Pool Managers Conference will be held at Nambucca Heads from May 16 to May 18.

Industry moves Dax Eddy, executive director of the Jamberoo Action Park and long-time board member of the Australian Amusement, Leisure and Recreation Association (AALARA), has taken on the presidency of the association, replacing Tim Newman-Morris, whose two-year presidency has just been completed. Eddy is the son of Big Jim Eddy, who served as AALARA’s president during its early years in the late 1990s. Phil Durkin, director of Phil Durkin Special Events and president of AALARA from 2013 to 2015, was also reelected to the AALARA board. Waterplay has announced a new business development manager, Melinda Pearson. She had previously worked for nearly two decades as business development manager for leading aquatic design firm Water Technology, Inc, and has worked extensively in the US municipal recreation and commercial entertainment market sectors. The Australian Pesticides and Veterinary Medicines Authority (APVMA), the body that (amongst other things) oversees regulation of swimming pool chemicals, is recruiting for a regulatory scientist and suitably qualified professionals for various roles in the agency. The APVMA says it is committed to personal development and wants great people to be involved in their journey to develop the agency as a technologydriven world leader in regulatory science. The authority is in the process of relocating from Canberra to Armidale in the New England region of NSW.

Pool-Water Products (PWP) has appointed Dean Grimshaw as the sales manager for the Southern Region. Managing director Rohan Beasley says Grimshaw’s role will be to further develop PWP’s growing portfolio of dealers in the region, and that he brings with him a wealth of industry knowledge. “He previously worked for some of our current suppliers such as Zodiac and more recently, Pentair, dealing with distributors, pool builders and both the retail and service side of the business,” says Beasley.
“Dean also has extensive experience in sales and marketing. Aquatic Leisure Technologies adds three new agents Perth-based fibreglass pool manufacturer Aquatic Leisure Technologies (ALT) has added three new dealers to its network, signing up agents in South Australia, Queensland and New South Wales. They expect to make further dealer announcements in the near future to add to the record number of dealers now supplying pools intrastate, interstate and internationally. Export manager Neville Fenton says their new state-of-the-art production facility has the capacity to manufacture 6000 pools each year in a double shift, so they are well positioned to meet the demands of the new markets.
The company supplies its products under the Aqua Technics Pools brand, however all dealers are encouraged to operate as independent agents, already known by and identified within their local communities under their existing company names. Chemical Tips Understanding the effects of stabiliser Most pool owners in Australia add stabiliser – cyanuric acid, also known as CYA – to their pools in order to prevent the chlorine being dissipated by UV (sunlight). Recommended levels of stabiliser in Australia are 20ppm to 50ppm with many retailers recommending towards the higher level. What is often not understood is that 30ppm of CYA will provide about 96 per cent effective protection against UV. However 50ppm offers about 98 per cent protection – but the bacteria kill time almost doubles and the ORP level will drop significantly. If possible, CYA levels should be maintained at about 25ppm to 30ppm which will give an ideal balance of UV protection and chlorine effectiveness. This assumes of course that pH levels are maintained at 7.2 to 7.4 because as we all know, a pH above 7.4 significantly affects the level of HOCL (active chlorine). We do know that, don’t we??

Narellan Pools reopens factory destroyed by February blaze Narellan Pools has moved quickly to get its stateof-the-art Queensland production facility back up and running after a devastating fire swept through the Stapylton premises in February. Working in conjunction with Narellan Pools’ New South Wales manufacturing plant – which was opened in Picton late in 2016 – the total production capability for Narellan now exceeds 5000 pools annually. Narellan Pools managing director Chris Meyer says the increased capacity will continue to support growth for the company both nationally and internationally. “With three consecutive years of double-digit growth, Narellan Pools is experiencing an aggressive period of acceleration,” says Meyer. “In the weeks following the fire, production at the NSW facility was scaled up to ensure no client delays. With the Stapylton facility now restored, immediate focus for the company is to recruit franchisees in order to keep up with demand. “We’re on a mission to recruit and develop builders to service all remaining markets across Australia,” he says.
This period has seen the company add to its traditional recruitment strategy – pool builders and landscapers – by also recruiting experienced business people. Local pool shop wins Business Champion award Andy & Sons, a Canterbury pool shop in Sydney’s Inner West, has won the Specialised Retail Business category at the Australian Small Business Champions Awards. The Australian Small Business Champion Awards assess small businesses across Australia on operations, marketing, online presence, achievements and growth in 43 categories. Proprietors Karri Nadazdy and Nicholas Virtue of Andy & Sons attended the awards presentation in April, hosted by Natarsha Belling of Network Ten. As there is no pool/spa business category in the awards, Andy & Sons won their diverse category of Specialised Retail Business from a varied range of 12 finalists including a tennis centre, an electrical products business, a comic shop, and a travel accessories store. “Like all small businesses, we work hard all year, so it’s really rewarding to be honoured with an award such as this,” says Nadazdy. “This is a

