• Members of the Los Frenos 4H and FFA clubs were able to compete in front of limited crowds at the Rio Grande Valley Livestock Show in Mercedes last month. The restrictions due to the pandemic limited the fanfare of the event. No rodeo, no carnival, no concerts during the 10 days of competition. Some of these fun aspects may be done later in the year. But the stock show judging went as scheduled. Students from across the area put in a lot of work in to raising prized animals, plants, building and art projects. The pandemic also limited contact with trainers and sponsors for most competetors. The efforts of these competitors is an example to the ethic of doing our best no matter the situation. Congratulations to all the winners!

Dewey Taylor, Jr., in 1954 in San Antonio, Texas while he was in the Air Force during the Korean War. They were married that same year and remained married until Mr. Taylor’s death in 2004, the day after Mrs. Taylor’s birthday. Mrs. Taylor, the oldest of seven children, remembers that she was not yet 14 during World War II. She says the one incident standing out during that time that she can remember was her family lived in Brownsville and they were ordered to go in their houses and stay. She says airplanes were flying all over the place and she was afraid because she didn’t know what was happening. Mrs. Taylor’s first daughter was born in 1955. The couple was blessed with nine other children: Judy Jurban, Robert Taylor, Billy Joe aylor, Theresa Henderson, Angela Taylor, Arlene Gonzalez, Eddie Taylor, Marie, Gonzalez, Dewey Taylor, Jr. III, and Brenda Taylor. She now has 16 grandchildren, 22 great-grandchildren, and 4

great-great-grandchildren. The Taylor family lived in San Antonio, TX, Wichita, KS, Grundy, VA, Chicago, IL, Pikeville, KY, Warren, MI, and Brownsville, TX before settling in the city of Los Fresnos, TX in 1980. Mrs. Taylor says they moved to Los Fresnos as Hurricane Allen hit the land. This was frightening because she had never been through a hurricane before. When asked about what changes she has witnessed to the town of Los Fresnos, she remarked that the biggest change has been growth. In 1980 the city had two stores, a library, and a park. The Taylors owned trailers located on 6th Street and 7th Street. The population has gown, the number of residences has grown, and numerous businesses have appeared, including restaurants, Walmart, and other retail establishments, along with new apartment buildings. Mrs. Taylor is a COVID 19 survivor. She became ill and stayed in the hospital with pneumonia.

She suffered with severe respiratory issues and a bad cough. The doctors were very concerned, and she was afraid and lonely as her children were not allowed to be with her. She recovered after nine days nine days in the hospital, but finds that she tires easily. She is no longer able to be active in her garden because she tires too easily. She still has not been able to see her children, even for her birthday. She wants them to know how much she loves them and misses them. Once again, happy birthday to you, Mrs. Florentina Taylor.

Texas landowners deserve fair & transparent eminent domain process (WACO, Texas)—The president of the state’s largest general farm organization urged Texas House lawmakers today to give landowners an eminent domain process where they can legitimately negotiate a fair deal. Texas Farm Bureau (TFB) President Russell Boening of Wilson County testified in Austin in support of the committee substitute for HB 901 (CSHB 901) at a public hearing of the House Committee on Land and Resource Management. The legislation by State Rep. DeWayne Burns of Cleburne includes language agreed to by TFB in 2019 to ensure landowners get a fair bona fide offer and required easement terms with the initial offer. “Over the past four years of working for meaningful eminent domain reform, Texas Farm Bureau’s goal has been simple—give the landowner a process

where they can legitimately negotiate a fair deal. A fair deal that gives them the compensation they have a right to under the Takings clause of the Constitution. A fair deal that results in an easement agreement that protects their property and other rights,” Boening said to the committee. “And, hopefully, make this possible without having to hire a lawyer, appraiser or other professionals whose costs the landowner cannot recover. The landowner has no right under the Takings clause to be reimbursed for those costs.” Boening noted the goal of meaningful eminent domain reform and the legislation is not to stop or create unreasonable delays for infrastructure projects. When a private company armed with lawyers and other professionals has the authority to take private property, there has to be a process that protects the landowner’s

The resources are part of the American Rescue Plan’s investments to expand access to vaccines in underserved communities. The funding will help Community Health Centers expand COVID-19 vaccinations, testing and treatment for vulnerable populations; deliver preventive and primary health care services to people at higher risk for COVID-19; and expand health centers’ operational capacity during the pandemic and beyond, including modifying and improving physical infrastructure and adding mobile units. “Community Health Centers have been integral in ensuring South Texas families continue to receive adequate and affordable health care throughout the COVID-19 pandemic,” said Rep. Vela. “I am pleased the American Rescue Plan includes funds to allow these health centers to continue to be a vital part of our communities’ fight against this virus.”

The bona fide offer under CSHB 901 must also include the Landowner Bill of Rights and a conveyance document with the required minimum easement terms. Features of minimum easement terms include required terms for pipeline and transmission line easements; the required terms are negotiable after the initial offer; and the easement

document must be filed with condemnation petition. “Current law does not give the landowner a legitimate opportunity to get a fair deal without hiring a lawyer or other professionals. If you look at Section 21.0113 of the Property Code, you can see it. Under the bona fide offer, it requires a landowner to receive an initial offer

in writing. That’s it,” Boening told to the committee. “So, a landowner gets an initial offer in writing and then has to try and negotiate a fair deal without any information on what the offer was based upon. And the landowner is given an easement document where the landowner has to negotiate technical legal terms to protect themselves, not knowing

Lady Falcons stay hot in 32-6A By KEVIN NARRO Los Fresnos News LOS FRESNOSAfter losing their first game of the season to district rival Harlingen South, Los Fresnos has won three straight, including an impressive 3-1 win at Weslaco. Over the three game streak, the Lady Falcons have outscored their opponents 32-5.

In their latest win, both Kayla Jimenez and Kate Perez cranked homers. The club swatted 19 hits on 15 runs as they run ruled Harlingen 15-4 in five innings. The big inning came when Los Fresnos sent 12 runners to the plate as a part of a nine run fifth inning. Los Fresnos currently sits at 6-1 and are a top the 32-6A standings.

LOS FRESNOS-The Lady Falcons kept their season alive with a thrilling 1-0 win over Laredo Alexander. Los Fresnos broke

the scoreless tie with 27:58 remaning in the game. Los Fresnos will await the winner between Lake Travis and Round Rock. The Lady Falcons shook off their regular

season finale loss to Harlingen and bounced back with a 5-2 win over Edinburg High in the bi-district round. On the boys side, the Falcons season came to an end in the bi-district round, bowing out to

Laredo Alexander 2-1. Los Fresnos beat Mission in the bidistrict round 2-1 (4-2) in Penalty Kicks. Los Fresnos ends their season with a 17-4 overall record.

The Lady Falcons were victorious over the Lady Cardinals March 29th in the pool. The final score was 10-4. Jimena Trevino scored multiple goals

for Los Fresnos. She was awarded Player of the Game by RSL. The boys water polo team also won its match with Harlingen by a score of 8-2.

AUSTIN – The Texas Health and Human Services Commission is expanding visitation statewide in nursing facilities and other long-term care settings, effective today.