There has been another in the spate of US pool electrocutions. On this occasion the victims were 65-year-old Carl McGrady, who was seriously shocked when he entered the electrified water to clean his residential pool, and his wife Pam and son Lucas who went to his aid. The cause of the incident is under investigation. Pool Corporation (Poolcorp) has acquired the assets of Lincoln Aquatics, a leading US distributor of equipment and supplies to commercial and institutional swimming pool customers, effective April 28, 2017. Lincoln operates two sales and distribution centres located in California. Pentair has joined with aquaponics farming innovator Urban Organics to open a new 8000-squaremetre indoor aquaponics farm in St Paul, Minnesota. As one of the largest commercial aquaponics facilities in the world, the urban farm has the capacity to grow 125,000Kg of fish and 215,000Kg of organic produce annually. Meanwhile, Pentair plans to separate into two independent, publicly-traded companies. The proposed transaction will create a leading global water company (Water) focused on smart, sustainable water and fluid processing applications; and a highperformance electrical company (Electrical) focussed on improving utilisation, lowering costs and maximising customer uptime. Pentair also recently completed the sale of its Valves and Controls business to Emerson Electric Co for $US3.15 billion.

Dassakis takes on SPASA Australia COO role Spiros Dassakis has been appointed chief operating officer of SPASA Australia, reporting to chief executive officer Lindsay McGrath. In Brief The mother of a threeyear-old boy who drowned in a backyard pool after being left home alone for more than 14 hours in the US state of Georgia has been charged with murder. Neighbours called emergency after the toddler was found unresponsive in an aboveground swimming pool behind the family’s home in the early afternoon. Authorities arrived to find the 32-year-old motherof-four performing CPR on her son, but by that time the toddler had turned blue and was not breathing. It’s alleged the woman had left the threeyear-old home alone with his four-year-old brother and two younger twin brothers for more than 14 hours before returning home to find him in the pool. She has since been charged with one count of felony murder and four counts of first-degree cruelty to children. Her other sons were placed in protective custody. Tony Campbell has taken out Field Manager of the Year at the Franchise Council of Australia’s WA Awards. The award comes after a challenging year that saw Campbell and his 19 Poolwerx franchise partners achieve notable sales growth, notwithstanding the downturn in the WA economy. Through the adoption of a number of innovative sales and marketing initiatives, Campbell helped his WA group achieve growth just shy of six percent – a four percent improvement on the previous two years.

The Prime Minister of Australia Malcolm Turnbull visited the headquarters and factory of Australian Innovative Systems (AIS) in Brisbane in May, touring the facilities and meeting some of the 40-plus staff before enjoying morning tea.
AIS CEO Elena Gosse welcomed the PM, saying that the Federal Government’s recent announcement regarding future company tax cuts would help her company to reinvest more funds into research and development, as well as fast track the further expansion of its production facilities. “We have always invested heavily in research and development and are currently in the early stages of building a new, purpose-built factory to house our Anode production line,” she says. “Ultimately any savings to the bottom line will allow us to continue to innovate, expand and create more jobs.” Gosse also discussed the extension of the small business $20,000 instant asset write-off scheme and its benefits to AIS customers, particularly local aquatic centres and swim schools.

Government backs extra 300,000 apprenticeships in budget

The 2017-18 Federal Budget has given apprenticeships a boost thanks in part to a levy on skilled migrant visas. The government expects the Skilling Australians Fund to be funded by as much as $1.5 billion from 2017-18 to 2020-21. The Fund is intended to underpin a new partnership with state and territory governments to train Australians, with spending prioritised towards apprenticeships and traineeships. When matched with state and territory funding, it will support up to 300,000 apprentices, trainees, pre-apprentices and higher level skilled Australians. States and territories will only be able to draw on this fund when they deliver on their commitments to train new apprentices. Assistant Minister for Vocational Education and Skills, Karen Andrews, says the Government is also establishing a $60 million Industry Specialist Mentoring for Australian Apprentices
scheme that will help people complete their training. She says the new industry specialised mentoring service continued the Government’s focus on supporting apprentices and trainees, complementing the existing services available under the Australian Apprenticeship Support Network program. “The Skilling Australians Fund will create an extra 300,000 apprenticeships in priority industries and occupations across Australia,” she says, adding that the scheme will help young people get the skills they need to put them on the path to a great job and career. Priority industries include building and construction, engineering, and manufacturing as well as tourism, hospitality, health and ageing, agriculture and digital technologies. Don’t keep old building materials If you have any obsolete, damaged or otherwise unusable materials left on your site at the end of the year, remember to write-off the cost before the end of the year in order to claim a tax deduction. Clear out bad debts If you have customers who can’t or won’t pay and you have done everything possible to recoup the debt without success, write it off by 30 June in order to claim a deduction. Make sure to record the write-off in the form of a Board Minute or other similar record.

Operate a cash business? The ATO is watching you If you operate on a cash basis, make sure that all your takings are properly accounted for. The ATO has a major focus on cash-based businesses that don’t declare all their turnover, so don’t get caught in the spotlight. K
The Golden Rule: Keep Records Good record keeping is your best friend for efficient business management and will also make life easier if the ATO asks you questions. Tax law requires that records be kept for five years, and they should include: • Sales receipts • Expense invoices • Credit card statements • Bank statements • Employee records (wages, super, tax declarations, contracts) • Vehicle records • Lists of debtors and creditors • Asset purchases. Records can be kept on paper or electronically, but should be easily retrieved. Anthony Ramsay from Pool Systems has a firm opinion on the matter, coming down strongly in favour of them being assets for wellness. “Spas are investments in health and well-being,” he says. “Today’s spas are all about comfort therapy and offer a retreat from the hassle and stress of everyday life.” Hydrotherapy water massage, also known as balneotherapy, is rightly marketed as a major benefit in owning a spa as it can help improve circulation, decrease joint pain, and accelerate the body’s natural healing processes. “Several spa manufacturers now also offer swim spas, which combine the warmth of a spa with the exercise benefits of a swimming pool,” says Ramsay. “While they are much smaller than a full-sized pool – at no more than six metres long – they are capable of
generating counter-currents that you can swim against rather than doing laps. With room to move, they can also be used for other activities like rowing or water walking, whereby additional fitness equipment can be built in.” Ramsay says he was at last year’s Piscine Global Expo in Lyon, France, where he counted more than 50 spa and hot tub manufacturers on display. And many of them were full of hi-tech innovations. “Spas are getting smart,” he says. “They can automate maintenance routines and include selfdiagnostic controls. Innovation is pushing through in remote monitoring systems that provide peace of mind for spa owners who are on the go or have a spa at a holiday home.” He says that along with the advanced intelligence of automation, they are more energy-efficient too. “Some spas even have inbuilt, real-time power consumption monitoring, which allows owners to calculate what their spa is costing them.”

Another trending spa feature is integrated entertainment systems. For example, wireless sound systems which enable spa owners to connect an audio source to their spa via a dock can be seamlessly integrated into the cabinet. Music tracks and volume are then easily adjusted via the spa’s control panel or via remote control. “Next level ambiance lighting is now having a significant and positive influence on the overall spa experience,” says Ramsay. “We are seeing themed, multi-zone, multi-colour lighting systems and colour fading. Colourful lighting that not only adds visual appeal, but also conveniently illuminates features like drink holders and jets.”

Ramsay also noted a new direction in the overall design aesthetics of spas, many of which were inspired by unlikely sources. “While new features are constantly being incorporated into moulds, spa manufacturers are drawing inspiration from furniture and appliances,” he says. “Designers are using new materials on the exterior, like natural wood or recycled materials, with a goal of making spas the centrepiece of a backyard or deck. Sequenced and strategic jets in the high-end spas are designed to target specific areas of the body, alleviate
pain, promote general relaxation, and support rehabilitation and healing.” And, just like using different pieces of equipment at the gym to focus on different areas of the body, spa users can move from one seat to the next in a circuit for a total body massage. “Chromatherapy, or colour therapy, is another growing trend in spa design, where coloured lighting changes the overall look of the water and can help calm and rejuvenate the body. “Aromatherapy is also growing in popularity, where specific scents combined with the natural warm flowing water and comforting lighting help relax and revitalize you.” Mirroring the low maintenance trend in the swimming pool market, today’s spas are easier than ever to care for. “Technological advancements in automated water treatment like builtin chlorine generators and automated testing and dosing systems has made water maintenance convenient and easy. only does this smart technology save time, the water quality measurements are displayed in real-time on the controllers and through any web-connected device. the periodic table is already having an impact on Australia’s spa market. “We are presently seeing a global shortage of lithium hypochlorite, the most common sanitiser used today in spas,” says Waterco’s national key accounts manager, Gary Beecroft. “The shortage is caused mainly by the increase in the demand of lithium hydroxide/carbonate for batteries.” This scarcity has essentially stopped the supply of lithium hypochlorite to the spa market, leaving spa owners with limited options to maintain the health and clarity of their water. “The chlorine-free Poppits Peroxsil range from Waterco is one of the few products that have already been designed to sanitise spas using hydrogen peroxide to oxidise the bacteria and organic materials in the water,” says Beecroft. “However, unlike traditional lithium hypochlorite spa sanitisers, Poppits does not contain chlorine or bromine, which is ideal for asthmatics and people with sensitive skin.” This system uses advanced oxidisation to purify spa and pool water. WiFi interfaces for spas Wifi is now a huge seller for all the major spa controller manufacturers such as Spanet, Balboa, Gecko and others, he says. “It is increasingly popular for property owners with holiday homes or even just people with a busy schedule. You can just set the temperature on your phone before you get home so that your spa is ready to jump into.” Touchscreen colour touchpads He says that almost all electrical devices these days have touchscreens and now your spa can too. They are simple to use, have larger screens, and are considered cutting edge-technology for the spa industry. Integrated heat pumps Interest in and sales of heat pumps on spas continues to grow says McWilliams. They can now be integrated with some control systems of the spa, which means you can adjust temperature from inside the spa. The units are reverse-cycle so you can cool or heat the water as you wish. Also, heat pumps can use up to 75 per cent less energy than the standard heater element on a spa, meaning a huge savings on electricity. Ultrazone spa UV/ozone system US magazine Pool & Spa News listed this in the Top 50 new products for 2017. It combines ozone generation with UV-C sterilisation to make the spa water safe and clean while reducing normal sanitation by up to 70 per cent. The sixth annual Facility Manager’s Networking Breakfast co-hosted by the Aquatic and Recreation Institute (ARI) and the Australian Leisure Facilities Association (ALFA) was held in April at the sparkling new International Convention Centre, Sydney. The theme was managing change in the aquatic and recreation industry, and the professionals from all sectors of the industry enjoyed the animated and inclusive presentations. Austswim CEO, Jennifer Schembri-Portelli, gave a very engaging presentation, asking the question “How do you use your pool?”, and at one stage had all attendees out in the hall being grouped according to a variety of criteria. The participants seemed to enjoy the interaction and also learned a bit about the diversity of the sector. She gave examples of how other facilities are utilising their “wet” space that doesn’t involve
swimming including aquatic spin, aerobics and yoga, as well as products on the market which take up relatively little space in your pool, but could bring in a whole new type of member who had not previously used the pool. Fitness trainer Stacey Aldous described her experience in New Norfolk, Tasmania, and how she was able to overcome obstacles when establishing her new business in an area of small population and high unemployment by getting to know her community and their needs and in turn, building a highly successful business. Her passion for the industry and her community was inspiring and contagious. Another very interesting presentation was from Dr Jeff Walkley, the national disability and diversity manager at Belgravia Leisure. He spoke about the results of an access and inclusion survey and also provided an overview of the National Disability Insurance Scheme (NDIS) and what facilities can do to prepare for this growing community. SPLASH! will bring more on this topic from Dr Walker in the next issue. Overall, attendees were provided with ideas and examples on how to better engage their community, improve the range of services, and ensure facilities continue to provide outstanding aquatic and recreation experiences into the future.

Trend for cruise waterparks intensifies P&O Cruises Australia has added new Polin waterslides to its popular Pacific Dawn cruise liner, further enhancing the façade designed by award-winning architect Renzo Piano. As the cruising industry continues to grow, cruise lines are upgrading ships with the latest attractions – and top of the list is an on-board waterpark. Polin’s recent partnership with P&O Group is a case in point. Three of the world’s largest cruise lines – Carnival, Royal Caribbean Lines and MSC – have all installed Polin water slides and water play attractions on ships. Now P&O has joined the party. The 2000-passenger Pacific Dawn was built in 1991 and originally christened as the Regal Princess. Over the years, the ship’s owner changed hands several times. Today, the ship is operated by P&O Cruises Australia and was extensively refurbished in 2007, when it was renamed Pacific Dawn. A few years later, it moved to its new home port of Hamilton, Brisbane. In 2010, it again went into dry dock for extensive refurbishment and then, once more, in 2014 for the addition of new offerings that included a zip line, a rock-climbing wall and cosmetic improvements to the pool deck and restaurant. The most recent enhancements include two 80-metre Polin Aquatube waterslides with special effects including Magic Shine, Natural Light Effects, Special Pattern Effects and translucent options.

Inflatable standard confirmed Standards Australia (SA) recently published AS 3533.4.5:2017, Amusement rides and devices, Part 4.5: Specific requirements Waterborne inflatables. It was originally published as an interim standard in 2012, and is now confirmed as an Australian Standard following industry consultation. Often used in amusement park and waterpark rides, a waterborne inflatable, or WBI, refers to an inflatable used on controlled water. The standard provides guidance to manufacturers
and operators of waterborne inflatable equipment and facilities on how to design and operate this type of device. The standard was written to help protect the health and safety of both operating staff and patrons. Previously, no standard existed specifically for waterborne inflatable devices. Designers and operators instead referred more generally to parts of the standard covering the construction, operation and maintenance of all amusement rides and devices.
In Brief A new $56 million aquatic, recreation and sports facility may be built the Pimpama area of the Gold Coast. It is proposed to include: a 50 metre Olympic pool; 25 metre pool; water play area; learn to swim pool; a gymnasium; a flexible events space; a nine court district-level tennis centre; a 12 court regional netball centre; a local and district parklands; and a community centre. With its projected population growth, accessible location and emerging need for local community facilities, the Gold Coast City Council considers the Pimpama area ideal location for new infrastructure. Community engagement runs until June 28. Anti-Wave Equipment has been selected for the 2017 South East Asian Games Venue located in Kuala Lumpur, Malaysia. Anti-Wave has more than 45 years’ experience in outfitting top performance aquatic venues around the world, going back to the 1970s when it supplied lanes and equipment to the Munich 1972 Olympic Venue as well as first World Aquatics Championships in Cali, Colombia in 1975. Equipment selected includes all racing lanes, pool deck and water polo competition equipment for pools within the complex including one 25m training pool and one 50m competition pool. Brendon Ward has been appointed the new CEO of ASCTA and Swim Australia. He has 16 years’ experience in organisations such as the New Zealand Recreation Association and Water Safety New Zealand.

Aussies take on the World in Poland The Australian Life Saving Team will commence its Life Saving World Championships (WLSC) 2018 campaign when they send their strongest 10 Pool Rescue athletes to Wroclaw, Poland to compete at The World Games from 22-23 July 2017.

The 103rd Australian Life Saving Team will feature a mix of youth and international experience, with six returning members from Australia’s 2016 WLSC team, and two rookies. The youth movement throughout the wider squad is clear with the average age of The World Games team under 21 years. Head coach Kurt Wilson says this will be an opportunity for the side to showcase their skills before the WLSC 2018. “This is an incredibly important tour for us leading up to Rescue 2018 next year,” he says. “Any capped Australian Team is important, but the fact this will be our first outing in this Rescue cycle adds some extra significance.” Pamela Hendry will head the team following her role as vice-captain of Australia’s 2016
WLSC team where she came away with a gold and two silver medals. Joining Hendry will be Bradley Woodward and Mariah Jones, who respectively took out the male and female individual championships at
the Australian Pool Lifesaving Championships earlier this year. Samantha Howe will join the team for the first time, after collecting three individual gold medals at last year’s World Youth Life Saving Championships.

Global news Canadian global aquatic play pioneer Waterplay is celebrating its 30th anniversary this year. With its first installation in Whistler, Canada in 1987, Waterplay’s founders helped establish an aquatic play industry of sprays and splashes with their mission to spread the joy of water to people and communities. Waterplay president Jill White says that over the past three decades Waterplay has shaped thousands of play spaces across the globe – from neighbourhood spray parks to largescale aquatic centres and attractions – with innovative product solutions and a commitment to quality, expertise and support. “It’s been a tremendous journey for us. We’ve built a strong foundation over the past 30 years that is allowing us to push the industry forward in
innovation, design and quality,” she says. Following the tragic death of a 10-year-old boy on the Schlitterbahn Verruckt waterslide, Kansas is in the process of introducing legislation to help prevent future tragedies. This follows calls for increased regulation of amusement parks, including from the child’s father, Kansas representative Scott Schwab. If it becomes law, self-inspection of rides would be banned – a practice that came under fire after the Verrückt incident. Rides will need certification by a qualified inspector before opening and annually. Unannounced inspections also would occur. Operators also would need to inspect rides daily. Violations could result in a maximum $1000 fine for each day of noncompliance.
Ardent CEO’s $730k payout On June 9 Ardent Leisure, owner of Dreamworld and WhiteWater World, fasttracked the appointment of Simon Kelly as group CEO and MD, effective immediately. With the announcement, previous CEO and MD, Deborah Thomas stepped down, taking with her a year’s base salary of $731, 291. While she will forfeit some of her incentive plan monies, she will maintain others and will receive $3000 per day to provide ongoing support to the new CEO, senior management and board of Ardent in respect to the pending coronial inquiry into the Dreamworld tragedy. Meanwhile, Ardent is searching for a new chief financial officer. The Group suffered losses following the Dreamworld tragedy, and expects its Theme Park division to report an EBITDA loss of between $2 million and $4 million for the 12 months ending 30 June 2017.

Community rallies around pool manager After 31 years managing and investing in the Woolgoolga Pool on the NSW mid-north coast, Scott Hunt has lost his contract and is being moved on. Coffs Harbour City Council put all of their pools out to tender, and the winning tenderer for the Memorial Pool and the Sawtell Pool – Lane 4 Aquatics – wanted Woolgoolga Pool as well, and it was a case of all or nothing. The local community protested but the council insisted it was the best financial outcome. “Apparently my tender was very competitive but Lane 4 was only interested in all three pools and apparently over 20 years there was a saving to council of four million dollars,” says Hunt. “How this will be achieved is questionable and the community is asking plenty of questions. “Woolgoolga Pool was just a foursided hole in the ground when my wife Tracy and I came to town,” he says. “A commitment to improve pool facilities allowed us to negotiate a long term
lease and job security. We have spent over $300,000 on pool improvements such as the indoor learn-to-swim pool and the 30 metre waterslide, and we heated the main pool and also the toddlers’ pool, in addition to some major building extensions.” Along the way they gained some accolades including a Swim Australia national award, and nominations for Citizen of the Year and Lifeguard of the Year. “I think it is fair to say that council has not appreciated the hard work of myself, my family and my staff. But the community has. They have been extremely kind on social media – check out the Woolgoolga Pool Facebook page or even council’s Facebook page.” At 55 Hunt now needs to look for something else, and may look to finding some work with the Commonwealth Games as he has experience working at the World Expo and held a management position at the Sydney Olympics.

Pool curtain causes tabloid angst Western Sydney’s Cumberland Council has installed a privacy curtain at a small program pool at its Ruth Everuss Aquatic Centre in Auburn, in part to help encourage more women to gain greater water safety skills. The curtained sessions cater for a community need and are only held for a total of three hours per week, during which time four other pools in the centre are available. It is being used to provide privacy mainly for female swimmers but also for the disabled and other groups. It was installed to encourage people, who would otherwise feel uncomfortable, to attend swimming lessons, and partake in hydrotherapy exercise and physiotherapy remediation, amongst other things. Cumberland Council has a diverse community, and some of the ethnic groups who constitute the community have very low swimming skill levels, making encouraging swimming an important community health initiative, on top of the other benefits immersion and exercise in water can provide. Two-hour women-only swimming sessions are available on Sundays, and the screen is also used during two half-hour women-only 46

swimming lessons on Wednesdays – with an average of 14 people of mixed backgrounds and ages attending the lessons, and about 100 people using the screened sessions overall. However, some conservative commentators saw the community initiative as “the thin edge of the wedge” in appeasing Muslim groups, with “shock” commentator Mark Latham suggesting on UK tabloid Daily Mail’s local site that the next step would be curtaining Bondi Beach. Some of the media reports also wrongly labelled the sessions as “Muslim only”. With the level of hyperbole rising SPLASH! spoke to Cumberland Council to get some clarification. Cumberland Council general manager Malcolm Ryan says that his council has a diverse community – not just in relation to race or religion, but also in terms of age and disability – and they have a responsibility to meet the needs to the community they serve. “This particular program pool – accessible by ramp, heated, and with the option to draw curtains around it – aims to ensure all members the community are able to utilise the facility,” he says.
“The program pool is currently available for women’s swimming lessons, children’s swimming lessons and use by the elderly, people with a disability and patients having hydrotherapy/physiotherapy, who may prefer additional privacy during their use of the pool.” He says that women of all ages and backgrounds are welcome to attend the women’s only swimming lessons. “So far there has been a great mix of cultures attending. Women’s only swimming lessons are held on Wednesdays from 10:30am to 11:00am and 2:30pm to 3pm in the program pool. Women’s only swim passes for the program pool are available on Sundays. Female lifeguards are present during these women’s only sessions. “Four other pools are available at the same facility during these times.”

in the Arab world
I
n the third in the series of interviews with international leaders recorded at SPLASH! 2016 on the Gold Coast, we spoke to Gary Pogharian, maintenance director at Yas Waterworld. He has impressive experience managing the maintenance of some of the biggest and most complicated waterparks in the world, including two in the United Arab Emirates (UAE). He offers his observations on global waterpark trends, on the issue of balancing volume and main attraction rides, and also offers his unique perspective on managing waterparks in the Arab world.

Why are waterparks growing in popularity and where?
I think you’re looking at a lot of people who have more money and leisure time who didn’t have it before. So one of the growing areas for waterparks right now is Asia. The Asian market is the key market to go to right now. They’re still popular in the States, but there’s so many and they’re so dated. They’ve been there since the late sixties. And Europe – again, they’ve been there a while. The new parks with new technology are driving people to say “hey, this isn’t just going to the pool anymore” – it’s going to the pool, actually having some fun and doing active things, not just sitting around splashing and swimming or going down a six-foot slide.
What is the most important thing about maintaining a waterpark?
I think the key issue is really dealing with your water chemistry and making sure that the water is safe. Everybody will deal with the water. Not everybody rides all your slides, because of the way the slides are designed. Some of them have height restrictions or weight restrictions, so that limits the number of people who can actually ride those slides. But when you get to a wave pool, or a body of water that everyone can get in, 100 per cent of your people can go there. So that’s what you want to focus on. And that’s difficult to maintain, for various reasons. But the water chemistry is it. Water’s everywhere in a waterpark – that’s why it’s the first word in “water park”.
What are the most important considerations regarding safety?
Safety in anything you do has got to be the first thing you’re looking at. And it’s not just the safety of the people that are attending the park – the guests – but it’s also the employees. And it’s creating a safe environment where the employees can work safely, and therefore they can do their job and they can actually convey the safety role that the customer has as well. A customer comes into the waterpark – it doesn’t mean they can say: “I don’t have to do anything, there’s a lifeguard there, I don’t

Volume rides versus attraction rides
The rides tend to sell the park. So, if you look at a park they’ll say come over to our “Blizzard” ride (for example). And the Blizzard ride is the newest greatest ride we’ve added to the park. It’s the attraction. It’s what we use to bring people into the park. So, that ride’s going to bring people in – but safety is what’s going to bring people back. If you can plan the ride correctly it can be both [volume and main attraction]. There are a lot of parks around the world that use the wave pool as their main attraction – and that can hold 60 to 70 per cent of the people who are in the park at one time. So that becomes a numbers ride and a main attraction ride. It’s looking at what you have and saying, hey, I’m going to put this in, here’s my market, and this ride is going to help me out. have to worry about swimming. The lifeguard will save me.” You still have a personal responsibility. If you can’t swim, make sure you notify people that you can’t swim. Or make sure that you have the flotation requirements. You want people leaving the same way they came in – except a little happier.
ride, it is going to be bringing people in and it’s going to be the focus of your park.
Waterparks in conservative countries
The Muslim values, especially when it comes to dealing with people in general, they can be conservative. So we would have in our country – both waterparks I worked at in the UAE (Wild Wadi and Yas Waterworld) – we’d bring people in and have Ladies’ Night so the women could come out and enjoy the park, because culturally – and in the very conservative side of the culture – these people need to have time of their own. We’d have Men’s Night as well. All your lifeguards and employees are women on women’s night and men on men’s night. It’s an extremely popular event. It won many awards for us at Wild Wadi and several awards for us at Yas Waterworld in the UAE.
Waterparks in desert environments
I think there are a lot of elements in the desert environment, and especially where that desert environment is located. Southwest United States would be a little different than the UAE. The southwest US is a very dry type of heat and desert environment. The UAE is a lot different. There’s a lot of micro-sand in the air; and there’s a lot of salt in the air because you’re right off the Gulf. So you end up with air that is salty, air that has a lot of dust, air that is hot. You put all that together with the chemicals that are in the water, and you can age a park several years faster than you would in another environment.

pray parks and splash pads are gaining popularity for the reason they are a relatively simple way to add instant fun for younger kids in a safe environment. As they are either shallow or zero depth, they have less safety concerns and thanks to the plethora of new, exciting features they are more fun than the old kiddies’ pools. They are great at aquatic centres as a place where parents can take the little ones while the older kids train or play in the big pools, and are just as good for resorts and holiday parks.

From the modest scale of local caravan parks we go to the other extreme: splash pads as part of the billion dollar Land of Legends theme park in Antalya, Turkey. The entertainment facility features a long and varied list of attractions – from a five-star hotel to a dolphinarium, a wildlife park and a very promising waterpark. The waterpark part of the project is called Legends of Aqua and Polin Waterparks is the chief supplier. Developers of the project are a consortium of Rixos World Parks & Entertainment from Turkey, Emaar Real Estate from Dubai and global cultural creativity brand Dragone Productions from Belgium. Multidisciplinary design firm founder Jack Rouse was in charge of developing specialised zones for the facility and oversaw its master planning, concept and schematic designs. Polin delivered a wide assortment of waterslides in addition to a water playground, a spray zone, wave and river systems, a SurfStream, a Wave Ball and an entire hydro-mechanical system, including water circulation and filtration for the park. The Legends of Aqua spray zone alone covers 165 square metres. There are 40 spray action products including a tipping bucket, arks, waterjets and water guns. The richly visual spray toys help the younger kids enjoy their time at the park, and all the product designs are based on the worldwide quality standards that secure the safety of children.

Kids love colour and lively features, and even more than that they love their favourite cartoon characters. Village Theme Parks commissioned the SpongeBob Squarepants splash park for the SeaWorld Resort, with all the colour and excitement of the children’s television show. The installation is full of features including footactivated water jets which shoot water from the colourful characters, firing out from Patrick the Starfish’s underarms and belly button. Hydrocare was the installation contractor for the project and was responsible for all the plumbing and jet connections with 96 programmable jets. They also installed and commissioned the water treatment plant. Additionally, the SpongeBob Squarepants splash park included Waterworks light features – for which Hydrocare are the licensed Australian agents – enabling

the entire pad to be lit in a spectacular night display, providing exciting evening shows. In a professional sense it was very satisfying for Hydrocare, and also in terms of designing and constructing the figures. “It was one of the most fun installations we’ve done,” says Robert Savell from Hydrocare. “The best part of SpongeBob was working with the movie animation crew at Movie World to actually build the characters with the internal plumbing. Great fun!”
Hydrocare has completed many other splash pads over the past 10 years including Adelong, Broken Hill, Coonamble, Mittagong, Moss Vale, Narrabri, Parkes and Trial Bay, with Grenfell currently under construction. Their largest project was at Lake Conjola, and the most recent project was at Bourke, where the completion of the splash pad increased pool attendance by 25 per cent. Both those projects also used Waterworks products.

Myrtha pools and Empex Watertoys helped create the new updated splash park in one area of the old pool, by raising the floor to create a shallow pool 150mm deep and covering it with Myrtha PEM soft non slip surface. They then placed a myriad of creative interactive water toys for children up to the age of 12. Wyeth Tracy, president of the Canadian manufacturer, Empex Watertoys, says that these days, interactive water play is an ever increasing trend within the playground market. “The demand for splash parks is constantly increasing in municipal parks and recreation centres, hotels and resorts, campgrounds, zoos, FECs,

waterparks, theme parks and even less obvious places such as shopping malls and cruise ships.” He says one growing aspect of the splash parks phenomenon is interactive water play, where it is the user’s input that creates a variable output or response from a water feature. “It is the trend of the day,” he says. “And can be achieved through various designs of Watertoys.” He says Empex toys’ larger tactile nature ensures a safe round surface for child interaction, while the non-metal construction insures stability of the paint surfaces and longevity. At the San Francesco camping resort, interactive spray nozzles, hand wheels, tipping buckets, water jets, spinning wheels, water games and water shooters installed in the unique “aquatecture” create an immense amount of fun for the family. Empex features include interactive Aquanetics such as Aquatrwirl, Aquaspins,and Aquaswirl where hand wheels empower the children to make domes spin, create a water crown, turn a wheels or a spinner. Aquaduel is a water game that allows the kids to dowse their opponent if they can get more water in the target first. The Watertotter shoots a jet of water from the handle bars as the kids pump up and down and the watershooters provides the fun opportunity to get back at Dad or Mum. Aquaflo, Aqualoop and Aquaflor provide a zany contortion of water sprays that animate the space. The Aquasheet creates a full water curtain to run through. For the young children, the Aqualab provides an interactive play table where they can play with water and control water flow, and the Aquawave lets the toddlers slide down just like the big kids on waterslides. he readers of Conde Nast Traveler appraised the world’s hotels and rated Como The Treasury in Perth as the best hotel in Australia and the second best in the world. It was the only Australian hotel they put into the top 50. The central Perth hotel is housed in the 19thcentury State Buildings, which formerly served as a post office, land titles office and treasury. Meticulous restoration has revealed a grand Victorian-era facade while inside Como has imbued its trademark contemporary interior style.
One of the most striking aspects of the restoration is the rooftop swimming pool. Fully enclosed in a glasshouse, the pool is a conduit from the historic to the modern. The generous use of Western Australian limestone for the pool, coping, steps and surrounds brings a vestige of the Perth of yesteryear, while providing a vivid aquamarine water colour that suits the modern elements of the glass structure. It is a space where weary travellers can stretch their legs after a long flight or soothe their feet after a busy day of sightseeing.

AstralPool’s Viron Pump has been in the Australian market since 2007, and more than 35,000 of these super-efficient variable speed pumps have been designed and manufactured by AstralPool Australia. Now AstralPool has launched the Viron XT range, designed and manufactured at the new state-of-the-art facility in Keysborough. The new pumps have 9-star energy efficiency and extra features including fast primer and overdrive functionality. They can save up to 85 per cent in energy costs and reduce greenhouse emissions by up to 90 per cent compared to a conventional single-speed pump. Energy bills can be reduced by as much as $1200 per year. AstralPool is now Australia’s exclusive distributor of the revolutionary new OC-1 filtration media. OC-1 works through settlement, as opposed to the traditional method of entrapment. AstralPool says that by replacing commonly used media (such as sand and glass) with OC-1, it is possible to reduce head loss in the filtration system while filtering with a constant flow (regardless of debris entrapment). It can significantly reduce energy costs while still filtering to the equivalent standard. Nine kilograms of OC-1 has the equivalent volume of 75 kilograms of sand.
